HONORING RETIRED MAJOR GENERAL GARY HARRELL FOR 35 YEARS OF MILITARY SERVICE2022-06-13

Mr. HUDSON

Mr. HUDSON. Madam Speaker, I rise today to honor Major General Gary Harrell for 35 years of extraordinary military service and his recent induction as a Distinguished Member of the Special Forces Regiment by the U.S. Army John F. Kennedy Special Warfare Center and School. Maj. Gen. Harrell has made immeasurable contributions to our great Nation and continues to personify the core U.S. Army values of honor, integrity, personal courage, and selfless service. He began his career in 1973 with the 82nd Airborne Division and retired in 2008 as the Deputy Commander of the U.S. Army Special Operations Command. Over the course of his remarkable career, Maj. Gen. Harrell served as a special operations action officer, deputy commander, commander, and director among other positions in military operations around the globe. In some of his most notable assignments, he helped rescue American hostage Kurt Muse in Panama as part of Operation Just Cause, deployed with Joint Special Operations Command in Operations Desert Shield and Desert Storm, served as Commander of Task Force Bowie and Assistant Division Commander for the 10th Mountain Division in Operation Anaconda in Afghanistan, and served as Commander of Special Operations Command where he oversaw more than 20,000 troops in Operation Iraqi Freedom. He continues to serve our military in retirement as an executive board member for the Task Force Dagger Foundation. Through this role, he has helped secure donations to benefit injured or ill special operations service members and their families. On account of his exemplary service, Maj. Gen. Harrell received many of our Nation's most impressive distinctions and awards, including the Defense Superior Service Medal, the Bronze Star Medal with a Valor Device and Two Oak Leaf Clusters, a Purple Heart Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal with an Oak Leaf Cluster, the Air Medal and the Army Commendation Medal with Two Oak Leaf Clusters among other awards and distinctions. He represents the best our nation has to offer, and we will look up to his leadership for generations to come. As Fort Bragg's Congressman, I know I speak for our Nation and community when I say we are truly grateful for Maj. Gen. Harrell's exceptional service. There is no one more deserving of being named a Distinguished Member of the Special Forces Regiment. I would like to offer my sincerest appreciation and wish him and his family success in all their future endeavors. Madam Speaker, please join me today in honoring Major General Gary Harrell for 35 years of distinguished military service and leadership.

RECOGNIZING THE 70TH ANNIVERSARY OF THE FOUNDING OF THE UNITED STATES ARMY SPECIAL FORCES AND HONORING THE "FATHER OF THE SPECIAL FORCES", COLONEL AARON BANK2022-06-09

Mr. HUDSON

Mr. HUDSON. Madam Speaker, on Sunday, June 19, 2022, we celebrate the 70th anniversary of the United States Army Special Forces--the most versatile Special Operations soldiers in the world. Since their establishment in 1952, Special Forces soldiers have distinguished themselves globally and continue to go above and beyond the call of duty to defend the United States in combat theaters worldwide. However, due to the covert nature of many of their missions, both the measure of their sacrifice and their contribution to freedom here and abroad may never be known. I hope all Americans will join me in celebrating their 70th anniversary and thanking them for giving more to this country than could ever be repaid and perhaps, could ever be measured. In valor, courage, and fidelity, the Special Forces are the world's finest fighting force, and I am thankful that they are in the business of protecting the United States of America and its citizens. I would also like to extend my appreciation to Colonel Aaron Bank, the founder and first commander of the Special Forces. After World War II, it was clear there was a place for highly trained unconventional forces. Colonel Bank began working to convince the U.S. Army to adopt a permanent unconventional warfare force. After tireless efforts, the U.S. Army launched its first Special Forces unit, the 10th Special Forces Group (Airborne), based at Fort Bragg, North Carolina, with Colonel Bank as its first commander. Since then, the U.S. Army Special Forces has spawned special operations units from the other military branches such as the Navy SEALS, Air Force Combat Controllers, and the Marines' Force Recon. We have Colonel Bank to thank for emphasizing the strategic and tactical importance of such units, which he modeled in designing, implementing, and commanding the Army's first Special Forces unit. I consider it an honor and privilege to participate in recognizing both his contribution and the legacy of his vision and foresight, the United States Special Forces. My most sincere gratitude goes out to Colonel Bank and all Green Berets as they celebrate the 70th anniversary of the U.S. Army Special Forces.

