IN SPECIAL RECOGNITION OF OFFICER GIBSON'S DISTINGUISHED ACTIONS ON SEPTEMBER 21, 20182018-12-13
Mr. COOK
Mr. COOK. Mr. Speaker, I rise today to recognize the heroic efforts of Officer David Gibson in preventing loss of life while in the line of duty. On September 21, 2018 Officer Gibson came to assist a woman threatening to drive her car off a cliff, in an apparent suicide attempt. While another officer distracted the woman, Officer Gibson rushed to her vehicle from the opposite side, jumped in through an open window through the passenger's side and shut down the vehicle, risking great personal harm but successfully halting it's movement further off the cliff. The woman fought with Officer Gibson to restart the vehicle, but both officers were able to regain control and prevent her from turning on the vehicle again. Afterwards she was taken into custody and transported to a medical facility. Officer Gibson demonstrated extreme devotion to his duty and the protection of others by endangering himself in an effort to save the life of another. These actions are honorable and representative of the great lengths our first responders go to better keep our community safe. On behalf of the United States House of Representatives, I thank Officer Gibson. His actions are recognized and it is an honor to have him serving the constituents of California's Eighth Congressional District.

Mr. COOK
Mr. COOK. Mr. Speaker, I rise today to recognize the contributions that Edward Messer has made throughout his thirty-five years of service towards the JPL Deep Space Network. On behalf of the United States House of Representatives, I thank Mr. Messer for all his contributions towards our local community and the future planetary advances that will result from his work.
BIG BEAR LAND EXCHANGE ACT2018-12-10
Mr. COOK
Mr. COOK. Mr. Speaker, I thank Chairman Bishop for yielding me time. Mr. Speaker, I would like to take a few minutes to talk about my bill, H.R. 5513, the Big Bear Land Exchange Act. This bill would authorize a land exchange of approximately 71 acres of land in the San Bernardino National Forest for approximately 73 acres of land currently owned by San Bernardino County. This land would be used by the county to build a timber processing facility that would serve the mountain communities. Currently, trees and other forest waste are driven down the mountain through a narrow and winding pass to a processing facility in the valley, resulting in increased traffic congestion, significant wear and tear on mountain roads, and numerous traffic accidents. This has been exacerbated this week. We had quite a bit of snow, and, once again, it was very, very treacherous. Safety is always a problem on these mountain roads. This land exchange would require the relocation of a small portion of the Pacific Crest Trail. I have worked closely with the Pacific Crest Trail Association to include language ensuring that the relocation would include environmental review and will occur before the exchange takes place. This land exchange has virtually unanimous local support, including the city of Big Bear Lake, the Friends of Big Bear Valley, the Big Bear Fire Department, the Big Bear City Community Services Department, the Big Bear Municipal Water District, the Bear Valley Community Healthcare District, the Big Bear Chamber of Commerce, and the local Big Bear Group chapter of the Sierra Club. We haven't heard from the local bear associations at all. That is a bad joke. It passed out of the House Natural Resources Committee on a unanimous vote.
JIM KENNEDY RETIRES FROM THE VICTORVILLE CITY COUNCIL2018-11-27
Mr. COOK
Mr. COOK. Mr. Speaker, I rise today to recognize the service and commitment of outgoing Victorville City Council Member Jim Kennedy who will leave the dais on Tuesday, December 4, 2018. Jim was first elected to Victorville City Council in 2010 and has served the city for eight years, including terms as Mayor and Mayor Pro-tem. In addition to his position as council member, Jim has served as a board member of the American Institute of Certified Public Accountants, the Inland Empire Chapter of the California Society of CPAs, the City Audit Committee, and as a delegate to Victor Valley Wastewater Reclamation Authority. During his time on the council, Jim has been a passionate advocate for Victorville and its residents. He supported key infrastructure projects including the Nisqualli/La Mesa interchange, which provided a key transit corridor to help alleviate traffic congestion. Jim also fought to keep Victorville residents safe, and consistently voted to add additional sheriff's deputies and firefighters to the city's budget. I thank Council Member Jim Kennedy for his leadership and dedication to public service on behalf of Victorville residents. Jim has been a true model of civility and decorum on the Victorville City Council, and he will be sorely missed

