RECOGNIZING THE KING HIGH SCHOOL MATH STUDENTS2026-07-09

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize an exceptional group of students from King High School in Tampa Bay, whose outstanding achievements have brought tremendous pride to our entire community. Fifteen talented young mathematicians recently represented King High at the Mathematics Association of America's Mu Alpha Theta National Convention in Texas, one of the Nation's most prestigious high school mathematics competitions. Competing against the best mathematics students from across the country, these students demonstrated extraordinary skill, dedication, and perseverance, earning top 10 national finishes in every team division. I am especially proud to recognize Chan-Young Park, Mitul Shukla, Muhammad Taha, Ingrid Curtis, Alexander Heidrick, Yooan Kim, Anderson Lee, Alexia Steele, Lucas Chen, Jerry Lee, Frederick Li, Aiden Mathew, Satchel Puhr, Alice Hu, and Sean Nishihori for their remarkable accomplishments. King High School's teams achieved an incredible level of success, with the Mu Division team finishing 5th in the Nation, the Alpha Division team finishing 9th in the nation, and the Theta Division team finishing 10th in the nation. The Mu Division calculus team's fifth-place national finish earned King High School recognition as the highest ranking public school calculus team in the country. The students' individual accomplishments were equally impressive. Alexander Heidrick earned 10th place overall in the Alpha Division Individual Competition, while Aiden Mathew earned 17th place overall in the highly competitive Mu Division Individual Competition. These achievements are a testament to the students' hard work, intellectual curiosity, and commitment to excellence. They also reflect the dedication of their teachers, coaches, families, and the entire King High School community, who continue to inspire the next generation of innovators, scientists, engineers, and leaders. As our Nation continues to compete and lead in an increasingly complex world, programs that encourage mathematics, science, technology, and critical thinking are essential. The success of these students shows what is possible when we invest in education and empower young people to reach their full potential. Mr. Speaker, I congratulate these outstanding students and the King High School mathematics program for representing Florida with distinction. KIDS INTERNET AND DIGITAL SAFETY ACT2026-06-29

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to speak in strong in support of H.R. 7757, the Kids Internet and Digital Safety Act, or the KIDS Act. This package will finally give parents real tools to protect their kids online. A key provision in the KIDS Act is my Kids Online Safety Act, or KOSA. I have been working on KOSA, Mr. Speaker, for 3 years, and I am proud to see it finally reach the House floor. The need for action has never been clearer. Nearly half of American teenagers say they are online almost constantly, about half spend 4 or more hours a day on screens for leisure, and 95 percent have a smartphone in their pocket, placing them in a digital environment that too often prioritizes engagement and profit over safety. Big Tech platforms are not neutral. Their algorithms are designed to maximize attention, not protect kids. Mr. Speaker, kids are pushed toward harmful content, targeted by predatory actors, and funneled into design features built to keep them scrolling longer. Families across the country have paid the price, Mr. Speaker, from exploitation and harassment to content that fuels anxiety, depression, eating disorders, and self-harm, unfortunately. That is why this bill and KOSA, in particular, are so very important. It establishes clear, targeted obligations for large online platforms to take steps to prevent and mitigate specific harms to minors. It focuses on addressing documented risks, such as sexual exploitation, drug and alcohol abuse, eating disorders, and self-harm content that can be amplified through algorithmic recommendation systems and engagement-driven design. KOSA requires platforms to put in place concrete safeguards, limiting harmful design features, improving transparency around how systems impact children, and giving parents strong tools to understand and manage their children's online experiences. It also ensures Big Tech is held accountable for their decisions through FTC enforcement and State attorneys general. Mr. Speaker, I thank the chairman of the full committee and the excellent staff. We never gave up. We persevered, and we have a good product, thanks to them. I thank the ranking member as well, Mr. Pallone, and Ms. Castor, for working with me on this piece of legislation. Again, the chairman gives me credit, but he is responsible as well. The goal is to protect the kids, and I appreciate all the input from the parents over the years. Mr. Speaker, let's get this across the finish line and protect our children.

