LEGISLATIVE PROGRAM2020-09-17

Mr. HOYER

Mr. HOYER. Madam Speaker, I thank the gentleman for yielding. Before we begin the colloquy, let me make some remarks about someone who has made a real difference in this House. Madam Speaker, every society that wants to be a successful society has to have rules. Thomas Jefferson, one of the great political thinkers of the centuries, observed that there had to be both comity and fairness if we were going to come together and have a democracy that was operational. Dick Gephardt used to say that the legislative process was a substitute for armed confrontation, that the resolution of differences in a democracy needed to be done in a civil way, pursuant to rules. Madam Speaker, we are losing, in a short period of time, a gentleman who has made a difference for this House, this Congress--House and Senate--has made a difference to the civility of this House, a gentleman who, by the way, is not responsible in any way for the lack of civility that, from time to time, breaks out in this House. I refer, Madam Speaker, to our Parliamentarian, Tom Wickham. I have had the privilege of knowing him all of his days in the House of Representatives. He has been here for a significant period of time and has served as our Parliamentarian for essentially four Congresses, 8 years. He stands--or sits, at this point in time--a short, at least 6 feet, distance, with his mask on, which is a unique experience for him, from the Speaker's rostrum. He is there to ensure that we play by the rules. He is there to ensure us that we do not take advantage of one another, but that we resolve, in pursuit of the rules, the differences that we may have and do so in a way that, for centuries, essentially, have governed how we process in the legislative arena. It is a nonpartisan role. Obviously, he served when there were Republican Speakers, and obviously, he is serving now with a Democratic Speaker. It is nonpartisan, but it is sometimes thankless, particularly when you have to make a ruling, particularly that the majority party does not like. I must say that there is probably not a Member among us who hasn't at some point in time said either, ``Gee, I am sorry Wickham made that ruling,'' or, ``I don't agree with Wickham.'' Therefore, it is a tough job because we are all pretty powerful people. We all think we are pretty smart people, and we know this, that, and the other. So, you have to have the courage of your convictions as well as the intellectual reasoning to go behind your decision. Tom Wickham has had that every day he has served in this House. It is hard to be a referee because the calls don't always go the way people want. One of the hallmarks of the Parliamentarian's Office, and Tom Wickham in particular, is they call them as they see them. No matter the effect of those rulings, they make the ruling that they believe is correct. You can disagree, but what you cannot disagree with is that the Parliamentarian's Office prides itself on calling them as they see them. Now, it was difficult, I am sure, for every Parliamentarian, and the Parliamentarian's Office, to conduct this role. But they have done so in a manner, all the time I have been here, which I am in my 40th year, that has been a credit to the House of Representatives, a credit to our democracy, a credit to Thomas Jefferson's perception of trying to create rules and ways of doing things that credited democracy, that did not undermine it. Tom was also the Deputy Parliamentarian and the Assistant Parliamentarian, so he has had a lot of experience. He has spent a quarter of a century working for this House. I will miss him. We will miss him. This Congress will miss him. He will be succeeded by somebody who has experience and depth and will, I know, in the tradition of all the Parliamentarians with whom I have worked over those 40 years, be fair and unflinching in calling it as he sees it. We will miss Tom's good humor and kind nature. I know my staff will miss working closely with him every day to ensure the smooth and proper running of the floor. On behalf of Democrats, and I know Mr. Scalise will speak on behalf of his party as well, I want to thank you, Tom, for your service, for your dedication to this institution, for the temperate way in which you dealt with all of us, even when we were not temperate. You were steady, thoughtful, fair. Also, as I said, I want to congratulate Deputy Parliamentarian Jason Smith, who will succeed Tom as Parliamentarian of the House. He will, as every Parliamentarian with whom I have served, be fair, be honest, and call them as he sees them. My staff and I look forward to working with him in his new role.

Mr. HOYER. Madam Speaker, I thank the gentleman for yielding. If I might wryly observe, Madam Speaker, that I have not seen the Parliamentarian pass you a note to instruct the gentleman to address the Chair. Tom, I am going to address you.

