PROVIDING FOR CONSIDERATION OF H. RES. 1153, CONDEMNING UNWANTED, UNNECESSARY MEDICAL PROCEDURES ON INDIVIDUALS WITHOUT THEIR FULL, INFORMED CONSENT, AND PROVIDING FOR CONSIDERATION OF H. RES. 1154...2020-10-01
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Madam Speaker, I ask unanimous consent to call up H.R. 8265 to extend the Paycheck Protection Program to keep millions of employees on the payroll of America's small businesses.
TSA PERSONNEL WORKPLACE IMPROVEMENT ACT OF 20202020-09-30
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, I urge a ``yes'' vote on the bill, and I yield back the balance of my time.
Mr. JOYCE of Pennsylvania. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise today in strong support of H.R. 5811, the TSA Personnel Workplace Improvement Act of 2020. This bipartisan legislation, championed by Representative John Katko, will make important enhancements to the workplace rights of TSA employees, in particular, women and nursing mothers. Throughout the COVID-19 pandemic, frontline personnel of the Transportation Security Administration have continued to serve the traveling public to keep our Nation's transportation system secure. At a time when the criticality of the TSA personnel is so clearly demonstrated, we, in Congress, have an opportunity with this bill to express appreciation for their services. H.R. 5811 requires the administrator to ensure that employees have access to safe, clean, and free lactation facilities for an appropriate amount of time. It requires TSA to coordinate with National Institutes for Health to ensure that lactation facilities meet necessary standards. Finally, this legislation will ensure paid family leave for the entire TSA workforce. Mr. Speaker, this corrects an oversight in last year's NDAA that provided paid family leave to the rest of the Federal workforce. I thank the gentleman from New York (Mr. Katko) for his leadership on this important legislation. I also thank the gentleman from California (Mr. Correa) for his support of this bipartisan legislation. Mr. Speaker, I urge my colleagues to support this bill, and I reserve the balance of my time.
DHS BLUE CAMPAIGN ENHANCEMENT ACT2020-09-30
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, I urge a ``yes'' vote on the bill, and I yield back the balance of my time.
Mr. JOYCE of Pennsylvania. Mr. Speaker, I yield 4 minutes to the gentleman from Texas (Mr. Crenshaw).
Mr. JOYCE of Pennsylvania. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in support of H.R. 5804. According to DHS, there are millions of victims of trafficking worldwide each year. Men, women, and children are trafficked throughout the world--many of the victims right here in the United States. The Blue Campaign is a national campaign designed to promote awareness of trafficking and help identify the signs of trafficking. The Blue Campaign conducts outreach to law enforcement, the public, and certain industry professionals. The ability to recognize the signs of trafficking can lead to rescuing individuals from trafficking and bringing the criminals who seek to exploit them to justice. This bill would build on the excellent work of the DHS Blue Campaign and expand its awareness to include even more individuals that are likely to encounter victims of human trafficking. I applaud the efforts of my colleague from Texas (Mr. Crenshaw) and urge other Members to support the bill. Mr. Speaker, I reserve the balance of my time.
SAFE COMMUNITIES ACT OF 20202020-09-30
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, I yield myself such time as I may consume. I rise in support of H.R. 5780. This bill makes the great work done by the Cybersecurity and Infrastructure Security Agency more accessible to stakeholders. CISA provides advice and recommendations upon the request of critical infrastructure owners and operators on how to secure and protect their facilities in cyberspace and physically. This bill will help stakeholders clearly know what CISA can do. Continuing to develop the relationship between CISA and our private stakeholders remains an integral piece of our critical infrastructure security. I thank Representatives Underwood and Katko for their bill. Mr. Speaker, I urge a ``yes'' vote on the bill, and I yield back the balance of my time.
