SECURING GROWTH AND ROBUST LEADERSHIP IN AMERICAN AVIATION ACT2023-07-19

Mr. BERGMAN

Mr. BERGMAN. Mr. Chairman, I thank Chairman Graves for his leadership. This is not an easy bill that is done every day, and it is something that is essential to the safety and security of our country as well as the advancement of all the good economic policies that we have. Mr. Chairman, as one of the only two commercial pilots in Congress with three-plus decades in the air, I understand very personally the importance of having a strong FAA reauthorization bill. While this bill makes critical investments that benefit the flying public and aviators alike, I have significant concerns about several amendments made in order by the Rules Committee, especially one aimed squarely at Michigan's First District and other rural areas that eliminate the Essential Air Service, and I implore all Members to oppose McClintock amendment No. 62. However, what was left out of the bill is far more concerning than what was put into it. My amendment, which has broad bipartisan support, would simply allow for a debate and vote on a critically important topic regarding unproductive pilot retirement age changes in the underlying bill. However, the powers that be pulled out all the stops to silence dissent and shield the American public from a debate they know they can't win. For these reasons, Mr. Chairman, I will be voting ``no'' on H.R. 3935.

Mr. BERGMAN. Mr. Chairman, as a former commercial airline pilot with more flight hours than pretty much almost anyone in Congress, so I have been told, I value safety first, safety second, and safety third. I am proud to stand with Representative Langworthy in support of his amendment. The substitution of simulator time--while you could argue that simulators are better today, yes, they are--for a reduction in actual flight time provides no substantive benefit to a prospective pilot. While some may say that pilots only build hours by spinning around in circles in the sky, I say that is patently false and portrays a pilot workforce that Congress relies on each and every day of the week in a very negative way. Pilots have a variety of options when it comes to building hours, and we should not assume every pilot will always do the bare minimum. In fact, I have seen pilots always do the extra just to make sure they got it right. Congress should not be reducing safety and statutory flight hour requirements under the assumption that somehow this will make pilots gravitate toward regional airlines for employment. It won't. Mr. Chairman, I thank the gentleman, and I offer great support for his amendment.

RECOGNIZING THE SMITH FAMILY'S EXCEPTIONAL MILITARY SERVICE2023-07-12

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, it is my honor to recognize the Smith family of Johannesburg, Michigan, for an exceptional history of military service and for their dedication to serving our nation for decades. Tracing their military lineage back to 1812, the Smith family has been involved in our Armed Forces for over 150 years and deserve to be recognized for their generational sacrifices for the preservation of our liberty. The Smith family, many of whom are now deceased, consisted of 10 sons and 4 daughters, with all of the men serving in our military in varying capacities. In both the Navy and Army, Frank Dutton Smith's 10 sons began their selfless careers during World War II or shortly thereafter. Their family has exemplified a shared sense of duty and sacrifice for our country, and they have continued to dedicate themselves to this higher calling throughout their lives. I am thankful for extraordinary citizens like this family and extend my appreciation to the Smiths for all they have done to protect our freedom. Generational service, as seen in the Smith family, is a rare and commendable ethic that not many families can boast of. We must offer well-deserved praise and acknowledgment of their actions while celebrating their legacy for years to come. This level of devotion and commitment to our nation is inspiring to all and I am pleased to acknowledge them for it. Mr. Speaker, it is my honor to recognize the Smith family of Johannesburg, Michigan, for their exceptional service to the United States Armed Forces. RECOGNIZING THE 50TH ANNIVERSARY OF LAKESTATE INDUSTRIES2023-07-12

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, it is my honor to recognize Lakestate Industries for 50 years of continued service to the state of Michigan and for their celebratory anniversary event held on June 28, 2023. Lakestate Industries is the Upper Peninsula's leader in employment and training opportunities for those experiencing intellectual disabilities. Before the establishment of Lakestate Industries in 1969, employment opportunities for individuals with disabilities were severely lacking in Michigan. Their work throughout their impressive history has helped reshape the lives of those they serve, their staff, and the surrounding community. Acting as a private non-profit organization, the agency has cemented itself as a trustworthy and exemplary source of support for those with disabilities and their families. They have been a voice for the voiceless and will continue to stand in the gap and affect real change by providing life changing services for years to come. I commend all involved in Lakestate Industries' extensive history of success and cannot wait to see what they have planned in the future. They have helped one of our most vulnerable populations become more independent and flourishing members of society, and I extend my wholehearted appreciation for the organization's exceptional work and selflessness. Mr. Speaker, it is my honor to recognize Lakestate Industries for 50 years of continued service to Michigan and to offer my congratulations for holding a successful event in celebration of that milestone. On behalf of Michigan's First District, I wish Lakestate Industries, their staff, and the families they serve the best in their future endeavors.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 20242023-07-12

