LOWER ENERGY COSTS ACT2023-03-28

Mr. BEYER

Mr. BEYER. Madam Chair, I rise in strong opposition to H.R. 1. It is a very shortsighted, anti-science, anti-environment, and anti-family bill. Last week, the Intergovernmental Panel on Climate Change released its synthesis report and reminded us how urgent it is that we transition to a zero-carbon economy now. We need new clean energy, and we need it fast. There is an opportunity for Congress to engage on permitting and transmission so new energy projects, especially clean energy projects, can get up and running as soon as possible. However, instead of a meaningful conversation, H.R. 1 is a sad regurgitation of the majority's bill from the 115th Congress with attacks on the Inflation Reduction Act. Transmission conversations are completely absent, yet we know that investment in transmission is key to our energy future. This bill will repeal important programs to help Americans make their homes energy efficient. These popular programs are already in motion to help families lower energy costs, and this bill will take them away. H.R. 1 reduces the fees and royalties for oil and gas development, padding the pockets of oil and gas at a time when their record profits are at an all-time high. This is not about energy prices for American families but profits for fossil fuel companies at exactly the time when the whole world knows we need to move away from them as quickly as possible. On the one hand, my Republican friends are so concerned with the deficit that they are holding the economy hostage over their brinkmanship on the debt limit. Then, on the other hand, they bring a partisan bill to the floor that the Congressional Budget Office said will increase that deficit by $2\1/2\ billion. I implore my Republican colleagues to take the deficit seriously and pass a clean debt limit. Please take our energy needs seriously and our climate seriously and work with us on our transmission needs. We are interested in the discussions. Our door is open when you want to work with us to get things done and move past partisan messaging bills that will be dead on arrival in the 60-vote Senate.

HAYFIELD BOYS' BASKETBALL TEAM2023-03-22

Mr. BEYER

Mr. BEYER. Mr. Speaker, I rise today to congratulate a team of high school athletes from Virginia's Eighth Congressional District. Two weeks ago, Hayfield Secondary School's boys basketball team defeated the Patriot Pioneers to win Virginia's Class 6 basketball title for the second consecutive season. Their hard-fought win was a testament to their collective work and to the energetic, orange-out crowd that traveled down from Fairfax to cheer them on. Hayfield Secondary students, teachers, and administrators are the best of our future. They are diverse, brilliant, and creative. It takes the whole Hayfield community to build the past two seasons where they had a 62-1 record in addition to back-to-back State championships. Hayfield's win reflects their courage, discipline, and excellent sportsmanship. Congratulations to Coach Carlos Poindexter, to everyone who made this success possible, and to the Hayfield players who brought this championship home. Daryl Holloway, Jr., David King, Gregory Jones, Donovan Bass-Briscoe, Yohanse Awoke, Jahleel Jackson, Braelen Cage, Phenix Card, Andrew Ramirez-Novas, Owen Pottenburgh, Ryan Payne, Isiah Blue, Sean Burton, Parker Cage, Evan Sussin, Landon Judy, Jaylen Lemon, and Damarius Duncan. Go Hawks!

PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE DEPARTMENT OF THE ARMY, CORPS OF ENGINEERS, DEPARTMENT OF DEFENSE AND THE ENVIRONMENTAL PROTECTION AGENCY2023-03-09