STATE AND LOCAL CYBERSECURITY IMPROVEMENT ACT2020-09-30
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in strong support of H.R. 5823. Preparing our State, local, Tribal, and territorial governments for the increasing number of cyber threats they face is a necessary priority. Cybersecurity preparedness is ineffective if our only focus is on Federal preparedness. It is incumbent on us to ensure that our State and local partners are taking advantage of the resources that we can offer so they, too, can prepare for the threats that they might face. H.R. 5823 will do just that. It establishes a matching grant program for State and local governments to access and close vulnerabilities in their IT systems. Mr. Speaker, I thank Representatives Richmond and Katko for their bill, and I reserve the balance of my time.
Mr. JOYCE of Pennsylvania. Mr. Speaker, I urge a ``yes'' vote on the bill, and I yield back the balance of my time.
ESSENTIAL MEDICAL INNOVATION AND MANUFACTURING MUST COME HOME TO AMERICA2020-09-30
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, in 2020, America is facing significant threats to our health, to our values, and to our national security. The Chinese Communist Party has attempted to exert control over every facet of America's economy and industry, and even our health and safety. The coronavirus has exposed that much of America's medical supply chain, as it currently stands, runs directly through China. This should concern every American. Why would we trust a regime that lies about a pandemic to control our access to healthcare? As a physician, I have long been concerned about the Chinese Communist Government's near monopoly on the manufacturing of generic medicines. And that threat doesn't stop there. We cannot allow the Chinese Communist Party to control our access to prescription drugs and the vital materials that are used in healthcare equipment, not to mention PPE. For the sake of American patients and our national security, we must correct course and return the essential medical innovation and manufacturing home to America and away from this hostile regime. For months, the China Task Force has been working to identify realistic and achievable solutions to secure our medical supply chain and ensure that Americans are never beholden to the Chinese Communist Party for our medicines and for our healthcare equipment. We are taking a comprehensive approach to end America's reliance on China and bring jobs home to America. Our supply chain challenges extend beyond the healthcare regime. From technology to manufacturing, too many materials that we rely on every day are sourced from China. Earlier this year, I introduced legislation that seeks to end America's dependence on China for rare earth elements and other critical minerals--these are essential, and they are used in the manufacturing of medical supplies, defense technology, and high-tech products--by establishing a supply chain for these materials here in the United States. It is important for our survival into the upcoming technology advancements that our country is so dependent on. It also requires the Department of Defense to source these materials from America. Pennsylvania, my home, is home to a dedicated and highly skilled workforce, and I am working on a plan to incentivize companies to bring their research, the development, and the production of materials back home. As President Trump said earlier this month: ``We want to build factories in Baltimore, not Beijing. We want to make our products in Chicago, not Shanghai.'' And, I might add, we want to make medicines in Chambersburg, not China. Mr. Speaker, this is the fight of our lives, and we have a real opportunity to make a difference. There is nothing partisan about securing America's place as a leader in the 21st century. There is nothing partisan about bringing jobs home to America. There is nothing partisan about combating a hostile regime's overreach into American lives. This is not about Republicans or Democrats; this is about Americans. I urge my colleagues from across the political spectrum to get behind our commonsense solutions to counter the Chinese Communist Party and protect our Nation. It is simple. We must secure our supply chains. We must defeat China in the race to the next-generation technology. We must prepare Americans to succeed in the years to come. From strengthening our supply chains and bringing jobs home to America and to our allies, countering Chinese interference in our educational institutions, we must take action. We must continue fighting to defend the American people and equip America to lead the way in the 21st century. As I have said before on this floor, this is the fight of our lifetime, and it is one that we certainly can win.
