SAVING THE REPUBLIC2023-09-13

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Higgins, we are going to spend some $20,000 per citizen this year. There are 330 million Americans. In a Republican majority Congress, we are going to spend nearly $7 trillion, about $20,000 per citizen. We will borrow $6,000 of that $20,000. This year alone, we will borrow $6,000 per citizen; not per taxpayer, not per household, but per citizen. Of the $20,000 per citizen that we will spend this year, only $3,000 per citizen will be for the primary responsibility of the Federal Government, the safety and security of the Nation, to defend the Nation. We will spend $20,000 per citizen, we will borrow $6,000 of that, and only $3,000 will be for protecting the Nation from foreign invasion, keeping the Nation safe and secure. To Congressman Higgins' point, with the explosion of debt from $1 trillion in 1980 to now nearly $33 trillion today, the interest on the debt, what we are paying to service the debt is about $1 trillion a year. With interest rates rising, that cost is only going to go higher in addition to the spending disaster that we are experiencing. What are we prepared to do? It doesn't matter what you believe in, it doesn't matter what you say you stand for if you are not willing to have the courage of your convictions to take risks to fight for that for which you claim to believe. It is no coincidence that one thing the gentlemen with me tonight, Mr. Norman of South Carolina and Mr. Higgins of Louisiana, and I share in common is that we are members of the House Freedom Caucus. I believe the American people are counting on us and putting their hope in us that maybe we will be the ones who will make this stand and not betray them and not let them down. I go back to January. What January's Speaker battle was ultimately about was that we, as a renewed Republican majority, would not do what we have always done and therefore fail, as we have failed to deliver for the American people, particularly when it comes to fighting to cut our spending. Yes, Democrats are better at spending than Republicans are, but Republicans have contributed, as well with a failure to follow through on the things that we run on. We had commitments made in January that we were going to cut our spending at least back to pre-COVID levels for nondefense discretionary spending; pre-COVID levels, which was the highest level of spending in the history of the country at that point, the most reckless, bloated, and excessive spending in the history of the country at that point. We voted together as a Republican Conference to that effect in April. We voted together for pre-COVID-level spending in April with the Limit, Save, Grow Act. However, that was discarded with the debt ceiling agreement where the Republican House came together with the Democrat majority of the House and the Senate and the White House for a debt ceiling agreement that is unlimited until January of 2025, as much money as Congress can gleefully come together and spend between now and January of 2025, where most projections say we will be $35 to $36 trillion in debt by that time. We were told when we were negotiating the debt ceiling bill and when the debt ceiling bill came forward--which we did not vote for, my colleagues and I--well, we will fight during the appropriations process. That is when we will fight to cut our spending. As a matter of fact, we were told when we were negotiating H.R. 1, the energy bill, we will fight during the appropriations process to cut our spending. We were told when we were fighting for the H.R. 2 Secure the Border Act that we would begin to cut spending during appropriations. Even during the NDAA negotiations, we were told that we would use the appropriations process to cut our spending. We were told we would pass 12 appropriations bills out of this House, implementing Republican priorities at pre-COVID levels for nondefense discretionary spending. Now we are at a crisis point where will we deliver for the American people. We are only talking about $115 billion in spending cuts to reach that pre-COVID level, $115 billion when we are running a monthly deficit, to Mr. Higgins' point, of $150 billion a month. What we need to do is come together as a Republican majority, pass our 12 bills that implement our policy priorities, our legislative priorities, do our job here in the House, cut our spending to pre-COVID levels that we committed to doing in January and in April, send it to the Senate and demand that they pass those House bills that the American people elected us to pass. Then if the Senate wants to shut down the government, let them shut it down. Mr. Higgins, when I am in my district--we both came from our districts over these last few weeks--the American people didn't express concerns to me that the government might shut down. The American people expressed concern to me about our national debt. They expressed concern to me about our spending. They expressed concern about rising crime. They expressed concern about the border invasion. They expressed concern about the weaponization of the Federal Government against them, a two-tiered justice system. They expressed concern about the faith and confidence in our election system. The way for us to address those issues is by passing our bills, implementing our policies, and cutting our spending. I yield to Mr. Higgins for any final thoughts he might have.

