This distinction showcases both Georgia's natural beauty and wonder in our State's renowned golf courses.

PASSING LEGISLATION TO REDUCE UNNECESSARY ANIMAL TESTING2026-01-20

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I rise today to urge the House to immediately consider and pass the FDA Modernization Act 3.0, which reduces unnecessary animal testing. Many of our families would feel incomplete without the pets and animals that bring unconditional love to our lives. However, there are millions of animals in our country that are forced into inhumane testing for pharmaceutical development. When I think about healthcare policy in Congress, I recognize the need to protect the lives of those who cannot defend themselves. In 2022, I helped pass the FDA Modernization Act 2.0, allowing drug developers to use modern, animal-free testing methods for the first time. This act was intended to cut the requirements from the FDA that put so many animals in harm's way. Unfortunately, under the Biden administration, the FDA did not fully implement this law, limiting its effectiveness and leaving animals at risk. That is why I introduced a bill called the FDA Modernization Act 3.0 to compel the FDA's career bureaucrats to finally implement the will of the Congress and the American people. This bill not only helps to reduce and replace the use of animals in nonclinical research, but it works to improve these methods and reduce the time of drug development. Mr. Speaker, by passing this bill, Congress can save animal lives and accelerate the delivery of safer, more affordable, and effective medications.

HOW REPUBLICANS HAVE DELIVERED FOR AMERICANS2026-01-14

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I thank the gentleman for yielding and for hosting this Special Order Hour. Mr. Speaker, America is back and, like the President says, hotter than ever. Throughout 2025, Republicans worked to undo the damage of the Biden- Harris administration, resulting in less red tape, bigger paychecks, a blue-collar boom, and a stronger, more resilient workplace. The United States will always be the land of opportunity, but the previous administration shuttered small businesses, choked economic growth, and enacted countless regulatory measures that hurt families and businesses alike. I believe in America First. That means a Federal Government that gets out of the way and allows hardworking people to succeed. Republicans put America first when we passed the largest tax cut in American history. We delivered no tax on tips, no tax on overtime, and tax relief for seniors by lowering taxes on Social Security benefits, because the key to affordability is bigger paychecks, not bigger government. People are going to be feeling the effects of these tax savings in their pocketbooks this tax season, where Georgia families can expect up to $5,000 in savings. By unleashing American energy, we are bringing relief to families right now. The national average of gasoline is now under $3 a gallon. That matters to everyone, from the large-scale shipping to the blue-collar worker driving their daily commute. Mr. Speaker, what we have done in 2025 is just the beginning. As we move to 2026, Republicans are focused on expanding opportunity even further, bringing jobs back home, growing domestic manufacturing, and ensuring the American Dream is within reach for every person willing to work hard, especially our young people. The key to Republicans' success is that we govern by a simple concept, common sense. It is common sense to use our vast natural resources and unleash American energy dominance because affordable energy means affordable living, just like it is common sense that trillions spent on so-called Green New Deal projects caused runaway inflation at over 9 percent. President Trump and Republicans are reviving the American Dream by advancing progrowth, proworker, America First policies that help young people build a future, provide relief for our elderly, and strengthen the middle class and everyone in between. I thank the President for his work on our economy.

RECOGNIZING RIVERVIEW HOTEL'S 110TH ANNIVERSARY2026-01-13

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I rise today to celebrate the 110th anniversary of the Riverview Hotel in St. Marys, Georgia, one of our State's most cherished historic landmarks. Built in 1916, the Riverview Hotel rests on the banks of the St. Marys River and has welcomed travelers and locals for more than a century. For generations, this hotel has offered hospitality and a sense of belonging to visitors from near and far. It has welcomed notable guests over the decades and stood as a testament to seaside Georgia's heritage. The spirit of Riverview reflects the heart of St. Marys. Its veranda overlooking the river and its proximity to the ferry for Cumberland Island connects visitors with the history and natural beauty of our coastal region. Today, we honor the Riverview Hotel for preserving tradition, welcoming families and travelers, and contributing to the vibrant life of southeast Georgia for 110 years. Recognizing the 50th Anniversary of Gallery 209 in Savannah

