TRIBUTE TO MAJOR GENERAL ROBERT E. DUIGNAN2009-03-17

Mr. CALVERT

Mr. CALVERT. Madam Speaker, I rise today to honor and pay tribute to an individual whose dedication and contributions to the community of Riverside, California and to the United States of America are exceptional. This country has been fortunate to have dedicated, honorable, and steadfast leaders who willingly and unselfishly give their time and talent to make our communities better places to live and work. General Robert E. Duignan of the United States Air Force is one of these individuals and today I thank him for 36 years of service to our great nation. On Sunday, January 25, 2009, General Duignan was honored with a retirement celebration at March Air Reserve Base in Riverside, California. General Duignan took his first plane ride at the age of 13, traveling from Seattle to New York, and from that moment he knew that he wanted to fly airplanes. He attended the University of Washington on an ROTC scholarship and earned a bachelor's degree in business. He entered the Air Force during the Vietnam War, a time when it was not popular to be in the military, and he experienced first-hand the objection to the war on his college campus. However, he never changed course and after graduation he spent 14 years at Travis Air Force Base, flying C-141 cargo planes on missions across the world, sometimes to pick up a single wounded soldier. In 1989, General Duignan was promoted to Deputy Commander of Operations for the 459th Military Airlift Wing. While serving in this post, General Duignan witnessed the September 11, 2001, attack on the Pentagon and focused his efforts on the Global War on Terror as the Director of Plans and Programs at Headquarters AFRC. After two years, he returned to March Air Reserve Base and has worked tirelessly in support of the wars in Iraq and Afghanistan. As the Commander of the 4th Air Force he has supervised the Reserve's long-range airlift and air refueling units located throughout the continental United States, Hawaii and Guam. It is also important to note that during his career, he has accumulated more than 5,000 flying hours as a pilot flying the C-141, C-5, T-38 and T-37 aircrafts. As we look at the incredibly rich military history of our country we realize that this history is comprised of men, just like General Robert Duignan, who bravely fought for the ideals of freedom and democracy. Each story is unique and humbling for those of us who, far from the dangers they have faced, live our lives in relative comfort and ease. Today I offer my gratitude for the decades of service and I salute Major General Robert Duignan as he retires from the United States Air Force.

RECOGNIZING AND COMMENDING THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA), THE JET PROPULSION LABORATORY (JPL), AND CORNELL UNIVERSITY FOR THE SUCCESS OF THE MARS EXPLORATION ROVERS...2009-03-17

Mr. CALVERT

Mr. CALVERT. Madam Speaker, just over 5 years ago, two engineering marvels--the Mars Exploration Rovers Spirit and Opportunity--captured the imagination of the American public and the world when they landed on Mars to begin a 3 month-long NASA mission. The mission objective was to search for signs that water may have been present for long periods of time--signs that could tell us whether the Red Planet had been hospitable to life in the past. Within the first several months of the Mars mission, the NASA Web site experienced over a billion site visits. The Mars Exploration Rovers have been a wildly successful mission, with more than 13 miles of harsh Martian terrain traversed and over a quarter million awe- inspiring images from the Martian surface captured, in addition to many thousands of scientific spectra that lends to our study of Mars. Spirit and Opportunity have made many important discoveries over the last 5 years. One of the most significant discoveries was evidence of water and geological information that supports an understanding that ancient Martian environments included periods of wet, possibly habitable conditions. I wholeheartedly support H. Res. 67, the resolution offered by my friends and colleagues from southern California, Mr. Schiff and Mr. Dreier to honor NASA, their team from the Jet Propulsion Laboratory, and Cornell University on 5 years of great engineering and scientific discovery.

