DANGERS OF PRESIDENT OBAMA'S RECKLESS REFUGEE RESETTLEMENT AGENDA2016-01-12

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, I rise today to shed more light on President Obama's reckless refugee resettlement agenda and the danger that it poses to Americans. In my office, we are getting many calls about this as you hear about the new plans that he has and also as our constituents watch the news of what is happening in Germany and what is happening in other communities. Let me cite just a couple of examples. Last week, according to The Wall Street Journal and numerous media outlets, two refugees from Iraq were arrested for making false statements involving terrorism. These arrests took place one in California and one in Texas. In the California arrest, one refugee came to the U.S. in 2012 and subsequently traveled to Syria in November 2013. He bragged in social media posts about fighting alongside terrorist groups such as Ansar al- Islam. This refugee returned to the U.S. a few months later. When interviewed by the FBI in October 2014, he denied being a part of any extremist group and denied providing materiel support to terrorists. What we found in Texas is this. The refugee was charged on three counts: attempting to provide materiel support to the Islamic State, procuring citizenship or naturalization unlawfully, and making false statements. This is precisely why President Obama's plan to admit thousands of additional Syrian refugees into the country at a time of heightened jihadist threats and the San Bernardino massacre is beyond reckless and is dangerous to our communities. There is no way to vet the refugees that are coming from Syria and Iraq and verify that they are the person represented on the documents that they carry. Are the documents false, or is the person who they say they are or someone else? It proves what many have been saying for months about Islamic extremists: they can and will exploit the refugee program. These arrests showcase what is so painfully obvious to the American people: the President's agenda is endangering our national security, and it is costing our hardworking taxpayers millions of dollars. Let me ask you a few questions: Do you feel more or less safe than you did 8 years ago? Do you fear the attack of terrorism in your community? Do you question your safety when you go to a public event? How does the President's foreign policy and our national security affect where you work and where you live? How can the administration be so naive? How can the administration continue to put partisan politics over the safety of the American people? How can the administration continually refuse to name our enemy? Yes, we are at war with radical Islamic extremism. We must confront the danger of radical extremism and check the President's irresponsible resettlement agenda. I want to mention H.R. 4218. It is legislation that I drafted and introduced with Representatives Barletta, DesJarlais, and Lamar Smith. Under the bill, no funding would be made available for refugee resettlement operations until four conditions are met: Number one, Congress passes a joint resolution approving of the President's refugee resettlement plan; Number two, CBO provides a report to Congress scoring the long-term cost of the program; Number three, DHS submits a report identifying all terrorists and criminal activity connected to refugees since 2001; And number four, the President submits a report to Congress on the prior year's cost of admitting refugees and proposes offset spending cuts to pay for the resettlement program. We must halt the President's refugee resettlement operations. It is simply too dangerous, and we cannot afford the risk to our Nation's security.

RESTORING AMERICANS' HEALTHCARE FREEDOM RECONCILIATION ACT OF 20152016-01-06

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, the lie of the year for 2013 was that dubious phrase, ``If you like your health care, you can keep it.'' We know that the deception has become obvious. And what we do know is that 7 million Americans lost their employer-sponsored health insurance because of the ObamaCare bill. We also know how harmful this has been to seniors; $700 billion was raided, raided from Medicare, the Medicare trust fund, by the way. What we know from our constituents is that when they go to the exchanges and shop, they end up with a product that--we are even hearing from the insurance companies. There is one of them that says they never should have been there and they are probably going to pull out next year and the product is too expensive to afford and too expensive to use. Premiums are up by double digits in a single year. Out-of-pocket costs are soaring. This is why having an ObamaCare insurance card does not give you access to affordable health care. It does not give you access to affordable health care. It is, indeed, unaffordable. We know the injury will continue to hardworking Americans. That is why we stand united today in supporting the reconciliation bill and the repeal of ObamaCare.

PRESIDENT OBAMA REFUSES TO CONFRONT OUR ENEMY2015-12-07

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, my colleagues have come to the floor and we do remember Pearl Harbor and we remember this day. And we also remember how our relatives who talked about this who served, how they told these stories. I think we are blessed to have that insight into history. It is such a difference when you compare what the President did last night--13 minutes is what he had to say about terrorism and the war on terror. I have been reading emails from some of my constituents. Their words are this: He is tone deaf, he is in denial, he is the fearful leader-- the fearful leader. They want to see leadership that will communicate the message: we are going to find you, we are going to destroy you, and we are going to destroy your networks. That is not what the President has been saying. My constituents see him as being very timid and very hesitant in this fight. They feel like that he just does not get it. They have a lot of questions that they are asking me: Why is it that he is so timid in fighting terrorism? Could it be that he does not possess the courage to call them out? That he thinks America is to blame for this? Or he doesn't want to offend our enemies? They have declared war on us. It is time for us to confront our enemy.

