CELEBRATING THE REMARKABLE AND CONTINUED LEADERSHIP AND SERVICE OF MR. SCOTT BIELER2024-09-25
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to celebrate the remarkable and continued leadership and service of Mr. Scott Bieler. As the President and CEO of West Herr, Scott leads the largest privately-owned automotive group in New York State, and one of the biggest in the United States. All told, there are over 3,000 employees across 39 locations in Erie, Niagara, Monroe, and Ontario counties, with new expansions and locations always on the horizon. Scott has continued to go above and beyond, and while he is known as generous--few know the extent of his philanthropy throughout the community. Scott is actively involved and supports many charitable and community initiatives, including the Roswell Park Alliance Foundation, Visit Buffalo Niagara, and Daemen University. On Thursday, September 26th, Mr. Scott Bieler will be honored at Buffalo Niagara Partnership's Second Annual Economic Development Summit, where he will receive the 2024 Industry Leader Award. On behalf of Western New York, I am proud to congratulate my friend on his many accomplishments, and I join him in celebrating this well-deserved award. I therefore ask that this legislative body now join me in celebrating Mr. Bieler's accomplishments, along with his continued dedication to leadership and community service.
FOCUS ON CRIME2024-09-25
Mr. LANGWORTHY
Mr. LANGWORTHY. Madam Speaker, I thank the vice chair of our Conference, Blake Moore, for yielding me the time. I rise today with a heavy heart to honor the life and service of Chautauqua County Undersheriff Richard Telford, a dedicated public servant who spent over three decades protecting and serving the people of our community. Rich's passing is a profound loss for Chautauqua County. Those who had the honor of knowing him say that they knew they could always count on Rich. In remembering him, Sheriff Jim Quattrone said: ``Rich was a man of integrity. He could always be counted on to do the right thing.'' Throughout his service, Rich's sense of duty and commitment to the community he grew up in ran very deep. After graduating from Jamestown High School and studying criminal justice at Jamestown Community College, Rich began his law enforcement career in 1991 with the Chautauqua County Sheriff's Office. He quickly rose through the ranks, serving as a deputy, a sergeant overseeing the county's 911 center, a lieutenant, and later a supervisor for court security. Rich's hard work and his leadership were undeniable. In 2021 he was appointed undersheriff of Chautauqua County, a role in which he continued to lead by strong example. Rich's dedication to the community wasn't limited to his badge. He is remembered as a loving family man, devoted to his wife Amanda and their three children Katelynn, Andrew, and Alex. Throughout his career, Rich embodied the qualities that we look for in public servants: integrity, courage, and respect. His actions over 33 years spoke louder than any words. Whether it was investigating fires with the department's fire investigation team or attending the prestigious FBI National Academy, Rich never stopped pushing himself to be better for his community. Madam Speaker, our hearts are heavy today, but we are filled with gratitude for the life and the legacy of Rich Telford. His dedication and his service to Chautauqua County will not be forgotten. Your family is in our prayers, Rich, and, Rich, you will be missed, but your contributions will live on through the many lives that you have touched.
