Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days to revise and extend their remarks and insert extraneous material on S. 4465.

Mr. JORDAN. Mr. Speaker, I move to suspend the rules and pass the bill (S. 4465) to amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978, and for other purposes.

FALLEN SERVICEMEMBERS RELIGIOUS HERITAGE RESTORATION ACT2026-04-29

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, FISA, as we all know, is a critical program. It is important for our government to understand what bad guys are planning to do to our citizens and to our Nation and to have this program in place. That is why it is critical we reauthorize it. We have made major changes over the last several years, not just 2 years ago, but over the last several years. The Judiciary Committee has been involved in the oversight in making sure this program is done the way it should be done and protecting Americans' liberties. There are 56 different reforms we have put in the last reauthorization bill that, as I said in my opening statement, we know have made a difference. Today's program is different. It is different. We should reauthorize it because FISA is critical. Today, there is training and checks on the front end before a search can be done of a U.S. person. There is transparency for the whole process in how it all works. There is accountability on the back end if you don't do it right. Mr. Speaker, this bill now says that accountability includes criminal penalties if you don't do it right. So this is the kind of legislation we need to pass, and we need to pass it soon because they have been shutting down the government, the Department of Homeland Security, for what, 74 days now? By the way, we do also happen to be in the middle of a military operation in Iran. Let's get this done. Mr. Speaker, I yield back the balance of my time.

Mr. JORDAN. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I would just point out that I think one of the reasons they attack Mr. Patel so darned much is because crime is down in the country. He is actually doing his job. I think another reason they like to attack the Director of the FBI is because he is the guy who uncovered what they were doing 10 years ago when he was a staffer here on the House Intelligence Committee. It was Kash Patel who told us that the dossier, paid for by the Clinton campaign, was a bunch of garbage. Yet that is exactly what Mr. Comey used for the other part of FISA, title 1, to go get a warrant to spy on the other party's campaign. Maybe that is why they like to attack Director Patel so much. But I think he is bringing down crime in our country, and I applaud him for that. Mr. Speaker, I reserve the balance of my time.

Mr. JORDAN. Mr. Speaker, I reserve the balance of my time.

Mr. JORDAN. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, it ain't the same FISA. When we were in this Chamber 2 years ago debating a reauthorization of FISA 702, the program was significantly different than it is today. In 2021, the FBI reported conducting nearly 3 million U.S. person queries. An audit of those queries found that 278,000 times, they did not comply with the rules, didn't follow the rules. FBI agents ran queries on protesters, donors to congressional campaigns, public officials, journalists, colleagues, and even ex-girlfriends. In response to those abuses, Congress enacted the Reforming Intelligence and Securing America Act. The House Judiciary Committee, the House Intelligence Committee, all of Congress, put together that law that contained 56 different reforms, things like new training and approval requirements before a U.S. person query could even take place, audit requirements, accountability measures for those who misused the program, and enhanced reporting and transparency requirements such as allowing certain Members of Congress and staff to attend FISA court proceedings. We are beginning to see the effect of those reforms. In the year after RISAA was passed, the FBI reported conducting 9,089 U.S. person queries. Of those roughly 9,000 queries, just 127 did not comply with the rules. Think about it: from 278,000 to 127. That is real improvement. That is a different program. Most of those 127 were due to errors like typos, clerical errors. Due to the improved reporting and transparency required by RISAA, Congress has more insight than ever into the program's operation. Today, every single U.S. person query conducted by the FBI is audited to ensure compliance with applicable requirements and legal standards. The results of those audits and other information are provided to Congress on an annual, semiannual, and quarterly basis. The Foreign Intelligence Accountability Act would add to those reforms. The legislation in front of us, for example, adds the Civil Liberties Protection Officer within the Office of the Director of National Intelligence who will conduct a monthly review of FBI U.S. person queries. I think this is the best thing we put in the reauthorization bill, this 30-day look back on how the queries are going, are they following the rules, and what took place in those actual searches. Queries that violate the rules would be referred to the inspector general of the intelligence community for further investigation. That is, again, a couple more layers of accountability. This bill would also impose criminal penalties for those who knowingly conduct improper queries and those who lie about conducting improper queries. Finally, the bill would require that an FBI attorney, rather than just some other agent or supervisor, approve any U.S. person search before they are conducted. The 702 program is incredibly important for protecting our national security and advancing our interests abroad. In light of the progress that has been made and the threats that we face, we think the bill before us today makes sense right now. That does not mean our job is over. The Judiciary Committee will continue to conduct aggressive oversight of FISA, and we will continue to work on some things that we think can be helpful in the future. Again, today is not 2024. I urge my colleagues to support the bill, and I reserve the balance of my time.

