PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE ENVIRONMENTAL PROTECTION AGENCY RELATING TO ``OIL AND NATURAL GAS SECTOR: EMISSION STANDARDS FOR NEW, RECONSTRUCTED, AND...2021-06-25

Mr. ARRINGTON

Mr. ARRINGTON. Mr. Speaker, I oppose this resolution. Mr. Speaker, I think it is in a long line of attacks from a hostile administration, and some of my Democratic colleagues, against oil and gas, conventional fuels, which has blessed our country with a safe, affordable abundant supply of energy. It fuels our economy. It keeps energy costs low for consumers and working families. It gives us energy independence. In addition to the Paris climate and millions of jobs going away in the future as we implement that, pipeline and critical infrastructure cancelations, public land drilling moratoriums, weaponizing the tax code--because that is what is next--as they do away with ordinary and necessary depreciation and general business expenses, the posture from my colleagues is hostility toward an industry that has been so good to this country and to working families. In this case, we would go back to the Obama-era regulatory regime that is costly and burdensome, not to the multinational oil and gas companies. They welcome it because they will just increase their market share. It is the mom and pop, small business, independent producers who make up 85 percent of the production of oil and gas. They can't take this. They will shut their doors. We will shutter family-owned small businesses. And for what? Trace amounts of methane gas. The cost benefit does not make any sense. This is a sledgehammer-to-a-fly approach. The real emitters on methane gas, if that is your goal, downstream, large-scale industrial utilities, and other industrial operations, that is where we ought to focus. That is what the Trump administration focused on, gave room for innovation, respected State regulation, and that partnership and Federalism. Mr. Speaker, that is my position. I implore my colleagues to join me in opposing this and get back to some reasonable approaches to stewarding our environment and economic growth.

CONGRATULATING THE PLAINVIEW ROTARY CLUB ON 100 YEARS OF ACTION2021-06-04

Mr. ARRINGTON

Mr. ARRINGTON. Madam Speaker, I rise today to congratulate the Plainview Rotary Club, which is celebrating 100 years of service. Since May 1, 1921, the Plainview Rotary Club has consistently served not only the Plainview community, but also the entire Texas Panhandle region and beyond. While times have undoubtedly changed over the past century, the Plainview Rotary Club's foundation of ``Service Above Self'' has not. With almost 60 members, this clubs impact echoes throughout West Texas. Whether it is working with the Salvation Army at Christmas, providing dictionaries to Hale County third graders, awarding students with perfect attendance, giving protective equipment to medical personnel, or promoting community improvement projects, Plainview Rotarians are known for putting service into action. These individuals exemplify the principles of West Texas exceptionalism. For that, I wish to thank each member of the Plainview Rotary Club for their continuous, dedicated commitment to improving the lives of others. It is an honor to represent these members in our Nation's capital. Again, congratulations on 100 outstanding years, and go West Texas

CONDEMNING THE HORRIFIC SHOOTINGS IN ATLANTA, GEORGIA, ON MARCH 16, 20212021-05-18

Mr. ARRINGTON

Mr. ARRINGTON. Madam Speaker, I thank my fellow Texan, Representative Fallon, for the opportunity to speak. To my colleague, Judy Chu, I have enjoyed working with her and serving with her on the Ways and Means Committee, and I have respect for her. Let me be clear, Madam Speaker, the Atlanta shootings were heartbreaking and absolutely unconscionable. I condemn, as I imagine all of my colleagues do, all hate and all violence against any person for any reason. I mourn for all Americans who have lost their lives to any senseless act of violence. Today, my colleagues have brought forth a resolution that I believe is laced with political jabs and unsubstantiated assertions about labeling a virus by its geographical origin. To say that the term ``Wuhan virus'' drove this individual to commit unthinkable crimes is both premature and illogical, and it needlessly politicizes this horrible tragedy. It is inappropriate, and I believe it is unwise, for Congress to presume a motive in the middle of an ongoing investigation. For the sake of our country, we must stop politicizing heinous acts of violence committed by sick, evil individuals. We must stop making claims that supersede and ignore personal responsibility. When an individual commits a crime, they are responsible for that crime, and our judicial system is there to ensure that the individual is held accountable and brought to swift and certain justice. Again, I mourn for the lives lost in Georgia, but today's resolution does not strike me as simply and only a sincere attempt to highlight injustice or to condemn hate crimes. It reeks, Madam Speaker, of scoring political points. That is my read. It seems to be a veiled criticism of President Trump. It is needless and more divisive identity politics. We definitely don't need more of that in this country. I think it is political opportunism. So I encourage my Democrat colleagues and my Republican colleagues to reject this and to vote ``no'' for those reasons.