PRESIDENT OBAMA'S TIMID RESPONSE TO ISIS2015-12-01

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, it is so disappointing that President Obama believes a climate change summit is somehow a rebuke of international terrorism. Think about that. The President's timid response about how to take on ISIS and how to define our enemy has emboldened our enemy, radical Islamists extremists. But he has not been timid in his response on global warming. At a meeting of world leaders right now in Paris, President Obama is choosing to pursue his climate change agenda instead of addressing how we are going to destroy ISIS. In fact, our President seems to believe that global warming is a greater threat than international terrorism. It is clear, in the wake of the horrific attacks in Paris, that his priorities are gravely misplaced. When discussing ISIS, the President reminded the Nation that ``we've faced greater threats to our way of life before.'' True. But that doesn't change the fact that radical Islamic extremism is the threat we face now.

SYRIAN REFUGEES2015-11-18

Mrs. BLACKBURN

Mrs. BLACKBURN. We know that there are more than Mexicans and Central Americans coming across that southern border, and we know that once they are here, the ORR has no way of tracking them and keeping up with them. In April, a Judicial Watch report cited a Mexican army officer and police inspector who advised that ISIS was operating training bases in close proximity to the U.S. southern border. Another report from August 2014 advised that social media traffic indicated ISIS was planning to infiltrate the southern border in order to carry out a terrorist attack. Due to these findings, all of our resettlement services must be temporarily suspended. I am currently working on a solution with several of my colleagues to address the loophole that allows nonrefugees to be resettled. In the past 3 weeks, Islamic State terrorists have bombed a Russian jetliner, committed suicide bombings in Beirut, and massacred French citizens in Paris. They are now exporting their terror. There is simply no method that will allow us to determine with 100 percent accuracy whether Syrians or illegal aliens that we resettle into the U.S. are really ISIS jihadists. Mr. Speaker, is the ISIS threat contained? No. Can we guarantee that Syrian refugees who are resettled into the U.S. will not commit acts of terror against Americans? No. Do we know who these people are? No. Are they properly vetted? No. Would it be responsible to bring Syrian refugees into this country after the attacks in Paris? No. Do Americans across this country want the administration to resettle Syrian refugees into the U.S.? No. Is the administration dangerously naive on this policy? Absolutely. I encourage my colleagues to look closely at the issue.

Mrs. BLACKBURN. Mr. Speaker, I rise today to discuss the issue of the Syrian refugees and the Islamic State terrorists who are coming across our southern border and, in relation to this, the Office of Refugee Resettlement loophole that exists there. Also, Mr. Speaker, as I begin my remarks, I commend the House and our Speaker for speaking out and taking an action to condemn the Paris attacks. This administration has announced its intention to resettle 10,000 Syrian refugees within the United States in fiscal year 2016. Now, I want you to think about that number, 10,000 in the year 2016. They will go to resettlement communities all across the country, if the administration has its way. It is important to note that the Office of Refugee Resettlement, or the ORR as it is called, does not simply resettle refugees from overseas. In fact, the ORR has been resettling thousands of illegal aliens that are coming across our southern border. I want to read to you from their 2013 report to Congress: ``Other Categories Eligible for Assistance and Services. ``Certain other persons admitted to the U.S. or granted status under other immigration categories also are eligible for refugee benefits.'' In addition, certain persons deemed to be victims of a severe form of trafficking, though not legally admitted as refugees, are eligible for ORR benefits to the same extent as refugees. That is correct; the ORR resettles illegal aliens not classified as refugees, providing another potential gateway for the Islamic State terrorists. Frankly, we would know more about the ORR activities if they filed their annual reports, as required in section 413(a) of the Immigration and Nationality Act, and did it in a timely fashion. The last report we have from them is 2013. It is not transparent, it is not accountable, and it cannot be trusted. I know this firsthand, Mr. Speaker. I wrote Secretary Burwell twice last year about resettlement activities at the ORR and have been investigating them since July 2014, when Congressman Bridenstine and I traveled to a UAC facility at Fort Sill, Oklahoma. Mr. Speaker, I include in the Record those letters to Secretary Burwell. Congress of the United States, House of Representatives, Washington, DC, November 21, 2014. Hon. Sylvia M. Burwell, Secretary, U.S. Department of Health and Human Services, Washington, DC. Dear Secretary Burwell: It has come to my attention that you have failed to submit an annual report to Congress regarding the activities of the Office of Refugee Resettlement (ORR) since Fiscal Year 2012. The Secretary is required by law to submit an annual report pursuant to Section 413(a) of the Immigration and Nationality Act ``no later than the January 31 following the end of each fiscal year, . . .'' Reports had been filed annually since 1980 before abruptly stopping after the FY2012 submission. It is important that ORR operate transparently given its role in re-settling thousands of illegal aliens who crossed our Southern border last summer. ORR has released more than 45,000 Unaccompanied Alien Children (UAC) into our country to adult sponsors through September 30th of this year. My home state of Tennessee has had over 1,000 UACs released within its borders alone. I expect a thorough update on these activities. I would also note that ORR's budget appears to have grown exponentially. ORR received over $750,000,000 million in funding in FY2012. However, HHS requested almost $1.5 billion for ORR in its FY2015 ``Justification of Estimates for Appropriations Committees''. Without annual reports being provided to Congress as part of the oversight process, it becomes increasingly difficult to approve requested funding. I look forward to your immediate submission of ORR's FY2013 report to Congress. Also, I expect ORR's FY2014 report no later than January 31, 2015, as required by law. Sincerely, Marsha Blackburn, Member of Congress.

