MOURNING THE LOSS OF MICHAEL "MICKEY" HARMON AND JORDAN CELOTTO2025-03-11
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise to congratulate Theodore W. ``Ted'' Lina on receiving the 2025 St. Joseph's Collegiate Institute Man of the Year award. Ted is an educator, mentor, and institution in the St. Joe's community, striving for excellence and inspiring generations of students, including myself. Mr. Lina has dedicated his career to instilling a deep respect for history, a nuanced understanding of government, and a reverence for civic engagement in his students. Since 1983, Mr. Lina has brought his passion and expertise to his AP government class, however, his impact extends far beyond the classroom. In 1984, Mr. Lina hosted the very first St. Joe's political debate. The event stemmed from Mr. Lina's passion for local politics and American Government. For more than 40 years, the SJCI Political Debate has grown into one of the seminal, annual public forums for political discourse in the entire region. Through his leadership in the SJCI Political Debate, Mr. Lina has helped cultivate a generation of informed, engaged citizens. During the debates, students serve as panelists, fact checkers, and timekeepers, but learn lessons that are applied later in life as many go on to serve in public life, law, business, and beyond. Mr. Lina embodies the Lasallian spirit of faith, service, and community. His commitment to St. Joe's and its mission is evident in the countless students he has inspired over so many years. At a time when our political discourse has deteriorated such that finding common ground seems impossible, this work is more important than ever. On behalf of western New York and a proud Marauder, and student of his myself, I extend my deepest gratitude and congratulations to Mr. Lina. This honor is well deserved. Mr. Speaker, I thank him for his unwavering dedication to our alma mater and for shaping the future leaders of our community. Enjoy the celebration, and as always, let's go St. Joe's.
HONORING DR. HAZEL DUKES2025-03-11
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise today to honor a towering figure in the fight for justice, civil rights, and equality, Dr. Hazel Dukes, a trailblazer whose impact will be felt for generations to come and a dear friend and mentor. For decades, Dr. Dukes was a force of nature, dedicating her life to the advancement of people of color and all Americans in the unyielding pursuit of social and economic justice. As the longtime president of the NAACP New York State Conference, she led with extraordinary courage, wisdom, and an unwavering commitment to the cause of equality. From 1990 to 1992, she carried that leadership to the national stage as president of the NAACP, steering the organization through a pivotal era in the ongoing struggle for civil rights. She was not just an advocate. She was a warrior fighting on the front lines for fairness, dignity, and opportunity for all. From her early days pushing for desegregation to her tireless work empowering marginalized communities, Dr. Dukes was a guiding light, illuminating the path toward justice for countless Americans. Dr. Dukes' influence extended far beyond the NAACP. She shaped policy, broke down barriers, and lifted up those who too often had been left behind. She never wavered, never backed down, and never stopped believing in the power of collective action to change the world. New York and our entire Nation are stronger because of her relentless dedication to equality and fairness. Her legacy is one of courage, resilience, and an unshakable belief in what is right. Let us honor her memory not just with words but with action by continuing her fight and working toward a future where justice is not just an aspiration but a reality for all. May Dr. Hazel Dukes rest in peace and power.
TSA COMMUTING FAIRNESS ACT2025-03-10
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise in support of my bill, H.R. 862, the TSA Commuting Fairness Act. Year after year, through holiday seasons and spring breaks, air travel continues to break records. These numbers are at an all-time high and are expected to continue to increase this upcoming spring. The Transportation Security Administration, or TSA, reported over 3 million travelers on the Sunday after Thanksgiving in 2024, with the 10 busiest days in TSA's history occurring last year. Each day, we depend on hardworking TSA employees to keep our skies safe. Transportation Security officers, or TSOs, inspect travelers as they move through checkpoints; Federal air marshals ensure in-flight security; and canine handlers enhance the system's security. However, TSA employees face unique challenges when commuting to work. Many employees find that the housing they can afford is far from airports, lending to long commutes with limited public transit options and heavy traffic. Airport employees often begin their workday by parking or being dropped off in a designated parking lot where they must then wait for inconsistent shuttle service to reach the terminal. From there, they may face a lengthy trek to the security checkpoint where they officially then clock in for work. According to the Government Accountability Office, TSOs have reported that just getting from the parking lot to the checkpoint to clock in for work can take as long as 45 minutes to an hour at some airports. My bill, the TSA Commuting Fairness Act, will help improve conditions for these civil servants by directing TSA to conduct a feasibility study on using mobile location data to allow employees to clock in for work upon arrival at the airport transit stops instead of when they reach that security checkpoint. Doing so will help reduce commuting costs and improve the quality of life for TSA employees, while allowing agency leadership to manage the workforce appropriately. This study will also provide important insight for TSA and Congress as we collectively seek innovative ways to recruit and retain top talent to help secure our transportation systems. My bill will help us build the workforce we need to address evolving threats and keep air travel trusted and secure. Now, more than ever, it is critical that we advance policies like the TSA Commuting Fairness Act to make it clear that we value the critical work of our transportation security workers. Mr. Speaker, I thank Congressman Garbarino and my colleagues on both sides of the aisle for working with me to develop this legislation.
