HONORING CONGRESSMAN JOHN LEWIS2020-07-22

Ms. BASS

Ms. BASS. Mr. Speaker, I yield to the gentleman from Georgia (Mr. David Scott).

Ms. BASS. Mr. Speaker, I yield to the gentleman from Texas (Mr. Green).

Ms. BASS. Mr. Speaker, I yield to the gentlewoman from New York (Ms. Clarke).

Ms. BASS. To honor Mr. Lewis, the first thing we need to do is to pass legislation restoring the Voting Rights Act and get it signed. We know the credibility of our elections has already shown early signs of concern during several State primaries and voter suppression cases, coupled with the fact that people are going to have to vote in dangerous conditions, cannot be ignored. I know that if Mr. Lewis was still with us, he would be leading that fight. Mr. Speaker, I yield to the gentleman from Georgia (Mr. Johnson).

Ms. BASS. Mr. Speaker, I yield back the balance of my time.

Ms. BASS. Mr. Speaker, it is with great honor that I rise today to coanchor the Congressional Black Caucus Special Order hour. For the next 60 minutes, we have a chance to communicate to the American people our great love for an American hero, Representative John Lewis. Mr. Speaker, I yield to the gentlewoman from the great State of California (Ms. Pelosi), my colleague and the honorable Speaker from the city of San Francisco.

Ms. BASS. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on the subject of this Special Order.

Ms. BASS. Mr. Speaker, I yield to the gentlewoman from the District of Columbia (Ms. Norton), the state of the District of Columbia.

Ms. BASS. Mr. Speaker, his legacy to our country is that he devoted his life to fighting for justice and being a moral compass to our Nation. Mr. Speaker, I yield to the gentleman from the great State of Virginia (Mr. Scott).

GEORGE FLOYD JUSTICE IN POLICING ACT OF 20202020-06-25

Ms. BASS

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentlewoman from California (Ms. Eshoo).

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentleman from Georgia (Mr. Bishop).

Ms. BASS. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, let me just say that there is absolutely nothing in our bill that calls for defunding the police. In fact, I recall that this body funded first responders in the HEROES Act and that that bill is languishing in the Senate. So maybe my good colleagues on the other side of the aisle might call up their Senators and ask that they move on the HEROES Act. That might be the first thing to do. This bill is not against police. In fact, this bill is calling for standards and training and accreditation. In conversations that I have had with the Association of Police Chiefs and also the Fraternal Order of Police, they said that there are 18,000 police departments across the United States, and they have been fighting for accreditation and standards for years, but it takes a very long time to do it department by department, and they encouraged this part of the bill. Now, granted, they don't love the whole bill, but this part of the bill, they absolutely do. To say that the only departments that have problems are run by Democrats is either magical thinking, fantasy, or denial. That is just not the case at all, and I would encourage my colleague on the other side of the aisle to actually examine his State. Mr. Speaker, I yield 1 minute to the gentleman from Massachusetts (Mr. Kennedy).

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentlewoman from Alabama (Ms. Sewell).

Ms. BASS. Mr. Speaker, I yield 1\1/2\ minutes to the gentleman from Illinois (Mr. Rush).

Ms. BASS. Mr. Speaker, I yield 45 seconds to the gentleman from New Jersey (Mr. Gottheimer).

Ms. BASS. Mr. Speaker, I yield 2 minutes to the gentlewoman from California (Ms. Waters).

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentleman from Maryland (Mr. Hoyer), who is the majority leader.

Ms. BASS. Mr. Speaker, may I inquire how much time is remaining on each side?

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentlewoman from Illinois (Ms. Kelly).

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentlewoman from Ohio (Mrs. Beatty).

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentleman from New York (Mr. Espaillat).

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentleman from Texas (Mr. Green).

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentleman from Maryland (Mr. Mfume), the newest member of the Congressional Black Caucus.

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentleman from New Jersey (Mr. Norcross).

Ms. BASS. Mr. Speaker, I yield 1 minute to the gentleman from California (Mr. Levin).