Mr. GOOD of Virginia. Mr. Speaker, may we meet the moment, may we be that transformational Congress that cuts spending and does not let the American people down. Mr. Speaker, I yield to Mr. Norman the final minute that we have for his final thoughts.

Mr. GOOD of Virginia. Mr. Speaker, I yield back the balance of my time.

RESCUE WORKERS HELP THOSE IN NEED2023-07-26

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, I rise to recognize the actions of emergency responders in Appomattox and Campbell Counties. Recent major rainstorms caused severe flooding that affected many of the residents of these counties. When that happened, the Concord Rescue Squad, the Concord Volunteer Fire Department, and the Appomattox Volunteer Fire Department sprang into action, working around the clock to courageously save many people from the floodwaters. These three emergency squads mobilized and volunteered their time once again, as they always do, to help those in need. All their water rescue teams were activated as they demonstrated true selflessness, bravery, and decisive action, while making multiple rescues of drivers trapped in submerging cars. In fact, these three volunteer squads effectively responded to over 10 calls in one night. They had to navigate dangerous conditions and unsafe roads, helping to clear fallen trees, power lines, and other debris. They also saved many others whose houses were flooded with no other way to escape the floodwaters. I am grateful for the valiant efforts of the Concord Rescue Squad, the Concord Volunteer Fire Department, and the Appomattox Volunteer Fire Department. I am proud to represent them in Virginia's Fifth District. Danville Fire Captains Hone Skills

Mr. GOOD of Virginia. Mr. Speaker, I rise to recognize the accomplishments of three fire captains in Danville, Virginia. Few people demonstrate the mental and physical strength, personal diligence, or sacrificial love and commitment to their communities that fire captains do. Three Danville fire captains recently honed their skills through the Virginia Chief Officer Academy. The academy is a 6-day training period established to equip aspiring chief officers in overcoming whatever leadership challenges may come their way. During the program, students were trained in personal leadership and other skills needed to lead at the executive level. I am proud to congratulate these captains on their completion of this program at the University of Richmond on Saturday, July 22: Captain J. Satterfield, Captain W.T. Poteat, and Captain J.P. Haymore. They have worked tirelessly to effectively serve the Danville community. After completing the program, these men are even more ready to lead as chief officers in the Danville Fire Department. I am proud to represent these hardworking individuals in the Fifth District of Virginia, and I admire their excellent character and determination to help those in need.

SECURING GROWTH AND ROBUST LEADERSHIP IN AMERICAN AVIATION ACT2023-07-20

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Chairman, I am proud to rise in support of the amendment offered by my friend from Pennsylvania (Mr. Perry) that is appropriately titled the SHOW UP amendment. Isn't that the minimum standard--to show up--to come to work, especially when you are on the Federal dole paid by the taxpayer? This amendment would ensure that the staff of the FAA do what most Americans probably assume that they are already doing and actually go back to work. It requires the FAA to comply with the SHOW UP Act. The problem, as Mr. Perry has already mentioned, with these Federal agencies--have you ever tried to get a passport recently or a visa recently and need help with a Federal agency? The employees are not at work. The SHOW UP Act was already passed with bipartisan support earlier this Congress, and this commonsense amendment requires agencies to return to the policies that were in place as of December of 2019, just 3\1/2\ years ago. It also stipulates that agencies may not arbitrarily expand telework policies unless the Office of Personnel Management deems that it would have a significant, positive impact on the agency's mission. It is hard to imagine how that would truly be the case. Removing the FAA's ability to perpetuate its current relaxed telework policy simply puts the FAA on the same footing as its counterparts in the private sector and requires these Federal employees to do what the civilians they are purportedly there to serve are required to do: show up to work every day. The China virus has long dissipated, and it is time for the FAA employees to resume their normal day-to-day duties in the office, and it is ridiculous that we have to try to force this to happen. Mr. Chairman, I will give you some stats. An October 2022 survey by the OPM of 558,000 Federal employees revealed that 20 percent never report to a physical office, while 46 percent come to the office some of the time. Unfortunately, unions like the American Federation of Government Employees--a government union should be illegal, by the way--are fighting to keep America's Federal employees at home permanently.