Mr. HOYER. Tom Wickham, for those who are watching, is a wonderful example of the extraordinary patriotism, loyalty, and talent that has contributed to this House's operation by all of our staff. He is one of the best, but we have the best. Tom, I know you treated all the staff, certainly on my staff--and I know all the staff--with great respect because you knew how important they were. We all know how important you have been to the operations of this House. I don't know what you will be doing. But assuming that you, at this young age of yours--I told you that you were way too young for us to let you go, but you are going--you will be doing other things, and you will bring great value to whatever enterprise you pursue. We have been blessed for a quarter of a century with your service, and we thank you for that service. Godspeed.

Mr. HOYER. Madam Speaker, on Monday, the House will meet at 12 p.m. for legislative business. No votes are expected in the House on Monday. On Tuesday, the House will meet at 9 a.m. for morning-hour debate and 11 a.m. for legislative business. I would remind Members that Monday is expected to be a travel day following the holiday. So, Monday we will have business on the floor, but we will have no votes on the floor. On Wednesday and Thursday, the House will meet at 9 a.m. for morning- hour debate and 11 a.m. for legislative business. On Friday, the House will meet at 9 a.m. for legislative business. We will consider several bills, Madam Speaker, under suspension of the rules, a large number of suspension bills, in fact. The complete list of suspension bills will be announced by the close of business tomorrow. The House will consider, as well, next week a continuing resolution for fiscal year 2021. Madam Speaker, the House has passed 10 of its appropriations bills of the 12 appropriations bills we have. Sadly, the Senate has not passed a single bill out of committee, has not voted on a single appropriations bill in its committee. As a result, clearly, we will not be able to conclude the appropriations process, and we will have to have a CR to make sure that government stays serving the American people. Hopefully, we can reach a bipartisan agreement, and there will not be a controversial continuing resolution. I know Democrats and Republicans and the administration are working toward that end. I expect and hope a bill to be filed tomorrow. That is our hope. But we do expect to consider that bill next week. The CR, as I said, is necessary to avert a shutdown that would only further damage our economy and undermine our efforts on COVID-19. In addition, the House will consider H.R. 4447, the Clean Economy Jobs and Innovation Act. This bill, Madam Speaker, is a package of legislation reported out of the Energy and Commerce Committee and the Science, Space, and Technology Committee to invest in energy innovation and clean energy development. In addition, the House may consider H.R. 6270, the Uyghur Forced Labor Disclosure Act, and H.R. 6210, the Uyghur Forced Labor Prevention Act. Members are advised that additional legislative items are possible. I yield back to my friend, the Republican whip.