Mr. BEYER

Mr. BEYER. Mr. Speaker, I urge my colleagues to join me in voting ``no'' on this effort to undo the EPA's waters of the U.S. rule. EPA's rulemaking will simply restore the basics of what was protected by law for nearly 50 years before Trump's rule went into effect. It is an important protection to restore smart clean water protections. We need to step forward for clean water because over half of our rivers and lakes in our country are too polluted for swimming, fishing, or drinking. I grew up near the Potomac River, where it was dangerous to get into something that was so incredibly dirty. Americans are speaking up, and they say they want to swim and fish in their streams. This EPA rule is also a step forward to protect wetlands. Last month, Stanford scientists showed that our country is responsible for more wetland loss and degradation than any other country. We need to protect the wetlands that we still have left. Wetlands sequester carbon, which helps us in our climate change goals. Wetlands are a habitat that will help us stop the biodiversity crisis. There is also a lot of talk about stakeholders wanting certainty in what waters are covered. I am on board with that certainty, and the new rulemaking provides just that, certainty for the Americans who want swimmable, fishable, drinkable waters and who want a safe climate and thriving biodiversity. I had the honor of serving on the Science Committee for 8 years, and we heard again and again that virtually all scientists believe that water is the absolutely most essential requirement for life. Yet, we want to gut the most important rule to protect our water. Undoing the waters of the U.S. rule is a step backward. For all Americans who want the certainty of a safe climate and clean water for the future, I have to vote ``no.''

PROVIDING FOR CONSIDERATION OF H.R. 185, TERMINATING CDC REQUIREMENT FOR PROOF OF COVID-19 VACCINATION FOR FOREIGN TRAVELERS; PROVIDING FOR CONSIDERATION OF H.J. RES. 24, DISAPPROVING THE ACTION OF...2023-02-07

Mr. BEYER

Mr. BEYER. Mr. Speaker, I rise in opposition to the rule. H.J. Res. 24 and H.J. Res. 26 are blatant attempts to undermine D.C. Home Rule. These resolutions are explicit efforts by Members of Congress to interfere in local government. They aim to directly override the D.C. Council and dictate what D.C. residents can and cannot do on a local level. I firmly believe that the District of Columbia, like any other jurisdiction across the country, should be allowed to govern itself. I am just confused that my Republican friends, who have such a deep commitment to federalism--federalism, where decisions are best made at the local level--why they would work to impede the right of 700,000 American citizens to self-govern? It is critical that we fiercely protect this right on behalf of citizens living in D.C. We weren't voted to be D.C. City Council members. D.C. citizens didn't ask for our say in local matters. I trust my mayor of the city of Alexandria, Justin Wilson, to represent me ably there, and everyone else respects the people in their hometown, their home States, to do the same. I am certainly not here offering to overturn local city council rulemaking in Kentucky or Georgia or Texas, but I am sure I could find plenty to disagree with. We have got to respect the American democratic process and allow the people of D.C. to govern themselves. If we, as a Congress, value and respect the principle of local self-governance that makes up the core of our democracy, it is hypocritical of us to revoke that right for the citizens of the District of Columbia. Mr. Speaker, I urge my colleagues to strongly join me in opposing H.J. Res. 24 and H.J. Res. 26.

FAMILY AND SMALL BUSINESS TAXPAYER PROTECTION ACT2023-01-09

Mr. BEYER

Mr. BEYER. Mr. Speaker, I rise in opposition to this absurd legislation. The bill before us will cut the necessary investments to make the IRS more responsive to regular people, improve customer service, and work through the IRS backlog. In exchange for making the IRS less responsive to the people, the bill is going to add $114 billion to the deficit, according to the CBO. Why? My Republican friends want us to believe that a horde of 87,000 armed Federal agents are ready to kick in your doors for tax enforcement. This is total nonsense, a fantasy, a fabrication that has been fact- checked over and over again and always found false. The real reason they are passing this bill is to protect wealthy tax cheats like the former President from having their tax returns scrutinized. The richest 1 percent avoid paying $100 billion every year because we don't fund the IRS. Republicans' first priority is to help the very rich tax evaders at the expense of their own regular American constituents. I urge Members to vote against this misguided legislation.

EMPOWERING THE U.S. FIRE ADMINISTRATION ACT2022-12-12

Mr. BEYER

Mr. BEYER. Madam Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 7077, the bill now under consideration.

Mr. BEYER. Madam Speaker, I move to suspend the rules and concur in the Senate amendment to the bill (H.R. 7077) to require the United States Fire Administration to conduct on-site investigations of major fires, and for other purposes.