Mr. JORDAN. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and to insert extraneous material on S. 1318.

Mr. JORDAN. Mr. Speaker, pursuant to House Resolution 1224, I call up the bill (S. 1318) to direct the American Battle Monuments Commission to establish a program to identify American-Jewish servicemembers buried in United States military cemeteries overseas under markers that incorrectly represent their religion and heritage, and for other purposes, and ask for its immediate consideration in the House.

CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL YEAR 20262026-04-29

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I thank the gentleman for yielding. Mr. Speaker, why are the Democrats doing it? Why would they shut down the Department of Homeland Security for 74 days? Why would they do that when we have had a third assassination attempt on the President of the United States, while we are in the middle of a military operation in Iran, and when we have had terrorist attacks here on the homeland? Why would they do it? The simple answer is: They don't want a border. They don't want a border. They have said it, but look at their plan. In 4 years of Joe Biden, they let in 10 million illegal migrants. Then, they create sanctuary jurisdictions all over the country, which makes it difficult to remove illegal migrants who commit another crime. Now, they say, don't pay the guys who do the removing. Let's don't pay ICE. They let in 10 million and create sanctuary jurisdictions. By the way, 18 cities, 11 States, 3 counties, and the District of Columbia are sanctuary jurisdictions. Because they are big, blue cities in big, blue States, that represents almost a third of the country that lives in a jurisdiction where the politicians tell local law enforcement not to work with Federal law enforcement when it comes to enforcing Federal law. Now, they say don't pay the guys who enforce Federal law. Don't pay ICE. It is not enough that the leftwing agitators out there have doxed them, tracked them, spit on them, sworn at them, threatened them, and attacked them. That is not enough. Now, we are not going to pay them. We are not going to pay them. That is their plan, and it is all because they don't want a border in our country. There was an election where the people said we want a border, and that is why this bill and the good work that Chairman Arrington and the Budget Committee have done is so darn important. We shouldn't have to pass this kind of bill. It should have been done in the appropriation bill, but nope. They are going to shut the government down for 74 days because they don't want a border. They let in 10 million. They create sanctuary jurisdictions so it is difficult to remove them. Then, they don't want to pay the guys who do the removing. That is their plan, and the country needs to know that, plain and simple. But here comes the Budget Committee and Republicans to say that we are going to do something to pay the guys. We will have to do it via reconciliation. Mr. Speaker, I thank the Budget Committee and the chairman for doing the work. I urge a ``yes'' vote.

DESIGNATION OF HAITI FOR TEMPORARY PROTECTED STATUS2026-04-16

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I thank the chairman of the Immigration Integrity, Security, and Enforcement Subcommittee for the great work he does on this issue and a host of others. Mr. Speaker, understand the Democrats' plan. It is as straightforward as you can imagine. First, let in 10 million illegal immigrants during the Biden administration. Then, create sanctuary jurisdictions where it becomes difficult to do any removal of those illegal immigrants who commit other crimes. Then, defund ICE, the guys who actually do the removal. Now, today, make temporary permanent. There are 300,000 people who entered temporary protected status. Make that permanent. Why would they do all of this? Well, frankly, they told us. Secretary Clinton told us several years ago. They don't want a border. Remember what she said? We need a borderless hemisphere. That is what they want. That is the plan they are executing. I don't think the American people want that. I think that was the big issue in the 2024 election. Here is the result. When you allow that to happen, here is the result, from 2 weeks ago: ``Haitian Illegal Alien Violently Kills Innocent Mother By Repeatedly Hitting Her With a Hammer Outside Gas Station in Fort Myers,'' in Florida. Guess what. This Haitian was here on temporary protected status. I haven't read the full story, but my guess is this guy probably had done some other crime and may have, in fact, been in a sanctuary area. Who knows. Mr. Speaker, that is the result of this policy. It is systematic. It is intentional. Let 10 million in, create sanctuary jurisdictions where you can't remove them or it is difficult to remove them, defund the guys who actually do the removing, and make temporary permanent. That is their plan. That is why this bill is wrong. I urge a ``no'' vote.

