CELEBRATING LISA AND RANDY BROWN'S RETIREMENT2024-10-01

Mr. FOSTER

Mr. FOSTER. Mr. Speaker, I rise today to celebrate and honor two individuals whose dedication, generosity, and unwavering commitment to our community have made an indelible mark on the fabric of Aurora. Lisa and Randy Brown, the beloved owners of the iconic Banana Split ice cream shop, are now embarking on a well-deserved retirement after 40 years of service. Since 1983, Banana Split has not just been a business; it has been a gathering place for families, friends, and neighbors. It is a place where the joy of a simple scoop of ice cream brings smiles and laughter, and where memories are forged over countless summer afternoons. Lisa and Randy have crafted not only delectable treats but have also built a legacy of kindness and community spirit that resonates throughout Aurora. From sponsoring local events and sports teams to providing support for schools and charitable organizations, the Browns have always prioritized giving back. As Lisa and Randy prepare to step into this new chapter of their lives, they look forward to spending quality time with their two children and three grandchildren. While they may be stepping back from the daily operations of Banana Split, their commitment to community service will continue, as Randy plans to remain actively engaged with the Lions Club and serve as a board member of the Fox Metro Water Reclamation District. It is also essential to recognize how they have paved the way for future generations of small business owners. After a thoughtful vetting process, they are passing the torch to Daniel Cuevas, an Aurora native and graduate of Aurora University. Daniel is equally committed to maintaining Banana Split's cherished reputation as a small business that continues to prioritize community investment. Mr. Speaker, I am proud to celebrate Lisa and Randy Brown's contributions to the Aurora community, and I ask my colleagues to join me in wishing them a joyful retirement filled with adventure and family, knowing that they have built a legacy that will live on in the heart of Aurora for generations to come.

CELEBRATING THE 100TH ANNIVERSARY OF THE FOX RIVER RADIO LEAGUE2024-10-01

Mr. FOSTER

Mr. FOSTER. Mr. Speaker, I rise today to celebrate the 100th anniversary of the Fox River Radio League, one of the longest running amateur radio organizations in our country. Founded in 1924, the Fox River Radio League emerged from the passion and determination of young radio enthusiasts in the Aurora area. These pioneers delved into the worlds of electromagnetic theory, vacuum tube technology, and Morse code, inspired by the model of the national Amateur Radio Relay League, which had been established a decade earlier in 1914. Radio electronics were also an important part of my childhood. I can still remember the bright red cover of the 1967 AARL Radio Amateur's Handbook, the excitement of receiving a new Allied Electronics Catalog, the smell of dust of heating up on vacuum tubes with their filaments glowing cherry red--and all of the interesting things you could do with the 35 kilovolt power supply from an old TV. When we reflect on the early 20th Century, we recognize it as a time of innovation in wireless communications. The wartime use of radio demonstrated its tremendous potential, highlighting the critical role this technology would play in connecting people across great distances. In the post-war era, the fascination with radio blossomed, evolving rapidly to encompass new possibilities. Today, we are able to communicate across boundaries that once seemed insurmountable--sending signals that can bounce off the moon, transmitting and receiving digital messages, and establishing communications with astronauts aboard the International Space Station. Currently, there are over 778,000 licensed amateur radio operators in the United States, each contributing to a network of communication that fosters connectivity and collaboration. Among these esteemed operators is the Fox River Radio League, with its 160 enthusiastic members--from pre-teens to retirees. These dedicated individuals gather monthly in Batavia, Illinois, finding community and joy in their shared passion for this historic hobby. But their contributions extend far beyond personal enjoyment. The members of the Fox River Radio League play a vital role in providing assistance during emergencies, supporting public events, and ensuring safety through on-scene communications. Mr. Speaker, I am proud that the Fox River Radio League serves as a beacon of community spirit and effective communication in my district. I ask my colleagues to join me in celebrating this centennial achievement, and to thank Kermit Carlson, an old friend from Fermilab and the current President of the Fox River Radio League. May the Fox River Radio League continue to inspire and connect people, spreading the love of amateur radio for generations to come.

SUPPORTING UAW MEMBERS2024-09-25

Mr. FOSTER

Mr. FOSTER. Madam Speaker, 1 year ago, UAW members across the country went on strike and won a historic victory by securing agreements with the Big Three auto manufacturers. That included an agreement with Stellantis to retool and reopen the Chrysler assembly plant in Belvidere, Illinois. Thanks to the solidarity of UAW members across the country, Stellantis agreed to not only reopen the Belvidere plant but to also build a brand-new battery factory there and an automobile parts distribution center. That agreement was only possible because of strong Federal and State incentives put in place to secure a bright economic future for places like Belvidere. Nearly a year later, Stellantis has yet to follow through on the commitments they made, leaving hundreds of workers in limbo and delaying the promised investments. One cannot but wonder if they are waiting until after the election to see if Trump's Project 2025 will destroy those investments and, with it, the future of Belvidere. Madam Speaker, I rise today to reiterate my support to the UAW workers who fought hard for this contract, and I call on Stellantis to honor the agreement they made.

