LOW POWER PROTECTION ACT2022-12-22
Mr. LATTA
Mr. LATTA. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in support of S. 3405, the Low Power Protection Act. The Low Power Protection Act protects the smallest low power television stations from being displaced by full power stations and fills important gaps in broadcast services in rural communities. Low power television stations, LPTV, typically provide local or specialized programming in their communities and are often the only television service available in rural areas. However, LPTV is currently considered a secondary broadcast service by the Federal Communications Commission, the FCC. This means LPTV licensees are not granted protections from harmful interference or displacement and must accept interference or displacement from full power television stations. This bill will require the FCC to open a time-limited Class A window through which qualifying low power television stations could apply. The Class A status gives low power stations the same rights to their spectrum that full power stations have. Additionally, the Class A license provides station owners the certainty that other channels cannot interfere with their signals going forward. This allows local broadcasters to continue to invest in their communities and incentivizes further investment in their stations and communities. I thank the gentleman from New Jersey, the chairman of the full Committee on Energy and Commerce, for bringing this legislation forward. I also thank Senators Blunt and Wyden for their bipartisan support of this legislation. Mr. Speaker, I urge my colleagues' full support of this bill, and I yield back the balance of my time.
MARTHA WRIGHT-REED JUST AND REASONABLE COMMUNICATIONS ACT OF 20222022-12-22
Mr. LATTA
Mr. LATTA. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise today in support of S. 1541, the Martha Wright- Reed Just and Reasonable Communications Act of 2022. Martha Wright-Reed was an advocate for the District of Columbia who fought tirelessly for incarcerated people to have a voice. Ms. Reed dedicated her life to ensuring that people who were incarcerated could afford to communicate with their loved ones from a confinement facility. The legislation before us today will honor Ms. Reed's legacy. S. 1541 would require the Federal Communications Commission to ensure that charges for pay phone services, including advanced communications services in correctional institutions, are just and reasonable. Given the unique market they serve, providers of inmate calling services are also identifying ways to lower costs, such as through offering a subscription model. In some States, a pilot program to offer a flat rate for unlimited time on the phone has resulted in inmates calling family more often at a lower cost than on a per-minute basis. I urge the FCC to evaluate the results of these efforts to lower costs and facilitate competition in the inmate calling marketplace before imposing heavy-handed regulations. Our colleague, Representative Bobby Rush, has championed this legislation for many years. I applaud him for his leadership, and I am glad we will be sending this to the President's desk to cap his distinguished career in Congress. Mr. Speaker, I urge my colleagues to support this legislation, and I yield back the balance of my time.
SPECIAL RECOGNITION OF THE 75TH ANNIVERSARY OF 4-H CAMP PALMER2022-10-04
Mr. LATTA
Mr. LATTA. Madam Speaker, I rise today to recognize and celebrate the 75th anniversary of 4-H Camp Palmer. Camp Palmer has a remarkable history within Northwest Ohio. Over the last 75 years, Camp Palmer has been committed to its mission of engaging with youth and adults to build life skills in a community living environment. Camp Palmer has been an extension of Ohio 4-H and has provided an opportunity for tens of thousands of Ohio's youth to develop the skills to help them succeed. Located in Fayette, Ohio, 4-H Camp Palmer was founded in 1946, by 4-H leadership in seven Northwest Ohio counties, Defiance, Fulton, Henry, Lucas, Paulding, Van Wert, and Williams. Each 4-H program shared in the purchase of the land and development of the camp. On July 20, 1947, the camp was officially dedicated and named after W.H. Palmer, the state 4- H leader from 1916 to 1951. The first building was the dining hall which was built out of split-logs due to the lumber shortage after World War II. The next three decades saw significant expansion for Camp Palmer. In the 1950s, new buildings, cabins, and a swimming pool were added to improve the time campers spent while attending camp. Allen, Putnam, and Auglaize counties joined the corporation and began sending their 4-H members to camp there. The camp added more land in the 1960s, totaling 149 acres. Toilets and warm showers were installed for the campers who originally had to use a bucket and wash basin. In 1973, Wood County became the eleventh member and final member to join the corporation. In the 1990s, Camp Palmer received accreditation by the American Camp Association and began to develop a close relationship with The Ohio State University. The board hired an extension agent/executive director to manage the overall responsibilities and maintenance of the camp. Camp Palmer has continued to grow, adding new buildings, cabins, and activity areas to better serve campers. Although the COVID-19 pandemic kept campers away in 2020, Camp Palmer campers were still able to stay connected through their innovated camp-in-a-box and Facebook Live videos. Loyal and public support allowed campers to flood back to Camp Palmer in 2021, while still maintaining health safety. Madam Speaker, I ask my colleagues to join me in paying special tribute to 4-H Camp Palmer and its staff, past and present, on this remarkable occasion. By celebrating the 75th anniversary, Ohio residents recognize the contribution of Camp Palmer to our region and the Northwest Ohio 4-H community. Congratulations to Camp Palmer on this significant milestone.