PROVIDING FOR CONSIDERATION OF H.R. 3334, SANCTIONING TYRANNICAL AND OPPRESSIVE PEOPLE WITHIN THE CHINESE COMMUNIST PARTY ACT; PROVIDING FOR CONSIDERATION OF H.R. 8205, KEEPING VIOLENT OFFENDERS...2024-09-24
Mr. LANGWORTHY
Mr. LANGWORTHY. Madam Speaker, I rise today in strong support of this rule, which will provide consideration for commonsense legislation that would hold accountable local leaders that are pushing an antipolice, pro-crime agenda on our States and cities. Madam Speaker, as the only New Yorker on this side of the aisle today, I can tell you that I have seen firsthand what happens when a Democrat-run State bows to the radical left and embraces the unaccountable system of charitable bail funds and institutes full-blown bail reform. Violent offenders are getting a free pass while law-abiding citizens are left to suffer. Look at the facts: In New York City, after bail reform, crime jumped 20 percent after they pushed for this in the name of social justice. Judges can't even set bail for crimes like petty larceny or grand larceny or burglary. Who pays the price? Innocent American families. Now, unfortunately, my home State of New York is just one of many Democrat-run States in jurisdictions around the country that have given criminals a get-out-of-jail-free card. What is worse is that these policies have the full backing of the Democratic Party, including their nominees, Kamala Harris and Tim Walz. Harris, in particular, supported these radical bail funds, actively encouraging donations to bail out criminals, many of whom were charged with violent crimes. They are the faces of a party that have abandoned the safety of our communities in favor of appeasing a far-left mob. Democrats would have you believe that these policies are about helping lower-income communities, but let's be perfectly, honestly clear: These policies are hurting the very people they claim to protect. These multimillion-dollar bail funds, like the Minnesota Freedom Fund and The Bail Project, aren't helping. They are putting violent criminals, domestic abusers, and sexual predators right back on the street. Who suffers? Everyday Americans in cities like New York, Chicago, and San Francisco. These so-called reforms are nothing more than a betrayal of the people and a destruction of the rule of law in this country. Look no further than the facts. Groups like the Minnesota Freedom Fund bailed out individuals charged with violent crimes, including domestic violence and sexual assault, and Democrats are more than happy to just look the other way. They decided that protecting a radical base is more important than protecting the innocent victims. This is what the Biden-Harris administration and Democrats across this country have stood for, policies that prioritize criminals over communities, chaos over safety, and special interests over the hardworking American people. They have abandoned our law enforcement. They have turned their backs on the very citizens they were elected to serve. I call on my colleagues across the aisle to listen to their constituents in their own Democrat-run States and cities who are absolutely fed up with rampant violent crime and fed up with the revolving door prison and jail system that Democrats and their bail funds have facilitated. They are sick and tired of watching their communities deteriorate and small businesses have to close due to crime skyrocketing. The least we can do, Madam Speaker, is ensure that these bail funds operate under some level of accountability and transparency. Madam Speaker, I strongly support this rule today and the underlying legislation.
BIDEN-HARRIS ADMINISTRATION FAILURES AT THE SOUTHERN BORDER2024-09-19
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I thank the gentleman from Arizona for yielding the time and for hosting this Special Order hour to bring real attention to this crisis. Just last month, a family of four was brutally murdered in the town of Irondequoit, New York, just outside of Rochester. Two little girls, babies, 2 and 4 years old, were slaughtered in cold blood by a man who should have never been on American soil in the first place. They were murdered beside their parents. The murderer was an illegal immigrant wanted for murder in his own country, who somehow managed to sneak across our border, get a fake ID, and tear this family apart. This is not an isolated case. Just last month, ICE agents from the Buffalo office arrested a Peruvian gang leader and a serial killer in Broome County near Binghamton. He was responsible for 23 murders in Peru. He was so callous of a killer that he had the victims' faces and names tattooed on his body, and here he was, hiding in plain sight in upstate New York. How did we get here? Vice President Kamala Harris, the failed border czar herself, and Democratic leaders removed the previous administration's border policies that actually worked, that were actually keeping America safer, and they allowed this border crisis to spiral out of control. Kamala Harris has had 39 months to get this border crisis under control. What has she done? Not a damn thing. Nothing. No action. No accountability. What have we seen instead? Record-breaking illegal crossings at our southern border and also at our northern border, which is becoming a new hotbed of illegal crossings, rampant drug trafficking of deadly fentanyl into every community across the country, and violent criminals walking right into our neighborhoods. It is not just Washington that is to blame. Democrats in my State capital of Albany and in New York City roll out the red carpet for illegal immigrants in New York State: driver's licenses for illegals, check; free housing, food, and debit cards for illegals, check. It is as if Governor Hochul and her Democratic allies put up a giant neon sign saying: Come on in. We are open. Mr. Speaker, New York sanctuary State policies are endangering our citizens. This family in Irondequoit paid the ultimate price for the Democrats' reckless agenda. Under President Trump's administration, we had control of our borders. We had policies that worked: building the wall, enforcing remain in Mexico, and ending catch and release. Under Biden and Harris, all we have is chaos. The wall was halted. ICE and our Border Patrol have been limited. Criminals are running free in sanctuary cities like New York. Let me also remind everyone that 185 Democrats voted against the Violence Against Women by Illegal Aliens Act just yesterday. The bill is to ensure that anyone crossing our border with a history of violent assault, sexual assault, or domestic violence is turned away or deported immediately. Mr. Speaker, 158 Democrats voted against that bill. I ask my colleagues: How many more lives need to be lost before this administration wakes up? How many more families must suffer? How many more families must be torn apart? The American people are sick and tired of this crisis. They are sick of crime, open borders, and endless excuses. Enough is enough.
