EXPRESSING SOLIDARITY WITH CUBAN CITIZENS FOR FUNDAMENTAL FREEDOMS2021-11-03
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Mr. Speaker, I yield 4 minutes to the gentlewoman from Florida (Ms. Salazar).
Mr. GREEN of Tennessee. Mr. Speaker, I reserve the balance of my time.
Mr. GREEN of Tennessee. Mr. Speaker, I reserve the balance of my time.
Mr. GREEN of Tennessee. Mr. Speaker, I reserve the balance of my time.
Mr. GREEN of Tennessee. Mr. Speaker, I continue to reserve the balance of my time.
Mr. GREEN of Tennessee. Mr. Speaker, I reserve the balance of my time.
Mr. GREEN of Tennessee. Mr. Speaker, I reserve the balance of my time.
Mr. GREEN of Tennessee. Mr. Speaker, I yield myself such time as I may consume. I would like to first associate myself with the comments that the majority leader made at the beginning of his comments, where he described a significant overlap, a place here where both parties can come together to support this resolution. We all agree on the importance of human rights. I am hopeful a dialogue on the policy differences that he mentioned occurs soon. The shift toward authoritarianism in Latin America continues, and I believe most of this body recognizes Cuba's hand in all of that. Patria y vida. Cuba libre. (English translation of Spanish is as follows: Country and life. Free Cuba.) Once again, I want to thank my friends, Ms. Wasserman Schultz, Mr. Diaz-Balart, and Mr. Sires, for leading this measure, and I yield back the balance of my time.
COMMEMORATING THE 20TH ANNIVERSARY OF PATRICK HENRY COLLEGE2021-07-13
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to honor a great institution of higher education, Patrick Henry College, on the occasion of its 20th anniversary. Through a commitment to high academic rigor, a fidelity to the spirit of the American founding, and an unwavering worldview grounded in biblical principles, Patrick Henry College has attracted excellent students from all 50 states and distinguished itself by forming alumni marked by their grace, humility, and wisdom. Since its founding in 2000, Patrick Henry College has placed graduates in the White House and as clerks for four U.S. Supreme Court justices. Many alumni can be found leading in various roles of public service and helping to make our country and the world a better place. It has captured 12 national moot court championships, the Nelson Mandela world championship, and last year was crowned national civic debate champion. The United States of America is a better place because of the work of its alumni in the public square. I want to honor Michael Farris for having the vision and determination to plant Patrick Henry College for the purpose of educating future leaders and equipping them to have a strong Christian influence in their communities and the culture at large. I am confident that President Jack Haye and Dean Mark Mitchell will continue to lead Patrick Henry College with integrity and a steadfast commitment to faith and reason. And I thank those alumni from my home state of Tennessee--Philip Bunn, Candace Curet, Jon De Troye, Noah Farley, Kayla Ferguson nee Griesemer, Jae Jared, Andrew Luchuk, Will McManus, Nathan Mingus, Shane Roberts, Justine Van Ness, and Timothy Wier. Patrick Henry College has proven its worth over the past two decades, and I look forward to seeing this institution continue its work of forming young men and women of exemplary character and intellect for many years to come.