Mr. GOOD of Virginia. Mr. Chairman, another survey from the OPM found that 80 percent of managers in Federal agencies report they are managing a poorly performing staff and it is nearly impossible to take actions like demoting or firing them, thanks to the government unions. The problem is even worse when you consider a May Federal News Network Survey showed that only 8 percent of Federal employees are coming in to work--8 percent every day. Mr. Chairman, when there is an unfortunate incident that happens at the FAA, we need these FAA employees onsite and ready to respond to do everything they can to remediate the situation. My constituents go to work every day, and, Mr. Chairman, your constituents go to work every day. They don't want to pay the salaries of Federal employees who don't have to show up to work. Again, it is hard to believe we have to have an amendment to require this, but this amendment should pass, and I hope all my colleagues will support it.

RECOGNIZING THOMAS HEILMAN2023-07-18

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, I rise today to recognize the extraordinary athleticism and achievement of Albemarle County swimmer Thomas Heilman. On June 26, the 16-year-old Heilman claimed his spot in the world swimming championships after earning the silver medal in both the men's 100-meter butterfly and the 200-meter butterfly races. Heilman broke a longstanding record for his age group when he finished the 200-meter butterfly just 22 milliseconds behind the winner of the race, a swimmer 5 years older than him. By finishing the race in 1 minute, 54 seconds, and 54 milliseconds, Thomas Heilman broke the 15-16 National Age Group 200-meter butterfly record which Olympic gold medalist Michael Phelps had held for 22 years. Heilman's coach, Gary Taylor, of Cavalier Aquatics in Charlottesville, said Thomas is very coachable, has a tremendous work ethic, strives to be his best self, and is the consummate teammate. Thomas has certainly made Albemarle County and the rest of Virginia's Fifth District proud of his accomplishments. I am honored to represent this extraordinary young man in Congress, and I wish him success in his already outstanding athletics career. Democrats Made the NDAA a Cultural Issue

Mr. GOOD of Virginia. Mr. Speaker, I thank the Republican leadership and the House majority for passing what was an outstanding NDAA, our National Defense Authorization Act, last week, that focuses on the priorities of force readiness, effectiveness in lethality, and ensuring that America has the strongest military machine on the planet. It focuses on Republican priorities that the American people voted us, the majority, to implement. The strong NDAA is reversing the policies of the previous majority and the Biden administration that were so harmful to our military. I am going to remind everyone that it was the Democrats, the former majority, that made the NDAA, the defense bill, a cultural issue, an ideological issue, with their policies. It was the Democrats who put abortion funding into the military bill. It was Democrats wanting to pay for transgender surgery and the Democrats who focused on DEI and CRT ideology in our military. It was the Democrats who said the purpose of the military was to fight the climate war and put a climate focus on our military funding. It was the Democrats who were discharging members of the military for not getting a vaccine they didn't want and didn't need. This new NDAA that was passed last week with the Republican majority and sent on to the Senate simply reverses the harmful policies that have been hurting recruitment and reducing the effectiveness of our military. This now goes on to the Senate, and I hope the Senate will pass this Republican House bill to make our military stronger and make our Nation safer.

SCHOOLS NOT SHELTERS ACT2023-07-18

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, I support the legislation today that will allow the Department of Education to withhold Federal funding from schools that house illegal aliens at public school facilities. This bill focuses on schools, but the issue here is only a symptom of a much larger problem, a blatant disrespect for the Federal immigration laws by this President and the Democratic Party at large. It is no coincidence that cities like New York and Chicago have announced plans to shelter hundreds of immigrants in school gyms and college dorms. These sanctuary cities are breaking the law by refusing to enforce Federal immigration policy. These cities blatantly defy the law of the land and then beg the Federal Government for money when they can't handle the consequences that come with their participation in unchecked illegal immigration. Americans have been suffering under this pattern of lawlessness for years, and it is time for it to stop. President Biden has violated his Article IV, Section 4 constitutional duty to protect the States from invasion, and now it is our American schoolchildren who are paying the price. I think the mother of a kindergartner and a second grader at a New York school said it best: ``Why would I bring my child to a school where there [are] grown adult men in their gym? You won't let a stranger come into the school with no ID, but you will let them live in your school gym?'' Our schools should not be left vulnerable to the lawless immigration policies pushed by Democrats. This legislation provides the incentive for mayors and Governors to protect our children instead of encouraging Biden's border invasion policies that are harming Americans. The Biden border crisis impacts every part of our Nation: our national security, our health security, our education system, our welfare system, and now, even more so, our children in our public schools. When is enough enough? What is the endgame of these Democratic policies? Mr. Speaker, I urge all of my colleagues to stand against the Biden administration's disastrous policies that harm our schoolchildren and support passage of this bill.