PROVIDING FOR CONSIDERATION OF H.R. 1398, PROTECT AMERICA'S INNOVATION AND ECONOMIC SECURITY FROM CCP ACT OF 2024; PROVIDING FOR CONSIDERATION OF H.R. 1425, NO WHO PANDEMIC PREPAREDNESS TREATY...2024-09-10
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, by direction of the Committee on Rules, I call up House Resolution 1430 and ask for its immediate consideration.
Mr. LANGWORTHY. Mr. Speaker, I am prepared to close, and I reserve the balance of my time.
Mr. LANGWORTHY. Mr. Speaker, I yield myself the balance of my time to close. These accusations, Mr. Speaker, are not just dishonest, they are a pathetic act of desperation. In their scramble to smear Republicans, they have dug up some obscure policy document that was never endorsed by President Trump, or any House Republican for that matter. Now they have thrown everything they can against the wall, hoping to scare the American people with their usual tactics of lies, deception, and paranoia. This, Mr. Speaker, is the Democratic playbook for 2024. When you are failing, manufacture some more fear. The reality is stark. Democrats are in complete disarray. They are heading into November on a runaway train. Mr. Speaker, it would be laughable if their policies didn't have such dire impact on the American people. Now, in a desperate, flailing attempt to distract from their catastrophic record of the last 3\1/2\ years, they are trying to shift the focus away from the wreckage they have left in their wake. Their policies have bankrupted this country, emboldened our enemies, thrown our borders wide open, and crushed the American people under the weight of skyrocketing costs and economic insecurity. Here is the thing, Mr. Speaker: Americans are just smarter than that. No matter how much they try to spread their undiagnosed cases of Trump derangement syndrome, no matter how many obscure documents they try to pin on House Republicans, they can't run from their abject record of failure. The American people see it. They feel it every day at the gas pump, at the grocery store, when they are paying their insurance bill, when they are trying to buy a new car, when a young family is trying to get into their first home. In their wallets, in their communities, in the safety of their communities, they feel it. Democrats can't hide from the disaster they have created, and no amount of finger-pointing is going to change that. Mr. Speaker, my colleagues on the other side of the aisle have made it clear that they would rather play political games as we work to fund the government and avoid a shutdown. They would rather hoot and holler about spending levels in one department than vote for a commonsense appropriations bill or to create a stopgap so that we can continue our work and make sure that we don't have a shutdown. They would rather stand in full-blown opposition to straightforward provisions that would deter voter fraud and ensure our elections are fair, free, and protected as a fundamental right of real American citizens. My colleagues would also like to stand before us today and oppose commonsense legislation that ensures that we put America first in our dealings with our greatest adversary, China, and any entity or international organization that is connected or subservient to the Chinese Communist Party. We must do what the Biden-Harris administration has time and time again refused to do in its policies toward China--put the interests and the needs and the security of the American people absolutely first. Mr. Speaker, I strongly support the rule before us today.