PROTECTING OUR KIDS ACT2022-06-08

Mr. HUDSON

Mr. HUDSON. Madam Speaker, as the father of an elementary school child, I am devastated every time we have a school shooting. That is why identifying solutions to stop these tragedies is so important to me. There are only two significant gun safety bills to pass Congress recently. Both were Republican bills passed by a Republican majority and signed by a Republican President. The Democrats' mantra has been ``do something.'' My Republican colleagues and I know that the American people expect us to do something that matters. That is why I introduced H.R. 7966, the STOP II, Secure Every School and Protect our Nation's Children Act. It builds on the STOP School Violence Act signed into law in 2018 and redirects unused COVID-19 funding to provide $1 billion to hire school resource officers, and it provides $1 billion to hire mental health guidance counselors. Our guidance counselors are wonderful, caring people who are stretched too thin. They may not always have the time they need to reach all the children who need help. There is $5 billion included to fund STOP School Violence programs that harden schools, expand active shooter training, and provide resources for law enforcement, school officials, and students to intervene before someone reaches a breaking point. Under my legislation, schools can also apply for threat assessments to identify weaknesses in security and in mental health services. A clearinghouse is also codified under Homeland Security to share best practices for school safety. My STOP II Act is one of 12 bills that House Republicans are bringing forward that actually solve problems and actually save lives, all without threatening the Second Amendment rights of law-abiding citizens. If gun control worked, Chicago would be one of the safest cities in America. My colleagues across the aisle have so far refused to work with us where there is common ground on this issue. They and the media know the bills we are considering today have no chance of becoming law. I ask my colleagues across the aisle to set aside this partisan agenda. Instead, help me to harden schools. Help me to intervene with students in a mental health crisis before they reach a breaking point. Imagine the impact if we had intervened and gotten the help that this young man in Uvalde needed before he dropped out of high school. Help me protect our children and teachers to make sure tragedies like this never happen again. Madam Speaker, if we adopt the motion to recommit, we will instruct the Committee on the Judiciary to consider my amendment to H.R. 7910 to provide needed resources to schools for safety and security and mental health intervention and counseling. Madam Speaker, I ask unanimous consent to insert the text of the amendment in the Record immediately prior to the vote on the motion to recommit.

Mr. HUDSON. Madam Speaker, I have a motion to recommit at the desk.

Mr. HUDSON. Madam Speaker, on that I demand the yeas and nays.

HONORING NASCAR TEAM OWNER CHIP GANASSI FOR HIS EXEMPLARY CAREER2022-04-26

Mr. HUDSON

Mr. HUDSON. Madam Speaker, I rise today to honor NASCAR team owner Chip Ganassi for twenty years as the owner of Chip Ganassi Racing. After a successful career as a racer, Mr. Ganassi purchased the SABCO team in 2001 and quickly renamed it Chip Ganassi Racing. Over the next 20 years, his team achieved a combined 40 wins in the NASCAR Cup Series and the NASCAR Xfinity series. Most notably, Chip Ganassi Racing experienced great success in the NASCAR Cup Series where it achieved 20 victories along with 36 pole positions, 196 top-five finishes, and 474 top-10 finishes. Mr. Ganassi's experience and knowledge immediately propelled his team to great success. In Mr. Ganassi's inaugural season as owner, Sterling Marlin finished in third place in the 2001 NASCAR Cup Series championship. This success quickly established a culture of winning at Chip Ganassi Racing that attracted some of NASCAR's best drivers. While racing for Ganassi, Jamie McMurray became the first driver to win NASCAR's Indianapolis 500 and IndyCar's Daytona 500 in the same year. Additionally, household-name Kyle Larson earned four first place finishes in a single season as a member of Ganassi's team. Furthermore, Mr. Ganassi's achievements extend beyond results on the racetrack. His unique and effective business sense set new precedents for success in NASCAR. Unlike many other team owners, team ownership was his only business. He also maintained an impressive 28-year relationship with Target and secured it as a long-time sponsor for Chip Ganassi Racing. After retiring this past Fall, Mr. Ganassi leaves behind an impressive legacy that I am proud to acknowledge today. He is highly regarded by other team owners and racers alike. His accomplishments reflect his dedication to racing and his intense desire for improvement. I know I speak for our entire community in wishing him and his family continued success and happiness in his retirement. Madam Speaker, please join me today in honoring Mr. Chip Ganassi for his outstanding accomplishments and contributions as a racing team owner.

