CONFRONTING THE DISEASE OF ADDICTION2026-02-04

Mr. JOYCE of Pennsylvania

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to celebrate the 90th birthday of Sister Paula DelGrosso. Sister Paula's religious vocation began in the 1950s. After spending more than 30 years in education, she heard a different calling, a calling to serve her community in another way. She worked to establish the St. Vincent de Paul's Food for Families Soup Kitchen. Sister Paula has worked with community leaders, service organizations, and supporters to operate the soup kitchen. Now, for more than three decades, she has lived her faith by feeding the hungry. Mr. Speaker, as one of Sister Paula's many volunteers, I witnessed firsthand her commitment and her passion to serving her community. On her 90th birthday, I thank Sister Paula for her dedication and her devotion for those in need. I wish Sister Paula a happy birthday. Honoring George Lake

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to honor George Lake of Huntingdon County, Pennsylvania, as the first recipient of the Pennsylvania Veteran Ag Entrepreneurship Award. After completing his service in the U.S. Marine Corps, George took the responsibility of owning the Thistle Creek Farms in Warriors Mark. George has transformed his family's 600-acre farm into a nationally recognized regenerative livestock operation which produces a premium beef brand. Motivated to help owners of small farms succeed, George also devotes time to mentoring fellow beef farmers. Mr. Speaker, I thank George Lake for his military service and offer congratulations on receiving the Pennsylvania Veteran Ag Entrepreneurship Award. Recognizing the DeGol Family Foundation

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to recognize the 75th anniversary of the DeGol Organization, which is headquartered in Altoona, Pennsylvania. The origins of the family-owned and -operated enterprise date to 1950 when Bruno and Lena DeGol produced a masonry plant in Cambria County. Today, the DeGol Organization includes Seven D Wholesale, DeGol Carpet, Seven D Windows and Door, Hollidaysburg Rail Car Services, and the Scotch Valley Country Club. In addition to driving economic growth and facilitating job creation, the DeGol Organization has supported communities through the Bruno and Lena DeGol Family Foundation. The foundation's philanthropy has funded numerous capital improvement projects, education initiatives, and nonprofit programs. Mr. Speaker, with a distinguished legacy of leadership, I congratulate the entire DeGol family on this milestone anniversary and offer best wishes for continued success.

STREAMLINING REVIEW PROCESS FOR FEDERAL PROJECTS2026-01-20

Mr. JOYCE of Pennsylvania

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to speak on the importance of my bill, the RED Tape Act, which will be marked up by the Committee on Energy and Commerce tomorrow. The RED Tape Act amends the Clean Air Act to streamline the review process for Federal projects. The U.S. is facing a rapidly growing demand for energy production and domestic manufacturing. Meeting these escalating needs requires efficiency in deploying new infrastructure. The RED Tape Act would eliminate duplicative reviews that serve only to delay the permitting and construction of these needed projects. This reform will provide timely and predictable outcomes for new projects, helping to ensure that America remains competitive in the global economy. As we work to fulfill President Trump's goal of energy dominance, I look forward to seeing this bill advance through the full committee and proceed to the floor for a vote. Rising Healthcare Costs

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to address the issue of rising healthcare costs. As no surprise, data released from the final full year of the Biden administration reflected that healthcare spending has grown at an unsustainable pace, far outpacing inflation. Since the passage of the Affordable Care Act, healthcare costs across all markets have spiked for patients, while large insurance companies continue to profit. Under excessive ACA regulations, we entered an era of unprecedented mergers of insurers, providers, and pharmacies. This imbalance has contributed to a dire crisis for small community- based pharmacies, particularly in rural areas like Pennsylvania's 13th Congressional District, leading to closures and leaving many communities to be pharmacy deserts. This week, Congress will begin to deliver on producing meaningful transparency for the American patient as we consider comprehensive legislation that curbs PBM abuses and includes legislation that I authored to expand telehealth access to cardiac and pulmonary rehabilitation and requires unique provider numbers at every hospital outpatient department. This package forms a key downpayment on delivering meaningful health cost reduction for all Americans. Last week, President Trump announced the Great Healthcare Plan, which focuses on lowering costs by increasing price transparency and holding big insurance companies accountable. These proposed reforms by President Trump, coupled with action by Republicans in Congress, will bring much-needed reform to our broken healthcare system and reduce healthcare costs for all Americans. Recognizing Gary Paul

