HONORING THE LIFE OF DAVID LARRY CUMMINGS2023-07-11
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, it is with a heavy heart and deep admiration that I honor the life and legacy of David Larry Cummings, a remarkable individual whose commitment to service and tireless dedication to his community will forever be remembered. David Cummings embodied the true spirit of public service, exemplifying the values of honor, compassion, and dedication. Throughout his life, he left a mark on the Akron-Newstead area, where he served as Town Supervisor and Councilman for over three decades. His passion and leadership were evident in the numerous accomplishments he achieved for the community. From bringing town water to Newstead residents, to the construction of essential facilities such as the Akron-Newstead Senior Center and the Joint Town of Newstead and Village of Akron Municipal Facility, David's visionary approach to governance improved the lives of countless individuals. David's efforts in designing and creating the Cultural Center at the Newstead Public Library will continue to foster a love for learning and the arts for future generations. He also secured funding to expand and create new sections of the bicycle path, promoting healthy lifestyles and outdoor recreation. David's commitment to service extended beyond New York. He served honorably in the United States Air Force and the New York Air National Guard and displayed unwavering dedication to his country. Today, as we mourn the loss of a true servant leader, let us also celebrate David Larry Cummings' remarkable life. His legacy will continue to inspire us to serve our communities with honor, compassion, and a relentless desire to make a difference. May his family find solace in knowing that his contributions to society will be forever cherished and remembered.
ISSUES OF THE DAY2023-06-21
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I thank the gentleman from New Jersey for yielding me the time. Mr. Speaker, I rise in support of H. Res. 461, condemning the use of elementary and secondary school facilities to provide shelter for illegal immigrants. Under the policies of the Biden administration, every State is a border State. The communities across my district are feeling this burden. Five counties in my district declared a state of emergency because they simply do not have the resources to handle the flood of illegal immigration that this administration has allowed unchecked. This crisis is exacerbated by the radical sanctuary city policies of New York Democrats. They have turned their back on hardworking Americans, forcing small towns to manage illegal immigrants that overflow out of these Democrat-run cities. Now they want to take resources away from our students. By turning taxpayer-funded schools into housing, we steal critical resources from student achievement, impede the learning process, and jeopardize the safety of our schools. Let me be clear: the radical open border policies of Democrats in Washington, Albany, and New York City have created these problems. It is our duty to protect our borders, secure our schools, and uphold the rights and the safety of our children. Mr. Speaker, I am proud to be cosponsor of H. Res. 461, and I urge my colleagues to support this measure and join us in our commitment to securing our borders and enforcing our immigration laws. Together, we can put an end to this crisis and ensure the well-being of our communities and the future of our Nation.
PATRIOTS AND HEROES PARK REDEDICATION2023-06-21
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to commemorate the rededication of Patriots and Heroes Park in Lancaster, New York, and the many men and women who devoted their lives in service to our community. Mr. Russell J. Salvatore founded and funded this memorial as a place for patriotism and peaceful reflection of the imagery honoring veterans, members of law enforcement, first responders, and the heroes that have dedicated their lives to the safety of others. These monuments were vandalized heartlessly and defaced in March, and the images of the destruction shocked our community. Now, fully restored, thanks to the work and support and funding of Mr. Russell J. Salvatore, our community is gathering once again at Patriots and Heroes Park today to honor those who served and sacrificed for this great Nation. I thank the veterans, police officers, and first responders for their valor, courage, and service to their fellow Americans. Mr. Salvatore has been a titan of Buffalo, and I know the people of the 23rd Congressional District are grateful for his generosity over the many years. I congratulate Mr. Salvatore on his many years of success and on the rededication of Patriots and Heroes Park. Our community has chosen to turn this act of hatred into a new monument to thank our heroes and celebrate our patriotism as Americans. I am honored to join the celebration from the Halls of Congress.