SPECIAL RECOGNITION OF THE UNIVERSITY OF TOLEDO'S 150TH ANNIVERSARY2022-10-04
Mr. LATTA
Mr. LATTA. Madam Speaker, I rise today to recognize and celebrate the 150th anniversary of the University of Toledo (UT). The University of Toledo has a remarkable history within the City of Toledo and the surrounding region. Over the last one hundred and fifty years, UT has been committed to its mission of providing a world-class education to their students and preparing them to become part of a diverse community of leaders in the world. The University of Toledo was made possible in 1872, when Jesup Wakeman Scott donated 160 acres of land as an endowment for a university to train Toledo's young people. Scott was a newspaper editor in Toledo who felt that the center of world commerce was moving west. He believed that the focus of that move would center on Toledo by 1900. On October 12, 1872, the Toledo University of Arts and Trades was incorporated. The original 160 acres donated by Scott became known as the Scott Park Campus. Since UT's inception, the University has grown into an exceptional university providing a multitude of degree and major options as well as research opportunities in wide range of studies. UT offers its 12,000 undergraduate students and 3,000 graduate students academic options in over 250 degree programs ranging from law and business to engineering and natural sciences. To provide a cutting-edge education for nursing and medical students, the University merged with the Medical University of Ohio in 2006. This merger made the University of Toledo one of the few universities nationwide to offer degrees in medicine, law, engineering, business, nursing, pharmacy, and education. Madam Speaker, I ask my colleagues to join me in paying special tribute to the University of Toledo on this remarkable occasion. By celebrating the 150th anniversary, community members, staff, students, and alumni recognize the contribution of the University to higher education and the development of their students. Congratulations to the University of Toledo on this significant milestone.
SPECIAL RECOGNITION OF THE MARSH FOUNDATION'S 100TH ANNIVERSARY2022-09-09
Mr. LATTA
Mr. LATTA. Madam Speaker, I rise today to recognize and celebrate the 100th anniversary of the Marsh Foundation. The Marsh Foundation has a remarkable history within Van Wert and the surrounding community. Over the last 100 years, the Foundation has been committed to its mission of inspiring hope, teaching others, and caring for children and families. The Marsh Foundation was made possible by the family of George and Hilinda Marsh. George, Hilinda, and their daughter Katie donated their substantial estate for the purpose of helping children and families in need. The concept for the Foundation originated when George and Hilinda were traveling through Van Wert on their way home from Fort Wayne, Indiana when they noticed two small boys huddled together in a dark doorway. Their mother was working that evening, so the boys had to wait during the winter night for her to finish. The sight of the cold, young boys drove the compassionate Marshs to use their resources to help those in need. Through his will, George Marsh created a foundation to benefit youth in the area. His will provided $5,000,000 for the establishment of the Foundation. During the last 100 years, the Marsh Foundation has provided many services including: on-campus group homes for boys ages ten to seventeen, a specialized residential program for male juvenile sex offenders, a strong network of foster homes, clinical services, an on-campus school for youth in care, and a full-time activities program for youth. Madam Speaker, I ask my colleagues to join me in paying special tribute to the Marsh Foundation and its staff, past and present, on this remarkable occasion. By celebrating the one hundredth anniversary, community members and Ohio residents recognize the contribution of the Foundation to our region and community. Congratulations to the Marsh Foundation on this significant milestone.
