Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, what happened at the Capitol on January 6 was as wrong as wrong can be. It is not what America is about, and we condemn this violence. We commend the men and women of the Capitol Police for their bravery, and we mourn the loss of those lives that were taken last week. Republicans have been consistent. We condemn the violence last summer; we condemn the violence last week. Democrats have been consistent about one thing: their endless quest to overturn the 2016 election. They are still trying to overturn the 2016 election after the 2020 election. This has been an obsession with the Democrats. In the first round, the first impeachment was based on the anonymous whistleblower. The majority tried to remove the President from office based on a guy whom we weren't allowed to see, know who he or she was, and couldn't cross-examine; who was an anonymous whistleblower with no firsthand knowledge; who was biased against the President; and who worked, interestingly enough, for Joe Biden. So continuing this quest is not, as has been said so many times on the floor tonight, what the country needs. It is not what the country needs, particularly after the year the country has lived through. I hope we will not vote for this, that this thing will go down, and I urge my colleagues to vote against the resolution sponsored by the gentleman from Maryland. Mr. Speaker, I yield back the balance of my time.

Mr. JORDAN. Mr. Speaker, on that I demand the yeas and nays.

PROVIDING FOR CONSIDERATION OF H. RES. 21, CALLING ON VICE PRESIDENT PENCE TO CONVENE AND MOBILIZE THE CABINET TO ACTIVATE SECTION 4 OF THE 25TH AMENDMENT TO DECLARE PRESIDENT DONALD J. TRUMP...2021-01-12

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, I thank the gentleman from Oklahoma (Mr. Cole) for yielding. Mr. Speaker, this is scary. This is frightening, what is happening. With less than 1 hour of debate, the Democrats bring a rule to the floor that says this: You can say anything you want about the President of the United States of America, no rules of decorum about what you say about the leader of our country. In that rule, they say: If you don't wear a mask, you could get fined, no regard to whether you have already had COVID, whether you have had the vaccination. Your mask slips down a little bit, you get fined, in a rule with no debate? In this rule, they say: To walk on the House floor, you have to go through a metal detector, a Member of the United States Congress walking on the floor to represent three quarters of a million people in our district? And fourth, the rule is for the bill that says we should tell the Vice President of the United States to work to remove the President of the United States. I have been here 14 years. I have never seen anything like this. And I do not know where this ends. I do not know where it ends, but it is dangerous where they are taking us. You couple this with what we are seeing with the cancel culture mob out there, I do not know where this takes us. I fear for the First Amendment. I fear for the Second Amendment. I fear for the Bill of Rights. I fear for the Constitution. Mr. Speaker, I do not know where this takes us, but it is scary what they are throwing in a bill that we are going to debate for less than an hour, making these kinds of changes. I hope they reconsider.

COUNTING ELECTORAL VOTES--JOINT SESSION OF THE HOUSE AND SENATE HELD PURSUANT TO THE PROVISIONS OF SENATE CONCURRENT RESOLUTION 12021-01-06

Mr. JORDAN

Mr. JORDAN. Madam Speaker, on that I demand the yeas and nays.

Mr. JORDAN. Madam Speaker, I rise to support the objection.

Mr. JORDAN. Madam Speaker, Americans instinctively know there was something wrong with this election. During the campaign, Vice President Biden would do an event and he would get 50 people at the event. President Trump, at just one rally, gets 50,000 people. President Trump increases votes with African Americans; increases votes with Hispanic Americans; won 19 of 20 bellwether counties; won Ohio by 8; Iowa by 8; and Florida by 3. President Trump got 11 million more votes than he did in 2016, and House Republicans won 27 of 27 toss-up races. But somehow the guy who never left his house wins the election? Eighty million Americans, 80 million of our fellow citizens, Republicans and Democrats, have doubts about this election; and 60 million people, 60 million Americans think it was stolen. But Democrats say: No problem. No worries. Everything is fine. We asked for an investigation. We asked Chairman Nadler, Chairwoman Maloney for an investigation. They said no. They wouldn't want to investigate something that half the electorate has doubts about. It is just the Presidency of the United States. Why? Why not one single investigation? Why not even one single hearing over the last 9 weeks in the United States House of Representatives? Why? Because all the Democrats care about is making sure President Trump isn't President. For 4\1/2\ years that is all they have cared about. July 31, 2016, before he was elected the first time, Jim Comey's FBI takes out the insurance policy; opens an investigation on the President based on nothing. May 17, 2017, Bob Mueller was named special counsel. Two years they investigate the Russia hoax. Nineteen lawyers, 40 agents and $40 million of taxpayer money for nothing. December 18, 2019, Democrat House Members vote to impeach President Trump based on an anonymous whistleblower with no firsthand knowledge, who was biased against the President and who worked for Joe Biden. But none of that worked. As hard as they tried, none of that worked. They threw everything they had at him. So what did they do next? They changed the rules. They changed the election law and they did it in an unconstitutional fashion, and that is what we are going to show over the next several hours of debate. The Constitution is clear, as Whip Scalise just said. State legislatures and only State legislatures set election law. In Arizona, the law says voter registration ends on October 5. Democrats said: We don't care what the law says. They went to a court, got an Obama-appointed judge to extend it 18 days. No debate, as Steve talked about. No debate. No discussion. They just did it. Pennsylvania, same thing. Pennsylvania laws says mail-in ballots have to be in by 8 p.m. election day. Democrat Supreme Court said: Nope. We are going to extend it. Election day doesn't end on Tuesday now. They took it to Friday. Extended the election 3 days; not the legislature, the partisan Supreme Court. Pennsylvania law says mail-in ballots require signature verification. Democrat secretary of state said: Nope. I am going to decide by myself that it doesn't, for 2.6 million ballots. Pennsylvania law says mail-in ballots can't be processed until election day. Some counties said no. And you can imagine which counties they were. Democrat-run counties said no and allowed ballots to be cured and fixed before election day. They did an end-run around the Constitution in every State that Republicans will object to today. Every single one. It was a pattern. It was their template. They did it in Arizona. They did it in Georgia. They did it in Michigan. They did it in Pennsylvania. They did it in Nevada. They did it in Wisconsin. Yet, some of our Members say: Don't worry about it. We shouldn't do anything. Just let it go. It was just six States who violated the Constitution. What if it is 10 States next time? What if it is 15? What if, in 2024, 2028, it is 26 States? What if it is half the States that do an end-run around what the Constitution clearly spells out? We are the final check and balance. The authority rests with us, the United States Congress, the body closest to the American people, right where the Founders wanted it. We should do our duty. We should object to and vote for this objection to the Arizona electors.