Mr. HOYER. Madam Speaker, I thank the gentleman for his comments. Of course, the Paycheck Protection Program was a very, very important program. I was pleased that the committees came up with that program and we had bipartisan support for that program. I will tell the gentleman that that is an important effort for us to take, but I would also say it is very important for us to act on behalf of millions of people who still do not have a job or are on unemployment and need the supplemental unemployment that they were receiving to survive and keep their families going. We have millions of people who are suffering from food shortages, the inability to keep their family fed. We need to pass, we believe, the supplemental nutrition program. We need to make sure that States, in my view, have the ability to function. They are hemorrhaging revenues because of COVID-19, because of the decrease in the economy. States, cities, municipalities, counties are suffering, and many other aspects, including testing, which is one of the critical components of us confronting COVID-19. So while I agree with the gentleman that the program that he talks about--of course, we created that program and we passed it in a bipartisan fashion, and it was very bipartisan in the Senate. I know Mr. Cardin and Mr. Rubio were both involved in that. It was very important to pass that. But I will tell the gentleman that I was pleased that the President indicated that we need to invest very significant sums, which he then said would come back to the U.S. or help the U.S. economy. I think that was a positive step forward. I would also observe, as the gentleman observed, that Speaker Pelosi and Secretary Mnuchin reached four major deals, compromises--four. One was, we thought, very big at the time, $8.3 billion, which now looks somewhat small. But we reached four of those. We brought them to the House floor, the Senate floor, and they passed overwhelmingly in bipartisan votes. Secretary Mnuchin and the Speaker have been discussing trying to get to, for 4 months now--now, Mr. Meadows is also in the room. Mr. Meadows and I have a very positive relationship, but my observation has been, through the years, Mr. Meadows is more about stopping deals than making deals. But I agree with the gentleman, we need to act. I am hopeful that the administration and the Senate and the House will reach agreement ASAP, not only on the PPP, which I agree with the gentleman on, not only on the PPP, but all the other programs that I mentioned and many more that are in the HEROES bill. The Speaker has indicated we are certainly prepared to negotiate what the expenditure is, and she has indicated a willingness to come down very, very substantially to try to reach an agreement, which is what compromise is all about. That hasn't happened yet, but I am hopeful that it will happen in the near term, because I agree with the gentleman, we need to act. I am urging the administration and all of us to come to an agreement. Unfortunately, in the Senate, their efforts have not been successful in passing a bill. So we have no alternative bill beyond the HEROES bill that passed, as I said, 4 months ago, so we have nothing to conference because there is no Senate bill. In fact, Mr. McConnell went from a trillion down to a half a trillion, which almost every economist, either at a trillion or half a trillion, says is not sufficient for health reasons and economic reasons and family reasons to confront the enormity of the challenge that still confronts us as a result of COVID-19. So I thank the gentleman for mentioning Mr. Chabot's legislation. He is right, of course, there is $130 billion in the pot. I think we ought to purpose that to either a continuation of PPP or a continuation of PPP and other things. But I think we ought to do it, and what we are trying to do is a comprehensive package that deals with all the challenges confronting American families, particularly the unemployment insurance. As of July 31, as the gentleman knows, the supplemental payment lapsed. To some degree, the President has tried to put additional sums in there. Some States are pursuing it and some States have effected it. But I hope that the bottom line is, in the next week, in the near term, and I think the President's statement was helpful, and I hope, frankly, the Senators take that to heart, that we need to invest much more than they suggested if we are going to meet the scope of the problem that exists. I thank the gentleman bringing to the House's attention that particular bill, and certainly it will be under consideration as well, I think, by those who are negotiating, mainly Secretary Mnuchin and Speaker Pelosi. Mr. McConnell has chosen not to participate in those discussions, as you know. Mr. Schumer does, and I think Mr. McCarthy does--I am not sure all the time, but I am sure he does as well. We want to get an agreement. We want to do what we have done four times: reached an agreement, passed it overwhelmingly in both Houses for the people, because the people are hurting and we need to act and meet that challenge of their hurt and their need to support themselves, their families, and, as you point out, their businesses.

Mr. HOYER. Madam Speaker, the whip mentioned undermining confidence. I will tell the whip with all due respect; nobody has undermined confidence in the healthcare system more than the President of the United States. No one has diverted more attention from the experts; no one has denigrated the experts, which undermines confidence in their advice and counsel, than the President of the United States. And no one in the health community said that the coronavirus was a hoax. We have just seen that Mr. Woodward heard in late January that the President thought this was a very serious matter. And then, frankly, he conveyed to the American people, don't worry about it, it is going to go away. In a few days, a few weeks, it is going to go away. No one has undermined the confidence of the American people in the CDC or the FDA or the NIH more than the President of the United States. He said they are wrong. And I say that because confidence needs to be built by leadership. And if the vaccine can come out next month, hooray, if it can be done consistent with what the medical experts and the pharmaceutical experts tell us can give the American people confidence. But I will tell my friend Mr. Caputo substantially undermined confidence because he wanted to tell the experts what to say apparently consistent with what the administration's policy was as opposed to what the scientific evidence was. And so when you mention confidence, some people were trying to undermine confidence; we have had six, seven, eight months of undermining confidence. And it is a shame. Because the gentleman is absolutely right. People are going to need confidence. And they are going to have to take the vaccine because that is the only way this economy is going to get back to where it needs to be. People having confidence in the safety for themselves, their husband, their wife, their children to be about the business of America and their own personal business. So I would hope that the President would leave it to the experts, not to his judgment, to the experts as to when a vaccine is ready to deliver to the public. And then I think all of us ought to have that confidence to--I certainly am going to get the vaccine when the medical experts tell me this is safe to take, and I am going to urge my family to do the same. And I am sure you have just indicated you would do the same. I think we will, hopefully, do that. But the instilling of confidence, I would tell my friend, starts at the top and with all of us, as well, because people respect us in some respects sometimes, and they think we have knowledge that they may not have, and therefore, they want to have confidence that, yes, this is good; no, it is not, don't do it. So I would simply say to my friend, I hope that we get a vaccine. I hope we get it as soon as possible. And I hope that the election has nothing to do with the vaccine. I hope the decision has everything to do with science and medicine. And I think all Americans hope that, as well.