PROVIDING FOR CONSIDERATION OF H.R. 3564, MIDDLE CLASS BORROWER PROTECTION ACT OF 2023; PROVIDING FOR CONSIDERATION OF H.R. 3799, CUSTOM HEALTH OPTION AND INDIVIDUAL CARE EXPENSE ARRANGEMENT ACT...2023-06-21
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, five counties in my district have declared a state of emergency in response to the influx of migrants since title 42 ended. These five counties didn't declare a state of emergency out of hate or a lack of compassion but because they simply do not have the resources to handle the unprecedented flood of illegal immigration. Our local taxpayers and tax dollars meant to support our kids in schools across Chautauqua, Cattaraugus, and Allegheny Counties are instead going to house illegal immigrants, thanks to a crisis that the Biden administration created. My colleagues across the aisle have claimed time and again that by opposing an unprecedented influx of illegal immigration, Republicans somehow lack compassion or humanity. Mr. Speaker, allowing fentanyl to flood in from our southern border, killing thousands of Americans, and offering no concrete solutions to combat this epidemic is not compassionate. Standing back and demonizing our Border Patrol agents while the cartels traffic countless human beings, including young children, into this country is not compassionate. The Department of Health and Human Services losing track of 85,000 migrant children, with an untold number trafficked and exploited, is not compassionate, either. Foisting this inhumane crisis onto the backs of small-town America after the richest, most liberal enclaves in our country, like Martha's Vineyard, clutch their pearls at even the sight of one group of illegal immigrants is not compassionate. I am proud to cosponsor H. Res. 461 to be considered under this rule, and I look forward to this and many more steps Republicans in the House are taking to secure our border and to force this administration to uphold our immigration laws.
RAISING A QUESTION OF THE PRIVILEGES OF THE HOUSE2023-06-21
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, in this body we are privileged to serve our districts and do right by the American people. We have been entrusted with a tremendous responsibility that shapes the future of our Nation. First and foremost, we must remember that we are not here to serve our own interests or pursue personal agendas. Unfortunately, one of the most powerful members of the Democratic Caucus, Adam Schiff, abused his role and violated the trust of the American people. As chairman of the House Intelligence Committee, Schiff initiated an unfounded investigation into the leftist lies around Russian collusion. This investigation was predicated on nothing more than political propaganda. The Durham report clearly shows that the Russia hoax was manufactured by the left to divide our Nation and discredit and derail President Trump's agenda. He not only wasted countless hours of committee work, but he also wasted nearly $32 million in taxpayer dollars. Schiff repeatedly used the authority he was afforded in his position as chairman to lie to the American people to support his political agenda. Even after the Durham report discredited the Russia hoax, he continued to knowingly lie and peddle this false narrative. These actions leave a real and lasting stain on this institution. We cannot allow Representative Schiff to continue to serve in this body with no consequences for the abuse of his power. Mr. Speaker, I urge my colleagues to support this resolution and to send a clear message to the American people that we will hold Members of Congress accountable.
OPPOSING GAS STOVE BANS2023-06-14
Mr. LANGWORTHY
Mr. LANGWORTHY. Madam Speaker, when Winter Storm Elliott hit my district in western New York over Christmas, causing blackouts and tragically taking the lives of over 40 people, many of my constituents had to rely on their gas stoves for heating sources. Soon, if left unchecked, access to this safe and reliable natural gas energy will be cut off by the Biden administration so that they can make their dreams of implementing the Green New Deal a reality. This isn't just an empty threat. Governor Kathy Hochul and New York Democrats already passed a statewide ban on natural gas hookups in new residential and commercial buildings. Heating bills in New York rose by 30 percent this past winter, and they will continue to climb if we allow the Biden administration to further regulate Americans out of affordable energy. Madam Speaker, I urge my colleagues in the House and Senate to tell the unelected bureaucrats in the Biden administration that we won't stand idly and silently by while they take away our gas stoves.
RECOGNIZING THE 75TH ANNIVERSARY OF THE WOMENS ARMED SERVICES ACT AND TO HONOR AND REMEMBER THE SACRIFICE AND SERVICE OF WOMEN VETERANS2023-06-12
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to commemorate the 75th anniversary of the Women's Armed Services Act, and the long tradition of the woman veterans who have honorably and courageously served this great Nation. Since the founding of our Nation, women have always played a pivotal role in our country's military. It wasn't until the Women's Armed Services Act was signed into law by President Harry Truman on June 12, 1948 that women were allowed to serve as permanent, regular members of the Army, Marine Corps, Navy, and Air Force. So today, on the 75th anniversary, I am proud to stand here to thank all past and present women who have served and sacrificed as military members and veterans. On Sunday, June 11, 2023, the Big Flats American Legion Skinner Ernest Memorial Post 1612 in Big Flats, Chemung County, New York, hosted the second annual Chemung County Women Veterans Recognition Day to honor and remember the sacrifice and service of women veterans. I would like to extend my deepest gratitude to the Big Flats Legion and all those involved in coordinating the event and their dedication to celebrate and honor their fellow female veterans and service women. It is my humble honor to ask my colleagues to join me in remembering these brave, dedicated, and courageous women who previously served, currently serve, and those seeking future service to our country.