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to honor Gary Paul, who has concluded three decades of public service as a Richland Township supervisor in Cambria County, Pennsylvania. Gary Paul, throughout his 30-year tenure, has worked tirelessly as a Geistown borough road foreman while maintaining his family farm, where he also raises beef cattle. Recently, Gary was recognized for his dedication by the Pennsylvania State Association of Township Supervisors and by the Richland Township Board of Supervisors. With pride for Gary, I join the citizens of Richland Township and of all of Cambria County in thanking him for his unwavering commitment and his unwavering public service. Congratulating Jack Fields on His Retirement

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise to honor Jack Fields for more than 50 years of service to the borough of McConnellsburg in Fulton County, Pennsylvania. Jack recently retired as secretary and treasurer of the borough council, acting as borough manager and head of maintenance and permitting. Just 2 years after graduating from McConnellsburg High School, Jack was drafted in 1953 and served our country in the Korean war. When Jack was asked about his military service, he shared that he learned to depend on others and not to take anything for granted. Jack continued by encouraging others that ``you must go after it yourself.'' What great advice. I express best wishes to Jack for a deserved retirement, and I thank him for his devotion to Pennsylvania's 13th Congressional District and especially to beautiful Fulton County, Pennsylvania.

SIGNIFICANT STRIDES TO STRENGTHEN UNITED STATES WARFIGHTERS2026-01-12

Mr. JOYCE of Pennsylvania

Mr. JOYCE of Pennsylvania. Mr. Speaker, President Trump issued an executive order last week to prioritize the development of the U.S. warfighter. President Trump has made significant strides toward strengthening the United States' military capabilities, and this executive order continues to do just that. Enhancing the lethality and readiness of our military forces relies on the highly skilled practices of defense contracting partners like JLG Industries, Volvo Construction Equipment, the Manitowoc Company, and firms like Lockheed Martin, Leonardo DRS, Kongsberg Defense Corporation, and JWF Defense Systems. These are all examples of companies that put our Nation's vital interests first, and these are all companies that are in Pennsylvania's 13th Congressional District. President Trump's initiative will hold Defense to the highest standards by refocusing on our Nation's military readiness, which is especially needed in these incredibly dangerous times. I thank President Trump for this initiative. Recognizing Efforts to Restore Gettysburg Monuments

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to acknowledge the efforts of the Gettysburg National Military Park to restore several monuments. These restoration efforts follow the vandalism of historic monuments at Gettysburg. These memorials honor the brave soldiers who fought and died in one of the most pivotal American battles. Restoring these monuments will take months and cost taxpayers thousands of dollars. These are resources that should have never been necessary to expend. These actions were not simply acts of graffiti. They were acts to damage our legacy. These monuments stand as reminders of sacrifice, unity, and the ongoing work of perfecting this Union. They deserve our utmost respect. We owe it to those who fought for these freedoms and to the future generations of Americans to ensure that our national parks and memorials are preserved. Representing Pennsylvania's 13th Congressional District, I thank Superintendent Kris Heister and her staff at Gettysburg National Military Park for their dedication to protecting these sacred sites. Mr. Speaker, I urge all constituents to uphold the highest respect for those who died so that we might enjoy the many freedoms that we continue to have today. Recognizing Huntingdon Area School District