Mr. HUDSON

Mr. HUDSON. Madam Speaker, I rise today to honor the life and legacy of renowned architect Frederick Law Olmsted. This marks the 200th year since his birth. PROVIDING FOR CONSIDERATION OF H.R. 3076, POSTAL SERVICE REFORM ACT OF 2021; PROVIDING FOR CONSIDERATION OF H.R. 6617, FURTHER ADDITIONAL CONTINUING APPROPRIATIONS ACT, 2022; AND FOR OTHER PURPOSES2022-02-08

Mr. HUDSON

Mr. HUDSON. Madam Speaker, I rise today to oppose the previous question so we can immediately consider H.R. 6619, the Unmask Our Kids Act. This is critical because, as a Member of Congress, but more importantly as a dad of a kindergartner, I am frustrated. I am frustrated because all throughout the pandemic, bureaucrats, mayors, Governors, and school administrators have all lectured us to follow the science. Just follow the science. Well, I agree. Thankfully, 2 years into this pandemic, we now have science behind the mild impacts of COVID-19 on children and the importance of ventilation instead of masking to limit spread in classrooms. We also have science on how important it is to see faces for a child's development. Yet, even with this data, schools continue to impose mask mandates, including roughly 85 of the 115 North Carolina school districts. And if you break these mandates, you face severe consequences. Just last Thursday, 12-year-old Lincoln Matthews, from my district, decided not to wear a mask to school, with the support of his father. Lincoln said he can't breathe in his mask, especially when he is forced to wear it even while running in PE class. However, Lincoln was written up and kicked out for insubordination. This is wrong. What is worse is, these rules apparently don't apply to everyone. On Friday, just 1 day after Lincoln was kicked out for not wearing his mask, Stacey Abrams visited a classroom in Georgia without a mask while every child around her, as you can see, wore their masks. As my colleague, Mr. Reschenthaler, said, this photo is not science; this photo is political science. Sadly, this is just the latest example of politicians who want to control your life. They tell you what to do then ignore their own rules. For these hypocrites, it is rules for thee but not for me. Well, I am here to say that the American people are fed up. I am here to say, parents have rights. So let's actually follow the science. It is time to scrap these mandates and give parents the freedom to choose what is best for their own children. Today, I encourage my colleagues to pass the Unmask Our Kids Act and end these mandates once and for all. If it is good enough for the politicians, it is good enough for our kids.

HONORING NOELLE RHODES SCOTT FOR 21 YEARS OF SERVICE WITH THE CABARRUS ARTS COUNCIL2021-12-20

Mr. HUDSON

Mr. HUDSON. Madam Speaker, I rise today to honor Noelle Rhodes Scott for over 21 years of exemplary service with the Cabarrus Arts Council. I have seen Mrs. Rhodes Scott's leadership firsthand and know how much she means to our community. Mrs. Rhodes Scott began her esteemed career after graduating magna cum laude from Wake Forest University. Following internships with the Arts and Science Council in Charlotte and the North Carolina Arts Council, she was selected at the Associate Director, and later Interim Director, of the High Point Arts Council. She went on to become a National Endowment for the Arts Fellow and then joined the Arts Council of Fairfax County after her research was complete. A giant among her peers in the art community, Mrs. Rhodes Scott has long been a fierce advocate for the arts and education. Since becoming President and CEO of the Cabarrus Arts Council in 2000, she has transformed the formerly volunteer organization into the preeminent arts council in North Carolina. During her tenure with the Cabarrus Arts Council, Mrs. Rhodes Scott oversaw the development of the Davis Theatre and Galleries and launched Students Take Part In The Arts, one of North Carolina's largest art-in- education programs. Each year, the Davis Theatre draws over 16,000 visitors to our community and the education program presents performances to over 39,000 children in Cabarrus County Schools and Kannapolis City Schools. The Cabarrus Arts Council also distributes annual grants of over $50,000 to support creative projects and artists. Mrs. Rhodes Scott has led by example over the years and has made immeasurable contributions to our community. Cabarrus County is better today due to her passion and creativity. I would like to extend my most heartfelt appreciation for her unwavering support of the arts and the Congressional Art Competition. I wish her a long and happy retirement with her husband, Edward, and their family. HONORING CHAIRMAN HARVEY GODWIN, JR. OF THE LUMBEE TRIBE OF NORTH CAROLINA FOR HIS EXCEPTIONAL LEADERSHIP AND SERVICE TO HIS COMMUNITY2021-12-14

