CELEBRATING THE 100TH ANNIVERSARY OF THE BAKER FUNERAL HOME2026-10-15

Mr. GOLDMAN of Texas

Mr. GOLDMAN of Texas. Mr. Speaker, I rise today to recognize Baker Funeral Home on the extraordinary occasion of its 100th anniversary. For a full century, Baker Funeral Home has been a trusted part of the Fort Worth community, providing comfort and compassionate service to families during some of life's most difficult moments. Founded in 1917, the funeral home has grown alongside the community it serves while remaining committed to the values of family, faith, service, and perseverance. For generations, families have entrusted Baker Funeral Home with the care of their loved ones, knowing they will be treated with dignity, compassion, and respect. The Baker family's impact extends far beyond their work as funeral professionals. Over the past 100 years, they have created businesses, supported community institutions, provided essential services, and helped open doors of opportunity for generations of Fort Worth residents. Their longstanding presence is woven into the history and character of the community. What makes this milestone especially meaningful is the continuity of the Baker family's legacy. Multiple generations have dedicated themselves to the funeral home and to the families who rely on its services. Through periods of tremendous change in Fort Worth, the Baker family has remained a constant presence, demonstrating the lasting impact that a family-owned business can have when it is rooted in service to its community. Reaching a 100-year milestone is a remarkable achievement for any organization. Reaching it while remaining family-owned and deeply committed to the people it serves is an especially meaningful accomplishment. On behalf of the 12th Congressional District of Texas, I am proud to recognize the Baker Funeral Home for their 100th Anniversary. I congratulate them on this exciting milestone and wish them continued success in the years to come.

CELEBRATING THE 80TH ANNIVERSARY OF KINCAID'S HAMBURGERS2026-10-15

Mr. GOLDMAN of Texas

Mr. GOLDMAN of Texas. Mr. Speaker, I rise today to celebrate the 80th Annviersary of Kincaid's Halnburgers in Fort Worth Texas. This remarkable milestone reflects not just a successful business but a cornerstone of community. Since Charles Kincaid opened his grocery store in 1946. Kincaid's has grown from a neighborhood business into a Fort Worth institution. For eight decades, it has welcomed generations of families, friends, and visitors, becoming a cherished part of the city's character and culture. The iconic Kincaid's hamburger was developed in the 1960s by Ownyel Robert ``O.R.'' Gentry, the butcher at Charles Kincaid's Grocery & Market. As the first grocery store in the area to feature a specialty fullservice meat depamnent. Kincaid's provided O.R. Gentry with access to high-quality beef, inspiring him to begin grilling hamburgers that would become a beloved Fort Worth tradition. What began as a local favorite soon gained widespread acclaim, and in the early 1980s. Kincaid's was recognized among the nation's best hamburger restaurants. Kincaid's also represents a remarkable legacy of family entrepreneurship. O.R. Gentry eventually purchased Kincaid's, which was later passed down to his son, Ron. Today, Ron's sons, Jonathan and Christian, continue that legacy, guiding Kincaid's into its eighth decade while preserving the qualities that have made it a beloved Fort Worth establishment. Celebrating an 80th anniversary is an extraordinary accomplishment, particularly for a family-owned business that has remained so closely connected to the cornmunity it serves. This milestone reflects the dedication of the Gentry family, the employees who have contributed to Kincaid's success, and the generations of customers who have made the restaurant a part of their lives. For 80 years. Kincaid's has been a place where people gather, celebrate, and share in one of the simple pleasures that brings a community together. Its enduring success is a testament to the strength of its family legacy and the special relationship it has built with the people of Fort Worth. On behalf of the 12th Congressional District of Texas. I congratulate the Gentry family, cheir employees, and everyone who has contributed to Kincaid's remarkable 80-year history. May this cornerstone of Fort Worth tradition continue to thrive for many generations to come.