RECOGNIZING THE COURAGEOUS ACTIONS OF FLUVANNA COUNTY LIFEGUARDS2023-07-13

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, I rise today to recognize the courageous actions of three young lifeguards in Fluvanna County at Lake Monticello in the Fifth Congressional District of Virginia. On July 6, a woman lost control of her vehicle following a medical episode, leading her to drive through a gated pool area, hit a picnic table, and then on to the beach and into Lake Monticello, where her car began to sink. Witnessing these events, lifeguards Paige Tomaras, Zachary Butler, and Savannah Peterson sprang into action to save the driver from her sinking vehicle. Thankfully, the driver was pulled from her car and brought to the shore, where eventually EMS would arrive to transfer her to receive medical attention. Paige, Zachary, and Savannah ultimately saved the driver's life and displayed a type of heroism that each of us would hope to resemble. The Lake Monticello community is blessed to have such an outstanding group of brave, young lifeguards who are willing to step into action without hesitation, and it is an honor for me to recognize and represent these selfless individuals.

ANNOUNCEMENT BY THE ACTING CHAIR2023-07-13

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Chair, I thank the gentleman from Florida for bringing this important amendment, and I appreciate him allowing me to speak for a moment to support the amendment. This amendment would prohibit the Biden administration from unilaterally issuing any restrictions on the 1033 program, which allows police departments across the country to have access to lifesaving military surplus equipment. It is imperative that our Federal, State, and local law enforcement maintain access to this equipment used to protect and save the lives of Americans, especially in circumstances of terrorist attacks, search and rescue operations, natural disasters or, yes, riots in our cities. The Obama and Biden administrations put restrictions on the 1033 program that helps police departments across the country. Their antipolice action would limit the ability for police departments to obtain equipment needed for border security, counterdrug operations, and more. In a time when morale is low in police departments across the Nation, thanks to antipolice riots and calls to defund the police from my friends across the aisle, we must take every action possible to ensure our law enforcement officers have the tools they need to keep themselves and our communities safe, essentially to do their jobs. Mr. Chair, I am proud to support the amendment, and I urge my colleagues to do the same.

Mr. GOOD of Virginia. Mr. Chairman, I yield 1 minute to the gentleman from Alabama (Mr. Rogers).

Mr. GOOD of Virginia. Mr. Chairman, I have an amendment at the desk.

Mr. GOOD of Virginia. Mr. Chairman, I rise in support of my amendment to the NDAA, which would simply block funds from being made available to the Naming Commission established by Congress just a few years ago. The intent of that commission was to try to rewrite our Nation's history by changing the names of our famous military bases and forts, tearing down statues, and even putting blankets over monuments with names not deemed worthy of remembrance by some. What a tragedy. You only have to look outside my district at the famous Monument Avenue in Richmond, Virginia, which has recently been desecrated by the removal of once famous beautiful monuments. This effort to remove statues and rename bases encourages an endless cycle of renaming institutions, buildings, and cities across the country under the destructive ruse of political wokeness. Historical sites are healthy environments to observe varied perspectives of historical events, engage diverse viewpoints, and inspire robust conversation as we remember our Nation's history. We should protect American memorials to preserve and remember our history. It has been said that those who do not remember history are condemned to repeat it. Mr. Chairman, I urge my colleagues to consider the precedent being set by this arbitrary effort to rewrite our Nation's history. Mr. Chairman, I urge my colleagues on both sides of the aisle to support this amendment to preserve our history and fight these reckless efforts to destroy our country, our Founders, and our history. Mr. Chairman, I reserve the balance of my time.