Mr. BEYER. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I rise today in strong support of H.R. 7077, the Empowering the U.S. Fire Administration Act. Although significant progress has been made in preventing major fires over the past 25 years, building fires in the United States remain a serious problem. According to the U.S. Fire Administration, there was an estimated 372,000 residential building fires within the United States in 2020. These fires caused an estimated 2,615 deaths, 11,825 injuries, and $8.6 billion in property loss. It is very timely that we are about to enact this bill as winter approaches and residential building fires are more likely to occur. It is essential that we learn from major fires to inform and improve future fire prevention efforts. The U.S. Fire Administration is an essential part of these efforts. Unfortunately, the agency currently lacks the authority to participate in post-fire onsite investigations. H.R. 7077 addresses this gap by authorizing USFA to send their own experts to the site of a major fire to conduct an onsite investigation in coordination and cooperation with Federal, State, local, Tribal, and Territorial authorities. In doing so, this bill more fully leverages the unique expertise of the U.S. Fire Administration to help strengthen fire prevention. This bill would also require the administrator to issue a public report on the findings of an investigation or collaborate with another investigating agency on their report. This report would include recommendations on improving tactical response and civilian safety practices, as well as on approaches to mitigation. These reports are an essential component of ensuring that everyone can utilize the knowledge we collect from major fires to improve future prevention efforts. I thank my friend and colleague, Representative Ritchie Torres, for his leadership on this bill. Representative Torres introduced this bill after a major residential building fire in his district on January 9 of this year resulted in the tragic deaths of 17 people, including 8 children. I also thank my colleagues on the Science, Space, and Technology Committee, Representatives Haley Stevens, Anthony Gonzalez, and Peter Meijer for their leadership on this bill, and I urge all of my colleagues to join us in passing this bill. Madam Speaker, I reserve the balance of my time.

FLOOD LEVEL OBSERVATION, OPERATIONS, AND DECISION SUPPORT ACT2022-12-12

Mr. BEYER

Mr. BEYER. Madam Speaker, I move to suspend the rules and pass the bill (S. 558) to establish a national integrated flood information system within the National Oceanic and Atmospheric Administration, and for other purposes.

Mr. BEYER. Madam Speaker, once again, I have no more speakers on this bill, I am prepared to close, and I reserve the balance of my time.

Mr. BEYER. Madam Speaker, I ask unanimous consent that all Members may have 5 legislative days to revise and extend their remarks and to include extraneous material on S. 558, the bill now under consideration.

Mr. BEYER. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I rise in support of S. 558, the Flood Level Observation, Operations, and Decision Support Act or FLOODS Act. Flooding is the most common weather-related natural disaster in the United States. It affects every State in the Nation, with 99 percent of U.S. counties having experienced a flooding event in the last 25 years. Unfortunately, climate change is predicted to increase the frequency and severity of extreme weather events and sea level rise, which will, in turn, increase flooding in the future. This bill would establish a National Integrated Flood Information System to coordinate and integrate flood research at the National Oceanic and Atmospheric Administration, or NOAA. The bill would designate a service coordination hydrologist at each National Weather Service River Forecast Center and would leverage existing work within NOAA and through partnerships to improve timely decisionmaking. It would improve observations and modeling for total water prediction through partnerships with other Federal agencies and academia and create a fellowship for graduate students in hydrologic fields to work at Federal agencies. Additionally, this bill amends the Weather Research and Forecasting Innovation Act to improve NOAA's tornado warning and hurricane forecasting programs. Section 13 of the FLOODS Act would also codify the interagency Water Subcabinet established under Executive Order 13956 through the Interagency Committee on Water Management and Infrastructure established in this bill. This existing interagency body plays a key role in ensuring Federal agencies can efficiently and effectively manage water resources in America. Codifying this body not only shows Congress' support for these ongoing efforts, but also ensures the work will continue unimpeded. Congress does not intend this act to require the creation of an additional Federal interagency committee that would be duplicative of, or even in conflict with, the existing interagency Water Subcabinet. Overall, this bill would improve the coordination and communication of flood events by NOAA, as well as improve tornado warning and hurricane forecasting. These measures will protect lives and property, especially in regions at high risk of flooding. I thank Senator Wicker for sponsoring this bill, and I also thank and recognize my colleague on the Science Committee, Representative Sherrill, for her leadership on the issue of flooding and for leading the House companion of this bill. Madam Speaker, I urge my colleagues on both sides of the aisle to support the passage of this important legislation so we can send it to the President's desk, and I reserve the balance of my time.