CANCEL CULTURE2021-05-11
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Mr. Speaker, before I jump into my remarks, I would like to echo what my colleague from Texas said. The interesting thing about the Major League Baseball decision is, only 2 days before they decided that voter ID was too tough for them, they signed a deal with Tencent in China, where there are no elections whatsoever and where they are committing cultural genocide against the Uighurs. That wasn't good enough in Georgia, but they signed a deal for millions of dollars to support what is going on in China. Mr. Speaker, as a physician, I recognize that cancel culture is a sickness in our society. It is easy to diagnose, but we have to admit it is going to be difficult to cure because we are fighting the woke media and the woke left. The left is using cancel culture to tear our country apart in its quest for their version of a utopia. They demonize conservatives as an enemy of a nation that we love and hold dear. But no one is safe from cancel culture, not even the liberals themselves. Who has advanced progressivism more than Barack Obama during his 8 years as President? No one. Yet, leftists today are canceling Barack Obama, who was, until recently, their self-proclaimed hero. In his home State of Illinois, Thomas Jefferson Middle School was supposed to be renamed the Barack and Michelle Obama Middle School; that is, until the far radical left protested that Obama followed the laws in some instances by deporting illegal immigrants. God forbid that a President, tasked in the Constitution to enforce the law, actually enforces the law. So, please, my colleagues on the left, tell me how my colleagues on the right are safe from cancel culture when your side of the aisle isn't even safe. Iconic figures on the left are being canceled. Just the other week, the famed atheist Richard Dawkins, who many fellow Christians and I find incredibly offensive for his bigoted attacks on our faith, was just canceled. Dawkins was stripped of his Humanist of the Year Award that he received back in 1996. Of what was he found guilty? He believed that a civil discussion on what constitutes gender was legitimate. Canceled. A professor even canceled lecturing on the writings of James Baldwin, known for his participation in the civil rights and gay liberation movements, because his students said it made them ``relive intergenerational trauma.'' Matthew Yglesias, the founder of the liberal news website Vox, has been canceled simply because he didn't want to defund the police. Canceled. Again, my colleagues on the left, tell me how cancel culture doesn't exist, and tell me that conservatives aren't being attacked. Who are these conservatives getting canceled? Well, the left tried unsuccessfully, as was mentioned earlier, to cancel Goya Foods executive Robert Unanue because he supported Donald Trump. President Abraham Lincoln, who ended the Democrat Party's institution of slavery, is being canceled. Lincoln's general, President Ulysses S. Grant: Canceled. Covington Catholic children--yes, I said children--were completely slandered with lies by the left-wing media simply because they happened to be wearing MAGA hats. Senate Democrats tried to cancel Justice Amy Coney Barrett because she actually believes what her Catholic faith teaches. Vice President Kamala Harris tried to cancel a lower court appointee just 3 years ago because he was a member of the Catholic charitable group Knights of Columbus. Apparently, they hold the controversial view that we shouldn't terminate the lives of innocent, unborn children. Enough is enough. If we want our country to continue to prosper, we need to stop seeing each other as political enemies and candidates for cancellation. We need to remember the motto on the great seal above my head as I speak: E pluribus unum, out of many, one. We are a nation of many different States, localities, ethnicities, religions, backgrounds, and political beliefs. We need to stop focusing on our differences and start seeing each other as Americans, once again, regardless of what we believe. Cancel culture is anti-American and, for the sake of our Nation, it needs to end now. I urge my Democrat colleagues to join us in this. Your own icons are being canceled. You will be the next victim. You will be assimilated.
HONORING THE LIFE OF DR. BADIE IBRAHIM NADDY2021-03-16
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize the life and accomplishments of Dr. Badie Ibrahim Naddy of Columbia, Tennessee. Badie Ibrahim Naddy grew up in Amman, Jordan and attended the American University of Beirut in Lebanon before coming to the United States as a young man to study as a Fulbright Scholar. He became a Fulbright Scholar (a program that had only recently been established) to pursue his master's degree at Kansas State University in Manhattan, Kansas. Continuing his graduate education at Kansas State, he went on to earn a Ph.D. in Chemistry. A few years after receiving his doctorate, Dr. Naddy briefly left the United States to serve as the Director of the Analysis Laboratory for the Jordanian government in the mid-1960s. Dr. Naddy was able to realize his passion for teaching when he returned in 1967 to work as the first chemistry instructor at Tennessee's first community college, Columbia State Community College (CSCC). Over the next 42 years, Dr. Naddy became an American citizen, taught over 5,000 students during his tenure, and built a reputation for being an outstanding instructor who brought out the best in his students and challenged them to learn. He is the proud father of three sons, all of whom have earned doctoral degrees and achieved success in the medical field. In retirement, Dr. Naddy has been an active philanthropist constantly seeking to aid those in need and create opportunity. Whether using his personal funds to create the STEM Endowment Scholarship and Veterans Endowment Scholarship at CSCC or purchasing UV lights for Maury Regional Emergency Medical Service to disinfect ambulances during the pandemic, Dr. Naddy exemplifies the spirit of the Volunteer State. Without question, Dr. Naddy is a true scholar who has dedicated his life to the betterment of others. His life is a testament to the power of the American Dream, and I ask my colleagues to join me in acknowledging this great American's tireless commitment to educational excellence and helping his community.
