WILLIAM M. (MAC) THORNBERRY NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 20212020-07-20

Ms. CHENEY

Ms. CHENEY. Mr. Speaker, I rise in strong opposition to this amendment. Our forces remain in Afghanistan in order to prevent terrorists from establishing safe havens from which they can launch attacks against the United States. My colleague, Ms. Omar, has said that she is a survivor of war, and I honor the fact that she has been able to find safety and refuge and citizenship and opportunity and freedom and that she stands with me today on the floor of this body, this people's House. I think that tells you what an incredible nation the United States is. But I also think that as someone who has described herself as a survivor of war, she would recognize more fully the damage and the devastation that was done to the United States of America on September 11 when we were attacked by terrorists who trained and plotted and launched from bases in Afghanistan. Decisions about troop levels in Afghanistan must be based on conditions on the ground. Wars don't end because the United States retreats. What that means is that we have ceded the ground to our adversaries. And wars don't end because some number of years have passed. We have to decide whether we want to fight the terrorists, al- Qaida, ISIS, the Taliban, in Afghanistan or whether we have to fight them here. Pretending the Taliban is a partner for peace, especially in the wake, Mr. Speaker, of reports that Russia is paying the Taliban to kill United States troops, is indefensible, whether you are a Democrat or a Republican. I urge my colleagues to recognize that decisions about troop levels must be made based on what is necessary to prevent terrorists from establishing safe havens they can use to attack all of us and the freedoms and the values we hold dear. This is a dangerous amendment. I urge my colleagues to oppose it.

Ms. CHENEY. Mr. Speaker, this amendment is a deeply irresponsible stunt that would have great implications for our national security. It would return us to days even worse than the days of sequester, a time in which Secretary of Defense Jim Mattis said: No foe in the field has done more damage to the U.S. Armed Forces than the United States Congress has because of arbitrary across-the-board cuts. We would, with this amendment, undermine near-term lethality and the readiness of our troops on air, on land, and at sea. We are asking our men and women to go into harm's way to defend all of us, and we must always do that ensuring that they have the absolute best equipment and resources necessary. This amendment is a stunt, Mr. Speaker. It would be dangerous. We have to ensure that the United States of America maintains a military force that is second to none. Mr. Speaker, I urge my colleagues to defeat this irresponsible and reckless amendment.

WILLIAM M. (MAC) THORNBERRY NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 20212020-07-20

Ms. CHENEY

Ms. CHENEY. Mr. Speaker, I rise in strong opposition to this amendment. I think this amendment actually highlights the hypocrisy at the heart of the foreign policy and national security policy our colleagues on the other side of the aisle say they advocate. This is a situation in which the President has said that Russia is cheating and, therefore, I will not allow Russia to cheat. I will not allow the United States to continue to be party to a treaty that enables Russia to gather information about us in violation of the treaty. My colleagues on the other side of the aisle consistently say and accuse the President of not being tough enough on Russia, but here we have a situation where the President is doing exactly that. The United States senior counterintelligence official, Bill Evanina, recently has said that Russia has, for years, ``used the Open Skies Treaty to collect intelligence on civilian infrastructure and other sensitive sites in America.'' The Kremlin has been abusing this treaty to gather intelligence on the United States. The President was absolutely right to withdraw, and my colleagues on the other side of the aisle need to be consistent. If they say that they stand on principle, then they need to be consistent about that principle and not simply oppose things because Trump supports them. The President was right to get out of this treaty. It is dangerous to our security. Mr. Speaker, I urge my colleagues to oppose this amendment.