SPECIAL RECOGNITION OF THE 75TH ANNIVERSARY OF THE ANDERSONS, INC.2022-09-09
Mr. LATTA
Mr. LATTA. Madam Speaker, I rise today to recognize and celebrate the 75th anniversary of The Andersons, Inc. The Andersons has a remarkable history within the City of Maumee and the surrounding region. Over the last 75 years, The Andersons has been committed to its mission of providing extraordinary service to both customers and local communities. Located in Maumee, Ohio, The Andersons was founded in 1947 by Harold and Margaret Anderson under the name of Andersons Truck Terminal. Their first facility was built to speed up deliveries and cut down the lines of grain trucks. The 9 truck bays provided efficient service and a rapid turnaround for local farmers. The company established a rail-to- ship loading area on the Maumee River which gave The Andersons access to Lake Erie to ship their grain. During their first two decades, The Andersons started a retail store, added additional grain storage, ear corn and cob milling facilities, and began fertilizer blending. With the opening of the St. Lawrence Seaway in 1959, The Andersons were able to ship products out of the Great Lakes. To accommodate this expansion, the company opened the first deep-water grain loading facility on the U.S. side of the Great Lakes. The company continued to open new elevators, including the first elevator in the U.S. that could load 100 car unit trains. In the 1970s, as grain receipts tripled, and the company's river elevator was expanded. The 1980s and 90s brought significant expansion for The Andersons. The company opened additional retail stores in Toledo and Columbus that served the community with a variety of products including produce, baked goods, farm tools, and feed for livestock. They opened liquid fertilizer facilities along the Maumee River, and elevators were opened in Indiana and Michigan. The company entered the rail leasing business and acquired a number of grain and liquid storage facilities across Indiana. On February 20, 1996, The Andersons was incorporated and was listed on the NASDAQ. Over the past two decades, the company entered the ethanol business and initially oversaw the operations of three ethanol plants. It expanded its operations under The Andersons Denison Ethanol, LLC and acquired an ethanol plant in Denison, Iowa. The company has continued to pivot towards more sustainable and organic products. In 2021, The Andersons purchased Capstone Commodities which has allowed the company to serve the feed market industries in New Mexico and Texas. The key element of The Andersons business philosophy is to build strong communities. The company has dedicated time, talent, and financial resources to support their employees and the communities they are part of. Through their charitable contributions, The Andersons has been able to support communities across the country. Madam Speaker, I ask my colleagues to join me in paying special tribute to The Andersons, Inc. and its staff, past and present, on this remarkable occasion. By celebrating the 75th anniversary, Ohio residents recognize the contribution of The Andersons to our region and community. Congratulations to The Andersons on this significant milestone.
BUILD BACK BETTER ACT2022-08-12
Mr. LATTA
Mr. LATTA. Madam Speaker, I rise in opposition to H.R. 5367, a bill the Democrats claim will reduce inflation when, in reality, it will do the exact opposite. American families are struggling to keep the lights on at home. Far too many people in this country are worrying about the costs associated with putting food on their table and gas in their tanks. And yet, the majority has decided now is the time to double down on their tax-and- spend policies with American taxpayers footing the bill. It is also concerning that this bill promotes anti-American energy policies. It will put aside $250 billion at the Department of Energy to subsidize the rush to green energy. This is picking winners and losers in the energy market and will scare away investments in baseload power sources. American small businesses need access to more reliable energy, not less. If the grid becomes too reliant on intermittent green energy sources, we will begin to see manufacturers shutter their operations. Although it is hard to see how this bill could be salvaged, I did offer an amendment to try to prevent this outcome. My amendment would have required the Secretary of Energy to certify that the bill would not negatively impact electric grid reliability before funding could be used. Considering the devastating consequences that would result for American families and businesses, it makes perfect sense that the government should do its due diligence in examining all possible outcomes. Unfortunately, the majority chose not to consider my amendment on the House floor today. Madam Speaker, I urge my colleagues to vote ``no'' on this legislation because it will increase taxes on American families, institute price controls that will block innovation and medical cures, promote irresponsible spending on Green New Deal carve-outs and provide significant risks to the electric grid.
