SPECIAL RECOGNITION OF THE LIFE AND SERVICE OF ORVAL MULLEN2025-06-10
Mr. LATTA
Mr. LATTA. Mr. Speaker, I rise today to recognize and remember the life and service of a dedicated American veteran, Mr. Orval Mullens of Oakwood, Ohio. Orval, who celebrated his 103rd birthday in February, passed away on May 15, 2025. Orval led a long, productive life, and I am honored to have the opportunity to recognize his many accomplishments in life, especially his service to our Nation. During World War II, Orval served as a field lineman in the Eighth Regiment of the Fourth Infantry of the U.S. Army from October 14, 1942, to September 25, 1945. Orval landed on Utah Beach on D-Day, June 6, 1944, and he fought in the Battle of the Bulge in December 1944. In April of 1945, Orval and the soldiers of the Eighth Regiment assisted in the liberation of the concentration camp at Dachau. He was awarded two Purple Hearts for his service. He also received a Bronze Star and the French Legion of Honor, as well as several other medals. After completing his military service, he started O.H. Mullen Sales in the 1950s and owned and operated the business until the mid-1980s. His company manufactured, sold, and distributed archery equipment. He married Luella Conley on October 24, 1942, and they were together for 74 years until her passing in 2016. They had three children: Dr. Orval Lee Mullen, James Mullen of Oakwood, and Judith Wieging of Willshire. The family has grown to include grandchildren and great-grandchildren. Mr. Speaker, I ask my colleagues to join me in paying special tribute to the life and service of Orval Mullen. On behalf of the Fifth Congressional District of Ohio, it is my honor to recognize his contributions to our Nation, community, and his family. Our thoughts and prayers are with his family as they celebrate his long life.
SUPPORT FOR PATIENTS AND COMMUNITIES REAUTHORIZATION ACT OF 20252025-06-04
Mr. LATTA
Mr. LATTA. Mr. Chairman, I thank the chair of the full committee for yielding. I appreciate it. Mr. Chair, I rise in support of H.R. 2483, the SUPPORT for Patients and Communities Reauthorization Act of 2025. The SUPPORT for Patients and Communities Reauthorization Act of 2025 is one of the most impactful bills the Committee on Energy and Commerce has worked on during my time in Congress. Simply put, we came together to implement bipartisan policies that would save lives. Gone are the days that substance abuse and addiction are a far off problem that doesn't impact each one of our districts. Instead of hearing the words: ``I know someone who knows someone,'' we hear too often: ``I know someone personally who is impacted by addiction.'' That is why it is absolutely essential that we reauthorize the SUPPORT for Patients and Communities Reauthorization Act of 2025, which will ensure that we have the right tools at our disposal to fight the scourge of fentanyl and opioids in our communities. We must continue vital resources for prevention, education, treatment, recovery, workforce, and law enforcement to help patients struggling with substance abuse. This reauthorization ensures that we will continue to make progress, continue to fight back, and will continue to save lives. Mr. Chair, I again thank the chairman of the Committee on Energy and Commerce, the gentleman from Kentucky (Mr. Guthrie), for his leadership on this legislation. Let's fix it. Let's promote treatment before tragedy, and stop the drug poisonings. Mr. Chair, I thank the gentleman for yielding to me.