HONORING THE FAITHFUL SERVICE OF ARMY MAJOR GENERAL BRIAN E. WINSKI2021-03-03
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize Army Major General Brian Winski for his distinguished and remarkable service to this nation. Major General Winski joined the Army in 1989 and was commissioned as an officer through the University of Wisconsin- Milwaukee's ROTC program. His tenacious spirit and tireless work ethic propelled his swift rise through the ranks. Within a few short years, he saw duty as a Rifle Platoon Leader during Desert Storm, and he served in Iraq as Chief of Operations for the famed 101st Airborne Division, Squadron Commander in the 61st Cavalry Regiment, and Brigade Combat Team Commander for the 1st Cavalry Division. Major General Winski proceeded to serve as Chief Legislative a Liaison for the Office of the Secretary of the Army before assuming his duties as the Commanding General of the 101st Airborne Division and Fort Campbell. Throughout his nearly four decades of service, Major General Winski has been a constant example of the Army's core principles of duty, honor, and courage. In 2006 he was awarded the Bronze Star for Valor for his gallant leadership under enemy fire in a fierce 90-minute firefight. When approaching his mission objective, a contingent of insurgents opened fire on his squad, crippling one of their vehicles. Major General Winski took decisive action and led the men under his command to dispatch 11 enemy combatants, driving the remaining insurgents to retreat. Major General Winski's leadership extends far beyond the battlefield. Under his leadership, Fort Campbell has been a model Army base, earning the top ranking in the U.S. Army Installation Management Command for the most intergovernmental support agreements. Furthermore, Major General Winski was instrumental in facilitating the construction of a local middle school, which will serve the needs of the families stationed at Fort Campbell. Although Fort Campbell faced unprecedented challenges during the pandemic, Major General Winski's leadership ensured that the base was able to maintain readiness in uncertain circumstances. Under his guidance, Fort Campbell was able to provide critical medical assistance to cities stricken the hardest by the pandemic. Without question, Major General Winski is a true patriot and has repeatedly gone above and beyond the call of duty. In his command of soldiers both stateside and across the world, he has led with honor and integrity. I ask my colleagues to join me in expressing our deepest gratitude for his faithful service and commitment to the defense of our nation.
DANGER OF GENDER IDENTITY POLITICS2021-02-23
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I thank the distinguished gentlewoman from Missouri for her leadership on this very important issue. Madam Speaker, as a physician, I know firsthand that this bill, H.R. 5, will force medical providers to surrender sound medical judgment and their sincerely held convictions to politically fashionable dogmas. According to the radical activists who seek to enshrine gender identity in the Federal civil rights law, the only appropriate treatment for a child struggling from gender dysphoria is gender reassignment. That is it. Such procedures often lead to irreversible damage, especially in adolescents. But under the Equality Act, medical providers who object to performing these procedures will face crushing legal liability if they refuse to comply. Every medical facility receiving any Federal money will be given an ultimatum: Comply or shut down. Madam Speaker, if H.R. 5 becomes law, a doctor who refuses to perform a mastectomy or a hysterectomy on an otherwise healthy teenage girl seeking gender reassignment surgery, will be held liable for violating the Federal law. H.R. 5 even goes so far as to exempt itself from longstanding, bipartisan Federal religious liberty protections--protections both Congress and the Supreme Court have consistently upheld. A Catholic hospital, following the commands of Scripture to serve the frail and the poor will be forced to violate their very faith to comply and perform abortions or face financial ruin. Madam Speaker, as a physician, I took a sacred oath to do no harm and to preserve the health of those in my care. If this bill becomes law, many doctors will be forced to go against both their conscience and their medical judgment. Make no mistake, this is a death sentence for medicine and for the sacred rights of conscience. Biology is not bigotry, and medicine is not discrimination. All Americans who do not wish to see medicine sacrificed to the politically correct orthodoxy should stand up and oppose this bill.
HONORING THE 150TH ANNIVERSARY OF HOUSTON COUNTY BEING ESTABLISHED IN TENNESSEE2021-01-21
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize the one hundred fiftieth anniversary of Houston County being established and incorporated into the state of Tennessee. Officially established on January 21st in the year 1871, Houston County takes its name from the legendary Sam Houston, who, among many things, served as the first member of Congress from the 7th district of Tennessee. Like its namesake, Houston County embodies the spirit of American grit and perseverance. From the stoked lime kilns of days past to the thriving timber industry of today, Houston County continues to foster a strong and proud community. Over its long history, Houston County has endeavored to faithfully honor the heritage of the Irish pioneers who settled the land through the annual Irish Day Parade. One of my favorite events of the year, the Irish Day Parade, now draws over 30,000 people to Erin. The scenic countryside of Houston County is home to gently flowing creeks and streams, rolling hills and forests, and a vibrant community with a little bit of Ireland in its soul. Houston County is home to many of Tennessee's finest citizens, and I am honored to represent them in the United States Congress. I ask my colleagues in the United States House of Representatives to join me in congratulating Houston County on this impressive anniversary.