Mr. BEYER. Madam Speaker, I yield myself the balance of my time. Madam Speaker, again, I thank my friend from Oklahoma for presenting this with me. I wish we could do everything this way, but it is a very nice thing. Madam Speaker, as you know, I am privileged to represent one of the most environmentally friendly districts in the country right across the river. We never get 6 feet of snow. I can't remember a drought. We get the occasional vestiges of a hurricane and a tornado once every 10 years that rips up somebody's garage. But it floods all the time. Not only does it flood on the river, it floods 2 miles up the river as all the storm sewers back up, storm sewers that were built in the 1930s or the 1910s that can't handle the rain that we have right now. When they reintroduced earmarks, we discovered with 1,000 nonprofits it was difficult to pick a nonprofit for 10 earmarks. So we went to our local governments, Alexandria, Falls Church, and Arlington, and said: What do you need? Every one of them asked for flood relief. This is one of those rare instances where an environmental bill has a huge impact, even on my own district, and I know it has a much greater impact on so many places around the country. I think about poor Iowa that was under water for most of a year. Madam Speaker, I am thrilled to be able to present this with Representative Bice in a bipartisan way, and I urge my colleagues to support S. 558. Madam Speaker, I yield back the balance of my time.

JESUS ANTONIO COLLAZOS POST OFFICE BUILDING2022-12-12

Mr. BEYER

Mr. BEYER. Madam Speaker, I thank chairwoman Maloney for all of her leadership. Madam Speaker, I rise today to speak in support of my bill, H.R. 7082, which would designate the post office on 2200 North George Mason Drive in Arlington as the Jesus Antonio Collazos Post Office Building. Jesus was the epitome of the American Dream. He was born in 1953 in Colombia and grew up in a modest, hardworking family. Even at a young age, he was passionate about education and wanted to help his community and did so by helping teach literacy while still a high school student. After graduating high school, Jesus attended the University of de San Buenaventura Cali to pursue a degree in accounting. In 1978, Jesus immigrated to Washington, D.C., to reunite with his mother and sisters in the hopes of seeking a better future. In 1980, Jesus married the love of his life, Luz Miriam, who is here today with their children, Vanessa and Michael. After working in accounting positions at various hotels, he applied to work for the United States Postal Service as a letter carrier, where he would embark on a 25-year career. He made an impression early on and was given a temporary assignment in leadership which turned into a permanent offer. He ultimately turned it down to remain a letter carrier. This turned out to be the right decision, as Jesus preferred to spend his days outdoors, building relationships on his route, and connecting with the neighborhood. He fell in love with that neighborhood so much that he waited patiently for the right opportunity to buy his own family home there. When the day came, his affable personality gave him an advantage over other buyers. So much so that the seller accepted his offer despite it being the lowest of all bids. In 1999, Jesus and Luz moved their family from an apartment to a new single-family home on his mail route becoming his own mailman. Motivated by a desire to spend more time with his family and particularly his friends, he retired in February 2019. At the start of the pandemic, he discovered a lump on the side of his neck that turned out to be an aggressive cancer. On Monday, May 4, 2020, during his first oncology appointment, he was sent to the emergency room for COVID. He spent the next two weeks in ICU and suffered a stroke. And on June 6, Jesus took his last breath. He was one of millions of Americans taken from us by COVID-19, but Jesus was also a treasure to our local community. Jesus will be remembered for his infectious personality, outstanding work ethic, and loyalty to his loved ones. After his death, the Collazos family immediately began to receive an outpouring of love via messages, calls, cards, and meals from countless family members and friends. An outdoor memorial service for Jesus was held on June 26, 2020, where many came together to honor his memory. The SPEAKER PRO TEMPORE. The time of the gentleman has expired.