MOMENT OF SILENCE HONORING REPRESENTATIVE KAY GRANGER2026-08-31

Mr. GOLDMAN of Texas

Mr. GOLDMAN of Texas. Mr. Speaker, on August 2 we lost Kay Granger. All of you knew her. She was a legend in this Chamber. She was a legend in Fort Worth, Texas. She was a legend in Texas. She was a legend in America. At her funeral a week ago Saturday, her son spoke so eloquently about her. He didn't talk about her accomplishments here. He talked about her being just an ordinary mom, just an ordinary person who happened to do extraordinary things. She was the first Republican woman mayor of the city of Fort Worth. She was the first Republican woman ever to be elected to Congress from Texas. As many of you know and so many of her fellow appropriators who are up here know, she was the first woman to be chair of the Defense Subcommittee on Appropriations and then the first woman ever in the U.S. Congress to be chair of the Appropriations Committee. She broke down barriers everywhere she went. When people said, ``You can't do that,'' she said, ``Tell me why. I am going to anyway,'' as all of you know, especially when she rose to be the Appropriations Committee chair. She didn't get there because it was easy. She got there because it was tough, and she always took the tough route. She was an extraordinary woman. Fort Worth has lost a legend. We will never forget her, and we will remember her forever just as every single one of you who served with her will as well. Mr. Speaker, I yield to the gentleman from Texas (Mr. Veasey), my Democratic colleague.

Mr. GOLDMAN of Texas

Mr. GOLDMAN of Texas. Mr. Speaker, I rise today to congratulate the University of Texas Longhorns Softball Team on winning the 2026 NCAA Women's College World Series National Championship, the program's second consecutive national title. This incredible victory cements Texas Softball's place among the Nation's elite collegiate athletic programs. The Longhorns secured the championship with a 4-1 victory over Texas Tech in Game Two of the Women's College World Series in Oklahoma City. Texas finished the season with an impressive 53-12 record and became just the fifth team in Women's College World Series history to lose its opening game but still capture the national title. This championship run showcased the talent and determination of the entire team. Senior pitcher Citlaly Gutierrez earned the victory in the national championship finale, while junior pitcher Teagan Kavan closed out the championship with a dominant relief performance, striking out five of the six batters she faced. Kavan was named the Women's College World Series Most Outstanding Player for the second consecutive year, becoming the first player in tournament history to earn that distinction twice. Junior first baseman Katie Stewart, whose outstanding postseason performance included four home runs during the Women's College World Series, joined Kavan on the All-Tournament Team. Stewart's efforts were critical to helping the Longhorns throughout their championship run. The Longhorns received key contributions throughout the postseason from standout players, including Viviana Martinez, Kayden Henry, Leighann Goode, Kaiah Altmeyer, and Ashton Maloney. Under the leadership of Head Coach Mike White, Texas completed the NCAA Tournament with an 11-2 record and recorded 26 victories over nationally ranked opponents during the season. Coach White's 24 career victories in the Women's College World Series rank among the best in collegiate softball history and stand as a testament to his commitment to excellence. I include in the Record the names of the members of the 2026 University of Texas Championship Softball Team, together with the program's distinguished coaching staff and dedicated support personnel: Caigan Crabtree, MaTaia Lawson, Adayah Wallace, Kaydee Bennett, Ashton Maloney, Alisa Sneed, Shylien Brister, Victoria Hunter, Hannah Wells, Reese Atwood, Teagan Kavan, Katie Stewart, Kayden Henry, Brenlee Gonzales, Viviana Martinez, Jaycie Nichols, Cambria Salmon, Taylor Anderson, Anne Wallace, Leighann Goode, Kaiah Altmeyer, Citlaly Gutierrez, Drea Wilson, Mike White, Ehren Earleywine, Kristen Zaleski, Pattie Ruth Taylor, Keely McMillon, Nick Williams, Melissa Schmitz, and Raiza Aguilar. On behalf of the 12th Congressional District of Texas, I congratulate all the student-athletes, coaches, staff, alumni, and supporters of Texas Softball on this extraordinary achievement. RELIABLE FEDERAL INFRASTRUCTURE ACT2026-04-22

