PROVIDING FOR CONSIDERATION OF H.R. 2483, SUPPORT FOR PATIENTS AND COMMUNITIES REAUTHORIZATION ACT OF 2025; PROVIDING FOR CONSIDERATION OF H.R. 2931, SAVE SBA FROM SANCTUARY CITIES ACT OF 2025...2025-06-04

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I thank my good friend and colleague from Minnesota for yielding. Mr. Speaker, I rise today in support of this rule and the underlying bill, H.R. 2931, the Save SBA from Sanctuary Cities Act of 2025. Over the past 4 years, the Biden administration's open-border policies have allowed millions of illegal immigrants to pour into our country. Making matters worse, Democratic politicians in cities across our country have enacted sanctuary city policies that have further encouraged waves of illegal immigrants to come into our communities, circumventing Federal law and raising serious public safety concerns. Last November, the American people overwhelmingly elected President Trump with a clear mandate to secure the border and restore public safety in our communities. Since taking office, President Trump has delivered on this promise. Despite the incredible efforts by this administration to secure our border and remove criminal aliens from our country, Democratic mayors have doubled down on their failed sanctuary city policies that harbor criminal illegal aliens and defy cooperation with Federal immigration enforcement. In my home State of Minnesota, the local SBA office is based in the city of Minneapolis, and it is responsible for serving all 87 counties throughout Minnesota. For years, Minneapolis has passed several sanctuary city policies while at one point attempting to defund its own police department, further jeopardizing public safety. My legislation, the Save SBA from Sanctuary Cities Act of 2025, would require the Small Business Administration to relocate its offices out of sanctuary city jurisdictions to better ensure that resources benefit American small businesses in rural communities without being entangled in local policies that promote lawlessness. Our small business owners and those who rely on the SBA for loans, disaster relief, and support deserve access to these services in a safe, secure environment. This bill would codify two of President Trump's executive orders: Protect SBA employees, and safeguard the entrepreneurs who fuel our economy. Mr. Speaker, I urge my colleagues to support this rule and the underlying bill.

HONORING THE SERVICE OF TIM PENNY2025-05-21

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I rise today to honor the service of Tim Penny, a friend and a leader in southern Minnesota who is retiring from 18 years as president and CEO of the Southern Minnesota Initiative Foundation. Tim Penny first stepped into public service 49 years ago when he was elected to the Minnesota State Senate in his early twenties. From there, he would go on to serve in this very Chamber as the U.S. Representative for southeastern Minnesota, part of the district that I am honored to represent today. Whether in or out of elected office, Tim has been a fixture in our State for decades, fiercely advocating for the region's economic growth, rural development, and community revitalization. In his nearly 20 years leading SMIF, the organization has launched several grant projects, educational programs, and community improvement initiatives. His departure leaves behind enormous shoes to fill but also a legacy of service. It is a legacy of service that will long be remembered by all of us in southern Minnesota. Mr. Speaker, I congratulate Tim on his well-deserved retirement and wish him and Sandy the best in this next chapter.

RECOGNIZING THE 2025 CLASS 1A MINNESOTA STATE GIRLS HOCKEY CHAMPIONS-- THE DODGE COUNTY WILDCATS2025-04-17

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I rise today to recognize the 2025 Class 1A Minnesota State Girls Hockey Champions: the Dodge County Wildcats. On February 22nd, the team won their first-ever state title at the Xcel Energy Center in a suspenseful overtime game against Warroad. The Wildcats claimed the win with a 4-3 final score. The deciding goal almost went unnoticed, sneaking over the goal line during a dramatic scramble at the net. Warroad came away with the puck, but junior forward Zoe Heimer, who made the shot, knew the puck had crossed the goal line, prompting a video review that ultimately ruled in favor of the Wildcats. The top-seeded Dodge County team has been nothing but impressive all season, finishing strong with a record of 24-3-2. Their championship win marks the first state title--not only for the program--but for any girls hockey team south of the Twin Cities. It is my honor to recognize this year's Class 1A Minnesota Girls' Hockey Champions today. Thanks to the strong leadership and encouragement from Coach Gunderson, and relentless support by the team's staff, families, classmates, and community these talented young women earned a state championship title. All of us across the First Congressional District are incredibly proud to call them our own. Congratulations to Coach Gunderson and the entire Wildcats family on an unbelievable season.