PROVIDING FOR DISPOSITION OF SENATE AMENDMENT TO H.R. 7147, DEPARTMENT OF HOMELAND SECURITY APPROPRIATIONS ACT, 20262026-03-27

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I thank the gentlewoman for yielding. Mr. Speaker, it is all by design. It is all planned. For 4 years, it was a wide-open border, and 8 million to 10 million people entered this country. Then, when they got here, leftwing politicians all across the country said: We are going to provide sanctuary for these 8 million to 10 million people who illegally came into the country. Eighteen cities, 11 States, three counties, and the District of Columbia, representing almost one-third of the population of this Nation, said: We will give sanctuary. We are going to tell local law enforcement not to work with Federal law enforcement when it comes to the enforcement of Federal law. What does that mean in practice? An illegal migrant commits another crime and is in jail in a detention center. ICE sends a detainer there and says: Will you let us know if you are going to let this guy out? Mr. Speaker, 17,864 times last year, they said: No. We won't work with you. Go get them on the streets. What happens then? ICE goes out on the street to get them, and the leftwing agitators on the street spit on them, dox them, track them, harass them, and swear at them. Now, what do the Democrats want to do? They don't want to pay them. It is all by design. That is their plan for the country. The real question is: Why would a political party do that to this Nation? I don't know, but they don't want a border, and they don't want enforcement of our Federal immigration law. That is plain to see. We have a bill in front of us that funds everything except--everything except--ICE. After what they put these ICE agents through on the street, after letting 8 million to 10 million people into the country, and after providing a sanctuary jurisdiction for the bad guys who did what this leader just said in Chicago to this college student, that is what these guys want. That is what the country needs to understand, and that is what this election is about this fall. Mr. Speaker, I urge a ``yes'' vote for this legislation.

MUHAMMAD ALI AMERICAN BOXING REVIVAL ACT OF 20262026-03-24

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I thank the chairman for yielding and thank him for his work on this bill. As a kid growing up in the seventies and eighties who was into sports, I loved watching boxing. Title fights were a big thing. It was comparable to watching the Final Four and the World Series. There were big fights people tuned into, and some of these names have been mentioned: Thomas ``Hitman'' Hearns I remember from Detroit, ``Marvelous'' Marvin Hagler, and, of course, I loved the Sugar Ray Leonard/Roberto Duran fights that took place, especially when Sugar Ray beat him the second time, the No Mas Fight. Nothing compared to the heavyweight title fights: Ali/Frazier, Frazier/Foreman, Ali/Foreman, Ali/Norton, all of those guys--amazing fights. Mr. Speaker, I thank the chairman again for the work on this bill. I particularly thank Representative Jack for the good work he has done, hoping that we can revive boxing, this great sport, in our country, and do it in a way that will expand opportunity for young fighters who want to box and want to be in this game and do it in a way that is also healthy for them, healthy for the sport, healthy for everyone. That is what this legislation does. Again, I thank the chairman and the committee for the bipartisan work that was done. In particular, I thank Representative Jack for the good work he has done shepherding this bill through, and I urge a ``yes'' vote.

DEPORTING FRAUDSTERS ACT OF 20262026-03-18

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I thank the gentleman for yielding. Mr. Speaker, let's just step back and understand the Democrats' position for a second. First, they were for a wide-open border. You don't have to take my word for it, just remember what we saw. Every single day for 4 years of the Biden administration, people were lining up on the southern border, camping out under the bridges in the various towns along the border, 8 million to 10 million people in a 4-year timeframe. They were all fine with that. They lost track of 300,000 kids during that time. Then, another position they were for was to abolish ICE. They don't want to enforce our immigration laws. No. We have to abolish ICE. Being doxed, tracked, harassed, spit on, sworn at, and attacked, and making death threats on ICE agents and their families, as if that wasn't enough, now the Democrats say we want to get rid of them altogether. That is really going to help the situation in our country. Third, they are for sanctuary jurisdictions. We just passed legislation in our committee 2 weeks ago to deal with this in 18 cities, 11 States, 3 counties, the District of Columbia. Mr. Speaker, 31\1/2\ percent of the population of this country resides in a jurisdiction where leftwing political leaders tell local law enforcement not to work with Federal law enforcement when it comes to enforcing Federal law. That is maybe one of the dumbest things I have ever heard, but that is their position. Guess what. Last year alone, 17,864 times a detainer was filed at the local jail, local detention center, when an illegal migrant was in that facility and charged with another crime, and ICE files a detainer and says: If you are going to let him out, give us a heads-up. Just tell us. We will come to apprehend the individual there in the jail so we don't have to do it on the street where our agents are going to be spit on, harassed, sworn at, and attacked. Just let us do it at the jail. These jurisdictions said no, and now here we are today. Mr. Speaker, the final one: If you find some fraudster who is a naturalized citizen and rips off the taxpayers, you can't deport them. They are, like, no, we are not going to deport them. We are going to give them, as the chairman said, sanctuary here in the country. These are the most ridiculous positions: open border, abolish ICE, sanctuary jurisdiction, and don't deport fraudsters who are here. This is craziness, but that is their position, and this bill is so common sense. I thank Mr. Taylor for sponsoring this legislation. I think it was Sarah Huckabee Sanders a few years ago who said in a response to President Biden that the divide in America today is normal versus crazy. This is just normal, commonsense stuff. Every position they take is crazy. Mr. Speaker, I thank Mr. Taylor and our chairman, Mr. McClintock, for the great work they have done on this legislation, and I urge a ``yes'' vote.