CONGRATULATING CATHY WHITEHEAD2015-11-16

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, today I ask my colleagues to join me in congratulating and recognizing the extraordinary work of Chester County teacher Cathy Whitehead. Cathy's leadership skills among her colleges and her ability to tailor her instruction to each student's needs have led her to be named the 2015-16 Tennessee Teacher of the Year. Cathy Whitehead has dedicated the past six years to teaching Middle Tennessee youth at West Chester Elementary School. Over those years she has earned a shining reputation for delivering high-quality personalized instruction, including creating project-based opportunities for advanced students. Cathy's devotion to education spans beyond her classroom. She has served in several leadership positions in her district and regularly leads professional development classes for her peers. When receiving the state's top teaching honor during the annual Teacher of the Year banquet, Cathy said, ``Every student can learn, and every student can grow, the potential is there. It's up to us to help them see it.'' I ask my colleagues to join me in celebrating Cathy Whitehead's dedication, passion, and commitment to helping tomorrow's leaders learn their potential today.

HONORING THE LIFE OF FRED THOMPSON2015-11-03

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, today, I stand to remember a much-loved Tennesseean. Though Fred Thompson's roots were in Tennessee, his service spanned far past the borders of our State and into the lives and homes of all Americans. To my family and to many in middle Tennessee, Fred Thompson was a neighbor, a friend, and a trusted political voice. His passing brings great sadness to all, especially those in his hometown of Lawrenceburg, Tennessee, a town he never forgot, a town and her people that he credited with teaching him life lessons and giving him the perspective he carried with him throughout life. Those small- town Tennessee lessons helped mold him into the incredible man that he was, with a legacy that will never be forgotten. I appreciate all he did on behalf of our State, our Nation, and the cause of freedom. My thoughts and prayers are with his wife, Jeri, and all the Thompson family. He will be missed.

DIRECT SELLING2015-10-28

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, I am honored to be a founding co-chair of the Direct Selling Caucus, which was established in January and announced at a Direct Selling Association (DSA) event with participants and constituents from around the country. As a full time student, direct selling provided me with the flexibility necessary to pay for college while in school. Running my own business was an extremely rewarding experience and served as great preparation for my career in public service. It is a vibrant sector of the economy that embraces entrepreneurship and helps people achieve their American dream. More than 18 million Americans located in every state, Congressional district and community choose to become involved in direct selling. It contributes more than $34 billion to the U.S. economy annually. As economic uncertainty places more emphasis on needed flexibility that opportunities to work independently provide, direct selling will continue to grow and prosper. Just as important to the continued success of direct selling are the safeguards that the industry, through the Direct Selling Association's leadership, put into place. They promote high standards of business ethics and consumer protection. On October 29, 2015, hundreds of direct sellers from across the country will come to Washington, DC to emphasize the importance of direct selling to the economy and remind policymakers of the opportunity it provides to pursue meaningful independent work. I hereby request that October 29, 2015 be recognized by this House as Direct Selling Day.