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to honor the Huntingdon Area School District on its selection as a Great Pennsylvania School. Bestowed by the Pennsylvania School Boards Association, this designation recognizes school districts across Pennsylvania for academic excellence. As Superintendent Jennifer Mitchell stated: This meaningful designation reflects the shared commitment to high-quality, innovative, and community-centered education in Huntingdon. Mr. Speaker, I join with constituents throughout Huntingdon in congratulating the Huntingdon Area School District, Superintendent Mitchell, and the school board directors on the district's designation as one of Pennsylvania's great schools. Honoring the Life and Community Impact of Tina Pelesky

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise to honor the life and community impact of Tina Pelesky, a dedicated advocate for veterans, who passed away at the age of 56 this past Christmas Eve. Tina devoted her professional life to Veteran Community Initiatives, a nonprofit organization in Johnstown that provides numerous services for veterans in a 14-county region that includes Cambria, Somerset, and Bedford Counties. Tina most recently served as VCI's director of finance and administration. In her partnership with VCI founder Tom Caulfield, Tina was instrumental in supporting numerous aspects of VCI's mission. As we pause to remember Tina, we also keep her husband, David, and her entire family in our prayers. We also express a nation's gratitude for her passionate commitment that advocates like Tina Pelesky and Tom Caulfield make each and every day for all of those who served this great country.

Over the years, Stewart has served in leadership positions with the Township Board of Supervisors, Rouzerville Business Association, Pennsylvania State Association of Township Supervisors, and Washington Township Municipal Authority. HONORING THE LIFE AND CAREER OF STEVE SHEETZ2026-01-07

Mr. JOYCE of Pennsylvania

Mr. JOYCE of Pennsylvania. Mr. Speaker, with a heavy heart, I rise to honor the life and career of Steve Sheetz, an entrepreneur, a businessman, a philanthropist, and a personal long-time friend, who passed away this past Sunday in his hometown of Altoona. The Sheetz name is familiar to many as one of the largest family- owned and operated convenience store chains in the United States, with more than 800 stores across seven states. As the company's President and CEO and Chairman of the Board, Steve provided an inspired leadership that was essential for expansion and sustained success. For all of his achievements, Steve was truly a man without pretenses. A lifelong resident of Altoona, he never lost sight of where he was from and where he was going. Throughout the years, numerous Blair County charities and non-profit organizations benefited from the philanthropy of Steve and his loving wife, Nancy. In particular, the couple took great pride in their gift to Penn State Altoona that created an incredible entrepreneurial center and endowed The Sheetz Fellows program. Steve crafted a distinguished legacy as a business leader, as a community volunteer, and as a philanthropist that will forever serve as a source of inspiration and blueprint for all who share his values and ideals. As we pause to remember Steve, we also keep his wife Nancy and all of his family in our prayers. Steve was truly a selfless man, and his legacy will continue to live on throughout Pennsylvania's 13th Congressional District, the seven states where Sheetz stores serve, and all of America. The legacy of Steve Sheetz will always live on.

RECOGNIZING THE DEDICATED PUBLIC SERVICE OF BETTY BUCHER2026-01-07

Mr. JOYCE of Pennsylvania

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise to recognize the dedicated public service of Betty Bucher, who recently concluded a 16- year tenure as a member of Littlestown Borough Council in Adams County. During the December meeting of the borough council, Betty was honored for the steady and reliable leadership that she provided to the community. Serving in the role of Council Vice President, Betty was presented a proclamation that highlighted her service on the borough's union and police contract committee and a design committee that facilitated the creation of a mural for the new borough building. Betty's servant leadership in the borough stretches from the mid- 1960s, when she was instrumental in the creation and early operation of the former Littlestown Swimming Pool. With professionalism and integrity over the last 16 years, Betty has most certainly personified the ideals of representative governance. On behalf of constituents throughout Pennsylvania's 13th Congressional District, I thank Betty for her faithful public service.