MIDDLE CLASS HEALTH BENEFITS TAX REPEAL ACT OF 20192020-03-27

Ms. CHENEY

Ms. CHENEY. Mr. Speaker, 67 years ago yesterday, Dr. Jonas Salk announced that the United States had successfully tested a vaccine to prevent polio, a dreaded virus that afflicted tens of thousands of Americans. Mr. Speaker, we have beaten terrible diseases before, and we will again. When we were attacked on 9/11, our heroes were the firefighters and police officers who ran towards the burning buildings and the citizens who stormed the cockpit of flight 93, who put their own lives at risk. Mr. Speaker, we have those same heroes today. Today they are the thousands of nurses and doctors and countless other healthcare professionals and their staff who work in our hospitals and clinics and provide the greatest care anywhere in the world. Mr. Speaker, we owe them our deepest gratitude. We also owe them every tool, every piece of equipment, and every resource they need to save lives. Mr. Speaker, we also have a duty to our parents and our grandparents. In this greatest Nation on Earth, we protect the sick and the most vulnerable. We owe all we have to our mothers and our fathers, to the generations who came before, and we must do all we can now to protect them. All of us, Mr. Speaker, are called into the service of this blessed Nation at this time of challenge, not as Democrats or Republicans, but as Americans. This pathogen does not recognize party lines, and no partisan solution will defeat it--neither will the government acting alone. It will take all of the ingenuity and innovation of the American private sector working with our Federal, State, and local governments. This is not a time for cynicism or invective or second guessing. This is a time to remember that we are citizens of the greatest Nation on Earth, that we have overcome every challenge we have faced, and that we will overcome this one. We are one nation, Mr. Speaker. We should all be rooting for our President to succeed, for New York Governor Cuomo to succeed, for California Governor Newsom to succeed, and for Wyoming's Governor Mark Gordon to succeed. Indeed, we must do everything we can to help every State and every Governor in our great Union. The bill we are voting on today is a crucial step. On the Sunday after 9/11, my family worshipped at Evergreen Chapel at Camp David with the families of Cabinet officials and servicemembers who were assigned there, many of whom would go on to serve overseas in the following years.

Ms. CHENEY. Mr. Speaker, that morning, as our Nation faced another time of testing, the chaplain urged us: Work as though everything depends on you, because it does. Pray as though everything depends on God, because it does. We will defeat this virus. We will restore our economy. We will heal our Nation. We are Americans.

IN HONOR OF TORRINGTON VOLUNTEER FIRE DEPARTMENT'S 100 YEARS OF SERVICE2020-02-14

Ms. CHENEY

Ms. CHENEY. Madam Speaker, I rise today to congratulate the Torrington Volunteer Fire Department on celebrating 100 years of dedicated service to Torrington and the surrounding community. When it was formed on February 14, 1920, the department consisted of a horse-drawn cart and a fire bell. In the years that followed, the department received modern engines like the 1934 Ford engine that has been fully restored and is on display at the firehouse today. Volunteer fire companies play a critical role in keeping our communities safe, and I extend my thanks to all the volunteers--past and present--who have dedicated their time to Torrington. Today represents a milestone in the storied history of the department, and I know they will continue to serve their community with distinction for the next 100 years as well. Again, Madam Speaker, I extend my congratulations to the Torrington Volunteer Fire Department for 100 years of service.