Mr. BERGMAN

Mr. BERGMAN. Mr. Chairman, to quickly amplify on Mr. Gallagher's comments, sometimes you don't know what you don't know until it is too late, and the Intelligence and Special Operations Subcommittee focuses on knowing things early to prevent disaster. Today, I rise in strong support of H.R. 2670, the National Defense Authorization Act for fiscal year 2024. I sincerely thank Chairman Rogers and Ranking Member Smith for their leadership in bringing this truly bipartisan legislation to the floor for the 63rd consecutive year. This bill is critical for the national security of our Nation as well as providing congressional oversight of the Department of Defense. This bill provides resources and capabilities to counter our Nation's number one threat--China. The Intelligence and Special Operations Subcommittee portions of the bill accomplishes this by ensuring the Defense Intelligence Enterprise, the Defense Security Cooperation Agency, and the Special Operations Forces have the proper authorities, force structure, flexibility, and technically and tactically competent people to support the Department's efforts in strategic competition and counter China. There is more work to be done. This bill is far from perfect and requires compromises from both sides, but it is an overwhelmingly bipartisan bill that supports our servicemembers with a 5.2 percent pay raise, the largest in 20 years. More importantly, it provides our servicemembers with the resources to accomplish the task our Nation asks of them. This is a critically important bill, and I urge all of my colleagues, regardless of differences, to support it.

250TH ANNIVERSARY OF THE UNITED STATES MARINE CORPS COMMEMORATIVE COIN ACT2023-07-11

Mr. BERGMAN

Mr. BERGMAN. Madam Speaker, I thank the gentlewoman for yielding. I also thank Representative Sherman for the articulate history of the Marine Corps and also the articulate present of the Marine Corps Heritage Foundation and the museum. We don't get to where we are going in life without looking at history and looking at the commitment of others over time to ensure that those times when we had to use American force to preserve our freedoms and the freedoms of others that the Marines were and are the force in readiness. It is called the 911 force, ready to fight tonight. That is who we are. That is our ethos, and we will always remain that. This coin bill is just the tip of the iceberg for the next generations as they hold that coin to understand what it means for the United States to have the Marine Corps, but also what it means to a young man or woman to become a marine. By the way, marines are not afraid of work. In fact, we kind of pride ourselves on the fact that we can get 25 hours out of every 24-hour day. That is just the way we are. Getting a coin bill done takes a lot of work. Unlike more substantive policy bills, which require countless hours of research, meetings, and hearings, a coin bill requires two-thirds of all the Members of the House to cosponsor the legislation. By the way, two-thirds of the House is a significant number of people--290, to be exact. To highlight how high of a bar that is, since I arrived in Congress in 2017, the House has seen more than 36,000 bills introduced. Of those, just 0.72 percent of the bills have received 290-plus cosponsors. We are in that top 1 percent, with the number of Members of the House who got behind this bill. That is a big deal. This was a labor of love on my part and, I am sure, on Mr. Moulton's part. I enjoyed the literally hundreds of conversations I had with fellow Members here on the floor to hit that 290 mark, to talk about the Marine Corps and the huge benefits and proceeds of this bill, which costs the taxpayer nothing but will provide revenue to the Marine Corps Heritage Foundation. In an attempt to educate some of my colleagues on the importance of this bill, if they didn't understand the Marine Corps, I said: Just remember, this bill is going to commemorate 250 years of tradition of the Marine Corps unmarred by progress. They looked and said: Are you serious? I said: Well, think about it. I just want your signature. The bottom line is, when they stopped laughing, they saw how serious we were as marines. We are all serious, but we laugh. Yes, we were founded in a bar in Tun Tavern in Philadelphia. Yes, there were some recruiters there probably making some outlandish promises, but on November 10, every marine everywhere in the world does celebrate that day in Tun Tavern. The heritage center is located very close to D.C. It is in Triangle, Virginia. It exists to preserve and promulgate the history, tradition, and culture of the Marine Corps and to educate all Americans and all who visit it on the virtues of what the Marine Corps stands for. As my colleague said, ``Semper Fidelis'' is our motto. We believe it. We live it. After we pass this bill and it is signed into law, the next best thing happens: The U.S. Mint will work with the Marine Corps Heritage Foundation on the coin's design. Once the design has been approved, the coin celebrating the illustrious 250 years of history of the Marine Corps will be minted at the only facility where the United States produces precious metals and commemorative coins. There is a little irony here. It will be produced at the West Point Mint aboard the campus of the United States Military Academy, the preeminent institution for educating our next generation of Army leaders. By the way, one of my grandsons is in his second year at West Point. I told him he gets a free tour of the mint, and I will buy him a coin. Madam Speaker, I thank my friend, colleague, and fellow marine, Seth Moulton, for starting the ball rolling here and for helping to get this bill over the finish line, and Chair McHenry for his kind words in the process. Madam Speaker, again, I thank all my colleagues here in the House, all the folks in the Senate who have made this coin possible because it is the right thing to do for the country to show the young men and women who will someday decide to become marines that it is worth it. I urge all Members to support H.R. 1096.