HONORING EDDIE McBRIDE2021-05-18

Mr. ARRINGTON

Mr. ARRINGTON. Madam Speaker, it is an honor to congratulate my friend, Eddie McBride, on 23 outstanding years at the Lubbock Chamber of Commerce. Eddie has served as the president and CEO of the Lubbock Chamber since 1999. Under his leadership, the Lubbock Chamber has received countless awards, including the best chamber in the Nation and numerous star accreditations. Again, my dear friend is an exceptional leader, even though he attended Texas A&M University. Then he served his Nation in the United States Air Force for 20 years. Upon moving to Lubbock in 1976, Eddie immersed himself into our community, served on numerous boards, including the Texas Association of Business, Workforce Solutions South Plains, and Covenant Health for decades. Eddie has served with excellence and integrity, always putting our community's interests above his own. I congratulate Eddie on an outstanding career, and I thank him from the bottom of our hearts for his service and contributions to Lubbock and to west Texas. We wish the very best for you and your wife, Debbie; your children, Chelsea and Patrick; and the entire McBride family. God bless you. And go west Texas.

Mr. ARRINGTON. Madam Speaker, I rise today to recognize Sergeant Jerrod Burtnett, a true west Texas hero. On December 27, 2019, vast fog surrounded Sergeant Burtnett as he investigated a series of crashes due to zero visibility in Lubbock County. After checking on a bystander along the side of the road, a fast-moving tractor-trailer lost control, hitting a number of vehicles, as well as Sergeant Burtnett, causing him serious injury. Sergeant Burtnett won the Purple Heart for his actions that day, and his experience is a reminder to us all how dangerous the job of being in law enforcement is. It is an honor to recognize Sergeant Burtnett for his bravery and his steadfastness to enter a dangerous situation to help the people of Texas. On that cold, foggy day, Sergeant Burtnett exerted the valor, courage, and selflessness that epitomized the men and women in blue. May God bless Sergeant Burtnett and his family, and all those in uniform who risk their lives to protect ours. Sanctuary City for the Unborn

Mr. ARRINGTON. Mr. Speaker, I believe life is a gift from God, begins at conception, and that unborn children have the same right to life, liberty, and the pursuit of happiness as you and I do. Nothing gives me more joy or sense of purpose than being a champion for the unborn. I know the vast majority of west Texans believe, as I do, that all life is sacred, God-given, and should be protected at all stages. The Lubbock community recently stood together against the stain of abortion on the fabric of our country by voting to become a sanctuary city for the unborn. Now, whether or not this ordinance is upheld in the courts, I am immensely proud that my hometown has made a statement, not only to Texas, but to the whole country, that as for us, the people of west Texas, we stand for life. Mr. Speaker, west Texans firmly believe, as I do, that we ought to promote a culture of life and that life at every stage is equally valuable, equally precious, not only in light of the Constitution, but in the eyes of God. Like the citizens of Lubbock, I will continue to fight for the voiceless, vulnerable, unborn Americans and their constitutionally protected right to life. God bless America. God bless the unborn. And go west Texas.

NATIONAL ORIGIN-BASED ANTIDISCRIMINATION FOR NONIMMIGRANTS ACT2021-04-21

Mr. ARRINGTON

Mr. ARRINGTON. Madam Speaker, it makes no sense at all. In fact, Madam Speaker, it is insulting. We care about people. This country does more for the immigrant than any in the world. We welcome those who want to make America their home, those God-fearing, freedom-loving families. But they have to respect our sovereignty. They have to respect the safety and security of the American people. They have to respect our laws. And I am waiting for the Democrats to respect the laws of this land. On this issue, I am waiting. But this is spitting in the face of these families and communities that are terrified. Ranchers are terrified to leave their families in their homes. And this is the answer? This is what you got? Shameful. It is shameful. I am embarrassed. Yes, I encourage my colleagues to vote ``no'' on the NO BAN Act. God bless America.