MERCHANT MARINERS OF WORLD WAR II CONGRESSIONAL GOLD MEDAL ACT OF 20192020-01-30

Ms. CHENEY

Ms. CHENEY. Mr. Speaker, I thank Mr. McCaul for yielding. Mr. Speaker, the measures that we are voting on and debating today are unconstitutional, they are partisan, and they are dangerous for America's national security. The House already debated and voted on both of these bills during the NDAA process last year. Both were rejected, rightly, and stripped from the final NDAA for a reason. Now Speaker Pelosi is choosing to put this legislation on the floor once again in order to weaken the President just as the Democrats did with their unconstitutional War Powers Resolution earlier this month. Speaker Pelosi and the House Democrats are so unsure of their own substantive case that they are hiding behind House rules to make sure that Republicans can't even bring any amendment to this legislation. I wish this were a surprise, but it is, unfortunately, more of the same abuse of power we have become accustomed to under the Democratic majority in this House. Speaker Pelosi and the Democrats continue to demonstrate they hate the President so much that they will not even stand with him when he kills the world's deadliest terrorist. Representative Khanna's measure today would tie the President's hands at a time when he needs flexibility most. Earlier this month, Mr. Speaker, the President took action to protect American troops, to defend our national security, when he killed the terrorist Qasem Soleimani. His decisive strike against Soleimani made the world a safer place. In carrying out this action, President Trump relied on several authorities, including his Article II powers and the 2002 AUMF, the measure my colleagues on the other side of the aisle are attempting to repeal today. The bills before us will undermine the deterrence established by President Trump. They will embolden Iran. They will make conflict more, not less, likely. Weakness, Mr. Speaker, is provocative, and both of these measures convey weakness. Representative Khanna's bill is a serious constitutional transgression: It would call into question whether the President could defend our closest ally in the Middle East, Israel, without first getting approval from 535 Members of the House and the Senate; It would call into question whether he could protect our diplomats in Iraq, who have just, in recent months, faced attacks from Iranian- backed militias; It would call into question whether he could uphold the basic principle of freedom of navigation and defend against Iran's attacks on international shipping. Our troops are fighting today, Mr. Speaker, to protect the freedom of every person in this Chamber and every person across this country. They should never have to question whether they can defend themselves against America's enemies, but Representative Khanna's measure would sow exactly this kind of doubt. This bill ignores a key historical reality: Iran has been at war with the United States for four decades. The regime has been designated the world's leading state sponsor of terrorism for years on end. Hundreds of troops have died at the hands of Iranian-backed militias. As the U.S. faces these adversaries, it is absolutely critical that the President retain the flexibility to act swiftly and decisively when our interests or forces are threatened. It is time for my colleagues on the other side of the aisle to stop playing politics with the security of our Nation. I urge my colleagues to vote against these measures today.

Ms. CHENEY. Madam Speaker, I rise today to congratulate and honor Green River resident Donnette Petersen on celebrating her 100th birthday. Donnette has been a Green River resident for much of her life. She has been a staple of the Green River community and was known as quite the cook when she was younger and would host large dinner parties with friends. Donnette has been an example to her community and that was evidenced by the outpouring of support at her birthday parties. This is a wonderful time to celebrate Donnette and thank her for her contributions to Green River and the great state of Wyoming. In 1954 Helen and her husband, Eugene, moved to Cheyenne where they stayed for the rest of their lives. Helen took pride in her music store and was active in the local synagogue and the community. Helen was the last known Holocaust survivor in Wyoming and her presence in the Cheyenne community will be greatly missed. IRAN WAR POWERS RESOLUTION2020-01-09

Ms. CHENEY

Ms. CHENEY. Madam Speaker, the measure before us is an unconstitutional political stunt meant to undermine the President of the United States. It will not become law, but it will embolden Iran. The Speaker and my colleagues who support this resolution ought to admit to the American people what they are doing, that is, undermining United States defense policy towards Iran. Qasem Soleimani, the lead architect and overseer of Iran's web of terror is dead. This terrorist was responsible for the deaths of hundreds of American servicemembers, the killing of an American citizen in Iraq just 2 weeks ago, and the recent assaults against our Embassy in Baghdad. He was engaged in planning for further deadly attacks. But the Democrats in this body are so consumed by their hatred of President Trump that they will not even stand with him in support of the killing of the world's deadliest terrorist. Instead, they have suggested a moral equivalence between the United States and Iran. The Speaker of the House even blamed America, describing the killing of Soleimani as ``an unnecessary provocation.'' Madam Speaker, what is a provocation is the introduction of this resolution, which shows doubt about American resolve. It makes war more, not less likely. Madam Speaker, I urge my colleagues to stand united as Americans--to put partisan stunts aside--and to oppose this dangerous resolution.

