This bill directs the Department of Education (ED) to award competitive grants to qualifying local educational agencies for activities relating to the construction of a school facility.

In selecting grantees, ED shall prioritize agencies that demonstrate that grant amounts will be used to construct a school facility located within two miles of a school in which the average class size (excluding special education classes) exceeds 25 students.