HONORING SHERMAN L. JENKINS' IMPACT ON THE CITY OF AURORA2024-08-09

Mr. FOSTER

Mr. FOSTER. Mr. Speaker, I use today to honor Sherman L. Jenkins for his exceptional contributions to our community, particularly through his work with the Quad County African American Chamber of Commerce and his extensive service to the City of Aurora. As a stalwart advocate for economic development, Sherman has dedicated over 20 years to enhancing the prosperity of the city. His leadership as the Assistant Director and later as the Executive Director of the Aurora Economic Development Commission was marked by key initiatives, such as the successful opening of the Hollywood Casino and the establishment of the Chicago Premium Outlet Mall. These milestones not only raised Aurora's profile, but also significantly contributed to the local economy. In addition to his professional achievements, Sherman's commitment to community engagement is unparalleled. Even after his retirement in 2012, he remained an active force within the city, serving as an alderman at-large for six years, participating in community events, and driving initiatives that foster collaboration and growth. Moreover, Sherman's passion for community service extends beyond his professional endeavors. As a founding member of the Quad County African American Chamber of Commerce, he has played a pivotal role in advocating for the African American business community and ensuring that their voices are heard. His involvement with various organizations, including the Rotary Club of Aurora, the Aurora Public Library Foundation, the Ely Chapter of Lambda Alpha International, and the Northern Lights Development Corporation, exemplify his commitment to civic duty and community well- being. CELEBRATING MOTT'S LOUNGE 100TH ANNIVERSARY2024-07-30

Mr. FOSTER

Mr. FOSTER. Mr. Speaker, I rise today to commemorate a truly remarkable milestone: Mott's Lounge in Burlington, Illinois, celebrates 100 years of rich history, community spirit, and unwavering dedication to its patrons. Founded in 1924 by the pioneering couple Albert and Flora Mott, Mott's Lounge has encapsulated a century of history, evolving through the ages while remaining a cherished cornerstone of the community. During the roaring twenties, Mott's found itself amidst lively dancehalls, just steps away from a train station that connected folks to the city of Chicago. It was during this era of Prohibition that Mott's Lounge was ingeniously labeled a cafeteria. But behind those walls, it thrived as a lively speakeasy. The cryptic whispers of train conductors providing coded announcements of ``Next stop, Vinegar Hills!'' have resonated through the years, echoing the spirit of resilience and adventure that characterized that era. Thanks to cleverly concealed back doors leading into cornfields, countless patrons found both refuge and refreshment, forging bonds of camaraderie that still stand strong today. As we reflect on this remarkable journey, we honor not only the legacy of its founders but the remarkable women who kept the establishment alive. Following Albert's passing in 1950, Flora Mott led Mott's Lounge with grace until her retirement at the age of 85, living a remarkable 101 years. Upon her retirement in 1980, the reins were passed to her granddaughter, Shirley, who transformed the cafeteria into the vibrant lounge we all know and love. Under Shirley's leadership, Mott's Lounge blossomed as a true community hub. Her unwavering commitment to philanthropy and community welfare is a legacy etched in the hearts of Burlington residents. From opening her home to those facing hardships to hosting successful fundraisers for the United Way, Shirley not only transformed a business but also transformed lives. Today, the legacy of Mott's is preserved through Shirley's son and his family, who proudly represent the fourth generation of Mott's stewards. They continue to uphold the values of generosity and community spirit that have long defined this establishment. Mr. Speaker, I am proud to celebrate this centennial achievement. I ask my colleagues to join me in a heartfelt congratulations on 100 years of exceptional service, generosity, and community spirit. May the next century bring continued success, growth and connection with this generous community.