LOWERING HEALTHCARE COSTS FOR ALL AMERICANS2025-12-15

Mr. JOYCE of Pennsylvania

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise to express my support for legislation that House Republicans are bringing to the floor this week to bring down healthcare costs for Americans. Since the enactment of the unaffordable care act of 2010, Americans have been suffering with a broken healthcare system. Democrats created this system. It is a system that Americans simply cannot afford. The Lower Health Care Premiums for All Americans Act would address these issues that will make healthcare affordable again by creating more options and more choices for American patients. With this new legislation, House Republicans will lower costs for all Americans, preventing Democrats from taking over $100 billion of taxpayer money and giving it directly to the insurance companies. Mr. Speaker, as this bill comes to the House floor for a vote, I am proud to join my Republican colleagues in a mission to reduce premiums again for all American families. I look forward to securing this win for the American patients and not for the big insurance companies. Bringing Down Costs for American Farmers

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to commend President Trump on his announcement of $12 billion in farmer bridge payments for American farmers. The establishment of the Farmer Bridge Assistance program provides critical relief to crop farmers across the United States, including many in Pennsylvania's 13th Congressional District. The FBA program will make one-time direct payments to American farmers in response to the Biden-era policies that distorted global markets and drove production costs to record highs. As we enter the next crop year, I look forward to working with President Trump and the U.S. Department of Agriculture as we continue to support the American farmer by bringing down costs, securing new trade deals, and prioritizing American crop production. Honoring Franklin County Board of Commissioners and Agricultural Land Preservation Board

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to honor the Franklin County Board of Commissioners and Franklin County Agricultural Land Preservation Board for their joint efforts over the years that have preserved 20,000 acres of farmland. The recent preservation reflects a commitment to protecting vital agricultural lands. These efforts will prevent the development of the land for any purpose other than agriculture. This initiative allows Franklin County to stay among Pennsylvania's top-producing counties for a variety of commodities such as milk, apples, peaches, and cattle. Franklin County has invested more than $40 million to preserve 164 farms. Mr. Speaker, on behalf of everyone in Pennsylvania's 13th Congressional District, I congratulate all of Franklin County's farmers. Congratulating Alexis Casner

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise to recognize Alexis Casner of McVeytown, Pennsylvania, who was recently awarded the prestigious American FFA degree by the National Future Farmers of America. Every year, less than 1 percent of all FFA members are presented with this award, which is the highest level of FFA achievement. The selection of Alexis for this award is a reflection of her exceptional dedication and passionate engagement in agriculture. A 2023 graduate of Mifflin County High School, Alexis is a junior at Penn State majoring in animal science with a minor in livestock production. Join me in congratulating Alexis on this notable achievement and for her commitment to Pennsylvania agriculture. Recognizing Outstanding Leadership of Sam Worley

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to recognize the outstanding community leadership of Sam Worley, who celebrated his 104th birthday just this past June. A proud U.S. Air Force veteran of World War II, Sam additionally had a very distinguished career in public service. Sam has served as the chairman of the Franklin County Board of Commissioners, a representative on the Chambersburg Council, and the mayor of Chambersburg. Sam's commitment to his country, his family, and his community truly makes him an exceptional example of America's Greatest Generation. Mr. Speaker, I thank Sam for all he has done for America.

WHOLE MILK FOR HEALTHY KIDS ACT OF 20252025-12-15

Mr. JOYCE of Pennsylvania

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise in support of the Whole Milk for Healthy Kids Act of 2025. Whole milk needs to be offered in schools as part of a healthy childhood diet. This Congress, I am proud to be an original cosponsor of the Whole Milk for Healthy Kids Act to bring whole milk back into schools. As a doctor, I recognize that as a source of nutrition, whole milk provides 13 key nutrients that are vital to bone development, brain development, and muscle development, all important to a growing child. Obama-era policies that have banned whole milk in schools have caused students to turn to highly caffeinated sugary drinks rather than healthy whole milk and other dairy products that are crucial to a child's development. Under current law, schools are only permitted to offer fat-free or low-fat milk. The Whole Milk for Healthy Kids Act of 2025 will allow schools to offer students a variety of healthy choices that include whole milk. We must give our kids healthy options in schools, and by allowing whole milk to be offered as a part of school lunches, this legislation will support kids' development while encouraging young students to make healthy choices. Mr. Speaker, I urge all of my colleagues to support this legislation.