UNITED STATES-MEXICO-CANADA AGREEMENT IMPLEMENTATION ACT2019-12-19

Ms. CHENEY

Ms. CHENEY. Madam Speaker, I thank the Republican leader of the Ways and Means Committee, my friend Mr. Brady, for all of his hard work, and Chairman Neal, as well, for his work on this. Sadly, Madam Speaker, last night, on the floor of this House, the Democrats impeached the President of the United States without any direct evidence. After that, we learned that, despite the fact that they claimed, for months, that impeachment was an urgent matter, Speaker Pelosi is refusing to send the Articles of Impeachment to the Senate. I suppose we shouldn't be surprised, as Leader McConnell, moments ago, said that these articles are a reflection of very shoddy work and a rigged and rushed process. The American voters will not forget the travesty that the House Democrats have overseen. Had they not been obsessed with impeaching President Trump, we could have approved this very deal a year ago. The bipartisan nature of this deal that we are here discussing today cannot cover up what happened on this floor last night. Trade with Mexico and Canada is vital to our economy in my home State of Wyoming. Exports from Wyoming to our North American partners totaled $207 million in 2018. This USMCA will open countless new opportunities for Wyoming businesses, especially our agriculture producers selling our goods like wheat and beef, increasing export opportunities and the thousands of jobs supported by trade in Wyoming. USMCA will also benefit our small- and medium-sized businesses, which already comprise 67 percent of our State's exports of machinery to Canada and Mexico. For too long, NAFTA allowed countries to take advantage of U.S. workers. USMCA, negotiated by the President, is vital to strengthening our relationship with our North American trade partners while still holding Canada and Mexico accountable. Madam Speaker, I support this crucial trade deal because it will bring tremendous benefits to my home State of Wyoming and all across the Nation, and I urge its approval today.

IMPEACHING DONALD JOHN TRUMP, PRESIDENT OF THE UNITED STATES, FOR HIGH CRIMES AND MISDEMEANORS2019-12-18

Ms. CHENEY

Ms. CHENEY. Madam Speaker, I rise today on the floor of this magnificent Chamber, the very heart of our democratic Republic, and I would imagine, Madam Speaker, that every one of us in this Chamber, regardless of party, understands, shares a common view, that being citizens of this great Republic is among life's most tremendous blessings. We all know that no force on Earth is more powerful than the force of freedom. It is our miraculous constitutional system, Madam Speaker, defended by our men and women in uniform that has safeguarded that freedom for 230 years. Each one of us in this Chamber bears a sacred duty, passed down to us through generations and affirmed in our oath of office, to preserve and protect our Constitution. Madam Speaker, our Nation's Framers recognized that this Republic is fragile and that extreme partisanship can be among the most severe threats to its survival. That is why, in Federalist 65, Alexander Hamilton wrote: ``. . . there will always be the greatest danger that the decision will be regulated more by the comparative strength of parties, than by the real demonstrations of innocence or guilt.'' Madam Speaker, our Democratic colleagues have been working to remove this President since the day he was elected, searching for an offense on which they could impeach. Failing to find one, Madam Speaker, they have decided to assume one. Rather than attempting to enforce their subpoenas in court, they have also decided to declare it a high crime and misdemeanor when the President of the United States asserts his constitutional privileges. The Democrats are asking Members of this body to impeach, despite the fact that they have presented no direct evidence of any impeachable offense. Let me say it one more time, Madam Speaker. They have presented no direct evidence of any impeachable offense. If anyone in this Chamber still believes the Democrats have proven their case, I would urge those Members to ask the chairman of the Intelligence Committee, Mr. Schiff, why he failed to appear to answer questions about his report. Before Members vote for impeachment, they might want to know why the author of the impeachment report will not defend it under questioning. If the House impeaches here, Madam Speaker, it will create exactly the type of risk the Framers cautioned us to avoid: It will mean that divided government can imperil a democratically elected President based on unproven allegations and innuendo in the absence of direct testimony. Despite all the rhetoric you have heard today, Madam Speaker, passage of these Articles of Impeachment may permanently damage our Republic. From this day forward, a hyperpartisan bare majority can cite this precedent to try to remove a future Commander in Chief. Madam Speaker, I urge my colleagues on both sides of the aisle to think of our Republic, think of the Constitution, think of the oath that we all swore to protect and defend that Constitution, and vote against these partisan, reckless, and dangerous Articles of Impeachment.