Mr. GOOD of Virginia. The true history of America is that no nation in the history of the world has rescued more people, freed more people, fed more people, ministered to more people, and, yes, evangelized more people around the globe. No nation in the history of the world has been more welcoming to people from all nationalities, all races, all ethnicities, and given more opportunity, more upward mobility to people of all races, all ethnicities, and all nationalities. No nation in the history of the world did as the United States did just some 85 years after declaring our independence, where the Nation went to war with itself where the majority population suffered great loss of blood and treasure to free the minority population. No nation in the history of the world has it happened like it has happened in the United States of America. It was our Founding documents and principles that provided the framework for us to realize our ideals of all men being created equal, endowed by our Creator by unalienable rights. The United States is unique among the nations of the world. Our history is worth preserving. It is worth protecting. It is worth remembering. It is worth honoring. It is worth learning and growing from. Mr. Chairman, I reserve the balance of my time.

Mr. GOOD of Virginia. Mr. Chairman, it is time to defund this Naming Commission. It is time for us to move past these efforts to change our history. It is time for us to preserve our history and our Founders and the principles of our Nation, and to defund the Naming Commission. Mr. Chairman, I urge all of my colleagues to support this amendment, and I yield back the balance of my time.

CELEBRATING THE 100TH BIRTHDAY OF RUTH YARBROUGH2023-06-23

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, I rise today to celebrate the 100th birthday of Mrs. Ruth Yarbrough of Dry Fork, Virginia. Mrs. Yarbrough was born on July Fourth, 1923, in Dry Fork, where she continues to be an active member of her Pittsylvania County community. She is the mother of four sons and has been blessed with an abundance of grandchildren and great-grandchildren. While raising her four sons, Mrs. Yarbrough accompanied her children to their school, Stony Mill Elementary School, so frequently that the principal offered her a job as a dietician. She held that position for over 30 years. Mrs. Yarbrough lives a vigorous life, still living independently and hosting many visitors in her home. She is steadfast in her faith in God and is currently serving as a deaconess at Guildfield Baptist Church. We can all learn from the wisdom that Mrs. Yarbrough graciously shares, often stating that the secret to longevity is to ``love the Lord, be nice to others, and smile.'' I am honored to represent such outstanding constituents like Mrs. Yarbrough. Please join me in celebrating Mrs. Yarbrough's birthday and the long-lasting legacy that she continues to hold.

MIDDLE CLASS BORROWER PROTECTION ACT OF 20232023-06-23

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Chair, I thank Mr. Davidson for his leadership on trying to correct this egregious policy coming from the Biden administration. The American people are suffering today. They are suffering from Bidenflation, 40-year high inflation. They are suffering under higher grocery prices. They are suffering under high gas prices, higher utility energy prices, all as a result of this President's policies. They are suffering under the massive inflation that has caused housing prices to rise, and then we have complicated that with raising interest rates to make homeownership out of reach for most Americans. Here comes the Biden administration to the rescue. They are going to charge most Americans higher mortgage fees when they go to borrow to buy a home as a result of having good credit. I worked in the lending industry for 17 years. Lending prices and fees are based on credit. They are based on stability. They are based on ability. They are based on the loan to value, the amount of loan that you take relative to the value of the home. The lending industry knows what they are doing. They want to make every possible loan they can make, and they want to price it appropriately, according to the risk. However, what this does, what we are trying to overturn here, what the Biden administration wants to do, is reward or incentivize bad behavior. Credit is a reflection of good behavior. There is not even really a correlation between income and credit. There are many high-income individuals who borrow more than they can afford or have bad character demonstrated in their credit. There are many low-income individuals who have outstanding character, outstanding credit history because they do the right thing. Now, what the Biden administration wants to do is to penalize them and to subsidize that bad credit on the backs of folks who have good credit, of course. I thank my friend from Ohio, Mr. Davidson, for his leadership on this, his efforts to overturn this terrible policy. It is socialist and un-American, and it is simply wrong. I thank him for his leadership.

