HONORING THE MEDICAL CENTER OF THE AMERICAS FOUNDATION ON ITS 20TH ANNIVERSARY2026-08-31
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to recognize the Medical Center of the Americas Foundation as it celebrates 20 years of advancing health care, innovation, and economic opportunity across the Paso de Norte region. In El Paso, we know that progress is only built by people willing to see possibilities where others have seen limitations. Twenty years ago, the MCA was founded on the belief that our border community could become a center for exceptional health care, scientific discovery, and economic opportunity. What began as an ambitious idea has become a defining, indispensable part of our community. Because of the MCA, young El Pasoans can imagine a future in medicine and science, local innovators have turned their ideas into solutions, and families can receive critical, life-saving care closer to home. The MCA's success belongs to the many visionary leaders, health care professionals, researchers, educators, and community partners who believed deeply in El Paso's potential and worked together to realize it. I congratulate the entire MCA family on 20 remarkable years and thank them for helping build a healthier, more innovative, more prosperous future for our community.
CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL YEAR 20272026-07-22
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Chair, I rise in strong opposition to this resolution. Every day Americans are being confronted with skyrocketing prices at the gas pump and grocery store, and this resolution does absolutely nothing to address the economic crisis created by Donald Trump's economic policies, including his tariffs and an illegal war. Instead, Republicans in Congress are dumping nearly $100 billion into the budget to fund this illegal war--$100 billion. That could pay the salaries of 1 million elementary school teachers, medical care for 7 million veterans, enough to fund nearly 10 years of school lunches for every child, and so much more. Budgets are representative of our values and our priorities. It is absolutely clear that neither the President nor congressional Republicans value or prioritize the needs of the American public. Americans want a Congress that is willing to fix the economy that Donald Trump broke. We are willing every day of the week to do that hard work, to come together to address these pressing issues. $100 billion for something Americans don't want? We have to reject it. Mr. Chair, I urge my colleagues to vote ``no'' on this resolution.
HONORING RAIZ FEDERAL CREDIT UNION2026-06-18
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to recognize and honor Raiz Federal Credit Union as it celebrates its 90th anniversary of service to the people of El Paso. Founded in 1936 by seven visionary educators as the El Paso Teachers Federal Credit Union, Raiz was built on a belief that when communities invest in one another, families thrive. Through generations of change and challenge, Raiz has remained a trusted partner for teachers, workers, and families across our region. Since 2019, more than 53,000 individuals have participated in Raiz's financial education programs, helping families build stronger financial futures. Raiz has also awarded more than 160 scholarships, grants. and community awards, while employees have contributed more than 4,100 hours in support of local organizations and initiatives. Featured on the award-winning TV show Opportunity Knocks, Raiz was highlighted for their excellence as a financial leader, helping El Pasoans purchase homes, build credit, overcome financial challenges, and build brighter futures. I congratulate Raiz Federal Credit Union on this remarkable milestone and wish them continued success in the years ahead.
HONORING RICARDO PEPI AND ALEJANDRO "ALEX" ZENDEJAS2026-06-10
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, as a member of the Congressional Soccer Caucus, I rise today to honor Ricardo Pepi and Alejandro ``Alex'' Zendejas, two stars in professional and international soccer, for being selected as part of the U.S. Men's National Team for the 2026 World Cup. Mr. Pepi, born in El Paso and raised in San Elizario, made a name for himself at FC Dallas where he won MLS Young Player of the Year in 2021 before moving abroad to Europe. He is now a cornerstone of PSV Eindhoven. Mr. Zendejas, born in neighboring Ciudad Juarez and raised in El Paso, has had an incredible career playing for some of Liga MX's biggest clubs like Chivas and Club America, where he is a staple today. So many young athletes and their families sacrifice immensely to perfect their craft with the dream of playing professionally one day. I hope each of them are proud of their accomplishments and this once-in- a-lifetime opportunity to represent our country on the world's biggest stage. El Paso is very proud of them. I thank them both for making our community and our country proud. I wish each of them--and the entire Men's National Team--nothing but the best of luck.