Mr. CALVERT

Mr. CALVERT. Madam Speaker, I rise today to honor and pay tribute to an individual whose dedication and contributions to the community of Riverside, California are exceptional. Riverside has been fortunate to have dynamic and dedicated community leaders who willingly and unselfishly give their time and talent and make their communities a better place to live and work. Tedd Laycock is one of these individuals. On March 7, 2009, a dinner in honor of Chief Laycock will be held to celebrate his retirement from the City of Riverside Fire Department. A lifelong resident of Riverside, Chief Laycock graduated from Ramona High School. After receiving his Associate of Science Degree in fire technology from Riverside City College, he went on to graduate from the University of Redlands with a Bachelor of Science in Business Administration. In 1973, Chief Laycock began his career with the City of Riverside Fire Department as a firefighter. He was subsequently promoted to Engineer in 1980; to Captain in 1984; to Battalion Chief in 2002; and to Fire Chief on April 8, 2005. REAUTHORIZATION OF E-VERIFY2009-02-26

Mr. CALVERT

Mr. CALVERT. Mr. Speaker, I rise today because 7 months from now the E-Verify program will expire. It is unacceptable that Congress continues to kick the can down the road on E-Verify. Last Congress, I along with 406 other Members of Congress, voted to extend E-Verify for 4 years. It was a bipartisan bill that had the overwhelming support of Members, as well as the American public. Congresswoman Giffords and I have introduced the same legislation this Congress, H.R. 662. Let's be clear: Reauthorization of E-Verify is not immigration reform. The existing voluntary program is the only way for employers to ensure that that are complying with existing law, which requires them to hire a legal workforce. Extending the voluntary program will also provide certainty to the 106,000 users of the system, including the States of Arizona and Mississippi, that E-Verify will continue to be available. So why do we find ourselves counting down to an expiration date? Because there are certain special interests that may try to leverage E- Verify for a so-called comprehensive immigration reform bill. We cannot allow the reauthorization of E-Verify to be tied up in a battle over an amnesty bill. Let's bring the bipartisan reauthorization of E-Verify through regular order and give the American people, and the thousands of E-Verify users, the assurance that employment verification will continue to be available.

TRIBUTE TO MIKE AND MARIA VASQUEZ2009-02-26

Mr CALVERT

Mr CALVERT. Madam Speaker, I rise today to honor and pay tribute to two individuals whose dedication and contributions to the community of Corona, California are exceptional. Corona has been fortunate to have dynamic and dedicated community leaders who willingly and unselfishly give their time and talent and make their communities a better place to live and work. Mike and Maria Vasquez are two of those individuals. On January 17, 2009, Mike and Maria Vasquez were honored at the Corona Chamber of Commerce's 94th Annual Installation and Awards Gala and received the 2008 Citizen of the Year Award. Mike and Maria Vasquez are wonderful people that have worked their way up from humble beginnings and turned one restaurant into a successful family empire. In 1973, upon receiving a Corona restaurant named Chile Pepper, they entered the restaurant business, renaming the establishment ``Miguel's'' in honor of Mike's grandfather. Maria developed dishes based on recipes from her childhood in Mexico. They focused on exceeding customer service expectations and delivering fresh great-tasting food while offering an inviting ambiance and providing a culture of integrity and self-responsibility. It was Mike and Maria's work ethic and undaunted ambition that has ensured the success of Miguel's. In 1975, Mike and Maria purchased a fast-food restaurant two miles from the original. Miguel's Jr., as they called it, was immediately embraced by the community. Today, the original Miguel's has two locations in Corona including their newest location at Dos Lagos, and Miguel's Jr. has expanded to include seven locations. Following the same business philosophies and family traditions that founded the business, the Vasquez children are committed to growing Miguel's. Their youngest son, Javier, is the President, Michael oversees Miguel's Jr., and Carol and Sylvia serve in the corporate offices. In a large effort to honor their parents, Javier worked with Corona City Councilman Eugene Montanez to create a special park in Corona to honor his parents' accomplishments and to be a place they could enjoy with their grandchildren. Their vision materialized this past August when the Citrus Park splash zone opened to throngs of happy families. I'm proud to say that the Citrus-themed playground is Corona's first ever water park and was designed based on Corona's proud citrus history. The water park is yet another successful venture of the Vasquez family and a testament to their continued willingness to give back to the community. Mike and Maria's tireless passion for community service has contributed immensely to the betterment of Corona, California. Volunteerism is a major part of the Vasquez's life and from their business, they support many non-profit organizations and schools. For more than 35 years, the Vasquez family has achieved success by focusing on the things that matter: community, family, and tradition. I am proud to call Mike and Maria fellow neighbors, Americans and friends. I know that many community members are grateful for their service and we salute them in their recent award.

