HONORING SECRETARY DANIEL DRISCOLL2026-10-15
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to recognize Daniel Driscoll for his service as Secretary of the Army and to honor his years of dedication to the defense of our Nation. A North Carolina native, Driscoll hails from a long line of servicemembers who valiantly answered the call to defend America. His grandfather served in World War II and his father served in the Vietnam War. Following in their footsteps, Driscoll commissioned in the U.S. Army, deploying in 2009 in support of Operation Iraqi Freedom. He was awarded the Army Commendation Medal, Ranger Tab, and Combat Action Badge for his service. After his time in active duty, Driscoll went to law school and held numerous positions in the private sector. On December 4, 2024, President Donald Trump appointed Driscoll as Secretary of the Army. Secretary Driscoll worked tirelessly to modernize the force and ensure our warfighters had the tools and support they needed to get the job done. As Fort Bragg's Congressman, I want to thank Driscoll especially for the improvements he helped champion at the base. Driscoll visited Fort Bragg often during his tenure, and he supported the installation to improve readiness, soldier lethality, and build a better quality of life for our servicemembers and their families. One legacy Driscoll leaves behind is the selection of Fort Bragg to participate in the Army program to build and operate nuclear microreactors on military bases. This means Fort Bragg will have the secure, sustainable, and safe energy our warfighters need to train, deploy, and win. For years, I helped push for this capability, but it would not have happened without Driscoll's leadership. Driscoll is a great soldier and great American patriot who put duty, our national security, and the wellbeing of our warfighters above all else. I am proud to call Secretary Driscoll my friend and am grateful for his service to our Nation. Mr. Speaker, please join me today in thanking Daniel Driscoll for serving as Secretary of the Army and for his years of distinguished service to the United States.
HONORING THE ALFRED MOORE CHAPTER, NATIONAL SOCIETY DAUGHTERS OF THE AMERICAN REVOLUTION2026-09-24
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to recognize the Alfred Moore Chapter of the National Society Daughters of the American Revolution (NSDAR) for its generous gift of an America 250 Revolutionary War Patriots' Marker to Moore County. On October 1, 2026, members of the Alfred Moore Chapter, descendants of Revolutionary War patriots, community leaders, and citizens will gather at the Moore County Courthouse in Carthage to dedicate this permanent tribute to the men and women whose courage, sacrifice, and service helped secure the independence of our great Nation. It is particularly fitting this tribute to our revolutionary generation should stand in a county bearing the name of one of North Carolina's own revolutionary patriots. Both Moore County and the Alfred Moore Chapter, NSDAR, were named in honor of Alfred Moore, a Revolutionary War patriot and distinguished statesman. Moore served as an officer in the Continental Army during the American Revolutionary War and later devoted himself to public service, ultimately serving as an Associate Justice of the Supreme Court of the United States from 1800 to 1804. His legacy of patriotism and service provides a meaningful connection between this community and the revolutionary generation honored by this marker. For more than a century, the Alfred Moore Chapter, NSDAR, has worked to preserve our history, educate future generations, promote patriotism, and serve the people of its community. This marker continues the tradition and establishes a permanent legacy for the 250th anniversary of our country in Moore County. I am especially proud to recognize the Alfred Moore Chapter for ensuring the legacy of our revolutionary patriots is preserved here in Moore County for generations to come. Mr. Speaker, please join me today celebrating the Alfred Moore Chapter, National Society Daughters of the American Revolution.