HONORING CONGRESSMAN BILL POSEY2026-06-08

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I did serve with Bill Posey in the legislature, and I remember my first year in 1998. I had made a campaign promise, and I was going to keep that promise. I am not going to get into the legislation, but the leadership was pushing a particular bill. I had made a promise to my constituents that I would not be for that particular policy. Bill stuck up for me. It is tough when you are a freshman, and he stuck up for me. He said: Just go right ahead and do what you think is right and what is in the best interests of your constituents. I never forgot that. Also, Bill endorsed me when I first ran for Congress. He was one of the first ones to do that. Integrity, he kept his word. Now, I will tell you this: He had a great sense of humor, as well. When I first ran in 1998, my opponent, I guess because of my stature, called me Danny DeVito. So Bill, on the floor of the House of Representatives for 16 years, called me Danny. When he did it publicly, other Members would whisper in his ear and say: Bill, that is not his name. His name is Gus. He would say: I know that. It is a joke between the two of us. He was just a genuine great guy and cared about this country so very much. I rise to honor the life and legacy of my dear friend and former colleague, Congressman Bill Posey, whose decades of public service left an indelible mark on the State of Florida and, of course, our Nation. Bill was a dedicated public servant. Again, he never deviated from his principles. He was a conservative and, above all, a man of integrity. Long before we served together in the House of Representatives, as I said, Bill and I had the privilege of serving alongside one another in the Florida Legislature. He was a senior member, and I was a junior member; but he never treated me differently. During those years, I came to know him as a thoughtful policymaker, and a tireless advocate for his constituents. He was someone who approached every issue with humility, common sense, and a deep respect for the people he represented. When Bill was elected to Congress, he carried those same values with him to Washington, D.C. He never lost sight of who sent him here. He worked diligently to ensure that the voices of Florida's families, seniors, veterans, small businesses, again, taxpayers, were heard. His commitment to fiscal responsibility, government accountability, and public service earned the respect of his colleagues, as we can see here, on both sides of the aisle. Even if the other side didn't agree with him, they certainly respected him. What I will remember most, however, is not Bill's legislative accomplishments, as impressive as they were, but his character, Mr. Speaker. He was a loyal friend, a devoted husband, father, grandfather, and a man of deep faith whose actions reflected his values every single day. He treated everyone with kindness and respect and conducted himself with a level of civility that serves as an example for all who choose a life of public service. He truly was a throwback. My thoughts and prayers are with his wonderful wife, Katie. What a great individual and what a wonderful person. He loved her so much very much. My thoughts and prayers are with his children, his grandchildren, his friends, his former staff, and all who had the privilege of knowing him. While he will be greatly missed, his legacy of service, leadership, and dedication to the people of the State of Florida and the United States of America will endure for generations to come. He was a great role model. May his memory be eternal.