HONORING JOHNNY BLAKELY2020-12-08
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Mr. Speaker, I rise today to honor the decades-long service of a public servant who embodies what makes Tennessee the Volunteer State, Mr. Johnny Blakely. After 18 years faithfully representing the Congressman for Tennessee's Seventh District, Johnny will begin his next chapter of life in the new year. For 24 years, he served on the school board, including 17 years as chairman. Johnny also served as vice mayor of his hometown. He and Linda, his charming wife of 56 years, have three children-- Ross, Lora, and Jeremy--and seven grandchildren. On behalf of the United States Congress, I am proud to congratulate Johnny Blakely on his retirement and express our gratitude for his 18 years of service to Tennessee's Seventh District. Mr. Speaker, I rise today to honor the decades-long service of a public servant who embodies what makes Tennessee the Volunteer State, Mr. Johnny Blakely. After 18 years faithfully representing the member of Congress for Tennessee's Seventh District, Johnny will begin his next chapter of life in the new year. Johnny grew up in McNairy County in west Tennessee, where his mother diligently raised a family of five while also working in the local shoe factory. After a thirty-five year career at AT&T, he joined then-Congressman Marsha Blackburn's office. When I was elected to Congress, he agreed to postpone retirement to continue serving our district for two more years. Johnny has been the invaluable link between the work we do in congress and the local communities in the district by being a resource for constituents and community leaders and listening to the concerns and challenges facing rural Tennesseans. Johnny understands the challenges of our community leaders because he himself has been one throughout his life. For 24 years, he served on the McNairy County Board of Education, including 17 years as chairman. During this time, the Board of Education oversaw two multi-million- dollar building projects in the county. In 1992, he was selected to serve on the All Tennessee School Board. Johnny also served as Vice Mayor of his beloved hometown, Ramer. Johnny and Linda, his ceaselessly charming wife of 56 years, have three children--Ross, Lora, and Jeremy--and seven grandchildren. Johnny has always sought to put his family first and he is proud of everything that his children and grandchildren have accomplished. He and his family are longtime members of Ramer Baptist Church, where he has served many years as an Ordained Deacon, Music Director, and Sunday School Teacher. Johnny has done an outstanding job serving the people of Tennessee and this nation through his volunteer work and his professional career of public service, and it has been an honor and a privilege to have him as a member of my staff. On behalf of the United States House of Representatives, I'm proud to congratulate Johnny Blakely on his retirement and to express our gratitude for his lifelong commitment to his community and his 18 years of faithful and diligent service to the people of Tennessee's Seventh Congressional District.
HONORING THE FAITHFUL SERVICE OF ASSISTANT CHIEF DEPUTY DOUGLASS TACKETT2020-09-29
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize the service of Assistant Chief Deputy Douglass Tackett. Mr. Tackett began his career in law enforcement as part of the Army Military Police Corps. Upon leaving the Army, he transitioned to working in civilian law enforcement with the Montgomery County Sheriff's Department. On account of his persistent work ethic, he quickly rose through the ranks, serving as Jail Administrator, Lieutenant, Captain, and finally as Assistant Chief Deputy. Charged with the supervision of the hundreds of inmates housed in the Montgomery County Jail on a daily basis, Assistant Chief Deputy Tackett sought to maintain order and discipline while trying to aid inmates who wanted to change their ways. His constant fidelity and excellence throughout his career stands as an example to be followed by all those who are charged with upholding law and order. Assistant Chief Deputy Tackett's four decades of service to the Montgomery County Sheriff's office have been invaluable and he has made an impact in his community for years to come. His service exemplifies the virtues of steadfastness and dedication. It is fitting that we honor him as he concludes a long and faithful career in service to the people of Montgomery County. On behalf of the United States Congress, I wish to commend Assistant Chief Deputy Tackett for his service, and I congratulate him on the occasion of his retirement from the Montgomery County Sheriff's office.