NATIONAL DEFENSE AUTHORIZATION ACT VETOED2015-10-27

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, my heart breaks for our military men and women who last week watched their Commander in Chief as he vetoed the NDAA, the National Defense Authorization Act. This was a bill that would give them more pay and better benefits for the job that they are doing. He vetoed it, great flourish, called a ceremony. He vetoed the bill because he wanted more money for his domestic agenda that includes more money for broken agencies like the EPA and the IRS. Imagine that. In Congress, our first responsibility is to provide for the common defense, and the NDAA just does that. This year's defense bill passed both the House and the Senate with an overwhelming bipartisan majority. It is the most reform-centered defense bill in decades. It includes pay and benefits for our troops. Did you know 83 percent of our military personnel have retired with no retirement benefits? It changes that. The President vetoed it. It would have given them 401(k)-style benefits. The President vetoed it. He should be ashamed of those actions. The men and women in uniform deserve better.

RESTORING AMERICANS' HEALTHCARE FREEDOM RECONCILIATION ACT OF 20152015-10-23

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, I thank the chairman. Before I begin my remarks, I want to commend Chairman Price and Chairman Upton for the work that they have done--Energy and Commerce is an authorizing committee, and Chairman Price is the Budget Committee-- making certain that we meet the targets for reconciliation. One of the things we have heard repeatedly from our constituents is the U.S. House of Representatives is responsible for this Nation getting their fiscal house in order. It is an imperative. We know we are not going to have a silver bullet that does it overnight. Those silver bullets don't exist. We do know this, that we can take the right steps at the right time and put a bill on the President's desk. The President has the choice to say, I agree with you. Let's move this Nation to fiscal health, or he will veto the bill. And, of course, our goal is to get it over to the Senate so they can do their work and we can see that step of the process take place. There are some items in this bill for reconciliation that I do come to strongly support. I think it is imperative that the Affordable Care Act, which has proven to be so unaffordable, too expensive to use, too expensive to purchase--insurance gets you to the queue, not to the doctor. We all know those stories. What we have learned is that the administration has recently cut in half their enrollment projections for next year. This should trouble everybody because this is something that we said. We know from history, from government-run programs, that those expectations many times are not met. So then you see a movement into damage control. We are taking the right steps to begin to rein this in and to break this program apart. I think it is important to note, as we look at the ObamaCare program and the steps we are taking to eliminate portions of that program, that just this week, with the co-ops that were put in place--and, by the way, about a billion taxpayer dollars spent on those co-ops and nine-- nine of those co-ops have now failed. They failed, poof, gone. It is these findings that are raising the questions that Americans have for: Look, the program isn't working.

Mrs. BLACKBURN. What you need to do is stop this before it becomes too entrenched to change because people are not getting access to care and money is being wasted on healthcare delivery theories that clearly do not work. This bill repeals the individual mandate, the employer mandate, the Cadillac tax, the medical device tax, ends auto enrollment, and ends the Public Health Fund, which is a slush fund. When you are paying for pet neutering and other things out of a prevention fund, yes, it is a slush fund, and it needs to be clawed back. In addition, there is a 1-year moratorium on the funds for Planned Parenthood while Congress completes its investigation into the practices that have taken place around fetal tissues. H.R. 3762 is a net tax cut, a net spending cut, and reduces the deficit. I urge support.