Mr. HUDSON

Mr. HUDSON. Madam Speaker, I rise today to honor my friend, Harvey Godwin, Jr., for his exceptional leadership and service in his community and as Chairman of the Lumbee Tribe of North Carolina. After graduating from the University of North Carolina at Pembroke, Chairman Godwin went on to become the owner and CEO of both Two Hawk Employment Services, LLC and Two Hawk Workforce Services. He has also held many leadership positions on state and local boards and committees, including the positions of Chairman for the Robeson Community College Foundation Board of Directors and Secretary of the North Carolina Workforce Development Board Association. Chairman Godwin's impressive background in management was a real asset during his tenure as Tribal Chairman. Since the start of his tenure in 2016, Chairman Godwin's vision and leadership has served to strengthen, protect, and uplift the Lumbee Tribe. To further preserve Lumbee culture and history, he restored the Lumbee Tribe Cultural Center in a project that featured the construction of a new playground and community garden as well as renovations to the swimming pool and amphitheater. His leadership has also proved paramount for the physical and economic security of the tribe. Most notably, he administered essential hurricane relief efforts and secured over $58 million in federal funding, including Title VI funding from U.S. Housing and Urban Development for the construction of many new homes across Lumbee territory. Furthermore, Chairman Godwin's consistent advocacy played a pivotal role in passage of the Lumbee Tribe of North Carolina Recognition Act in the U.S. House of Representatives. I was honored to play a small role. He has built and maintained bipartisan relationships in Washington that I believe will eventually result in the Lumbee Tribe finally being granted the federal recognition that is long overdue. I would like to extend my most heartfelt appreciation to Chairman Godwin for his committed and impactful leadership. I speak for our entire community in wishing him and his family continued success and happiness. Madam Speaker, please join me today in honoring Harvey Godwin, Jr. for his six years of service as Lumbee Tribe Chairman and life-long commitment to supporting his community.

Mr. HUDSON. Madam Speaker, I rise today to honor City Council Member Ella Mae Small for a lifetime of service to her community and local government in Cabarrus County, North Carolina. Upon graduation from the University of North Carolina at Charlotte, Councilwoman Small first worked as a schoolteacher in multiple districts throughout North Carolina and Georgia and served as a professor at North Carolina A&T University. After retiring from teaching, she assumed the high calling of public service when she completed her husband Allen Small's term on the Concord City Council after he passed while holding office. Over the course of her career, Councilwoman Small has exhibited exceptional commitment and dedication to improving her community. As a schoolteacher, she served as one of the first kindergarten teachers in North Carolina. Her influence as a trailblazer helped cement this position as a permanent fixture of primary education. Praised highly by her peers, Councilwoman Small exerted similar influence on the Concord City Council to serve as a catalyst for positive change. For example, this past year she helped take charge of creating the Concord United Committee for the purpose of further addressing issues associated with race, equity, and diversity in the City. Her exemplary leadership provides a standard for all public servants. Although well-known for her role and initiatives as Councilwoman, she has also remained firmly committed to carrying out her responsibilities as a concerned citizen by holding many positions with national and local organizations such as the National Education Association and the Cabarrus Community Council among many others. I would like to extend my most heartfelt appreciation to Councilwoman Small for her years of exemplary service as a teacher, community leader, and public servant.
