RECOGNIZING LISLE CORPORATION2023-10-03
Ms. ERNST
Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week it is my privilege to recognize Lisle Corporation of Clarinda, IA, as the Senate Small Business of the Week during National Women's Small Business Month. Lisle Corporation was founded by C.A. Lisle in Clarinda, IA, in 1903 as a manufacturer of horse-powered water well drilling machines. During the 1920s, Lisle Corporation began producing tools, with their first tool being a valve refacer. They also began producing a master ignition vibrator for the Ford Model T during this time period. Prior to World War II, they made magnetic drain plugs which were used in military equipment during the war. In the decades after, Lisle Corporation's manufacturing has grown to include additional automotive tools and is now known for its mechanic's creepers, lubrication, and tire products, among their 700 specialty automotive products. Lisle Corporation also grew when it acquired EZ Way, Inc., a patient handling products company based in Clarinda. Lisle Corporation is currently run by Lisle family member Mary Landhuis, who became president in 2018. She is also president of EZ Way, Inc. in addition to her duties at Lisle Corporation. While in this position, she has served on the Iowa State Workforce Development Board and the Statewide Career and Technical Education Advisory Council. Lisle Corporation is an exemplary family business. They have had six generations of the Lisle family work at the company and have been awarded for their contributions to the tool industry. In 2019, former president Fred Lisle was posthumously awarded the Iowa Association of Business and Industry Manufacturing Legend award for his contributions to the industry and the Clarinda community. Fred was a board member of several organizations in the community to help grow Clarinda and encourage young residents to stay in the area, leaving a legacy of generosity and leadership. For their work during World War II, Lisle Corporation was awarded the Army-Navy ``E'' Award for their outstanding war effort productions. In 2023, Lisle Corporation celebrated its 120th business anniversary. Lisle Corporation's commitment to providing high-quality automotive tools to customers throughout the United States while maintaining their Clarinda roots is clear. I want to congratulate the Lisle family and the entire team at Lisle Corporation for their continued dedication to providing affordable and high-quality tools to Iowans. I look forward to seeing their continued growth and success in Iowa.

In 2023, Dunlap Livestock Auction celebrated its 73rd business anniversary of being operated by the Schaben family. Dunlap Livestock Auction and the Schaben family are a staple of the Harrison County and Dunlap community. Jim Sr. served in the Iowa Senate from 1967 until 1975 on the Agriculture Committee. Nomination of General Randy A. George (Executive Session)2023-09-21
Ms. ERNST
Ms. ERNST. Mr. President, I rise today to talk about my dear friend and native Iowan, GEN Randy A. George, before we vote on his nomination to be the next Chief of Staff of the U.S. Army. As I said in the Armed Services Committee, I believe General George is the right man for this critical job. General George grew up in Alden, IA, a town with just over 700 residents. He joined the Army straight out of high school and was later commissioned at the United States Military Academy at West Point. General George is a decorated war fighter with extensive combat service, including in the Gulf War, the Iraq War, and the war in Afghanistan. He has been instrumental in leading our great Army, and I am excited to see him confirmed to be the Chief of Staff of the Army. As an Army veteran myself, I have full confidence that he will continue to modernize the Army and maintain our highly trained and lethal force to fight and win our Nation's wars. General George is a hard-working public servant who knows the needs of our soldiers and their families. He, too, is a great family man. And I would like to thank his wife and his West Point classmate Patty and their two children, Grant and Andy, for their selfless commitment and support over the years. I firmly believe that General George's qualifications, record, and character--and, of course, his great home State of Iowa--make him the right nominee to serve in this important role. I yield the floor.

Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week it is my privilege to recognize KPI Concepts of West Burlington, IA, as the Senate Small Business of the Week. KPI Concepts was founded by Craig Upton in 1984 out of his garage in Burlington, IA, building cabinetry for local businesses. Two years later, KPI Concepts moved to a 4,200-square-foot building with a workshop. The original building was expanded to 42,000 square feet between 1986 and 2006, and in 2007, they purchased an additional 65,000-square-foot location. The second location expanded a few years later. After starting as a commercial cabinetry business, they evolved to manufacture wind turbine blade components in 2008 with the KPI Composites division. In 2013, they added a west coast location in Hurricane, UT, while maintaining their West Burlington headquarters. Over the years, KPI Concepts has grown to include the KPI Metals division as well. Today, KPI Concepts is focused on providing innovative products to the wind energy industry. Throughout this history of business growth, the company's employees have been instrumental to its success. As with many founders, Craig's journey to founding KPI Concepts had many chapters. After graduating from Burlington High School in 1973, he went on to attend Southeastern Community College, where he earned an associate's degree in mechanical technology. He later went on to work as a design draftsman, welder, and in the data processing department. When he lost his job, his father, who had a passion for woodworking, urged Craig to pursue his dream and start KPI Concepts. In addition to being the Founder of KPI Concepts, Craig Upton has given back to the community. In 2014, he was recognized by Southeastern Community College with the Distinguished Alumnus Award. The KPI Concept's team has been awarded for their contributions to the industrial services industry. The KPI Metals team was awarded the Manufacturer of the Year Award by the Greater Burlington Partnership in 2017. Due to the hard work and dedication of the KPI Concepts employees, they celebrated their 39th business anniversary in 2023. KPI Concept's commitment to providing high-quality wind turbine parts, commercial cabinetry, and metal manufacturing services to customers throughout the United States while maintaining their Iowa roots is clear. Federal Agencies (Executive Calendar)2023-09-06
Ms. ERNST
Ms. ERNST. Mr. President, while I was home in Iowa this past month, I wrapped up my annual River to River tour, where I hear directly from Iowans in all 99 counties every single year. Our government is designed to be of the people, by the people, and for the people; and that is why I am committed to hearing from Iowans in every corner of our State and every county. It is my job to bring their voices loud and clear to Washington, where I have the honor and privilege of representing them in this great body. Now that the Senate is back in session, we have lots of unfinished business that impacts Iowans' lives, from funding the government to renewing the farm bill. It is here in the Nation's Capital that we gather to complete this work on behalf of our fellow Americans. While the Senate is once again bustling with activity, I see we even have a new class of Senate pages representing us, and they are here for duty. You have reported for duty, right? Welcome to all of our new pages. Thank you for your service as well. And the halls of Washington's bureaucracies as we look about this city, they remain largely empty and hollow; and that, folks, is a top issue for Iowa taxpayers and folks across the country. Thousands of calls to the Department of Veterans Affairs from veterans seeking mental health services are going unanswered. Desperate travelers are waiting hours on the phone or in line hoping to speak with someone at the State Department about passport delays that are causing vacation cancelations. Our seniors are calling the Social Security Administration and are increasingly being greeted with busy messages, waiting longer to speak to a representative, or having their calls go unanswered altogether as the Agency shifts toward remote work. Frustrated Americans are being put on hold while too many Federal employees are phoning it in. A manager of a VA medical center responsible for overseeing the scheduling of veterans' care appointments actually--get this, folks. This is no joke. This is no joke. An overseer for scheduling of veterans' care appointments called into a meeting from a bubble bath and even posted a selfie of it on social media with the caption ``my office for the next hour.'' Another VA staffer lamented: It is almost as if this employee is making a mockery of all veterans. I can sit here in my bathtub and relax, and you just have to wait. And that is exactly what is happening. The VA is still providing misleading wait times to hide the problem, but the heartbreaking stories of veterans continuing to go without urgent, medically necessary care--sometimes for months--tells the whole story. Taxpayers are also picking up the cost of maintaining mostly empty buildings in Washington, as 75 percent or more