LAW ENFORCEMENT MENTAL HEALTH AND WELLNESS ACT OF 20172017-11-29
Mr. JOHNSON of Georgia
Mr. JOHNSON of Georgia. Mr. Speaker, I rise in support of H.R. 2228, the Law Enforcement Mental Health and Wellness Act of 2017, which would create reports on mental health practices and services that could be adopted by law enforcement agencies. This is an important piece of legislation, and I am pleased to support it. I understand all too well people who experience mental health problems, as I have spent time meeting with individuals during my time as a Congressman. Studies by the National Institutes of Health have shown that individuals in my home state of Georgia experience post- traumatic stress disorder and general anxiety disorder at a rate double the national average. Furthermore, law enforcement officers are placed at the forefront as they have to deal with stressful and dangerous situations every day. Currently, federal grants are awarded to states to fund studies into the social impacts of crime. However, there are no conditions in place to have these grants investigate the mental health and well-being of law enforcement, who are neglected as a part of the mental-health problem in the country. For example, data showed that officers reported more suicidal thoughts than the general population by over 10 percent. To remedy this, H.R. 2228 will expand the scope of these grants to investigate mental health practices and services that could be adopted by law enforcement agencies. The Department of Justice (DOJ) would also separately report on programs that have positive impacts on the psychological health and well-being of law enforcement officers. With these reports, the DOJ would ensure that law enforcement agencies have the appropriate resources to deal with mental health issues common to law enforcement officers. Studies have shown that between 7 to 19 percent of police officers have symptoms of post-traumatic stress disorder and they are more likely to die from suicide rather than homicide. I urge my colleagues to stand with me and support law enforcement to obtain the mental- health resources they deserve.
KAMI WELCH2017-11-29
Mr. JOHNSON of Georgia
Mr. JOHNSON of Georgia. Mr. Speaker, I rise in support of H.R. 995, the 21st Century Respect Act. This legislation amends the naming conventions for certain racial and ethnic identities in official reports from the Department of Agriculture (USDA) and the Department of the Interior. Specifically this legislation replaces the terms ``Negro,'' ``Oriental,'' and ``Spanish Surname'' with ``African American,'' ``Asian American,'' and ``Hispanic.'' These terminology changes would most notably affect the USDA and Department of Interior programs for financing and insuring loans for properties in rural areas. By more accurately describing racial backgrounds and places of origin in official program documents, federal agencies can demonstrate a commitment to using respectful and appropriate language. In the current political climate, it is more important than ever to denounce the use of pejorative and historically discriminatory language. H.R. 995 provides a clear step we can take to promote equality in our country. The terms being replaced are outdated and it is distressing that the government has not updated these regulations sooner. We must confront persistent forms of discrimination whenever possible, and H.R. 995 gives us an opportunity to do so. Eliminating derogatory identity labels from our lexicon is important both in federal program documents and in our everyday speech. I support this bill and I urge my colleagues to do the same.
REQUIRING COMPLETION OF TRAINING PROGRAM IN WORKPLACE RIGHTS AND RESPONSIBILITIES2017-11-29
Mr. JOHNSON of Georgia
Mr. JOHNSON of Georgia. Mr. Speaker, I rise to support H. Res. 630. This legislation would require all Members, offices, and employees of the House of Representatives to complete a workplace rights and responsibilities training program each session of Congress. H. Res. 630 is a focused effort to address harassment and discrimination on Capitol Hill. As recent headlines have exposed, these issues are pervasive across the country. As leaders of the United States and voices for our constituents, we must do better. If we want to eliminate sexual harassment in the workplace, we must lead by example and be willing to take every available step to ensure these instances are prevented and promptly addressed. As a senior member of the House Judiciary Committee, I have long been committed to creating a positive and safe work environment. In early October of this year, my staff participated in a program on sexual harassment and workplace rights. Empowering employees with knowledge of their rights and drawing clear distinctions between appropriate behavior and harassment can help thwart abuses before they can occur. Additionally, educating employees on ways to report abuse can ensure that when incidents happen they are addressed forthrightly. H. Res. 630 also requires interns and fellows to undergo training as well which is vital to full compliance. Most offices have well- established intern programs, and these individuals are often young, unpaid, and particularly vulnerable. It is important to ensure they too know their rights and what is appropriate in an office setting. I support H. Res. 630 because it is a bipartisan effort to promote equality and fair treatment in the workplace and it is a good first step in addressing such an extensive problem. Some may rightfully ask what took us so long. Passing this legislation sends the message that we condemn harassment in any form, and that we will use our authority to support positive work environments. I urge each of you to support H. Res. 630.

H.R. 3705 modifies the ways that veterans are notified of any outstanding debts from a Department of Veterans Affairs (VA) program. This bill is essential because current VA debt notification letters can be confusing, highly technical, and fail to convey important dates and amounts. This legislation would direct the VA to clarify language in debt notification emails, coordinate email and postal mail notifications, and study the process of debt notification to ensure that messages are communicated effectively. The cost of sending postal mail notifications would also be evaluated in this study. Congress should take measures to reduce veterans' debt by effectively communicating outstanding payments and due dates. Reducing debt is one of many ways we can ensure a smoother transition into civilian society for our veterans, which is why I support this legislation.