EARMARK DECLARATION2009-02-23

Mr. CALVERT

Mr. CALVERT. Madam Speaker, I wish to make the following disclosure in accordance with the Republican Earmark Transparency Standards requiring Members to place a statement in the Congressional Record prior to a floor vote on a bill that includes earmarks they have requested. Specifically, H.R. 637, the South Orange County Recycled Water Enhancement Act, which I introduced on January 22, 2009, contains two earmarks as defined under House Rule XXI, clause 9. Both earmarks contained in H.R. 637 authorize appropriations for projects under Title XVI of Public Law 102-575, the Reclamation Wastewater and Groundwater Study and Facilities Act. The first project authorized in H.R. 637 is an advanced water treatment plant facility and recycled water system located in the City of San Juan Capistrano. Located in Orange County, California, the City of San Juan Capistrano relies on imported water from the Sacramento/San Joaquin Bay-Delta and the Colorado River to meet much of its water needs. Recognizing the increasing need to provide local water for irrigation, large fields and other non-potable uses, the City plans to construct a water recycling project consisting of four reservoirs, one pump station, and 29 pipelines. The legislation authorizes $18.5 million of federal appropriations, which sunsets 10 years following the passage of the H.R. 637. The federal cost share shall not exceed 25 percent of the total project cost and no federal funds shall be used for project operation and maintenance. The second project authorized in H.R. 637 will expand reclaimed water distribution, storage and treatment facilities in the City of San Clemente. The City of San Clemente also relies on imported water to meet some of its needs. In 1991, San Clemente completed construction of a water treatment and reclaimed water facility that produced 2.2 million gallons of reclaimed water per day. The plant could be expanded to produce over 4 million gallons per day. The project would also consist of a two million gallon storage reservoir, a pumping station, retrofit of an existing pumping station at the treatment facility, and pipelines. The legislation authorizes $5 million of federal appropriations, which sunsets 10 years following the passage of the H.R. 637. The federal cost share shall not exceed 25 percent of the total project cost and no federal funds shall be used for project operation and maintenance. I certify that neither project has a direct and foreseeable effect on any of my financial interests, nor the financial interests of any member of my family. Consistent with the Republican Conference's policy on earmarks, I hereby certify that to the best of my knowledge this request (1) is not directed to an entity or program that will be named after a sitting Member of Congress; (2) is not intended to be used by an entity to secure funds for other entities unless the use of funding is consistent with the specified purpose of the earmark; and (3) meets or exceeds all statutory requirements for matching funds where applicable.