FINANCIAL INNOVATION AND TECHNOLOGY FOR THE 21ST CENTURY ACT2024-05-22

Mr. FOSTER

Mr. FOSTER. Mr. Chair, I thank Chair Waters for yielding. Mr. Chair, I rise in opposition to this bill. I am encouraged by the dialogue and collaboration that has taken place between the House Financial Services Committee and the House Ag Committee on this bill. I believe in the potential of distributive ledger technology. I am, in fact, the co-chair of the Congressional Blockchain Caucus and perhaps the only Member of Congress who has actually programmed a blockchain client. However, I cannot support this bill in its current form. To that end, my office submitted three constructive clarifying amendments, none of which were made in order by the Rules Committee. This legislation contains several fatal flaws. First, this legislation largely shifts oversight of the digital assets industry away from the Securities and Exchange Commission which has a long track record of successfully protecting retail investors from abuse in the financial markets toward the CFTC which has traditionally overseen markets with significantly less retail participation. Secondly, it would create a safe harbor for wannabe pirates through a so-called intent to register that shields crypto firms from SEC investor protection rules before the agencies even have time to write the rules. Thirdly, the bill was not crafted through regular order. This version of the bill contains a new and dangerous title that was never considered by the Financial Services Committee, title II, which would create a new class of investment in contract assets which has the potential to undermine decades of legal precedent governing the securities laws, and it would create opportunities for regulatory arbitrage. Instead, it was airdropped in during closed-door negotiations and before it was materialized for a final vote today. That is not regular order. Finally, this bill also fails to address fundamental challenges of digital assets related to uncontrolled anonymity of self-hosted digital wallets that I believe must be addressed for the digital asset industry to accede to a healthy and sustainable future over the long term. For example, to be regulated as a commodity under this bill, no person or group can have owned more than 20 percent of the assets at any point over the preceding 12 months. Mr. Chair, how can this possibly be guaranteed when unknown fractions of ownership are held in anonymous self-hosted wallets? This bill requires the SEC to issue beneficial ownership disclosure rules, however, the SEC has little or no means of compelling individuals or firms in other countries to comply with such a requirement. This beneficial ownership test could be skewed by noncompliant foreign owners, by individuals spreading their holdings across multiple wallets, or by dead or lost crypto that artificially inflates the amount of the asset that is currently judged to be in circulation. The list goes on. This legislation actually ties the hands of the top financial crimes watchdog, the FinCEN, by limiting their ability to respond to issues related to self-custody of digital wallets which they will tell you is the main issue that they struggle with every day in trying to prevent financial crimes. Given the widespread use of digital assets by bad actors, we should strengthen the authorities of FinCEN and not weaken them. My colleagues and I, as I said, offered several constructive amendments to this bill to clarify and address these issues, and the Rules Committee, controlled by the majority, unfortunately, chose to exclude every one of them from today's debate. Given the content of this bill and its failure to address these issues, I cannot support this bill, and I encourage my colleagues to vote ``no.''

WORKING DOG COMMEMORATIVE COIN ACT2024-05-21

Mr. FOSTER

Mr. FOSTER. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I rise in support of H.R. 807, the Working Dog Commemorative Coin Act, sponsored by Representative McHenry. This bill, introduced by Representative McHenry and Representative McGovern, will require the U.S. Treasury and Mint to develop a coin series honoring the critical role that working dogs play in our society. For decades, working service dogs have provided a range of services, from detection, military service, therapy, assistance, and mobility to Active-Duty servicemembers and first responders with disabilities. Their work and companionship have brought immeasurable growth and healing for veterans and others with disabilities. As the number of service dogs given to veterans with disabilities and PTSD continues to increase, this bill is an important step in giving these loyal and hardworking service dogs the love and the recognition that they deserve. I thank Representative McHenry and Representative McGovern, two ideological compadres if there ever were such, for their bipartisan work on this legislation. Madam Speaker, I am personally proud to be a cosponsor of this legislation, and I urge my colleagues to support it today, and I reserve the balance of my time.

Mr. FOSTER. Madam Speaker, I yield myself the balance of my time to close. Madam Speaker, as we thank our veterans and Active-Duty military servicemembers, we must not forget the crucial role that service dogs play on and off the battlefield. As a scientist, I note that in a recent study conducted on veterans with service dogs, veterans with service dog companions had stress hormones more like those in healthy adults without PTSD than veterans without service dogs. Promoting the health and mental well-being of our veterans is both a collective and an individual endeavor. This legislation furthers those efforts and ensures that we recognize the important role that service dogs play in protecting our Nation, its Active-Duty servicemembers, and our veterans. Madam Speaker, I urge my colleagues to support this bill, and I yield back the balance of my time.