Mr. BEYER. Madam Speaker, I thank the gentlewoman. As a testament to Jesus' impact, his U.S. Postal Service coworkers opened his outdoor memorial service with a mail truck parade. We were lucky to have Jesus Collazos in our community. May his life be a reminder of the positive impact immigrants, new Americans, have on this country. Please join me, the Collazos family, and the Arlington community in honoring Jesus' memory by voting ``yes.''

HONORING 150 YEARS OF INOVA ALEXANDRIA HOSPITAL2022-11-17

Mr. BEYER

Mr. BEYER. Madam Speaker, I rise today in honor of Inova Alexandria Hospital's 150th years of providing world-class healthcare to the Northern Virginia Community. In 1872, fearing a typhoid epidemic among crew on board a ship in Old Town Alexandria's harbor, Julia Johns calls upon a group of ``charitably disposed'' female friends at St. Paul's Church and formed the Alexandria Infirmary Association. Now, 150 years later, Inova Alexandria Hospital is the oldest continuously operating community hospital in Virginia and provides high-quality medical care and innovative technology. During their rich history, they have continuously enhanced their facility and services to offer the latest treatments and technologies, earning them recognition for many ``firsts'' in patient care to include: the nursing school in Virginia in 1895, the first movable X-ray table in Northern Virginia in 1937, the first lung chamber in Northern Virginia in 1949, the first on the East Coast to use epidurals in obstetrics in 1953, and the first in the nation to staff the emergency department around the clock--known nationally as the Alexandria Plan in 1961. Inova's Mission is to provide world-class healthcare--every time, every touch--to each person in every community we have they have a privilege to serve, and as our community's need for health care continues to grow, Alexandria residents can continue to rely on Inova as they build a brand-new hospital campus at the former Landmark Mall location, where we will continue taking care of their community for many years to come.

HONORING SENIOR CHIEF MICHAEL BELINKIE2022-11-17

Mr. BEYER

Mr. BEYER. Madam Speaker, I rise today to acknowledge the retirement of Senior Chief Michael Belinkie after twenty years of service in the United States Navy. Born and raised in Richmond, Virginia, Senior Chief Belinkie grew up in a musical family with generations of cantors leading religious services at prominent synagogues in Richmond and New York. He further refined his talents as a classical tenor while earning a Bachelor of Arts degree in music and economics at the University of Virginia where he also performed with the Virginia Glee Club, Coro Virginia, and in the university's renowned acapella group, the Virginia Gentleman. While in college, Operafestival di Roma invited Senior Chief Belinkie to spend a summer abroad training and performing with other promising young opera singers from around the world. Acknowledging the challenges of pursuing a successful career in music, Senior Chief Belinkie graduated from George Mason University's School of Law. During his legal studies, he continued to perform locally in northern Virginia, and he ultimately auditioned for an opening for a tenor in the United States Navy Band. He learned he passed the Virginia Bar Exam a few weeks before shipping off to boot camp. Senior Chief Belinkie enlisted in the United States Navy in 2002 and has had the honor of performing for presidential inaugurations, state dinners, state funerals, and for foreign dignitaries. An avid sports fan, the United States Navy Band also allowed him to sing at two Super Bowls, the World Series, and countless other professional sports events. Known by fans throughout the United States for his incredible vocal range and high falsetto, videos of his renditions of a ``Jersey Boys'' medley, ``White Christmas,'' and others quickly went viral on social media, garnering more than 100 million views. In 2005, Senior Chief Belinkie sang the world premiere solo of ``A Season of Miracles'' by Marvin Hamlisch at the John F. Kennedy Center for the Performing Arts, with Hamlisch accompanying on piano. I give my heartfelt congratulations to Michael Belinkie, a lifelong Virginian, on his distinguished career and retirement from the United States Navy Band. I wish him well in his next endeavors and hope he continues to lend his talents to the great state of Virginia.

