MAKING TECHNICAL AMENDMENTS TO UPDATE STATUTORY REFERENCES TO PROVISIONS RECLASSIFIED TO TITLE 34, UNITED STATES CODE, AND CORRECTING RELATED TECHNICAL ERRORS2023-11-13

Mr. CLINE

Mr. CLINE. Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 3578) to make technical amendments to update statutory references to provisions reclassified to title 34, United States Code, and to correct related technical errors.

Mr. CLINE. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 3578.

Mr. CLINE. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, this bill makes technical corrections to statutory references to title 34 of the United States Code. The title contains law pertaining to crime control and law enforcement. The bill was submitted to the Judiciary Committee by the nonpartisan Office of Law Revision Counsel. The OLRC is the office that helps the Committee with its responsibility to oversee and maintain the United States Code. As laws passed by Congress are incorporated into the Code, statutory references may no longer be accurate. This bill does not substantively change any law in the books. It simply makes technical corrections to ensure that statutory references are kept up-to-date. Mr. Speaker, I urge all Members to support the bill, and I reserve the balance of my time.

Mr. CLINE. Mr. Speaker, I urge my colleagues to support the bill, and I yield back the balance of my time.

Mr. CLINE

Mr. CLINE. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 3571.

Mr. CLINE. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, H.R. 3571 makes technical corrections to statutory references to title 2, title 50, and title 52 of the United States Code. These titles are where laws relating to Congress, war and national defense, and voting and elections are classified. This bill was submitted to the Judiciary Committee by the Office of Law Revision Counsel. These titles have been editorially reorganized to make them more clear and accessible. When titles of the Code are reorganized, statutory references may no longer be accurate. This bill does not substantively change any law on the books. It simply updates statutory references in the Code to ensure that they are correct. Mr. Speaker, I urge all Members to support the bill, and I reserve the balance of my time.

Mr. CLINE. Mr. Speaker, I urge my colleagues to support the bill, and I yield back the balance of my time.

ADDITIONAL PLACES FOR HOLDING COURT2023-11-13

Mr. CLINE

Mr. CLINE. Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 786) to amend title 28, United States Code, to provide an additional place for holding court for the Pecos Division of the Western District of Texas, and for other purposes.

Mr. CLINE. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 786.

Mr. CLINE. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, our courts and judicial system are the envy of the world. Americans rely on the Federal courts every day to protect their rights and obtain relief when those rights are violated. They also are the means by which we adjudicate claims that someone has violated our criminal laws. That is why improving and ensuring accessibility to the courts for our citizens is so important. This important bill adds just four words to the United States Code to save thousands of Americans in Texas and Washington lengthy and burdensome trips just to reach the nearest Federal courthouse. This bill authorizes the Federal courts in the Western District of Texas and the Western District of Washington to hold court in Alpine, Texas, and Mount Vernon, Washington, respectively. Both locations already have existing facilities necessary to hold court, so the cost of this bill is minimal. By authorizing these courts to utilize these locations, Congress will reduce administrative burdens on the court system and logistical burdens on those with business before these courts. For example, the Judicial Conference of the United States has noted that Americans in the Western District of Texas must drive as far as 100 miles to reach the courthouse in Pecos, Texas. The Judicial Conference has identified similar hardships for Americans in the Western District of Washington. Mr. Speaker, I support this commonsense, bipartisan bill, and I urge my colleagues on both sides of the aisle to do the same. Mr. Speaker, I reserve the balance of my time.

Mr. CLINE. Mr. Speaker, I urge my colleagues to support the bill, and I yield back the balance of my time.