SOUTH ORANGE COUNTY RECYCLED WATER ENHANCEMENT ACT2009-02-23

Mr. CALVERT

Mr. CALVERT. Mr. Speaker, the South Orange County Recycled Water Enhancement Act is a relatively modest, yet important step towards meeting the long-term water needs for the West. Last week, Federal water managers said that they plan to cut off water, at least temporarily, to thousands of California farms as a result of the drought affecting the State. With the State and Federal reservoirs at their lowest levels since 1992, mandatory water rationing is just around the corner. In the midst of our dramatic economic downturn, the lack of water simply makes a bad economic situation worse. The passage of any legislation that enables communities in the West to be more drought-resistant could not be timelier. The South Orange County Recycled Water Enhancement Act authorizes two water reclamation projects in the south Orange County portion of my district. South Orange County relies heavily on imported water from sources such as the Colorado River and Bay-Delta in northern California. Water reclamation projects, and other steps that reduce demand for imported water, benefit all regional water users. The first project outlined in the legislation is the San Juan Capistrano Recycled Water System, which would enable the city of San Juan Capistrano to provide recycled water to users throughout the city and its neighboring communities. To meet the local demand, the city has developed a project that includes the construction of a water treatment facility as well as transmission infrastructure. I want to thank San Juan Capistrano Mayor Mark Nielsen and the rest of the city council for their dedication to this important project. The second project is the San Clemente Reclaimed Water Project which would expand San Clemente's reclaimed water infrastructure by doubling its production capacity. When completed, San Clemente's Reclaimed Water Project will reduce the city's demand of domestic water by 3,300 acre- feet per year. I applaud San Clemente Mayor Lori Donchak and the entire city council for their continued commitment to water recycling. Mr. Speaker, I think it is crucial that we recognize and assist communities that are working to reduce their reliance on imported water and I urge all of my colleagues to support the South Orange County Recycled Water Enhancement Act. Ms. Bordallo. I yield back the balance of my time.

TRIBUTE TO SUSAN RITSCHEL2009-02-13

Mr. CALVERT

Mr. CALVERT. Madam Speaker, I rise today to honor and pay tribute to an individual whose dedication and contributions to the community of San Clemente, California, are exceptional. San Clemente has been fortunate to have dynamic and dedicated community leaders who willingly and unselfishly give their time and talent and make their communities a better place to live and work. Susan Ritschel is one of these individuals. On February 19, 2009, the San Clemente Chamber of Commerce will honor Susan as the ``2008 Citizen of the Year.'' I've known Susan for several years and can attest to all that she does for the community of San Clemente. Susan served on the San Clemente Planning Commission as Commissioner after which she served on the San Clemente City Council for two terms and was mayor of the city. Susan is a former president of the Orange County Division of the League of California Cities and a board member and chair of the San Diego Regional Water Quality Control Board and was the Orange County planning commissioner. Susan's accomplishments in 2008 are extraordinary. She was the honorary chair of the Capital Campaign for the new Dorothy Visser Senior Center in San Clemente. I was honored to join Susan for a short leg of her 1,000 miles to raise funds for the Senior Center. She also planned and held a major fundraiser entitled ``Cruising to our Destination'' as well as oversaw and coordinated outreach to foundations. Susan's passion for helping seniors in our community was the driving force in gathering support for the Dorothy Visser Senior Center from legislators at all levels as well as businesses, service clubs and other entities. Susan developed and implemented a Capital Campaign, which raised over 2.1 million dollars in pledges and payments to meet the Campaign goal. In short, there is nothing Susan cannot do once she puts her mind to it. Susan Ritschel is a model citizen and in 2008 she worked untiringly to improve the lives of San Clemente seniors. She is held in high esteem by the city of San Clemente, the business community and the many people that she impacts everyday in a positive way. Susan's tireless passion for community service has contributed immensely to the betterment of the community of San Clemente, California, and especially to the senior community. I am proud to call Susan a fellow community member, American and friend. I know that many community members are grateful for her service and salute her as she receives the much-deserved ``2008 Citizen of the Year'' Award.

CONFERENCE REPORT ON H.R. 1, AMERICAN RECOVERY AND REINVESTMENT ACT OF 20092009-02-13

Mr. CALVERT

Mr. CALVERT. Mr. Speaker, in 1996, I created the E-Verify program, and I will not idly stand by while a coalition of pro-amnesty groups and their allies in big business kill this program in the dead of night. The American people have repeatedly voiced their support for employment verification; yet, we find that, once again, special interests win out. While nearly 1 trillion taxpayer dollars are going to be spent in this Reid/Pelosi stimulus plan, there is no assurance that the job it created will go to American workers. Amendments to reauthorize the E- Verify program, which expires on March 6 and requires any entity receiving stimulus funds to participate in E-Verify, both of which had been accepted in the House Appropriations Committee, were stripped out of the bill without discussion or debate. The one candle in the darkness of this disastrous bill was the reauthorization requirements to use E-Verify. Now, we are left with legislation that places the interests of illegal immigrants above those of hard-working American families and leaves this bill at the foot of future generations.