Mr. LANGWORTHY. Mr. Speaker, for the purpose of debate only, I yield the customary 30 minutes to the gentleman from Massachusetts (Mr. McGovern), pending which I yield myself such time as I may consume. During consideration of this resolution, all time yielded is for the purpose of debate only. General Leave
Mr. LANGWORTHY. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks.
Mr. LANGWORTHY. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, House Resolution 1430 provides for consideration of six measures: H.R. 1398, H.R. 1425, H.R. 1516, H.R. 7980, H.R. 9456, and H.R. 9494. The rule provides for H.R. 1398 to be considered under a structured rule, with 1 hour of debate equally divided and controlled by the chair and the ranking minority member of the Judiciary Committee or their designees, and provides for one motion to recommit. The rule also provides for H.R. 1425 to be considered under a structured rule, with 1 hour of debate equally divided and controlled by the chair and the ranking minority member of the Committee on Foreign Affairs or their designees, and provides for one motion to recommit. The rule also provides for H.R. 1516 to be considered under a structured rule, with 1 hour of debate equally divided and controlled by the chair and the ranking minority member of the Committee on Homeland Security, and provides for one motion to recommit. The rule further provides for consideration of H.R. 7980 under a closed rule, with 1 hour of debate equally divided between the chair and the ranking minority member of the Committee on Ways and Means, and provides for one motion to recommit. The rule further provides for consideration of H.R. 9456 under a closed rule, with 1 hour of debate equally divided between the chair and the ranking minority member of the Committee on Agriculture, and provides for one motion to recommit. Finally, the rule provides for consideration of H.R. 9494 under a closed rule, with 1 hour of debate equally divided between the chair and the ranking minority member of the Committee on Appropriations, and provides for one motion to recommit. Mr. Speaker, I rise in support of this rule and in support of the underlying legislation. The rule before us provides for consideration of five measures aimed at protecting the American people from the greatest threat to our sovereignty, our national security, and our prosperity: the Chinese Communist Party. Let's start with H.R. 1398, the Protect America's Innovation and Economic Security from CCP Act of 2024. This bill will reestablish the CCP Initiative at the Department of Justice, an effort that was originally established by President Trump which successfully combatted espionage, hacking, and theft of American trade secrets. Do you know what? It worked. Under Trump's leadership, we saw 45 individuals convicted or plead guilty to espionage, but in yet another surrender to the woke mob, the Biden-Harris administration, with zero justification, shut it down. They shut it down cold. They claimed it stoked anti-Asian bias. That argument is not just wrong, but it is an insult to every American. Shutting down the China Initiative proves that this administration cares more about appeasing the extreme left than it does our national security. H.R. 1398 will get us back on track, despite President Biden's and Vice President Harris' refusal to do so. Now, while the Biden-Harris administration is shutting down efforts to prosecute spies, they are bending over backward to negotiate a new pandemic accord with the WHO, an organization that sold out the United States and the world to the Chinese Communist Party during the COVID-19 pandemic. As of now, the pandemic accord the Biden-Harris administration is negotiating with the World Health Assembly is intended to tie our country to responsibilities and obligations overseen by an organization that lied for and covered for the Chinese Communist Party as it deceived the world about the origins and the spread of COVID-19. Now, let's not forget how, at the onset of the COVID-19 pandemic in 2020, the WHO director general visited Beijing and praised China for setting a new standard for outbreak control. Simultaneously, the CCP was busy arresting citizens for spreading rumors of a COVID-19 outbreak in Wuhan. That was in the first months of 2020. The WHO went along with the CCP's propaganda, and millions died from a pandemic whose spread could have been contained far earlier. H.R. 1425, the No WHO Pandemic Preparedness Treaty Without Senate Approval Act, would require that any pandemic-related convention of the WHO that purports to bind the United States must be considered and ratified by the Senate as a treaty subject to the requirements of Article II of the U.S. Constitution. Mr. Speaker, hardworking American taxpayers should not be subjected to sweeping new international agreements that could tie them to organizations like the WHO and policies that run contrary to their own interests without any real say in the matter. Additionally, under the rule, House Republicans have brought forward H.R. 1516, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act. Since 2005, the Chinese