HONORING KEVIN G. BANES2025-03-05
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise today with a heavy heart to honor the life and legacy of my friend, Kevin G. Banes, a man whose kindness, passion, and unwavering dedication to others made this world a better place. A cherished member of communities in both Buffalo and Albany, Kevin's journey began in South Buffalo, a tight-knit neighborhood where he would learn the value of hard work and the importance of giving back to his community. Kevin would go on to attend Bishop Timon-St. Jude High School, where he built friendships that lasted a lifetime. He later earned his B.A. in communications from the University at Buffalo and a master's in public relations from the University at Albany. Kevin had a unique ability to make everyone feel valued. Whether family, friends, colleagues, or strangers, he greeted each person with kindness, respect, and a genuine heart. His presence had a way of bringing people together, forging bonds that transcended time and circumstance. Kevin didn't just build relationships. He built bridges. He connected with people, not just on a personal level but in a way that inspired action and change. He wasn't content in simply understanding the struggles of others. He made them his own, fighting tirelessly on their behalf at the State capitol. Kevin was a steadfast champion for those who needed a voice. He knew that real advocacy wasn't just about policy, but it was about people and about making sure that every individual, no matter their circumstances, had the support and opportunity that they deserved. Kevin's legacy is one of action, impact, and an unwavering belief in the power of community. His advocacy wasn't simply his job, but it was his calling. Kevin poured his heart into the causes closest to him, championing the Special Olympics, Wildwood Programs, and Deaf Adult Services, not just with words but with relentless effort, strategic thinking, and an unshakable determination to deliver results. He knew how to navigate the complexities of government, how to bring people together, and how to turn passion into progress. Kevin's work was never about personal recognition, but it was always about lifting others up. The impact he made will continue to be felt in the countless lives he touched, the coalitions he built, and the relationships he nurtured with such dedication and compassion. His work set a standard for what advocacy looks like, one rooted in empathy, persistence, and commitment to making the world a better, fairer place for everyone. Kevin is survived by his mother, Kathleen Banes; brother Jeffrey and his wife, Leeann Banes; brother Matthew and his wife, Jessie English; and his niece, Leah Banes. They would be the first to tell my colleagues that his laughter was contagious, his compassion boundless, and that those fortunate enough to know him were better off for it. We honor Kevin's legacy today knowing that his spirit will live on in the lives he touched and the causes that he fought for. May Kevin Banes rest in peace. Honoring Edward ``Macho'' Colon
Mr. KENNEDY of New York. Mr. Speaker, I rise today to honor the life and legacy of Edward ``Macho'' Colon, a beloved coach, mentor, and community leader. For more than 28 years, Coach Macho dedicated himself to the Westside Little League Football and Cheer, shaping the lives of countless youth athletes. Even in the wake of the COVID-19 pandemic, he refused to let obstacles stand in the way of opportunity, growing the program from one team to five and adding three cheerleading squads. However, his impact went beyond the field. He wasn't just a coach. He was a role model, a guiding force, and a source of strength for so many in our community. Beyond sports, Macho was a proud local businessowner. His restaurant, Sandwich'on By Macho, wasn't just a place to grab a meal. It was an extension of his lifetime commitment to giving back, spreading joy, and bringing people together. Macho is survived by his loving wife of 33 years, Catherine Rivera; his children, Monica Roman, Elliott Roman, Kayla Colon, and Rhace Colon; and his 10 cherished grandchildren. Macho's unwavering dedication to lifting up young Buffalonians is a legacy that will live on for generations. He made our community stronger, and Buffalo is a better place because of him. May Edward ``Macho'' Colon rest in peace.
HONORING THE LIFE AND LEGACY OF SAMUEL LEON RADFORD, JR.2025-02-26
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise today to honor the life and legacy of Samuel Leon Radford, Jr., whose contributions to our community will be felt for generations to come. Born in Niagara Falls, New York, and raised in Buffalo, New York, Samuel dedicated his life to service, faith, and family. He attended Bennett High School before continuing his education at the University of Buffalo where he learned a strong sense of discipline and a love of knowledge. Throughout his successful career at General Motors American Axle and Manufacturing facility in Buffalo, he took pride in a job well done. Of course, his guiding light was his family, his faith, and his community. He was baptized at Linwood Church of Christ. Samuel was a man who led by example. He was steadfast in his values, generous in spirit, and had a heart filled with humility and kindness. On February 16, 2025, Samuel passed away peacefully, leaving behind a legacy of resilience, faith, and love. A devoted father, grandfather, and great-grandfather, Samuel's greatest legacy is the love he poured into his family, including his wife, Lorraine Davis Radford; his five children, Samuel L. Radford III; Desiree Radford; Tracy Radford; Tana-Nile Coleman; and Shirley Radford. He was immensely blessed with 38 grandchildren and more than 100 great- grandchildren. His legacy will endure in the hearts of his family and his community, who loved him deeply. May Samuel's spirit continue to inspire and uplift all who had the privilege of knowing him, and may Samuel Leon Radford, Jr., rest in peace. Honoring the Life and Legacy of Gerald Kaminski, Sr.
Mr. KENNEDY of New York. Mr. Speaker, I rise today to honor the life and legacy of Gerald Kaminski, Sr., a dedicated public servant, prominent leader in the business community, beloved family man, and my dear friend. Jerry was a lifelong Cheektowaga resident and a proud veteran of the National Guard. In 1971, Jerry founded Kaminski Refrigeration with his beloved wife, Kathy, in Buffalo, New York. In 1990 his son Jerry, Jr., and in 1993 his son Jamie joined the growing business, and it began operating under the name Kaminski & Sons. Since then Kaminski & Sons has provided high-quality trucking equipment across western New York as a locally owned, family operated business with Jerry at the helm. In 2011, Jerry chose to run for office and was elected to the Cheektowaga town board where he served for over a decade, most recently as deputy supervisor. He demonstrated that fun and good humor could be paired with a serious focus on delivering for our community. His mentorship of fellow board members, leadership, and commitment to his neighbors made an enduring impact on our community. Above all else, Jerry was a devoted husband, father, and friend. He celebrated more than 50 years of marriage with his wife, Kathy, and leaves behind his sons, Jerry, Jr., and Jamie; and seven grandchildren, each of whom held a special place in his heart. His passing is a tremendous loss, but his legacy of service and kindness will live on. My deepest condolences to his family and the Cheektowaga community. Gerald Kaminski, Sr., rest in peace.
