Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize Denise O'Brien, a devoted community servant whose compassion, generosity, and steady leadership have made a lasting difference throughout our community. Since joining the Krewe of Chasco in 2017, Denise has become far more than a member--she has become its heart. Lovingly known as the ``Krewe Mom,'' she has earned this title through her unwavering care, encouragement, and willingness to support others in every season. Whether offering guidance, organizing efforts behind the scenes, or simply providing a listening ear, Denise consistently puts the needs of others first. Her dedication to service extends well beyond the Krewe. Denise is actively involved in numerous community organizations, including the Community Service Council, A.F.I.R.E., Amvets, and the Junior Service League. Through each of these organizations, she invests her time and energy into advocacy, fundraising, and hands-on volunteer work that strengthens families and uplifts those in need. Denise's impact is not measured solely by the hours she gives, but by the heart she brings to every cause. Her steady, compassionate presence fosters unity and encouragement among fellow volunteers and community members alike. She leads not through fanfare, but through consistency, kindness, and a genuine desire to serve. In every organization she touches, Denise O'Brien leaves it stronger, more connected, and more compassionate. Her commitment reminds us that true leadership is rooted in service and that the most meaningful contributions often come from those who quietly and faithfully show up for others. For her selfless dedication, generous spirit, and profound impact on our community, I am proud to recognize Denise O'Brien today as a 2026 Hero Among Us for Florida's 12th Congressional District.

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize and honor the extraordinary contributions of one of my constituents, Joseline Trujillo Ayllon, a devoted volunteer with CASA Citrus Abuse Shelter. Ms. Trujillo Ayllon works tirelessly--and often quietly--on behalf of survivors and their families. She is, in many ways, a ``secret agent'' for those in need: a compassionate helper who seeks no recognition, only results. RECOGNIZING MR. JAY GUNDY2026-03-09

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize an exceptional volunteer whose quiet dedication has made a profound and lasting impact on the Disability Achievement Center--Mr. Jay Gundy. Since beginning his volunteer service in May 2024, Jay has exemplified the very best of community commitment. Month after month, he dedicated approximately ten hours of his time to one of the most essential--yet often unseen-- functions of the organization: inventorying donated durable medical equipment. While this work may occur behind the scenes, it is critical to ensuring that individuals with disabilities receive the equipment they need in a timely and efficient manner. Through meticulous attention to detail and thoughtful analysis, Jay quickly recognized opportunities to strengthen the agency's inventory systems. He did not simply complete assigned tasks--he sought ways to improve them. His recommendations led to transformative, agency-wide improvements in how donated equipment is organized, tracked, and accessed. Today, because of Jay's efforts, the Disability Achievement Center operates with a far more streamlined and efficient warehouse system, ensuring that vital equipment is readily available to those who depend upon it. His contributions produced measurable impact. By significantly reducing the time staff and management previously devoted to inventory management, Jay helped free countless hours that can now be redirected toward serving individuals with disabilities and expanding the organization's reach within the community. Yet Jay's legacy extends beyond systems and logistics. He brought with him a positive attitude, steady professionalism, and genuine kindness that uplifted staff and consumers alike. He became not just a volunteer, but a trusted and valued member of the team. His humility and heart for service were evident in every interaction. When unforeseen circumstances required Jay to step away from volunteering, his absence was deeply felt. In a heartfelt letter, he expressed gratitude for the opportunity to serve and for the warm welcome he received--a testament to his character and the sincerity with which he approached his work. Jay Gundy's dedication, compassion, and meaningful contributions embody the true spirit of a Hero Among Us. His service reminds us that lasting change is often driven by individuals willing to invest their time, talents, and heart in helping others. It is my honor to recognize Jay Gundy for his extraordinary volunteerism, the enduring difference he has made in the lives of so many, and as a 2026 Hero Among Us for Florida's 12th Congressional District.