Mr. ARRINGTON. Madam Speaker, I am from the great State of Texas, and there is nothing great about the crisis at our border. It is unprecedented. It is unmitigated. It is ever-escalating. It is absolutely, absolutely self-inflicted and avoidable. Because of the actions of our Commander in Chief, whose first job is to protect the American people, and the irresponsible and reckless unilateral actions, we have got chaos at our southern border. The American people are suffering for it. The poor, vulnerable people being abused by the cartels are suffering for it. Endless lists of tragedies because of what is happening and what is coming out of the White House. The answer, the solution in the midst of this crisis and disaster like we have never seen from my Democrat colleagues is to offer legislation to grant mass amnesty and citizenship; more green lights, more incentives, more welcome mats to continue to violate our sovereignty and to break our laws; not to be detained and deported, but to be released and rewarded, cut in line in front of millions of people. They don't get a free lawyer paid for by the taxpayers. I can't believe this is happening in our great country. I can't believe my Democrat colleagues are pouring gasoline and inflaming the situation with more of the NO BAN Act, tying the President's hands to do his job, to prevent high-risk folks from coming to the U.S., giving legal counsel, giving navigators and people who can help aid and abet the exploitation of our laws.

PLACATING THE LEFT2021-04-15

Mr. ARRINGTON

Mr. ARRINGTON. Madam Speaker, why would President Biden, with the stroke of a pen, in the middle of one of the worst recessions and economic recoveries, destroy thousands of good-paying pipeline jobs and the livelihoods and future of hardworking American families? Well, for the same reason he has imposed his open border mandates that have created an unprecedented crisis at our southern border. He is placating the left. He is putting them in charge. And he is allowing them to drive their radical agenda to transform our economy, our values, and our way of life. Gaylord Lincoln, a pipeline mechanic from South Dakota, said it best: ``Come down here. See the destruction you caused. See the pain of job loss. You took our chance to have a decent life with a stroke of a pen. It is all BS in Washington. They are playing with our lives.'' Mr. Lincoln is right; it is BS. They are playing with their lives, and this President is leading the charge.

PREVENTING PAYGO SEQUESTRATION2021-03-19

Mr. ARRINGTON

Mr. ARRINGTON. Mr. Speaker, I thank the gentleman for yielding. Mr. Speaker, to the gentlewoman's point about working together, Democrats did not offer a hand of bipartisanship in this ram-and-jam job on the $2 trillion bailout bill. They even lost Democrats on it. So they didn't work with us. It was a pure partisan play, and there is a reason for that. It is mostly unrelated to COVID. It is bailout galore. It is a wish list of the liberals in this House, and they just pushed it through and called it, in disguise, COVID relief. But the fundamental principle we are talking about today is paygo. This is a law passed by Democrats, signed by a Democrat President. It says, fundamentally--and the American people understand this--if you spend beyond your means, you have got to find a way to pay for it. You have got to offset it or you go into debt. Mr. Speaker, the American people, if they don't pay their bills, they get their water turned off or their electricity turned off. The IRS will hunt them down and put them in jail if they don't pay their taxes. They will have their mortgage foreclosed, their cars repossessed. That is what happens to the American people when they don't pay their bills. President Obama, when he signed the law, said, You can't spend a dollar unless you cut a dollar elsewhere. I agree with him. Ms. Pelosi, our Speaker, gave a speech and she gave glowing points as she embraced wholeheartedly and full-throatedly this paygo. She said it is important `` . . . to our fiscal soundness, and to our children and grandchildren.'' She said: `` . . . who could oppose this great idea?'' She went on to say: `` . . . investments in our children's future . . . must be paid for, or else we are heaping debt onto our children.'' The national debt is almost $30 trillion and counting. Who is going to pay for that? Not us. Not you. Our kids are going to pay for it. These are Ms. Pelosi's words, Mr. Speaker: ``This pay-as-you-go is part of a blueprint for fiscal responsibility. . . . '' She said: `` . . . subjecting spending to the harshest scrutiny. Every Federal dollar that is spent must be subjected to scrutiny to make sure taxpayers get his or her money's worth.'' Bailing out union pensions, giving cities and States money that horribly mismanaged their business prior to COVID, giving people more money to be on unemployment than they made in their previous jobs, paying people who are not economically harmed in this COVID disaster, all of these things are wasteful. There is a litany of wasteful, irresponsible, and unnecessary spending, hundreds of billions of dollars. And the Speaker is saying every dollar is going to be scrutinized. We are going to stick it to our seniors. We are going to stick it to our kids. That is a profile in courage, if I ever saw one. Now, that is the leadership that made this country great, Mr. Speaker. These are Ms. Pelosi's words, not mine, but I agree with her. We have an opportunity here to do the right thing by our children, to offset the spending here in this $2 trillion bailout with the wasteful spending that is in there. And I gave you a list, Mr. Speaker. Mr. Speaker, I plead with you and I plead with my colleagues to offset this and do right by our kids and their future in this country.