TRIBUTE TO TRUMAN BENEDICT2009-02-13

Mr. CALVERT

Mr. CALVERT. Madam Speaker, I rise today to honor and pay tribute to an individual whose dedication and contributions to the community of San Clemente, California are exceptional. San Clemente has been fortunate to have dynamic and dedicated community leaders who willingly and unselfishly give their time and talent and make their communities a better place to live and work. Truman Benedict is one of these individuals. On February 19, 2009, the San Clemente Chamber of Commerce will honor Truman with their ``Outstanding Lifetime Achievement Award.'' Truman Benedict moved to San Clemente in 1949, along with his wife Betty. A credentialed teacher educated at Whittier College in Los Angeles, Truman first began teaching seventh graders at Las Palmas. A Superintendent who had originally come to the ``village,'' as San Clemente was known, in 1944, selected Truman for the job of seventh grade teacher. While renting a place on Avenida Pelayo, Truman continued for five years to teach at Las Palmas School where he worked for $180 a month. Truman Benedict became Principal of Las Palmas School, and in 1956 was named Superintendent of the San Clemente Elementary School District, which included Las Palmas and Concordia schools. In 1965 when the Capistrano Unified School District, encompassing San Juan Capistrano, Capistrano Beach and San Clemente, was formed, Truman was named Assistant Superintendent in charge of curriculum and the certifying of teaching personnel. He eventually became Superintendent, then Deputy Superintendent of the district. From there Truman went on to serve as a San Clemente City Councilman, City Mayor and member of and volunteer for many civic groups. Teaching came natural to Truman Benedict. As the smallest person in Los Angeles to ever play varsity basketball, Truman expected a lot of himself, and said that he was inspired by teachers who expected a lot out of him in return. Truman became a teacher because he enjoyed school and working with kids. It follows that in his career he was most often called upon to handle the older and brightest children. In addition to his distinguished career as an educator and public servant, Truman is also a patriot; he served four years in the U.S. Armed Forces as P38 pilot. He was married to his wife Betty for 45 years until she passed away. Truman and Betty have two daughters, Sally and Nancy, and four grandchildren. The Truman Benedict School is named after him and Truman was named the 1990 San Clemente Citizen of the Year. Truman's tireless passion for community service and education has contributed immensely to the betterment of the community of San Clemente, California. I am proud to call Truman a fellow community member, American and friend. I know that many community members are grateful for his service and salute him as he receives the ``Outstanding Lifetime Achievement Award.''

TRIBUTE TO PRIVATE GRANT A. COTTING2009-01-28

Mr. CALVERT

Mr. CALVERT. Madam Speaker, I rise to pay tribute to a hero from my congressional district, Army Private Grant A. Cotting. Today I ask that the House of Representatives honor and remember this incredible young man who died in service to his country. Grant grew up in Corona, California and attended Santiago High School for three years before graduating from Buena Vista High School in 2007. During his senior year, Grant was part of the ROTC program and hoped to have a career in the military. School officials and counselors remember Grant fondly--he was a quiet student who never hesitated to lend a hand to fellow students. Private Cotting enlisted in the Army after graduation and was assigned to the 515th Sapper Company, 5th Engineer Battalion, 4th Maneuver Enhancement Brigade based at Fort Leonard Wood, Missouri. A sapper company handles demolitions, laying and disarming mines, and other combat engineering tasks. On January 24, 2009, Grant was killed in Kut, Iraq, in support of Operation Iraqi Freedom. Grant leaves behind his parents, Craig and Amanda, and four younger brothers, Branden, Nick, Scott and Lucas. As we look at the incredibly rich military history of our country we realize that this history is comprised of men, just like Grant, who bravely fought for the ideals of freedom and democracy. Each story is unique and humbling for those of us who, far from the dangers they have faced, live our lives in relative comfort and ease. The news of Grant's death was probably the hardest day the Cotting family has ever faced and my thoughts, prayers and deepest gratitude for their sacrifice goes out to them. There are no words that can relieve their pain and what words I offer only begin to convey my deepest respect and highest appreciation. Private Cotting's family have all given a part of themselves in the loss of their loved one and I hope they know that their son and brother, the goodness he brought to this world, and the sacrifice he has made, will always be remembered.

