Mr. FITZPATRICK

Mr. FITZPATRICK. Mr. Speaker, I rise today to recognize an exceptional constituent from my district, Joseph A. Fluehr, III, of Richboro who has been a dedicated citizen and caregiver to his community. Joe and his wife, Christine, opened the Joseph A. Fluehr III Funeral Home in Richboro, Pennsylvania in 1976, expanded to New Britain, Pennsylvania in 1997, and built Laurel Cremation Services in 2010. For almost 50 years, Joe has lovingly attended to families grieving the loss of a loved one. Joe, the oldest of 8 children, was raised in the Oak Lane section of Philadelphia and eventually moved to Richboro when the construction of his funeral home was completed. He graduated from the College of West Virginia and continued to the Pittsburgh Institute of Mortuary Science, where he received his Degree in Applied Sciences. Joe's commitment to community service is exemplified through his extensive involvement in local organizations. St. Mary Medical Center called on Mr. Fluehr to sit on their Board of Trustees, which he did for over a decade and served as Chairman of the Board for an impressive nine years. Under his leadership, the once small, neighborhood hospital saw huge growth in the numbers of patients it served and medical professionals it employed. They exponentially expanded the footprint of the building, and it is now a Level II Trauma Center. Rotating off the Board of Trustees, Joe served as a member of the St. Mary's Medical Center Entities Board and continues to serve on the St. Mary's Medical Center Hospital Authority today. In addition to working with the hospital board, Joe served on the board of Prime Bank, a locally owned bank, for 13 years, where he also held the position of Corporate Secretary. As another testament to his dedication to the community of Richboro and Northampton Township, Joe was a volunteer with the Northampton Township Volunteer Fire Department and served on the Tri-Hampton Rescue Squad Advisory Board. He has been a member of Council Rock Kiwanis Invitational, where he participated in many service projects dedicated to making the lives of children better. He supported the Northampton Township Historical Society and has been a long-standing member of the Northampton Township Business and Professional Association. In 2015, honoring this integral member of the community, they bestowed upon Joe their ``Businessman of the Year Award''. Professionally, Joe has held significant roles within the funeral service industry, serving on the Pennsylvania State Board of Funeral Directors and chairing the board for two years. He is affiliated with prestigious organizations such as the Cremation Association of North America and the National Funeral Directors Association. As a devout parishioner of St. Bede, the Venerable Church and a 4th Degree Knight with the Knights of Columbus, Joe embodies the values of faith, service, and community. Furthermore, Joe has dedicated his life to serving and honoring the veterans of our community. He played a pivotal role in supporting the Washington Crossing National Cemetery, advocating for its opening, and facilitating logistical and professional support for unclaimed veterans' services. Joe's contributions extend to providing urns and nameplates to the Bucks County Morgue for unclaimed veterans and donating to various veterans' monuments at Washington Crossing. Joe lives in Newtown with Christine, his wife of 55 years. They have three children and 6 dear grandchildren. In his free time, Joe enjoys a good glass of merlot, eating dinner with friends, and spending time with his family. He is proud of the family he raised with his wife, the relationships he fostered throughout his life, and the businesses he built that serve the community. I am eternally grateful to Joe Fluehr, III for the life of committed service he has given to our community, district, and country. Indeed, his care and concern for his fellow neighbors, his support for local organizations, and his commitment to our service men and women are but a few impressive attributes of a truly great man. Mr. FITZPATRICK