Mr. CARTER of Georgia. Mr. Speaker, I rise today to recognize and congratulate Gallery 209, located at 209 East River Street in Savannah, on celebrating 50 years at its historic location. Founded in February 1975 by a group of Savannah artists, Gallery 209 has remained a member-driven space where artists come together to sell their work, share resources, and support one another. For five decades, it has been a cornerstone of Savannah's artistic community and a vital part of River Street's identity. The gallery has showcased the work of countless local artists, offering visitors ceramics, fiber art, jewelry, paintings, photography, woodworking, and other handcrafted pieces that reflect the creative spirit of our region. I commend its artists for sustaining this tradition and wish them continued success for generations to come. Recognizing Swann Seiler

Mr. CARTER of Georgia. Mr. Speaker, I rise today to recognize Swann Seiler, named the 2026 Woman of the Year by the United Way of the Coastal Empire at the annual Women Who Rule event in Savannah, Georgia. Ms. Seiler's leadership, service, and commitment to community reflect the very best of civic engagement and personal dedication. A graduate of the University of Georgia's Henry W. Grady School of Journalism, Ms. Seiler built a distinguished career in corporate communications and public affairs before retiring. Ms. Seiler served Georgia Power and contributed her talents to community boards and nonprofit organizations throughout the region. Ms. Seiler's service includes leadership roles with cultural institutions, historic preservation efforts, education foundations, and civic organizations that strengthen families and neighborhoods across the Coastal Empire. She has lifted up countless causes and encouraged others to give back in meaningful ways. The Women Who Rule campaign supports reliable transportation for women and caregivers, helping them to get to work, school, and medical appointments. Ms. Seiler's example inspires us to build stronger communities through service. I congratulate Swann. Recognizing Special Agent Joe Cephus

Mr. CARTER of Georgia. Mr. Speaker, I rise today to recognize Special Agent Joe Cephus of the Georgia Bureau of Investigation, who was honored by the Evans County Sheriff's Office with the 2025 Support Officer of the Year Award. Special Agent Cephus has served his community and State with integrity and courage. His work alongside local law enforcement in Evans County demonstrated steadfast support during critical investigations and helped to strengthen the bond between State and local public safety partners. His commitment to protecting families and upholding the rule of law reflects a deep sense of duty to his neighbors and fellow Georgians. The Support Officer of the Year Award is given to individuals whose actions have gone above and beyond their normal responsibilities to help keep the community safe. By stepping forward in challenging circumstances and offering assistance without hesitation, Special Agent Cephus embodies what it means to serve with professionalism and care. Today, we thank Special Agent Joe Cephus for his service, partnership, and example of servant leadership in law enforcement.

AFFORDABLE HOUSING OVER MANDATING EFFICIENCY STANDARDS ACT2026-01-09

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I thank the gentleman for yielding and for hosting us today. Mr. Speaker, I rise today in support of the Affordable HOMES Act. Manufactured homes are an essential part of our effort to meet the demand for affordable housing in America. Unfortunately, manufactured homes are currently subject to burdensome and unnecessary Biden-Harris regulations that are raising prices. This commonsense bill would eliminate the Department of Energy's duplicative authority over manufactured home energy efficiency standards while ensuring the Department of Housing and Urban Development maintains full regulatory authority. This creates less red tape without sacrificing quality and efficiency. When energy efficiency standards are streamlined, it can lower costs and ensure that more Americans can afford homes. Congress owes it to the next generation of Americans to make buying a home as affordable and accessible as possible, and this bill helps to do that. Mr. Speaker, I thank my friend, Representative Houchin, for introducing this bill, and I urge its immediate adoption.