SPECIAL RECOGNITION OF MAJOR GENERAL JOHN C. HARRIS, JR. UPON HIS RETIREMENT AS ADJUTANT GENERAL OF THE OHIO NATIONAL GUARD2025-05-29
Mr. LATTA
Mr. LATTA. Mr. Speaker, I, along with members of the Ohio Delegation, would like to take this opportunity to congratulate Major General John C. Harris, Jr., on his retirement as Adjutant General of the Ohio National Guard. During General Harris's career in the Ohio National Guard, he held a wide range of leadership positions, culminating in service as a key member of Governor DeWine's cabinet. Governor DeWine announced General Harris's retirement and nomination to be the next director of the Ohio Department of Veterans Affairs. General Harris began his military career in 1981 when he enlisted in the Ohio Army National Guard. He was assigned to the 107th Armored Cavalry Regiment located in Worthington, Ohio where he was part of their Attack Helicopter Troop. Through Officer Candidate School, he received his commission in 1984 and became the section leader for the Attack Helicopter Troop at his original station in Worthington. In 1988, General Harris became Aide-de-Camp to Major General Richard Alexander, Adjutant General of the Ohio National Guard. Throughout the 1990's and 2000's, General Harris held multiple leadership positions for several National Guard posts including Executive Officer of the 2-107th Cavalry in Kettering, Ohio, Assistant Chief of Staff at Headquarters State Area Command, Deputy Chief of Staff for Personnel OHARNG Element, and Chief of Staff, Ohio Army National Guard in Columbus, Ohio. In 2011, General Harris was appointed Assistant Adjutant General for Army by Governor John Kasich. On December 12, 2014, he was promoted to his current rank of Major General. In 2018, then Governor-elect Mike DeWine nominated General Harris to succeed General Mark Bartman as Ohio Adjutant General. On January 14, 2019, Major General Harris was sworn in as the 83rd Adjutant General of the Ohio National Guard. Since then, General Harris has been a steadfast and capable leader of the Ohio National Guard. He has been instrumental in the creation of the Ohio Cyber Reserve as well as the conversion of the Mansfield Air National Guard Wing to the 179th Cyberspace Wing. During the COVID-19 pandemic, his strong leadership allowed the National Guard to respond across the state and assist hospitals and Ohioans in need. Mr. Speaker, I ask my colleagues to join me in paying special tribute to Major General John Harris, on his retirement from the Ohio National Guard. On behalf of the citizens of Ohio, I wish General Harris all the best as he assumes his new position as Director of the Ohio Department of Veterans Affairs. I along with the entire Ohio Delegation thank him for his forty-four years of service to Ohio and our Nation.

NATIONAL TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION REAUTHORIZATION ACT OF 20252025-04-28
Mr. LATTA
Mr. LATTA. Mr. Speaker, I thank my good friend, the gentleman from Florida (Mr. Bilirakis), for yielding. I really support and thank the gentleman for the work that he has done on this legislation to get it to where we are today. Mr. Speaker, I rise in support of H.R. 2482, the National Telecommunications and Information Administration Reauthorization Act of 2025, which I am pleased to lead with the ranking member of the Subcommittee on Communications and Technology, my good friend, the gentlewoman from the Seventh District of California (Ms. Matsui). The NTIA is an agency within the Department of Commerce tasked with advising the President on matters related to telecommunications policy. It is responsible for a variety of activities, which include Federal spectrum management, administration of broadband grants, internet governance, representing the United States in international telecommunication forums, and developing cybersecurity policy. As the chairman has mentioned, Congress has not reauthorized NTIA since 1992, before many of these responsibilities existed or were relevant. This legislation ensures that NTIA has the right structure and resources to fulfill its 21st century mission as directed by Congress. Today's NTIA plays a key role in our effort to maintain global leadership in wireless communications. NTIA has important statutory obligations to manage Federal spectrum, which is especially important as Federal and non-Federal use of spectrum has intensified with the explosion of mobile phones and new connected technologies. We must make sure NTIA's leadership reflects the important role it plays today, both domestically and internationally. This legislation elevates the NTIA Administrator from an Assistant Secretary of Commerce to an Under Secretary of Commerce. This elevation will help NTIA best represent the United States as it coordinates with other agencies and works with other countries. Finally, this legislation will codify two key offices within the NTIA, the Office of Spectrum Management and the Office of International Affairs. NTIA's role has drastically changed since it was last reauthorized, and I appreciate the work from the agency and my colleagues to update its authorizing statute. Mr. Speaker, I urge my colleagues to support H.R. 2482, and I yield back the balance of my time.
REMOVING OUR UNSECURE TECHNOLOGIES TO ENSURE RELIABILITY AND SECURITY ACT2025-04-28
Mr. LATTA
Mr. LATTA. Mr. Speaker, I thank my good friend, the chair of the subcommittee, for yielding. I rise today in support of my legislation, H.R. 866, the ROUTERS Act. Routers and modems play a key role in communications networks. They are the entry point through which the public accesses the internet. Thus, we make sure that they are secure. Bad actors can exploit vulnerabilities in routers to infect users' computers, access their information, or disrupt their network. National security agencies, including the Director of National Intelligence, the Department of Justice, and the Department of Homeland Security, have reported on the threat posed by vulnerabilities in routers and how some Chinese Communist Party-sponsored hackers have used these vulnerabilities to launch attacks. We should take these reports seriously. Further, we know that companies with ties to the CCP could be forced to support Chinese intelligence activities. We can imagine how they could use vulnerabilities in their equipment to aid these efforts. That is why I am pleased to sponsor the ROUTERS Act, which would direct the Secretary of Commerce through the Assistant Secretary for Communications and Information to study the national security risk posed by routers and modems produced by companies with ties to foreign adversaries. This study will help Congress understand the scope and risk of this threat and will inform whether we need to remove this equipment from our networks. The legislation builds on our bipartisan efforts to remove untrusted equipment from our communications ecosystem. In the past 5 years, we passed the Secure and Trusted Communications Networks Act to remove Huawei and ZTE equipment from our networks and the Secure Equipment Act, which prohibits the Federal Communications Commission from authorizing equipment from untrusted vendors. It is imperative we move forward with these efforts to mitigate the widespread availability of this equipment. Mr. Speaker, I urge my colleagues to support H.R. 866, and I yield back the balance of my time.

PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE DEPARTMENT OF ENERGY RELATING TO "ENERGY CONSERVATION PROGRAM: ENERGY CONSERVATION STANDARDS FOR CONSUMER GAS-FIRED...2025-02-27
Mr. LATTA
Mr. LATTA. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days to revise and extend their remarks on the legislation and to insert extraneous material on H.J. Res. 20.
Mr. LATTA. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, on December 26, while American families were enjoying the holidays, the Biden administration's Department of Energy issued a final rule once again, setting cost prohibitive energy conservation standards for gas-fired instantaneous water heaters. Today, the House will consider the gentleman from Alabama's Sixth District's legislation, H.J. Res. 20, to overturn this egregious standard. Under the Energy Policy and Conservation Act, EPCA, in order to promulgate new or amended energy efficiency standards, the DOE must find that the standard be cost-effective, technologically feasible, and result in a significant conservation of energy. This amended standard does not meet those criteria and should be repealed. In this final rule, the DOE fails to adequately estimate the cost difference between condensing and noncondensing water heaters. This difference will result in a significant cost increase for consumers, especially low-income households and seniors, by removing more affordable options from the market. In fact, the DOE itself estimated that the amended standard would increase the cost of new water heater models by $231. However, the DOE failed to adequately estimate the cost difference between condensing and noncondensing models in this assessment. On top of expensive installation costs, industry stakeholders estimate the actual cost increase for American consumers will range between $450 to $665 per unit. This staggering increase is not cost- effective, as stipulated by EPCA, and is unattainable for many families. The Biden-Harris administration consistently ignored this stipulation in a number of rulemakings, and the gas heater rule is no different. This amended standard will ban approximately 40 percent of the tankless gas water heaters currently available, forcing consumers to purchase significantly more expensive or less efficient models. Not only do bans on gas appliances infringe on consumer choice, but it also increases strains on our Nation's grid, which cannot sustain such massive and rapid amounts of forced electrification without new, baseload generation coming online. President Trump, understanding the serious concerns unjustified energy efficiency standards pose for consumers, issued an executive order on day one to unleash American energy. This EO stated that it is the policy of the United States to safeguard the American people's freedom to choose from a variety of goods and appliances. Additionally, this administration has paused implementation of this final rule and issued a Statement of Administration Policy supporting H.J. Res. 20. Congress should pass H.J. Res. 20 to right the wrongs of the previous administration, execute President Trump's agenda, and protect our consumers. I thank the gentleman from Alabama's Sixth District for his leadership. Mr. Speaker, I urge my colleagues to vote ``yes,'' and I reserve the balance of my time.
Mr. LATTA. Mr. Speaker, I yield 2 minutes to the gentleman from Texas (Mr. Weber), who is the vice-chair of the Committee on Energy and Commerce's Energy Subcommittee.
Mr. LATTA. Mr. Speaker, pursuant to House Resolution 161, I call up the joint resolution (H.J. Res. 20) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Energy relating to ``Energy Conservation Program: Energy Conservation Standards for Consumer Gas-fired Instantaneous Water Heaters'', and ask for its immediate consideration in the House.
Mr. LATTA. Mr. Speaker, I yield 3 minutes to the gentleman from the Sixth District of Alabama (Mr. Palmer), the sponsor of the resolution.
Mr. LATTA. Madam Speaker, I yield 4 minutes to the gentleman from the Third District of Georgia (Mr. Jack).
Mr. LATTA. Madam Speaker, I am prepared to close, and I reserve the balance of my time.