IN SPECIAL RECOGNITION OF THE LIFE OF THOMAS M. BROWN2022-08-09
Mr. LATTA
Mr. LATTA. Madam Speaker, I along with Congresswoman Marcy Kaptur rise today to recognize and remember the life of a dedicated educator and public servant. Thomas M. Brown, former mayor of Port Clinton, Ohio, who passed away at his residence surrounded by his loved ones on July 10, 2022. At the age of eighty-two, Tom lived a long, fulfilling life as a career educator and committed community leader. Tom was born on June 25, 1940 in Pomeroy, Ohio to Virgil and Nellie Brown. After graduating in 1958 from Pomeroy High School, he attended the University of Rio Grande, studying education. While attending Rio Grande, Tom met his wife, Helen Hurst, and they were married on June 16, 1962. Tom and Helen were married for sixty years and had a daughter and son: Kimberly Brown and Colonel Michael Brown. Tom began his educational career at Plain Local Schools in Canton, Ohio as an elementary school teacher and transferred to Port Clinton City Schools in 1966. During his twenty-five-year career in education, Tom served as a teacher, administrator, and coach. He would go on to earn a Master of Education from the University of Toledo and a Doctorate in Public Service from his alma mater, the University of Rio Grande. In 1992, Tom retired from Port Clinton City Schools and began a new career in public service. He was a senior district representative for Congressman Paul Gillmor, and during that same time, also served as the President of the Port Clinton City Council. Tom left Congressman Gillmor's office after being elected Mayor of Port Clinton in 1995, a position he would hold for twelve years. Tom always believed in service before self. During his life, he served as a Member of the Mayors Association of Ohio, Trustee to the Ottawa County Community Improvement Corporation, Chairman of the Economic Restructuring Committee of the Port Clinton Chamber of Commerce, and on the advisory boards for The Ohio State University, Bowling Green State University, and University of Toledo. In his community, Tom served as president for the Port Clinton Lions Club, Rotary Club, Education Association, and Friends of Camp Perry. He also served his community through involvement in a number of local nonprofits. He was an active member of the Elks Club; Ancient Accepted Scottish Rite, 32 Degree; Oliver Hazard Perry Masonic Lodge 341; Shriner Zenobia; and Dads Club of Veterans of Foreign Wars Post 2480. Madam Speaker, we ask our colleagues to join us in paying special tribute to the life of Thomas Brown. On behalf of the people of Northwest Ohio, we recognize the devotion and compassion that Tom had for his family, students, and community.
HONORING DREW GRIFFIN'S SERVICE TO OHIO'S FIFTH CONGRESSIONAL DISTRICT2022-07-29
Mr. LATTA
Mr. LATTA. Madam Speaker, I rise today to recognize a dedicated member of my staff, Drew Griffin, who will be leaving our office at the beginning of September. Hailing originally from the Pacific Northwest, Drew has dedicated his career to public service, including time spent working on behalf of the people of Washington and Minnesota. We have been blessed to have Drew working on behalf of the Buckeye state for the past six years, three of which as my Chief of Staff, and we know it will be hard to replace him. A dedicated sports fan, Drew could always be counted on to discuss the latest news impacting his Seattle Sounders or Washington Nationals. He instilled in everyone he interacted with a sense of comradery and purpose, showcasing the positive impact that individuals can have on their community if they worked together. Drew is also a loving father to daughter, Eve, and son, Jack, and a dedicated husband to Ann. As he enters this next chapter in his life, I know that he will have the love and support of his family and friends to help him along the way. I am eternally grateful for Drew for all he has done for me, and I wish him and his family the best.
