RECOGNIZING TRISTATE CURLS2024-07-23

Ms. ERNST

Ms. ERNST. Madam President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Tristate Curls of Sibley, IA, as the Senate Small Business of the Week. Megan Gerken founded Tristate Curls in 2018 as a specialty salon to serve clients with curly and wavy hair. During her professional salon training, Megan worked in various hair salons in her home State of Minnesota, where she is a licensed cosmetologist. She graduated from the Stewart Cosmetology School in Sioux Falls and has gone to Los Angeles, New York City, and Dallas for short-term trainings to develop techniques to work on curly hair. After working in Minneapolis for 5 years, Megan and her husband moved to Sibley, IA, where she opened her own hair salon. Tristate Curls started in a rented space in Sibley before Megan purchased a shop on 9th Street in 2020. Currently, she is the salon's lone stylist, but that doesn't stop her from bringing her passion and dedication to work every day. She ensures every client that walks into Tristate Curls doesn't leave until they are happy with their new hair style. She also makes an effort to explain the products she uses so her customers can recreate the same style at home. Megan is committed to sharing her wealth of knowledge with the next generation of hair stylists and doesn't shy away from giving tips and advice. In addition to running Tristate Curls, Megan works on the family farm with her husband and helps raise their cattle. Tristate Curls is an active member of the Sibley Chamber of Commerce and, in 2024, celebrated its sixth business anniversary. Tristate Curls' commitment to providing quality, specialized care for curly and wavy hair in Sibley, IA, is commendable. I want to congratulate Megan Gerken, the Gerken family, and Tristate Curls for their continued dedication to providing beauty care to the Osceola County community. I look forward to seeing their continued growth and success in Iowa.

RECOGNIZING AGRI-INDUSTRIAL PLASTICS COMPANY2024-07-23

Ms. ERNST

Ms. ERNST. Madam President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Agri-Industrial Plastics Company of Fairfield, IA, as the Senate Small Business of the Week. In 1978, Dick Smith founded Agri-Industrial Plastics Company in Fairfield, IA. After graduating from the University of Iowa with degrees in industrial and mechanical engineering, Dick set his sights on becoming an entrepreneur, and, along with four employees and a single machine, he began to break into the agriculture industry. Because of his unique experience and engineering perspective, the company was able to specialize in items such as baby pig feeders and farm drains. In the early years, Dick worked closely with trade leaders to enhance the plastic blow molding process in response to the development of new machines and materials to stay ahead of industry trends. Over the years, Agri-Industrial Plastics has built a reputation for its capabilities in plastic blow molding, serving industries from agriculture to medical equipment. Due to the business's rapid growth, Dick knew the next step was acquiring a larger facility to reach their potential. In 2015, he built a 104,000-square-foot-space addition. Today, the company is a proud employer of over 200 people still operating in the same building they started in over 45 years ago. Agri-Industrial Plastics emphasizes sustainability and does their best to conserve resources by investing in future solutions. In 2004, Agri-Industrial Plastics became the first nonautomotive custom blow molder to invest in technology capable of producing EPA-compliant fuel tanks, demonstrating the company's commitment to sustainability. They also installed a full solar roof in 2019, along with a Tesla battery system, marking the first successful solar project in the Midwest. All these initiatives have cut carbon emissions by over 10,000 tons, which is equivalent to planting over 264,000 trees. After years of running the company, Dick stepped down as president, giving way for his daughter Lori Shaefer-Weaton to take the reins. However, Dick continued his involvement by becoming chairman of the board. Lori leads by example and works hard to inspire the next generation. The Manufacturing Institute selected her for a 2021 STEP Ahead Award that recognizes women who have exhibited excellence and leadership throughout their careers. In 2023, Lori was named the Fairfield Chamber's Outstanding Citizen of the Year. Lori also chairs the Iowa Association of Business and Industry Foundation and recently joined the board of Iowa State's Center for Industrial Research and Service. Agri-Industrial Plastics Company plays an active role in the Fairfield community and throughout Iowa by partnering with colleges and universities across the State to provide students with training to obtain professional skills. In addition, the company contributed to the Cambridge Little Achievers Center, the Lord's Cupboard Women's Crisis Center, and the Jefferson County Kids Childcare Center. Agri-Industrial Plastics Company's commitment to giving back and providing high-quality products and services is outstanding. I want to congratulate Dick, Lori, and the entire team at Agri-Industrial Plastics Company for their continued dedication to excellence in the agriculture industry and cultivating the next generation. I look forward to seeing their continued growth and success in Iowa.

Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Barn Wired of Sigourney, IA, as the Senate Small Business of the Week. The owner of Barn Wired, Amanda Snakenberg embodies the essence of American entrepreneurship. Amanda sold personally designed barn boards and barbed-wired signs at craft fairs and farmers markets across Iowa as a side hustle that eventually led to the opening of Barn Wired in 2015. After 2 years of renting, Amanda's passion and dedication led her family to purchase a brick-and-mortar storefront on the historic downtown square in Sigourney that is located next to the town mural, offering a warm and welcoming atmosphere for all her customers. Barn Wired evolved from a specialty home decor business to a multifunctional community hub where not only can you buy one-of-a-kind crafts and home decorations, it also houses the only full-service coffee shop in the town. Barn Wired is no stranger to hosting community gatherings, wedding rehearsal dinners, class reunions, and special holidays. Today, Barn Wired employs 12 people throughout the community and will soon celebrate its 10th anniversary. Barn Wired offers a great selection of home-cooked meals, smoked meats, fresh salads, and more with Amanda and her team always ready to host live performers, providing entertainment and supporting local entrepreneurs. Barn Wired prioritizes community involvement. Amanda introduced initiatives such as Ladies' Night Around the Square and a community farmers market to showcase Sigourney's amazing businesses. She also collaborated with welding students, an autobody shop, and a local family to design planters for the town. Amanda herself sits on the July 4th planning committee, is a former board member for the Keokuk County Expo Fair, and was selected to be a representative on the Empower Rural Iowa Taskforce. Barn Wired is also a member of the Keokuk County Economic Development Coalition, which helps businesses across the county not only survive but thrive. RECOGNIZING L&J INDUSTRIES, INC.2024-07-11

Ms. ERNST

Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize L&J Industries of Charles City, IA, as the Senate Small Business of the Week. L&J Welding was founded in 1965 by James Garden as a welding and repair shop in Charles City. In 1986, James's son Chris started his career at L&J Welding after graduating with a degree in business from North Iowa Area Community College. In 1989, L&J Welding changed its name to L&J Industries, and James continued to grow the business with the support of his wife Lillian. They passed the torch to their son and daughter-in-law Chris and Lisa Garden in 2003. L&J Industries renovated their space in 2018 and converted it into an employee breakroom while simultaneously expanding their manufacturing plant. Today, they are known for manufacturing ``Free-Flow Floor Supports'' for grain bins both domestically and abroad. L&J Industries is a three-generation, family-owned-and-operated business with Chris and Lisa's children Jacie and Brady joining the team in 2022. The Garden family has been instrumental in connecting L&J Industries to the Charles City community and ensuring they remain in the same location on Cleveland Avenue. In 2002, it had been 37 years since James Garden founded L&J Industries when he sadly passed away. Prior to founding L&J Industries, James served in the U.S. Army during World War II and was an active member of VFW Post 4335. James Garden is succeeded by his wonderful family who continue his legacy of leadership, hard work, and service to his country and community. The Garden family is actively involved in the Charles City and Floyd County communities. For example, Chris is a member of the Charles City Rotary Club that leads the planning of the Santa's Shining Lights Show to provide the community with holiday festivities, and Lisa served on the board of The Learning Center, as well as a spokesperson for their fundraising. The city recognized their efforts, and in September 2010, L&J Industries received the Renew Rural Iowa Entrepreneur Award from the Iowa Farm Bureau. Three generations of the Garden family exemplify the American dream. I want to congratulate the family and the entire team at L&J Industries for their continued commitment to the Charles City community. As they move forward and continue to provide quality manufacturing services for the agriculture industry, the next generation of the Gardens will be inspired to uphold the values of the family business and take it to new heights.

Unanimous Consent Request--S. Res. 742 (Executive Session)2024-06-20

Ms. ERNST

Ms. ERNST. Mr. President, I rise today to remind this body that 42 days ago, it was confirmed that Martin Gruenberg fueled a toxic workplace culture at the FDIC. Yet he is still collecting a taxpayer- funded salary. On his first day in office, President Biden said: I am not joking when I say this: If you're ever working with me and I hear you treat another with disrespect . . . I promise you I will fire you on the spot. So that begs the question: Did the President forget his pledge or is he just ignoring it? Well, President Biden, it is time to put up or shut up. At Chairman Gruenberg's FDIC, employees stalked one another. They sent coworkers unwanted sexual photos of themselves and others. They made gross, lewd, and downright sexist comments, designed to belittle, intimidate, and sexualize their female coworkers. As the FDIC's own hand-picked investigator stated, ``for far too many employees and for far too long, the FDIC has failed to provide a workplace safe from sexual harassment, discrimination, and other interpersonal misconduct.'' The FDIC needs to clean up the raunchy 1990s frat house that Gruenberg has allowed to fester, and there is no better place to start than at the top. Gruenberg has proven he lacks the skills, judgment, and temperament to lead the FDIC. How can someone who can't regulate the behavior of the Agency be trusted to regulate the banking industry? He can't, and that has been proven. Public reports say Gruenberg personally looked the other way when it came to sexism, harassment, and racial discrimination. Investigators determined that Gruenberg himself had a reputation of ``losing his temper and interacting with staff in a demeaning and inappropriate way.'' They also claimed Gruenberg was either unable or unwilling to recognize his failures, except when the writing was on the wall. I am aware Gruenberg has agreed to resign, but only after the Senate confirms a replacement. By his own admission, Gruenberg must resign-- not tomorrow, not next week, but today. But we all know why he is refusing to just quit today. If and when the FDIC chairmanship becomes vacant, the Vice Chair, who is currently a Republican, assumes the chairmanship. Now, President Biden has nominated someone to backfill Gruenberg, and I look forward to reviewing her record and her credentials. But we all know it will take significant time for her to go through the confirmation process and face a vote here in the Senate. Let us be crystal clear about what is happening. President Biden is letting a dirtbag run the FDIC for who knows how long because he cares more about politics than protecting women in the workplace. Integrity means doing the right thing when no one is looking. At this turbulent time, the FDIC deserves a leader who acts with integrity, and Gruenberg's conduct doesn't fit the bill. Simply put, the time has come to turn the page on Martin Gruenberg. President Biden should put his money where his mouth is and fire him. But since Biden doesn't seem to remember his own pledge, it is the responsibility of the Senate to remind him of it. And for that reason, as if in legislative session, I ask unanimous consent that the Senate proceed to the consideration of S. Res. 742, which is at the desk. I further ask that the resolution be agreed to, the preamble be agreed to, and that the motions to reconsider be considered made and laid upon the table with no intervening action or debate.