Mr. HOYER. How about Dr. Redfield?

Mr. HOYER. Did you see what happened in the last 48 hours?

Mr. HOYER. Madam Speaker, I thank the gentleman for yielding. This President doesn't take responsibility for anything other than good things. If anything bad happens, this President does not take responsibility. He points to somebody else. What I interrupted the gentleman on was he says, ``the scientists.'' Redfield is a scientist. He is a medical doctor. He is the head of the CDC. He made a comment, his best judgment as to when vaccines were going to be available, widely available. The President contradicted him on both points he made just a few days ago, as he has done with Fauci, as he has done with Hahn, as he has done with others. My confidence in those three companies is that they will come to the referee and will say: ``Is this ready to go?'' The referee, in this case the FDA, that the gentleman says is so respected has that responsibility. What I don't have confidence in, what I think so many of the American people don't have confidence in, is they will get a call from the White House that says: ``This is the judgment you are going to make.'' We have seen, over and over and over again, decisions modified because of White House direction. In fact, Caputo was there for exactly that reason at HHS, not CDC, but overseeing CDC. I tell my friend, Madam Speaker, yes, we need to have confidence, but we need to be truthful with them. We need to tell them the truth. We need to take direction from the experts, not substitute our judgment. The gentleman talks about hydroxychloroquine. Obviously, Fauci didn't think that was a great recommendation to make. That was for doctors to make, but the President made it. In fact, most of the doctors thought that was not a good recommendation. Certainly, Clorox was even less than that, I say as an aside. Maybe it was tongue in cheek, but unfortunately, when the President speaks, people don't necessarily think it is tongue in cheek, and it becomes dangerous. I will say to my friend, hopefully, that this vaccine issue will be resolved by the experts and give confidence to the American people that they can, in fact, rely on the experts and their doctor to take the vaccine because, hopefully, it will be in a position where, in fact, it will give the confidence and the result that is promised.

Mr. HOYER. Madam Speaker, I am not going to prolong this. The only thing I would say is, under the gentleman's theory, Madam Speaker, we wouldn't need the FDA because, clearly, these companies would not do anything just because of profit. And I don't allege that they would do that. But we have an FDA because we need a referee to look at it without thinking of the consequences of a yes or no answer but a scientific answer. That is the only observation I would make. I get it. I get that the companies are reputable companies. I support them. They do great work. But we have an FDA because we need somebody who is an independent arbiter, not just because no company would do this. Because if no company would do it, we wouldn't need the FDA.

Mr. HOYER. Madam Speaker, I have nothing left to say.

IN MEMORY OF DARYL ANN PENNINGTON2020-09-16

Mr. HOYER

Mr. HOYER. Mr. Speaker, it is with profound sadness that I share the news that a great friend and public servant has passed away. Daryl Ann Pennington was a dear friend, trusted member of my staff, and a tireless advocate for Maryland's Fifth District. For the past 12 years, Daryl served as a caseworker in my office in Greenbelt, Maryland, serving Prince George's County, Calvert County, and Anne Arundel County. Earlier, she had worked for former Maryland State Senator Ulysses Currie. Mr. Speaker, she knew the Fifth District and its communities better than almost anyone, and she cared deeply about the people who called, emailed, and wrote to us asking for assistance with Federal agencies and help accessing government services. In particular, Daryl was a fierce advocate for our district seniors, but she was also a mentor to countless young people, including interns who came to our district office and learned lessons from Daryl, not only about serving our constituents but how to approach life through perseverance, faith, and positive thinking. Daryl drew heavily on her personal faith as a member of the Evangel Cathedral in Upper Marlboro, Maryland, for more than a quarter of a century, and as a partner with Dr. Corinthia Ridgely Boone of the International Christian Host Coalition organizing the National Capital Region's Day of Prayer for many, many years. Mr. Speaker, she believed strongly that prayer was a powerful tool, not only to connect with her creator, but to connect with others here on Earth, to communicate her love for others, and to spread peace and joy to those around her, which she surely did. Her sense of humor, her wit, her warmth will be sorely missed not only by her colleagues in my office, but by all who knew her. I and all of us who worked so closely with Daryl will miss her very, very much. Daryl had so many spiritual daughters and the many young women who looked up to her over the years as a mentor and friend, but her pride and joy were her five children: Laura, Christie, Toi, Peter, and Lenny, as well as her grandchildren to whom, of course, she was devoted. A native of Rochester, New York, Daryl made her final journey home in July when she was diagnosed with multiple myeloma and departed Maryland to seek treatment closer to family at the University of Rochester Medical Center. We had all hoped to welcome her back soon, but sadly, Daryl's condition worsened quickly last week, and she passed away on Saturday morning with her family by her side. Mr. Speaker, Daryl was a true friend and partner in service to the people of Maryland's Fifth District. She will long be remembered by those she helped and by those of us who worked closely with her. Her passing is a great loss to my constituents, our office, to this House, and to our country. I hope my colleagues will join me in offering her family the condolences of the whole House and the thanks of a Nation grateful for patriotic Americans like Daryl Ann Pennington who serve their country and communities so dutifully and so well. Mr. Speaker, now Daryl rests in peace with God, whom she served so faithfully throughout her life.