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize Pastor Tom Reusch and The Chapel Church for their extraordinary and ongoing impact on students, families, and educators throughout Pasco County Schools. Under Pastor Tom's steadfast leadership, The Chapel Church has become far more than a house of worship--it has become a trusted and indispensable community partner. Guided by generosity, compassion, and humility, Pastor Tom has cultivated a culture of service that meets both the tangible and emotional needs of our school communities. One of the most meaningful examples of this commitment is The Chapel's annual Thanksgiving outreach. Each year, families across multiple schools who sign up receive a complete Thanksgiving meal, ensuring they can gather around the table with dignity, joy, and gratitude. This effort does more than provide food--it strengthens community bonds and reminds families that they are seen, valued, and supported. During the Christmas season, The Chapel extends that same spirit of generosity to students participating in programs such as Pack-A-Sack, purchasing and delivering numerous Christmas gifts. These thoughtful acts ease financial burdens for families facing economic hardship and create moments of joy and excitement for children who might otherwise go without. For many students, these gestures send a powerful message: their community cares deeply about them. The Chapel's service does not end with seasonal outreach. Under Pastor Tom's leadership, volunteers regularly roll up their sleeves to improve school campuses--building new student desks, assisting with campus enhancement projects, and contributing hands-on labor to create welcoming, functional learning environments. Their work helps ensure that students have spaces that inspire confidence and opportunity. Equally impactful is their support for educators and staff. At schools such as Fox Hollow Elementary, The Chapel has provided refrigerators, microwaves, and stocked staff lounges with snacks and refreshments. While these may appear to be simple acts, they carry profound meaning. They acknowledge the tireless dedication of teachers and staff and reinforce that their hard work does not go unnoticed. What truly sets Pastor Tom and The Chapel Church apart is their consistency and holistic approach to service. They respond not only to physical needs, but also to relational ones--showing up at school events, listening with empathy, and building genuine partnerships that strengthen the connection between schools and the broader community. In every respect, Pastor Tom Reusch exemplifies servant leadership. Through faith in action, he has helped create a bridge of hope, unity, and encouragement for countless families. RECOGNIZING BOCCIA DAY2026-03-03

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to raise national awareness of the sport of boccia and the profound impact it has on individuals with significant physical disabilities across the United States. As we look ahead to April 13, the date recognized as Boccia Day in the USA, it is fitting that we honor a sport that embodies accessibility, excellence, and the unyielding spirit of American athletes. Boccia is a precision-based Paralympic sport designed specifically for individuals with severe physical impairments. It is one of only three Paralympic sports without an Olympic counterpart. Unlike many adaptive sports that modify existing games, boccia was created from the ground up with accessibility at its core. Athletes compete by propelling leather balls toward a target, known as the jack, using their hands, feet, or assistive devices such as ramps. This design ensures that individuals with the most complex physical challenges have a pathway to compete at the highest levels of athletic achievement. For youth, adults, and disabled American veterans, boccia is far more than a game. It is a pathway to independence, confidence, and community. It cultivates strategic thinking, discipline, and resilience. It strengthens both physical and emotional well-being. And for many athletes, particularly those who may otherwise face limited recreational or competitive opportunities, boccia becomes a source of identity, empowerment, and belonging. As we approach April 13, the inaugural celebration of Boccia Day in the USA, it is important that we elevate awareness of this remarkable sport and recognize the extraordinary skill and determination demonstrated by its athletes. Their precision, strategy, and perseverance reflect the very best of the American spirit. We must also honor the leadership and contributions of disabled American veterans who participate, coach, and serve as ambassadors within the sport. Their continued service--on and off the court--strengthens communities and inspires future generations. We should encourage schools, rehabilitation centers, veterans' organizations, and community programs to expand inclusive recreational and competitive opportunities. Accessibility and inclusion are not optional ideals; they are essential components of the American promise. Americans with disabilities are valued, supported, and deserving of every opportunity to thrive. Sport--one of the great unifiers of our society--must remain accessible to all. I commend USA Boccia and Boccia United States for their leadership and dedication to growing this inclusive sport nationwide. I also recognize the athletes, families, coaches, volunteers, and advocates whose commitment makes boccia possible in communities across the country. Let us reaffirm our commitment to accessibility and the limitless potential of every American as we celebrate Boccia Day in the USA on April 13.

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize an extraordinary member of our community, Brandon Mowatt, a dedicated volunteer with Brooksville Main Street whose tireless efforts have helped fuel the continued revitalization of our historic downtown. When anyone thinks of the engine that keeps Brooksville Main Street running, they think of Brandon. Whether representing his business, 3 Brothers Detailing, or serving simply as a committed citizen in work boots and ready to lend a hand, Brandon is the definition of a powerhouse volunteer. The success of large-scale community events depends on the unseen work--the grit and sweat poured in before the first guest arrives and long after the last one leaves. Brandon is at the very heart of that effort. He is consistently the first to arrive for setup and the last to leave after breakdown. From coordinating the logistical complexities of vendor load-in to tackling the less glamorous but essential tasks like cleanup and trash removal, Brandon approaches every responsibility with an enthusiasm that is truly contagious. What sets Brandon apart is not only his willingness to work, but his ability to lead and innovate. He is a strategic thinker who is always several steps ahead. His energy transforms long, physically demanding days into meaningful team-building experiences for fellow volunteers. Perhaps the most powerful testament to Brandon's character occurred earlier this year. In January 2026, Brandon and his family endured a devastating personal loss. in the midst of such profound grief, no one would have expected him to show up--in fact, many would have urged him to take time away. Yet his dedication to Brooksville and its community runs so deep that he chose to volunteer during the Tangerine Festival. In one of the most difficult seasons of his life, he still showed up for others, offering strength and reliability when it would have been entirely understandable to step back. Brandon Mowatt does not simply volunteer; he invests his heart and soul into the betterment of Brooksville. TAX POLICY SHOULD REWARD A LIFETIME OF HARD WORK2026-02-12