REESE'S LAW2022-07-26
Mr. LATTA
Mr. LATTA. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, Reese's Law will require the Consumer Product Safety Commission to establish safety standards to protect children from ingesting button cell batteries. It also includes an education component for consumers to ensure they are keeping new and used batteries out of the reach of children. I thank Representatives Arrington and Kelly for spearheading this effort, and to Trista Hamsmith for her tireless efforts. We are all inspired by Trista, who has been willing to share her daughter's tragic story and channel it into an action that will help save lives. Mr. Speaker, I urge all my colleagues to support this legislation, and I reserve the balance of my time.
Mr. LATTA. Mr. Speaker, I yield 3 minutes to the gentleman from Texas (Mr. Arrington) who has worked on this piece of legislation.
Mr. LATTA. Mr. Speaker, I thank all the Members that worked on this very important piece of legislation because this is a piece of legislation that is going to help save countless children's lives. I also thank Trista for her unending work to make sure this legislation gets across the finish line. So, Mr. Speaker, I ask the passage of this legislation, and I yield back the balance of my time.
SAFE CONNECTIONS ACT OF 20222022-07-26
Mr. LATTA
Mr. LATTA. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I rise today in support of H.R. 7132, the Safe Connections Act, which was introduced by Representatives Kuster, Walberg, and Eshoo. The Safe Connections Act will help streamline the process for survivors of domestic violence, human trafficking, and related crimes, as well as their dependents, to leave a shared mobile phone contract with their abuser. Survivors of domestic abuse routinely experience digital abuse, stalking, and coercion through the use of a shared cell phone plan. This can lead to instability for survivors and make it even more difficult to escape an abusive relationship. Abusers that share a mobile plan with a survivor of domestic abuse often monitor the location of their victim as well as their call and text history, which could provide an abuser insight into a victim's support network, family, friends, and coworkers. As survivors begin the process of rebuilding their lives following domestic violence, it can be difficult to leave a shared mobile phone contract with their abuser. No Federal law requires mobile service providers to allow victims to leave their family plans very easily. While some States require victims to get a court order to leave a family plan, other States allow victims to leave family plans without a court order but instead compel victims to supply phone companies with evidence of their abuse. The Safe Connections Act would require a mobile service provider to complete a line separation request within 2 business days, provide clarity to survivors on how to submit the request, and permit survivors to receive confirmation that the request is complete by remote means. The legislation would also limit mobile service providers from making the line separation request contingent on paying an early termination fee, maintaining a contract with the provider, or requiring approval of separation by the primary account holder. The Safe Connections Act is a step forward in helping domestic violence survivors and their dependents leave abusive situations. Madam Speaker, it is very important that the House acts favorably on this piece of legislation because when you are thinking about what survivors of domestic violence, human trafficking, and related crimes go through--and also their dependents--it is absolutely essential that this piece of legislation be favorably acted on by the House. We want to make sure that an individual can leave these plans but also still be able to remain connected with their friends and family and other individuals out there. Madam Speaker, I ask that the House support this legislation, and I yield back the balance of my time.
SPECTRUM INNOVATION ACT OF 20222022-07-26
Mr. LATTA
Mr. LATTA. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I rise today in strong support of H.R. 7624, the Spectrum Innovation Act, which I am pleased to lead with my good friend, the gentleman from Pennsylvania (Mr. Michael F. Doyle), the subcommittee chair. I thank Mr. Doyle for working with me and my colleagues over the last several months to make improvements to the Spectrum Innovation Act and earn broad Republican support through the committee process. The legislation passed the Energy and Commerce Committee by a vote of 52-0, which is a testament to the bipartisan achievements that are included in this bill. The Spectrum Innovation Act provides clarity and direction to NTIA to repurpose spectrum currently used by Federal agencies for commercial use. By providing this certainty, we will ensure that this auction receives the necessary oversight and certainty to result in a success for both Federal agencies and the American taxpayer. It also includes the Extending America's Spectrum Auction Leadership Act of 2022, which will extend the Federal Communications Commission's general auction authority for 18 months. Currently, this authority is set to expire on September 30. Without action, the FCC will not be able to make more airwaves available for 5G and wireless broadband services in rural areas. With the proceeds of these auctions, Congress is funding critical public safety and national security priorities. The FCC is currently facing a $3.08 billion shortfall in funding to rip and replace untrusted equipment from our communications, like Huawei and ZTE, which this bill would address. Recent news reports further underscore the need to remove this equipment quickly to protect Americans from Chinese espionage. Additionally, this legislation would provide up to $10 billion in future auction proceeds to upgrade our 911 infrastructure. For nearly a decade, Congress has worked to identify a path forward on facilitating a coordinated, nationwide transition to Next Generation 911. Today's legislation will bring that vision to life. Madam Speaker, I thank my colleagues Mr. Hudson and Ms. Eshoo for their dedication to bringing the public safety community, 911 professionals, and States together on this solution. Finally, the Spectrum Innovation Act also includes the SMART Spectrum Act, legislation sponsored by my colleague from Kentucky, Mr. Guthrie, which will provide the National Telecommunications and Information Administration with another tool to help NTIA better manage the spectrum by Federal agencies. Madam Speaker, I am pleased that we are funding these important priorities without adding more to the national deficit. Madam Speaker, I urge my colleagues to support the legislation, and I reserve the balance of my time.