DEFENSE OF DEDICATED FEDERAL PUBLIC SERVANTS2025-02-25
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise today in defense of our dedicated Federal public servants in the face of the relentless attacks from President Trump and Elon Musk. Hardworking families in my district and people across the country are beginning to see this initiative for what it really is: a sham perpetrated by President Trump and run by an unelected billionaire, the richest person in the world, who has no idea how our government operates or what our public servants do for our communities. Trump and Musk's goal is to undermine people's faith in public services, gain access to sensitive government data, and ultimately give away trillions of dollars in tax cuts for the rich. We know their game, and we are not playing it. Last week, I met with union leaders who are representing our Federal workforce, including the American Federation of Government Employees, National Nurses United, the National Association of Letter Carriers, the American Postal Workers Union, and the Western New York Area Labor Federation. I am deeply grateful for their work to empower our Federal workforce: our air traffic controllers, veteran healthcare practitioners, Social Security benefit experts, and so many more who provide the services and assistance hardworking families in our communities deserve and need. Their ability to continue doing so is under immense threat. Union leaders on the front lines painted a picture in which our Federal workers are living in fear of wrongful firings, receiving intimidating emails that are causing mass confusion, and receiving unclear directives from an administration that has no interest in the rule of law. These are workers who have dedicated their lives to public service. They help our parents and grandparents receive the Social Security that they have earned and rely on. They deliver world-class care to our veterans who have sacrificed so much for our freedoms. They keep our borders secure, our air and water clean, our airports and skies safe, and so much more. They deserve our gratitude, not to be subjected to this demeaning and cruel treatment, especially as they continue to deliver for hardworking families amid all of it. Mr. Speaker, I have also spoken to constituents who have been impacted by these wrongful cuts. A young man named Jeff Plummer spoke to me hours before being wrongfully fired from the Internal Revenue Service. Jeff received exemplary reviews of his work within the IRS Small Business/Self-Employed Division, which helps small businesses to comply with tax requirements, helping our regional economy to thrive. Due to the simple fact that he had worked for the IRS for less than 1 year, he was terminated. He is among 6,000 IRS employees who have been wrongfully fired, all in the middle of tax season. Jeff and his fellow IRS employees are not alone. Our veterans are being directly harmed and discriminated against. They are experiencing real harm as the services they rely on are being decimated. Service-disabled veterans are among the 8,500 Federal employees in my district alone being attacked and dismissed for being DEI hires. I spoke with one disabled veteran who bled for our country and continued to serve as a Federal employee for nearly two decades. He received a title change in the last year, which automatically put him on probationary status. He was fired last week with absolutely no justification. These veterans feel demeaned and betrayed. It is unthinkable and shameful to treat our military heroes this way. It violates the sacred honor that we have to care for our veterans and provide the services and benefits that they have earned and that they deserve. I have spoken to constituents myself. I have heard the palpable fear and anxiety that our Federal workers are feeling, which makes it impossible to deliver the best quality care and services for taxpayers, from caring for veterans and seniors to protecting our environment. As egg prices are skyrocketing due to bird flu ravaging our farms, Trump and Musk have cut FDA and USDA employees, putting the health and well-being of our communities on the line. After we saw the first commercial airline crash in 16 years, there are FAA employees who are being fired. Their message each time: These employees weren't mission critical. Don't worry. You won't miss them. Tell that to the senior whose medicine is contaminated due to the lack of oversight, or to the airline passenger facing major delays because of a severe shortage of air traffic controllers. Meanwhile, unelected billionaire Elon Musk is celebrating on the world stage with a chain saw in his hand, bragging about the degrading treatment of our public servants, with no regard for the taxpayers who will suffer as a result because they cannot get the services that they rely on. Why wouldn't he celebrate? President Trump has illegally given him the keys to our Treasury, sensitive government data, and control of our Federal workforce. We won't let him take a chain saw to our Federal workforce without a fight. That is why we are speaking up and speaking out and holding those accountable. We ask our colleagues on the other side of the aisle to join in our fight.