HONORING SONNY MORRIS ON HIS RETIREMENT2026-01-08

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I rise today to honor Sonny Morris, a dedicated public servant who is retiring after 40 years on the Winder City Council. First elected in 1985 and taking office in January of 1986, Councilman Morris has spent four decades serving the people of Winder, Georgia, with consistency, humility, and a deep commitment to his community. Through periods of growth and change, he has remained a steady voice for residents and a trusted leader in local government. Councilman Morris has approached public service with a clear focus on doing what is right for his city. His long tenure reflects not only the confidence placed in him by voters but also his willingness to listen, to collaborate, and to show up year after year for the people he represents. Serving as grand marshal of the 2025 Winder Christmas Parade was a fitting way for the community to say thank you. I was honored to participate in that parade and to meet Mr. Morris. Winder is stronger because of Sonny Morris, and his legacy of service will be felt for years to come.

IN REMEMBRANCE OF THE HONORABLE DOUG LaMALFA2026-01-08

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I rise today to honor my friend and my colleague, Congressman Doug LaMalfa. Doug was always a steady voice for his district and a principled Member of this House. He was serious about policy, direct in his approach, and deeply committed to the people he represented, but anyone who has worked alongside Doug also knows he had quite a sense of humor. I learned that early on. Doug and I both did a lot of 1 minutes. He used to intentionally leave this speaking podium raised up to above my head to remind me of how short I was and how tall he was. However, that small moment says a lot about Doug. Doug worked hard. He took his job seriously, and he still found room for good-natured humor and friendship. Tonight, we thank Congressman LaMalfa for his service, his leadership, and the many moments he shared with all of us.

HONORING POLICE CHIEF RAYMOND SHORES' RETIREMENT2026-01-07

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I rise today to recognize a public servant who embodies the spirit of community partnership and gratitude. In Richmond Hill, Georgia, Police Chief Raymond Shores took a moment this week to publicly thank the citizens of Richmond Hill and Bryan County for their overwhelming support during his tenure and as he prepares to retire. Chief Shores' last day is scheduled for January 16, 2026, and in an open letter to his community, he expressed deep appreciation for the trust and cooperation he received, especially in challenging times. His message reminds us that effective policing is not just about enforcement; it is about partnership, collaboration, and mutual respect between law enforcement and the citizens they serve. That partnership reinforces public safety, strengthens neighborhoods, and builds lasting relationships founded on trust. Today, we thank Chief Shores for his service and acknowledge the citizens of Richmond Hill for standing with their law enforcement leaders. Their mutual support is a model for communities across our Nation.

RECOGNIZING THE SAVANNAH CHRISTMAS MARKET2026-01-07

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I rise to congratulate a great seasonal tradition in our home state of Georgia: the Savannah Christmas Market at Plant Riverside District. This year, it was ranked as one of the top holiday markets in the entire country by USA Today, drawing visitors from all over and spotlighting the rich culture and community spirit of Savannah. The market transforms historic River Street into a festive destination filled with local vendors, holiday entertainment, seasonal food and drink, and family-friendly activities. It brings together residents and visitors alike and highlights the unique charm that makes Savannah such a special place. STANDARDIZING PERMITTING AND EXPEDITING ECONOMIC DEVELOPMENT ACT2025-12-18

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Chair, I thank the gentleman for yielding. Mr. Chair, I rise today in support of H.R. 4776, the SPEED Act. Mr. Chair, regardless of which sector of our economy you are talking about, whether it be healthcare, technology, or energy, it is always the same when groups come into my office: Permitting and regulations are crushing us. The SPEED Act is a critical step toward unleashing American energy dominance, bringing supply chains home, and much more. The National Environmental Policy Act is a well-intentioned piece of legislation, but it has created a costly, cumbersome process that has crippled our permitting system. The SPEED Act will modernize NEPA, and it will help permitting in the U.S. return to what it was originally intended to be. The SPEED Act will establish permitting timelines, and it will cut down on frivolous litigation that is simply meant to delay projects. Under SPEED, American development will no longer be held hostage by activists and environmental groups simply seeking to profit off of lawsuits. America needs to update its infrastructure, create new sources of energy, and deploy more broadband and transmission lines. The SPEED Act will help power a new generation of growth in our Nation. Mr. Chair, I urge the passage of this legislation.