COMMEMORATING THE 150TH ANNIVERSARY OF WOMEN'S SUFFRAGE IN WYOMING2019-12-10

Ms. CHENEY

Ms. CHENEY. Madam Speaker, I rise today to commemorate and celebrate the 150th anniversary of women securing the right to vote in Wyoming. Today marks the 150th anniversary of Wyoming becoming the first in the nation to grant women the right to vote and hold elected office. Nicknamed the Equality State, Wyoming prides itself on being the first state to elect a female governor. Wyoming was the first state to appoint a woman to public office when Esther Hobart Morris--whose statue can be found here in the Capitol's Statuary Hall Collection--was appointed Justice of the Peace in Sweetwater County. Wyoming was invited to join the Union on the condition that women's suffrage was revoked, but in true Wyoming fashion our legislature refused, waiting until 1890 to become the 44th state. I am incredibly proud to call Wyoming home, and continue the tradition of women holding elected office in our state. Again, Madam Speaker, I want to celebrate the 150th anniversary of Women's Suffrage in Wyoming, and honor those Wyoming women who paved the way for women across the nation.

Ms. CHENEY

Ms. CHENEY. Mr. Speaker, I thank my friend and colleague, Mr. Woodall, for yielding. I miss our time together on the Rules Committee. I look forward to a Rules Committee under majority leadership in the near future, and we would like to have Mr. Woodall back. I thank him for all of his great service to our Nation and to this institution. Mr. Speaker, if we defeat the previous question, we will amend the rule and begin immediate consideration of the 2020 National Defense Authorization Act. I urge the House to move forward on this measure and give our men and women in uniform the resources they deserve and tools they need to defend all of us. As matters stand, Mr. Speaker, we are facing a grave situation. Combining the already delayed NDAA with the most recent continuing resolution is bad enough. But further delay on this defense bill, combined with the potential of yet one more continuing resolution, that, Mr. Speaker, is a national security nightmare. Timely, stable, adequate funding is a prerequisite for a strong military. It is the first step toward ensuring the security of each and every American. That is why, Mr. Speaker, it is vital that we, as a body, fulfill this, our most important constitutional duty, which is to provide for the common defense. If we fail to do so, nothing else we do in this body will matter. If this Chamber fails to do so, Mr. Speaker, make no mistake, the Democrats will be held to account. The partisan tactics and the baseless impeachment exercises we have seen will be to blame. Speaker Pelosi's leadership has cast a cloud over the defense authorization and appropriations processes in this body. In July, Mr. Speaker, the House voted on a hyperpartisan defense bill on an unprecedented party-line basis. This legislation was loaded with poison pills, but it did not have to be this way. The Senate passed its bill on a bipartisan basis, carrying on a decades-long tradition. Then, as if this partisanship on the defense bill wasn't enough, Democrats decided to begin a closed-door impeachment inquiry, an inquiry which has served only to distract and delay the NDAA process further. Not only that, Mr. Speaker, but the Democrats have hijacked the Intelligence Committee, one of the single most important committees in this body responsible for the security of this Nation. They have hijacked it with an impeachment process that we have now seen as an absolute and clear waste of valuable time, with huge costs to the American people. Think for a moment about the sacrifices our men and women in uniform are making right now, as I speak. Our troops are hunting down ISIS and al-Qaida terrorists; they are deterring rogue regimes; and they are working with vital allies around the world. They are securing the freedom of millions of Americans. Ensuring their ability to do so is not a matter for partisan tactics or delay. Protecting our men and women on the front lines should be Congress' first priority. Unfortunately, our men and women in uniform are, once again, being held hostage in order for the Democrats to chase an impeachment fantasy. The fact is that our adversaries are not pressing pause. China and Russia are developing hypersonic strike weapons, modernizing their nuclear forces, advancing their air and missile defenses, and increasingly making advances in emerging technologies such as artificial intelligence. These threats will not go away. In fact, the longer our national security is subject to partisan distractions, the harder it will become for America to match and overpower these threats. When Democrats choose partisanship over providing for our Nation's security, as they have since this Congress was sworn in, they are helping the Chinese, the Russians, rogue regimes, and terrorist groups. The American people will hold the Democrats accountable for their gross neglect of our constitutional obligations. Mr. Speaker, we must act now to pass a bipartisan NDAA to support our troops and to strengthen our security.