HONORING THE BRAVERY AND SACRIFICE OF THE MEN OF U.S. NAVAL SUPPORT ACTIVITY DA NANG, VIETNAM2025-03-06

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I rise today to honor the bravery and sacrifice of the men of Naval Support Activity Da Nang, a U.S. Navy logistics support unit stationed in Vietnam from 1965 to 1972. On February 27, 1969, the North Vietnamese Army launched two rockets into a U.S. Navy storage facility, destroying Landing Craft Utility- 1500, and wounding 13 servicemen. During the ensuing rocket barrage, ammunitions on LCU-1500 were detonated, causing an explosion which spread to a nearby harbor utility craft, destroying both vessels and damaging a third. In total, twenty-two Navy men were killed and thirty-eight wounded, many of whom subsequently died as a result of their injuries. The men of the U.S. Navy Da Nang Unit gave their all for our Nation that day in 1969, yet never received recognition for their heroic actions in a time of war. I am humbled and proud to honor these brave men today for the sacrifices they made for our country fifty-six years ago. They will never be forgotten.

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I rise today to recognize a community leader and my good friend, Brian Mathiowetz, who received the 2024 Lifetime Achievement Award from the Associated General Contractors last Tuesday. Brian joined the family business, Mathiowetz Construction, full-time in 1981, working for his father Richard. Brian quickly proved to be a driving force behind the company's growing success, recognizing early on that good businesses invest in good people. Across southern Minnesota, Mathiowetz Construction has become a respected name in the industry, relied upon by federal, state, and local partners, as well as commercial and private customers who have trusted Brian and his family business to bring these important projects to completion. His leadership has grown the now-fourth-generation company into one of southern Minnesota's leading employers. Brian has contributed in many ways to the growth and development of Minnesota's First Congressional District, building many of the roads and bridges that connect us to our families and neighbors. To me, there is no one more deserving of this Lifetime Achievement Award. I congratulate Brian on earning this accomplishment and thank him for his years of dedication to building a better community for all of us in southern Minnesota.

INVESTING IN MAIN STREET ACT OF 20252025-02-24

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I thank Chairman Williams for yielding. Mr. Speaker, I rise today in support of H.R. 754, the Investing in Main Street Act of 2025, legislation which I am honored to co-lead with my colleague from California. The Investing in Main Street Act of 2025 makes critical improvements to the Small Business Investment Act of 1958, allowing Small Business Investment Companies, or SBICs, to invest more resources in Main Street businesses across southern Minnesota and across the country. From Winona to Worthington, small business owners across the district I have the honor to represent rely on early access to capital to start and grow. This legislation will spur further investment in our business community and assist businessowners in accessing the capital needed to pursue the American Dream of owning and operating a small business. Mr. Speaker, I thank Representative Chu for partnering with me on this important legislation, and I urge my colleagues to vote in support of the Investing in Main Street Act of 2025.

HONORING THE SERVICE OF OWATONNA MAYOR TOM KUNTZ2024-12-18

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I rise today to honor the service of Tom Kuntz, a friend and fellow southern Minnesotan who has served the Owatonna community for the past twenty years. In 2004, Tom was elected Mayor of Owatonna, where he found his true calling in public service. Throughout his five-term tenure, Owatonna experienced remarkable growth, with a revitalization of the city's downtown area, the relocation of Owatonna Hospital, an expanding industrial park, completion of the four-lane U.S. Highway 14 project between Owatonna and Dodge Center, and the construction of a new, state-of-the-art high school--just to name a few. Tom has been a fixture in Owatonna for decades, fiercely advocating for the city's economic growth and development, bringing his vision to the role of mayor. A good leader knows it's not about the position, it's about listening to people. Tom listens more than he speaks, and in his twenty years as mayor, has undoubtedly made a difference in the lives of many Owatonnans, displaying the kind of leadership we should show to our kids and grandkids. He is a true embodiment of who we are in southern Minnesota. Tom not only leaves behind enormous shoes to fill, but also a legacy that Owatonna will remember for generations. I congratulate Tom on his well-deserved retirement, and wishing him and his wife, Shelby, the best in this next chapter.

