Prohibits federal transportation funding to a state from being terminated, limited, or otherwise interfered with as a result of the state's exempting a covered farm vehicle (including the individual operating that vehicle, but excluding any farm vehicle transporting hazardous materials requiring a placard) from any state requirements governing the operation of that vehicle.