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, as tax filing season begins, important improvements to our tax code are already making a real difference for older Americans. For too long seniors were treated unfairly, Mr. Speaker, taxed on their Social Security benefits and left struggling to cover rising costs. That is finally starting to change. This year, a new $6,000 tax exemption for taxpayers age 65 and older takes effect. Last week, I visited a tax preparation site in Pasco County, Florida, and my constituents confirmed that this provision is helping them. Enacted as part of the Working Families Tax Cut Act, this deduction applies through 2028 and is available whether seniors take the standard deduction or itemize. It will benefit millions of Americans on fixed incomes, providing meaningful relief as costs for housing, healthcare, prescriptions, and groceries continue to rise. But our work is not done, Mr. Speaker. To many seniors, they still see their Social Security benefits taxed. That is why I support legislation to fully exempt Social Security income from Federal taxation. Tax policy should reward a lifetime of hard work, Mr. Speaker, not penalize retirement.

RECOGNIZING PASCO COUNTY COMMUNITY DEVELOPMENT FOR RECEIVING THE AUDREY NELSON AWARD2026-01-07

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize the outstanding work of Pasco County Community Development and to congratulate the County on receiving the prestigious Audrey Nelson Award, a national honor that recognizes exemplary achievement in serving communities and low- and moderate-income residents through the innovative use of Community Development Block Grant (CDBG) and HOME Investment Partnership funds. The Audrey Nelson Award is bestowed annually on only a limited number of projects nationwide. This year, just seven projects were selected, making Pasco County's achievement especially noteworthy. Pasco County is proud to once again be among this distinguished group, with recognition for its Behavioral Health Urgent Care Center (UCC)--the first Behavioral Health UCC in the State of Florida, This innovative project was developed to address a critical gap in access to urgent mental health and substance use services for vulnerable populations. The Behavioral Health UCC provides immediate, voluntary access to outpatient behavioral health care with extended hours, offering a vital alternative to emergency departments. It also serves as an essential access point for individuals transitioning from high-risk settings such as jails and inpatient facilities, helping ensure continuity of care at moments when intervention is most needed. The impact of this program has been extraordinary. While the UCC initially anticipated serving 450 individuals during its first year of operation--from February 5, 2025, through September 30, 2025--it ultimately provided services to 1,274 adults, exceeding expectations by 183 percent. Approximately 94 percent of those served were successfully diverted from more acute inpatient settings. Additionally, 71 percent of follow-up appointments were attended, a remarkable improvement from the 34 percent follow-up rate that existed prior to the establishment of the UCC for individuals referred from critical transition points. This success was made possible in part through a strategic investment of $1,469,927 in CDBG funds, which supported essential infrastructure and renovation needs at the facility. These funds not only enabled the UCC to open its doors but also helped leverage additional operational funding to sustain services in the years ahead. The Behavioral Health Urgent Care Center now stands as a model for how targeted federal resources can be used to drive innovation, improve outcomes, and strengthen communities. I commend Pasco County Community Development and all partners involved for their leadership, vision, and commitment to serving those most in need. Their work exemplifies the purpose of community development programs and demonstrates how thoughtful investment can change lives. It is fitting that this exceptional project has been recognized with the Audrey Nelson Award.

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to honor the life and legacy of Rabbi Gary Klein, a devoted spiritual leader, dear friend, and true mensch. Mary Ann served as Disabled American Veterans (DAV) Commander for Hernando County No. 67, and from 2018 to 2019, she held the position of State DAV Commander. Her commitment extended to the national level, serving on the National DAV Executive Committee from 2023 to 2024. In recognition of her exceptional volunteer efforts, she was named National DAV Volunteer of the Year in 2014. For more than 25 years, Mary Ann devoted her time to the James A. MIKAELA NAYLON GIVE KIDS A CHANCE ACT2025-12-01