RECOGNIZING THE 50TH ANNIVERSARY OF THE GARTH NEWEL MUSIC CENTER2023-11-03

Mr. CLINE

Mr. CLINE. Mr. Speaker, I rise to recognize the 50th anniversary of the Garth Newel Music Center, which is in the heart of Virginia's Allegheny Mountains. Garth Newel, the estate of celebrated artists and accomplished musicians Christine and William Sergeant Kendall, has been a home to the fine and performing arts since 1924. In 1973, with the help of Rowe String Quartet members Luca and Arlene Di Cecco, Ms. Kendall established the Garth Newel Music Center. When Ms. Kendall passed in 1981, her vision lived on through the leadership of the Di Ceccos and visiting artists. Today, the Music Center offers world-class performances, including the Garth Newel Piano Quartet, and educational programs. It has received several recognitions for its contributions to the cultural life of the Allegheny Highlands, such as the Chamber Music America's Acclaim Award, and Garth Newel is now listed on the National Register of Historic Places. Congratulations, again, to the Garth Newel Music Center on its 50th anniversary.

CONDEMNING THE ACTIONS OF NEW MEXICO GOVERNOR MICHELLE LUJAN GRISHAM2023-09-19

Mr. CLINE

Mr. CLINE. Mr. Speaker, once again, the members of the far left are disregarding this document, the United States Constitution, in order to undermine Americans' right to keep and bear arms. Just a few weeks ago, New Mexico Governor Lujan Grisham issued an executive order suspending the right to carry firearms in public across Albuquerque and Bernalillo Counties for at least 30 days and fining those who don't comply. This political power grab is a blatant attack on the Second Amendment and should infuriate every American. It sets a dangerous precedent for the rights of law-abiding Americans and threatens the very freedoms we hold so dear. We cannot allow it to go ignored. That is why I urge my colleagues to join me in support of the resolution condemning the actions of Governor Lujan Grisham for attempting to deprive the citizens of New Mexico of their right to bear arms. The people of this great country understand that the House Republican majority will always fight for their Second Amendment rights and uphold the Constitution. Congratulating the Clarke County High School Women's Soccer Team

Mr. CLINE. Mr. Speaker, I rise to recognize the Clarke County High School women's soccer team for winning the Class 2 State title, the program's second State championship in 3 years. After working hard all season, the Eagles left it all on the field and defeated the Central of Wise County Warriors by a score of 7-0. These talented student athletes include Avery and Sidney Shinabery, Danyelle Franz, Makenna Jarvis, Kelsey Elrod, Ivana Betancourth, Heather Cartagena, Bailey Mayo, Olivia Morise, Summer and Madison Toone, Audrey Price, Campbell Neiman, Morgan Walker, Ella O'Donnell, Lilly Suling, Tatiana Garcia, Kyleigh Goforth, Leah Mitchell, Krysna Miranda, and Noelle Whalen. Throughout the final game, the team overcame challenges, displayed superior skill, and dominated possession of the ball. This was Coach Ray Hawkins' first year as head coach; and under his leadership, the coaches, players, and staff built up their confidence to achieve their goals, and they did just that. Congratulations, again, to the Clarke County High School women's soccer team on this incredible achievement. Recognizing Martha's Meals on Wheels

Mr. CLINE. Mr. Speaker, I rise to recognize Martha's Meals on Wheels in Staunton, Virginia, for 50 years of service to our local community. In 1973, Minister Jo Lotz of the Emmanuel Episcopal Church and Martha Wilkerson began preparing meals in the church for those in need for Staunton residents, and their efforts eventually became Martha's Meals on Wheels. Five decades later, Martha's Meals on Wheels has gone from serving 20 people 5 days a week to now 30 to 35 people per day within the city limits with the help of Armstrong's Restaurant in Verona, which has been preparing the meals for 20 years. In 2019, the program fed 4,900 people, and last year fed 7,700 people. With 60 to 80 dedicated volunteers today, the program is expected to feed 7,800 people this year. Martha's Meals on Wheels' longevity stands as a testament to the civic spirit of the town and an example we should all follow: to always lend a helping hand to others. I thank Martha's Meals on Wheels and the volunteers for their selfless service and wish them many years of success to come.