MILITARY CONSTRUCTION, VETERANS AFFAIRS, AND RELATED AGENCIES APPROPRIATIONS ACT, 20272026-05-14
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Chairman, as the proud Representative of the great military installation of Fort Bliss, Texas, and as a member of the Military Construction, Veterans Affairs, and Related Agencies Subcommittee, I thank Chairman Carter and Ranking Member Wasserman Schultz not just for their work on this bill but for being champions of bipartisan collaboration. I am so grateful to the both of them for that. While this is not a perfect bill, it does make real progress. The bill advances my provisions supporting reforms and innovation to help modernize a military construction process that is far too slow and rigid for today's military. The needs we have for military construction are far greater than the resources available, and I am deeply committed to reforming this process so that we can stretch those dollars even further. This bill also supports planning for a new headquarters for the 32nd Army Air and Missile Defense Command at Fort Bliss, whose aging facilities no longer match its global mission. On the VA side, I am pleased that this bill includes my own legislation to ensure oversight of the activation planning of the VA medical center being built in El Paso, right next to William Beaumont Army Medical Center. I was proud to help secure the $700 million to build this great facility, and I am committed to ensuring that it delivers world-class healthcare for veterans on day one. While I am disappointed that the bill still contains a partisan provision that weakens gun background check protections for veterans that I do not agree with, the final product is still a thoughtful, bipartisan one, and I support it in its current form. I urge my colleagues to do the same.
HONORING THE LIFE AND LEGACY OF HAL MARCUS2026-04-16
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to honor the life and legacy of a remarkable artist, musician, and proud El Pasoan, Hal Marcus. For decades, Hal Marcus helped shape the artistic spirit of El Paso, leaving an indelible imprint through his creative works and the countless individuals and institutions he uplifted along the way. Hal brought joy, imagination, and a sense of possibility to those around him. His artistic contributions captured the essence of the borderland region with a distinctive and enduring style. As a steward of history, Hal was deeply devoted to preserving and promoting early regional art, helping elevate awareness of El Paso's rich cultural heritage, and ensuring future generations could learn from and be inspired by it. The passing of Hal Marcus is a profound loss for El Paso. Yet his legacy lives on in his beautiful and loving family, the vibrant cultural landscape he helped shape, the artists he inspired, and the community he brought together. May he rest in peace, and may his memory continue to inspire us all.
HONORING THE LIFE AND LEGACY OF CARLOS SPECTOR2026-03-04
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to honor the extraordinary and enduring legacy of Carlos Spector, an El Paso native, Air Force veteran, immigration attorney, and human rights advocate, whose work changed the lives of countless families and redefined the meaning of justice along our border. Carlos was born in El Paso; he is the son of a Jewish father whose family fled the pogroms of Russia and a mother from Mexico. Since birth, he lived the reality of a border community, moving between cultures, languages, and histories that shaped his understanding of justice and belonging. He carried his identity proudly and understood his responsibility to steward the cultural heritages of his community. That responsibility--to defend the vulnerable and stand with those facing injustice--was instilled in him early. Stories from his father about the horrors of World War II and the moral obligation to defend others left an indelible impression on him. Those lessons would ultimately guide his life's work. After serving in the United States Air Force, Carlos returned to El Paso determined to find a way to use the law in service of others. He eventually attended Texas Southern University's Thurgood Marshall School of Law, where he began to shape the philosophy that would define his career: that the law, at its highest calling, is not an instrument of power but a shield for the vulnerable. Carlos began practicing immigration law at a time when the legal system offered little hope for many seeking refuge. In 1991, Carlos won one of the first successful asylum cases for a Mexican political leader, marking a pivotal moment in U.S. immigration law and opening the door for others who faced persecution in their country of origin. But Carlos did not stop there. When the violence of the Mexican drug war intensified in the late 2000s, thousands of people fled north seeking safety. At the time, very few asylum claims from Mexican nationals succeeded in U.S. courts. Many attorneys refused to take such cases at all. Carlos did the opposite. Among those he represented were journalists threatened for exposing corruption, community activists targeted by criminal organizations, and families whose only crime was standing up for their communities. One of his clients, a community leader who had lost multiple family members to violence, later said that he and his remaining relatives were alive because of Carlos Spector's determination to defend them. Through these efforts, Carlos helped transform public understanding of the challenges unfolding along our border. He showed that the people seeking refuge were not statistics or political taking points--they were human beings whose lives, families, and futures were all at stake. Those who knew him recall that even during his battle with cancer, his first thoughts were not about himself but about the people he represented. After receiving his diagnosis, he immediately began contacting colleagues to ensure that the cases he had been working on would continue and that his clients would not be abandoned. That devotion to others defined him. Across the borderland and throughout this Nation, there are families who wake each morning in safety because one attorney refused to accept that their lives were beyond the protection of the law. Because of that belief, Carlos Spector did more than practice law. He expanded the boundaries of justice. He transformed the possibilities of asylum law. And he reminded us that we all have the power to protect our communities and shape a more just world. Mr. Speaker, I ask my colleagues to join me in honoring the life and legacy of Carlos Spector, a tireless advocate, a defender of human rights, and a proud son of El Paso whose impact will endure far beyond his lifetime.