LAND CONVEYANCE, FORT BRAGG, HARNETT COUNTY, NORTH CAROLINA2026-09-14
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today in support of H.R. 10159, a bipartisan bill to transfer land from Fort Bragg to the State of North Carolina so that a new State veterans home can be built. I urge the House to pass this bill. As Fort Bragg's Congressman, there is no issue more important to me than taking care of our Active-Duty servicemembers, their families, and our veterans. North Carolina is home to many important military installations, including what we like to call the center of the universe at Fort Bragg. North Carolina is also home to the fastest growing veteran population in the Nation. Sadly, our State experiences a gap in veteran services that we must address. In 2024, the State veterans home in Fayetteville abruptly closed leading to the displacement of 85 veterans, including many with dementia and other disabilities. These heroes have since been dispersed across the State, far from their families, and in some cases without access to proper medical care. H.R. 10159 is the first step in the construction of a new veterans home just outside the gates of Fort Bragg. This transfer of only 20 acres to the State of North Carolina will allow the State to begin permitting the construction process for this new home in a timely manner. Our veterans cannot and they should not wait any longer. I am touched by the level of bipartisan support we have for the construction of this VA home both down in the State as well as here in Washington. I thank my fellow members of the North Carolina delegation, both Democrats and Republicans who have all cosponsored this legislation. I thank Mr. Bell for his support today. I also thank Chairman Rogers and Ranking Member Smith for their support. I thank our Governor, and I thank our partners in the North Carolina Department of Military and Veterans Affairs, led by our great Secretary Jocelyn Mallette, for their efforts. I thank them for working with us on this vital legislation. As Fort Bragg's Congressman, I am proud to lead this legislation, and I ask my colleagues to support its passage. While we are here, I urge our colleagues on the other side of the Capitol, in the Senate, to please take up this vital legislation as soon as possible. Again, our veterans have been waiting a long time. This is the first step to end that wait. I thank my colleagues, both Democrats and Republicans, for working together to make this happen.
HONORING CALEIGH CONLIN2026-09-03
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to honor Caleigh Conlin for winning the American Heroes Student Art Contest. Caleigh represented North Carolina as the high school division winner for her piece ``Carrollton's Ride.'' Her artwork honors the Founding Father, Charles Carroll of Carrollton. Caleigh chose to depict Charles Carroll to celebrate America 250 because of the religious connection she shares with Carroll, who was the only Catholic to sign the Declaration of Independence. This tremendous achievement is not her first competition win. She has entered various local competitions, trained under local artists, and two years ago won the Cambell House Youth Art Contest. I am excited to see how she will continue to succeed in the future. I know I speak for our entire community in offering my most heartfelt congratulations to Caleigh Conlin. She is an exceptional artist and has made our community proud. Mr. Speaker, please join me today celebrating Caleigh Conlin.

Terry Sanford High School competed against every No. 1 ranked team from all 50 states and territories to accomplish this tremendous feat. After combining for a team score of 22 shots under par through two rounds, Terry Sanford prevailed victorious 12 strokes ahead of the second-place team. This is the first North Carolina team in tournament history to be crowned national champions. This tremendous achievement is a testament to the team's unity, discipline, and outstanding work ethic. I know I speak for our entire community in offering my most heartfelt congratulations to the entire team. They have all made our community proud. Mr. Speaker, please join me today in celebrating the Terry Sanford High School Golf Team.

Mr. HUDSON. Mr. Speaker, I rise today to honor the Sandhills Community College men's golf team for capturing their sixth consecutive NJCAA Division III National Championship. On June 5, 2026, at Chautauqua Golf Club, the Sandhills Flyers secured another championship on the national stage, beating the runner up by 42 strokes. This tremendous achievement is a testament to the team's unity, discipline, and outstanding work ethic. I would like to especially congratulate Sebastian Haug, Kip Melen, Borden Beaver, and Trace Wallace for all finishing inside the top 13, individually earning NJCAA All-American honors. I know I speak for our whole community in offering my most heartfelt congratulations to the entire championship team. They have all made our community proud. HONORING NORTH CAROLINA AGRICULTURAL AND TECHNICAL STATE UNIVERSITY2026-09-03
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to honor the anniversaries of North Carolina Agricultural and Technical State University's (N.C. A&T) 100th homecoming and the 125th football season for the Aggies. The Aggies' homecoming is known as ``The Greatest Homecoming on Earth.'' Each fall, tens of thousands of N.C. A&T alumni join students, faculty, and Aggie fans in a weeklong homecoming celebration. The university traces its homecoming tradition to 1926, when Aggies began gathering around football, fellowship, and alumni engagement. The 100th anniversary homecoming celebration includes a parade, an alumni concert, a stepshow, a coronation, a tailgate, and a game against Elon University on October 31, 2026. The centennial celebration also coincides with the 125th season of Aggie football, which dates to 1901 when N.C. A&T played its first game against Livingstone College. There have been many great moments in the team's history including: 11 Mid-Eastern Athletic Conference championships and undefeated season in 2017. N.C. A&T has also produced 39 NFL players, including one hall of famer and 3 Superbowl champions. I am proud to support such a talented and historic program. I am inspired by what N.C. A&T accomplished and I cannot wait to see what they will achieve in the next 125 years. Mr. Speaker, please join me today honoring the North Carolina Agricultural and Technical State University on its 100th homecoming and 125th football season.