Mr. FITZPATRICK. Mr. Speaker, I rise today to honor a remarkable individual from my district, Monsignor Michael Picard, who has touched and bettered countless lives in our community through his unwavering faith and commitment to his vocation as a Pastor. Born May 30, 1938, Michael Picard entered St. Charles Borromeo Seminary in Philadelphia in 1956 at just 18 years old. After nearly a decade of rigorous theological training, he was ordained on May 21, 1966, and embarked on an illustrious 58-year career dedicated to serving the Lord and guiding the spiritual lives of countless individuals and community members. Affectionately known as Father Mike, he embarked on his pastoral journey as an Associate Pastor at Corpus Christi Church. Then, in 1967, he was assigned to Cardinal O'Hara High School, where he wore many hats: Teacher, Guidance Counselor, Counselor, Basketball Moderator, and Vice Principal for two years. Throughout his tenure there, Father Mike profoundly impacted students and colleagues alike. He mentored countless young men and women, guiding them toward successful futures and emphasizing the importance of character, integrity, and unwavering faith. Father Mike embarked on a new mission in 1981, taking on the role of Principal at Lansdale Catholic High School. Here, he continued to be a beacon of inspiration and guidance for his students and community, exemplifying unwavering dedication and faith. His remarkable talents and unparalleled leadership qualities caught the eye of the Archdiocese of Philadelphia, leading to his recruitment as the Director of the Cardinal's Commission and Office for Human Relations. In 1989, Father Mike answered the call to serve once more and took on a new role at Saint Andrews Catholic Church in Newtown, Pennsylvania. It has been here at Saint Andrew's that Father Mike has served as Pastor, mentor, and friend to over 20,000 parishioners for the past 35 years. While his list of accomplishments is undoubtedly impressive, the quiet, personal moments are what define his profound impact. With every baptism, confirmation, First Communion, Matrimony, and anointing of the sick, Father Mike has been a steadfast presence for so many in life's most significant moments. His unwavering support and genuine kindness have intricately woven together the fabric of the church community, forming a beautiful tapestry of love and faith. In moments of joy and sorrow, he has stood as a steady pillar of comfort, offering solace and hope to all in need. His influence has grown to extend far beyond the physical walls of Saint Andrews, touching the hearts and minds of everyone fortunate enough to encounter him. For Father Mike, being a Pastor is not merely a job but a lifelong vocation. His tireless efforts in shepherding the largest Catholic church in the Archdiocese of Philadelphia and fostering a warm, welcoming environment have transformed Saint Andrews into a beacon of hope, inclusivity, joy, and peace for all who cross its threshold. Yet these accomplishments are not what defines him. Father Mike has shown us that true greatness lies in the everyday acts of kindness, compassion, and encouragement and has the power to transform a community. It is my great honor to commend and congratulate Monsignor Michael Picard--our beloved Father Mike--on 58 years of inspiring service to our community. SUSAN C. BARNHART POST OFFICE2024-06-03