Mr. GOLDMAN of Texas

Mr. GOLDMAN of Texas. Mr. Speaker, let me first express my condolences to the Scott family on the passing of our colleague, Congressman David Scott. Mr. Speaker, I rise today in support of the Reliable Federal Infrastructure Act, led by my colleague Representative Langworthy. Nearly 20 years ago, Congress passed the Energy Independence and Security Act, which required Federal facilities to phase out fossil fuels with the goal of eliminating all onsite fossil fuel-generated energy by 2030. Over the years, those requirements were nowhere close to being met. Ignoring these mandates, the Biden administration expanded the scope of this law and doubled down on the 2030 deadline to remove all natural gas from Federal facilities. That deadline is now just 4 years away. Any attempt to meet these ridiculous requirements will lead to serious consequences. The Federal facilities subject to these green energy mandates are fundamental to our energy safety, security, and our economy. Military bases, hospitals, computing centers, national laboratories, and courthouses are among the critical facilities that would be put at risk of unreliable power. A report from the Department of Energy acknowledges that a full transition to green energy sources would be extraordinarily expensive and unworkable. The Government Accountability Office has also warned that imposing these mandates on military intelligence centers could not only threaten reliable power but also compromise our national security. These extreme green energy mandates would be costly, impractical, and dangerous. Without the Reliable Federal Infrastructure Act to repeal them, we are looking at higher energy costs passed on to taxpayers, unreliable power for critical systems, and a serious threat to military readiness. Don't just take my word for it. Energy companies from my home State of Texas have provided valuable insight and testimony into how unreliable energy would harm our Federal facilities. ONE Gas, a natural gas utility operating in my congressional district, supports the Reliable Federal Infrastructure Act. They understand that natural gas is essential to providing reliable and resilient power to our most critical infrastructure. Additionally, the American Gas Association, which represents many incredible Texas-based energy companies, also supports this legislation. The association has made clear that natural gas remains the most dependable energy resource available. Especially during emergencies and power outages, reliable natural gas is critical to keeping Federal facilities online. Removing that dependable energy source is shortsighted and puts these facilities at unnecessary risk. When our national security is on the line, we cannot simply hope that the wind blows and the Sun shines. We need reliable, secure, and affordable energy for our most critical facilities. Mr. Speaker, I urge my colleagues to vote ``yes'' on the Reliable Federal Infrastructure Act.

CONGRATULATING THE TRINITY VALLEY GIRLS' SOCCER TEAM ON THEIR FOURTH CONSECUTIVE 3A STATE CHAMPIONSHIP2026-02-25

Mr. GOLDMAN of Texas

Mr. GOLDMAN of Texas. Mr. Speaker, I rise today to proudly recognize the Fort Worth Trinity Valley School girls' soccer team for capturing their fourth consecutive Southwest Preparatory Conference Class 3A state championship--an outstanding achievement that reflects sustained excellence and dedication. The Trinity Valley Trojans secured the title with a commanding 6-0 victory over the Episcopal School of Dallas at Jones Field, completing an impressive 12-2 season. Freshman Paige Zavaleta and senior Alli Zavaleta each recorded two goals in the championship match, while senior Charlotte Goldman opened the scoring and senior Audrey Deem added the final goal. Goldman, along with seniors Sydney Fewins, Isabel Gonzalez, and Brown University signee Claire McKnight, were members of all four championship teams, a truly remarkable accomplishment. The Trojans were equally dominant on the defensive end, with goalkeeper Blake Corder posting shutouts in both postseason matches and anchoring a disciplined and resilient defense throughout the playoffs. This sustained success is a testament to the leadership of Head Coach Claire Pearce, a Trinity Valley alum who has guided both the girls' soccer and field hockey programs to multiple conference championships. Under her leadership, the program has fostered a culture grounded in teamwork, accountability, and high character. The Trinity Valley School's girls' soccer team exemplifies the very best of high school athletics and brings great pride to their school and the Fort Worth community. On behalf of the 12th Congressional District of Texas, I am proud to congratulate the Trinity Valley School girls' soccer team on this incredible state championship victory.

HOMEOWNER ENERGY FREEDOM ACT2026-02-25

Mr. GOLDMAN of Texas

Mr. GOLDMAN of Texas. Mr. Speaker, I rise today in support of my legislation, the Homeowner Energy Freedom Act. Mr. Speaker, our Nation is facing a housing affordability crisis. When I was growing up, the median age of a first-time home buyer was 29 years old. Today, it is 40 years old. Since then, the median home price has increased by more than 400 percent. As a result, nearly 75 percent of U.S. households cannot afford the typical price tag of a new home. Homes are simply too expensive for many Americans, and burdensome Federal Government regulations are a major driver of these rising costs. The Biden administration mandated mountains of red tape, dictating what Americans have to put in their homes. Specifically, they imposed costly climate change codes, restricting which appliances families can use to cook their food and heat their homes. The Homeowner Energy Freedom Act would change that. This bill is simple, but its implications are significant. First, it helps reduce the cost of building new homes. Regulations account for nearly 25 percent of the price of constructing a single- family home. Instead of improving housing affordability, the Federal Government is burying the dream of homeownership under 6 feet of red tape. Some of my Democratic colleagues argue that green energy regulations save homeowners on utility bills. If electric appliances are so cost effective, why did Democrats need to allocate billions in taxpayer money to mandate their installation? In reality, these green energy regulations fail to lower utility costs, and they increase overall costs of new homes. Homebuilders have estimated that these energy regulations have increased the price tag of a new home by up to $31,000. Second, this bill restores Americans' freedom to make their own choices in their own homes. Americans don't need the Democrats and Washington, D.C., bureaucrats dictating which appliances they can or cannot have in their own home. Federal overreach threatens the American Dream of homeownership. For generations, Americans have worked hard, raised families, and built their lives in their homes. Homeownership remains foundational to financial security and long-term prosperity. Americans are calling on Congress to improve housing affordability. We must act to ensure hardworking Americans can raise a family in a home of their own. We must repeal these costly green energy mandates. We must reduce the cost of new homes. We must return consumer choice to homeowners. We must restore the American Dream of homeownership. Mr. Speaker, I urge my colleagues to vote ``yes'' on the Homeowner Energy Freedom Act.