Ms. ERNST. Mr. President, the women of the FDIC do deserve more than a fly-by-night confirmation. This needs to be carefully considered. Simply put, this position at this time is too important. We are talking about an Agency that for literally decades has been plagued by some of the most toxic working conditions that any of us have ever seen. So we know that President Joe Biden has nominated Commissioner Romero to replace a scumbag--we know that--but it doesn't mean that her nomination shouldn't be carefully scrutinized. So we do hope we can put some time and consideration into the nomination. But I would say that getting rid of Martin Gruenberg today would state to the employees of the FDIC that the President takes these allegations seriously and that he does want to prevent sexual harassment, hopefully setting the stage for future leaders within the FDIC, because right now, those employees do not feel they have been heard. Allowing Martin Gruenberg to continue in the position is just furthering--furthering--the way they feel, and they feel very little at this time. Sexual harassment has no place in this workplace or any workplace. The President needs to send a strong message to the FDIC that it will not be tolerated.

RECOGNIZING RAYMON ENTERPRISES, INC.2024-06-17

Ms. ERNST

Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Raymon Enterprises of Albion, IA, as the Senate Small Business of the Week. In 1973, Don Martin founded Donco Industries in Waterloo. The company started by manufacturing passive sound absorption materials for heating, ventilation, and air conditioning--HVAC--systems with just four employees and two motorized machines. In 1979, after moving to a new location above a bowling alley in Eldora, Larry and Joynell Raymon took an interest in the business. The Raymons took a leap of faith and acquired the company in 1985, after moving operations to their current location in Albion. In 2006, the Raymon family renamed the business to Raymon Enterprises. Today, the family company is a major manufacturer of commercial-grade grilles, registers, and diffusers used in HVAC systems across the United States and Canada. In 2022, Larry's son Chad was named president of the company that now employs more than 80 people and operates out of a 65,000-square-foot state-of-the-art facility in Albion. In 2023, Raymon Enterprises celebrated its 50th anniversary, marking over five decades of high-quality products and incredible customer service. Over the years, Raymon Enterprises has not only focused on company growth but also on giving back to the community. In 1988, Larry received the Small Business Administration's Des Moines District Small Business Person of the Year award. In 1992, the company was named the Marshalltown Chamber Member of the Year. Today, Raymon Enterprises holds membership with the American Legion, American Veterans, the Farm Bureau, and the American Society of Heating, Refrigeration, and Air- Conditioning Engineers. As a member of the Army National Guard, Larry has a special appreciation for those who serve. Using their own funds, the Raymon family opened the Raymon Veterans Park in Albion. The park features a fully restored M110A2 Howitzer from Operation Desert Storm and, most importantly, a beautiful dedication plaza to honor America's veterans. In 2023, the park hosted its first Memorial Day service, attracting over 300 people who came to show their support and gratitude. The family hopes to continue the tradition each year on Memorial Day. After years of leading the company, Larry passed away in February 2024. His leadership extended beyond business through his work to make a significant impact in Iowa and the Albion community. Larry served in the Army National Guard and founded the Marshalltown Economic Development Impact Committee, a community-based economic development organization that created over 100 new jobs in Marshall County. The entire Raymon family exemplifies the spirit of perseverance and dedication to your community. I want to congratulate the Raymon family and everyone at Raymon Enterprises for their continued commitment to Albion and the entire State of Iowa. As they continue forward, their legacy of excellence and community service is sure to inspire future generations. I look forward to witnessing their continued growth and success in Iowa.

RIGHT TO CONTRACEPTION ACT--MOTION TO PROCEED2024-06-05

Ms. ERNST

Ms. ERNST. The so-called Right to Contraception Act goes far beyond the scope of providing access to contraception. It is important the American people understand what the Democrats are peddling. Senator Markey's bill creates a precedent to mandate access to abortion drugs for women and girls of all ages. It also allows taxpayer dollars to be funneled to organizations like Planned Parenthood. The bill removes conscious freedom protections, which allow our doctors and nurses to maintain their religious and moral beliefs while practicing medicine, a right that we are all afforded in the workplace which should be upheld. I would like to remind my Democrat colleagues of the Religious Freedom Restoration Act--or RFRA is what we call it here. It is a law that was championed by Senator Chuck Schumer more than 30 years ago. The majority leader has really come a long way, hasn't he? Just like President Biden who used to be pro-life. Religious professionals and organizations across the country rely on RFRA for protection from broad government overreach. Yet the Democrats are willing to upend that precedent for politics and, more importantly, for abortion. Let's be clear what is going on here. From the Senate to the White House, Democrats do not have anything to run on--no agenda that resonates with the American people. So instead, they are fearmongering in the name of politics. Fortunately, Republicans have a solution: the Allowing Greater Access to Safe and Effective Contraception Act. Like 90 percent of Americans, I believe routine-use contraception should be safe and accessible. That is why I have long worked to increase access to safe and effective over-the-counter oral contraceptives. With my bill, we are ensuring women 18 and over can walk into any pharmacy, whether in Red Oak, IA, or Washington, DC, and purchase a safe and effective birth control option. This Republican bill creates a priority review designation for over- the-counter birth control options to encourage the FDA to act quickly. I am encouraged that as of this year, the first, but the only, over- the-counter option on the market has been approved. But having just one over-the-counter product on the market is just a starting point. We need more options that are truly effective for women--women in rural areas, women facing domestic violence. In addition, my bill brings much needed transparency and accountability in Federal spending to better understand where gaps are occurring and also to ensure dollars are actually going to supporting women and families. GAO will take a 15-year look back at total dollar amounts for contraception reimbursement, inventory stocking, provider training, and patient education efforts to help better inform us as lawmakers and you as taxpayers on where and how our money is being spent. Madam President, I ask unanimous consent that the Senate proceed to the immediate consideration of Calendar No. 418, S. 4447; further, that the bill be considered read a third time and passed; and the motion to reconsider be considered made and laid upon the table with no intervening action or debate.