Mr. FITZPATRICK

Mr. FITZPATRICK. Madam Speaker, I rise today in support of the bill, H.R. 5476, which designates the United States Postal Service facility in Washington Crossing, Buck County, Pennsylvania, located at 1077 River Road, as the Susan C. Barnhart Post Office. Madam Speaker, last July 15, our community experienced a devastating tragedy, a tragedy where seven innocent lives, five adults and two children, were lost in a violent flash flood. Among those we lost that fateful day was the extraordinary Susan Barnhart. Though she lived across the river in Titusville, New Jersey, Susan spent many years serving our community and was beloved by so many. Susan was a model citizen, a dedicated public servant, and a beacon of warmth and kindness. She quickly became a comforting presence who customers in that post office and colleagues alike looked forward to seeing every single day at the Washington Crossing post office, where she dedicated her professional life. As one of her customers beautifully put it: ``Susan was like sunshine, someone whose smiling face could light up your day the moment you walked in.'' Madam Speaker, Susan's loss, along with the loss of the other victims tragically lost on that day, has left an unimaginable void in our Bucks County community. Through this dedication, her spirit and legacy will continue to inspire every single one of us. I would be remiss not to extend my sincere gratitude to several individuals, including JD Mullane, a Bucks County Courier Times reporter, for his suggestion to spearhead this initiative. JD's thoughtfulness has allowed us to pay tribute to Susan and honor her legacy in a profound and meaningful way. For that, we are all thankful. I also want to take a moment to recognize several individuals whose remarkable efforts and actions safeguarded and supported our community in our time of need. I say this with absolute certainty: We are blessed to have some of the finest first responders and law enforcement officers serving our Bucks County community. From the onset of the flooding, Upper Makefield Township Police and Fire Departments showcased their excellence and displayed extraordinary bravery, extraordinary courage, incredible selflessness, and incredible compassion. They were undoubtedly beacons of hope and light in one of our community's darkest hours. Harry Vitello is one of our all-star Upper Makefield Township officers. Officer Vitello not only heroically led rescue operations but made it his mission to offer solace, empathy, and a steady hand to those in distress while ensuring our community remained informed. It was a master class in crisis communications, and I applaud and thank him for his outstanding efforts. In addition, for over 50 years, the all-volunteer Upper Makefield Fire Company has been a stalwart guardian of our community. The leadership of Chief Tim Brewer and the entire fire company throughout the flooding exemplified the essence of civic duty and underscored the importance of selfless services. Chief Brewer and his team worked tirelessly throughout the rescue operations, sparing no effort and leaving no stone unturned, bravely risking their lives without hesitation. I thank Chief Brewer and the entire Upper Makefield Fire Company, as always, for their service. I thank Tom Cino, who served as chair of the Upper Makefield Board of Supervisors and as fire liaison, for his steadfast leadership and unwavering composure in coordinating efforts, providing essential resources, and ensuring that the families of all the victims felt the arms of our entire community around them. Madam Speaker, amidst the darkness of last July, our community was able to find solace in uniting to express our heartfelt appreciation and gratitude for the heroic efforts of our law enforcement officers, our firefighters, our first responders, and all the elected officials who played a critical role in this recovery effort. Today, we can find solace once more. Although Susan is no longer with us, dedicating this post office in her name and in her honor to recognize her legacy ensures that her legacy and spirit remain vibrant forever. For Susan's family, while we can never bring back her radiant smile and her incredible compassion, each time we see her name honored in this place that she cherished, we will know her warmth and her joy continue to watch over our Washington Crossing and Bucks County community.