PFC. JUSTIN T. PATON DEPARTMENT OF VETERANS AFFAIRS CLINIC2023-06-20

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, I thank all my colleagues for getting involved in this relevant and timely bill. I rise today in support of H.R. 3672 to name the Department of Veterans Affairs community-based outpatient clinic in Indian River, Michigan, as the ``Pfc. Justin T. Paton Department of Veterans Affairs Clinic.'' It is an honor for me to lead this legislation to rename the VA care facility in the hometown and the final resting place of a young man who embodied the ethic of service above self as he gave his last full measure of devotion for our Nation. Justin Paton was born and raised in northern Michigan and graduated from Inland Lakes High School in the year 2000. Feeling called to serve, he enlisted in the Army in 2005 and was deployed to Iraq on October 31, 2006. There, he was assigned to the 1st Cavalry Division, Delta Company and was named one of the unit leaders. In February 2007, at the age of 24, he was killed in action in Iraq when his patrol came under intense sniper fire north of Baghdad. Private First Class Paton was posthumously awarded the Purple Heart and Bronze Star for his sacrifice and heroism. He is interred in the Ohioville Cemetery, just down the road from the Indian River VA clinic opening later this year that I am confident will bear his name. Naming the Indian River CBOC is one small way to honor Justin and his family's sacrifice. His legacy is beyond deserving of the designation that we are seeking today. I sincerely thank Pfc. Paton's family for all of their support. I thank the local leaders in Indian River and Tuscarora Township, who have been key in our efforts; the Michigan veterans service organizations for backing this bill; and the entirety of my Michigan delegation colleagues, who have come together in a bipartisan manner to cosponsor this bill. Mr. Speaker, I urge my colleagues to support H.R. 3672.

RECOGNIZING GENERAL JOZEF HALLER'S "BLUE ARMY" VETERANS2023-06-15

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, it is my honor to recognize General Jozef Haller's ``Blue Army'' Veterans buried at Holy Sepulchre Cemetery in Southfield, Michigan. Dressed in horizon blue uniforms, they valiantly served on the Western Front of World War I and in Poland's subsequent struggle for independence. These individuals deserve unwavering praise and respect for their sacrifices. We posthumously extend our gratitude to all buried at Sepulchre Cemetery and celebrate their legacy for generations to come. Consisting of 24,000 Polish immigrants from the United States, many of the 68,000 total in the ``Blue Army'' concluded their service in the early 1920s and returned to the United States to further pursue the American Dream. Unfortunately, upon their return stateside, they did not receive the support and recognition they deserved. Many relied on charity in order to survive and could not find support from the United States or Polish governments. For this, I call on us all to come together and share a moment of well-deserved appreciation and thanks to those that had not been properly acknowledged during their lifetimes. On June 17, 2023, we will show our respect with the placement of a monument and gravestones in honor of those buried at Sepulchre Cemetery. Many families did not have the funds available to properly mark the graves of their loved ones, so to remedy this, the Polish Institute of Culture and Research has worked tirelessly to construct a monument and 60 gravestones to cement the memory of those buried. Mr. Speaker, it is my honor to recognize General Jozef Haller's ``Blue Army'' Veterans and those buried at Holy Sepulchre Cemetery. I also want to thank the Polish Institute of Culture and Research for their work and for honoring the lives and sacrifices of so many Polish Veterans. On behalf of Michigan's First District, I extend my gratitude to all members of the ``Blue Army'' and their families and wish them all the best in their future endeavors.

Mr. BERGMAN

Mr. BERGMAN. Mr. Speaker, it is my honor to recognize a young hero from Alpena, Michigan. Fourteen-year-old Owen Burns sprang into action to protect his sister from an attempted kidnapping. On May 10, 2023, Owen's 8-year-old sister had been looking for mushrooms in their backyard when a person attempted to kidnap her. Witnessing the harrowing scene, Owen didn't hesitate to hurl objects at the assailant with his slingshot, striking him in the head and chest, which later helped police to identify the suspect. His actions displayed extraordinary courage in the face of danger and for his quick response, I am grateful. No child should have to be put under that level of duress, but Owen did what we all as parents and grandparents would hope our children might do. He leapt into action and bravely fought for the life of his sister. Releasing those two shots from his slingshot, Owen was able to distract and disorient his sister's attacker long enough for her to escape. Out of the grasp of her attacker, Owen's sister was able to make it back safely to the house. Mr. Speaker, it is my honor to recognize the heroic actions of Alpena-native Owen Burns who saved his sister from a would-be kidnapping. Owen thwarted the attack and because of him, we are celebrating her rescue and not mourning a tragedy. I want to thank Owen for his selfless courage and also want to acknowledge his little sister for her fortitude. On behalf of Michigan's First District, I extend my gratitude to Owen and his family and wish them all the best in their future endeavors.

Mr. BERGMAN. Mr. Speaker, it is my honor to recognize the 125th Anniversary of Les Cheneaux Golf Club in Cedarville, Michigan.
