25TH ANNIVERSARY OF 9/11 COMMEMORATIVE COIN ACT2026-05-19

Mr. GARBARINO

Mr. GARBARINO. Mr. Speaker, I rise today in support of the bill, the 25th Anniversary of 9/11 Commemorative Coin Act. As a Representative of Long Island and New York, I can say this is a deeply personal matter for me and the people I represent. This bill authorizes commemorative coins to mark the 25th anniversary of September 11 and honor the lives lost and the resilience of our country in the aftermath of the attacks. The design process will include the 9/11 Memorial & Museum, and the proceeds will support the 9/11 Memorial & Museum's operations and maintenance at the World Trade Center site. Importantly, this legislation comes at no cost to taxpayers. Mr. Speaker, New Yorkers will never forget the bravery of the first responders who ran toward danger or the unity this country showed in one of our darkest moments. As we approach the 25th anniversary of the attacks, we have a responsibility to preserve these stories and ensure future generations understand the sacrifices made that day. We must always remember the innocent people we lost on September 11, the first responders who answered the call, and the strength the American people showed in the face of tragedy. I thank my colleagues from both sides of the aisle for supporting this legislation, and I urge them all to support it.

PROVIDING FOR CONSIDERATION OF H.R. 7744, FURTHER ADDITIONAL CONTINUING APPROPRIATIONS ACT, 20262026-03-04

Mr. GARBARINO

Mr. GARBARINO. Mr. Speaker, as chairman of the Committee on Homeland Security, I rise today in support of the rule providing for consideration of H.R. 7744. As America faces heightened threats on U.S. soil and abroad, DHS is in the midst of its second major shutdown in 6 months because of Democrats' political games. This lapse in appropriations means a disruption in our Nation's disaster preparedness, transportation security, and critical infrastructure resilience when we need it most. As a lifelong New Yorker, I find it outrageous that DHS continues to be undermined by Washington's dysfunction. Twenty-five years after the worst terrorist attack on U.S. soil, I urge my Democratic colleagues to not forget why this Department was established in the first place. As we speak, the vast majority of DHS personnel are, once again, continuing their essential missions to protect the American people without knowing when their next paycheck will come, while others have been furloughed, further undermining our preparedness. The frustrating reality is that this was completely avoidable. House Republicans sent this bipartisan and bicameral deal on full-year DHS funding to the Senate nearly 2 months ago. This bill includes funding for body cameras, support for the DHS Office of Inspector General, additional resources for training, and new transparency and oversight requirements for ICE. By holding this bill up in the Senate, Democrats are also blocking funding for FEMA's preparedness, response, and recovery efforts across the country. They are blocking funding for TSA ahead of major events like the World Cup. Democrats are blocking funding for Coast Guard operations that we use to counter our adversaries. They are blocking our funding for our cybersecurity workforce while Iran is attacking us daily in our cybersecurity terrain. The security of our homeland is not a partisan talking point. It is an American imperative. Holding DHS hostage when lives and livelihoods are on the line is reckless. Mr. Speaker, I urge House Democrats to show their Senate counterparts that the right thing to do is support this bill.

DHS INTELLIGENCE ROTATIONAL ASSIGNMENT PROGRAM AND LAW ENFORCEMENT SUPPORT ACT2025-11-17

Mr. GARBARINO

Mr. GARBARINO. Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 2212) to amend the Homeland Security Act of 2002 to establish the Intelligence Rotational Assignment Program, and for other purposes, as amended.

Mr. GARBARINO. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 2212.

Mr. GARBARINO. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise today in support of H.R. 2212, the DHS Intelligence Rotational Assignment Program and Law Enforcement Support Act. This bill will improve the Department of Homeland Security's Office of Intelligence and Analysis collaboration with the wider intelligence community. As the only intelligence agency with a duty to share information with State and local law enforcement, it is imperative the Office of Intelligence and Analysis analysts have effective partnerships within the intelligence community. In addition, I also want to take a second to express my gratitude to the rest of my Committee on Homeland Security colleagues on both sides of the aisle as we work to advance over a dozen bipartisan pieces of legislation to the House floor this week. As chairman, I look forward to sending many more legislative priorities to the House floor. Mr. Speaker, I urge support for H.R. 2212, and I reserve the balance of my time.