Ms. ERNST. Madam President, I am disheartened to see my colleague from Minnesota rise in opposition. I respect her greatly as well, and we do disagree on this issue. But, unfortunately, given the nature of this political exercise, I am not surprised. This was never about finding real solutions. This was always about fearmongering and election-year stunts. My effort, one that many of my Republican colleagues support, is a commonsense solution to give women more access to over-the-counter birth control options and bring accountability to government spending, not about finding loopholes so we can find a way to fund those drugs that cause abortions. Despite attacks from the same far left that promotes drugs that endanger women, encourages the death of the unborn, I will always stand up for families. And as a mother and a grandmother, alongside my fellow Republican Senators, I will continue to protect life, while supporting policies that equip women to raise children to live the American dream.

Unanimous Consent Request--S. 160 (Executive Session)2024-05-23

Ms. ERNST

Ms. ERNST. Mr. President, President Biden has opened our homeland to the world's criminals. Under his leadership, over 9 million illegal immigrants have crossed our southern border--9 million people. That is more people than the population of 75 percent of our States. Month after month and year after year, the Biden administration is shattering all the wrong records. For example, CBP has reported 1.6 million known ``got-aways'' in the last 3 years, a stark increase from the 1.4 million known ``got-aways'' we saw in a 10-year span from 2010 to 2020. And that is just the known ``got-aways.'' Who really knows how many people have gotten past CBP undetected? And these aren't just plain old numbers, folks. OK? They are people that, too often, include violent criminals who harm Americans. Hardly a day goes by without hearing of another American who has fallen victim to crimes perpetuated by the illegal immigrants the Biden administration has let flood into our country. We all read the stories of the illegals arrested on serious criminal charges and post bail, never to be heard from again. Everyone knows the story of Laken Riley, the 22-year-old nursing student, beaten to death by an illegal immigrant who was in police custody in New York City before being let go. But the crisis only continues. Just last Friday, news broke that Raul Santana, a Mexican national who is in the United States illegally, had his bail dropped from $1 million to $100,000. What did he do? Well, he struck and killed Washington State Trooper Christopher Gadd while driving drunk and high at 112 miles per hour. For more than 8 years, I have warned against the dangers of letting illegal immigrants--who have already broken our laws--roam the country and continue their lawlessness. I have repeatedly called on this body to step up and protect innocent Americans from criminals who are in our country illegally and pass my bill, Sarah's Law. Eight years ago, Iowans Michelle and Scott Root woke up to every parent's worst nightmare. Their daughter Sarah was killed by a drunk driver. Sarah, a 21-year-old from Council Bluffs, had just graduated from Bellevue University in Nebraska with a 4.0 GPA. She had a bachelor's degree in criminal investigations. She was headed home after celebrating her important life milestone with her friends and her family. She had her entire life ahead of her. But like Trooper Gadd, she was struck and killed by an illegal immigrant drunk driving. Before the Root family could even lay Sarah to rest, her murderer posted a $5,000 bond, was released, disappeared, and has never been seen again. These tragedies don't have to continue happening. Today, we can act to ensure no family will be subject to the pain and anguish Sarah's parents have experienced every day for the past 8 years. My bill, which is named for Sarah, would close the appalling loophole that let Sarah's killer go free. It would merely require ICE to detain otherwise deportable illegal immigrants charged with killing or seriously injuring another person. It also requires ICE to inform victims and family members of necessary information pertaining to the investigation. Had Sarah's Law been on the books when Sarah and Laken and Trooper Gadd were murdered, law enforcement would have to detain their killers instead of opening the door for them to simply flee. The Roots, the Rileys, and the Gadds would have been kept up-to-date on Federal immigration authorities' efforts to remove their loved one's murderers from the country. Simply put, folks, this should be easy. This should be easy. Sarah, Laken, and Trooper Gadd's deaths are tragic and, unfortunately, doomed to be repeated, thanks to the administration's broken and ill-informed policies and my Democrat colleagues' refusal to take up this very simple legislation. Those who come here illegally and harm our citizens should, without question, be a priority for removal. It is just common sense, folks. Otherwise deportable illegal immigrants who commit violent crimes in the United States should face justice. We can no longer prioritize illegal immigrants over public safety. We must pass Sarah's Law to send this message loud and clear for Sarah's family and for countless American families that Sarah's Law would protect. As in legislative session, I ask unanimous consent that the Committee on the Judiciary be discharged from further consideration of S. 160 and the Senate proceed to its immediate consideration; further, that the bill be considered read a third time and passed and the motion to reconsider be considered made and laid upon the table.