TRANSNATIONAL WHITE SUPREMACIST EXTREMISM REVIEW ACT2020-09-30
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, I yield myself such time as I may consume. I rise today in strong support of H.R. 5736, the Transnational White Supremacist Extremism Review Act. H.R. 5736 requires the Department of Homeland Security Undersecretary for Intelligence and Analysis, I&A, to coordinate with Federal partners and develop a terrorism threat assessment concerning homeland threats related to ``foreign violent white supremacist extremist organizations.'' This bill further requires I&A to share the information with State and local law enforcement partners, as well as fusion centers. Ensuring that State and local law enforcement and fusion centers have access to information on current and emerging threats is a fundamental responsibility of the Department of Homeland Security, particularly the Office of Intelligence and Analysis. The Trump administration has taken significant action to address domestic extremism, including white supremacy. The creation of the Office of Targeted Violence and Terrorism Prevention in April 2019 and the release of the DHS Strategic Framework for Countering Terrorism and Targeted Violence in September 2019 demonstrate a coordinated and comprehensive commitment to addressing emerging threats in both international and domestic terrorism. Subcommittee Ranking Member Walker led our efforts to negotiate changes to the base bill during the committee markup. I want to thank Subcommittee Chairman Rose for accepting our changes to the bill. I urge its passage, and I reserve the balance of my time.
Mr. JOYCE of Pennsylvania. Mr. Speaker, I urge a ``yes'' vote on the bill, and I yield back the balance of my time.
HOMELAND SECURITY ACQUISITION PROFESSIONAL CAREER PROGRAM ACT2020-09-30
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in support of H.R. 5822. The Department of Homeland Security has an important mission to protect the homeland and secure our borders. To accomplish this mission, DHS must enter into contracts for equipment and services. To protect taxpayer dollars and ensure that DHS is getting the most bang for its buck, the Department must utilize experienced acquisition professionals. In the past decade, GAO has consistently identified issues that must be addressed to improve acquisition operations at DHS, including shortages in the number of trained acquisition professionals. This bill addresses this specific issue by developing trained acquisition professionals within DHS. H.R. 5822 provides the on-the-job acquisition training, rotations throughout the Department, mentoring, and other opportunities to enhance acquisition knowledge, and experience for the participants. I applaud my colleague, Representative Titus, for her efforts to bring this bill forward. Mr. Speaker, I reserve the balance of my time.
Mr. JOYCE of Pennsylvania. Mr. Speaker, I urge a ``yes'' vote on the bill, and I yield back the balance of my time.
NATIONAL SMALL BUSINESS WEEK2020-09-24
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, during National Small Business Week, I join with my fellow Americans in honoring workers, entrepreneurs, and the small business community. From farms and factories to shops and cafes, small businesses employ hardworking Americans and provide important goods and services to their neighbors. In Pennsylvania and around the country, small businesses are not only the backbone of our economy, they are the heart our communities. This year, they have faced extraordinary challenges. During the coronavirus crisis, many small businesses, following Federal, State, and local mandates, have been forced to radically change the way they do business or even temporarily close their doors. As jobs were put into jeopardy, Congress quickly acted to provide targeted relief to American families, workers, and small businesses. Under the CARES Act, the Paycheck Protection Program was enacted in record time. This unprecedented program served as a vital lifeline to millions of small businesses. Already, the Paycheck Protection Program has saved more than 50 million jobs across our country. For those workers and their families, this policy is personal. Just last weekend, I stopped by Boyer Orchards in Bedford County. As I was waiting to buy their famous apples, I had the opportunity to speak to my fellow Penn Staters Matt and Ellen Boyer and their sons and all who work for them tirelessly to keep this family business running. Like many farms and orchards, they had tough choices when they lost business during the coronavirus shutdown, through no fault of their own; but, thankfully, they had the support to make ends meet and, most importantly, to keep their hardworking team on the payroll. The Boyer family attributes the Paycheck Protection Program with helping them weather the storm, and they even called this program a godsend. Today, I am happy to report that the orchard is open and business is booming and the apples are plentiful. I can confirm that they were well worth the wait. As we celebrate the success of the Boyer family, I also recognize that there are small businesses that are still struggling under the burdensome State and local mandates. The deadline to apply for Paycheck Protection Program support has, unfortunately, passed, and yet too many businesses remain closed or restricted. Some small business leaders are wondering how long they can survive. And, frankly, if we do not act, we risk losing them permanently. Most of our small businesses have been built by hardworking families over generations. Will Congress let this be their end? Will we allow families on Main Street to be used as bargaining chips in Washington? Mr. Speaker, we cannot permit small businesses to be wiped out by a virus. This is a time for choosing, and we in Congress must put politics aside and extend a lifeline to the American small businesses. Congressman Steve Chabot, the top Republican on the House Small Business Committee, has introduced commonsense legislation that would reopen the Paycheck Protection Program, free up over $137 billion of unspent funds, and extend this program until the end of this year. This plan makes sense, and I encourage every Member of Congress to support it. If 2020 has taught us anything, it is to plan for the unexpected. While many circumstances beyond our control remain uncertain, Congress has an opportunity now to offer small businesses security, and, most important, we have the chance to offer hope to these hardworking Americans. As my friend Congressman Chabot said earlier this week, our economy is depending upon America's small businesses, and American small businesses are depending on us. This Small Business Week, there are livelihoods that are on the line. American families are counting on us. American workers are counting on us. It is time that we deliver for them.