DELIVERING FOR AMERICA ACT2020-08-22

Mr. HOYER

Mr. HOYER. Mr. Speaker, I had not necessarily intended to speak after the minority leader, but I cannot help but respond to some of what the minority leader had to say. First of all, he practices the President's favorite tactic. Distract. Speak about that which is not relevant. All the Democrats are voting. They may be voting at that machine. They may be voting at that machine over there. They may be voting at that machine, or they may be voting at that machine back there. They may be voting by proxy, which you didn't like. The minority leader sued, and the Court said it is up to the House to decide its own rules. Now, when we passed the HEROES Act 100 days ago tomorrow, what did the minority leader say? Let's wait and see what happens. And what has happened since then? Thousands, tens of thousands of people have gotten sick, and thousands and thousands of people have died in those days. Let's wait and see. And what did the majority leader, who can put a bill on the floor, what did he say? Let the States go bankrupt. Mr. Speaker, there has been a lot of talk on the floor about bring this bill or that bill or the other bill. The Senate is controlled by your party, I tell my minority friends in the House. They haven't passed a single bill in 70 days, in 100 days, not a single bill. Why? Because they would have to compromise. And you say we need to bring things to the floor. The minority leader, of course, had a man named Garland, from February to January when Obama was the President of the United States, and refused to consider it. Do you think there is a Founding Father who thought that advice and consent meant that they could simply ignore the President's nominations? I think not. Some people talk about, Oh, there are some very, very important things to do. One of them, the gentlewoman from North Carolina--now, let me, 84,631 deaths since HEROES passed. Let's wait. We passed HEROES. No action in the Republican-controlled and led United States Senate. So don't whine to me about what you want on the floor. Don't whine to me about we could have done this, we could have done that, we could have done the other. Mr. Speaker, I was just talking to the chief of staff of the White House, and I kidded him, I said, You know, when you were here in the House and we had Republican leadership and they offered solutions, you undermined them. Who says so? John Boehner says so. You had the opportunity to make a deal. Now we control the House, and very frankly, the majority leader cannot pass a bill because 20 of your Members in the United States Senate want to do nothing, and just tell the people who are suffering, who are on unemployment, who don't have childcare, you are on your own. Now, I have heard all this talk about what we could have done. Do it. Do it. Nancy Pelosi and Secretary Mnuchin got four deals done. Most of you voted for them, and they passed overwhelmingly in a bipartisan fashion. But you made a decision, nope, no more. Now we have it speculated that if we don't take action and have a much more robust--and a plan for dealing with COVID-19, which we don't have and haven't had, because this President called it a hoax. You don't have to respond to hoaxes. That is what he called it, a hoax. And, of course, if it is a hoax you don't respond, and he didn't. And over 175,000--86,000 since we passed HEROES--175,000, and CDC says it may be up to 200,000 by the end of this year. Still, you have passed no bill in the United States. We sent a bill over there. You don't like it, that is fine, pass your own. You control the Senate. Pass your own, and then we will go to conference. We will see which bill is better, or maybe we will put them together. But what has the Senate majority leader done? He has reduced the $1 trillion offer down to $500 billion, which the governor of my State says is only sufficient to help the States because they are hemorrhaging revenue, and they are on the front lines of responding to this crisis. Now, others of you have said all of this is a feign, this is not real. Mr. Speaker, I ask Madam Chair, has she spoken about the report from the Postmaster General?