HONORING THE LIFE AND LEGACY OF OFFICER MARK WAGNER, II2023-06-22

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, I rise today to mourn the tragic loss of Wintergreen Police Officer Mark Christopher Wagner, II, and to honor the legacy that he has left behind. On June 16, 2023, Officer Wagner responded to a call for help following an assault in the Wintergreen community of Nelson County, Virginia. He was the first officer to arrive at the scene when he bravely ran into harm's way, as these officers do every day, to apprehend the suspect who would fatally attack him. My prayers are with the family, friends, and loved ones of Officer Wagner as they grieve the loss of his life and begin to process life in his absence. Psalm 34 reads: ``The Lord is close to the brokenhearted . . .'' We grieve this tragic loss and we pray for the peace and comfort that only the Lord can provide to Officer Wagner's family. Every day, Officer Wagner was committed to bravely protecting the Wintergreen community. He was an exceptional example of sacrificial service, giving his life to secure and defend the lives of others. I am humbled to recognize the valor of Officer Wagner and the courage and dedication he demonstrated to his community. May God bless his family.

RELATING TO THE CONSIDERATION OF H. RES. 503, IMPEACHING JOSEPH R.2023-06-22

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, it is refreshing to hear my colleagues on the other side of the aisle want to be so sober about the issue of impeachment coming after being in the majority for 2 years when, for the first time in the history of the country, there were two impeachment charges brought in this very House. Impeachment should not be political. It should not be cavalier. It should not be flippant. That would be bringing impeachment charges based on a phone call, where there was questionable content to a phone call, something that this current President is actually being investigated for by the House Oversight Committee as we speak. It would be a cavalier, flippant impeachment investigation with just 1 week left in someone's term just to tarnish or attack their personal legacy with no opportunity for that to move forward other than just the charges. It would be cavalier to announce right after an election that: We are going to impeach the MFer. That is what happened with our friends on the other side of the aisle. There does need to be more consideration about whether or not impeachment is justified for depleting our Strategic Petroleum Reserve on the eve of an election for political reasons. There should be more consideration as to whether or not a President should be impeached for taking authority that he says he doesn't constitutionally have the power to do, such as the eviction moratorium or the student loan transfer scheme. More consideration might be warranted for the very things that are being investigated by the current Committee on Oversight relative to bribery allegations and influence peddling allegations. What more investigation is needed for the border invasion? What more investigation is needed for the violation of Article IV, Section 4, responsibility to protect the States from invasion? How long will we let this border invasion continue? Are we to let it go on for another year and a half? How many is too many after 7 million illegals have invaded this country? There are 1.5 million got-aways. Of those criminal got-aways, if only 1 percent are dangerous individuals, that is 15,000 reckless, dangerous individuals intending harm on this country. Would anyone take those odds that only 1 percent of those 1.5 million got-aways are, indeed, bad actors?

CUSTOM HEALTH OPTION AND INDIVIDUAL CARE EXPENSE ARRANGEMENT ACT2023-06-21

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Madam Chair, I rise in support of the CHOICE Arrangement Act because it charts a course for Americans to take charge of their healthcare. This bill includes several important provisions, including one of my bills, the Self-Insurance Protection Act. Self-insured healthcare plans give employers more choices to build and tailor health plans that best meet the needs of their employees. Self-insured plans are popular. In fact, in 2022, 65 percent of workers were enrolled in self-insured plans. Small and midsize businesses are turning to self-insured plans because of the flexibilities they provide in offering high-quality healthcare coverage at an affordable cost to employees. Stop-loss insurance is a critical component of an employer's ability to successfully self-insure in a way that best suits their needs. Most employers choose to purchase stop-loss insurance to manage financial risk, shielding them from potentially catastrophic medical claims that could sink their businesses. Unfortunately, Washington bureaucrats have tried to regulate stop- loss insurance into nonexistence. The Obama administration threatened to regulate stop-loss as traditional health insurance, a move that would make self-insurance inaccessible, and force individuals onto the ObamaCare exchange and drive up costs. My bill would make sure the Biden administration can't mandate the decision of small business owners and weaponize regulations to prevent access to stop-loss policies for small business owners. Additionally, some State laws unfairly limit small businesses from accessing the self-insured market solely based on the size of their operations. My legislation would protect the ability for businesses to self-insure and ensure that no government entity can prevent them from making the best possible decision for their business and their employees. Another key provision of the CHOICE Arrangement Act would make Association Health Plans more accessible for small businesses and self- employed workers. This policy is a big win for my home State of Virginia. Last year, Virginia passed a law allowing realtors to form Association Health Plans. Sadly, the Biden administration has threatened to block implementation of the State law because it doesn't comply with ObamaCare. Voting for the legislation today would allow for the Virginia law to flourish without Federal Government intervention. The Medicare for All mentality thinks that businessowners aren't equipped to provide quality health coverage for their employees. That simply is not the case. A majority of Americans, 159 million, in fact, have health benefits through their jobs, and they like their plans. Madam Chair, 78 percent of employers decide to enroll in employer-sponsored insurance when given the option. The CHOICE Arrangement Act responds to the needs of the American people, and I hope all of my colleagues can support this effort to empower small business owners across America.