DEPARTMENT OF HOMELAND SECURITY APPROPRIATIONS ACT, 20262026-01-22
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, as a member of the House Homeland Security Appropriations Subcommittee, I stand today in opposition to this Homeland Security appropriations bill. I want to be very clear. The bill that passed out of committee had protections for U.S. citizens against what we are seeing playing out in Minnesota and other American cities. During our debate in the House Appropriations Committee, I successfully amended the bill to include language that would prevent ICE from apprehending and deporting U.S. citizens. When the bill was reported out of committee, it included my amendment. However, during negotiations, I was told that the White House, Stephen Miller in particular, stripped my amendment from the bill. This means that Donald Trump does not want to protect U.S. citizens. Let that sink in, Mr. Speaker. Donald Trump does not want U.S. citizens protected from being detained and deported by ICE. The Trump agenda has never been about apprehending and deporting the worst of the worst. Their own statistics prove that. Their stories reported by journalists on the ground prove that, and eyewitness and firsthand accounts prove that. U.S. citizens, alongside lawful immigrants and members of vibrant communities, including children as young as 5 years old, are being targeted by ICE and Border Patrol in the kinds of abuses many of us never believed would happen in America: indiscriminate stops on the streets, racial profiling, people dragged from their cars and their homes, legal observers physically assaulted for documenting abuses, theft and destruction of property, and people being killed by agents. Violations of law, violations of the Constitution, and violations of civil rights are happening here in America at the hands of the American Government, specifically, the Department of Homeland Security. This cannot stand. Mr. Speaker, I urge all of my colleagues to vote ``no.''
RECOGNIZING THE GRAND OPENING OF THE ENDEAVORS HEALTH & WELLNESS CENTER IN EL PASO2025-11-04
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to recognize and celebrate the grand opening of the Endeavors Health & Wellness Center in El Paso, Texas. Endeavors is a distinguished Texas-based nonprofit organization dedicated to serving veterans, active-duty service members, first responders, caregivers, and their families through comprehensive housing, behavioral health care, wellness, and community support services. Endeavors has demonstrated commitment to the El Paso community through the establishment of the Endeavors Health & Wellness Center, a centrally located facility designed to expand access to integrated, whole-person care that complements and strengthens existing local, state, and federal resources. The Endeavors Health & Wellness Center in El Paso represents a significant investment in community care, strengthening El Paso's continuum of services through increased access to critical behavioral health resources, collaboration with local and national partners, and the promotion of dignity, resilience, and recovery among those who have served and sacrificed for others. This community-focused asset will undoubtedly help thousands of El Pasoans in need of support. I am grateful for Endeavors' commitment to care for veterans, active-duty service members, first responders, caregivers, and their families and look forward to continuing to collaborate for the greater good of so many.