Mr. COOK
Mr. COOK. Mr. Speaker, I rise today to recognize and honor Beverly Lowry for her service on the Board of Directors of the Mojave Water Agency in Apple Valley California. Bev, as she is affectionately known by most, began her distinguished career in the water industry serving her first term with the Mojave Water Agency through 1976, and later was re-elected in 1989, serving continuously since that time. Bev has held the position of President of the Board of Directors in 1993 and from 1996 through 1999, and again from 2014 through 2016. Bev has been a Barstow area resident for more than 50 years. She and her late husband Al settled in Barstow in 1966 where she has lived since with her two sons and two grandsons close by. She has led a lengthy and distinguished career in public service, including her current term as a Director at Mojave Water District representing Division 6, which encompasses the greater Barstow area. During her tenure with Mojave, Bev has seen the agency transform as the desert communities have grown. As an advocate for water rights and integrated planning Bev worked to secure community participation in the Agency's first Integrated Regional Water Management Plan in 2004, as well as subsequent updates of the plan. Bev also oversaw the completion of multiple other projects and initiatives that would ultimately aid the region in continuing to supply water as the state of California faced extreme drought conditions. Her passion and service extend throughout the community serving in several roles where she worked on behalf of the larger region. While I have enjoyed working with Bev, I also asked former Congressman Jerry Lewis to join me in thanking her for her service. Congressman Lewis said, ``Bev's dedication to the Mojave Water Agency is to be commended. It was a privilege to work with her while I was a Member of Congress. In addition to calling her a great public servant, it is a privilege to call her my friend.'' Marking her 34 years of well-respected service, Mr. Speaker, I ask that my colleagues join me in wishing Bev well in her retirement. Her decades of service to the Mojave Water Agency is inspirational, and I am grateful for her contributions to the community and state of California.

The Bremer's are a shining beacon of charity throughout Big Bear and Southern California and it is with sadness that I learn Don's passing, may his contributions live onward and thank you Carol Bremer for being an exceptional wife, mother and member of our community

After a decade of service at the center, Steve will resign his position to take on a new role as the Executive Director of Food Services and Events at Warner Brothers Entertainment. Since Steve joined the UCLA Conference Center in 2008, Steve has overseen numerous renovations, improvements, and expansions at the facility. Under his leadership, the conference center team hosted many executive level retreats, won numerous recognition awards from industry publications, and orchestrated the construction of the scenic Zen Deck. Steve delivered a first-class experience to conference center guests while also building lasting relationships within the local community. CALIFORNIA OFF-ROAD RECREATION AND CONSERVATION ACT2018-06-25
Mr. COOK
Mr. COOK. Mr. Speaker, I thank Chairman Bishop for yielding me the time. I would like to take a few minutes to talk about my bill, H.R. 857, the California Off-Road Recreational and Conservation Act. The California desert has long been a land of many uses. The local economies depend on a combination of revenue from recreational off- highway vehicle use, known as OHV, mining, and tourism to our stunning desert parks and wilderness areas. Balancing these economic drivers is key to aligning Federal land use policies. This bill is the product of years of outreach to local governments, Tribes, off-highway vehicle users, conservation groups, chambers of commerce, miners, and other stakeholders. H.R. 857 will establish five off-highway vehicle recreational areas in the California desert, as well as expand an existing OHV area. Three of these OHV areas would also include expansion study areas. In total, these 6 OHV areas cover 300,000 acres. This bill creates additional protections for OHV users and ensures that these areas cannot be closed administratively. Creating the Nation's first system of off-highway vehicle recreation areas will ensure that OHV activity is conducted in appropriate locations, protecting other parts of the desert. The California Desert Protection Act of 1994 left the Mojave Desert with hundreds of thousands of acres of wilderness study areas. In a decade since then, these areas have been reviewed extensively for their suitability as wilderness areas. My bill would designate some of these areas as wilderness, primarily within these wilderness study areas and Death Valley National Park, while releasing other areas from the wilderness study that were found to be unsuitable for wilderness designation. Additionally, my bill would designate approximately 18,000 acres of existing Federal land as the Alabama Hills National Scenic Area. This would restrict large-scale projects, such as renewable energy generation, while preserving all existing recreational and commercial use of Alabama Hills. Activities such as filming, hiking, mountain biking, rock climbing, hunting, fishing, and authorized motorized vehicle use would be unaffected. Additionally, recreational mineral prospecting, i.e., rockhounding, would continue. This portion of H.R. 857 passed the House as a stand-alone bill in the last Congress with unanimous support before stalling in the Senate. The California Off-Road Recreation Conservation Act has the support of San Bernardino County and Inyo County; the Metropolitan Water District of Southern California; local cities; virtually every major off-road vehicle group; environmental groups, such as the California Wilderness Coalition, and the Pew Charitable Trusts; local chambers of commerce; and Lone Pine Paiute-Shoshone Reservation. There is no known opposition to this bill. H.R. 857 is the product of years of grassroots work and represents a consensus on how to manage our public lands in the California desert. Mr. Speaker, I strongly encourage my colleagues to support its passage.

As an alumnus of VVC, Sid became a fixture in the Victor Valley and distinguished himself as a leader and public servant. During his 38 years of fire service, Sid worked for nearly every firefighting agency in the High Desert. Under Sid's guidance as Fire Chief for the Apple Valley Fire Protection District, the agency was able to secure additional funding to hire new firefighters and reduce critical response times for town residents. Undoubtedly, the training he received at VVC was instrumental in helping Sid excel in many areas of his career. On behalf of the U.S. House of Representatives, I would like to congratulate Sid Hultquist for his induction to the Victor Valley College Alumni Hall of Fame. I couldn't think of a better honor for someone who gave so much to his community.