EVERETT ALVAREZ, JR. CONGRESSIONAL GOLD MEDAL ACT OF 20232024-05-21

Mr. FOSTER

Mr. FOSTER. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in support of H.R. 1097, the Everett Alvarez, Jr. Congressional Gold Medal Act of 2023, sponsored by Representative Jimmy Panetta. H.R. 1097 bestows a Gold Medal of Honor to Commander Everett Alvarez, Jr., a retired United States Navy officer who maintained the military code of conduct, loyalty, and honor to the United States under torture, abuse, and interrogation for 8 years and 6 months of imprisonment. He is the second longest-held prisoner of war in the United States history. Our Nation's fallen soldiers, our veterans, our active military servicemembers are those who demonstrate tremendous courage, resiliency, honor, and selflessness. Their contributions cannot be overstated and should never be neglected. I applaud my colleague, Representative Panetta, who is also a veteran of the war in Afghanistan for his efforts and advocacy on this important bill to ensure that Commander Alvarez, Jr., is recognized and praised for his unfaltering commitment and sacrifice to our country. Representative Panetta has long worked to help active military members and our Nation's veterans. His deeply appreciated service to our Nation has resulted in significant strides and legislation to help ensure that we are treating our veterans with the respect and dignity that they deserve. Today is just one example of his work making a real difference, and I am very pleased to support this bill to honor Commander Alvarez, Jr. Mr. Speaker, I yield 6 minutes to the gentleman from California (Mr. Panetta), our loquacious, thoughtful, and patriotic colleague.

Mr. FOSTER. Mr. Speaker, I have no further speakers, and I yield myself the balance of my time to close. Mr. Speaker, my draft number was 321. Being born in 1955, I never was called to serve, and I always wondered what my service would be like had I been called. I am so humbled by this story of Everett Alvarez, Jr. There are many lessons that we try to draw from the war in Vietnam, but one of the lessons that we did not get right was the duty that we have to respect the service to those who served under very difficult circumstances. That is part of the reason that I extend my support, again, for H.R. 1097, the Everett Alvarez, Jr. Congressional Gold Medal Act of 2023. This legislation is necessary to ensure that Congress recognizes and honors the tremendous sacrifices that he made to protect our Nation. Mr. Speaker, I again thank Representative Panetta for his work to bring this legislation to the floor today. Mr. Speaker, I urge my colleagues to support this bill, and I yield back the balance of my time.

CELEBRATING DR. RACHAEL MAHMOOD, THE 2024 ILLINOIS TEACHER OF THE YEAR2024-05-17

Mr. FOSTER

Mr. FOSTER. Mr. Speaker, I rise to celebrate an educator from Aurora, Illinois. Dr. Rachael Mahmood, a fifth-grade teacher in Indian Prairie School District 204 at Georgetown Elementary School, was named the 2024 Illinois Teacher of the Year. Dr. Mahmood has taught in her district since 2005 and came to Georgetown Elementary School in 2015. Dr. Mahmood was selected from a group of 13 finalists from across the state and is the first person from Indian Prairie School District 204 to be chosen as Illinois Teacher of the Year. As the daughter of a Russian mother and an Indian father, Dr. Mahmood found her passion for teaching by overcoming obstacles she faced as a mixed-race student. Her dedication to service, education, and equity has allowed her to make a lasting impact on the lives of her students-- whether it be helping them succeed in their studies or achieve their extracurricular goals. Dr. Mahmood has also become an indispensable leader beyond the classroom, pioneering various cultural and social initiatives to create an inclusive environment where students can connect with their peers. As one administrator notes, she ``embodies the qualities of an exceptional educator and inspiring leader.'' At the end of the 2023-2024 school year, Dr. Mahmood will go on sabbatical, touring schools around the state of Illinois and sharing some of her valuable insight with her fellow educators. Mr. Speaker, I ask my colleagues to join me in congratulating Dr. Rachael Mahmood on being named Illinois Teacher of the Year and thank her for her commitment to improving education for young people in the Aurora community.

Mr. FOSTER

Mr. FOSTER. Mr. Speaker, I rise during Teacher Appreciation Week to celebrate an educator from Aurora, Illinois. Mr. FOSTER. Mr. Speaker, I rise today to extend my heartfelt congratulations to the Food Shed Co-op family on their achievement in organizing and establishing a community-owned grocery store. They collectively decided to create a community-owned store in McHenry County, embarking on an unpredictable and awe-inspiring journey. Their dedication to bringing this dream to fruition is truly commendable. Food Shed Co-op is more than a simple grocery store, it is a symbol of the determination of the community. PI DAY2024-03-12

Mr. FOSTER

Mr. FOSTER. Madam Speaker, I rise today to celebrate March 14, 3.14, or Pi Day. Pi is a Greek letter, and in mathematics it is a symbol for the number that you get when you divide a circle's circumference by its diameter. Many people approximate pi as 3.14 or 3.14159 or 3.159265, and on and on, but the number is irrational. Madam Speaker, if you try to write down the exact number for pi, there would be infinite numbers to the right of the decimal point, and there would be no discernible pattern. That means we are down to an infinity number of digits to be found. There is so much new math to be discovered. Mathematics is critical to everything that we do. It is the language of science, and it is the language of engineering and technology. So amidst all of the irrationality that we see before us in Congress, let's celebrate a little of that irrationality on March 14 and celebrate Pi Day.