PROVIDING FOR CONSIDERATION OF H.R. 277, REGULATIONS FROM THE EXECUTIVE IN NEED OF SCRUTINY ACT OF 2023; PROVIDING FOR CONSIDERATION OF H.R.2023-06-06
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today in support of the rule, which provides for consideration of legislation to protect Americans from the draconian, unaffordable energy policies of the Biden administration. When winter storm Elliott hammered my district over Christmas, my constituents endured life-threatening blackouts as the electrical grid struggled to operate through this massive storm. It was the most deadly blizzard in my lifetime. However, one thing that many of my constituents could count on, despite blackouts and frigid temperatures, was the use of their gas stoves. Too often, I have heard from constituents across western New York stories of how these appliances were perhaps the only source of heat in their home for folks who were trapped in their homes for 3 days during a deadly storm, which tragically took the lives of more than 40 people. Unfortunately, soon this access to reliable, affordable energy will be cut off by the ban on gas appliances that this administration has disguised as simply higher efficiency standards. Democrats here in Washington and up in Albany are determined to make the pipe dreams of the Green New Deal a crushing reality for hardworking Americans. Our Governor in New York, Kathy Hochul, not to be outdone by the Biden administration, has already marched ahead with a statewide ban on natural gas hookups in new residential and commercial buildings. Our State's own energy auditors have already raised alarms, concluding that, with New York's current path, we face an energy future made up of higher costs in an overstretched, less secure grid. Mr. Speaker, the Biden administration is ignoring decades of proof that embracing natural gas in our energy supply leads to lower emissions, greater efficiency, and more affordability for American families. Heating bills in New York rose by 30 percent this past winter, and they will continue to climb if we allow the Biden administration to further regulate Americans out of affordable, reliable energy. Mr. Speaker, I support the legislation considered in the rule that protects American families from this administration's radical Green New Deal priorities.
RECOGNIZING THE SERVICE OF THOSE WHO GAVE THE ULTIMATE SACRIFICE MEMORIAL DAY 2023: WEST SENECA WALKWAY OF FREEDOM2023-05-25
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to honor and recognize those who paid the ultimate sacrifice in defense of the United States of America. On behalf of the United States Congress, and the constituents of the 23rd Congressional District, I am proud to recognize our brave soldiers' courage, sacrifice, and valor as we come together this Memorial Day. On Memorial Day, May 29, 2023, the West Seneca Joint Veterans Committee will dedicate three new monuments in honor of those who served and sacrificed during Operation Desert Shield and Desert Storm, the Second Persian Gulf War, and Operation Enduring Freedom. It is my honor to include in the Record the names of two fallen soldiers to be remembered forever. Sergeant David Roustum--Army. Sergeant Daniel Schaw--Army. All gave some, and some gave all. Memorial Day is not a three-day weekend. It is the duty of a grateful Nation to pause and remember those who laid down their lives so that we may live free. The Flag of the United States of America shows red, white, and blue. Blue symbolizes vigilance, perseverance, and justice--a reminder that we must remain watchful and strong. White reminds us to stay true to our values and ideals. Red represents valor in honor of the blood shed by those who have fought to protect our freedoms. On Memorial Day, we remember those we lost and honor the veterans who are with us today. America is the land of the free because it is the home of the brave. I am so humbled by the bravery and honor displayed by our men and women in uniform. Whether it be Memorial Day or any other day, please know that we as a Nation are grateful.

RECOGNIZING THE SERVICE OF THOSE WHO GAVE THE ULTIMATE SACRIFICE MEMORIAL DAY 20232023-05-25
Mr. LANGWORTHY
Mr. LANGWORTHY. All gave some, and some gave all. Memorial Day is not a 3-day weekend. Instead, it is the duty of a grateful Nation to pause and remember those who laid down their life so that we may live free. This is the greatest country on earth, and we are the only Nation that guarantees the right to life, liberty, and the pursuit of happiness as the cornerstone of our foundation. On Memorial Day we remember those we lost and honor the veterans who are with us today. America is the land of the free because it is the home of the brave. I am so humbled by the bravery and honor displayed by our men and women in uniform. Whether it be Memorial Day or any other day, please know that we as a Nation are grateful.