Our work together addressed challenges facing the installation and advanced the priorities of soldiers and their families. In his final military assignment, Colonel Wilcox served as J39 for the United States Special Operations Command. In this role, he was responsible for synchronizing information, influence, Psychological Operations, and Civil Affairs activities across five Theater Special Operations Commands and more than 80 countries. Under his leadership, Fort Bragg advanced critical improvements to installation infrastructure, housing, transportation, childcare, dining, and community services. Colonel Mixon strengthened partnerships with the State of North Carolina, local communities, and private stakeholders to move key installation priorities forward. I was proud to work alongside him to secure funding for a new child development center and support other efforts aimed at improving readiness and quality of life across Fort Bragg. His leadership also helped return hundreds of homes to service, improve roads and transportation, and restore access to North Carolina Division of Motor Vehicles services on the installation. Throughout his distinguished career, he has served in numerous infantry, Special Forces, operational planning, and senior leadership assignments, including positions with the 101st Airborne Division, 5th Special Forces Group (Airborne), the Combined Arms Center, and Special Operations Command Central. Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to recognize the life of an extraordinary American, my friend Mr. Kyle Busch. Kyle passed away on May 21, 2026, in Charlotte, North Carolina after being hospitalized with a severe illness. He was 41 years old. A motorsports legend, Kyle was known for his fierce competitiveness and fearless driving. Throughout his 25-year career he amassed countless achievements, including rookie of the year honors in both the Busch and Cup series, the most all-time wins in the top three NASCAR series and two NASCAR Cup Series Championships. Kyle made many visits to Capitol Hill to promote the motorsports community alongside the Motorsports Caucus. His determination to fight for the industry he loved transcended the racetrack. Kyle's commitment to the motorsport's community both on and off the track will be sorely missed. Kyle also fought for families struggling with infertility through the Samantha and Kyle Busch Bundle of Joy Fund. The Bundle of Joy Fund is a foundation dedicated to helping families battling infertility to achieve their dreams by providing access to in-vitro fertilization care. HONORING THE LIFE AND LEGACY OF DONNY "DON" KAY PRICE2026-05-20
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to recognize the life of an extraordinary North Carolinian, my friend Mr. Donny ``Don'' Kay Price. The owner of LaFayette Ford in Fayetteville, North Carolina, Don passed away peacefully on September 10, 2025, surrounded by his family. A great American patriot, Don loved his country. He served four years in the United States Air Force, 482nd Fighter Squadron, and completed a tour in Pakistan before settling in Fayetteville, North Carolina. Don began working at LaFayette Ford as a car salesman and eventually worked his way up to become the sole owner in 1995. Even more important than his business dealings, Don was an active member of our community. He served Salem Methodist Church, the Fayetteville Kiwanis Club, the Eastover Civic Club, the Fort Bragg and Pope Air Force Base Special Activities Committee, and was a chairperson for the Fayetteville Chamber of Commerce's Military Affairs Council. Don always used to say, ``If you are good to your community, your community will be good to you,'' and he truly embodied that sentiment. Throughout his life, Don received many awards for his service to the community and country, including Honorary Commander for the U.S. Air Force's 440th Airlift Wing and the 3rd Aerial Port Squadron, the Order of the Long Leaf Pine, Ford Motor Company's ``Salute to the Dealers Award,'' and designation as an honorary graduate of Methodist University, to name a few. Don leaves behind a lasting legacy in the Fayetteville community and in the lives of his family. He is survived by his wife, Karen; his daughter, Kim; and his son, Tim. Mr. Speaker, please join me in honoring Don Price and the remarkable contributions he made to his community throughout his 82 years of life.