OBAMACARE IS FAILING2015-10-22

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, I wanted to talk for a few minutes this morning about the families that are suffering under the false promises of ObamaCare. We are beginning to see this play out all across the country. The ObamaCare failings are very pronounced; and you see them in the communities; and you understand how they are affecting lives. Now, the supporters of ObamaCare continue to have blinders on about this; and they don't want to admit that the entire premise is a theory, not proven. It was change for the sake of change. It was change for the sake of centralized control. It was change for the sake of the arrogance of the elite making decisions for millions of Americans and determining what kind of health care they were going to be able to access. We all remember that the press said that the biggest fabrication of the decade was, if you like your doctor, you can keep him. It is all so unfortunate. I want to look, Mr. Speaker, for just a few minutes at what has happened with these co-ops that are now failing. The failings are very pronounced, and they truly have an imprint and an effect in our communities. One month before the ObamaCare-funded Oregon co-op announced its failure in bankruptcy, the CEO said she saw a ``long health life in front of us.'' They had a $50 million Federal loan, if you will, and had managed to enroll only 10,000 people. Now the taxpayers are beginning to wonder if that loan is ever going to be repaid. Take a look at Colorado. In the Colorado co-op, the same story; 72 million taxpayer dollars, and they enrolled 83,000 people. Do the math on what the enrollment alone is costing the American taxpayer, and do the math on what kind of healthcare access could have been if individuals were going straight to the marketplace. We have heard Kentucky celebrated as being such a success story and the poster child for the success of ObamaCare. Here is the truth: they have $146 million in Federal loans and then another $65 million in an emergency solvency loan. They have 51,000 people in a co-op that is not functioning. And in Tennessee, where our co-op is going under, $73 million, and they had 27,000 people enrolled. Now, my colleagues on the other side of the aisle continue to say, oh, ObamaCare has been such a success. If you do the math and look at the numbers, I take issue with that. I would not term that a success. I term it a failure. I wonder if the people in Oregon and Colorado, Kentucky and Tennessee are feeling success as they, once again, find out that simply having an insurance card is not health care. It is access to the queue, if the company is solvent and the queue exists. Imagine, four States, a collective nearly $500 million for experiments. That is half a billion taxpayer dollars for experiments in health insurance delivery, all before anybody received any mental health help or received a single mammogram or a single child's vaccine. We know that ObamaCare is too expensive to afford; and, for all too many, it is too expensive to use once they get the insurance. It is proving to be a failure.

PREVENTABLE CHILD AND MATERNAL DEATHS2015-10-21

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, today I rise in support of our children and salute the medical researchers and the pediatricians who are seeking to find cures for debilitating and preventable childhood diseases. The leadership of the U.S. is crucial in helping end many of these childhood and maternal deaths. That is why we have included specific provisions in 21st Century Cures for children. Cures bring benefits. Let me give you an example: polio. In 1988, the World Health Organization had a resolution to support the worldwide eradication of polio. Through the work of American researchers, private citizens, and Rotarians, polio vaccines have nearly eradicated this scourge worldwide. American leadership should continue to help end preventable childhood and maternal deaths.

PROVIDING FOR CONSIDERATION OF ESTABLISHING A SELECT INVESTIGATIVE PANEL OF THE COMMITTEE ON ENERGY AND COMMERCE2015-10-07

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, I thank the gentlewoman from North Carolina for her leadership on this issue. She spoke a little bit earlier about the structure and the organization of the investigative panel, and I want to go back to that and help to make the point because sometimes I think, in our passion and the emotions as we talk about bills, we begin to attribute to legislation jurisdiction that may not be there. This is a small bill. It is very explicit in how the energy of the investigative panel is going to be utilized. There are six items that they are being tasked to investigate. Number 1, medical procedures and business practices used by entities involved in fetal tissue procurement. We know there are questions that surround this, whether it is a not-for-profit or a for-profit entity. Number 2, any other matters with respect to fetal tissue procurement. Number 3, Federal funding and support for abortion providers. Number 4, the practices of providers of second- and third-trimester abortions, including partial-birth abortion procedures that may lead to a child born alive as a result of an attempted abortion. Number 5, medical procedures for the care of a child born alive as a result of an attempted abortion. And number 6 will be any changes in law or regulation necessary as a result of any of the findings which are there from the committee. I want to clearly state this is about getting answers of how we treat and protect life in this country. The select panel will act to centralize the investigations that are at the Energy and Commerce Committee, Judiciary and Oversight Committees, and bring it all under one umbrella. Over the past several weeks, we have had lots of serious questions. They are troubling questions that have been asked. I think that the investigations we have had have raised a lot of those questions. It is imperative that we centralize these operations and bring it together under one umbrella.

SYRIAN REFUGEES AND THE OFFICE OF REFUGEE RESETTLEMENT2015-10-06

Mrs. BLACKBURN

Mrs. BLACKBURN. Mr. Speaker, recently Secretary Kerry pledged that the United States would accept 185,000 refugees from the war-torn Syrian area. This would be over 2 years. America has been a generous, welcoming country; but I have to tell you, while we have compassion for these refugees, Secretary Kerry's pledge leaves us with some grave concerns. The first is security. How can we verify these refugees do not present a threat to our national security? Syria has proven to be a fertile recruiting ground for Islamic extremists and terrorists. Second, the Office of Refugee Resettlement has not been transparent and accountable enough to handle the transfers. Over the past year, I have been investigating ORR and found that they have not been filing annual reports on their activities as required by law. In addition, there is evidence of widespread abuse of refugees, including children, who are improperly handled by the ORR. In many instances, a failure to refer the abuse to the FBI has allowed child abusers to walk free. The curtain must be pulled back completely on the ORR's operations before we can trust it with a responsibility as serious as settling Syrian refugees in the U.S. We must find the delicate balance and protect our safety and security.