Government has sponsored Confucius Institutes at American universities, ostensibly to teach Chinese language and facilitate cultural exchanges. However, these institutes are a cover for the CCP's global influence and propaganda campaign. I have seen it in my own district. This bill will cut off homeland security funding for any university that maintains relationships with these entities. Mr. Speaker, let's be clear: The Chinese Communist Party's ultimate goal is to build the most advanced military in the world by 2049, and they are stealing our intellectual property to do so. House Republicans simply will not stand by idly and let that happen at our higher- learning institutions. Next under the rule, we are considering H.R. 7980, the End Chinese Dominance of Electric Vehicles in America Act of 2024, which would put an end to the Biden-Harris sellout to China in the name of a Green New Deal. The Inflation Reduction Act opened the door for Chinese companies to profit from electric vehicle tax subsidies, leaving American families to foot the bill for these policies while China laughs all the way to the bank. We have seen the Biden administration's game. They claim to be tough on China, but behind closed doors, they are cutting deals that enrich the CCP. In its rulemaking on the electric vehicle tax subsidy, the Biden- Harris administration decided that unofficial ties to the Chinese Communist Party were perfectly fine for the Chinese entity wishing to qualify. Now, apparently my colleagues on the other side of the aisle and the Biden-Harris administration have little understanding of how Communist China works. Unofficial or official, for a company to operate and be successful, it must be subservient to the interests of the Chinese Communist Party. H.R. 7980 will put an end to this asinine America-last policy and ensure that vehicles with batteries sourced from foreign prohibited entities, like those connected to the CCP, do not qualify for this tax credit. Additionally, the rule provides for consideration of H.R. 9456, the Protecting American Agriculture from Foreign Adversaries Act. There are 40 million acres of America's farmland in the hands of foreign entities. As a Representative of the hardworking, family farmers in western New York and the southern tier, I know firsthand the impact that foreign entities gobbling American farmland can have on the success of our domestic farmers. It is driving the entry costs of potential new farmers to be higher with each passing year. The land where American farmers grow our food, fuel, and fiber is precious and should be treated as such. H.R. 9456 will ensure that the Secretary of Agriculture has a seat on the Committee on Foreign Investment in the United States and will require that the American people have a full understanding of just how much investment in our agricultural land is being pursued by China and entities connected to the Chinese Communist Party. This legislation, of which I am a proud cosponsor, is an important first step in ensuring that the CCP, through its loyal entities, is not able to buy up our most precious commodity, our land, thereby threatening our national security, our sovereignty, and our ability to feed ourselves. Food is security and will always be national security. Finally, Mr. Speaker, the rule before us includes consideration of H.R. 9494, a continuing resolution to extend government funding at current levels through March 28, 2025. To date, the House has passed legislation to fund more than 70 percent of our Federal Government operations for fiscal year 2025. Meanwhile, Senate Democrats have failed to bring a single fiscal year 2025 appropriations bill to the floor. This continuing resolution avoids a government shutdown, but it also includes the SAVE Act, requiring proof of United States citizenship to vote in Federal elections. Democrats' open-border policies have turned our country into a sanctuary for illegal aliens, and now my colleagues on the other side of the aisle want them to vote. The SAVE Act ensures that only American citizens decide America's future. The Democrats' open-border policies have brought nothing but chaos and destruction to our communities as millions of illegal aliens have flooded into this country. The left's refusal to secure our borders is deliberate and a direct threat to our democratic institutions, as a growing number of noncitizens are registered to vote and have been found to vote in our local, State, and Federal elections. By allowing noncitizens to vote, Democrats dilute the voice of every American citizen, undermining what should be a free and fair election. Mr. Speaker, our country was built on the principles of freedom, fairness, and justice. This administration's policies are a slap in the face to every immigrant who has followed a legal path to citizenship, who has respected our laws, and who has earned their right to participate in our democracy. That is something we should all agree on, we should all support, and we should all fight for. It is simple common sense. Mr. Speaker, I urge my colleagues to support this rule, and I reserve the balance of my time.