HONORING THE LIFE OF HOWARD DOUGLAS "DOUG" WINSTEAD, JR.2026-04-28
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to recognize the life of Mr. Howard Douglas ``Doug'' Winstead, Jr. A talented member of the legendary Band of Oz, Doug tragically passed away on April 11, 2026, in an automobile accident while traveling between shows. Doug was an integral member of The Band of Oz, renowned for its Carolina beach music that provided the soundtrack to many lives in the Carolinas and beyond. Born in Rocky Mount, North Carolina, Doug's love for music began at an early age. He quickly took to performing, learning to play the trumpet, trombone, guitar, bass, and piano. By the age of 18, Doug launched his musical career, performing with multiple bands before becoming a proud member of the legendary Band of Oz. Doug's performances were truly one of a kind. His energy and joy were infectious, and he consistently created memorable experiences for his audiences. He also made a point to connect personally with fans, often taking time to thank them one-on-one for their support and attendance. NATIONAL EMERGENCY MEDICAL SERVICES MEMORIAL EXTENSION ACT2026-03-19
Mr. HUDSON
Mr. HUDSON. Madam Speaker, I rise today in support of H.R. 2196, to extend and authorize the commemorative work to complete the National Emergency Medical Services Memorial, and urge the House to pass this bill. The authorization for work on the memorial expired in November of 2025, and at no cost to the taxpayer, this bill simply allows the Foundation to continue their donations and work on the memorial in Washington. Each year across our Nation, the 850,000 men and women of EMS answer more than 30 million calls to serve 22 million patients at a moment's notice. EMS is one of the first lines of defense in the prevention and mitigation of risk from all sorts of accidents, attacks, or natural disasters. In my home state of North Carolina, our EMS serves a vital purpose when hurricanes hit, and most recently, Hurricane Helene devastated the western part of the state. EMS workers were risking their lives to aid their communities, keep people alive, transport friends and neighbors to safer locations and secure facilities to be treated. In fact, statistics show EMS providers die in the line of duty at a rate more than twice the national average for many other careers and endure an injury rate of nearly 100 percent. Without the sacrifice of EMS workers, our communities would be much less safe. It is time to recognize the efforts of these unsung heroes and memorialize the ultimate sacrifice made by more than 600 members of the Nation's EMS and their loved ones. The original bill was passed in 2018, and I look forward to seeing the work continue so that we can have a memorial in D.C. where our EMS providers can be commemorated and honored.
HONORING CHANCELLOR SHARON GABER2026-03-18
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to recognize Chancellor Sharon Gaber for her selection as the Charlotte Business Journal's 2025 Business Person of the Year. Chancellor Gaber is an extraordinary leader representing an equally extraordinary institution in the great state of North Carolina--one that also happens to be my alma mater. I have personally known every one of the chancellors who have led UNC Charlotte. Each was an exceptional leader, with particular gifts who served our university at the perfect time. Chancellor Gaber continues this legacy. She is a driven visionary who excels at building teams and inspiring excellence in others. Under the leadership of Chancellor Gaber, UNC Charlotte has experienced record enrollment, achieved R1 research status, and made major strategic investments to transform the university and the region it serves. This progress is not happening in isolation. UNC Charlotte has become a powerful engine for economic growth--driving innovation, workforce development, and research partnerships that benefit North Carolina and the country. From expanding access to higher education, to supporting cutting-edge research, Chancellor Gaber has positioned UNC Charlotte as a model for how public universities can thrive. I congratulate Chancellor Gaber and the entire UNC Charlotte community on this well-deserved recognition and their continued impact. It is fitting that her leadership has been recognized with the Charlotte Business Journal's 2025 Business Person of the Year award. This is a proud moment for the 49ers community. I would like to once again congratulate Chancellor Gaber and recognize the tremendous contributions she has made to UNC Charlotte and the state of North Carolina.

In fact, he was often the first call my staff would make when helping constituents navigate the VA bureaucracy, and each time, he helped us deliver results for the people of North Carolina. Renee and I extend our heartfelt appreciation to Mr. Wilkins for his years of dedicated service to our country and to VISN 6. I know I speak for our entire community in wishing him continued success and happiness as he embarks on his next chapter. Mr. Speaker, please join me today in honoring Mr. Stephen R. HONORING AMIE FRALEY'S DEDICATED SERVICE TO HABITAT FOR HUMANITY2026-01-15
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today to recognize Ms. Amie Fraley for her dedicated service to Habitat for Humanity of the North Carolina (NC) Sandhills, and to congratulate her on her new role with Habitat for Humanity International. After nearly sixteen years as executive director of Habitat for Humanity of the NC Sandhills, Amie announced she would be transitioning to a new role with Habitat for Humanity International, as an organizational development consultant. Throughout her many years of service, Amie played an immeasurable role in the growth of the nonprofit. Under her leadership, Habitat for Humanity increased its homebuilding pace from 10 to almost 13 houses per year. In addition, the nonprofit increased its focus on its Aging in Place repair program, providing more repairs for the disabled and over 55 populations in the region. Her efforts and collaboration significantly contributed to the growing influence of Habitat for Humanity across the state of North Carolina, acquiring a 103-acre property in Aberdeen to create a community called Sandhills Station, made possible by a $3 million dollar grant. I am honored to represent Amie, who has worked so diligently to improve our district and the state of North Carolina. It is my honor to take this opportunity to recognize Ms. Amie Fraley for her incredible service to Habitat for Humanity. I wish her all the best in her new role and hope she continues doing what she loves while also helping our community and country. Mr. Speaker, please join me today in honoring Ms. Amie Fraley for her nearly 16 years of dedicated service to Habitat for Humanity and the continued impact she will have in her new role with Habitat for Humanity International.
