RECOGNIZING THE 100TH BIRTHDAY OF GLORIA MAE GURLEA2026-11-02

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, I rise today to honor Gloria Mae Gurlea, a lifelong daughter of Michigan's Upper Peninsula, as she celebrates her 100th birthday on October 16, 2026. Gloria has spent a century living by the values of faith, family, service, and devotion to our Nation. Born in Escanaba in 1926 to Maurice and Katherine Connor, Gloria grew up alongside her sister and best friend, Faye, in Turin and later New Swanzy. She graduated from Gwinn High School in 1944. In 1949, Gloria answered the call to serve her country and enlisted in the United States Navy, completing basic training at the Great Lakes Naval Training Center. Gloria's first assignment brought her to Washington, D.C., where she served as a Cryptologic Technician 2nd Class at the Naval Operations Center on Nebraska Avenue during the Korean War. While stationed in Washington, she met Corporal Victor Gurlea, whom she married in 1951. Following her honorable discharge, Gloria spent the next two decades traveling the world alongside Victor as he continued his career in the United States Army. Together, they raised two sons, Timothy and Paul, building a family grounded in service and resilience. Following Victor's service in Vietnam, the Gurlea family returned home to the Upper Peninsula in 1969 and settled once again in New Swanzy. Today, Gloria remains part of that same community as a resident of Mill Creek Assisted Living in Marquette. Mr. Speaker, I ask my colleagues to join me in congratulating Gloria Mae Gurlea on this remarkable milestone and thanking her for her service to our Nation. May she and her family continue to be blessed for many years to come.

He also volunteers with UP Health System Home Care and Hospice, where he visits Veterans nearing the end of their lives, listens to their stories, and provides companionship when it matters most. Outside of his work with Veterans organizations, Gary is always willing to lend a helping hand to a neighbor or fellow Veteran in need. He recently accepted two donated mobility chairs and is repairing them so they can be provided to Veterans who need them. He and fellow volunteers also delivered a donated lift chair to a disabled Veteran in Stephenson, Michigan. His wife, Lisa, is often by his side in these efforts, and together they have made helping their neighbors a regular part of their daily lives. HONORING LOUIS "LOUIE" KRUPA ON BECOMING A MAJOR LEAGUE BASEBALL UMPIRE2026-09-24

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, I rise today to recognize Louis ``Louie'' Krupa of Sault Ste. Marie and Rudyard, Michigan, on achieving a lifelong dream of becoming a Major League Baseball umpire. Louie's journey to the Major Leagues was not a stroke of luck, but rather a testament to the power of perseverance, dedication, and a passion for the game of baseball. Louie developed his love for umpiring early, working his first Little League game when he was just 12 years old. But even before stepping onto the diamond, friends and family recall that when attending baseball games, Louie's attention often drifted from the players to the men behind the plate and scattered across the field. That fascination grew into a calling. He enrolled in umpire school in 2014, and while a professional opportunity did not immediately follow, he refused to walk away. He returned in 2015, determined to earn his place in professional baseball, and this time, his perseverance paid off. Louie worked his first professional game in the Gulf Coast League in the summer of 2015, launching a career defined by steady advancement and hard-earned respect. He moved through the New York-Penn League in 2016, the Midwest League in 2017, and the Florida State League in 2018 and 2019. In August of 2019, he earned a well-deserved promotion to Double-A and an assignment to the Eastern League. Following the cancellation of the 2020 Minor League season due to COVID-19, Louie returned to the Eastern League in 2021 and was named a crew chief in 2022. In 2023, he reached Triple-A, where he has continued to officiate games across the country. In 2024 and 2025, Louie was selected to work the Arizona Fall League, an important step for umpires pursuing opportunities in the Major Leagues. Louie's hard work reached its ultimate reward in 2026 when he was invited to Major League Spring Training for the second consecutive year and received his Major League uniform number, No. 27. On April 24, 2026, he made his Major League debut behind the plate for the Colorado Rockies at the New York Mets. Since then, he has continued working both Major League and Triple-A games. Mr. Speaker, let us all join in congratulating Louie Krupa on reaching the Major Leagues. I wish him continued success as he begins this exciting new chapter of his career.