THREE-YEAR ANNIVERSARY OF RUSSIA'S BRUTAL ATTACK ON UKRAINE2025-02-25
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I begin by thanking my friend and colleague, Representative Houlahan, for convening this Special Order. Mr. Speaker, I rise today to support our ally, Ukraine, and speak up against the grave threat the Trump administration's support for Russia poses to democracy at home and abroad. Yesterday marked 3 years since Russia's unprovoked and brutal invasion of Ukraine, a sovereign nation. We have since witnessed incredible bravery from the Ukrainian soldiers on the front lines to the families who have endured unimaginable loss yet continue to fight for their homeland. My community of Buffalo knows what it means to stand together in times of hardship. We are a city that welcomes, embraces, and lifts up those in need. I stood arm in arm with western New York's Ukrainian community in Niagara Square, designated Ukraine Freedom Square, just outside Buffalo City Hall days after Russia's invasion. What I said then is just as true today: The United States of America must always stand with Ukraine against Russian aggression. Buffalo is known as the City of Good Neighbors, and that spirit has been evident in the way our community has opened its doors to Ukrainian refugees, providing shelter, education, and hope for a better future. Members of this body, both Democrats and Republicans alike, understand that this is not just Ukraine's fight. This is a battle between democracy and tyranny, between freedom and oppression. That is why this body has come together on numerous occasions to pass legislation to help the people of Ukraine resist the Russian invasion and defend their homeland. We continue to do this because we know that if Russia succeeds, it sets a dangerous precedent for dictators around the world, and it threatens the security of our NATO allies. When the President of the United States chooses to spread the same false Russian propaganda as Vladimir Putin, absolving Russia for its responsibility of starting the war and defaming the democratically elected President of our ally, we should have the courage to stand up and call it what it is: a bald-faced lie. It is shameful when we, the shining city upon a hill, as President Reagan put it, oppose a United Nations resolution condemning Russia and supporting Ukraine. The rest of the world should look to us as a model of democracy. Instead, we are enabling a dictator. Just think about the company that we are keeping with this U.N. vote. The only other countries to oppose this resolution were Russia, North Korea, and Belarus, all dictatorships. Since when does the United States side with dictators? I suppose when we have a President who says he wants to be one. Turning our back on Ukraine goes against everything Americans have fought and died for since we declared our independence from a monarch in England. Supporting Russian aggression against Ukraine sends a dangerous message to our allies around the world: The United States is no longer a reliable friend. You are on your own. I have news for you. We are much better than this as a country. This isn't just about democracy. It is also about our national security and our credibility on the world stage. The world is a safer place and the American people are more secure when we stand united with our allies, uphold our commitments to global peace and stability, and lead with strength, diplomacy, and integrity.
ELON MUSK-DOGE THREATS TO GOVERNMENT2025-02-13
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, let me begin by thanking Congresswoman Marcy Kaptur for her leadership on this important issue. Mr. Speaker, the U.S. Government exists to protect the rights and well-being of all Americans. People in my district want a government that works and works to improve the lives of western New Yorkers and all Americans. People in my district and others across the country do not want an unelected billionaire dismantling our government for parts and raking in profits in the process. That is what is happening. President Trump has allowed Elon Musk to operate with unchecked authority, unilaterally and illegally gutting the agencies that protect everything we hold dear, all without necessary congressional approval. In my district alone, there are 8,500-plus Federal employees, including those at the Buffalo VA Medical Center, the Social Security Administration, the Niagara Falls Air Reserve Station, and many, many other agencies that help our communities each and every day. We can't protect the privacy of millions of Americans if Elon Musk has access to private taxpayer data, including that of Social Security recipients, Medicare beneficiaries, and taxpayers. We can't advance lifesaving, scientific, and cancer research breakthroughs if Elon Musk hollows out the National Institutes of Health. We cannot provide the benefits and services to our military heroes, who have earned and deserve it, if Elon Musk drives away Federal employees who serve our veterans. This is to say nothing of Elon Musk's dizzying list of conflicts of interest. This is an unelected billionaire who has made those billions in large part from taxpayer-funded government contracts. This President has handed him unprecedented power to wring out hardworking families for every penny that they have. We can't allow an individual who prioritizes profits above all and cozies up to adversaries like China and Russia to make decisions for the American people. We must continue to fight for the rights and well- being of hardworking families and put people over billionaire profit. Our constituents deserve nothing less.
HONORING THE LIFE OF GABRIELE MUCCIARELLI2025-02-12
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Madam Speaker, I rise today to honor the life of Gabriele Mucciarelli who we lost at the age of 90 earlier this month. Gabe was an exceptional man whose life was a testament to hard work, loyalty, and the power of the American Dream. In 1952, at the age of 17, Gabe left all that he had in Italy for Canada in search of a better life. There, he worked in a collision shop and realized his natural talent for auto repair. After marrying the love of his life, his late wife, Maria, in 1961, they moved to Buffalo where they built a beautiful family and continued to work hard. Three years later, his hard work paid off, and he opened up the first Gabe's Collision on East Delavan in Buffalo. Gabe's attention to detail and quality service made the business a success, and it quickly expanded to Genesee Street. He was well respected in the industry and known around town as an honest man with impeccable talent, who could make any car look as good as new. Just last year, Gabe's Collision, which has grown from one small shop in Buffalo to three locations across western New York, celebrated 60 years in business. Gabe lived his life no differently than he did his job. Treating those around him with fairness and integrity, he was always there to help and provide his loved ones with selfless, unwavering support. He is survived by his children, Johanna and Jeff; grandchildren, Cristina Ippolito and Jioia Mucciarelli; as well as many nieces, nephews, and devoted friends. Gabe's son, Jeff, has followed in his father's footsteps not only in business but in his commitment to honesty and integrity. For 40 years, Jeff was lucky enough to work alongside his father as they built Gabe's dream of a small collision shop into a large operation with that same commitment to quality and great work. Gabe loved his family, his work, his community, and our country deeply. As we mourn his loss, let us take comfort in knowing how loved he was and his incredible impact on countless lives, and may Gabriele Mucciarelli rest in peace. Honoring the Life of James Francis Doherty
Mr. KENNEDY of New York. Madam Speaker, I rise today to honor the life of James Francis Doherty, a remarkable public servant and family man whose perseverance and loyalty will continue to serve as an example for all of those who are willing and able to help make changes to this world. A graduate of Bishop Timon-St. Jude High School and Buffalo State University, Jimmy went into the world wanting to make a difference, and that he did. Upon graduation, he worked as a special education teacher at South Park High School until he ran for office. Jimmy was the youngest elected at-large councilman in the Buffalo Common Council. During his tenure, he was a fierce advocate for the people he represented, especially the most vulnerable in our community including women, people of color, and anyone who was disenfranchised. He always kept a picture of his two beloved daughters, Brigid and Leah, behind his desk. Whenever someone came in with a request, he would point to the photo and say: I do everything for those two. So make sure whatever you are asking of me, I can be proud to share with them. He would go on to be a mentor and a friend to many and remain active in city policymaking, inspiring generations of civic-minded Buffalonians. After retiring from politics, Jimmy led a selfless career in student transportation, holding executive roles at National School Bus, Laidlaw Education Service, and later First Student. Each fall, western New Yorkers could rely on Jimmy to help them usher in a safe return to school. As president of the Wanakah Country Club, Jimmy was an avid golfer and passionate sports fan. When he wasn't helping others, he could be found on the green with his favorite golf partner and best friend, his brother Jerry. Jimmy is survived by his beloved wife, Marleah; his devoted children, Brigid Doherty and Leah Roberts; his loving grandchildren, Haley and Sophia Jones and Anna and Harrison Roberts; as well as countless other nieces, nephews, family members, and friends. Jimmy's loyalty to his family and devotion to his city made him a model leader, one whom all Buffalonians and western New Yorkers can look up to with pride and admiration. He will certainly be missed. May Jimmy Doherty rest in peace.