CONGRESSIONAL AWARD PROGRAM REAUTHORIZATION ACT2025-12-15
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, I rise today in support of S. 284, which is identical to the bill I introduced in the House, H.R. 860, and I urge the House to pass this important bill. This bill simply reauthorizes the Congressional Award program, Congress' official youth recognition program and the highest honor that Congress can award our Nation's youth. This program has helped generations of young people set goals, serve others, and push themselves to achieve more. Specifically, young Americans have to set and complete rigorous personal goals focused on volunteer service, personal development, exploration, and physical fitness. One of my constituents, Caroline Harris, from Greensboro, North Carolina, has spent more than 3 years working toward her goal, earning a Gold Medal at the age of 17. She is one of the youngest to earn the Gold Medal. Caroline is a very impressive young woman. She spent 400 hours volunteering to help our military families, volunteering with youth in her community, and volunteering with her peers. Caroline completed a physical fitness challenge. She even learned a new language while planning a trip abroad. In 2025, Caroline joins a long list of impressive young Americans from North Carolina's Ninth District to earn this award. Among them, Amaria Youmans of Fayetteville and Connor Ambrose from Raeford were Bronze Medalists in 2022, and Fred Vinson from Pinehurst was a Bronze Certificate earner in 2024. It is a great honor to represent these hardworking young people. This bill will ensure the Congressional Award program continues to challenge young Americans like Caroline, Amaria, Connor, and Fred to set goals and dedicate themselves to their community and to their own success and self-improvement. There are over 48,000 Americans enrolled in this program throughout the country in every single congressional district. These young people give back to their communities and make investments in themselves. It is very important that we reauthorize this successful program so that we can continue to inspire and reward our young Americans and encourage each of them to reach their full potential. Mr. Speaker, I encourage my colleagues to vote in support of S. 284.
IMPROVING INTERAGENCY COORDINATION FOR PIPELINE REVIEWS ACT2025-12-12
Mr. HUDSON
Mr. HUDSON. Mr. Speaker, my bill, H.R. 3668, would guarantee we protect the environment, ensure we protect public health, and lower energy costs by speeding up energy projects through much-needed reforms to the permitting of interstate natural gas pipelines. The development of interstate pipelines currently faces significant regulatory and statutory hurdles. In fact, in 2024, we produced less than half the pipeline miles we built just 5 years ago. Our regulatory and statutory permitting process must both protect the environment and reflect the urgency and importance of the projected growth in natural gas demand. Despite the Federal Energy Regulatory Commission being granted increased authority under the Energy Policy Act of 2005, pipeline project approvals are consistently delayed because of a lack of coordination between the numerous agencies involved in the permitting process. My bill would make this process more efficient by bringing stakeholders, including agencies, to the table so concerns can be identified early in the process. From there, agencies participating in the permitting process would perform important environmental reviews while complying with schedules established by FERC. H.R. 3668 would also improve the water quality review process by moving that responsibility from the States to FERC. For the past decade, a few States, especially in the Northeast, have used this federally delegated section 401 authority to obstruct interstate projects. These States have stood outside the FERC-led National Environmental Policy Act process and used their section 401 authority as a one-State veto of a multistate project of national significance. This has been detrimental to the development of critical pipeline infrastructure. I want to be clear: My bill would continue the safeguards of the environment. We have some of the strongest environmental laws on the planet. This legislation protects those laws while expediting critical energy infrastructure. We want to fuel our Nation forward. If we want to lower costs for consumers, win the AI race against China, and strengthen our position as an energy superpower, it is critical that we have a regulatory and statutory process in place that allows us to build infrastructure in this country. Mr. Speaker, I urge my colleagues to join me in support of this legislation.