of the office space at the headquarters of most of our Federal Agencies is not being used. The vacant offices beg the question: Where are all of the Federal employees? Only one out of every three bureaucrats is fully back in the office--one out of every three--according to a recent Office of Personnel Management survey. Some said they never report to a physical office. The work locations of over 281,000 employees were redacted from data provided in response to a Freedom of Information request filed by the nonprofit group Open the Books--281,000 employees. Well, I have some questions. Who are these folks, and what exactly are they doing? Has the Biden administration been bamboozled into thinking these bureaucrats are operating out of some secret cave like Batman? I am working to find these secret locations, which are more likely to turn out to be man caves than bat caves. In his 2022 State of the Union Address, President Biden pledged that ``the vast majority of Federal workers will once again work in person.'' Well, here we are a year and a half later, and the Nation's Capital remains a ghost town, and government employee unions are fighting efforts to bring bureaucrats back. Folks, I am all for moving Federal Agencies out of Washington. That is exactly what my bill, the SWAMP Act, would do. The intent is to make those creating the rules more accountable to the hard-working Iowans and Americans who have to live under them. But letting Federal employees work when and where and even if they want to is having the exact opposite effect. Consider, as many as 30 percent of Department of Health and Human Services remote employees did not appear to be working on any given day during the pandemic. And, again, these are Health and Human Services remote employees. During a pandemic, you would think they would be working. They did not appear to be working, according to an internal review of employee logins to the Agency's email and file systems. So hello, Federal employees, we actually can see when you are working and when you are not. Folks, remote work should not be confused with flipping through channels with a TV remote. This, folks, is not remote work. Growing up on a farm, I know what working from home really means. And it ain't easy. It is not fair to let the responsibilities of running a Federal Agency--and the country--fall on the shoulders of hard-working public servants who are showing up while others are out golfing on the taxpayers' dime. That is why I have asked the inspector general of every single Federal Department and Agency to determine, first, the impact of telework on the delivery and response times of services and, second, how much taxpayer money could be saved by consolidating unused office space and adjusting government salaries for those who have relocated and chosen to remain out of the office. Most of America is back to work, and it is time for burrowed bureaucrats in Washington to answer the call of duty on behalf of taxpayers, veterans, seniors, and our great Nation. I yield the floor.
RECOGNIZING HANDS ON EXCAVATING2023-09-05
Ms. ERNST
Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. The brothers are fourth-generation Iowa farmers who grew up on their family farm. Following Jacob and Brian's graduation from Iowa State University, they saw a need for agriculture excavation services and tile repair with their brother Brett. Family friend Bob Lepper advised the brothers on the excavating business, and shortly after, Hands On Excavating was born. Over the past 13 years, Hands On Excavating has evolved to include other services to help farmers. They have worked with local farms to improve their drainage systems to ensure that Iowa's farmland remains the best in the United States. They have expanded their efforts to include conservation work by helping to build bioreactors to help filter nitrates out of waterways using natural methods. The Handsaker brothers are also actively involved in the Radcliffe community and have been recognized for their contributions to the Iowa agricultural industry. Jacob is a member of the Radcliffe Fire Department as a volunteer and is involved with the EMS and serves as an EMT. Jacob was recognized by the Iowa State University College of Agriculture and Life Sciences as the 2020 Emerging Iowa Leader. In 2022, Hands On Excavating was awarded the Leader in Conservation Award by Iowa Secretary of Agriculture Mike Naig. Recently, Jacob was featured in Drainage Contractor magazine's GroundBreakers class of 2023. RECOGNIZING DELZELL BROTHERS2023-09-05
Ms. ERNST
Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week it is my privilege to recognize Delzell Brothers of Wapello, IA, as the Senate Small Business of the Week. Founded in 1931 by Lawrence ``Tut'' Delzell, Delzell Brothers is a family-owned car dealership and auto service-repair shop in operation for more than 90 years, spanning four generations. Tut ran the business until 1965 when his sons Craig and Phil took over the family business. In 1970, Craig went on to establish Delzell Motor in Burlington, while his brother Phil continued to run Delzell Brothers. By the 1980s, Phil's sons Kent and Kirk took over the operations, with Kent serving as president and Kirk as vice president. On Christmas Eve 2004, the Morning Sun location was destroyed by a fire, forcing the company to use a rental house to continue operating. Through resiliency and hard work, the family was able to move the shop into a new building in 2005. The business now employs the fourth generation of the Delzell family, with Jessica Stickling and Joe Delzell working at the dealership. Delzell Brothers is a licensed dealer for Chrysler, Dodge, Jeep, and Ram vehicles, and they offer both new and used cars. Delzell Brothers sell parts and operate a car service center for customers from the broader Southeastern Iowa region. Delzell Brothers prides itself on its commitment to Iowa's farm economy, which has been integral to its success as a car dealership in a rural community. By focusing on developing personal relationships and maintaining a laid-back environment with customers, Delzell Brothers has been able to establish its success in Wapello and employ more than 20 Iowans. In 2009, the local Morning Sun newspaper recognized Kirk Delzell as the Citizen of the Year. The Delzell Brothers team is active in the Louisa County community, a proud supporter of local Little League teams, and a sponsor for the Morning Sun Fourth of July celebration. Delzell Brothers is also a member of the National Automobile Dealers Association and the Iowa Automobile Dealers Association. Delzell Brothers' commitment to providing customers with quality cars and auto repair services in Wapello is clear. I want to congratulate the Delzell family and the entire team at Delzell Brothers for their continued dedication to the community. I look forward to seeing their continued growth and success in Iowa.
RECOGNIZING PIVO BREWERY AND BLEPTA STUDIOS2023-09-05
Ms. ERNST
Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize PIVO Brewery and Blepta Studios of Calmar, IA, as the Senate Small Business of the Week. PIVO Brewery and Blepta Studios was founded by husband and wife Craig and Sara Neuzil in 2017. The couple grew up as childhood friends near Spillville and married following their graduation from Iowa State University. Craig's first career was in the U.S. Air Force as a communications officer, which allowed them to live across the United States and Europe. During his time serving our country, he began brewing beer at home as a hobby. With Sara being interested in art, they began outlining a business plan that would create an incredible community space that combines a brewery and an art studio. Following Craig's retirement after 21 years in the Air Force, they turned their hobbies into a small business in northeastern Iowa. To honor Craig's family heritage, they chose the Czech word for beer, ``pivo,'' as the name of the brewery. The logo of the brewery is a star in a pentagon, which represents Craig's time in the Armed Services. PIVO Brewery and Blepta Studios currently operate in a building that has used repurposed items from the community in the design and decoration of the space. Over the past 6 years, the brewery has made over 70 beverages that circulate in their taproom, with the beers and ciders sharing the namesakes of Iowa towns. They also offer nonalcoholic drinks, wine, and a dining menu for customers. The other side of their business is Blepta Studios. Sara, also having Czech roots, used the name ``blepta,'' which is slang for ``chatterbox,'' a fond nickname bestowed on her by her grandmother. Blepta Studios has hand-crafted paint-pour jewelry, decorative eggs, ceramics, and pottery for sale while also offering art classes and private group classes. PIVO Brewery and Blepta Studios also host events in their wedding reception hall and event center. The Neuzils are also actively involved in the Calmar community and have been recognized for their contributions to the craft brewery industry. In October 2022, PIVO Brewery was one of the hosts of the Iowa Brewery Series ``5k Beer Run.'' The race started and ended in the brewery's taproom, and portions of the race's proceeds went to local nonprofits. Their beer has also been recognized by the Great American Beer Festival. In 2020, their Decorah Nordic Gruit won a gold medal in the historic beer category, and their Old Balltown Bulleit Bourbon Barrel Aged Salted Carmel Dark Chocolate Milk Stout earned silver in the chocolate beer category. In 2019, after 2 years of being open, they took home the gold medal for the chocolate beer category with their Old Balltown Dark Chocolate Milk Stout at the 2019 Great American Beer Festival. Additionally, they were awarded the Excellence in Concrete Award by the Iowa Ready Mixed Concrete Association and the Iowa Chapter of the American Concrete Institute for their building's design. PIVO Brewery and Blepta Studios' commitment to providing quality beers, ciders, and arts in Calmar is clear. I want to congratulate the Neuzil family and the entire team at PIVO Brewery and Blepta Studios for their continued dedication to the Calmar community. I look forward to seeing their continued growth and success in Iowa.