TRIBUTE TO MARTIN LOUIS "MICK" GIVEN2026-03-18

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I rise today to commend to the House the memory of Martin Louis ``Mick'' Given of Sidney, Ohio. A longtime business leader and philanthropist, Mick passed away on February 4, 2026, on his sixty-ninth birthday. Mick was born in 1957 to the late Thomas and Marvalene Given. A lifelong resident of Sidney, he was a 1975 graduate of Sidney High School and a 1979 graduate of the University of Dayton. He then began a nearly five-decade career with Ferguson Construction Company, starting as an estimator/project manager. Tapped as president in 2001, he was named chief executive officer and board chairman in 2018. Mick's standard of work excellence was a model to all. Under his leadership and drive, Ferguson grew to become the region's fourth- largest commercial construction firm, with more than 300 employees. Mick cared passionately about helping Shelby County to grow and develop. He served as board chairman of the Sidney-Shelby County Workforce Partnership, which encouraged young people in the region to pursue careers in the construction industry. His commitment to future generations earned him honors from the Sidney City School District, which inducted him into its Hall of Honor in 2017. He was also a longtime Associated Builders and Contractors board member. Mick is survived by his wife, Vickie; their three children, Brent, Jackie, and Leslie; and seven grandchildren. On behalf of the people of Ohio's 4th Congressional District, and in conjunction with my Ohio colleagues Mike Carey and Warren Davidson, I offer Mick's family my condolences as they celebrate his life and his many contributions to the region. We can all be grateful that good men like Mick Given dedicate their lives to serving others, giving back so much more than they receive.

MOVING NATIONAL WOMAN'S RELIEF CORPS INCORPORATION AND DOMICILE TO ILLINOIS; PRINCIPAL OFFICE TO MURPHYSBORO, ILLINOIS2026-02-02

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, H.R. 988 is a great bill. I appreciate the sponsor and his great work. He told me that I did pronounce ``Murphysboro'' right, so we are off to a good start. I hope everyone votes for it. Mr. Speaker, I yield back the balance of my time.

Mr. JORDAN. Mr. Speaker, I include in the Record an estimate from the Congressional Budget Office for this bill.

Mr. JORDAN. Mr. Speaker, I yield such time as he may consume to the gentleman from Illinois (Mr. Bost), who has served our country, not in the Civil War but in a number of capacities, and is currently the great chairman of the Veterans' Affairs Committee.

Mr. JORDAN. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, H.R. 988 amends the congressional charter for the National Woman's Relief Corps. In 1883, the National Woman's Relief Corps was founded as an auxiliary to the Grand Army of the Republic. This nonprofit organization was founded to perpetuate the memory of those who sacrificed much, and sometimes all, in the American Civil War. Today, the National Woman's Relief Corps provides assistance to veterans of all wars and their families. In 1962, Congress granted the corps a congressional charter under title 36 of the U.S. Code. Congressional charters often stipulate an organization's place of incorporation and corporate domicile. In the case of the National Woman's Relief Corps, their charter requires that the organization be incorporated and domiciled in Washington, D.C. Due to changes in the organization over the years, the corps would like to move its domicile to Illinois, and this bill does just that. H.R. 988 amends the corps' congressional charter to formally change the organization's place of incorporation and domicile from Washington, D.C., to Illinois. The bill further amends the charter by moving the location of the organization's headquarters to Murphysboro, Illinois. Mr. Speaker, I urge my colleagues to support this legislation, and I reserve the balance of my time.

Mr. JORDAN. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 988.

Mr. JORDAN. Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 988) to amend title 36, United States Code, to move the place of incorporation and domicile of the National Woman's Relief Corps to Illinois, to move the principal office of such Corps to Murphysboro, Illinois, and for other purposes.