ADDRESSING THE HACK OF U.S. TREASURY PAYMENT SYSTEMS2025-02-11
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise in strong support of the Taxpayer Data Protection Act. I thank Congresswoman Stevens and Congressman Casten for introducing this important legislation. The American people deserve a government that protects their most sensitive personal information instead of one that allows an unelected billionaire to rifle through it. The Treasury Secretary shirked his duty and granted Elon Musk and his so-called Department of Government Efficiency access to Treasury payment systems. This isn't efficiency. It is an outright betrayal of the public's trust. Under this guise of efficiency, however, this administration has handed over Social Security and Medicare beneficiaries' private data to a billionaire with no oversight and endless ways to profit. Make no mistake, this is not about improving government operations. It is about consolidating power in the hands of the few at the expense of hardworking families, at the expense of the 167,000 western New Yorkers in my district who rely on Social Security benefits and the 335,000 taxpayers in my district who file tax returns every year. Fortunately, attorneys general from New York and 18 other States sued, and a judge has blocked Elon Musk's access. The Taxpayer Data Protection Act would protect any unelected billionaire from having unlawful access to private and sensitive data. This bill would restore proper safeguards for the Treasury and ensure that no administration can hand over control of taxpayer data to an unelected, unvetted, and unqualified billionaire. Mr. Speaker, we will not stand by as our institutions are auctioned off for the rich to profit at the expense of hardworking families. I urge my colleagues on both sides of the aisle to join me in defending the well-being and security of the people we were all elected to represent.
HONORING THE LIFE OF WILLIAM GEARY, SR.2025-02-06
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Madam Speaker, I rise today to remember William Geary, Sr., a remarkable man whose life was a testament to service, dedication, and love for his family, our country, and our community. William Geary, Sr., grew up on Good Avenue in South Buffalo, the proud son of a large Irish Catholic family. He attended South Park High School before answering the call of duty, serving in the Marine Corps during the Vietnam war. A two-tour veteran, he returned from his first deployment to meet the love of his life, Cathleen, his future wife, on a blind date. Just 2 weeks later, they were married and began their journey together. After his decorated military service, Bill dedicated his life to hard work and our community. A proud union man and retired Teamster, he found a second career at the Buffalo and Erie County Naval & Military Park. There, he worked diligently to preserve the history of our Nation's servicemembers, laboring tirelessly on the ships he loved so much. Service was the cornerstone of Bill's life. Whether it was his devotion to his family, his dedication to veterans, or his willingness to lend a hand or an ear to anyone in need, he lived by the creed of putting others before himself. Bill faced health challenges later in life due to complications from Agent Orange and COPD. He received care at the Buffalo VA Medical Center, where he considered his doctors, nurses, and aides heroes. His enduring wish was to improve the VA system for others, a mission his family carries forward in his honor. Bill was a devoted husband to Cathleen, a loving father to Kellie, Kathryn, and William Jr., and a proud grandfather to seven. William Jr. has proudly carried on his father's legacy of public service as a senior master sergeant in the United States Air Force Reserve and is the Erie County commissioner of public works. Today, as we remember William Geary, Sr., we reflect on a life well lived, a life of service, sacrifice, and unconditional love. May his legacy inspire us to uphold the values he embodied and to continue striving for a better future for our families and communities. May he rest in peace. Honoring the Life of William Dunford, Jr.