After developing a large following, Rachel began to sell original farmer-themed t-shirt designs. Her business soon took off as many people sought out her creative and authentic designs. RECOGNIZING FIRESIDE WINERY2023-07-25
Ms. ERNST
Ms. ERNST. Madam President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Fireside Winery of Marengo, IA, as the Senate Small Business of the Week. Husband and wife Bill and Rona Wyant have always had a passion for wine. In 2007, they decided to start a winery of their own, establishing Fireside Winery in Marengo. Fireside Winery allowed the Wyant family to get back into agriculture but in a new way for their family farm. The Wyant family farm has been producing Iowa staples like corn and soybeans in Eastern Iowa for five generations, and the winery was an excellent opportunity for the Wyants to diversify their family business. Fireside Winery produces red, white, and sparkling wines from Iowa-grown grapes on their 22-acre vineyard. Fireside Winery offers wine tastings in their tasting room, winery tours, live music, and a beautiful venue for weddings. The Wyant's hard work has paid off. In 2020, the Iowa Wine Growers Association awarded Fireside Winery's Storyteller white wine the Best of Show/Governor's Cup. Bottled in 2018, the Storyteller White was named silver at the Finger Lakes International Wine Competition in 2018, silver at the Jefferson Cup Invitational in 2018, and gold at the Mid-American Wine Competition in 2017. In June 2023, the Fireside Winery's Marengo sparkling wine made history when it was chosen to christen the USS Iowa SSN 797 nuclear submarine. The christening was held in Groton, CT, and Fireside Winery was represented by operations manager Bill and Rona's daughter Cassie Bott and her husband, winemaker Zach Bott. Fireside Winery is actively involved in the Marengo community, hosting the Wine Run 5K. Rona Wyant serves on the board of Iowa County 100+ Who Care, an organization that supports local Iowa County charitable causes like the Hope For All Foundation, a cancer support group. Bill and Rona Wyant are members of the Wine Growers Association and the Iowa Wine Growers Association. Fireside Winery's commitment to providing quality wines in Iowa is clear. I want to congratulate Bill and Rona Wyant and the entire team at Fireside Winery for their continued dedication to the Iowa wine and agriculture industry. I look forward to seeing their continued growth and success in Iowa.

RECOGNIZING NORTHWESTERN STEAKHOUSE2023-07-10
Ms. ERNST
Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Northwestern Steakhouse of Mason City, IA, as the Senate Small Business of the Week. Greek immigrants Pete Maduras and Tony Papouchis founded the restaurant in 1920 under the name ``Pete's Place.'' The original location was in the Northwestern Row neighborhood of Mason City. During the early 20th century, Mason City was experiencing an increase in business development due to the opening of the Northwestern State Portland Cement Plant in 1906 and the Lehigh Portland Cement Company in 1910. Many of the workers moving to Mason City were European immigrants like Pete and Tony. During the early history of the restaurant, Pete handled the business side, while Tony was the head chef. Tony spent 3 years in the Greek Army and used the recipes he learned from his service to inspire the menu. Pete's Place moved to its second location on North Federal Avenue in 1932, before moving again to the current location on 16th Street NW in 1954. In 1965, Pete retired, and the restaurant was rebranded to Northwestern Steakhouse. Tony planted a garden next to the restaurant, where he used fresh produce in his meals, including his famous fresh salads. On Sundays, Tony offered a special menu that paid homage to his Greek roots. Tony worked at the restaurant every day until his passing at 98 years old in 1991. Today, Tony's son Bill Papouchis runs the restaurant with his wife Ann. Bill and Ann continue to honor Tony's legacy by using the recipes he created and keeping the menu consistent with Tony's vision. The Northwestern Steakhouse team is well-recognized for their hard work. In 2019, Business Insider listed them as the Iowa winner of ``The most famous restaurant in every state'' article. Additionally, online food, drink, and travel publication Thrillist recognized them in ``The Most Iconic Restaurant in Every State'' article. In 2020, while celebrating its 100th anniversary, Northwestern Steakhouse won the ``Business of the Year Award'' from the Mason City Chamber of Commerce. The same year, Mason City mayor Bill Schickel awarded the restaurant the key to the city. Northwestern Steakhouse also gives back to the community. In March 2021, they hosted their first ``Wonderful Wednesday,'' which raised over $1,000 for Habitat for Humanity of North Central Iowa. Northwestern Steakhouse's commitment to providing quality food and dining in North Central Iowa is clear. I want to congratulate the Papouchis family and the entire team at Northwestern Steakhouse for their continued dedication to providing an iconic culinary experience to Iowans. I look forward to seeing their continued growth and success in Iowa.