INSPECTOR GENERAL PROTECTION ACT2021-01-05

Mr. JORDAN

Mr. JORDAN. Mr. Speaker, the integrity of the inspector general process and the ability of the President of the United States to appoint inspectors general is dependent on the integrity of the Presidential election. During the campaign, Vice President Biden would get 55 people at an event. President Trump got 55,000 at just one rally. President Trump increased his vote with African Americans, increased his vote with Hispanic Americans, won 19 of 20 bellwether counties, won Ohio by 8, Iowa by 8, Florida by 3, got 11 million more votes than he got in 2016, and House Republicans won 27 of 27 toss-up races. But somehow Joe Biden, the guy who barely left his house, won the election? Maybe. But 80 million Americans, both Republicans and Democrats, have their doubts, and 60 million Americans think the election was stolen--60 million people, over one-third of the electorate. But no one in this town seems to care. Democrats don't care. The media doesn't care. Eighty million of our fellow citizens have their doubts about the election 2 months ago, and the media and the Democrats say: Nothing to see here. Of course, this town has been out to get the President since July 31, 2016, before he was elected the first time. Four years and $40 million on the Russia hoax, but we can't look into an election that 60 million Americans think was stolen? Nine weeks since election day, not one investigation, not one hearing in the House of Representatives. We asked for it. We asked Chairwoman Maloney. Mr. Comer and I asked for it. We asked Chairman Nadler. Nope, not going to do it. We would welcome an inspector general investigation, for goodness sake. Over 200 affidavits and declarations of wrongdoing, but no investigation in the Congress--no subpoenas, no depositions, no chance for questioning or cross-examination of witnesses. Why? Why won't they look into it? Why no hearings? Why no investigation? I think it is because deep down they know there were big problems with this past election. They know the Constitution was violated. Article I, Section 4: Time, place, and manner for holding elections shall be determined in each State by the legislature thereof. Article II, Section 1: ``Each State shall appoint, in such manner as the legislature thereof may direct. . . . '' Look at Pennsylvania. Pennsylvania law says mail-in ballots by 8 o'clock on election day. Election day ends at 8 o'clock. Mail-in ballots have to be in by 8 o'clock on election day. The Democrat State Supreme Court said: No, we are going to extend the election day till Friday, till 5 o'clock on Friday. Pennsylvania State law says mail-in ballots require signature verification. The Democrat secretary of state said no. For 2.6 million ballots, she said: We are not going to follow the law. Pennsylvania law says mail-in ballots can't be processed until election day, but some county commissioner said no and allowed ballots to be cured, to be fixed, to be changed before election day. You can imagine which counties allowed that, you can just imagine. Democrat counties allowed it; Republican counties didn't. The legislature determines the time, place, and manner of elections, not State supreme courts, not secretaries of states, not county commissioners. All of those entities took actions that directly violated the law, the law that State legislatures enacted, and thereby violated the Constitution. But Democrats don't care. They don't want to look into it. They would rather just belittle 60 million of our fellow citizens, call them names, say it is a conspiracy, make fun of the very people we are all supposed to represent. Well, guess what. Tomorrow, those people will get a chance to hear the truth. Tomorrow, those 60 million people, those 80 million people who have their doubts, will not be treated with disrespect; they will be treated with the respect they deserve. Tomorrow, there will be a debate in the people's House. Tomorrow, the Constitution will be defended, and the American people will see the truth. They will see how Democrats changed the rules in the days and weeks leading up to the election and created chaos in our election process. Tomorrow, they will see what the late Justice Ruth Bader Ginsburg said: The ultimate date of significance is January 6. Tomorrow, the citizens of this great country will see why.