DESIGNATION OF BALD EAGLE AS NATIONAL BIRD2024-12-16

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I rise in support of S. 4610, the counterpart to my bipartisan legislation to recognize the bald eagle as the National Bird of the United States of America. Throughout this process, I have had the pleasure of working with the National Eagle Center in Wabasha, Minnesota, and we are proud that they call southern Minnesota home. As an undisputed symbol of our Nation, the bald eagle represents the strength and independence that we hold in our hearts as American citizens, and it is past time it is rightfully recognized as the national bird. Since 1782, the bald eagle has been a symbol of America featured on the Great Seal; however it has never been officially designated as the national bird. It remains a symbol of freedom across the country, as it is an emblem for all branches of the military and serves as a logo, trademark, and brand icon for businesses, nonprofits, and sports teams across the country. It is also represented on our stamps, coins, and currency, holds spiritual value for our tribal communities, and so much more. This bi-partisan, bi-cameral legislation gives the bald eagle the long-overdue recognition it deserves. I would like to thank Senators Klobuchar and Lummis, as well as Representative Craig for partnering with me on this legislation, and I urge all of my colleagues to vote in support.

PROVE IT ACT OF 20242024-12-05

Mr. FINSTAD

Mr. FINSTAD. Mr. Speaker, I thank the gentlewoman for yielding. Mr. Speaker, I rise today in support of my bipartisan legislation, the Prove It Act, which gives small businesses a seat at the table during the regulatory process and shields them from the most heavyhanded, one- size-fits-all regulations. Government red tape has made it harder and more costly for Americans to start a business. For many, this hinders their opportunity to achieve the American Dream. For too long, D.C. bureaucrats have abused their power, trampling over the small businesses, which are the backbone of our communities. Simply put, the Prove It Act gives teeth to the already-existing law, the Regulatory Flexibility Act, which is often ignored by Federal agencies in pursuit of their own political agenda. Under RFA, agencies are required to complete an initial and final analysis of their regulations and certify that they will not have a significant impact on a substantial number of small entities. Unfortunately, in many cases, agencies have failed to meet the standards set out by the RFA and, in turn, have left our small business owners with the short end of the stick. Throughout the last 4 years, the Biden-Harris administration has improperly certified dozens of regulations as not having a significant impact on a substantial number of small businesses. Moreover, according to the American Action Forum, since 2009, Federal regulations have cost American taxpayers and businessowners $2.3 trillion to comply with them and have added 985 million hours of paperwork for our small businesses to shoulder. The Biden administration alone has accounted for $1.8 trillion of these costs and over 340 million paperwork hours. With these compliance costs and paperwork hours skyrocketing, the Prove It Act is more important now than ever. Specifically, the Prove It Act will require Federal agencies to analyze both the direct and indirect costs their regulations would have on our small entities, create a way for small businesses to petition their chief advocate in government to review agencies' work and to make them prove that they are fully compliant with already-existing laws. If agencies fail to comply with the review process, small businesses would be exempt from the regulations in question. Moreover, the bill ensures that small businesses can easily access preexisting guidance documents via regulations.gov. If agencies failed to perform an already-required 10-year retrospective review, the regulations would be nullified, giving teeth to this requirement that currently is in statute. Mr. Speaker, I include in the Record letters of support from the National Federation of Independent Business; Job Creators Network; National Stone, Sand & Gravel Association; National Association of Insurance and Financial Advisors; a coalition letter on Regulatory Flexibility Act reform signed by over 45 national associations; and a May 21, 2024, letter from numerous Chambers of Commerce.