Mr. HOYER. Mr. Speaker, let me repeat it, notwithstanding that. It says, ``The new documents being released by the committee today are part of the PMG briefing.'' Now, I hope the Postmaster General, unlike the President of the United States, reads his briefings. The President says he doesn't read his briefings, so he didn't know about the Russian payments to kill American soldiers and has not responded to this date on that assertion. The new documents being released by the committee today are part of the PMG briefing, a presentation prepared directly for the Postmaster General last week on August 12, 10 days ago. They provide a detailed assessment of service performance trends over the past year. My friend from Ohio says, Oh, this is a fraud. There is no problem. Not a big deal. Maybe he didn't read the PMG advisory either. According to these documents, there has been a significant drop in service standards across the board beginning in July, including first- class, marketing, periodicals, and priority mail. The Postmaster General, of course, has never admitted to the sweeping delays and reductions in service caused by the actions. Instead, here is what he said: ``We all feel bad about what the dip in the level of service has been.'' So he knows there was a dip in service right after he made these changes. Now, what do we know? A, we know he is a big supporter of the President, gave a lot of money to the President. Secondly, we know he was appointed by the President. Essentially, yes, elected by the Board of Governors--all thanks to the membership appointed by President Trump--who, by the way, unanimously asked for the $25 billion we are talking about. We know the President of the United States wants to suppress the vote. Why? He says so. He says so. The first meeting I had with the President of the United States with Republican leaders and Democratic leaders just shortly after he was inaugurated President, the first thing he said was, I got a majority of the votes. If it hadn't been fraud, if it hadn't been all those people that voted illegally, I would have gotten the majority of votes. He only got 62 million. 70 million voted for somebody else. And 65 million people, the majority of the people of the United States voting for President of the United States, voted for Hillary Clinton. I challenge one of you to name me two members of the electoral college in 2016. You can't do it. The American people voted for Hillary Clinton. The President of the United States wants to send, maybe with no name tags and just sort of brown suits on, troops to the polls of America. Never in my life--and I have run probably for office more times than anybody here but Don Young--never have I seen armed troops there at the polls to intimidate people. My State checks for fraud. And, by the way, all those fraudulent votes that Donald Trump said had been cast, not a conviction. He controls the Justice Department. He controls, presumably, the FBI. Going back to what I said about this crisis that was occurring that you say doesn't exist in the post office. On January 15, 2013, we voted for a crisis, 50 million Americans living in the northeast had been savaged by Superstorm Sandy. About 230 of you Republicans were here, you were in charge. Only 49 of you, not Mr. Meadows, not Ms. Foxx, 49 voted for that bill, and 178 of you voted no. No crisis. 50 million Americans. Superstorm Sandy. People being flooded out of their businesses and homes. No crisis. My suggestion is, wherever you are, you came here and that's great, you are here, you can vote in person. Isn't that wonderful. I think your vote would count just as much if you had voted--but your leadership has told you, no, don't worry about the 86,000 people who have died. The minority leader said, well, the crisis is gone. I don't know where he thinks it went. It is certainly visiting the neighborhoods in my State and the neighborhoods in your State. So the report says the mail has substantially gone down since the Postmaster General--aiding and abetting, in my opinion, the President of the United States who wishes to suppress the vote--acted. Now, I don't know how many of you read 18 U.S. Code 1703, but it says, ``Whoever being a Postal Service officer or employee''--and says some other things about secrets, destroys, detains, opens, et cetera-- ``whoever delays mail, which was intended to be conveyed by mail, shall be fined under this title or imprisoned not more than 5 years, or both.'' Now, I had a press conference with Senator Warner, Senator Van Hollen, and six other Members, including Eleanor Holmes Norton, one of the senior members of the Chair's committee. Five minutes before we held that press conference, the Postmaster General issued his statement that he was going to stop doing what he was doing. I guess it was because he thought, Well, what I am doing is great, everybody will support what I am doing. Or, did he think, I got my hand caught in the cookie jar and I better stop? Which do you think is the more rational determination as to why 5 minutes before he had that press conference he issued his release? That he thought it was fine? He could defend it? It was the right thing to do? If he thought all of those, why in heaven's name did he change his mind? I will tell you why. He knew what he did was wrong. He probably read that briefing that service had plummeted since he took that action, and that he was putting the mail, prescription drugs, Social Security checks, veterans' checks, at risk. That seems to me to be the logical conclusion. And as the law says, if you act and you delay the mail, you commit a crime, subject to 5 years in jail, and a substantial fine. Mr. Speaker, I thank the gentlewoman for her leadership. The Postmaster General appeared to back down from his attempt to set the Postal Service up for failure just moments before a number of us, as I have said, from the House and Senate were about to speak in front of the Postal Service headquarters right down the street. In his testimony yesterday, the Postmaster General indicated that he and President Trump are simply hitting pause. They don't care about the diminution of service that the Postmaster General's report said, apparently. They just hit pause. Why? Because they are hoping it will go away, the wrongdoing that they are perpetrating, not what was done in the past by, yes: Should we make service efficient and effective? We should. But that is not why this was done. All you have to do is look at the President's statement about wanting to suppress the vote, particularly of minorities. He said that if more Blacks had voted in the last election, I would have lost. That is what he said. In his statement on Tuesday, the Postmaster General indicated