Ms. ERNST. Madam President, I will just respond briefly to a number of points made by my colleague in opposition to this bill. And, one, I just want to say that this UC--this bill--I am not trying to detract or distract from the vote that will happen this afternoon. This is an effort I have engaged on for 8 years. I have brought this bill to the floor many times in an effort to see it passed for Sarah, for her family and for others who are in this similar situation. So I would hope that we would be able to pass it today. I know that I will again, in the future, be bringing this bill to the floor. As my colleague pointed out, we do--we do--appreciate the fact that there is crime all across the United States. And for those who are impacted by that crime, we do wish that they had not had to go through that crime. But the fact of the matter is, there is a difference between American citizens who are committing crimes and illegal immigrants who are committing crimes against American citizens. The difference is that many times those illegal immigrants whom, in my bill, I am asking ICE to detain so that they can go to their hearings--I am asking ICE to detain them--not voluntarily detain, maybe have someone release them early, but they will be detained to face justice. Many times those illegal immigrants are operating under assumed names, under assumed Social Security numbers. We don't know their true identities. Many times they don't have roots in communities. So what has happened--and we know this to be true because it happened in the case of Sarah Root and her killer--is that Edwin Mejia--that is at least one of the names that this gentleman used while he was in the United States--when he was released on bond, he was able to slip into the shadows, and the authorities were not able to trace him. They were not able to find him. Why? Because he was an illegal immigrant, operating under many assumed names, operating out of many different communities, with who knows which family or what contacts. When American citizens are committing crimes, oftentimes we can trace them. We know who they are. We know who their family members are. We know where they have worked. It is very different with those who enter the country illegally. We can't trace them. We can't find them. The families like Sarah Root's family--Michelle Root and Scott Root will never see justice for their daughter because the man who killed her was released and slipped right back into the shadows where he came from. This family in Council Bluffs, IA, will never see justice for their daughter. Many of these other families will never see justice for their loved ones because our law does not require ICE to detain and hold those murderers--those killers--until they have been seen by a court of law. That is what my bill does. It requires the detention. It does not allow ICE to voluntarily keep them. It requires them to keep them-- justice for our families. I yield the floor.

Israel (Executive Calendar)2024-05-22

Ms. ERNST

Ms. ERNST. Madam President, first, I would like to thank the Senator from South Carolina. We know that normalization between Saudi Arabia and Israel is incredibly important, and the Senator from South Carolina has been knee-deep in efforts to bring those two nations together. I would like to thank him first for that. America's promises mean something--or at least they should. President Biden has repeatedly promised that his commitment to Israel is ironclad, but revoking much needed military support for our closest Middle Eastern ally says otherwise. Let's be clear: The Middle East--really, the entire world--right now is on fire, and the blame lies, in large part, on the shoulders of the administration. President Biden's weak leadership has consistently appeased our enemies and abandoned our allies. This dangerous trend began with the disastrous withdrawal from Afghanistan, where he left behind Americans and Afghan allies to the mercies of Taliban rule. As a result, terrorists across the globe rejoice at Biden's decisions instead of trembling in fear of the United States as they once did and should. Two weeks ago, I returned from Israel, where I advocated for the release of American hostages held captive by Iran-backed Hamas. I stood before Israeli officials, including Prime Minister Binyamin Netanyahu, and assured them that America has your back. Yet, as my words were still reverberating, the Biden administration sent a far different, far more damaging message to our ally: We are withholding key munitions. Unbelievable and unconscionable. Let's not miss that the very weapons that President Biden is withholding include kits that will convert bombs into precision-guided weapons--tools that would help Israel conduct very precise strikes against Hamas, thus reducing civilian casualties. Mind you, reducing civilian casualties is the administration's stated goal when it comes to how the IDF prosecutes their rightful retaliation. Yet the Biden White House is withholding the very means Israel needs to accomplish this goal. It is total hypocrisy, folks. As Prime Minister Netanyahu said to me and to the world, the United States withholding these precision-guided capabilities will not stop Israel from defending itself. But make no mistake, Biden's decision will make it harder for Israel to avoid civilian deaths. This, my friends, is a very, very grim reality. In April, Congress, with my help, stood firmly with our ally by approving critical weapons support for Israel. Leading up to the passage of this bill, President Biden himself declared the aid to Israel was critical and called for ``swift and decisive action'' to ensure Israel had everything it needed to defend itself. Yet, now, when it is his time to act, Biden fails to do so. Since October 7, Israel has faced existential, Iran-backed threats on every side. In the Gaza Strip, Hamas terrorists continue to attack our friend and hold dozens of hostages, including Americans--our American eight. Hezbollah forces continue to bomb northern Israel, forcing the evacuation of 60,000 Israelis. Houthis have also attacked dozens of ships crossing the Red Sea in order to strangle the Israeli economy. And, of course, Iran--the supporter of all of these terrorist groups-- launched more than 300 projectiles against Israel last month in an unprecedented escalation, not to mention the attacks by Iranian proxies on our own servicemembers in the region. Three American servicemembers were killed at Tower 22 in Jordan. Let's not forget. As Israel faces these dangers, we must give her the arms needed to fight and win--to destroy the Hamas terrorists that continue to hold our--our--fellow citizens hostage, the American eight. What must not get lost in all the noise is that the decision to withhold weapons from Israel reeks of politics. The President is choosing to capitulate to an anti-Israel, pro-Hamas faction within his own party. He does so at his own peril and, more importantly, at the peril of countless lives. President Biden, you have made your choice. You are choosing the side of Iran-backed Hamas terrorists who brutally rape women and burn children. You are choosing the side of anti-Semites who are ruining the lives of Jewish students across this country. You will live with the consequences of your choices and, most gravely, so will the American hostages and U.S. servicemembers being targeted by Iranian proxies every single day. Republicans will not waver in our support for Israel and our Jewish friends. ``Never again'' is not just a slogan; it is a solemn vow, and in this pivotal moment, we will stand on the right side of history. I yield the floor.