AMERICAN DREAM AND PROMISE ACT OF 20212021-03-18

Mr. ARRINGTON

Mr. ARRINGTON. Madam Speaker, don't ask the President. Ask the people of Texas and they will tell you the truth. Biden's unilateral actions are the cause for this unprecedented crisis. My Democrat colleagues' response to their fellow Americans: An amnesty that will only add fuel to the fire of the burning chaos at the southern border. Madam Speaker, how did we go from America first to America last in just days? Taken together, these perverse incentives will further encourage lawlessness, enrich cartels, enable the abuse and exploitation of the most vulnerable people, cheat those who have respected our process, compromise the health and safety of the American people, and undermine the sovereignty and security of our great Nation. Madam Speaker, don't ask the President. Ask the people of Texas and they will tell you the truth. The cartels are in control at the border and the left is in control of the Democrat party.

MANAGING THE CRISIS ON THE SOUTHERN BORDER2021-03-17

Mr. ARRINGTON

Mr. ARRINGTON. Mr. Speaker, listening to the gentleman, it is just hard to believe that in the greatest country on planet Earth, that this is what we are allowing to happen. Reimporting people who violated our laws, had due process, and we did what the law says, detain and deport. Today, under Present Biden's deluge of executive orders, they are released and rewarded: free healthcare, compliments of the taxpayers of the United States; free education, compliments of the taxpayers of the United States. We spend $12 billion in Texas alone on illegal immigration, and the price has just climbed higher and higher under this President. Mr. Speaker, I yield to the gentleman from North Carolina (Mr. Bishop), my dear friend, representing the Ninth Congressional District.

Mr. ARRINGTON. Mr. Speaker, I thank the gentleman from Oklahoma, our neighbor to the north, for his remarks. He mentioned that some political opportunists were characterizing these detention facilities under the leadership of President Trump as concentration camps. They called the men and women in uniform, our sons and daughters, who were called to duty to come alongside the Border Patrol agents to secure our southern border and defend our people, ``storm troopers.'' They referred to our attempt to humanely and safely detain the unaccompanied minors as ``kids in cages.'' Mr. Speaker, where are they now? Where are they now? Where is the outrage? Where is the indignation? Where is the name calling? How soon we forget. Mr. Speaker, 13,000 children are being detained right now in far worse conditions and far more crowded than before. Where are those colleagues of ours that were clanging gongs and sounding the alarm? Mr. Speaker, I yield to the gentleman from the great State of Wisconsin (Mr. Tiffany), my colleague, who represents the Seventh Congressional District.

Mr. ARRINGTON. Mr. Speaker, I thank the gentleman from Texas for his remarks. He mentioned as one of the policies that this current President has put in place through a unilateral action--by the way, he has done more executive orders than the last three or four Presidents combined--was to repeal or rescind the national emergency declaration. But it is so rich, so rich that at the same time he is doing this, the Democrat leadership of the House under Speaker Pelosi has lined the streets around the perimeter of the Capitol with the National Guard. The height of hypocrisy. Mr. Speaker, the American people aren't buying this. They are not. The Speaker called the walls at the southern border protecting our fellow Americans and communities immoral, until she erected razor-wire fencing around the people's House. It is offensive. It is shameful, and it is an outrage. And it is a double standard, if I have ever seen one. Mr. Speaker, I yield to the gentleman from Oklahoma (Mr. Hern), a good friend of mine, and a colleague representing Oklahoma's First District.