Mr. KENNEDY of New York. Madam Speaker, I rise today to honor the life of William Dunford, Jr., a dedicated public servant, educator, husband, and father. Bill's life was defined by his unwavering commitment to his family and our entire community. Over his 17-year career as a University of Buffalo police officer, he demonstrated a steadfast dedication to protecting and serving. As the chair of the criminal justice program at Erie Community College, he taught and mentored countless young officers, instilling in them the importance of compassion, integrity, and professionalism. He believed in learning through experience. Bill brought students on Sleep Outs to hear from people living on the streets about their experiences and challenges, teaching them about the human side of law enforcement. Bill wanted his students to see, feel, and understand the world of the vulnerable, ensuring they would serve with empathy and awareness. Aside from teaching our young people, Bill also taught seniors at the Polish Community Center how to protect themselves from fraud and other harm. Outside of the classroom, Bill was an accomplished athlete and a star pitcher at Bishop Timon-St. Jude High School. He earned respect and accolades on every field and court he played on. Later in life, he shared his love of sports by coaching young athletes, earning the 2000 Coach of the Year award for his dedication. He would go on to be recognized in the Western New York Baseball Hall of Fame. A devoted husband to Denise, father to his three sons, Brendan, Matthew, and Ryan, and his daughter, Lauren, and grandfather of 14, Bill cherished his time with family and brought joy and humor to all those around him. Bill's legacy goes beyond the classrooms where he taught or where he coached. He inspired his three sons to pursue careers in law enforcement, continuing his mission of service. His daughter is following in her own career of service to the public as a family doctor. Bill Dunford, Jr., was a pillar of our community and a dear friend. He will be deeply missed. May his example continue to inspire all of us to serve with love, dedication, and compassion. May Bill Dunford, Jr., rest in peace.
SUPPORTING FEDERAL WORKERS2025-02-05
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I first thank Congressman Ivey for putting this together here today and for his leadership. I rise today to stand in unwavering solidarity with the hardworking men and women of our Federal workforce. As a member of the Labor Caucus, I am proud to support the public servants who dedicate their lives to keeping our country running, including the 8,500 Federal employees who call my district home. These workers are not faceless bureaucrats. They are the backbone of our communities. They are our neighbors, and they are our friends. They process veterans' benefits, ensure Social Security checks go out on time, make Medicare payments to our seniors' physicians, ensure our air and water are clean, keep our Nation safe, and much, much more. Yet, right now, they are under attack from a President who has outsourced his own power to a billionaire hell-bent on dismantling our government to serve his own greed. The administration and so-called Department of Government Efficiency are purging career professionals, politicizing civil service, and handing over even more power to the ultrawealthy. I have been hearing from constituents all week, and this is not what people in my community and across America want. They do not want an unelected billionaire who, I might add, has made billions off taxpayer-funded contracts to actively weaken our government. They do not want an unelected billionaire to create a system where the rules don't apply to him and democracy takes a back seat to his own profits. They do not want an unelected billionaire to attack our Federal workers whose love for our country keeps our communities safe and our society functioning. We will not stand by while they buck the rule of law to dismantle the very institutions that protect hardworking families, seniors, veterans, and our democracy. Make no mistake, Mr. Speaker. This is an attack on Federal workers that will allow those at the highest levels of our government and their billionaire buddies to exploit the concerns of our constituents, take power away from the people, and enrich themselves at the expense of hardworking families in America. America's civil service is a pillar of our society, and we will defend it. I say to the Federal workforce: Thank you for your service. We have your back. We will fight for your jobs, your dignity, and the services that millions of Americans rely on.
HONORING DR. NELLIE B. KING2025-01-23
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise today to honor the extraordinary life of Dr. Nellie B. King, a trailblazer, educator, mentor, and a dear friend whose impact on western New York will resonate for generations to come. Dr. King exemplified what it means to dedicate one's life of service, excellence, and empowerment, particularly to the youth of western New York, but to all her fellow human beings. Born and raised in Foxworth, Mississippi, Dr. King's journey from humble beginnings to becoming an educational pioneer is a testament to her resilience and determination. She earned her B.A. in social studies from Alcorn Agricultural and Mechanical College, a historically Black college, followed by advanced degrees in education from Canisius College and Buffalo State College. With over 35 years in education, Dr. King made history as the first Black superintendent of the Lackawanna City School District where she served for 9 transformative years. Her innovative programs, including the Kids in Spotlight Program, Lackawanna Center for Family Achievement, and the District Model Aids Program set a high standard for educational excellence and student support. Under her leadership, the district embraced groundbreaking initiatives like reduced class size for early elementary school, extended-day programs, and the GEAR UP Program, ensuring opportunities for all students to succeed. Dr. King's dedication to education was seen on a national scale. She contributed research to the President's Committee on the Arts and Humanities, culminating in their report, ``Gaining the Arts Advantage,'' which emphasized the critical role of arts in education. Also, her service extended far beyond the classroom. Dr. King was a member of the Calvary Christian Methodist Episcopal Church where her faith guided her work and inspired those around her. She was an active participant in organizations, such as the Alpha Kappa Alpha Sorority, Incorporated, the Women's Missionary Council of the CME Church, and the World Federation of Methodist and Uniting Church Women, just to name a few. Most recently, Dr. King served as the president and founder of Unlimited Possibilities Overcoming Poverty Ministry, which provides guidance, leadership, and financial support to women from disadvantaged backgrounds who are enrolled in college or trade school. Dr. King's contributions did not go unnoticed. Her numerous accolades include the National Association of Counties Achievement Award, the Buffalo Ambassador Award, and the Martin Luther King, Jr. Award for Education. As a State Senator, I had the privilege of honoring Dr. Nellie B. King as a 2019 Woman of Distinction in the New York State Senate, a recognition that celebrated her lifelong dedication to education and bettering our community. Dr. King's influence extended to countless students, colleagues, and leaders in our community. She was not only an educator, but also a role model, a mentor, and a friend, someone whose wisdom and compassion were a beacon of hope and inspiration. Nellie was a loving mother to Bennie Omar King, and an adoring grandmother to Angeliya Bernice King, both of whom proudly carry on her legacy. As we remember Dr. King, let us honor her by continuing her work, advocating for education, investing in our children, fostering innovation, and uplifting those who need it the most. Her life reminds us that one person's dedication can transform not just individuals, but entire communities. Dr. Nellie B. King's legacy will live on in the lives she touched and the progress she championed, and it will endure as a source of inspiration for us all. I thank Dr. King for her boundless contributions, her unwavering faith, and her extraordinary vision. We will miss her deeply. We love her, and we will carry on her lessons and her legacy for generations to come. May Dr. Nellie B. King rest in peace and power.