As a child, Bettendorf resident Tim Lofgren cleaned cars in his neighborhood as a part-time business. He came up with the name ``Total Detailing'' at the age of 15 after he determined that he could turn his childhood hobby into a small business. Total Detailing Auto Spa was founded in 1998 and started out at a residential home, then a location in downtown Bettendorf. Total Detailing Auto Spa has built up a loyal following over the years. In November 2019, Bettendorf resident Lou Riojas received his 500th car wash from Total Detailing Auto Spa. Lou has relied on Total Detailing Auto Spa to wash his red G-6 Pontiac several times a week. The Total Detailing team has also given back to the Quad Cities community by providing services to charity auctions and local school benefits. Total Detailing Auto Spa's hard work has paid off as they are celebrating their 25th anniversary this year. Total Detailing Auto Spa's commitment to providing quality car washes and auto detailing services in Bettendorf, IA, is clear. Ms. ERNST
Ms. ERNST. Mr. President, as ranking member of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Hy- Capacity of Humboldt, IA, as the Senate Small Business of the Week. Hy-Capacity was founded by James ``Scratch'' Olson in 1978 in Pocahontas, IA, as a remanufacturer of agricultural farming equipment. In 1980, the business was relocated to Humboldt and focused on clutches, water pumps, and torque amplifier modifications. The company's name refers to Scratch's ability to take existing tractor parts and modify them for ``higher capacity'' uses for farmers. Hy- Capacity has evolved over the years and expanded to offer a wide range of agricultural equipment, including cab kits, radiators, and engine overhaul kits. They have grown their products globally and currently export their parts to Canada and Mexico. Hy-Capacity is an exemplary family business. Scratch's sons Jeff and Steve work at Hy-Capacity. Steve became the president in the 1990s after working there since the company's inception. Steve currently serves as CEO, and his daughter Molly Varangkounh served as president from 2001 until 2022. Steve's son David now runs the day-to-day business operations. A fourth generation of the Olson family, Molly's daughter Claire, joined the family business as an intern from 2017 until 2021. Scratch Olson's legacy includes a multigenerational workforce and a thriving business committed to hard work, community involvement, and dedication to farmers. In 2023, Hy-Capacity celebrated its 45th business anniversary. The Hy-Capacity team does not only work hard, but they also give back. In 2009, they won the Iowa Governor's Environmental Excellence Award and the Recycling Project/Facility of the Year by the Iowa Recycling Association. Hy-Capacity is involved with the Iowa Future Farmers of America, where they became the official sponsor for tractor seats at events in 2014. Another important partnership for Hy-Capacity is the Humboldt County Memorial Hospital. During the COVID-19 pandemic, Hy-Capacity shifted gears and started manufacturing masks and gowns for the hospital. In addition to the masks and gowns Hy-Capacity provided, they were able to assemble a group of volunteers that helped produce almost 200 additional masks. Hy-Capacity's commitment to providing high-quality tractor parts to farmers throughout North America while maintaining their Humboldt roots is clear. I want to congratulate the Olson family and the entire team at Hy-Capacity for their continued dedication to providing affordable and high-quality parts to Iowans. I look forward to seeing their continued growth and success in Iowa.