RECOGNIZING THE 30TH ANNIVERSARY OF THE PASO DEL NORTE HEALTH FOUNDATION2025-09-09
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to recognize the 30th anniversary of the Paso Del Norte Health Foundation in El Paso, Texas. Established in 1995, the Paso Del Norte Health Foundation has worked to ensure our binational tri-state community has the knowledge, resources, and support needed to lead healthy and productive lives. For three decades, the foundation has partnered with countless local and national organizations to address some of the most critical challenges in the borderland--from chronic disease prevention, expanding mental health support, and helping develop the next generation of healthcare leaders. The PDNHF has supported local governments, non-profits and educational institutions to promote health and the well-being of our community. Over its 30-year history, the PDNHF has helped reduce smoking, promoted diabetes awareness and increased physical activity and healthy eating, created a medical forgivable loan fund, programing to support oral health, support for the community through the COVID-19 pandemic, and support in growing El Paso's quality of life assets. The community is grateful for PDNHF's investment in our region and congratulates the board and staff committed to this mission. I ask all my colleagues to join me in celebrating the incredible legacy of the Paso Del Norte Health Foundation.
CELEBRATING THE 20TH ANNIVERSARY OF THE AMBROSIO GUILLEN TEXAS STATE VETERANS HOME2025-07-15
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to recognize and celebrate the 20th Anniversary of the Ambrosio Guillen Texas State Veterans Home located in El Paso, Texas. The Ambrosio Guillen Texas State Veterans Home opened its doors to veterans, their spouses, and Gold Star parents in 2005 to provide long- term care for those in need of specialty care. Ambrosio Guillen Home has provided quality and outstanding care to thousands of distinguished veterans, ensuring that a welcoming, safe, and enjoyable stay is provided. The care center focuses on medical and social needs, along with treatment plans that prioritize creativity and expression. I am incredibly thankful to the medical professionals and staff of the Ambrosio Guillen Texas State Home for their dedication and tireless work to provide care and attention to our veterans and their families. The long-term care facility would not be what it is today without them. I ask all Members to join me today in honoring the Ambrosio Guillen Texas State Veterans Home for their 20 years of service and their profound support to our Texas Veterans and families.
MOMENT OF SILENCE HONORING LIVES LOST IN RUIDOSO FLOOD2025-07-14
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I am grateful to join my colleagues as we mourn the loss of life in Ruidoso, specifically El Pasoans Stephanie and Sebastian Trotter, who took their two children on vacation for some time away during the holiday. Their children were caught up in the flood before they knew it. Sebastian Rowan, 7 years old; Charlotte Emery, 4 years old; and their beloved dogs, Zeus and Ellie, lost their lives in the flood. The El Paso and Fort Bliss family grieves for them and grieves alongside everyone in Ruidoso. We keep them in our prayers.
PROVIDING FOR CONSIDERATION OF SENATE AMENDMENT TO H.R. 1, ONE BIG BEAUTIFUL BILL ACT2025-07-02
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I ask unanimous consent to amend the rule to make in order the amendment at the desk that protects against any cuts to Medicaid and SNAP.
MILITARY CONSTRUCTION, VETERANS AFFAIRS, AND RELATED AGENCIES APPROPRIATIONS ACT, 20262025-06-25
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Chairman, I would like to first express my gratitude. I am excited to be on the Appropriations Committee and to serve with wonderful colleagues on both sides of the aisle. Mr. Chairman, I have been so alarmed by the attacks on hardworking Americans by the Trump administration. We are seeing, through the Republican reconciliation bill, a historic transfer of wealth from the have-nots to the haves. It has been equally alarming to see that our veterans have not been exempt from what we are all concerned about. In fact, if we look at the mass firings that occurred, as directed by Elon Musk and his DOGE effort, one-third of our Federal workforce is made up of veterans. They have been at risk with those firings. We know also that there are additional firings that are coming. There are 80,000 VA employees slated to be fired. The cuts to healthcare in the reconciliation bill will impact veterans' families, which is why I was hoping we could mitigate much of that through this bill. Unfortunately, we have not, which is why I cannot support the bill. In fact, Project 2025, which we discussed at length last year, one of the tenets of it calls for privatizing the VA. This bill lays the foundation for that. We know that our veterans demand, expect, and deserve the best, highest quality healthcare, and that is why we must do more through this bill and not privatize. There are other components of the bill that are equally alarming. I hope we can continue to work better on both sides of the aisle to improve care for our veterans. This bill doesn't get us there.