VETERANS E-HEALTH AND TELEMEDICINE SUPPORT ACT Of 20172017-11-13
Mr. JOHNSON of Georgia
Mr. JOHNSON of Georgia. Mr. Speaker, I rise to support H.R. 2123, the Veterans E-Health and Telemedicine Support Act of 2017. This legislation would allow the U.S. Department of Veterans Affairs (VA) health professionals to practice telemedicine across state borders if they are qualified and practice within the scope of their authorized federal duties. Under current law, VA doctors can only provide telehealth treatment across state lines if the veteran and the doctor are located in federal facilities. The VETS Act of 2017 removes these barriers and allows VA physicians to provide treatment without a location restriction. Veterans will no longer be required to travel to a VA facility, but rather can receive telemedicine treatment from anywhere, including their home or a community center. In this technologically advanced age, there is no excuse for us to withhold support from veterans. Telemedicine allows qualified practitioners to reach veterans even in the most remote areas. Currently, location requirements make it difficult for veterans-- especially those struggling with mental health issues--to get the help they need and deserve. H.R. 2123 will ensure that our veterans can obtain the best care possible regardless of where they are in the United States. I fully support H.R. 2123 to make lifesaving resources easily accessible for the veterans who have dutifully served our country
VETERANS TRANSPLANT COVERAGE ACT OF 20172017-11-13
Mr. JOHNSON of Georgia
Mr. JOHNSON of Georgia. Mr. Speaker, I rise to support H.R. 1133, the Veterans Transplant Coverage Act. This legislation enables the Department of Veterans Affairs (VA) to provide organ transplants for veterans, even if the live donor is a non-veteran, at the facility of their choice. Current law restricts coverage for veterans receiving an organ donation from a non-veteran. This policy means that children, siblings, and other non-veteran family members that are matches and willing to donate are not eligible to receive VA care for the operation. The Veterans Transplant Coverage Act was inspired by the Nelson family from Texas. When veteran Charles Nelson needed a kidney transplant, his son, Austin, was a match. When it came time for the operation, the VA healthcare system denied the Nelsons coverage because Austin was a non-veteran. The VA's decision forced the Nelsons to solicit donations to ensure that Charles could still have this lifesaving transplant surgery. The Veterans Transplant Coverage Act will ensure that no other American hero is denied transplant coverage ever again. The restrictions set forth by our current law have life or death consequences for the men and women that have bravely served our nation. I fully support H.R. 1133 to allow the VA to provide organ transplants for veterans when the living donor is a non-veteran.
NATIONAL VETERANS MEMORIAL AND MUSEUM ACT2017-11-13
Mr. JOHNSON of Georgia
Mr. JOHNSON of Georgia. Mr. Speaker, I rise in support of H.R. 1900, the National Veterans Memorial and Museum Act. H.R. 1900 seeks to name the Veterans Memorial and Museum in Columbus, Ohio, the National Veterans Memorial and Museum. The Veterans Memorial and Museum is a landmark that has been under construction in Columbus, Ohio, since December 2015. The Veterans Memorial and Museum will soon be open to the public and aims to display the combined experiences of American veterans from all armed encounters and branches of the military. The National Veterans Memorial and Museum is just one way we can honor veterans and their families, and guarantee that future generations know the many sacrifices that were made for us. Ohio is an appropriate setting for the new museum, considering that the state is home to the sixth largest veteran population in the United States. As we approach Veterans Day, the passage of the National Veterans Memorial and Museum Act is tremendous news for not only Ohio's veteran community but to all veterans nationwide. I recognize the value of having a national site to reflect on the experiences of veterans throughout American history, and I am pleased to support this legislation.
VETERAN URGENT ACCESS TO MENTAL HEALTHCARE ACT2017-11-13
Mr. JOHNSON of Georgia
Mr. JOHNSON of Georgia. Mr. Speaker, I rise in support of H.R. 918, the Veteran Urgent Access to Mental Healthcare Act. H.R. 918 directs the Department of Veterans Affairs (VA) to provide mental health care services to former members of the Armed Forces. Mental health services would be administered to veterans immediately after their discharge, release, or deployment, and would continue as long as necessary. These services would be excluded from those who received a dishonorable or bad conduct discharge from the Armed Services. H.R. 918 would also permit the VA to provide mental health services at a non-VA facility if necessary, eliminating the barrier to treatment for so many rural veterans who are geographically isolated from VA facilities. It is imperative that the VA helps the men and women who served our country when they return home. Not all injuries received by our veterans are visible but that does not mean they do not exist. Many veterans return home with mental health conditions and we need to accommodate them so they can get the treatment they need. This is why I support this legislation and encourage my colleagues to do so as well.
VETERANS INCREASED CHOICE FOR TRANSPLANTED ORGANS AND RECOVERY ACT OF 20172017-11-13
Mr. JOHNSON of Georgia
Mr. JOHNSON of Georgia. Mr. Speaker, I rise to support H.R. 2601, the Veterans Increased Choice for Transplanted Organs and Recovery (VICTOR) Act of 2017. This is an important piece of legislation and I am pleased to support it. The Veterans Health Administration has provided solid organ transplants since 1962 and bone marrow transplants since 1982. Currently, there are fourteen locations across the country that provide these services. However, if a veteran does not live near one of these facilities, the difficulty of travel could prevent veterans from getting the medical care they need. Also, even if veterans are able to get to a facility, they still face the risk of getting waitlisted. We need to provide more options to veterans who require life-saving organ transplant operations. H.R. 2601 provides the solution to this problem by amending the Veterans Access, Choice, and Accountability Act of 2014 to allow eligible veterans to receive health care from any facility which is related to the Department of Defense, the Indian Health Service, federal health centers, or any other health-care provider who participates in the Medicare program. The conditions of this program apply to veterans who need an organ transplant operation, live more than 100 miles from a Veterans Affair transplant center, and need care related to an upcoming transplant. Since the closest Veterans Affairs transplant center to my district in Georgia is almost 150 miles away in Birmingham, Alabama, this bill would have a major impact for the nearly 45,000 veterans who live in my district. Should anyone require a transplant surgery, they would first be able to explore their options in Atlanta instead of being forced to travel to a different state, which is why I support H.R. 2601.