Seeing a need for additional expansion, they acquired the Precise Optical lab in San Angelo, TX, in 2018. Nomination of Dilawar Syed (Executive Session)2023-06-07
Ms. ERNST
Ms. ERNST. Mr. President, I rise today as the ranking member of the Senate's Small Business Committee in opposition to the President's nomination for Mr. Dilawar Syed to serve as the Deputy Administrator of the U.S. Small Business Administration. The Deputy Administrator is often referred to as the COO of the SBA, with the critical job of overseeing the day-to-day operations of the Agency. From addressing fraud and recouping funds to improving the Agency's responsiveness, to ensuring small businesses are not drowning in unnecessary redtape, there is a lot of work that needs to be done to improve the SBA's most basic functions. Unfortunately, following Mr. Syed's appearance before the Small Business Committee, I do not believe he is the right person for the job. This nomination was delayed last Congress due to the nominee's failure to voluntarily disclose his company's PPP and EIDL loans from the SBA. As the nominee to help lead the Agency responsible for small business pandemic relief funding, I believe Mr. Syed should have been forthcoming in disclosing his interest in an SBA program. Unfortunately, there were false statements and errors in the applications and disclosures signed by Mr. Syed on behalf of his company, which further delayed the committee's consideration of his nomination. The lack of transparency and the resistance in providing requested information to the committee do not inspire confidence that he will be transparent and forthcoming with Congress about the SBA's programs and ongoing challenges. Based on the track record of this nominee, it is not clear he would reverse the SBA's failure to give committee members details on key policy matters squarely in the committee's jurisdiction. The Agency's continued lack of responsiveness under the Biden administration is a key part of why I stand before you in opposition of this nominee. I recently questioned Mr. Syed on whether he believes that overregulation stifles innovation and entrepreneurship. He could not give me a direct answer. This is unacceptable to Iowa's entrepreneurs, who are struggling in Biden's economy and drowning in ever-changing regulations. As I am crisscrossing Iowa, small businesses continuously list Washington redtape and regulation as a top issue keeping them from growing and, in too many cases, simply surviving. I am not convinced Mr. Syed is ready and willing to change the SBA's culture and bring much-needed accountability to the Agency. It is estimated by the investigative community that there is more than $100 billion in suspected fraud in PPP and EIDL. Addressing this abuse by holding individuals accountable and recovering taxpayer dollars provided to ineligible businesses must be a top priority for this Agency. I have received commitments from Mr. Syed that he would make every effort on fraud recovery and prevention. He also informed me that he believed SBA Administrator Guzman is prioritizing fraud prevention. But the reality is that the SBA decided not to pursue borrowers with unpaid loans less than $100,000, giving them a free pass. Should Syed be confirmed, I will hold him accountable to his commitment and ensure that the Agency is taking a larger role in administrative recoveries. Further, should Mr. Syed be confirmed today, I urge him to do all he can to protect the integrity of the 7(a) loan program at all costs. Recently, the SBA finalized two lending rules that, if not addressed, would pose serious risks to the long-term health of SBA's lending programs, create predatory underwriting standards, and enable the same fintech companies that were responsible for fueling rampant PPP fraud to participate in this critical program. This, too, is unacceptable. I joined Chairman Cardin, House Small Business Chairman Roger Williams, and Ranking Member Velazquez in asking the SBA to pause on implementation of these proposed rules until a permanent leader was in place for the Office of Capital Access. The Administrator didn't even have the courtesy to respond to our letter before plowing ahead and opening up the application period for new fintech firms. Based on our experience with Mr. Syed over the past 2\1/2\ years while his nomination has been under consideration, he has resisted full transparency at every turn. Unfortunately, all evidence suggests that he will just be more of the same ongoing problem as part of the leadership team at the SBA. I suggest the absence of a quorum.
