A bill to amend title 38, United States Code, to authorize dental insurance for veterans and survivors and dependents of veterans, and for other purposes.

Directs the Secretary of Veterans Affairs to provide a dental insurance plan for any veteran enrolled in the Department of Veterans Affairs (VA) annual patient enrollment system, as well as their survivors and dependents.

Provides for: (1) the payment of premiums for plan enrollment; and (2) voluntary plan disenrollment.