LETTERKENNY ARMY DEPOT PLAYS IMPORTANT ROLE2025-12-09

Mr. JOYCE of Pennsylvania

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to recognize the great work being done at Letterkenny Army Depot in Chambersburg, Pennsylvania. Recently, on a visit there with Senator Dave McCormick and Depot Commander Colonel Lewis, I was able to see firsthand how the Army depot works every day to support our warfighters. Since assuming command in July, Colonel Lewis has overseen more than 1,500 personnel, who perform critical work repairing and modernizing the air and missile defense systems that allow the U.S. military to remain the most technologically advanced and lethal fighting force in the world. Beyond supporting our warfighters across the globe, Letterkenny Army Depot is a vital economic driver in the region, bringing nearly half a billion dollars back to the district through jobs and contracts. It is an honor to represent Letterkenny in Congress, and I was grateful to have the opportunity to revisit and see the incredible work that is being done in Franklin County. On behalf of everyone in Pennsylvania's 13th District, I offer my thanks for the important role that Letterkenny plays in aiding our warfighters and look forward to their continued innovation and dedicated service to our country. Energy and Commerce Committee Working Diligently

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to highlight the great energy bills that will come to the House floor later this week. This Congress, Republicans on the Energy and Commerce Committee have worked diligently to improve grid reliability as well as the permitting process for Federal projects, ultimately supporting President Trump's goal of unleashing American energy dominance. Upcoming legislation that came out of the Committee will ensure that reliability and affordability are prioritized when making decisions about our electric grid. These bills will also reverse the trend of the last 4 years, such as restrictions on natural gas pipelines that were blocked by radical blue State governments' Green New Deal agenda. I was proud to support these bills out of the Energy and Commerce Committee and look forward to seeing this legislation passing Congress and being signed into law by President Trump. Expressing Gratitude to Arnie and Linda McClure

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to honor the community impact of Arnie and Linda McClure of Shirleysburg, Pennsylvania. Arnie is an accomplished businessman, a farmer, a published author, and a civic leader. In 1980, Arnie founded The Valley Log, a weekly newspaper in Huntingdon County. Arnie has served as the publisher and editor over the last 45 years. Arnie's contributions to journalism also include multiple books on Pennsylvania history. Additionally, Arnie and his wife, Linda, are partners in the McClure Mills Farms. Arnie's wife, Linda, is a community leader in her own right. Currently, she serves as the president of the Mount Union District School Board. Together, Arnie and Linda are a powerhouse couple in Huntingdon County, Pennsylvania. I express my gratitude to both Arnie and Linda for their many contributions to making Huntingdon County, Pennsylvania, a stronger and better community. Celebrating Barr Ridge Farms

Mr. JOYCE of Pennsylvania. Mr. Speaker, I rise today to celebrate the Lieb family of Barr Ridge Farms as the Farm Family of the Year in Cambria County, Pennsylvania. Barr Ridge Farms is operated by Aaron and Bob Lieb, the triple-great- grandsons of Adam Lieb, who founded the dairy farm in 1861. The Farm Family of the Year is awarded by the Cambria County Farm Bureau to a multigenerational family farm that has been active and well respected in the farm bureau. Located in Nicktown, Pennsylvania, Barr Ridge Farms produces approximately 1,200 gallons of milk every day. The Lieb family also grows corn, soybeans, and a variety of grass to feed the animals. On behalf of everyone in Pennsylvania's 13th Congressional District, I offer my heartfelt congratulations to the Lieb family on this notable recognition and express gratitude for their enduring commitment to the Pennsylvania agricultural community.