RAISING A QUESTION OF THE PRIVILEGES OF THE HOUSE2023-06-21

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, I thank the gentlewoman from Florida for her leadership. Mr. Speaker, I am sorry to report to my friends on the other side that we are not voting today on whether or not to censure President Trump, but one Adam Schiff. Mr. Speaker, I rise in support of this censure resolution. Adam Schiff has denigrated the office which he holds, and the standards of this very body. The American people, when they elect their Representatives, place trust in them that they will act with honesty and integrity. Adam Schiff had access to our Nation's secrets and then intentionally created a web of lies, falsely alleging his tales of foreign interference and Russia collusion. He perpetrated blatant falsehoods, publicly, loudly, and repeatedly to the American people. How many times did we hear him claim that he had seen evidence of Russian collusion? He betrayed the trust of the American people. This resolution will censure Schiff for his gross abuse of power using his position as chairman of the House Permanent Select Committee on Intelligence to access our Nation's most sensitive information to then mislead the American people and his colleagues here in this Congress. The other side often speaks of decorum and holding up the integrity of this body. Now it is time for them to put their actions to their words. Will they continue to support the lies promoted by the Congressman from California, or will they vote in favor of maintaining the integrity of this distinguished body? I challenge them to vote today for integrity, to vote for truth, and to vote to censure Adam Schiff in this House.

PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE DEPARTMENT OF EDUCATION RELATING TO "WAIVERS AND MODIFICATIONS OF FEDERAL STUDENT LOANS"2023-06-21

Mr. GOOD of Virginia

Mr. GOOD of Virginia. Mr. Speaker, 2 weeks ago, President Biden ignored the will of this Congress and issued a veto message of my resolution, which would have nullified his reckless, unconstitutional, immoral student loan transfer scheme. As others have said, he is not trying to forgive student loans, he is trying to saddle unsuspecting taxpayers with the burden of paying for others' student loan debt. Republicans and Democrats should come together, as they have already done on a bipartisan basis, and send a strong message on congressional authority to the executive branch. Again, President Biden simply does not have the authority to forgive student loans, and thus, spend hundreds of billions of dollars, taxpayer dollars, hard-earned taxpayer dollars, as he transfers debt to those who did not incur it. The power of the purse belongs to the legislative branch. It belongs to the House of Representatives. I suspect the Supreme Court will confirm that if we don't override this veto. The President seems to even know this himself. When talking about student loan forgiveness on CNN just about a year ago, he said, ``I don't think I have the authority to do it by signing with a pen.'' Student loan cancellation, again, doesn't make the debt go away. It transfers the costs from the borrowers to the taxpayers, those who never went to college, those who worked hard and paid off their student loans, or those who worked their way through school to avoid student loan debt. In fact, 60 percent of the constituents in my district do not have a college degree. Yet, the Biden administration wants them to have to pay for the college education of others, even those earning up to $250,000 in a typical family, or a nontypical family, I should say. So we are going to make plumbers and welders and carpenters pay for the student loan debt for the high-income earners. There were a handful of Democrats in the House and the Senate who supported my resolution when it was first sent to the President's desk. I urge more of my colleagues on the other side of the aisle to act today to stop the unilateral actions of President Biden that are worsening the higher education financial crisis, unfairly transferring debt to those who didn't borrow it, and usurping the constitutional congressional authority of this House.