BORN-ALIVE ABORTION SURVIVORS PROTECTION ACT2025-01-23
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Madam Speaker, I rise today to oppose H.R. 21, an assault on women's healthcare and fundamental rights. On October 19, 2007, my wife Katie gave birth to our beautiful baby girl, Brigid Nicole Kennedy. My wife and I had lost some pregnancies. We were so excited when we got the news she was expecting. It was a girl, and we named her Brigid. She was kicking and doing all the things a parent would expect during a pregnancy. Six weeks before my wife gave birth, we went for an ultrasound and received the worst news imaginable. Brigid was diagnosed with hydrops fetalis, compressing her lungs with fluid, putting her and my wife's life in danger. We were devastated. The only answer was to terminate the pregnancy in order to save the life of my wife whose health was becoming more and more threatened. It was a choice we did not want to make. It was a choice we had to make. We wanted our baby more than anything. We saw doctors, specialists, and neonatologists. We traveled where we were promised we would receive the best care. If there was something we could do to bring her safely into this world, we did it. We embraced each other as a family and prayed. Then, with the guidance of our doctors, knowing that we were losing our child, knowing that she would be born and we would have only a very short period of time with her, we chose palliative care to keep our daughter comfortable and to love her during her time on Earth. Baby Brigid, who was already loved, would not live the beautiful life we had dreamed for her. We had to schedule what we knew would be a devastating delivery for the sake of my wife's health. We held her, baptized her, and sent her on to the Lord. She was with us for only 4 minutes. We watched our baby girl become our baby angel, and our lives were transformed forever. As we faced one of our darkest days as a family, the last thing we needed was legislation that served to stand between the health of my wife, unborn child, and the future of our family. If this bill had been law, doctors would have been required to whisk Brigid away from us, inhumanely poke and prod our baby girl with tubes, needles, and IVs, causing her needless pain, suffering, and torture. My wife and I would have been robbed of those precious minutes with our baby Brigid. It would have eviscerated the one moment my wife and I cling to as baby Brigid's parents. It would have only added to our pain, hurt, and helplessness--that is, if they would have performed the procedure at all, for fear of breaking the law and going to jail or losing their license in order to save my wife. I thank my wife, Katie, for allowing me to share our story, and I share it because it is not ours alone. Countless women and families with dreams for their children and their future face difficult decisions and unthinkable circumstances every day. Our government has no business intruding on a family's deeply personal medical decisions, yet the Supreme Court's Dobbs decision has opened the floodgate for States to rob women and families of the ability to make healthcare choices with their doctors, including the very difficult choice to access safe, legal, and oftentimes medically necessary abortions.
Mr. KENNEDY of New York. Madam Speaker, they are now using this bill, built on a despicable lie rooted in neither medicine nor science, to restrict access to abortion nationwide. It would levy criminal charges against healthcare practitioners and providers, jeopardizing their ability to deliver proper medical care to women. It impacts people all over this country. Madam Speaker, today, I will vote ``no'' on H.R. 21, and I urge my colleagues to do the same. Vote ``no'' to criminalizing healthcare and ``no'' to imposing more hurt on families facing very difficult days. The morning after we said good-bye to Brigid, I woke up in the hospital and a rainbow appeared. It was a sign from above that our baby girl, Brigid Nicole, was home in Heaven.
HONORING ROSE MARIE SICKLER2025-01-22
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise today to honor the extraordinary life of Rose Marie Sickler of Clarence Center, New York, who passed away on December 3, 2024. Born on July 19, 1948, to Joseph and Lillian LaBuda, Rose grew up in the town of Tonawanda, attended Cardinal O'Hara High School, Medaille College and earned her master's in elementary education from Buffalo State College. For 30 years, Rose served as a beloved kindergarten teacher in the Depew Central School District. She dedicated her career to shaping the lives of hundreds of students with her joyful heart, innovative programs like the annual Penguin Hop, and her deep commitment to nurturing young minds. A devoted wife to Charles for over 50 years, a loving mother to Dr. James Sickler and Dr. Thomas Sickler, and a steadfast supporter of numerous charitable causes, Rose's kindness and selflessness knew no bounds. Rose faced her final battle with cancer with grace and courage, leaving behind a legacy of love, compassion, and inspiration for all who knew her. May she rest in peace, and may her family find comfort in the memories of her life.