PROVIDING FOR CONSIDERATION OF H.R. 467, HALT ALL LETHAL TRAFFICKING OF FENTANYL ACT; PROVIDING FOR CONSIDERATION OF S.J. RES. 11, PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY...2023-05-23
Mr. LANGWORTHY
Mr. LANGWORTHY. Madam Speaker, I thank the gentleman from Texas that I am proud to serve with on the House Committee on Rules for yielding. Madam Speaker, I rise today in support of the rule which provides for consideration of the HALT Fentanyl Act, an important first step in fighting back against a drug that is killing thousands of Americans. The HALT Fentanyl Act is an extension of the work that this majority is doing to support our law enforcement officers and first responders. These men and women in blue, who are maligned, villainized, and defunded in cities and States across the country, need our support today to continue to fight back against the trafficking of these lethal drugs. Federal, State, and local law enforcement officers all agree that without this important scheduling in place, the surge of fentanyl into this country will break new records and more lives and communities will be ruined in the wake. In just a 10-day span earlier this year, State troopers in my district reported over 20 deaths from fentanyl overdoses. In just a 10- day span, 20 victims of the flood of this deadly substance into our country were killed, their families and their communities torn apart in the process. In recent years, the drug-related death rate in Erie County in western New York has risen by 256 percent. As is the case in so many communities, fentanyl and fentanyl-related substances are responsible for more and more of these deaths. It is hard to believe it can get any worse, but sadly, it could. If we allow the scheduling of fentanyl-related substances to expire, we will strip law enforcement of the authority they need to seize these extremely lethal drugs. They are the ones who are pursuing the traffickers and getting them off the streets. They are also the ones who, too often, arrive on the scene to try to save the life of someone who has tragically succumbed to an overdose. Madam Speaker, I am proud to support this legislation that will help ensure law enforcement has the tools they need to protect our communities and save lives.
RECOGNIZING THE MEN AND WOMEN IN LAW ENFORCEMENT WHO GAVE THE ULTIMATE SACRIFICE2023-05-18
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to recognize the men and women in law enforcement who gave the ultimate sacrifice in the line of duty. On Friday, May 19, 2023, Sheriff James Allard and the Steuben County Sheriff's Department will host its annual Law Enforcement Memorial Service to honor those who stood on that thin blue line that keeps our families safe and our communities strong across New York's Southern Tier. Most of us expect our loved ones to come home from work at the end of the day, but there is no such guarantee for Law Enforcement Officers as they take their post. We as a nation must come together to support our Law Enforcement and recognize the inherent danger and sacrifice that these men and women endure to keep the rest of us safe. I also want to recognize the spouses, children and friends left behind. The pain of losing a loved one never truly goes away, and my heart goes out to those who share in that burden of service and sacrifice. John 15:13: ``Greater love hath no man than this, that a man lay down his life for his friends.'' It is my humble honor to ask my colleagues to join me in remembering these brave, dedicated, and courageous men and women who were lost in the line of duty.
COMMEMORATING ARMED FORCES DAY AND THE MEN AND WOMEN WHO SERVED AND SACRIFICED FOR OUR FREEDOM2023-05-18
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to recognize and honor the service of our brave men and women for Armed Forces Day, May 20, 2023. Armed Forces Day is a 73-year tradition to thank all of those who are currently serving, as well as those who have served and sacrificed to defend our freedom. It is because of their duty, honor, and courage that the United States of America remains free today. This Saturday, the Western New York Armed Forces Committee will host its 60th ``Diamond Jubilee'' Military Ball to celebrate the life, sacrifice, and accomplishments of service members and veterans who call our community home. Fourteen service members, across six branches of our Nation's military will be recognized and it is my honor to read their names into the Congressional Record as a tribute to their service, and the service of their brothers and sisters in arms. The Service Persons of the Year From the U.S. Army: United States Army: Staff Sergeant Morgan L. Stewart United States Army Reserve: Staff Sergeant Kyle C. It is my honor to recognize their bravery.