Mr. ARRINGTON. Mr. Speaker, I thank the gentleman from Virginia for his remarks. He talked about the incentives. We talked about cause and effect, and we talked about the consequences of bad policies. Mr. Speaker, we have had double the apprehensions this year in January over last year in 2020, well over twice as many illegal crossings in the month of February. We are now 5,000-plus a day of people pouring into this country, 500 a day of illegal minors trafficked here by the cartels. And the CBP tells us that there will be over 120,000 by the end of the year. It will be a record year. Those are the results. And the facts don't lie, whether this President or our colleagues believe it or not. Mr. Speaker, I yield to the gentleman from the great State of Texas (Mr. Babin), who represents Texas 36th Congressional District.

Mr. ARRINGTON. Mr. Speaker, I stand here on behalf of the freedom- loving members of the Republican Study Committee, the conservative conscience of the GOP Conference, and the largest caucus with over 150 members and our friend and fearless leader Jim Banks from the Hoosier State. Mr. Speaker, we come to this Chamber with grave concerns, with profound grief over what is happening to this great Nation at the southern border, along the border of States like my home State of Texas. My citizens are on the front lines, and the citizens of the Lone Star State and border States are at ground zero of this self-inflicted crisis. Just because the President won't acknowledge that there is a crisis doesn't mean that it doesn't exist. Mr. Speaker, it is raging out of control. It is an unmitigated disaster, and as I said, it is self- inflicted. Reinstating catch and release while we are recovering from a pandemic? Are you kidding me? We have put mandates and restrictions on the American people who have sacrificed by staying at home. Some have lost their jobs. They don't know how they are going to make ends meet for their family. Everybody stepped up, Mr. Speaker. They did what they were told to do in some cases, but they all acted responsibly for the sake of our country and their fellow man and the country that they love. And now, we are just letting people cross our border illegally, violate our sovereignty, break our laws, and then just be released into the interior of our country with no testing and no screening. In Texas, Mr. Speaker, we are coming back. We have folks back to work. Kids are in school. My kids are in school. We feel normal again, and we are blessed to be in a State that puts a premium on individual liberty and personal responsibility. We have worked hard to get to where we are now. We didn't like everything that was done to us by our government. We didn't like all the protocols and mandates, but we did the best job we could for the sake of our fellow Americans. Now, we have the potential for a flare-up in the pandemic because our hospitals are going to be overwhelmed again. Our schools are already overwhelmed as they try to do right by their students, let them come into the classroom, have that support structure, knowing that to close your doors on these kids is to close a bright future for them. It is to lock them out of their greatest potential and to give them grief and all kinds of heartache and mental health concerns. We have our police, who have been disparaged with cries to defund the police. They would be dismantled if the bill that passed the House supported by the Democrats ever became law and ripped away the tools that they have to not only keep our community safe but to protect them in the process. We have stripped them--or would if the bill passed--of their legal liability protections. All the while, we are putting more pressure on our local law enforcement to do the job that the Federal Government under this Commander in Chief has failed to do. The Commander in Chief is supposed to provide for the common defense. He is supposed to be the exemplar for rule of law. He is the chief enforcer of the law. What kind of example is our President setting to just throw caution to the wind and let folks come into this country who are not our citizens, prioritizing them over the safety and health of our citizens? I got to hear some of my colleagues express concerns over women's rights and protecting women from abuse. We all support that, and our hearts go out to any victims of abuse in this country or any country. But meanwhile, because of the policies that have been passed by this President, reinstating catch and release, empowering sanctuary cities, repealing the stay in Mexico policies, halting funding for the border wall, all of these things have sent a message that we are open for illegal business. If you ask the cartels, business has never been better. We are lining their pockets while they exploit vulnerable people who are hopeless. They are being exploited. Mr. Speaker, one out of every three women are sexually assaulted on their trek to this country. That statistic is from Doctors Without Borders. Children are used as a passport, trafficked by these cartels. We have empowered these cartels. This is a disaster on so many levels, and I am glad my colleagues are here to express these same sentiments in their own words. Mr. Speaker, I will end with this. It is clear there is a cause and effect here. It is clear that policies have consequences. They incent behavior, and the behavior is causing chaos at the border. I believe this President is obsessed. This is just a fundamental question, why our President would allow this to happen. I believe he is obsessed with undoing anything that has the name ``President Trump'' on it, regardless of its merits. I believe he is equally obsessed with placating the left and their radical agenda. I have come to that conclusion. Mr. Speaker, we are going to speak to this. We are going to tell the truth. We are going to lay out the facts. We are going to call on our President to do the right thing and prioritize the American people and their safety and security. Mr. Speaker, I yield to the gentleman from Virginia (Mr. Good).