WOMEN'S PUBLIC HEALTH AND SAFETY ACT2015-09-29

Mrs. BLACKBURN

Mrs. BLACKBURN. Madam Speaker, I thank the gentleman from Pennsylvania for his diligence and his consistency through the years as we have worked on this issue at the Committee on Energy and Commerce. I do rise in strong support today of the Women's Public Health and Safety Act. There will be a lot said about this bill during the course of the day, but let's be certain in what the bill actually says. You have got two pages, and what this does is grant to the States flexibility. Madam Speaker, what they have asked us for is flexibility. Why are they asking us for this flexibility? Because we have four States currently in litigation over wanting to be able to determine who is and is not a Medicaid provider in their State. So there is a premise and a basis and a reason for bringing this forward and allowing the States to have the final say in who participates in that Medicaid delivery--that is what you call good government--and sending the power and the money back to the State and local level. This bill is necessary because the Obama administration has blocked attempts of States to remove certain providers from the program. Now, we have four States, as I said, that have had to go into court because they have tried to remove providers and CMS has blocked that action. So, therefore, they are not able to move these providers out of the program. The States know best the needs of their residents, and they know best which providers are providing affordable access to quality medical care and which ones are trying to skirt the law. There are no mandates in this bill. The final decision is up to the States. The left, in their endless efforts to protect Planned Parenthood and to prevent them from being held accountable, have once again resorted to scare tactics. I also want to touch on the issue of the community health centers, 9,000 here in our country. They meet the needs of over 24 million Americans. You take a district like mine in Tennessee, there are zero Planned Parenthood affiliates in my district--zero. There are 16 community health centers. Contrast that with the Ninth Congressional District of Illinois, Ms. Schakowsky's district. She has 1 Planned Parenthood affiliate, and there are 44 community health centers. Ms. DeGette has 3 Planned Parenthood sites and 46 of the community health centers. So what we are doing is encouraging the States to take the responsibility and make the determination of where this ought to be. Madam Speaker, it is amazing to me. People always say: Let's make certain that we are being good stewards of the money. Planned Parenthood is now outsourcing their women's health issues. They have cut them in half over the past 7 years. It is important for us to redirect the funds and give the States the opportunity to determine who provides the service and the access.

DEFUND PLANNED PARENTHOOD ACT OF 20152015-09-18

Mrs. BLACKBURN

Mrs. BLACKBURN. Madam Speaker, I yield myself 10 seconds to respond. Madam Speaker, they sure want that government shutdown. I do want to remind them that we have over 13,000 community health centers in the country. Planned Parenthood has cut their cancer screening and prevention services in half in the past 7 years, and they do not perform mammograms, but they do over 300,000 abortions. Madam Speaker, I yield 1 minute to the gentleman from Tennessee (Mr. Roe).

Mrs. BLACKBURN. Madam Speaker, I yield 1 minute to the gentleman from Illinois (Mr. Rodney Davis).

Mrs. BLACKBURN. Madam Speaker, I yield myself 10 seconds to respond. We are hearing words such as ``denied,'' ``deprived,'' ``detriment'' to women's healthcare. We are increasing women's health care. Tennessee has four Planned Parenthood clinics and 26 federally qualified health clinics. Also, I would remind my colleagues the investigation is ongoing. It is ongoing. It started yesterday at Energy and Commerce. We will continue through this to get to the bottom of it. I yield 1 minute to the gentleman from Texas (Mr. Hensarling), the chairman of the Financial Services Committee.

Mrs. BLACKBURN. Madam Speaker, I yield 1 minute to the gentleman from New Jersey (Mr. Smith), the chairman of the Pro-Life Caucus.

Mrs. BLACKBURN. Madam Speaker, I withdraw.

Mrs. BLACKBURN. I yield the gentlewoman an additional 30 seconds.

Mrs. BLACKBURN. Madam Speaker, I yield myself 5 seconds to respond. For 98.5 percent of the pregnant women who received a pregnancy- related service at Planned Parenthood, that service was an abortion. I yield 1 minute to the gentleman from North Dakota (Mr. Cramer), a member of the Energy and Commerce Committee.

Mrs. BLACKBURN. I yield 1 minute to the gentleman from Louisiana (Mr. Boustany), who chairs the Subcommittee on Human Resources at Ways and Means.