RECOGNIZING REBECCA SMIRK'S DEDICATION TO THE GIRL SCOUTS2024-05-31

Mr. FITZPATRICK

Mr. FITZPATRICK. Mr. Speaker, I rise today to recognize an outstanding constituent from my district, Rebecca Smirk whose work and dedication as an outstanding Girl Scout Volunteer, Leader and Service Unit Manager has touched many lives in the Lower Bucks County region and the surrounding areas over the span of twelve years. A seventeen-year resident of Bucks County, Pennsylvania, Rebecca grew up in Long Island, New Yolk and attended Swarthmore College. She graduated with a BA in Chemistry and Economics in 2000 and from Seton Hall University School of Law with a JD in Intellectual Property in 2009. She is currently a Partner at Servilla Whitney, LLC. While her career accomplishments are impressive on their own, her greatest impact has been within her own community. Rebecca and her husband Jim moved to the Yardley/Lower Makefield community in 2007 and welcomed their daughter Emma in 2005. Growing up as a Girl Scout, she knew that she wanted to give her daughter the experiences she loved as a scout--outdoor adventure, leadership skills and lifelong friendships. Rebecca understood the importance of volunteerism from her own mother who was her troop leader for 9 years. When Emma joined scouts in 2012 as a Daisy, Rebecca was quick to volunteer as a parent helper. When the troops leaders stepped down in 2015, Rebecca immediately stepped in. She knew they would be creating treasured scouting memories, just like the ones Rebecca had of her mother. In June of 2018, Rebecca again stepped up her volunteering and became the Service Unit Manager for the Sandy Run Service Unit within the Girl Scouts of Eastern Pennsylvania Council. In this role, she oversees nearly 40 troops, over 80 troop leaders, a Service Unit Team, and over 400 active, registered Girl Scouts. Under her leadership, she has increased girl enrollment, increased the number of girls achieving higher awards, promoted Outdoor skills education, fostered relationships with community members and community service groups like Aid for Friends as well as forming new relationships with Trenton Area Soup Kitchen and the Hospital of the University of Pennsylvania. Additionally, Rebecca built upon the Service Unit activities and traditions. Rebecca has been a driving force behind the continued success of our Sandy Run Service Unit Summer Day Camp which draws 100 girls each year from the Service Unit and neighboring towns. She has expanded and built a community of parents, volunteers, and community leaders who have worked together to build girls with courage, confidence, and character. Rebecca has been a champion for girl-led leadership opportunities within the Service Unit. She has gone above and beyond in her service to ensure every girl who wanted to belong to a Girl Scout troop is included. Girls from disbanded troops or former Juliette Scouts were included by welcoming them into her own established older girl troop. Rebecca's welcoming hand ensured these girls remained active in Girl Scouting and many went on to achieve Silver and Gold Awards through her encouragement. When 23 little kindergartners needed a leader so they could join Girl Scouts, Rebecca again stepped in to become the leader of a new Daisy troop while still helping guide her older girls towards graduation. In 2023, Rebecca received the Gertrude K. McGonigle Award, which recognizes one individual a year from Girl Scouts of Eastern Pennsylvania's nine county footprint who has been a registered Girl Scout volunteer for a minimum of ten years, has proven to be a positive role model while working directly with girls, and has exemplified the values and traditions of Girl Scouting. The award is given in honor of Gertrude K. McGonigle by her daughter, in recognition of her mother's long-standing interest and support of Girl Scouting in the Reading/ Berks County area. Rebecca has positively impacted and inspired numerous volunteers as well as hundreds of girls within our community. The hours she has dedicated to her two troops and to our Unit are countless and her initiative and creativity providing a rich Girl Scouts experience to all of our scouts is limitless. Rebecca's ability to live a life of service and a dedication to the Girl Scout Law is commendable. She is a role model to many and exemplifies the values and traditions of Girl Scouting. We are all incredibly grateful for the positive impact Rebecca Smirk has had through her volunteer work and we are delighted that she will be taking on a new volunteer role as a Girl Scout Gold Award Committee Member with the Girl Scouts of Eastern Pennsylvania Council continuing to inspire the young women in Bucks, Berks, Carbon, Chester, Delaware, Lehigh, Montgomery, Northampton, and Philadelphia Counties.

During his tenure with Lower Southampton Township, Michael quickly rose through the ranks of the police department, promoted to Corporal in 2014 and Sergeant in 2018. Michael Wojnar has an array of worthy achievements, exemplified by his courageous rescue efforts at the Ridgecrest Nursing Home amidst perilous conditions of heat and smoke, and his adeptness in providing key information leading to the arrest of a serial bank robber. Along with his patrol sergeant duties, he was extremely involved in accident investigation and reconstruction. While performing these responsibilities, he was also at Peirce College getting a Bachelor of Applied Science in Criminal Justice and Law Enforcement Administration in 2021, and earning a Master's Degree in Criminal Justice and Corrections from the University of Arizona Global Campus from 2022 to 2023. I express profound gratitude to Sergeant Wojnar for the life of dedicated service he has given to our community, district, and country. His exemplary character serves as a model of civic stewardship and sets a precedent for future generations of law enforcement to emulate. Michael's devotion will be greatly missed, but thankfully he has continued to serve for the Bucks County Sheriff's Department as Deputy Sheriff. Mr. FITZPATRICK

Mr. FITZPATRICK. Mr. Speaker, I rise today to honor the remarkable actions of a constituent in my district, Becky Arbaugh. Becky is a dedicated manager at a Taco Bell in Richboro where on the afternoon of April 13th this year she demonstrated unparalleled courage and quick thinking, saving the life of an eleven-week-old baby in a moment of crisis. It was an ordinary day at 4:45 PM, at the Taco Bell where Becky works, until an extraordinary event unfolded. A frantic scene emerged as screams were heard outside of the drive through window from mother, Natasha. Baby Myles Long suddenly stopped breathing. Without hesitation, Becky sprang into action upon realizing how dire the situation was. In those crucial moments, Becky's actions proved to be the difference between life and death. Becky began performing CPR on Myles, working tirelessly to revive the infant. Becky's own daughter had faced a similar life-threatening situation in the past. Drawing from the lessons learned during her daughter's ordeal, Becky approached the situation with a unique blend of empathy, experience, and unwavering determination. As the ambulance arrived and whisked the baby away to receive further medical attention, Becky's actions stood as a testament to the power of compassion and selflessness. RECOGNIZING LAYLA LEUTHY-PECK'S GOOD DEED2024-05-21