Ms. CHENEY

Ms. CHENEY. Madam Speaker, I thank our Republican leader of the Rules Committee for yielding to me. Madam Speaker, we have heard a lot this morning already, a desire, a desperation almost, on the part of my colleagues on the other side of the aisle that the Nation take this body seriously. They need to start acting like they take themselves seriously, Madam Speaker. When we are here gathered, discussing this most grave and solemn obligation we have, addressing impeachment, we know, Madam Speaker, what a serious process would look like. We have seen it before. We have seen Members on both sides of this aisle in the past when we have been engaged in the impeachment of a President act in a way that is serious, reflects the dignity of this body, and reflects the importance of the Constitution. That is the opposite, Madam Speaker, of what we have seen so far. No matter what my colleagues say about this legislation, no matter what my colleagues say about the process they have been engaged in to date, it is absolutely the case that it has been a secret process that has denied rights to the minority, that has involved leaking selectively things that the majority would like to have leaked, in which rights have absolutely been denied, and they cannot fix that. They cannot fix what has been a tainted record and a tainted process by now suddenly pretending they are opening it up. Madam Speaker, let me say one other thing. Every time I hear my colleagues on the other side of the aisle talk about efforts to somehow undermine national security for political gain, I can't help but think about what they are doing precisely this morning. When we are facing the threats we are facing as a Nation, my colleagues on the other side of the aisle--Speaker Pelosi, Chairman Schiff, and others--take what is arguably the single most important national security committee in this body, the House Intelligence Committee, and they tell the House Intelligence Committee: Turn away from those threats. Do not focus on oversight. Do not focus on the challenges we face. Instead, we are going to consume you in a political, partisan process to impeach the President of the United States. Madam Speaker, my colleagues on the Democratic side of the aisle will be held accountable by history for what they are doing.

Ms. CHENEY. Madam Speaker, they will be held accountable by history for what they are doing. They have absolutely no right to talk about threats to this Nation if they are diverting the full attention, resources, and focus of the House Intelligence Committee onto a sham political process run by Chairman Schiff and Speaker Pelosi. Madam Speaker, I urge my colleagues to oppose this resolution.

ARCTIC CULTURAL AND COASTAL PLAIN PROTECTION ACT2019-09-12

Ms. CHENEY

Ms. CHENEY. Mr. Chairman, I thank my colleague from Alaska for yielding. Mr. Chairman, I rise in strong opposition to this legislation. I wish I could say that I am surprised by the bills that are being brought before us this week, but I am not. The Democratic war on our economy, on America's families, and on fossil fuels continues. Mr. Chairman, energy independence is crucial for our economy and our security. I stand in strong solidarity with my friend and colleague from Alaska, someone who is a mentor not just to me, but to all on our side of the aisle. Partly, I stand in solidarity with him because I, like Mr. Young, represent my entire State. Like Alaska, Wyoming is no stranger to outsiders thinking they know what is best for us. The legislation we have before us today echoes the majority's goal of making the Green New Deal a reality, fundamentally changing our way of life by making us increasingly dependent on foreign sources of energy. Yesterday, Mr. Chairman, I joined my colleagues, Whip Scalise and the House Committee on Natural Resources ranking member, Mr. Bishop, to introduce the American Energy First Act. Our bill would end unnecessary overreach from Washington bureaucrats and enable States to manage energy production on lands within our borders. Our all-of-the-above pro-energy legislation would help put our families to work, further our energy independence, and put our national security at the forefront. Wyoming prides itself on our fossil fuels. We know that our economy and that our security depends on these. We consider our fossil fuels to be national treasures, and, Mr. Chairman, we thank God for our fossil fuels. Mr. Chairman, I stand here today to oppose this misguided anti-energy independence and anti-national security agenda that the Democratic majority has continued to put before us, and I urge my colleagues to oppose this bill.