Mr. LANGWORTHY. Mr. Speaker, I yield myself such time as I may consume. In case my colleague on the other side of the aisle has a case of amnesia, earlier this year, 195 Democrats proudly voted ``no'' on the passage of H.R. 8580, the fiscal year 2025 Military Construction- Veterans Affairs appropriations bill. This legislation includes $337.4 billion for the VA, $75.5 million above President Biden's own budget requests and $30.2 billion more than the fiscal year 2024 levels. It allocates $112.6 billion for medical care for our veterans. Mr. Speaker, 195 House Democrats, including my colleague from Massachusetts, voted ``no'' on this bill, with Senate Democrats refusing to even bring up the bill on the floor. Every day they delay is a day that veterans across America are left wondering if their healthcare, their benefits, and their essential services will be there next year. This is simply unacceptable. Senator Chuck Schumer could bring this bill forward tomorrow. We could get this done for our veterans tomorrow, but, instead, Senate Democrats have decided to play politics with the lives of our Nation's heroes, labeling this vital funding as dead on arrival and offering no alternative while the clock ticks down. Mr. Speaker, it is time that my Democratic colleagues across the aisle stop playing politics in this Chamber and in the upper Chamber prioritize what really matters. Veterans across this Nation depend on the services provided by the VA. Let's stop the hysteria and the political games. Let's pass this continuing resolution, avoid a shutdown, and continue our work to fully fund the VA. Our veterans have given everything for us, and I am asking my colleagues to give them the support that they deserve. Mr. Speaker, I yield 3 minutes to the gentleman from Texas (Mr. Burgess), distinguished chairman of the Rules Committee.
Mr. LANGWORTHY. Mr. Speaker, we heard a lot of fiction there. We have heard false and frankly ridiculous claims that the SAVE Act makes it harder for certain Americans, including our servicemembers, to vote. If my Democratic colleagues took the time to actually read the bill, they would see that under the SAVE Act, servicemembers can show their passport, birth certificate, military ID, record of service, or any combination of these other options as proof of citizenship. There is absolutely nothing in this legislation that restricts or complicates voting for our servicemen and -women. To suggest otherwise is just patently false, but it is also insulting. It implies that those who serve our country, those who risk their lives to defend our freedoms, are somehow less capable of meeting these simple and straightforward requirements. Mr. Speaker, our servicemen and -women deserve better. They sacrifice for our Nation, and we owe it to them and to all Americans to uphold the integrity of our elections by enforcing the laws of our land. Instead, Democrats across the country are unwilling to do so. Take my own State, New York. A noncitizen can register to vote without a Social Security number, without an ID. Before coming to Congress, I fought against New York City's outrageous attempts to allow noncitizens, including illegal aliens, to vote in local elections. In the face of what States like New York are doing, what the District of Columbia has tried to do, and with millions of illegal aliens flooding into our country under the Biden-Harris administration, we need these safeguards in place today. Just last month, the State of Texas announced it had removed 6,500 noncitizens from their voter rolls, with nearly 2,000 of those noncitizens recorded to have a voter history. Virginia also removed 6,000 noncitizens from their voter rolls. Mr. Speaker, we cannot take the issue of voter fraud lightly. We cannot rely on the honor system, as much as the other side of the aisle thinks it is A-OK to not require a photo ID in this country to vote. We can't take the honor system for our Federal elections, especially when we have millions and millions of illegal immigrants residing in this country and thousands of noncitizens registered to vote across this country. Make no mistake, the flood at our southern border, the 10 million encounters at our southern border, isn't by accident. It was at the stroke of 94 separate executive actions with Joe Biden's pen, with Kamala Harris cackling in the background, that this has happened. Bet your bottom dollar that if somehow, by some miraculous effort, they have the White House, the Senate, and the House next year, they are going to get to work lickety-split on the biggest amnesty plan this country has ever had. They will all be voters, mark my words. Mr. Speaker, I reserve the balance of my time.