that no additional changes would be implemented. In other words, he is not going to back up, even though his report says it is diminishing service. Why? He can pledge all he wants, but if you don't give the post office department and its employees the tools with which to do the job, no matter what he says about voting--I am glad that we make sure that first-class mail treatment--as a matter of fact, there ought to be super-first class. Voting for the President of the United States has got to be the most important thing a citizen does in this election year, and it ought to be treated as such by the postal department. Even after 3 months, President Trump and Senate Republicans continue to refuse to take action on the HEROES Act. I talked about that. That is why Congress needs to take action now that will ensure our Postal Service can continue to deliver for America through this pandemic, just as it always has reliably delivered for our people. That is why this legislation is necessary. Millions depend on the Postal Service to obtain medications, receive paychecks, and access vital services. For rural communities, in particular, the Postal Service--that is the irony. For rural communities, the Postal Service is probably even more important. This year, in particular, it will play a crucial role, the Postal Service, in helping tens of millions of Americans stay safe from COVID- 19. 86,000 Americans have died since we passed the HEROES Act. The minority leader seems to think: Well, people not coming to Congress, not wanting to get on an airplane, not wanting to come to Washington and then go home and have to sequester themselves for 14 days, oh, they are just playing games. If you doubt the validity of their vote, say so. But whether I cast it far over there or near here, it is the same vote. It is my vote, and it is my people's voice. It was so angering for Americans across the political spectrum that President Trump and Postmaster General DeJoy openly sabotaged the Postal Service in order to prevent people from casting votes through the mail. I know you can discount the fact that the President wants to suppress the vote. He said so. I am not making it up. He said so. Oh, we have all the fraud. By the way, he votes by mail, of course. You all understand that. I don't know that he sends an ID card down when he votes. Well, maybe we ought to check on that. You are so interested in ID cards, let's see if the President of the United States sends an ID card down to Florida. They employed tactics such as eliminating overtime pay, cutting routes short, reassigning experienced managers, et cetera. Maybe you guys and gals don't have a constituent office open. But every one of my Members tells me they are hearing from thousands of their people. Congress, therefore, must take action to prevent them from simply changing their minds and causing massive postal delays in the weeks ahead. Remember, he said he has just delayed his changes, which caused the fall in service. Delivering for America Act, that is what the postal department has done since before the Constitution was adopted. I am not going to go through what it will require. You know what it will require. But it would particularly require, and I am so pleased, Madam Chair, that you included in your bill first-class treatment because voting is first- class priority in America. Now, I am going to close with this because so many of you said: This bill is not going to pass. You are wasting your time. You shouldn't send it over there. If we did that, we wouldn't do anything unless the President said you can do it. Then, we would salute and say: ``Yes, sir. We will do it. But if you don't want it, sir, if you don't want FISA--126 of us voted for FISA, but if you don't want it, we will change our minds in 24 hours,'' which is what you did. But then again, we wouldn't have sent campaign finance reform over there because McConnell hasn't considered it. We wouldn't have sent investment and infrastructure and jobs, which McConnell has not put on the floor. We wouldn't have sent restoring voting rights or ensuring LGBT equality or protecting Dreamers or ensuring equal pay for women because McConnell hasn't put equal pay for women on the floor. Requiring background checks for safer communities, only 90 percent of Americans are for that, so I can understand why McConnell said: Look, there is 10 percent against it. I am not going to put it on the floor for consideration. You say you haven't gotten notice, and you haven't been included in the committee, et cetera. McConnell doesn't allow anybody to vote, your leader. Meeting the challenge of climate change, well, of course, many of you don't believe climate change is real. I understand that. Providing for justice in policing, did we send it over there? Yes. Why? Because we want a fair, more just, more equal, more racially conscious Nation. And I say racially conscious in the sense that we don't judge people on the color of their skin. We strengthened and expanded the ACA, which in a pandemic may well have been very helpful. It hasn't been put on the floor. Protecting workers' rights to organize and receive their pensions, it hasn't been put on the floor. So, if you tell me this can't pass, it can't pass perhaps because the President of the United States tells you that he is not for it, and so it doesn't pass. In closing--and I know many of you have said thank God--in closing, let me say that you ought to vote for this bill. Not for Democrats. You ought to vote for it for your people, for the people in your rural neighborhoods who are counting on the postal department to bring that prescription drug, which is critical to maintain their health or save their lives. You ought to vote for it for the over 1 million people getting Social Security checks in the mail. That is why you ought to vote for it, not for us. You ought to vote for it because you want everybody to vote; you want everybody to participate in this democracy; you want an election that has, like so many other countries, 80 percent of our people participating, who don't want to be the 86,001 who die because they went someplace and aggregated together and got COVID-19. That is what this is about, making our people able to participate safely in their democracy. Vote for this bill. It is not a partisan bill. It is a bill that says Republicans ought to be safe in voting. Democrats ought to be safe in voting. Independents ought to be safe in voting, if that is what they choose to do. This is a good bill. It is a bill for America's democracy. It is a bill for making sure that our people are connected through the mail. I thank the chair for bringing this bill to the floor. Vote ``yes.'' I urge a ``yes'' vote for all Members.