PROVIDING FOR CONSIDERATION OF H.R. 2494, PROTECT OUR LAW ENFORCEMENT WITH IMMIGRATION CONTROL AND ENFORCEMENT ACT OF 2023; PROVIDING FOR CONSIDERATION OF H.R. 3091, FEDERAL LAW ENFORCEMENT OFFICER...2023-05-16
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise in support of the rule which provides consideration of important bills that support our Nation's law enforcement officers. This legislation comes at a critical moment when those on the front lines in our communities are being attacked, maligned, and stripped of the resources they need to keep us safe. Mr. Speaker, time and again my colleagues on the other side of the aisle claim that the phrase ``defund the police'' is a slogan of a very small and rogue minority that doesn't reflect their party's broader values. Democrats said that even as cities across this country burned in the summer of 2020, to the deafening chant of ``defund the police.'' Let's take a look at the facts. Since 2021, 25 cities across America defunded their police departments by upwards of $2 billion. Police department budgets were slashed in Philadelphia, Los Angeles, Chicago, San Francisco, Austin, and even in my home State of New York, New York City. What do all these cities have in common? They have Democrat mayors, Democrat city councils, Democrat monopolies on all of the levers of power. New York City is seeing felony crime skyrocket to levels not seen in 15 years after its Democrat mayor and Democrat-dominated city council embraced the destructive ideals of the defund the police movement. Last year, the city saw a 22.4 percent jump in serious offenses like felony assault, rape, burglary, robberies, and grand larceny. Let's call it what it is. Defunding the police is not a fringe idea. It is a movement at the heart of the Democratic Party, and it is in practice right now. If my colleagues on the other side of the aisle truly believe that it is a fringe idea, then I look forward to strong bipartisan support for this important pro-law enforcement legislation this week. Let's show our men and women in blue, the ones on the front lines of our community, of every community, that they aren't alone, and we have their backs.
PROVIDING FOR CONSIDERATION OF H.R. 2811, LIMIT, SAVE, GROW ACT OF 2023, AND PROVIDING FOR CONSIDERATION OF H.J. RES. 39, DISAPPROVING THE RULE SUBMITTED BY THE DEPARTMENT OF COMMERCE RELATING TO...2023-04-26
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise in support of the rule, which provides consideration of the Limit, Save, Grow Act. It is a bill that is critical to our country's economic future. President Biden characterized the Limit, Save, Grow Act as ``irresponsible,'' that this commonsense legislation was really asking hardworking Americans, seniors, and children to shoulder an enormous new burden. The only thing irresponsible would be to do nothing. If we want to talk about a burden on the backs of hardworking Americans, then let's actually talk about it. Let's dig into it. Let's talk about how folks in my home State of New York had to pay as much as 40 percent more this winter just to heat their homes while the Biden administration halted new pipeline construction and new exploration, and they brought the approval of new oil and gas infrastructure to a standstill. Let's talk about how seniors in rural communities across my district living on fixed incomes can now afford less in an inflation-ridden economy where the basic cost of goods and groceries has exploded and crushed their budgets. Let's talk about the $80 billion for the IRS to supply an army of new bureaucrats ready to rain down audit after audit onto middle-class families and small, mom-and-pop business owners. These are the burdens shouldered by the American people for the trillions of dollars in spending that Democrats have foisted onto their backs and onto the backs of our children and grandchildren. Mr. Speaker, if we care about the future that we would like to leave our children and grandchildren, a future that isn't crushed by debt, inflation, and paying the price for today's excesses, then we should have no problem in supporting this critical step forward. I strongly support the Limit, Save, Grow Act, a bill that saves hardworking Americans from continuing to shoulder the burden of Democrats' destructive spending policies.
PROVIDING FOR CONSIDERATION OF H.R. 734, PROTECTION OF WOMEN AND GIRLS IN SPORTS ACT OF 2023, AND PROVIDING FOR CONSIDERATION OF H.J. RES. 42, DISAPPROVING THE ACTION OF THE DISTRICT OF COLUMBIA...2023-04-18
Mr. LANGWORTHY
Mr. LANGWORTHY. It was shameful to see how the leadership of our Nation's Capital shrugged their shoulders at the alarming spikes in violent crime sweeping across the district. D.C. residents are fed up. Visitors to our Nation's Capital are fed up. Americans deserve to be safe, not subjected to repeat offenders shooting up the Metro stop while they commute to work, as happened earlier this year. Our police officers and first responders deserve to be supported, not vilified. Where Congress can, under current law, it should act to preserve law and order and prevent these reckless actions from taking effect. Mr. Speaker, I strongly support the rule, and I urge my colleagues to do the same.