Cadet Major Arthi Gouravelli, a junior at Middleton High School, has earned one of the most distinguished honors in Junior Reserve Officers' Training Corps history. Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize Hernando County Sheriff's Office Deputy Tyler Ferro for his extraordinary courage, decisive action, and unwavering commitment to preserving life in the face of extreme danger. On November 15, 2025, Deputy Ferro responded to a residential structure fire on Richmond Street and, due to his proximity, was the first deputy to arrive on scene. Upon arrival, he observed the residence fully engulfed in flames with heavy smoke throughout the structure. Without hesitation, Deputy Ferro entered the burning home and located an adult female occupant who was unable to stand or walk. As conditions rapidly deteriorated, Deputy Ferro immediately began removing the victim from the residence. While still inside, multiple propane tanks at the rear of the structure began to explode, sending debris and shattered glass into the area and further intensifying the fire. Despite these life-threatening conditions, Deputy Ferro maintained control of the situation and successfully moved the victim to a safe location outside the structure. Once clear of immediate danger, he assisted fire rescue personnel in transferring the patient to an awaiting ambulance and provided critical information regarding conditions inside the residence. The victim was transported to a local hospital for treatment of smoke inhalation and was later reported to be making a full recovery. Deputy Ferro also received treatment for smoke inhalation as a result of his exposure. Following suppression of the fire, the residence was deemed a total loss, with the room where the victim was located reduced entirely to ash and exposed structural metal--underscoring the extreme danger present at the time of the rescue. Deputy Ferro's swift response, sound judgment, and willingness to place himself in harm's way directly resulted in the preservation of human life. Throughout this incident, Deputy Ferro demonstrated exceptional bravery, selflessness, and commitment to duty. His actions reflect the highest traditions of law enforcement service and the profound responsibility carried by those who protect our communities. I commend Deputy Tyler Ferro for his heroic service to the community and proudly recognize him for his extraordinary valor and dedication to saving lives as a 2026 First Responder of the Year for Florida's 12th Congressional District. Paramedic Colon consistently demonstrates a level of professionalism that exceeds expectations. Her dedication to serving the residents of Citrus County is evident in every call she answers. One particular response in July 2025 stands out as a powerful example of her ability to make critical decisions under immense pressure. On that day, she responded to a patient suffering from a ruptured abdominal aortic aneurysm--one of the most catastrophic medical emergencies, with an exceedingly low survival rate. Recognizing the severity, she immediately initiated aggressive, life-saving interventions and ensured rapid transport while continuing advanced care. Her swift actions stabilized the patient long enough to reach surgery. Despite overwhelming odds, the patient survived and has since made a meaningful recovery--now walking, talking, and spending time with loved ones. Paramedic Colon's impact extends far beyond a single call. She has repeatedly demonstrated excellence in prehospital care, earning recognition from hospital partners. In one instance, she treated a 94- year-old patient experiencing supraventricular tachycardia with a heart rate exceeding 230 beats per minute, stabilizing the patient prior to arrival. RECOGNIZING LINDSAY TOZER2026-04-13

Mr. BILIRAKIS

Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize the outstanding service and leadership of Lindsay Tozer, a volunteer advisory board member for the Service Dog Alliance of Florida, where she also serves as chair of its public awareness campaign. Ms. Tozer has demonstrated an extraordinary commitment to advancing accessibility, dignity, and equal opportunity for individuals with disabilities who rely on service animals in their daily lives. While Florida Statutes 413.08 and 413.081--enacted in 2015--provide important legal protections for service animals, including coverage for animals in training and penalties for misrepresentation or interference, these safeguards have historically been underrecognized by the public and even by some in law enforcement. Recognizing this gap, Ms. Tozer led a comprehensive effort to improve public understanding and compliance with these critical laws. As campaign chair, she convened a diverse group of community leaders and stakeholders to develop a clear and effective public awareness toolkit, including rack cards, door decals, and posters. Initially piloted in Citrus County, these materials were designed for use by businesses and local governments to reduce service animal misrepresentation while reinforcing both the rights and responsibilities of handlers and establishments. Following the success of the pilot program, this initiative has now been implemented statewide. Her concise and powerful message--``Service Animals Welcome. It's a crime to misrepresent.''--has resonated widely with service animal handlers and business owners alike, fostering greater awareness and encouraging meaningful dialogue in communities across Florida. In addition to her leadership in public outreach, Ms. Tozer serves as the organization's lead social media specialist, ensuring that information is timely, accessible, and widely distributed. She has also become a model for digital accessibility, aligning organizational communications with best practices such as the Web Content Accessibility Guidelines (WCAG), and setting a high standard for peer organizations. The impact of her work has been both measurable and meaningful, resulting in a 28 percent increase in training requests and a 21 percent increase in requests for technical assistance--clear evidence of the effectiveness of her outreach and leadership. Lindsay Tozer exemplifies the very best of public service and professional excellence. She is a dedicated communicator, a trusted advocate, and a tireless relationship builder whose work has strengthened partnerships among businesses, nonprofit organizations, and local governments throughout Florida. Her efforts have helped build more informed, inclusive, and accessible communities. Mr. Speaker, I am proud to recognize Ms. Tozer for her exemplary service and her lasting contributions to improving the lives of individuals with disabilities.