HONORING THE BRAVE SERVICE OF CHARLES E. COOPER OF TENNESSEE2020-09-17
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize Army Private First Class Charles E. Cooper for his distinguished service to this nation. PFC Cooper served honorably in the United States Army during World War II, beginning in 1942 at the age of 25. He was sent to Company K, 3rd Battalion, 8th Infantry Regiment of the 4th Infantry Division, participating in rigorous training exercises that included amphibious assaults that would later be employed for the D-Day assault. On that fateful day, June 6, 1944, the 4th Infantry Division crossed the English Channel to the front lines of the War, assaulting a German-held beach under heavy enemy fire. PFC Cooper's regiment was one of the first surface-borne Allied units to hit the beaches at Normandy, providing much-needed relief to the 82nd Airborne Division. The division's advancements took the Cotentin peninsula and resulted in the capture of Cherbourg. They also slowed the German Seventh Army's march toward Avranches, ultimately leading to the liberation of the Paris. The 4th Division later crossed into Belgium and broke through the Siegfried Line, slowly progressing through the heart of Germany. On November 6, 1944, a severe, month-long battle broke out at the fortified Hurtgen Forrest, resulting in PFC Cooper being mortally wounded by enemy fire. He died of his wounds on November 19, 1944, at the age of 27. PFC Cooper will forever be memorialized as an American hero. We remember him for his exemplary service and courageous spirit as he modelled for servicemembers everywhere what it means to sacrifice. As a monument of gratitude to his service, Wayne County in Tennessee has chosen to dedicate a bridge in his honor. On behalf of the United States Congress, I wish to pay tribute to this American hero who made the ultimate sacrifice in our nation's hour of need.
HONORING THE FAITHFUL SERVICE OF MARINE CORPS SERGEANT DAVID H. BROWN OF TENNESSEE2020-09-17
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize Marine Corps Sergeant David H. Brown for his distinguished service to this nation. Sergeant Brown joined the Marine Corps in 1963 at the age of 17, and in 1966, he was sent to Vietnam as a Platoon Sergeant with Lima Company, 3rd Battalion, 26th Marines, 3rd Marine Division. His unit participated in multiple operations to prevent the North Vietnamese from assaulting South Vietnam across the DMZ. As a result of these operations, Sergeant Brown was wounded several times and awarded the Purple Heart. Sergeant Brown's indomitable spirit and dedication to his fellow Marines led him to stay and fight with his brothers, rather than leaving Vietnam. On September 8, 1967, Lima Company came under heavy fire that killed one marine and wounded 28 others. With Sergeant Brown's leadership, they resisted the attack and were able to establish a command post. On September 10, Sergeant Brown's platoon once again took heavy fire from the NVA. Without hesitation, Sergeant Brown established a defensive position and repulsed the enemy attack by charging them with grenades that momentarily disrupted the onslaught, and after running out of grenades, he used a wounded marine's M-79 grenade launcher to prevent further enemy assault while simultaneously killing several NVA members. He then dragged the wounded to safety and rallied his men to the fight, until he was struck and killed by enemy fire. Even on the day that Sergeant Brown was supposed to be on a flight home, he chose to fight and die alongside his brothers. As a monument of gratitude to exemplary service and courageous spirit, Wayne County in Tennessee has chosen to dedicate a bridge in his honor. On behalf of the United States Congress, I wish to commend Sergeant Brown for his heroic service and to thank him and his family for making the ultimate sacrifice for freedom.