RECOGNIZING DUTCHLAND FOODS2024-05-14

Ms. ERNST

Ms. ERNST. Mr. President, as ranking member of the U.S. Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Dutchland Foods of Lester, IA, as the Senate Small Business of the Week. In 1992, Wayne and Jennie Van Wyhe founded Dutchland Foods with their son, Pete, and his wife Susan in Lester, IA. To start Dutchland Foods, the Van Wyhes purchased a building on Main Street and made only braided Danish pastries. The first building was formerly a bank, and the family made their pastries in a single room. Dutchland Foods also converted the bank's safe into a walk-in cooler. In 1993, Dutchland Foods added a 2,000-square-foot addition for equipment and cold storage and added another 9,000-square-foot addition in 2003. In 2006, Dutchland Foods acquired a new location in Lester when the Van Wyhe family purchased the old fire station. Dutchland Foods currently operates in two facilities in Lester, with their most recent one opening in 2018. Dutchland Foods is an exemplary family business. Four generations of the Van Wyhe family have worked at the company. Today, Pete and Susan's sons Mychal, Monty, and Malachi run the day-to-day operations while Pete serves as CEO. Jennie and Wayne Van Wyhe passed away in 2010 and 2022 respectively, leaving behind a legacy of dedication to the Lester community, love of their family, and excellence in the baked goods industry. Today, Dutchland Foods distributes its baked goods nationally and serves as a food supplier for fundraisers through the Dutchland Fundraising division of their business. In May 2024, Dutchland Foods announced that they will begin distributing their baked goods internationally to the United Kingdom. Dutchland Foods currently sells bulk baked goods to the coffee shop, hospitality, bakery, catering, and restaurant industries. Their products are available for purchase in bulk through the Filled Kouign Ammans, Dutchland Classic Pastries, Pappy's Pie Dough, Pastry Puffins, and Butterhearts brands. This week, it is my privilege to recognize The Bakery on Broadway of Audubon, IA, as the Senate Small Business of the Week. In 2020, Kate Hargens founded The Bakery on Broadway to revitalize downtown Audubon. Kate grew up in California and spent several years working as a food scientist before moving to the rural Iowa town. She started her career as a baker who made custom cakes in her family home before purchasing a local coffee shop. The Bakery on Broadway started with Kate and one full-time employee and now employs 15 people. The business serves fresh pastries made daily, custom cakes, smoothies, and coffees, in addition to featuring a breakfast and lunch menu that brings ``West Coast''-inspired foods to Iowa. The Bakery on Broadway also serves as an important community space in Audubon. It hosts seasonal ``What's Happening in Audubon'' events, which is a weekly public forum held on Tuesdays in the late fall and early spring. The events bring the community together to discuss a broad range of topics important to the area. The Bakery on Broadway is involved in the Iowa art community as well. They have a retail space in the bakery that sells art from Iowa artists. Since early 2023, they have hosted the Art on Broadway event that showcases artwork customers can purchase. The bakery also recently unveiled a mural on the newly renovated side of their building painted by Des Moines artist Jenna Brownlee. Kate Hargens is actively involved in the Audubon community. Kate was instrumental in founding the nonprofit Children's Nest Childcare Center and previously served as the president. She also served on the fundraising committee for the Audubon Rec Center and was on the board of the Rose Theater. LEGISLATIVE SESSION2024-05-07