FINDINGS OF THE CHINA TASK FORCE2020-09-22
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, after too long, Americans are waking up to the dangers of the Chinese Communist Party. As we combat the economic and the health ramifications of the coronavirus, it has never been more important that we take on this hostile regime. It has been my honor to serve on the China Task Force and help expose the threats that the Chinese Communist Party poses to our national security and to the American people. Just yesterday, Congressman Michael McCaul released the House Foreign Affairs Committee's report into the origins of the coronavirus pandemic. Their evidence clearly confirms that the Chinese Communists covered up the coronavirus, enabling a local outbreak to become a pandemic. The Chinese Communist Party knew that the coronavirus could be spread by human-to-human transmission, and yet this regime hid findings from global leaders, public health experts, and even the World Health Organization. Leaders in the Chinese Communist Party knew that this virus could be catastrophic, and yet they deliberately chose to cover up their missteps rather than sound an alarm and warn the world that this virus was being unleashed. Their lies cost American livelihoods. Their lies cost American lives. This pandemic's destruction could have been prevented. This didn't have to happen. Now Americans are facing a choice. If we do not act now, who will stop the Chinese Communist Party from simply repeating this coverup? Inaction is not an option. America must prevent another pandemic from reaching our shores. And our work cannot stop there. Sadly, the Chinese Government's malicious acts extend far beyond the coronavirus pandemic. From cyberattacks on American citizens and blatant overreach into our virtual networks, to espionage in our academic institutions and illicit fentanyl that kills on American streets, we cannot ignore the Chinese Government's pervasive threats to our Nation. Mr. Speaker, this is no distraction; this is reality. For the safety of the American people, for the future of our Nation, the Chinese Communist Party must be held accountable. For months, the China Task Force has focused on researching these issues and exploring legislative solutions. We are currently working on a final report that will detail our findings and recommend a pragmatic path forward. While our work on this report is coming to a close, our commitment to the cause will continue. During these busy days, I recognize that many issues are competing for America's time; but to be fair, these threats require our action. The Chinese Government's coverup of the coronavirus pandemic requires action. The Chinese Government's persecution of Uighurs requires action. The Chinese Government's monopoly of the medical supply chain requires action. The Chinese Government's attempts to control the world's network requires action. Despite the challenges that we are facing at home, the American people must stand together against the Chinese Communist Party. Our national security should never be a partisan issue. The health of the American people should never be a partisan issue. By working together, we can strengthen our defenses, defend human rights, spur innovation, and equip Americans to lead the way in global innovation. Moving forward, it is imperative that America continues to strengthen our supply chain, to pursue fair trade deals with China, and, ultimately, to hold the Chinese Communist Party accountable for its actions. Once again, it has been my privilege to serve the American people as a member of the China Task Force. I thank Leader McCarthy for the opportunity to serve, and I am grateful to Chairman Michael McCaul for his leadership. This is a long road, but it is worth the fight. And as I always believe, America will win that fight.