Mr. ARRINGTON. Mr. Speaker, I thank the gentleman from Wisconsin for his remarks. Mr. Speaker, I think that this administration and our current President, Joe Biden, would do well to take a page out of President Trump's playbook, and I mean this with all sincerity. The reason people by the millions followed this unconventional, nonpolitician businessman and leader is because they were convinced he would fight for them. It is because they watched as he followed through on what he promised he would do for them. And lastly, Mr. Speaker, it is because he put America first. Perfect he was not, but I will tell you what, Mr. Speaker, with every fiber of his being and ounce of strength in every waking moment, he was vigilant in keeping those promises, and one of them was to secure the border and stop illegal immigration once and for all. Politicians have come and gone. They have made the same promises but to no avail. President Trump reduced illegal crossings by 75 percent. We know what to do in this Chamber. We know the policies that would work to protect our fellow Americans, secure our border, and stop this chaos and madness that has ensued as a result of these reckless, unilateral decisions that this President is making. We know what to do, Mr. Speaker, but there is no political will to do it. The message, as we have said, is clear. It is demoralizing and insulting that the leadership of this administration and our Commander in Chief have prioritized illegal immigrants over our own citizens. I am wearing a mask in the people's House. Most of our colleagues, Mr. Speaker, have been vaccinated or have had COVID. We have social distancing, and we are still wearing masks. What a pathetic posture as we just release hundreds every day, thousands upon thousands--some say the infection rate is upward of 20 percent--into the interior of our country and into our communities while we the American people have spent trillions of dollars and made untold sacrifices to help our country get back to its feet. It is just unbelievable. Those poor Border Patrol agents, who have had to hear that they too should be defunded, are hamstrung, at best. They see the revolving door. How would you like to go to work every day, Mr. Speaker, with a clear mission, and a righteous and patriotic mission, to secure the border and protect your citizens and have a Commander in Chief who says come one, come all, and has such little regard for the rule of law and for those who risk their lives every day to enforce it? These are just the cold, hard facts. It is the truth. I believe, and always have, in the American people's good judgment. While some folks may have had an aversion to the style and personality of the last President--I can appreciate that--they have to look back and say that he achieved unprecedented results that left this Nation safer, stronger, and more prosperous than we have been in recent history, if ever. Mr. Speaker, I pray our country will return to that level of strength, and I pray this President will embrace the facts and reality. I hope he comes to visit border States like Texas and listens to the cries that have gone unheard from his administration, from the people of Texas, Arizona, New Mexico, California, and throughout this land who need him to step up and be our Commander in Chief. Mr. Speaker, I am done, and I yield back the balance of my time.

Mr. ARRINGTON. Mr. Speaker, as you have heard from my colleagues, there are many levels and dimensions to this crisis. It is a national security crisis, Mr. Speaker. It is a public health and safety crisis. It is a humanitarian crisis of epic proportions, and it is only going to get worse until this President embraces the reality, resists the left's influence, and steps up and becomes the leader that our country needs at a time like this. I thank the gentleman from Wisconsin for joining us in this Special Order. Mr. Speaker, I yield to the gentleman from Wisconsin (Mr. Grothman), who represents Wisconsin's Sixth Congressional District.

Mr. ARRINGTON. Mr. Speaker, I thank the gentleman from Arkansas for his heartfelt comments. Mr. Speaker, may I ask how much time remains.