Mr. GOLDMAN of Texas. Mr. Speaker, I rise today to honor the memory of Officer Joseph Adragna, III, who passed away on January 31, 2026, while serving on duty as an officer with the Westover Hills Police Department. Officer Adragna was a devoted husband, loving father, proud veteran, and steadfast public servant. His life reflected the highest ideals of duty, honor, and sacrifice. Later, he was honorably discharged as a decorated Aircrew Life Support Journeyman and was recognized as the 2000 Air Mobility Command Outstanding Aircrew Life Support Airman of the Year--an achievement that spoke to his professionalism, discipline, and commitment to excellence. Following his military service, Adragna continued his dedication to public safety with the Los Angeles Police Department, graduating with the Sworn Officer Class of 2003. Over the course of 22 years, he served with distinction in patrol, vice, undercover operations, and traffic collision investigation. He pursued advanced training, including United States Secret Service Counterterrorism certification and the Jimmy Ryce Law Enforcement Training through the National Center for Missing & Exploited Children. Even after completing a distinguished career with the Los Angeles Police Department, Adragna chose to continue serving his community as a member of the Westover Hills Police Department. Though his tenure in Fort Worth was brief, his experience, integrity, and leadership left an enduring impression on his fellow officers and the community. Beyond his uniform, Adragna was a man of deep faith, strong character, and abiding love for his family. I extend my deepest condolences to his devoted wife, Tara Adragna, and his beloved daughter, Marissa Adragna. REMEMBERING DAVY CROCKETT's NOT YOURS TO GIVE SPEECH2025-12-16

Mr. GOLDMAN of Texas

Mr. GOLDMAN of Texas. Mr. Speaker, I rise today to honor the enduring wisdom of Davy Crockett's ``Not Yours to Give'' speech. Thankfully, his famous speech was preserved by Edward S. Ellis in The Life of Colonel David Crockett. Davy Crockett was a true American hero. He was a frontiersman who served in this very House. Later, Crockett would courageously fight and die for Texas' independence. The true story is that Crockett stood against a widely popular government spending bill, and lost. But his words still resonate today. I include in the Record, his speech from April 2, 1828, when a bill came before the House to appropriate money for the widow of a distinguished naval officer, Crockett rose on the House Floor and said: ``Mr. Speaker--I have as much respect for the memory of the deceased, and as much sympathy for the sufferings of the living, if suffering there be, as any man in this House, but we must not permit our respect for the dead or our sympathy for a part of the living to lead us into an act of injustice to the balance of the living. I will not go into an argument to prove that Congress has no power to appropriate this money as an act of charity. Every member upon this floor knows it. We have the right, as individuals, to give away as much of our own money as we please in charity; but as members of Congress we have no right so to appropriate a dollar of the public money. Some eloquent appeals have been made to us upon the ground that it is a debt due the deceased. Mr. Speaker, the deceased lived long after the close of the war; he was in office to the day of his death, and I have never heard that the government was in arrears to him. Every man in this House knows it is not a debt. We cannot, without the grossest corruption, appropriate this money as the payment of a debt. We have not the semblance of authority to appropriate it as a charity. Mr. Speaker, I have said we have the right to give as much money of our own as we please. I am the poorest man on this floor. I cannot vote for this bill, but I will give one week's pay to the object, and if every member of Congress will do the same, it will amount to more than the bill asks.'' Now more than ever, Crockett's words are an important reminder to us all. Americans deserve a government that spends their money wisely.