Ms. ERNST

Ms. ERNST. I would like to thank my colleagues for joining me here on the floor again this evening--the Senator from South Carolina and the Senator from North Dakota. Thank you for raising this issue and showing leadership for our friends across the Nation. Mr. President, I rise in support of this resolution and to condemn the rise of anti-Semitic hate speech and violence we are seeing at colleges and universities throughout our country. Like so many parents and grandparents, I want our children to be allowed to freely express their thoughts and their views, but what we are seeing right now goes way beyond that. This is not free speech; it is violent, abusive discrimination, and it has to stop. Six months ago, I sent a letter, alongside my colleague and ranking member of the Senate Health, Education, Labor, and Pensions Committee, Senator Cassidy, urging the Biden administration to protect college students from targeted attacks on campuses. I spoke to anti-Semitic incidents, including vandalism of fraternity homes and club meeting spaces, dorm room doors being set on fire, professors making examples of Jewish students by placing them in a corner of their classroom to emulate the Palestinian experience. Today, exactly 214 days since Iran-backed Hamas attacked Israel, the Biden administration has finally released guidance clarifying that fostering a hostile environment on campus is, in fact, a violation of the Civil Rights Act--something I have been saying all along. In the past month alone, we have seen Jewish students physically blocked from entering their academic buildings, with protesters surrounding them chanting ``death to America.'' We have seen protesters holding the Nazi salute as Jewish students walk through campus. We watched protesters take hammers to the windows of academic buildings, all the while claiming to be ``peaceful.'' To date, we have seen 80 different schools play host to these protests, and more than 50 of those schools have required law enforcement presence, resulting in arrests. Folks, the fact that we needed 20 pages of examples, modeled on students' real experiences, to tell us that these actions are unacceptable is absolutely ridiculous. Secretary Cardona needs to take a hard look at the number of title VI complaints his team has received in the past 6 months. He claims schools are ``mitigating'' the violence and discrimination, but I have yet to see real solutions for the students, too scared to even walk across the quad to the cafeteria. This anti-Semitism is un-American, wholly unacceptable, and we should be unified in our intolerance to it. I call on President Biden and Secretary Cardona to remove Federal funding from these schools that are allowing Jewish hate on their campuses, and I call on the Senate to stand united in the face of this abhorrent behavior and to say with one voice, wholeheartedly: We condemn anti-Semitism. ``Never again'' is right now. I yield my time to the gentleman from North Dakota.

DR. MARTIN LUTHER KING, JR.'S LETTER FROM BIRMINGHAM JAIL2024-05-01

Ms. ERNST

Ms. ERNST. Madam President, I want to thank the Senator from West Virginia for arranging today's floor speeches focused on FAFSA. Today is May 1, and it is national college decision day. Typically, this day is cause for celebration for students and families all across the United States. Finalizing the next step after high school represents a huge milestone for young men and women and one that is earned by that late- night studying, participating in different extracurricular activities, and meticulously filling out applications, and oftentimes determined by a good old college road trip. Together, families will hop on the highway to find their future college or university, hopefully of that student's choosing. This year, as folks embarked on this journey, little did they know that the Biden administration would be putting up roadblocks. So, today, instead of celebrating college decision day, there are millions of young people waiting anxiously to hear from the Department of Education on whether they will be able to afford college. The best way for college hopefuls to know what support they may receive comes from the free application for Federal student aid, which we call the FAFSA. Due to incomplete planning measures and likely yielding to progressives' priorities, Biden's Department of Education released this year's FAFSA form 3 months late, drastically condensing the timeline for families to submit it. To this day, they still haven't fixed their fiasco, and the negative implications are like a five-car pileup. Since the delayed January release of the new FAFSA form, I have been driving river to river across Iowa, hearing from students, from their parents, and from aid administrators and counselors on the impact of this disastrous rollout. I recently met with Jennifer Holliday. Jennifer is a fellow farm kid and the current student body president of Iowa State University. So go, Jennifer, and ``Go Clones!'' She and her younger sister eagerly submitted their FAFSA forms as early as possible, but as of last week, Jennifer had still not received her estimated aid even though her sister received it months ago. Folks, we are talking about two kids from the same family. It doesn't make any sense. During our conversation, Jennifer told me that she is scared to see how much her aid offer will decrease due to the Department penalizing farm families. Even though the new FAFSA formula was supposed to improve eligibility for aid, it has instead caused some farm families' expected contributions to skyrocket more than five times. Sadly, these FAFSA fumbles are far too common under the Biden administration. An exceptionally bright high schooler from Des Moines shared with me that while he hoped to have a traditional college experience living in a dorm at a 4-year university in Iowa, he still wasn't sure what his aid package would look like. Since he wasn't willing to sign up for debt without knowing exactly what he would have to pay--that is a smart kid--he plans to live at home and attend community college for now, hoping the FAFSA fiasco is fixed in time to try again next year. But this wreck isn't just punishing high school seniors. I recently spoke to a mom of four from Sioux City, and she told me that she went back to school after more than a decade. Again, she was a young mother, a mother of four, and she really wanted to finish her degree, so she went to school after more than a decade to complete her teaching degree. Her goal is to teach high school history and equip our next generation. And like so many other hopefuls, she still has not received a clear estimate of her aid, and it remains to be seen if she will be able to pay for her fall semester classes. As the Biden administration refuses to provide a clear path for students or school administrators, we continue to see the Department detour its attention to Democrat priorities. After more than 3 months of requests from my office, this administration has failed to provide Congress with a transparent response on how they are adequately making corrections to the FAFSA, even as we are rapidly approaching next year's rollout. Meanwhile, just 2 weeks ago, right before college decision day, the Biden administration announced an additional $7.4 billion in loan cancellation and $6 billion more today, bringing the grand total to $160 billion. Biden's Ed Department has also prioritized radical gender ideology over the most fundamental statutory protections of women in schools. It is clear, folks, the left lane to higher learning has been paved with the President's political pet projects, and Iowans are in for a bumpy ride. When Congress passed the FAFSA Simplification Act, it was done so with the understanding that the Department of Education would prioritize a thorough and well-tested model for the student aid form. Well, that clearly has not happened. While the administration has had FAFSA under construction for 3 years--yes, 3 years to get this rollout right--traffic is still at a screeching halt. But rest assured, folks, I am fighting back--first, to ensure not a cent allocated for the FAFSA simplification was spent on Biden's student loan bailout; second, to allow students like whose stories I have shared, those farm kids from rural Iowa, our non- traditional students, mothers who are looking for a second opportunity, and everyone who is forced to miss out on pursuing the college of their choice this year because of the administration's incompetence to get access to the potentially life-changing aid they deserve. There is significant roadwork ahead, but I am not pumping the brakes until the Biden administration removes these roadblocks and fixes its FAFSA fiasco. I yield back.