AMERICAN RECOVERY AND REINVESTMENT ACT OF 20092009-01-28

Mr. CALVERT

Mr. CALVERT. Mr. Chairman, I rise in opposition to this so-called stimulus bill which seems only to stimulate one sector of our economy-- the government. As a person who was a small business person--a realtor and restauranteur and a member of small business organizations--I can tell you that most small businesses out there are in opposition to this legislation. There is no doubt that our country is going through some difficult economic times. There are many steps Congress can and should take to get our economy back on a path to prosperity. Unfortunately, it appears that the majority party is using our current economic woes to grow government spending to epic and historic proportions. By way of comparison, in 1934, government spending reached about 11 percent of GDP in response to the Great Depression, and if passed, this stimulus bill will increase government spending to 23 percent of GDP. The question remains, what will all this spending get the American people? Will it truly provide more middle class jobs or improve infrastructure? The answer, sadly, is no. The bill provides a mind- boggling $365 billion for Labor, Health and Human Services programs. The strategy under this bill is to throw billions of dollars in every bureaucratic direction, cross our fingers, and hope for the best. Not only are we wagering our future with this bill, but we're crossing a point of no return. This bill moves us dramatically closer to a welfare state. It is forcing people who are the backbone of our economy, the middle class, into a troubling kind of public dependency. Mr. Chairman, let us take time to truly do what is right for the American people and provide targeted and limited stimulus through tax cuts and spending on ready-to-build infrastructure that will really put Americans back to work immediately. That's what my constituents want, that's what they deserve. Let's not exploit this economic crisis to push legislation that will increase the size and scope of the Federal Government above and beyond anything our country has seen in its 233 years.

COMPREHENSIVE AMERICAN ENERGY SECURITY AND CONSUMER PROTECTION ACT2008-09-16

Mr. CALVERT

Mr. CALVERT. Mr. Speaker, the American people have made it clear that they support all-of-the-above energy solutions that increase the production of American-made energy, including offshore energy. Unfortunately, the Democrats' so-called energy bill is anything but an all-of-the-above energy bill. The Democrat bill claims to expand offshore drilling, and yet it expands drilling in areas where there isn't any oil. The energy bill also requires the States to opt in to allow offshore energy exploration off their coast. However, it doesn't even provide them with a share of the royalty revenues. I think the American people would agree that we should be providing coastal States with incentives to produce energy, not discourage them. I strongly oppose any effort to treat California as a second-class State, and I am frankly surprised that the Speaker would support a bill that denies our State royalty revenue benefits that other States currently enjoy. This bill does nothing to increase production of nuclear power, nothing for hydropower, and nothing to increase refining capability. This bill is hardly change we can believe in. In fact, this bill isn't change at all.