HONORING FRED IMLER2020-09-16
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Madam Speaker, I rise today to congratulate Fred Imler of Imler's Poultry, who recently was awarded the Agricultural Community Excellence Award by the Farm-City Committee of the Blair County Chamber of Commerce. The Imler family has been active in southcentral Pennsylvania's agricultural community for over a century, and six generations of Imlers have taken part in building the family's business. The Imler family has been a leader in our community since at least 1903, when Fred's great-great uncle operated a general store in Bedford County. In 1918, the business moved from Bedford County to Altoona. In 1951, Fred became a partner in the business and, following years of hard work, he became the full owner in 1977. Since then, Fred has worked tirelessly to provide quality products and excellent customer service. As a leader in our region's agriculture industry, Fred consistently gives back to our community. Fred and his son frequently attend auctions at county fairs throughout the region, and they have made it a priority to buy animals to help local students obtain higher education. Today, I join the Blair County Chamber of Commerce in recognizing Fred Imler's service to the agriculture community, and congratulate my friend on this well-deserved honor. As Fred Imler and his family continue to serve Pennsylvanians, I wish them every continued success.
HONORING ANNE HUNYADY2020-09-16
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Madam Speaker, I rise today to congratulate Anne Hunyady of S&A Homes, who this year became the first woman to serve as president of the Blair-Bedford Builders Association in the organization's 59-year history. In this role, Ms. Hunyady is leading the Blair-Bedford Builders Association as it serves more than 140 members across Bedford and Blair Counties. Additionally, the association is involved in several educational and professional development efforts to support a healthy workforce in Pennsylvania's construction industry. It also gives back to the community with generous charitable support. Under Ms. Hunyady's leadership, I am confident that the Builders Association will continue to be a force for good in our region. Prior to her selection as president, Ms. Hunyady had been an active participant in the Blair-Bedford Builders Association for seven years, including four years as a board member and two years as vice president. Throughout her career, Ms. Hunyady has been a strong and dedicated member of our community, and I am grateful for her hard work to serve our neighbors across southcentral Pennsylvania. Anne Hunyady has demonstrated a clear record of hard work and community service, and I wish her every continued success as she serves as president of the Blair-Bedford Builders Association.
HONORING LINDA CASSARLY2020-09-16
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Madam Speaker, I rise today to recognize Linda Cassarly for her generous efforts to beautify Altoona, Pennsylvania and honor our military community. Ms. Cassarly has been a seamstress serving the Greater Altoona area for years. Recently, she volunteered her time and talents to refurbish, Christmas wreaths that the City of Altoona uses to decorate the downtown area for the holidays. In addition to her wreath project, Ms. Cassarly has helped to refurbish military monuments around the city. As the mother of a combat veteran, she understands the importance of preserving these tributes to those who have served our country. To honor the region's military community, Ms. Cassarly refurbished the area surrounding a memorial plaque on Juniata Street in Altoona, made two ``Quilts of Honor'' with the names of Pennsylvanians who were killed in action in Iraq and Afghanistan, and created banners for thirteen Gold Star families in Pennsylvania. Her work honors servicemembers' selfless sacrifices, and it ensures that their service will never be forgotten. Linda Cassarly is an incredibly dedicated volunteer and a valued member of our community. On behalf of Pennsylvania's 13th Congressional District, I thank Ms. Cassarly for her generous service to our region.