Remembering Colonel Ralph Puckett (Executive Session)2024-04-30

Ms. ERNST

Ms. ERNST. Mr. President, typically, legends emerge long after individuals or events they commemorate have passed into history; however, the legend of COL Ralph Puckett was present among us for decades. Ralph Puckett, Jr., was a giant of a man in his accomplishments, duties, and passion. He started on his journey into legendary history when he graduated from West Point in 1949, commissioning as an infantry officer. Following the outbreak of the Korean conflict in 1950, Lieutenant Puckett volunteered to command the newly created Eighth Army Ranger Company. This freshly minted lieutenant was charged with turning noninfantry soldiers into battle-ready Rangers in only 5\1/2\ weeks, and to no one's surprise, he did it. On November 25, 1950, the Rangers dismounted their vehicles under heavy fire and secured Hill 205 against an onslaught of North Korean fighters, who outnumbered them nearly 10 to 1. Lieutenant Puckett was instrumental in this effort. He called in supporting artillery fires dangerously close to his position. He intentionally exposed himself on six occasions, allowing the enemy force to focus on him while enabling his men to locate and kill the enemy. Lieutenant Puckett was wounded twice in this battle, but he refused to be evacuated and instead chose to continue to lead his men while they repelled five consecutive counterattacks. It wasn't until the sixth counterattack, with supporting artillery fires unavailable and in the face of almost certain death, that Lieutenant Puckett ordered his men to leave him behind due to his injuries and the chaos surrounding the close-quarters fighting. Instead of leaving their commander, two rangers fought their way to Lieutenant Puckett, and they dragged him to safety. For his actions, he was awarded the Distinguished Service Cross. Following the battle that nearly cost Lieutenant Puckett his life, he was sent to Fort Benning, GA, for recovery. There he met his future bride, Miss Jeannie Martin. They would later be married on November 26, 1952, the second anniversary of the battle. Instead of retiring from military service, Lieutenant Puckett chose to serve as a combat arms officer at the U.S. Army Ranger School. In 1967, Lieutenant Colonel Puckett volunteered for a tour in Vietnam, where he once again led soldiers in combat, most notably during the Tet Offensive. In 1971, after 22 years of service, Colonel Puckett retired from Active Duty, but that was not the end of Colonel Puckett's service. When he and his family moved to Georgia in 1990, he devoted much of his time to speak on base and to teach leadership courses. He also participated in numerous field training exercises and visited soldiers serving all around the world to pass on the leadership and life lessons he learned during his multiple combat tours. Colonel Puckett's influence extended to virtually every senior infantry officer and noncommissioned officer who served at Fort Benning--now Fort Moore--or within the 75th Ranger Regiment for nearly two decades. However, his mentorship wasn't limited to the men and women at the senior ranks. It resonated across all levels of our military. Between his leadership while on Active Duty and mentorship after he retired, Colonel Puckett influenced generations of servicemembers, including me. I was fortunate enough to meet Colonel Puckett when I worked on Fort Moore in the 1990s. When I was deployed in support of Operation Iraqi Freedom, from 2003 to 2004, Colonel Puckett, who had become a mentor, would write to me with words of advice and motivation. For a man of his stature and legacy to spend this time mentoring a young captain on deployment is just one small example of the character and tireless devotion of Colonel Puckett. Rightly so, Colonel Puckett was an inaugural inductee into the U.S. Army Ranger Hall of Fame. He would go on to be the honorary colonel of the 75th Ranger Regiment from 1996 to 2008. On May 21, 2021, Colonel Puckett's Distinguished Service Cross was upgraded to the Medal of Honor in a White House ceremony that I was very, very privileged and fortunate to attend. Colonel Puckett lived a life of devoted service to our Nation. His military awards include the Medal of Honor, the Distinguished Service Cross, two Silver Stars, three Legions of Merit, two Bronze Stars with ``V'' device for valor, and five Purple Hearts. In addition, he has the Combat Infantryman's Badge with star, Special Forces Tab, and Ranger Tab. Colonel Puckett was a legend--a legend of a man; a legend of a soldier; a legend of a ranger; a legend of a husband, father, and grandfather; and a legend of a citizen who knew no limits to serving his country. After a literal lifetime of dedication and service to America, it is only fitting that we pay tribute to Colonel Puckett in the Rotunda of the Capitol to honor his sacrifices and the sacrifices of the Silent Generation and the more than 5,700,000 men and women who served in the Armed Forces of the United States during the ``Forgotten War.'' This country is forever in your debt for answering the call to fight against tyranny and oppression in the Korean conflict. Mr. President, I ask that we take a moment of silence in memory of Colonel Puckett and the contributions he made both in and out of uniform and to acknowledge the sacrifices his family made when Colonel Puckett's duties took him away from home. (Moment of silence.) It has been a privilege and an honor to know such a man and to have walked in the footsteps of giants who have come before--giants such as COL Ralph Puckett, Jr. May he rest in peace. ``Rangers Lead the Way!'' I yield the floor.