LOWER HEALTH CARE PREMIUMS FOR ALL AMERICANS ACT2025-12-17

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I rise today in strong support of the Lower Health Care Premiums for All Americans Act, which is the right prescription to lower healthcare costs and provide American citizens with more affordable coverage. Nearly 15 years ago, the Democrats unaffordable care act broke our healthcare system. They broke our healthcare system. Since its inception, ObamaCare premiums have skyrocketed by over 220 percent. A family of four now pays $10,000 more for coverage today than they did before ObamaCare, and their deductibles have doubled, in part to offset waste, fraud, and abuse that runs rampant throughout the program. Rather than fix the problems of the unaffordable care act, Democrats in Congress want to continue to send billions of taxpayer money directly to giant insurance companies and leave families with thousands of dollars in healthcare costs that they cannot afford. The unaffordable care act is broken, and throwing more hard-earned taxpayer money after bad policy is not going to fix it. That is why we must give power to the patient, not to the big insurance companies. While Republicans are working to make life more affordable, Democrats' prescription is to raise taxes. Mr. Speaker, I encourage my colleagues to support the Lower Health Care Premiums for All Americans Act.

HONORING LOWNDES COUNTY, GEORGIA, ON ITS BICENTENNIAL2025-12-17

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Madam Speaker, I rise today to honor the bicentennial celebration of Lowndes County, Georgia. Two hundred years ago, the Georgia State legislature established Lowndes County, named after a prominent lawyer and Congressman from South Carolina. The area quickly became a haven for settlers seeking opportunity and prosperity, evolving with the times while never losing its sense of community. From moving entire towns to meet the railroad's arrival in the 1850s to developing thriving industries like textiles, timber, and turpentine, the county spirit of adaptability is evident throughout its history. Today, the county and the city of Valdosta are still thriving, being a critical hub for Georgia with Valdosta State University and having nicknames like Winnersville and Title Town. Not only does it have culture, but it offers thousands of acres of beautiful wetlands from the Grand Bay swamp. These traditions, these values, and achievements make Lowndes County a shining example of Georgia's enduring spirit and a model community to be honored and emulated. I congratulate Lowndes County on 200 years. Here is to 200 more.

THE SPIRIT OF GEORGIA2025-12-16

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I rise today to recognize the extraordinary effort that brought the Spirit of Georgia, a B-2 stealth bomber, back to operational flight after a serious incident more than 4 years ago. During a hydraulic failure, the aircraft skidded along the runway and sustained major damage. Many questioned whether it would ever return to the skies. Instead of retiring the aircraft, airmen, engineers, and the B-2 program team came together with a goal to save it. Their work represented perseverance and belief in the mission. The team removed the bomber from hazardous conditions, transported it for repair, and worked through design challenges and restoration steps. Their determination saved taxpayers millions and returned a strategic asset to service. Mr. Speaker, on November 6, 2025, the Spirit of Georgia lifted off once again, proving what is possible when people work with purpose. This successful return is a tribute to American skill, teamwork, and resolve. The Spirit of Georgia lives on. Celebrating Two Outstanding Athletes