TRIBUTE TO BORRE WINCKEL2008-08-01

Mr. CALVERT

Mr. CALVERT. Madam Speaker, I rise today to honor and pay tribute to an individual whose dedication and contributions to the community of Riverside County, CA are exceptional. Riverside has been fortunate to have dynamic and dedicated community leaders who willingly and unselfishly give their time and talent and make their communities a better place to live and work. Borre Winckel is one of these individuals. Borre is retiring as the Executive Director of the Building Industry Association, BIA, for Riverside County. Born in the Netherlands, Borre arrived in the U.S. in 1977 following his family's acquisition of property in Temecula, CA. Borre was educated at Boston University and received joint degrees in Print Journalism and Public Communication. After graduation, Borre joined Chase Manhattan Bank's New York City Head Office as a Press Spokesman and Speechwriter for the Office of the Chairman. Chase decided Borre was better suited for banking and placed him in their prestigious corporate finance credit training program in Wall Street. Following Wall Street, Borre's mixed-use land development activities led him to join the Riverside County BIA Chapter, which he has run as its Executive Director since 1996. The County's volume of building permit activity--highest in the State of California--places him center stage on many growth and development related issues. Under his leadership, Riverside County BIA became the region's leading private sector participant in major transportation planning and funding projects; air and water quality issues; endangered species conservation planning and residential green building programs. Borre is frequently quoted in the major media and is a sought after as a conference speaker. Some of the BIA accomplishments under Borre include: membership at the Riverside Chapter flourished, tripling in size to over 700 members; in coordination with city and county officials, the BIA helped develop the Riverside County Integrated Project, RCIP, a three year planning effort to simultaneously prepare environmental, transportation, housing and development guidelines for future population growth; and worked with officials and outside groups to establish the Multi-Species Habitat Conservation Plan, MSHCP. In 2007, Borre convinced the County Board of Supervisors to initiate a streamlining strike force to speed up the entitlement and permitting process. As a result, County entitlement and permitting processes are already more fluid and predictable. Borre is a resident of San Juan Capistrano and is married to Kay Sutton-Nagel. They have three children, Emilie, Sophie and George, Jr. Borre's tireless passion for the community of Riverside County has contributed immensely to the betterment of the Inland Empire. I am proud to call Borre a fellow community member, American and friend. I know that many community members are grateful for his service and salute him as he retires.

TRIBUTE TO THE SOUTHERN CALIFORNIA REGION OF THE CHRISTIAN METHODIST CHURCH2008-08-01

Mr. CALVERT

Mr. CALVERT. Madam Speaker, I rise today to honor and pay tribute to a church whose dedication and contributions to the community of southern California are exceptional. Southern California is fortunate to have dedicated religious organizations that willingly and unselfishly give their time to make their communities a better place to live, work and worship. From August 24, 2008 to August 27, 2008 Amos Temple Christian Methodist Episcopal, C.M.E., Church in Riverside, led by Pastor Julio A. Andujo, will serve as host for the 2008 Episcopal District of the Christian Methodist Church Conference. The Conference will take place at the Riverside Convention Center in Riverside, California. The Right Reverend Bishop Henry M. Williamson, Sr., Presiding Prelate of the 9th Episcopal District of the C.M.E. Church will convene the annual conference. The Christian Methodist Episcopal Church came into existence following the issuance of the historic Emancipation Proclamation, which signaled the movement from slavery to freedom, and gave former slaves the dignity and honor to worship in their own church. On December 16, 1870, in Jackson, Tennessee, 41 delegates from the Colored Annual Conference of the Methodist Episcopal Church South organized their own separate and independent religious organization, chose a name for their Church and met all the requirements of the American Methodism. The C.M.E. Church successfully met the challenges of providing higher education by establishing such historically African-American colleges as Lane College, Jackson, Tennessee, 1882; Paine College, Augusta, Georgia, 1882; Texas College, Tyler, Texas, 1884; Miles College, Birmingham, Alabama, 1905; and the Phillips School of Theology, 1958, Atlanta, Georgia. Through the years the C.M.E. has shown a remarkable sensitivity to the spirit of changing times as evidenced by the 1954 resolution by the General Conference to change the name from the ``Colored Methodist Episcopal'' to the ``Christian Methodist Episcopal Church.'' The C.M.E. Church has continuously shown a commitment to higher education, civic pride and spiritual leadership. Under Bishop Williamson's leadership, the 9th Episcopal District has embraced his ``One Church One School Community Partnership Program'' which involves churches and schools in partnership to teach young people to value life and learning. The Christian Methodist Church is truly a pillar in the community of Riverside, California and throughout the state and country. I commend the members and leadership of the C.M.E. for their dedication to worship, to their neighbors and to the Christian way of life.