Mr. LANGWORTHY. Mr. Speaker, I rise in support of the rule which provides consideration of legislation to protect women and girls in athletics, and the resolution to curb the reckless anti-cop, pro-crime policies being carried out by the D.C. Government. I would be remiss to not point out the irony that my colleagues across the aisle have twisted themselves into a knot trying to malign a bill that seeks to protect a fair playing field for women and girls, a historically marginalized group, but it is telling about how far out of the mainstream some of these policies have become. Ensuring that biological female athletes can compete fairly and honestly with other biological female athletes is the epitome of common sense. For the self-described party of science to ignore the biological realities between men and women is convenient and willful ignorance. What kind of message do we want to send to our young female athletes who work hard putting in the time, sweat, and tears into their sport only to find out that they lose a competition because the deck has been knowingly and purposefully stacked against them? It is just plain wrong. Achieving notoriety and fairness in female sports has come a long way over the last several decades in this country, but there is still a very long way to go. This bill would take us a half century backwards. Everyone should have a right to compete in sports, but it can't come at a cost of trampling on the rights of women and girls to compete fairly. I am proud to support this legislation that protects the original intent of Title IX: to prevent discrimination on the basis of sex. Mr. Speaker, I urge my colleagues to support this legislation that respects the realities of natural biology and protects fair opportunities for women and girls to compete and to win. Additionally, I would like to share my support for H.J. Res. 42. As a member of the Committee on Oversight and Accountability, I was present to question the leadership of the D.C. Council about the latest efforts to vilify and defund the police.
200TH ANNIVERSARY OF THE TOWN OF BUSTI, CHAUTAUQUA COUNTY, NEW YORK2023-04-13
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to commemorate the two hundredth anniversary of the Town of Busti in Chautauqua County, New York. The Town of Busti, like most of Chautauqua County, has an expansive agriculture history. Busti was the site for the first test cows in the state and where the first field of alfalfa was grown. In addition, the Underground Railroad had one of its most active routes through this region and Busti was an important stop on this route. Whether they are lifelong residents or new in town, the citizens of Busti can look with pride upon the accomplishments of the pioneers who contributed to this area. A community of seven thousand five hundred and twenty-one, the neighbors in this town look out for each other to ensure the community continues to thrive. Two hundred years as a community and a town is certainly a cause for celebration. I congratulate the Town of Busti for withstanding the tests of time and look forward to many more years of Busti providing a welcoming community for our friends, neighbors and visitors. Given the above, I ask that this Legislative Body pause in its deliberations and join me to celebrate the Town of Busti's two hundredth anniversary.
PROVIDING FOR CONSIDERATION OF H.R. 1, LOWER ENERGY COSTS ACT2023-03-28
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise in support of the rule, which provides consideration of legislation to bring relief to Americans and unleash the power of American energy. Forty percent--that is the spike in heating costs borne by many of my constituents in New York State during a bitter, life-threatening winter. For a family on a budget and a retiree on a fixed income, that 40 percent hike is a painful one. It means doing without certain items from the grocery store or carefully rationing when and how you keep the heat on in your home despite bitterly cold temperatures. Mr. Speaker, these are the terrible choices that my constituents must make due to the Biden-Hochul energy agenda. This is life for many Americans in the unaffordable, inflation-ridden Biden economy. Let's not be fooled by the President's rhetoric about a Putin price hike at the pump. The regulatory machine imposed on American energy has been built for one objective in mind: to destroy our Nation's energy sector as we know it. In New York State, our Governor, Kathy Hochul, has made it a top priority to force our State's farmers, the guarantors of our Nation's food security and leaders in conservation, into a future of expensive and unreliable electric vehicles and equipment. That technology doesn't even exist yet. We know that current EV technology is inferior to diesel machinery. We know that a future with more EV batteries and EV motors means greater dependence on China. God forbid we let those inconvenient truths get in the way of the left's radical and out-of-touch Green New Deal religion. The southern tier of New York sits atop one of our country's greatest natural resource endowments, the Marcellus shale. Just across the border from my district in neighboring Pennsylvania, hydraulic fracturing has created an economic miracle and newfound prosperity. It has transformed their economy while counties in my district in the southern tier are some of the poorest in our State. Yet Governor Hochul, who is taking her cues from Democrats here in Washington, has made it her mission to ensure those same opportunities, that dream of prosperity and economic revival, are denied to New Yorkers in the southern tier. Democrats in Albany and Washington have locked away the promise of natural gas production. They have blocked the construction of oil and gas pipelines. They are now leading the way in banning natural gas to our homes. Mr. Speaker, Americans are desperate for relief and an end to the left's destructive anti-energy agenda. H.R. 1 promises to unleash the power of our Nation's energy sector once again. It will create countless new jobs and bring investment and economic rebirth into communities across this great country. It will allow Americans once again to live in a world where they can afford to farm their farms, drive their cars, put food on their tables, and heat their homes. I support this rule.