Madam Speaker, I rise today in honor of World Turkish Coffee Day, recognizing a living world heritage of humanity listed on UNESCO (the United Nations Educational, Scientific and Cultural Organization. Admitted to UNESCO's intangible cultural heritage list on December 5, 2013, Turkish coffee culture has a universal value that must be conserved and passed onto future generations. Symbolizing hospitality and peace for centuries, Turkish coffee is the world's first coffee brewing method. The coffee culture was introduced to Europe by Turks in the 17th century and later was spread to the Americas. Led by the Turkish Coffee Lady Foundation (TCLF), Assembly of Turkish American Associations (ATAA), and American Turkish Association of Washington DC (ATA-DC), Turkish Americans throughout Virginia and across the country will recognize December 5th as the World Turkish Coffee Culture Day on December 5, 2022. From Alexandria to New York City, from Michigan to Cleveland, from Fort Lauderdale to Los Angeles, Turkish Americans contributing culturally, socially, and economically to their local communities will foster friendships between societies through cultural and social activities. Please join me in thanking Turkish Americans for their community service and gastro diplomacy mission of bridging cultures through civic engagement in the U.S.

PREVENTING A PATRONAGE SYSTEM ACT OF 20212022-09-15

Mr. BEYER

Mr. BEYER. Mr. Speaker, I rise today in support of H.R. 302, sponsored by my friend and colleague from Virginia. Three out of four of my grandparents were career Federal servants. I represent more Federal employees than any Member of Congress. I have a deep appreciation for the vital work our civil service does to keep our Federal Government functioning. Our Federal employees have endured attack after attack from our former President and his allies. The most significant threat to our Federal workers came when the former President tried to use executive action to strip Federal workers of their most basic protections and replace our career civil servants with political loyalists. This rule would have made a huge number of Federal employees fireable by any future President, overturning a century-old system put in place by Congress to prevent this politicization. Congress passed the Pendleton Act 139 years ago, through Democrats and Republican Presidents all those years, to require civil servants to be politically independent. We insist our public servants be loyal to our country, not to our political leaders. We demand integrity, competence, and experience, not partisanship and ideology. Should schedule F ever be enacted, any future President could unilaterally transform a whole government overnight in wildly destructive ways. The bill we are about to vote on will prevent something like schedule F from ever becoming law. It would block any reclassifications of Federal employees to schedule F and prevent any position in the competitive service from being reclassified to an excepted service position. This bill is essential to keep Federal employees from being used as political bargaining chips and protects the careers of thousands of civil servants and their families, along with the legitimacy of the institutions under which they serve.

HONORING THE MEMORY OF JOSEPH McCOY AND BENJAMIN THOMAS2022-09-02

Mr. BEYER

Mr. BEYER. Madam Speaker, I rise in memory of Joseph McCoy and Benjamin Thomas--and to commend the City of Alexandria for its work on the Alexandria Community Remembrance Project (ACRP). Through its partnership with the Equal Justice Initiative, the ACRP has brought our community together to remember the city's history of racial terror and to memorialize Joseph McCoy and Benjamin Thomas, who were lynched in 1897 and 1899, respectively. These lynchings were two of 86 documented lynchings committed in Virginia between 1880 and 1930. These acts of premeditated violence were deliberate attempts by whites to terrorize and control black populations across the state. As our community convenes again on September 24, 2022 we do so to collect soil representing these two young men's lives. In October, Alexandrians will then make a pilgrimage to Montgomery, Alabama to deliver this sacred soil to its final resting place at the National Memorial for Peace and Justice. These events also occur during a year in which the Emmitt Till Antilynching Act, a federal bill making lynching a federal hate crime, was signed into law by President Biden on March 29. I was proud to support this long overdue legislation in the U.S. House of Representatives, but also recognize that we still have much more work to do. It is incumbent on all of us to remember this shameful episode of our history and others like it. In doing so, we are better able to see the continuous chain of racially motivated violence against Black Americans that spans our nation's history. We can truly honor the memories of Joseph McCoy and Benjamin Thomas, along with the countless number of named and unnamed victims of racial violence, by seeking justice for all Americans and working to build a more inclusive society.