HONORING CINDY RAMOS-DAVIDSON2025-05-19
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to recognize and celebrate the extraordinary career of Cindy Ramos-Davidson, who retired after nearly 27 years of remarkable leadership as the chief executive officer of the El Paso Hispanic Chamber of Commerce. Under her leadership, the El Paso Hispanic Chamber became a powerful voice for small businesses, especially those owned by minorities, veterans, and women. Cindy's vision was transformative. During her time the Chamber was repeatedly recognized as a leader in the national Hispanic business community, winning numerous awards from both the Texas Association of Mexican American Chamber of Commerce and the U.S. Hispanic Chamber of Commerce. Cindy's commitment to entrepreneurship and business development has created opportunities for countless individuals and businesses. As she steps away from her role, her advocacy for the entrepreneurial spirit and dedication to the El Paso region will continue to leave an impactful legacy on the small business community.
HONORING THE RIO VISTA BRACERO FARM2025-05-15
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, as we observe National Historic Preservation Month this May, I rise to honor the legacy of the Rio Vista Bracero Farm in Socorro, Texas. A site that serves as a testament to the resilience and contributions of migrant laborers and their profound impact on our Nation's agricultural history. The Rio Vista Farm was established in 1915 as El Paso County's ``Poor Farm'' and has served various purposes over the years. From 1951 to 1964, it functioned as a key hub for the Bracero Program, facilitating over 4.6 million border crossings for Mexican agricultural workers under challenging conditions. In recognition of its national significance, the Rio Vista Farm was designated a National Historic Landmark by the U.S. Secretary of the Interior in December 2023. This designation highlights the contributions of Latino excellence and presence in our Nation's history and our community. As we celebrate National Historic Preservation Month, let us reflect on the importance of preserving our Nation's diverse history and the importance of it. The Rio Vista Farm serves as a powerful reminder of the contributions of migrant laborers and their stories. I commend the City of Socorro, the National Trust for Historic Preservation, and all involved in these preservation efforts. By working together, we can preserve the culture and heritage of the Rio Vista Farm and the Braceros across the country.
TRUMP IMMIGRATION POLICIES2025-04-30
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I thank Mr. Takano for yielding. I am so grateful for his leadership and for bringing us together on the House floor to talk about what is happening here in our country every day. Americans are sounding the alarm about the crisis that our country is in. It is not just an economic crisis, as we see our country sinking very quickly into an economic crisis, which is being reflected in Donald Trump's poll numbers. In fact, his sinking poll numbers are even being reflected in the issue that many consider to be his strong suit with the American people, which is immigration. Americans are now realizing that Donald Trump's anti-immigrant policies are targeting everyone in our country, including U.S. citizens. When Donald Trump eliminates due process for immigrants, whether it is for legal immigrants or students who are here with legitimate visas, he is impacting due process for all of us. When Donald Trump ignores an order from the Supreme Court to bring back a wrongfully deported immigrant, he is violating the rule of law, which impacts all of us. Mr. Speaker, when Donald Trump sends immigrants to a gulag in a foreign country, believe him when he tells you that he will be doing this to U.S. citizens next. In fact, he has already begun deporting U.S. citizen children. Just today, in the House Judiciary Committee, as the Judiciary Committee was marking up the reconciliation package, which, unfortunately, many Republicans will just blindly approve, Judiciary Committee Republicans refused to protect U.S. citizens from deportation. It is shocking, I know. Here is the thing: We can have strong border security and a fair and humane immigration system that works for our Nation. That is not what Donald Trump is doing. He is acting like a tyrant, and he will keep undermining our democracy, our country, and the rule of law as long as compliant Republicans allow him to. Will there be just four Republicans who will stand with us and their constituents to protect the Constitution, the rule of law, and law and order in this country? I hope so.
CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL YEAR 20252025-04-09
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, Republicans spent the last 4 years telling Americans to trust them on the economy, and Donald Trump promised to lower costs for Americans on day one. Months into this administration, with Republicans in complete control, prices are up, inflation is up, joblessness is up, the stock market is all over the place with American retirees losing trillions of dollars in just 72 hours, and a recession is looming. Let's be clear: Republicans have no plan to prioritize hardworking Americans, but they have a $7 trillion plan to help billionaires. They will do that by cutting Medicaid and nutrition programs and exploding the national debt by $6 trillion. This budget resolution makes Americans sicker and poorer, and it will make the rich richer. Mr. Speaker, I urge my colleagues to have some common sense and work with Democratic colleagues. Together we can address all of this. I will be voting ``no'' on this resolution.