Mr. FITZPATRICK

Mr. FITZPATRICK. Mr. Speaker, I rise today to recognize an outstanding accomplishment and good deed from a constituent from my district, Layla Leuthy-Peck. Layla Leuthy-Peck is a 7-year-old first grade student at Saint Andrew's School in Newtown. After listening to Monsignor Michael Picard, pastor at St. Andrew's parish, telling the children about the importance of finding a way to serve others, she immediately thought of her best friend WW2 veteran Joe Gagliardi who was about to turn 100. She remembered Joe telling her how much he misses visiting schools to tell the students about his service and the importance of service. He especially misses receiving all the wonderful handmade thank you cards from them afterwards. With the help of her entire first grade classmates, Layla was able to get 100 handmade birthday cards for Joe's 100th birthday. To make it a day he will remember, Layla delivered the sack of cards to Joe riding in a Newtown firetruck which was escorted by the township police and many other emergency service vehicles in a parade of lights and sirens. Mr. Gagliardi served in the United States Navy during WW2 on a Patrol Torpedo (PT) Boat that escorted General Douglas MacArthur and remembers seeing President John F. Kennedy on his PT Boat duty near him. Layla's father Sean Peck is an also a Veteran who served in Afghanistan and is currently a police officer in Penndel. Her great-grandfather, Ray Leuthy, a Corporal in the United States Army's 82nd Airborne Division, parachuted into the Battle of the Bulge and was an escort driver for General George S. Patton, Jr. The news story about Layla's special card delivery for her best friend has spread internationally along with her wish for more children to do a good deed for a veteran. Layla's commitment to figuring out a creative and meaningful way to serve a WW2 veteran in a truly collaborative manner is to be commended. It is my hope that Layla will continue to find ways to serve veterans and be an example for other very young children to realize they too can make a difference. I would like to wish Layla the best in her future endeavors and once again congratulate her on fulfilling her mission to brighten the day for her best friend, Joe on his 100th birthday.

Marie was born on May 17, 1924, in Brooklyn, New York, to Maria and Leonardo Restivo, immigrants from Sicily, Italy. Marie met her husband, Maurice, who was best friends with her brother, in her mother's kitchen. Maurice served in Europe during World War II, and he joined the NYPD upon his return. Marie and Maurice were married in 1949 until he passed away in 2009, just short of their 60th anniversary. They had 3 daughters. In 1962, Marie and Maurice moved their family from Brooklyn to Mahopac, New York, where, together, they opened a successful real estate and insurance brokerage firm, Fawn Agency, serving Putnam and Westchester counties in New York. ISRAEL SECURITY SUPPLEMENTAL APPROPRIATIONS ACT, 20242024-04-20

Mr. FITZPATRICK

Mr. FITZPATRICK. Mr. Speaker, several months ago, a bipartisan group of my colleagues and I introduced a bill, the Defending Borders, Defending Democracies Act, and that is exactly what we will be voting on today. First, as far as defending our border from cartels, there are 200 kids today dying in this country from fentanyl that we can trace directly back to that southern border. That is the equivalent of a Boeing 747 aircraft crashing every single day and nobody caring about it. We have to fix our southern border. Second, we are also going to defend the borders of our democratic allies, Israel, Taiwan, and Ukraine--Taiwan and Ukraine from being invaded by communist dictators, and Israel from being invaded by terrorists. I would hope we could all agree on those two concepts in this Chamber. We have to defend borders and defend democracies. Mr. Speaker, you can't pick and choose which one of those you are going to support. That is hypocritical and intellectually inconsistent. We need to defend our border and the borders of Ukraine, Israel, and Taiwan, all of the above. I am proudly going to vote for all three.