BUILD BACK BETTER ACT2022-08-12

Mr. BEYER

Mr. BEYER. Madam Speaker, today we protect the world for future generations. Madam Speaker, the Inflation Reduction Act will do untold good for the Nation and for the American people. This is our generation's signature contribution to American history, our Social Security Act, or Civil Rights Act, or even the Bill of Rights. The act will lower healthcare costs, reduce prescription drug prices, and create jobs. We have emphatically put people over politics. Much like a proposal I introduced with Senators Elizabeth Warren and Angus King, it will actually reduce the deficit by preventing tax avoidance for the biggest corporations in this country, requiring them to shoulder their fair burden of the tax responsibility. Most importantly, Congress is finally taking the sweeping, ambitious action we desperately need to prevent the worst effects of the climate crisis. We are passing the most important environmental bill in history. I am privileged to serve on Chairman Neal's brilliant and enlightened Ways and Means Committee. I am proud of the diverse tax credit provisions I partnered with my distinguished Members and friends. These are the parts of the act which will have enormous climate consequences: They will accelerate the adoption of zero emission mid-size trucks, vans, and other commercial vehicles. They will scale up direct air capture technology to remove carbon pollution directly from the atmosphere. They will incentivize the reduction of emissions from commercial buildings. These provisions and the bill as a whole will create huge numbers of good-paying jobs. Then there is the big picture. This bill will put us on a path to reduce our target emissions and actually help save the planet. Madam Speaker, I thank my colleagues for their support.

LEGISLATIVE BRANCH APPROPRIATIONS ACT, 20222022-07-28

Mr. BEYER

Mr. BEYER. Mr. Speaker, I rise today in strong support of the CHIPS and Science Act. As a member of the Science, Space, and Technology Committee and as chair of the Space and Aeronautics Subcommittee, I couldn't be more thrilled to pass this historic bill today. The bill makes transformational new investments in research, innovation, and American manufacturing, which will bolster our leadership across the globe. I want to take a moment to highlight some of the specific provisions that I championed along the way. The CHIPS and Science Act includes my National Secure Data Service Act, which will create a pilot program at the National Science Foundation to test different approaches on how we can link government-wide data. Right now, the lack of coordination across the federal government's data infrastructure limits the ability to generate timely information that is needed to promote evidence-based policymaking. Another provision I am thrilled with is the inclusion of the DOE Science for the Future Act. This provision includes a massive investment into our fusion energy R&D enterprise. We are on the cusp of bringing fusion energy to the grid in the next decade and I am so excited that this bill will bolster our research and efforts on it at DOE. Finally, I am over the moon (pun intended) about the inclusion of a NASA Authorization in the final package. Congress has not authorized NASA since 2017, and this has been my number one priority since taking over the chairmanship of the Space and Aeronautics Subcommittee last year. The bill authorizes key programs at NASA including Artemis, ISS extension, sustainable aviation, space nuclear systems, and many science missions. It also contains my Cleaner, Quieter Airplanes Act and NASA Enhanced Use Leasing Act--both huge wins for NASA and our communities. Simply put, the CHIPS and Science Act will be a huge boon to our nation's leadership in key areas and I am so looking forward to voting a resounding yes.