HONORING THE LIFE AND LEGACY OF CAPTAIN ROBERTO CHITO SAMANIEGO2025-03-21
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to pay homage to the life and legacy of U.S. Army Captain Roberto ``Chito'' Samaniego, the first KIA servicemember from El Paso in the Vietnam war. Captain Samaniego was an El Paso native and Jefferson High School alumni, who served his country as a helicopter pilot in the Vietnam war. He was assigned to the 52nd Aviation Battalion, 119th Company. On June 19, 1965, Captain Samaniego was a copilot on one of the two UH-IB Helicopters conducting supply transports from Kon Tum to Dak Sut, Vietnam. When entering Dak Sut Valley, both air crews were hit by enemy fire 300 feet above land and plummeted to ground exploding on impact with no surviving crew members. Mr. Speaker, 209 El Pasoan service members would later lose their lives in the Vietnam conflict. I recognize and express my eternal gratitude for veterans like Captain Samaniego; for the courage, bravery, and sacrifice to fight for our country. I also commemorate the families of service members, who have fought and continued to fight, as their sacrifices are beyond measure. On March 29, 2025, we will honor the lives of the Vietnam war heroes in commemoration of the 50th anniversary of National Vietnam War Veterans Day.
RECOGNIZING JENNIFER AND STEPHANIE HAN2025-03-06
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to recognize Jennifer and Stephanie Han, two remarkably accomplished sisters from El Paso whose dedication and success in women's boxing has inspired all of us. Jennifer Han, former IBF world featherweight champion and soon-to-be member of the International Women's Boxing Hall of Fame, has paved the way for women in the sport, making her one of the most accomplished female boxers in the country and the world. She now lives a quiet life as a mother and trainer at a local gym where she teaches youth programs. Her sister, Stephanie Han, has built her own legacy in boxing with an undefeated record. She earned this year's WBA lightweight title by way of knockout in the first round in under 2 minutes. She is ranked as number two in the world, and beyond her success in the sport, she is a dedicated mother, wife, and officer with the El Paso Police Department where she dedicates herself to public service. We are so proud of both of them.
CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL YEAR 20252025-02-25
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Chair, I thank the ranking member for yielding me time. Let's talk about what is really happening here today. Housing costs are up. Groceries are up. Inflation is up. Donald Trump is threatening more tariffs, which means our costs will continue to go up. It is no wonder that the bond market is flashing a warning sign about slowing economic growth under Donald Trump. My Republican colleagues, instead of working with us to lower costs, what are they doing? They are working to give billionaires massive tax breaks, and they will do that by making life costlier for everyone else. In fact, this budget bill that will be on the floor today will have enormous consequences. It will make America poorer, sicker, and hungrier. It will close hospitals and clinics. It will kick seniors out of nursing homes. It ends support for Americans with disabilities. It will double healthcare costs and more. That is just the Medicaid portion of it. In Texas, in my State, over 4 million Texans stand to lose with the cuts that my Republican colleagues will implement that this bill would unlock with cuts to Medicaid. It is not just that. It gets worse. This budget bill would explode the national debt. Why? So that billionaires can have another yacht, another luxury home, another jet? It doesn't have to be this way. We just need some of our Republican colleagues to stand with us and vote to protect the American people, reject these billionaire tax breaks, reject the harm that it will do to their constituents and ours, and protect the American people. Mr. Chair, I urge my colleagues to vote ``no.''