DELAYED DIAGNOSIS DUE TO COVID-19 PANDEMIC2020-09-16
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, during the coronavirus pandemic, American doctors, nurses, technicians, and first responders have cared for patients day in and day out. On the front lines, medical teams have worked tirelessly to care for the coronavirus patients under extraordinary circumstances. Across the country, we formed a united front against an invisible enemy as medical professions of all stripes pitched in to help, from volunteering their time to donating valuable personal protective equipment to the emergency rooms, the hospitals, and the organizations that needed it the most. As Americans were asked to stay at home, teams quickly transitioned to telemedicine to provide vital care to vulnerable populations. They took the initiative and developed creative solutions to ensure that patients could receive the care that they so much need. During this crisis, America's medical community has stepped up during and throughout to provide care and save lives. They truly, too, are heroes. Now, the work continues. We must acknowledge a secondary healthcare crisis that is occurring in our Nation. Beginning in March, many hospitals, under the direction of national, State, and local authorities, postponed elective procedures with the goal of slowing the spread of the virus and saving the precious PPE and supplies for those who needed it the most. Americans, following stay-at-home orders, delayed important medical care, and subsequently, too many have suffered negative healthcare outcomes that could have been prevented. Earlier this spring, I wrote a letter to Pennsylvania Governor Tom Wolf, urging him and his administration to prioritize the comprehensive health needs of all Pennsylvanians during this crisis. In my experience alone, I have heard tragic stories from colleagues whose patients have died from cardiac emergencies, from drug overdoses, and from other negative outcomes that could have been prevented. Six months into this crisis, we are facing an imminent need to restore America's full access to care, including preventive screenings. My good friend and colleague, Dr. Bruce Waldholtz, is a gastroenterologist and also a longtime volunteer leader of the American Cancer Society. Dr. Waldholtz, as a cancer survivor himself, understands firsthand that a doctor, a patient, needs preventative healthcare. As he told me this week: ``Due to the COVID restrictions, all nonemergency colonoscopies were canceled for several months. Literally, hundreds of patients in our practice had their colonoscopies canceled. This delay, compounded nationally, will result in less screening and an increase in colon cancer cases right now and in years ahead.'' Colonoscopies and other preventative screenings save lives. Elective procedures are not unnecessary, and in many cases, they find disease early before they can become metastatic and cancerous and spread. Today, many doctors are playing catch-up as they seek to safely provide care to their patients. As I said, the work continues. I urge Americans: Talk to your doctors and schedule the lifesaving screenings that can definitely make a difference in your healthcare. As we continue to combat the coronavirus crisis and its many ramifications, I thank our medical teams for their unwavering dedication to American patients. Despite the obstacles we face, together, we can improve Americans' access to the quality healthcare and, together, we can save lives.
LOS ANGELES OFFICERS AMBUSHED2020-09-15
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, just last weekend, a 31-year- old mother and a 24-year-old man in Los Angeles were ambushed. They were shot at pointblank range by a coward who targeted them for no reason except for the uniform that they wear. These two police officers were attacked in the very community where they serve, the community that they have sworn to protect. It is hard to believe, but this story gets worse. As these two police officers were in the hospital fighting for their lives, protestors stood outside, blocking ambulance entrances and chanting: ``We hope they die.'' What has become of American cities? When did this behavior become acceptable or even fathomable? This ambush demonstrates total disregard for human life. It is an affront to American values. Thankfully, by the grace of God and the skill of first responders and trauma medical teams, these brave police officers are expected to recover from their injuries. We are fortunate that they are on the mend, and my prayers are with them on their road to recovery. Frankly, this time, we truly were fortunate. This time, we expect that a mother will return home to her family. We expect that a young police officer will return to his normal life. Indeed, this time, we are fortunate. But what about the next time? Will we let this happen again? Mr. Speaker, as a Nation, we cannot allow this malicious and wicked behavior to continue. We cannot stand by as police officers are shot at pointblank range. We cannot stand by while protestors scream ``We hope they die'' at critically injured public servants. We must restore law and order to all American cities. In this Chamber, we should dispense with the Democrats' political games and enact commonsense, bipartisan solutions such as the JUSTICE Act, which was introduced by Senator Tim Scott and Congressman Pete Stauber, to increase police transparency and accountability while supporting our law enforcement community and equipping them with the resources that they need to safely protect our communities. We cannot stand on the sidelines and leave our law enforcement officers vulnerable to attacks. This is not the time to turn our backs on the police; this is not the time to dismantle the police; and this is definitely not the time to defund the police. We must protect the American people; we must restore law and order; and we must back the blue.