ADDRESSING THE CRISIS OF SYSTEMIC RACISM2020-07-31

Mr. HOYER

Mr. HOYER. Mr. Speaker, last week, I shared with the House that my office has launched a website where Americans could learn about the George Floyd Justice in Policing Act, weigh in with their opinion on the bill, and list themselves as citizen cosponsors if they support it. Thousands of Americans, Mr. Speaker, have become citizen cosponsors. Many have also shared their own stories and called for Senate action on this bill. Sadly, Senate Republicans refuse to do anything to address the crisis of systemic racism in our country. More than a month has passed, and they have taken no action--nor on their own bills--on the George Floyd Justice in Policing Act. That is an irresponsible abdication of its duty to address the challenges facing our country. Today, Mr. Speaker, I will begin submitting the names of more than 7,000 George Floyd Justice in Policing Act citizen cosponsors in the Congressional Record. There are so many of those, it may take several days. As more add their names at justiceinpolicing.us, we will continue to submit them into the Record, because the Senate needs to see how important this issue is to so many of our fellow Americans. They need to see how many of our people are urging them to act. Mr. Speaker, I include in the Record a list of citizen cosponsors to the George Floyd Justice in Policing Act. Steve Dwyer, Washington, DC; Annaliese Davis, Washington, DC; Henry Snurr, Westminster, MD; Shaun Brown, Laguna Beach, CA; Mariel Saez, Arlington, VA; Marco Konopacki, Syracuse, NY; Megan Capiak, Niles, MI; Michael O'Hallaron, Washington, DC; Emilie Winch, Washington, DC; Keiley O'Hallaron, Washington, DC; Bridget, Washington, DC; Katie Drew, Washington, DC; Antonia Hill, Washington, DC; Jim B.
