A bill to add Kentucky State University to the list of schools eligible for assistance under part B of title III of the Higher Education Act of 1965.

Amends the Higher Education Act of 1965 to include the Kentucky State University qualified graduate program on the list of graduate schools and programs that the Secretary of Education may deem eligible for title III Institutional Aid due to their making substantial contributions to providing Black Americans with graduate education opportunities.