HONORING MICHIGAN'S WEST POINT GRADUATES2026-09-24

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, I rise today to recognize the outstanding Michiganders who recently graduated from the United States Military Academy at West Point and answered the call to serve our Nation as commissioned officers in the United States Army. More than 12,000 men and women applied to join the Class of 2026, yet only a select few earned the opportunity to attend West Point and successfully complete its rigorous four-year program. Earning a place at the Academy is an accomplishment in itself, but graduating requires far more than academic excellence. It demands discipline, perseverance, and a willingness to put service to our Nation before oneself. As a Marine who served our Nation for four decades, I know firsthand that military service asks a great deal of those who choose to wear the uniform. I also know that the strength of our military ultimately rests not only on equipment or technology, but on the character of the men and women willing to serve. As they begin assignments across our Nation and around the world, these new Second Lieutenants will have the opportunity to lead our Soldiers through the challenges of military service. I have no doubt that the lessons they learned at West Point will serve them well as they take on this responsibility. Mr. Speaker, on behalf of Michigan's 1st Congressional District, I extend my sincere congratulations to these graduates and their families. May they continue to lead with courage, integrity, and a steadfast commitment to defending our Constitution and our Nation. I wish each of them success as they begin this next chapter of their service to our country.

On June 18, 2007, at just 22 years old, Specialist Wilkey gave his life in defense of our Nation and in service to his fellow Soldiers. Those who knew David remember him as someone who was always willing to help others. He was the kind of person who was always ready to lend a hand, smooth out rough edges, and make a friend wherever he went. He enjoyed hunting, fishing, camping, traveling, sports, repairing things, shopping, and poetry. Most importantly, he was a devoted husband, father, son, and friend who remained deeply connected to his loved ones even while serving thousands of miles from home. David was ultimately laid to rest in Powers, Michigan, near the Upper Peninsula community where he grew up. Though his military service took him far from home, he returned to the place that helped shape him and where his memory remains part of the community which he called home. Mr. Speaker, may we always remember Specialist David A. Wilkey, Jr., honor his service, and never forget that the freedoms we enjoy were defended by brave Americans like him.

CONGRATULATING ELONICA TESTER FOR WINNING A NATIONAL TITLE IN THE 100- METER HURDLES AND HIGH JUMP2026-08-31

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, I rise to recognize Ms. Elonica Tester on her extraordinary achievement of capturing two national championships in track and field at the Under Armour Nationals, held May 29 through May 31 in Bradenton, Florida. Her remarkable accomplishments are a testament to the discipline, determination, and perseverance that define outstanding athletes of Northern Michigan. At just 15 years old, Elonica recently completed her third year at Traverse City East Middle School, where she has already established herself as one of the school's most accomplished student-athletes. She currently holds 13 school records and recently added two national titles to an already impressive list of achievements. This past season, she also helped lead the Traverse City East Trojans girls track and field team to its first Mid-Michigan MegaStar team championship, a competition widely regarded as the middle school equivalent of a state championship. Despite her success at the local and state levels, Elonica had never envisioned herself competing on the national stage. That changed when she decided to pursue national competition. This was no easy feat, unlike Michigan middle school track, where hurdle races are either 55 or 200 meters long, Under Armour Nationals only provided 100 and 200- meter competitions, requiring her to compete in an event where she had little experience. After a slow start on her first day of the competition, Elonica rallied to post a title winning 14.92 second run in the 100-meter hurdles the following day. She followed up that performance by adding another championship in the high jump with a leap of 5 feet 5 inches. Mr. Speaker, let us all join in recognizing Ms. Elonica Tester on her extraordinary achievement of capturing two national championships at the Under Armour Nationals. Her willingness to embrace new challenges serves as an inspiration to young athletes across Michigan's 1st Congressional District.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 20272026-07-21