HONORING THE LIFE AND SERVICE OF FRANK ZALLER2020-08-14
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize Mr. Frank Zaller of Bolivar, Tennessee on the occasion of his one hundredth birthday. Frank Zaller is a member of what has rightly been called our Greatest Generation. He grew up in the midst of a Great Depression at home and rising tensions around the world. When he was twenty-one, the Japanese attacked Pearl Harbor and he signed up to join the United States Navy and sailed off into the Pacific theater. During that campaign, Mr. Zaller served with the Third Marine Division as a Navy Corpsman in the Battle of Iwo Jima, providing lifesaving medical care to the wounded in one of the fiercest battles of the entire war. He continued his service as a corpsman during the Korean War at the pivotal victory at Inchon. Mr. Zaller served in the Navy for twenty-nine years, including his service in WWII and Korea, and he finished out his career as the Administrator of the Philadelphia Naval Hospital. After leaving the Navy, he worked as the Assistant Commissioner of Tennessee's Department of Mental Health before serving as the Administrator of the Western State Mental Health Hospital in Bolivar until his retirement in 1980. Frank and his wife Helen raised seven children together over the course of a loving marriage spanning nearly seven decades, and he enjoys spending time with his many children and grandchildren. The American people are forever indebted to those of the Greatest Generation, like Frank Zaller, who answered the call of duty and stepped up to defend freedom in its darkest hour. The freedom and prosperity we enjoy today are the result of the courage of heroes like Mr. Zaller. On behalf of the United States Congress, I wish to commend Frank Zaller for his lifetime of faithful service to our nation and to the people of Tennessee, and I congratulate him on the momentous occasion of his one-hundredth birthday.
WILLIAM M. (MAC) THORNBERRY NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 20212020-07-21
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Mr. Speaker, Operation Warp Speed is an unprecedented public-private partnership to accelerate the development, manufacturing, and distribution of COVID-19 vaccines, therapeutics, and diagnostics. One of the goals of this program is to have 300 million doses of safe and effective vaccine by January 2021. Next week, Moderna plans to start a phase 3 trial. Two other companies are right behind, expecting to begin phase 3 within weeks. The speed which the process has taken is truly ``warp speed.'' This could not occur without the private sector and the Federal Government working hand in hand on this herculean effort. Companies are taking enormous financial risks to conduct research, develop vaccine candidates, and create more manufacturing capacity at record speed. The Federal Government has poured billions more into the vaccine effort, yet countries like China are trying to steal America's work in developing a COVID vaccine for their benefit. As confirmed by intelligence agencies--DHS and FBI--the Chinese Government, the Russian Government, and other hackers are trying to steal intellectual property and Americans' health data related to vaccine treatments, testing from COVID-19 researchers. In fact, DOJ charged Chinese hackers just 3 hours ago. Since the start of this crisis, the Chinese Communist Party has done everything they can to prevent the world from responding to and recovering from the pandemic. Not only did they keep COVID-19 a secret from their own citizens, but they hid it from the world for months after the first outbreak. When word got out about the virus, the Chinese Communist Party lied about human-to-human transmission. Then they arrested doctors, journalists, and other whistleblowers who dared to warn their fellow Chinese citizens of the dangers of the virus. Many of these whistleblowers are still missing and presumed dead. Researchers at Columbia University--not necessarily a bastion of conservatism, I might add--those scientists at Columbia University said, had China notified the world just 1 week sooner, 61 percent of American deaths could have been prevented. Think about that. Sixty-one percent of 143,000 is 87,000-plus Americans who would not be dead had China spoken up just 1 week sooner. Indicative of their past mercantilist actions, China hoarded PPE in the early days of the virus. Despite dominating global PPE manufacturing, China hoarded the world's PPE. U.S. exports of PPE to China grew over 1,000 percent in January and February compared with the same period last year. In their time of need, we sent them PPE. Italy even donated PPE to China. What did China do? Well, they sold them the very PPE Italy had donated to them and refused to ship PPE to the United States, decrying regulatory violations, to keep PPE away from us during our peak need. But it still wasn't enough. Now the Chinese Communist Party is hacking researchers who are trying to find a cure for the very worldwide pandemic that they tried to cover up. Make no mistake, if the Chinese Communist Party steals the vaccine, they will leverage it for their own self-interested political and economic ends, which really boils down to one thing and one thing only: The communists want power; they want totalitarian power. We must show the Chinese Communist Party that there are consequences for these actions which pose a clear threat to the safety of our fellow Americans. If Chinese companies or individuals hack COVID-19 researchers, they should be punished with tough sanctions. This MTR enables sanctions against individuals responsible for significant, malicious, cyber-enabled activities that endanger the public health of Americans. It also requires a report on whether cyber hacking related specifically to COVID-19 qualifies for such sanctions. Now, to those who say it should go through regular order in committee, I say we cannot wait. Every day, people are dying from COVID-19. We need a vaccine now. We cannot afford for China to steal American work and then leverage it against the United States and the world. We cannot spare the weeks, maybe even months, a stand-alone bill would take. Americans are dying, China is hacking, and we in Congress must act. Researchers need to be protected now. We have an opportunity. It is time for a bipartisan effort. Think of the message that we will send the Chinese Communist Party: Hacking American intellectual property will not be tolerated, especially when it jeopardizes the lives of Americans. If we can't agree on punishing those who hack the heroes fighting for a cure for COVID, I don't know what we can agree on. Mr. Speaker, I urge my colleagues to support this MTR, and I yield back the balance of my time.