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I am rising in strong support of H.R. 1262, the Mikaela Naylon Give Kids a Chance Act, led by my friend, the gentleman from Texas, Congressman McCaul. This piece of legislation is comprised of bipartisan solutions to increase access to innovative treatments for those living with rare diseases, particularly children and adolescents. Ten years ago, Mr. Speaker, the idea that we would be able to not just treat but cure sickle cell disease sounded like a dream that was too far out of reach. Today, we are curing sickle cell disease. We are curing spinal muscular atrophy. We are curing hemophilia and blood cancers. These cures are just a few of the success stories attributable to the FDA's Rare Pediatric Disease Priority Review Voucher Program. The PRV program is a powerful incentive that spurs the development of treatments for rare pediatric diseases, providing a lifeline for patients who require specialized treatments. I also want to highlight the other provisions in this bill that seek to bolster important components of our healthcare system. This legislation supports the improvement of the Organ Procurement and Transplantation Network by allowing the Secretary of HHS to collect member registration fees to support the operation of the OPTN. This bill also helps secure our medical product supply chain by requiring the FDA to establish an office in a country that has signed the Abraham Accords. I am grateful to Representatives Harshbarger and Vargas for their work to facilitate operations between the FDA and regulatory authorities and innovators in Abraham Accords countries. Last but not least, this bill also includes a provision championed by Representatives Dunn and Mullin that will ensure more affordable drug options are available to patients faster rather than being delayed by unnecessary red tape. Mr. Speaker, this bill has one of the largest totals of bipartisan cosponsors of any legislation we will see this Congress. One of the reasons for that is the tireless work of the patient advocates. They come to our office on a regular basis and tell us their personal stories. It makes such a difference, Mr. Speaker. This bill now bears the name of one of those heroic kids, Mikaela Naylon, who passed away earlier this year after battling cancer for nearly 6 years. May her memory be eternal. She was 16 years old, and I will never forget the videos. Throughout her battle, Mikaela was a fierce advocate of this bill to create hope for a cure, not just for herself but for the thousands of kids around the country who are fighting the same fight. This is a very important bill, and I want to get it to the Senate as soon as possible so it can become law. Mr. Speaker, I encourage my colleagues to support this bill.

HONORING THE LIFE OF JOHN EVERETT OLIVER, JR.2025-10-17

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to honor the life and legacy of John Everett Oliver, Jr., a devoted public servant and beloved husband, brother, uncle, and friend, who passed away suddenly on September 5, 2025, at the age of 75. Born in Washington, D.C., on April 21, 1950, John was a true Washingtonian who embodied dedication to country and community. He grew up in Kensington, Maryland, attending Albert Einstein High School, where he excelled on the baseball field. After high school, John attended the University of Maryland, College Park, and faithfully served his Nation in the U.S. Army Reserves at Fort Meade from 1971 to 1977. His professional journey began modestly, as a payroll clerk in NOAA's Rockville office in 1973. Over the next four decades, through intellect, integrity, and leadership, John rose through the ranks to become the Deputy Assistant Administrator for NOAA's National Marine Fisheries Service, where he managed a billion- dollar budget and guided thousands of employees. In 1998, John entered the Senior Executive Service, where he was called upon time and again to lead during times of change and crisis. In 2008, he received the prestigious Presidential Rank Award for Meritorious Senior Executive Service in recognition of his role as a key architect of NOAA's fisheries management strategic plan. He also served at the Office of Management and Budget, earning deep respect from his colleagues while working on the President's budget. When John retired, the accolades poured in, with words like mentor, integrity, key change agent, accessible in a crisis, and camaraderie. A former NOAA administrator told him he was a ``legend, an institution, and a great American.'' That was John's catchphrase when he wanted to praise someone's work: ``You're a great American.'' To the NOAA community, John was more than a colleague and a mentor--he was family. It was at NOAA where John met Cheryl, the love of his life. They married in 2004 and together built a life full of joy, friendship, and service, eventually retiring in Leland, North Carolina. In retirement, John and Cheryl continued their commitment to community, supporting charities and educational institutions, including East Carolina University's Coastal Studies institute. Beyond his professional accomplishments, John was a man of passion and warmth. He was a lifelong Washington Redskins fan, attending four Super Bowls and nearly every home game for four decades. He enjoyed a good cigar, a fine bourbon--particularly Maker's Mark--and had a deep appreciation for history, especially the legacy of World War II. His travels with Cheryl to Normandy, Berlin, and beyond were a testament to his reverence for the sacrifices of those who came before. John will be remembered for his big laugh, his gift for friendship, and his steady presence that lifted all who knew him. To his colleagues, he was a legend; to his family, he was ``Jack''; and to all of us, he was a great American. Mr. Speaker, I ask my colleagues to join me in extending our deepest condolences to John's beloved wife Cheryl, his sisters Joanna Good, Lynn Petty, and Caroline Schofield, his nieces, and his extended family and many friends. May his memory be a blessing, and may we honor his life by carrying forward his example of service, generosity, and friendship.