COVID-19 PANDEMIC TIMELINE2020-09-14
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, I thank my friend, the gentleman from Tennessee, for yielding and for his leadership in the Doctor's Caucus. Dr. Roe has educated us that perhaps as physicians in the United States Congress there might not be a more important time that we present ourselves, our abilities to communicate, and understand the nature of this novel coronavirus and its impact on the world, and specifically, on Pennsylvania. Over the past 6 months, the American people have united against what we have come to realize is an invisible enemy. We have done our part to slow the spread of the coronavirus and to serve our neighbors. Each and every one of us have made sacrifices during this pandemic. And together, we work to make a difference; we work to save lives. As we look ahead to the future, Americans are eagerly awaiting the arrival of the coronavirus vaccine, and I am confident that our researchers, our scientists, are equipped to win this race. Right now, constituents in Pennsylvania and around our country are making incredible progress in this pursuit as part of Operation Warp Speed--the Trump administration's historic initiative to develop a coronavirus vaccine. Under the leadership of President Trump, the Department of Defense and the Department of Health and Human Services, together with so many in the private sector, are in the midst of what is truly an unprecedented search for a safe and effective vaccine, all in record time, with significant amounts of vaccine that will be developed for the people of America. This process, as the doctors with me here tonight have testified, is driven by science but it is rooted in safety. And let's be certain: A vaccine will only be approved if it is proven to be both safe and effective. Operation Warp Speed is taking all of the precautionary steps that are required to develop any vaccine. But here is the difference: As part of Operation Warp Speed, vaccine manufacturers can undertake several steps of vaccine development at the same time, mitigating the financial risk without, again, compromising the safety or the efficacy of the vaccine. We know that Operation Warp Speed is unprecedented. To achieve the results for the American people, the Federal Government has invested over $10 billion to support the development of this coronavirus vaccine. While we, as Members, as healthcare professionals, recognize that there are no guarantees in science, this strategy is setting up manufacturers for success, and it is offering hope for the American people. If anyone can deliver substantial qualities and quantities of a safe and effective vaccine within a year of the discovery of a new virus, it is the United States of America. Thanks to Americans' unparalleled ingenuity and drive, we are better positioned to develop therapeutics and a vaccine than any other country. And Americans know that we are up to the challenge because we have seen challenges before. In the late 1940s, the polio virus was responsible for disabling more than 35,000 average people per year in the United States. And in 1954, Dr. Jonas Salk developed the polio vaccine at the University of Pittsburgh in my home State of Pennsylvania. Since then, the polio vaccine has been widely distributed in the United States and across the world. We have witnessed previously significant progress. And it is our hope--and that is why we bind together as the Doctor's Caucus and present in this Special Order a discussion of how this vaccine is being developed today, right now. And we look forward to that. We trust in American ingenuity. We recognize that American ingenuity will win, and we are confident that we will see that in short order. Again, I thank my colleague, my mentor, Dr. Phil Roe for organizing this Special Order and allowing us to present this important information to America.
HIGHLIGHTING OPERATION WARP SPEED2020-07-31
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Madam Speaker, America is leading the way in coronavirus vaccine research. Under the direction of President Trump, the Department of Health and Human Services and the Department of Defense formed a historic partnership to accelerate the development of a safe coronavirus vaccine. Around the country, Operation Warp Speed is charting a new path and breaking barriers to achieve safe and effective results for the American people. Thanks to Americans' unparalleled ingenuity and drive, we are better positioned to develop therapeutics and a vaccine. The world is watching. The Chinese Communist Party already has been caught attempting to steal American coronavirus vaccine research. It is key that we protect our groundbreaking research and keep our country on the road to recovery.