Mr. CARTER of Georgia. Mr. Speaker, I rise today to celebrate two outstanding student athletes at Augusta University. Elyse Autrey, a sophomore women's basketball guard from Fairfax, Virginia, has been named Georgia's Own Student-Athletes of the Month for November. Over four games last month, she averaged 16.5 points, 5.8 rebounds, and 3.3 assists. Her leadership helped Augusta secure a road win over number two Coker, among other strong performances. On the men's side, senior golfer Stefan Jacobs, from Johannesburg, South Africa, earned the same honor. Jacobs turned in a stellar round at the Pearl at Kalauao Invitational, finishing third out of 108 golfers in a final round of 5-under par. His strong showing helped the Augusta squad place third in team standings, with a collective 7-under finish. Mr. Speaker, these two represent the very best of Jaguar athletics: dedication, discipline, and excellence on the court and course. They prove that student athletes can achieve both athletically and academically while contributing pride to their school. Mr. Speaker, I am proud to recognize Elyse Autrey and Stefan Jacobs for their achievements and congratulate Augusta University for fostering such talent. Tybee Island Best Fishing Spot

Mr. CARTER of Georgia. Mr. Speaker, I rise today to recognize Tybee Island, which has just been named the number one winter fishing spot for 2026 according to FishingBooker. FishingBooker created the top 10 ranking with factors such as winter fish activity and species variety. It also looked at popularity, tourism, and insights from locals. Tybee Island topped the list, even beating out larger cities such as Jacksonville, Fort Myers, and Tacoma. Just east of Savannah, Tybee Island is a barrier island with relaxed charm, wide beaches, and scenic Atlantic coastline. With the cooler temperatures, redfish, black drum, and speckled trout make their way to shallow waters, creating plenty of opportunity for inshore anglers. Nearby, rocky structures attract sheepshead, a favorite for kids. Tybee Island offers more than just fishing with an iconic lighthouse, local seafood, and scenic beaches. Even in the heart of winter, the island retains its coastal energy, inviting tourists and anglers to spend the season there. Recognizing Colleen Lindholz

Mr. CARTER of Georgia. Mr. Speaker, I rise today to recognize Colleen Lindholz, a fellow pharmacist and the president of Kroger Health, the healthcare division of the Kroger Company. This year, Ms. Lindholz is celebrating 30 years of service with the company. After joining Kroger as a pharmacist for the Cincinnati-Dayton division in 1995, she quickly rose through the ranks to lead Kroger's more than 2,200 pharmacies and 220 retail clinic locations across 35 States, including 334 pharmacies and 18 clinics in Georgia. Ms. Lindholz is the lead architect of the company's efforts to integrate pharmacy, clinician, and dietician services into grocery offerings. She focuses on food as medicine, which Kroger Health defines as a dedicated, educated, and personalized approach to eating and enjoying food. This initiative helps customers live healthier lives and prevents chronic diseases before they start. In addition to her professional accomplishments on behalf of patient health, Ms. Lindholz is an active philanthropic leader. She gives back through leadership in many community organizations, including Easterseals Redwood, the American Heart Association-Greater Cincinnati, and the Joe Burrow Foundation, among others. Mr. Speaker, from one pharmacist to another, I congratulate Ms. Lindholz on 30 years of bettering the health and well-being of Georgians and all Americans in the community Kroger serves.

POWER PLANT RELIABILITY ACT OF 20252025-12-16

Mr. CARTER of Georgia

Mr. CARTER of Georgia. Mr. Speaker, I thank the gentleman for yielding. Mr. Speaker, I rise today in support of the Power Plant Reliability Act of 2025. H.R. 3632 will help keep baseload power plants running for up to 5 years while allowing FERC the time to address State concerns about the impacts of shutting down certain power plants. This bill will allow State grid operators to contest the closure of power plants if the closure will create a reliability problem in their State. As we work to lower electricity costs across the Nation, we do not need to be closing power plants with little to no notice. Americans deserve affordable electricity prices, and this legislation will do just that. Democrats, under President Biden, spent 4 years trying to dismantle affordable baseload generation in favor of green new scam policies that have done nothing but raise prices for Americans. This bill will allow us to plan for the future when thinking about our energy sources. It is an essential tool for maintaining a reliable, efficient grid that works for all Americans. Mr. Speaker, I am proud to cosponsor Congressman Griffith's Power Plant Reliability Act of 2025, and I urge my colleagues to vote for this bill.