Mr. GREEN of Tennessee. Mr. Speaker, on that I demand the yeas and nays.
Mr. GREEN of Tennessee. Mr. Speaker, I am in its current form.
Mr. GREEN of Tennessee. Mr. Speaker, I have a motion to recommit at the desk.
HONORING THE FAITHFUL SERVICE OF MASTER SERGEANT DERRICK FLOWERS OF TENNESSEE2020-07-20
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize Master Sergeant Derrick Flowers for his distinguished service to this nation. Master Sergeant Flowers served honorably in the United States Army's only Special Operations Aviation Regiment for two decades, demonstrating excellence and selfless service during multiple combat operations. As a flight medic, Master Sergeant Flowers was directly responsible for saving the lives of multiple tier one special operators, often under heavy enemy fire. As the leader of aero-medical training, Master Sergeant Flowers trained an untold number of flight medics, leaving a lasting impact on the Army for years to come. He oversaw medical and combat readiness, and planned the medical portion of numerous special operations combat missions. Eventually he was selected to lead as the Senior Medic for the 1st Battalion for actions in Operation Enduring Freedom. In 2017, Master Sergeant Flowers became the Non-Commissioned Officer in Charge (NCOIC) for the Special Operations Aviation Regiment, overseeing all medical operations and participating in no-notice deployments in direct support of Special Operations Forces, under the direction of the Secretary of Defense and President of the United States. As the NCOIC for the Night Stalker Medical Treatment Facility, he served over 1,500 soldiers' occupational, aviation and emergency medicine needs. For his faithful service and outstanding achievements, Master Sergeant Flowers received the Meritorious Service Medal, along with numerous other medals and awards, demonstrating his commitment to excellence and the lives of his fellow soldiers. He will forever be an example to countless soldiers and exemplifies the ideals of the United States Army. Having deployed with Master Sergeant Flowers to combat myself, I saw firsthand his incredible bravery and courage, and know that his skills were well beyond his scope as a flight medic. On behalf of the United States Congress, I wish to commend Master Sergeant Flowers for his service, and I congratulate him on the occasion of his retirement from the United States Army.
HONORING THE FAITHFUL SERVICE OF PRESIDENT ALISA WHITE OF TENNESSEE2020-07-20
Mr. GREEN of Tennessee
Mr. GREEN of Tennessee. Madam Speaker, I rise today to recognize President Alisa White of Austin Peay State University for her distinguished leadership in service to Tennesseans. President White was inaugurated as APSU's tenth president on June 30, 2014, due to her dedication to educating students and her exceptional skills as a leader. Since her inauguration, President White has led the University to an increase in the quality of academic programs, breaking multiple enrollment records and topping 11,000 students in the Fall 2019 semester. Because of her strong commitment to excellence, President White's initiatives have experienced extraordinary success, with state-of-the- art expansions to the campus and the introduction of new academic programs, including the University's first doctoral programs and Tennessee's first bachelor's program in Aviation Science. The culture of success that she has bred on campus led to the football team winning its first Ohio Valley Conference title since 1977 and the men's basketball team ranking in the national NCAA tournament, along with several other OVC championships across the athletic department. President White was also successful in transitioning governance of the University to an institutional Board of Trustees, thereby creating the avenue for success that the University has experienced. She has also set all-time records for total fundraising for the last three years and earned state and national attention for innovative partnerships. However, not only has she raised the standard for education in Tennessee, President White has proven herself a leader during the COVID-19 pandemic, spearheading a state-wide effort to produce face shields in support of medical workers. President White is a strong leader with a commitment to service that exemplifies the American spirit. As individuals across the nation seek innovative leaders to aspire toward, President White is an excellent model. On behalf of the United State Congress, I wish to commend President White for her innovative leadership and service to the city of Clarksville; the University, and Tennesseans everywhere.