Mr. GARBARINO. Madam Speaker, I yield such time as he may consume to the gentleman from Pennsylvania (Mr. Mackenzie).

Mr. GARBARINO. Madam Speaker, I, again, urge my colleagues to support H.R. 2212, and I yield back the balance of my time.

Mr. GARBARINO. Madam Speaker, I move to suspend the rules and pass the bill (H.R. 1608) to require the Secretary of Homeland Security to produce a report on emerging threats and countermeasures related to vehicular terrorism, and for other purposes, as amended.

Mr. GARBARINO. Madam Speaker, I ask unanimous consent that all Members have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 1608.

Mr. GARBARINO. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I rise today in support of H.R. 1608, the Department of Homeland Security Vehicular Terrorism Prevention and Mitigation Act of 2025. Following the vehicular terrorism incident in New Orleans on New Year's Day and as the U.S. prepares to host several major sporting events starting next year, it is more important than ever that the Department of Homeland Security take a leading role in addressing the threat of vehicular terrorism. This legislation will require DHS to conduct a comprehensive assessment of emerging threats and potential countermeasures. Madam Speaker, I urge all my colleagues to support this legislation, and I reserve the balance of my time.

Mr. GARBARINO. Madam Speaker, I yield such time as he may consume to the gentleman from Florida (Mr. Gimenez).

Mr. GARBARINO. Madam Speaker, I have no further speakers. In closing, I, again, urge my colleagues to support H.R. 1608, and I yield back the balance of my time.

STRENGTHENING CYBER RESILIENCE AGAINST STATE-SPONSORED THREATS ACT2025-11-17

Mr. GARBARINO

Mr. GARBARINO. Madam Speaker, I move to suspend the rules and pass the bill (H.R. 2659) to ensure the security and integrity of United States critical infrastructure by establishing an interagency task force and requiring a comprehensive report on the targeting of United States critical infrastructure by Peoples Republic of China state- sponsored cyber actors, and for other purposes.

Mr. GARBARINO. Madam Speaker, I ask unanimous consent that all Members have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 2659.

Mr. GARBARINO. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I rise today in support of H.R. 2659, the Strengthening Cyber Resilience Against State-Sponsored Threats Act. Following the revelations of the Typhoon actors sponsored by the People's Republic of China, the committee found that the response of the previous administration was unsatisfactory. This legislation will create an interagency task force chaired by the Director of Cybersecurity and Infrastructure Security Agency to properly address the cybersecurity threat posed by the People's Republic of China's cyber actors. Madam Speaker, I urge support, and I reserve the balance of my time.

Mr. GARBARINO. Madam Speaker, I yield such time as he may consume to the gentleman from Tennessee (Mr. Ogles).

Mr. GARBARINO. Madam Speaker, I think I would be remiss if I did not mention the ranking member of the full committee and the ranking member of the subcommittee who worked so hard on getting this bill across the finish line. I am very excited that this is a very nice bipartisan effort on something that has to get done. There is a big focus that we have to have on the People's Republic of China and what they are doing when it comes to cybersecurity. Madam Speaker, I yield such time as she may consume to the gentlewoman from Florida (Ms. Lee).

Mr. GARBARINO. Madam Speaker, I yield myself the balance of my time. Madam Speaker, I urge my colleagues to support H.R. 2659. I congratulate my colleague, the gentleman from Tennessee (Mr. Ogles) on the great work he did on this bill, and I yield back the balance of my time.

Mr. GARBARINO. Madam Speaker, on that I demand the yeas and nays.