CELEBRATING THE 98TH BIRTHDAY OF WWII VETERAN DR. JOHN B. LONG2025-01-20
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Mr. Speaker, I rise today to recognize and celebrate Dr. John B. Long, a distinguished World War II veteran, who has been a pillar of the Buffalo, New York community for decades. Dr. Long's life is a testament to courage, commitment, and service that spans both military and civilian spheres, and it is with great honor that we celebrate his story today. Born on January 18, 1927, Dr. Long's path of service in the military began in June 1945, just after completing high school, when he was drafted into the United States Army. After undergoing basic training at Camp Wheeler in Macon, Georgia, Dr. Long prepared for the anticipated invasion of Japan. However, with Japan's surrender, his infantry division was redirected to Germany as part of the Army of Occupation, a critical mission during the post-war era. After fulfilling his military duties with honor, Dr. Long returned home and pursued higher education, ultimately earning his Doctor of Chiropractic Medicine degree, which allowed him to establish a successful chiropractic practice in Buffalo. For decades, Dr. Long dedicated himself to the well-being of his patients, offering care with compassion, integrity, and professionalism. Dr. Long holds life memberships in several veterans' organizations and has earned numerous accolades throughout his life. Among his many honors, he was inducted into the New York State Senate Veterans' Hall of Fame in 2017, a testament to his exceptional service. Additionally, his contributions were recognized at the Buffalo and Erie County Naval and Military Park, further reflecting his enduring legacy of patriotism, dedication, and commitment to his community and fellow veterans. The ``Staff Sergeant John B. Long Tactical Operations Center'' is located on the second floor of the Buffalo and Erie County Naval and Military Park Museum. Today, we celebrate Dr. John B. Long's 98th birthday. Dr. Long's life is a testament to resilience, unwavering devotion, and exceptional service to both his country and his community. His lifelong dedication has set a remarkable standard for all of us, and his legacy will continue to inspire future generations. Please join me in thanking Dr. Long for his long and meritorious service to our Nation and community and wishing him a very happy birthday with many more to come.

CONGRATULATING SYDNEY STERLACE WHO FINISHED THIRD ON "THE VOICE"2025-01-14
Mr. KENNEDY of New York
Mr. KENNEDY of New York. Madam Speaker, I rise today to celebrate the incredible journey of Sydney Sterlace, who finished third on season 26 of ``The Voice.'' Sydney, a young singer from West Seneca, New York, in my district, has inspired not just our community but viewers across the country. Her extraordinary talent was undeniable from an early age. With the support of her loving family, especially her mother, she began her singing journey at the age of 7, participating in local talent shows. By the time she was 10, she won first place in the Erie County Fair talent competition. Since then, Sydney has performed the national anthem at a Buffalo Bills football game, countless times for the Buffalo Bisons baseball team, and this year at a Buffalo Sabres hockey game. She is also a regular performer at the annual Music is Art festival, organized by Robby Takac, one of the founding members of the Goo Goo Dolls, who is also from my district. At just 16 years old, Sydney accomplished what so many dream of: a four-chair turn at her blind audition for ``The Voice,'' and a run all the way to the finale of one of the biggest singing competitions in the world. Over the course of this season, Sydney showed her incredible range and artistry, and her duet with Gwen Stefani, who also served as her coach while on the show, was the perfect way to cap off a season of unforgettable moments. Throughout it all, Sydney had the endless support of her family, friends, and our entire community. From accompanying Sydney on her journey to California for the competition to welcoming her home at the Buffalo Niagara International Airport upon her return, her friends were always by her side to cheer her on, especially Kate, Lily, Izzy, Alannah, Holly, and Erin. Sydney's success extends beyond ``The Voice.'' Last year, she won a challenge promoted by Broadway Evolved, which led to a weeklong Broadway workshop with Tony-nominated actress Betsy Wolfe, but what stands out most is Sydney's humility and heart. Sydney has made our entire community so proud with her talent, her hard work, and her poise throughout the entire competition. She has carried herself with grace and determination, inspiring the next generation of talented artists. While this chapter of ``The Voice'' may have ended, I have no doubt the next chapter of a long and successful career is ahead of Sydney. Madam Speaker, on behalf of all western New York, I thank and congratulate Sydney for sharing her voice. Remembering Cornelius J. Keane
Mr. KENNEDY of New York. Madam Speaker, I rise in remembrance of Cornelius J. Keane, whose life was defined by service, family, and enduring dedication to our community. As someone who was blessed to call him a friend, I can tell you Neil's love for his family was matched only by his unwavering dedication to serving our community, a calling he fulfilled with distinction throughout his remarkable career. A Buffalo native, Neil's career with the Buffalo Fire Department spanned nearly four decades, where he rose to the position of commissioner, embodying courage and leadership every step of the way. As commissioner, he led with compassion and integrity, always putting the needs of others first, and setting a standard of excellence for those who followed in his footsteps. Throughout his decades of service to the Buffalo Fire Department, Neil dedicated himself to protecting the safety and well-being of the community he loved, the City of Good Neighbors. Neil's work extended far beyond the firehouse. His commitment to Buffalo was evident in his efforts to make the city a safer, stronger, and better place for all its residents. He was a proud member of the Buffalo Professional Firefighters Association Local 282, the Ancient Order of Hibernians, and the East Coast Retired Firefighters Association. He was a devoted fan of the Buffalo Bills, the Buffalo Sabres, and the New York Yankees. Neil's life was an inspiration to all who had the privilege of knowing him, and his legacy will live on through the many lives that he touched. Neil was a loving husband to his wife of 54 years, Ellen; a devoted father to Sheila, Bob, and Terry; and a cherished papa to his beloved grandchildren. He was one of 16 children and had a deep commitment to the values instilled in him as a member of the Keane family. That sense of duty guided his extraordinary legacy of work and public service. May we all take inspiration from Neil's devotion to his family, his steadfast service to our community, and his unwavering commitment to making the world a better place. May he rest in peace.