PROVIDING FOR CONSIDERATION OF H.R. 140, PROTECTING SPEECH FROM GOVERNMENT INTERFERENCE ACT; PROVIDING FOR CONSIDERATION OF H.J. RES.2023-03-08
Mr. LANGWORTHY
Mr. LANGWORTHY. Madam Speaker, I rise in support of the rule, which provides consideration for three important pieces of legislation to restore trust and certainty for millions of Americans. Specifically, I will highlight H.J. Res. 27, which would provide for congressional disapproval of the Biden administration's overreaching new Waters of the United States, or WOTUS, rule that threatens the livelihoods and survival of our Nation's farmers and rural communities. The Biden EPA's new reinterpretation of WOTUS is a complete rejection of the Clean Water Act's decades-long, broadly accepted jurisdiction. The new rule gives the Federal Government sweeping authority over private lands and unleashes the Federal regulatory machine on private property owners, over bodies of water as small as ditches, low spots, and ephemeral drainages. And God forbid, if a farmer is perceived to have violated the EPA's vague new WOTUS regulatory framework, they could find themselves tangled in years of expensive litigation and red tape threatening their very survival as an operation. Now, my district in western New York, in the Southern Tier, has over 800 dairy operations. These are generational farms with deep roots in our surrounding communities. My farmers, as in the case with farmers across this country, are deeply worried about how the Biden EPA's new WOTUS rule will impact the long-term survival of their operations. Our farmers should be focused on production and growing and maintaining their operations, not hiring outside, expensive consultants to help them navigate a maze of new burdensome government regulations. They shouldn't be worried about whether farming a certain part of their land will lead to thousands, hundreds of thousands, or even millions of dollars in penalties, enough to put these family farms out of business. But under the Biden administration, sadly, this is just considered the cost of doing business. Now, some might say I am speaking in hyperbole. But we have seen this play out before in 2015. We saw what an overly broad interpretation of WOTUS meant to our farmers, many of whom suffered devastating fines from an overzealous Obama-era EPA for having the audacity to manage and farm their own private lands. So the question before us with this resolution isn't how to best regulate a pond versus a stream or a low spot. It isn't how far we should turn the dial up on regulation, forward or backward, so as to not inflict too much pain on rural America. It is a question of whether we stand for the long-term survival of American agriculture and domestic food security or whether we are willing to regulate the American farmer out of business and out of existence. Congress has a duty to review and oppose this radical interpretation of WOTUS. I strongly support the rule, and I urge my colleagues to do the same.
REDUCE EXACERBATED INFLATION NEGATIVELY IMPACTING THE NATION ACT2023-02-28
Mr. LANGWORTHY
Mr. LANGWORTHY. Madam Chair, I rise in support of this amendment.
Mr. LANGWORTHY. Madam Chair, I move that the Committee do now rise.
Mr. LANGWORTHY. Madam Chair, the amendment strikes the bill's requirement for an inflation impact assessment when an executive order will have a significant impact on inflation, but the impact cannot yet be precisely quantified. That is exactly the wrong approach to take. If the White House can determine an executive order will indeed have a significant impact on inflation, that is what is important. The President should know about that before he acts. It would be unwise and dangerous to happily let the President proceed in the dark about an order's inflationary impacts just because they cannot be calculated with perfect precision. Madam Chair, I urge my colleagues to vote ``no'' on this amendment, and I reserve the balance of my time.
Mr. LANGWORTHY. Madam Chair, I yield back the balance of my time.