COUNTERING CHINESE DOMINANCE IN TELECOM2020-07-27
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Mr. Speaker, our Nation is facing a critical point as we discern whether we will lead or whether we will follow in 21st century innovation. The Chinese Communist Party, following years of underhanded practices, including cheating and even outright theft, is poised to gain global dominance in the technology and telecommunications sectors. Their ultimate goal is controlling critical market segments and even weaponizing the global supply chains for medical equipment, weapons, and other critical electronics. Through pawns like Huawei and ZTE, this regime is seeking to dominate next-generation technology like artificial intelligence, semiconductor production, quantum computing, 5G, and beyond. Funded directly by the Chinese Communist Party, these companies are free to operate however they please, distorting the global market and edging out free-market competitors in their mission to monopolize the industry. If we do not intercede, Huawei and ZTE could stand to be the only companies left with the ability to innovate. This is a daunting threat as we look past 5G to 6G. As I consider the innovation that I personally have witnessed in the span of my own medical career, I recognize that there is a world of opportunity to be discovered in the remaining days of the 21st century, from remote surgeries and autonomous vehicles to other inevitable additions to our ever-increasing virtual world. If the United States does not act now to correct course, the Chinese Government will succeed in controlling the world's electronic network-- our data, our research, and, ultimately, our security. As a nation, we cannot allow this malicious regime to take hold of the world's network. America needs to lead the way and work with our allies to beat the Chinese Communist Party in deploying next-generation telecom networks. On the China Task Force, we are developing pragmatic solutions to stand up to the Chinese Government. We are working on legislation to standardize and create interoperability to every point in radio access networks. Open RAN, or O-RAN, are critical to driving competition in existing networks. Additionally, we are working to lessen Huawei and ZTE's grip on the global market. For years, Americans have gone to great lengths to break up trusts and other monopolies by enforcing free-market principles. Now, the China Task Force is developing opportunities to do this on a global scale. Throughout this process, we must be mindful of the supply chains that are used to manufacture every component of the devices that we rely on daily. I am working to end Chinese dominance in manufacturing and sourcing, from rare earth elements and mineral extraction all the way to their undercutting of the internet. By ending this stranglehold, we can ensure that China will not be able to control and dictate their terms for any nation to access future technologies. All of us surely can agree that Americans must be set up once again to lead the world in research and innovation. We want American jobs for American citizens. We want American innovation for the American people. And as President Trump said last week, we want the American Dream for American children. Congress must counter the Chinese Communist Party's efforts to dominate the telecom sector, and we must ensure that Americans can step up to the challenge. For centuries, Americans have been trailblazers. Once again, we are facing a new frontier. This is not the time to stop moving forward. This is our chance, and this is the time to make a difference.
HONORING SERGEANT JUSTIN DAVIS2020-07-24
Mr. JOYCE of Pennsylvania
Mr. JOYCE of Pennsylvania. Madam Speaker, I rise today to honor Sergeant Justin Davis of the Martinsburg Police Department as he receives the Law Enforcement Medal of Valor in recognition of his distinguished service to the citizens of Blair County. Awarded by the Blair County District Attorney, the Law Enforcement Medal of Valor is presented for extraordinary acts of valor and heroism. On the evening of February 26, 2020, Sergeant Davis stopped a vehicle in Martinsburg Borough. The suspects began high-speed chase, which took place for 1.4 miles reaching speeds of nearly 100 mph. Though the suspects attempted to flee, Sergeant Davis skillfully apprehended both of them. As a result of the arrest, the police found suspected heroin and a loaded .380 pistol in the defendants' possession. A search warrant of the vehic1e yielded plastic bags, two scales, and approximately 15 grams of raw heroin. Today, we commend Sergeant Davis for his unflinching courage, commitment to duty, outstanding tactical expertise, and communication in this dangerous situation. His actions have made Martinsburg Borough and Blair County a safer community. For his valiant actions in the highest traditions of Law Enforcement and the Martinsburg Police Department, the Medal of Valor is bestowed upon Sergeant Justin Davis. It is my sincere pleasure and privilege to honor Sergeant Davis as he receives this highest award. On behalf of the 13th District of Pennsylvania, I thank Sergeant Davis for his commitment to our community and congratulate him on his many achievements.
