Amending the Rules of the House of Representatives to promote fiscal responsibility by requiring the application of the House PAYGO rule.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider a rule or order that waives the application of the Pay-As-You-Go (PAYGO) rule in the House.

Prescribes a procedure for disposing of a related point of order.

Makes it out of order for the Speaker to entertain a motion to suspend application of the PAYGO rule.