HONORING THE LIFE OF RETIRED MAJOR GENERAL EDWARD GREER2025-02-07
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today in honor of the remarkable life of retired U.S. Army Major General Edward Greer, a veteran who broke barriers and made history as one of the service's first Black generals. His military career began when he enlisted in the segregated Army Reserve during World War II. He achieved the rank of master sergeant while attached to the 777th Field Artillery Battalion, an all-Black unit. Upon commissioning as a second lieutenant in the Regular Army, he pursued a second enlistment during the Korean and Vietnam wars. He concluded 33 years of service, retiring at the rank of major general, as the deputy commanding general of the U.S. Army Military Personnel Center. Last year, in March, I had the honor of visiting him at his home in El Paso to celebrate his life for his 100th birthday. On January 29th of this year, this extraordinary man died peacefully in his home. I extend my deepest condolences to his family, friends, and all who had the privilege of knowing him. We honor the life of this hero, husband, father, and patriot, and we celebrate his immeasurable contributions to our Nation.
HONORING THE PEBBLE HILLS HIGH SCHOOL SPARTAN MARCHING BAND2025-02-04
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise today to recognize the extraordinary achievements of the Pebble Hills High School Spartan Marching Band. Under the leadership of Director Maximo Sierra and the unwavering support of the Socorro Independent School District, the Spartan Marching Band has made history as the first band from El Paso to perform in the prestigious Tournament of Roses Parade in Pasadena, California. This remarkable accomplishment reflects the dedication, discipline, and talent of the more than 300 student musicians, dancers, and color guard members who have worked tirelessly to reach this milestone. Their invitation to participate in the 136th Rose Parade is not only a testament to their musical excellence, but their commitment to representing the spirit and pride of El Paso's heritage on a national stage. I commend the students, parents, educators, and community members who have supported the Spartan Marching Band on this journey. Their achievement is a source of immense pride for El Paso and an inspiration for young musicians across the country.
HONORING THE LIFE AND LEGACY OF HECTOR SERRANO2025-01-09
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise to honor the life and enduring legacy of Hector Serrano, beloved artist, storyteller, and visionary creator of Viva! El Paso. For over four decades, Hector brought the history and culture of our region to life through the magic of Viva! El Paso. His groundbreaking work celebrated the diverse stories of the borderland, intertwining the heritage of indigenous, Mexican, Spanish, Anglo, and Fort Bliss communities through music, dance, and drama. His passion turned Viva! El Paso into an iconic tradition that has captivated audiences, inspired pride in our shared history, and has united our community. Hector dedicated his life to the arts and uplifting his hometown of El Paso. His commitment to preserving our cultural identity and showcasing the beauty of our beloved borderland makes him a cornerstone of the artistic and cultural fabric of El Paso. I extend my deepest condolences to his family, friends, and all who had the privilege of knowing him. We honor his life and his immeasurable contribution to our cultural heritage.
HONORING THE COMMUNITY SERVICE OF YAHARA LISA GUTIERREZ2024-12-06
Ms. ESCOBAR
Ms. ESCOBAR. Mr. Speaker, I rise to honor the remarkable career of Judge Yahara Lisa Gutierrez, a trailblazer in the legal community of El Paso County. Born in Ojinaga, Chihuahua, Mexico, Judge Gutierrez's story is one of courage, resilience and determination. She earned her Bachelor of Business Administration in 1991 from the University of Texas Permian Basin and her Juris Doctor in 1994 from Texas Tech University, becoming a distinguished member of the legal profession. Since taking the bench in 2009, Judge Gutierrez has been a transformative force in El Paso County's judicial system. She has presided over cases involving child abuse and juvenile delinquency with a deep sense of responsibility and compassion. Her leadership has driven innovative reforms, including the establishment of the County's first Protective Order Court, Children's Cross-Over Court, and the first Indian Child Welfare Act (ICWA) Court in Texas. These specialized courts reflect her commitment to addressing complex social issues with empathy and effectiveness, ensuring that justice serves to protect and uplift. Beyond the courtroom, Judge Gutierrez has devoted herself to community service. As a member of the Texas Children's Commission and the El Paso Women's Bar Association, and as a founding member of the El Paso Project Future internship program for aged-out foster youth, she has worked to empower and support others. Her accolades, including the Foster Parent Association's Judge of the Year Award, the Honorable Sam Paxon Outstanding Jurist Award, and the Trailblazer of the Year Award, highlight her contributions to the legal profession and our community. Today, it is my privilege to honor Judge Yahara Lisa Gutierrez for her exemplary service, leadership, and dedication to our community, and wish her and her family the best upon her retirement.