Mr. BERGMAN

Mr. BERGMAN. Mr. Chairman, I thank the chairman for yielding. Each of us swore an oath to support and defend the U.S. Constitution. It is the basis for which we serve. Within our Constitution is the enumerated responsibility of Congress to raise an army and maintain a navy. Our committee fulfilled our constitutional duty when we reported the National Defense Authorization Act to the floor today. As our chairman indicated, we are delivering on President Trump's request to authorize the first of two defense appropriations, including this authorization of $1.15 trillion. While there is much to be made about the generational investments in ships and aviation, this bill also fully supports the sustainment of the defense enterprise. It strengthens our Nation's commitments to our servicemembers and their families, and it delivers major quality-of- life initiatives, including significant funding for facilities. Now, it is easy for some Members to reject this bill because it provides too much money for our national security. Theirs is a false hope that a chaotic and irreverent global disorder will never reach the shores of our magnificent Nation. I reject this premise. I believe we are already in a strategic race for the continued rise and stability of our Nation. This defense budget sits as the cornerstone of this great enterprise. We need to fulfill our constitutional responsibility, and we need it now. I thank my Subcommittee on Readiness ranking member, Mr. John Garamendi, and our personnel and professional staff that serve our Subcommittee on Readiness for their work on this bill. We are united in purpose, in making our Department of War a presence to be respected in both peace and, if necessary, prevail in conflict. I commend Chairman Rogers and Ranking Member Smith for delivering this magnificent defense bill.

RECOGNIZING 20 YEARS OF THE ICEBREAKER MACKINAW MARITIME MUSEUM2026-06-24

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, I rise to recognize the enduring legacy of the United States Coast Guard Cutter (USCGC) Mackinaw and to commend the Icebreaker Mackinaw Maritime Museum as it approaches the 20th anniversary of preserving the proud history of this legendary ship for future generations. Constructed during World War II, the USCGC Mackinaw was built to support the Nation's war effort and meet the increasing demand for transporting critical war materials across the Great Lakes. As America's steel production became vital to victory overseas, the movement of iron ore, coal, and limestone to the Nation's steel mills became increasingly important. Recognizing the need to keep Great Lakes shipping lanes open during harsh winter conditions, Congress authorized the construction of the USCGC Mackinaw just ten days after the attack on Pearl Harbor. Through her strength, innovative engineering, and the dedication of the crew, the USCGC Mackinaw was able to extend the shipping season into months where the Great Lakes had previously been covered in thick ice, ensuring the uninterrupted flow of vital materials. Following the war, she continued to faithfully serve the American people through icebreaking operations, search and rescue missions, patrol duties, and resupply operations for Coast Guard stations throughout the Great Lakes region. In 2006, after an impressive 62-year career of distinguished service, the USCGC Mackinaw was decommissioned. Today she is permanently moored at the old railroad dock in Mackinaw City, where she continues to serve as the Icebreaker Mackinaw Maritime Museum. Through the dedication of its staff, volunteers, and supporters, the museum preserves an important chapter of Great Lakes and Coast Guard history. Mr. Speaker, on behalf of Michigan's 1st Congressional District, I ask my colleagues to join me in recognizing the United States Coast Guard Cutter Mackinaw and congratulating the Icebreaker Mackinaw Maritime Museum as it approaches this remarkable 20-year milestone of preserving history, honoring service, and inspiring future generations.

RECOGNIZING DON BATY FOR HIS YEARS OF LEADERSHIP AND SERVICE TO NORTHERN MICHIGAN2026-06-24

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, I rise to recognize Don Baty of Grayling, Michigan for his decades of leadership and dedicated service to Northern Michigan and the Republican Party of Crawford County. Don's story is one rooted in hard work, loyalty, and a deep love for the great state of Michigan. After graduating from Hastings High School, Don went on to attend the University of Michigan, where he was a member of the Wolverines football team. Upon completing his education, he entered the medical field, working first at the University of Michigan Hospital before moving into medical equipment sales. That work took him to New Jersey and Texas, but Don's heart never left Michigan. When the time came, he chose to retire right here in the 1st District. Since his retirement, Don has become a cornerstone of the Crawford County community. From volunteering at Grayling Hospital to serving on the board of his church to donating groceries to neighbors in need. Don lives out the American ideals of service, generosity, and looking out for your fellow man. In an era when it is easy to stand on the sidelines, Don has chosen to show up. Don has also made his mark as a champion of civic participation across the region. As former Vice Chair of the Crawford County Republican Party and a member of the Crawford County Board of Canvassers, he was instrumental in revitalizing the local party when its membership was struggling. To this day, Don can still be found on the streets of Grayling with clipboard in hand, talking to his neighbors and gathering signatures for causes that benefit the whole community. He is a true patriot who understands that you do not need to hold elected office to make a difference and contribute to the Great American Experiment. Mr. Speaker, it is my honor to recognize Don Baty for his continued service to Northern Michigan. On behalf of Michigan's 1st Congressional District, I thank him for his tireless efforts and wish him continued success in the years ahead.