Mr. FINSTAD. Mr. Speaker, the Prove It Act gives the hardworking American small businesses a voice in the regulatory process. It is time that we strengthen and empower our small business community rather than force them to comply with unnecessary and burdensome regulations. Mr. Speaker, I thank Representative Caraveo and Representative Moran for partnering with me on this important legislation, and I urge all of my colleagues to vote in support of the Prove It Act.

Paul grew up on a farm near Comfrey, Minnesota, and when he turned 21, he enlisted in the U.S. Marine Corps, answering the call to serve his country like many in his family and like so many in the Greatest Generation. After completing basic training in San Diego, Paul served aboard the USS Mount Vernon and was stationed in various locations throughout the Pacific theater, including Okinawa. When he returned home from the war, Paul worked as a farmer and an excavator and went on to serve as a conservation officer for the Minnesota Department of Natural Resources for 25 years before retiring in 1983. Today, Paul is actively involved in several veterans' groups and community organizations. He volunteers with The American Legion, Disabled American Veterans, and VFW, as well as the Salvation Army and Lion's Club. During the Siege of Bastogne, he and his unit were held captive by German forces for five months before they were liberated by U.S. troops. When he returned home from the war, Ken married his wife, Billie, and raised their six children in Wanamingo, where Ken was active in the community, working as a carpenter, building inspector, and photographer. When he wasn't doing what he loved--spending time outdoors--Ken was giving back to those around him. He served on the Wanamingo City Council, while also giving his time to the volunteer fire department and the Wanamingo VFW. Ken was a true embodiment of who we are in southern Minnesota. HONORING POLICE OFFICER MATTHEW RUGE2024-03-12

Mr. FINSTAD

Mr. FINSTAD. Madam Speaker, I rise today to remember the life of Police Officer Matthew Ruge, a southern Minnesota hero who was one of three first responders shot and killed in the line of duty on February 18. Officer Ruge's life was tragically taken at the young age of 27 while responding to a domestic violence call in Burnsville, Minnesota. Matthew grew up in Read's Landing, a small, tight-knit community just outside Wabasha. From an early age, Matthew knew he wanted to help and protect people. He attended Wabasha-Kellogg High School and was awarded a scholarship for students entering a law enforcement career. Afterward, he completed a police training program at Mankato State University with high honors and, 2 years later, joined the Burnsville Police Department, where he earned the Life Saving Medal and served on the crisis negotiation team. While he didn't like being the center of attention, he had an unwavering commitment to serving others. Officer Matthew Ruge was the very best of law enforcement, always there to help a person on their worst day. My prayers are with his parents, Sean and Christi; his sister, Hannah; and the many friends and family that Matthew touched throughout his life. Officer Ruge was among the best and bravest of southern Minnesota. We will never forget his service and sacrifice. May he rest in peace. Honoring Firefighter-Paramedic Adam Finseth

Mr. FINSTAD. Madam Speaker, I rise today to honor the life of a southern Minnesota hero, firefighter, and paramedic, Adam Finseth, who was tragically killed in the line of duty, along with Officers Paul Elmstrand and Matthew Ruge, while responding to the scene of a domestic violence call on February 18. Adam was born in Faribault, Minnesota, before moving to Rochester, where he graduated from John Marshall High School in 2001. Early on, it was obvious that Adam had been called to a life of service. After graduation, he took a summer job as a Rochester lifeguard before enlisting in the U.S. Army shortly after 9/11. Adam served two tours of duty in Operation Iraqi Freedom and would go on to spend nearly a decade serving as a first responder for fire departments in La Crosse, Hastings, Savage, and Burnsville. His firefighter family describes Adam as selfless, with a first-one- in, last-one-out mentality, embodying the true spirit of a firefighter, and a friend that everyone could count on. My prayers are with his wife, Tara; their two children, Liam and Nora; as well as Adam's parents, sister, and all the communities he made better with his service.