Mr. LATTA. Mr. Speaker, I yield myself the balance of my time to close. Mr. Speaker, again, there are many points why it is very important that this piece of legislation does pass. Number one, the Spectrum Innovation Act provides clarity and direction to NTIA to repurpose spectrums currently used by Federal agencies for commercial use. Second, it is going to extend the Federal Communications Commission's general auction authority from 18 months. Third, its replacement is so absolutely important because we have to make sure we remove this untrustworthy equipment from our communications networks. Fourth, it will help provide up to $10 billion to help upgrade our 911 systems that we have to make sure are upgraded because as time goes by, it is absolutely essential. Finally, it is going to help NTIA better manage our spectrums. So, Mr. Speaker, I urge passage of this very important legislation, and I yield back the balance of my time.
Mr. LATTA. Madam Speaker, I yield such time as she may consume to the gentlewoman from Washington (Mrs. Rodgers), the ranking member of the Energy and Commerce Committee.
SPECIAL RECOGNITION OF MATT POLKA'S RETIREMENT2022-07-12
Mr. LATTA
Mr. LATTA. Madam Speaker, I would like to take this opportunity to acknowledge the retirement of Mr. Matt Polka, the longtime Chairman and President of ACA Connects. Matt's tenure, from the inception of the organization to the effective organization it has become today, has been marked by his integrity and his earnest commitment to representing the small, hometown businesses that have built and managed the cable and broadband networks that Americans depend on. Matt also distinguished himself in Washington by his common decency, his love of a good conversation about politics, and a desire to help anyone he could. Those values have been clearly shaped by his deep roots in Pittsburgh, Pennsylvania. There is not a person who worked with Matt that didn't know of his love and affection for his wife, Sharman, his daughters, Molly and Annie, and his pride in being from the Three Rivers area. Under Matt's guidance and leadership, ACA Connects grew from an informal grassroots effort to being one of the preeminent telecommunications organizations in Washington. He ensured his members had a voice in all the important debates that have occurred since taking the helm of ACA Connects. Those efforts span the re-examination of the 1992 Telecommunications Act to each reauthorization of the satellite industry to the latest broadband deployment and adoption initiatives. His work was a mile wide and a mile deep. Matt has helped my constituents in Ohio through his work to improve broadband infrastructure and access. Many of my constituents live in rural areas and Matt's advocacy has aided efforts to ensure that they can get online. Additionally, Matt has been a strong advocate for small businesses across the country and championed efforts to cut the bureaucratic red tape that hampers them. ACA Connects earned its reputation through his unwavering vision and mantra to work with everyone, to find places of agreement, and to focus on common interests rather than focus on differences and partisanship. That approach has earned him the respect of so many Members, staff, and counsels across the Hill along with the various officials in administrations that have been in place during his time. The respect shown to Matt also comes from others--including consumer groups and businesses--even when his work puts him on opposite sides of an issue. Guided by his faith, he has been a firm and determined advocate for his members and he has done so with conviction, character, and fairness. After 25 years of service to ACA Connects, I want to recognize his work and offer my best wishes for his next chapter of service in life.