Mr. LANGWORTHY. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I am going to reiterate the fact. It is very simple. House Republicans have passed their Veterans appropriations bill. We passed it above the request of President Biden or whoever is drafting the President's requests at this hour. The people who have had a lot to say in this Chamber today, they all decided to vote ``no.'' They voted ``no'' for our veterans' healthcare. They voted ``no'' for opportunities to expand veteran benefits. They did it for politics. They did it because it wasn't their idea. This House Republican majority has funded the VA above and beyond President Biden's request for the last 2 fiscal years, and we are very proud of that fact, and we will continue to do so. Mr. Speaker, my colleagues across the aisle have expressed outrage over the inclusion of the SAVE Act in today's continuing resolution, but let's be clear: The American people overwhelmingly disagree with their position. According to a 2022 YouGov poll, nearly two-thirds of Americans support requiring proof of citizenship to vote in elections, and even more telling, 48 percent of Democrats--yes, Democrats--agree that proof of U.S. citizenship should be required. In 2022, a Gallup poll further underscored that 79 percent of Americans favor photo identification requirements to vote, and that includes 53 percent of Democratic voters. Just this year, the Pew Research Center found that 81 percent of Americans want all voters to show government-issued photo identification to cast a vote, and 69 percent of Democrats back this commonsense safeguard. Why won't they? That is the question. What are they afraid of to require someone to prove who they say that they are? These aren't poison pills. This isn't partisanship. They are overwhelmingly bipartisan views shared by a vast majority of commonsense Americans. Yet, my colleagues would rather cater to a fringe element in this country within their party than listen to the clear will of the American people. Instead of supporting reasonable safeguards to protect our elections and prevent foreign interference, they continue to block widely supported measures. They claim to be defenders against foreign interference in our election, yet today, they turn their back on protecting the sanctity of the vote. The numbers don't lie, though. Under the Biden-Harris administration, at least 4.6 million illegal aliens have been released into our country, with 1.8 million got-aways. We don't know where they are. We don't know who they are. We don't know why they are here. Those are just the ones that we are aware of. With millions of illegal immigrants, including violent criminals, now residing in the United States, we cannot afford to ignore the critical need to ensure that only American citizens decide the future of our Nation. This isn't just about policy. It is a moral imperative to protect the foundational rights of American citizens. It is time for our Democratic colleagues to put aside their partisanship and listen to 81 percent of the American people who support this and stop threatening a shutdown over commonsense election safeguards. Mr. Speaker, I reserve the balance of my time.
COMMEMORATING THE TWO HUNDREDTH ANNIVERSARY OF THE TOWN OF ELLINGTON2024-07-24
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to honor and celebrate the bicentennial of the Town of Ellington, New York. Founded in 1824, Ellington has proudly stood the test of time, exemplifying the quintessential qualities of small-town America. Ellington, nestled in Chautauqua County, was named after Ellington, Connecticut, reflecting the origins of many of its early settlers who brought with them a pioneering spirit and a commitment to building a new life in the burgeoning frontiers of New York State. From its inception, Ellington has been characterized by its picturesque landscapes, rolling hills, lush forests, and fertile farmland. These natural features have shaped the town's identity and continue to be a source of pride and beauty for its residents. Agriculture has always been the cornerstone of Ellington's economy. The town's long tradition of dairy farming, crop production, and livestock rearing has sustained its residents and fostered a deep connection to the land. Family-owned farms, some of which have been passed down through generations, are a testament to the town's enduring agricultural heritage. The people of Ellington are the heart and soul of this town. It is a close-knit community where tradition, hard work, and neighborly support are valued and celebrated. Annual events such as the Ellington Town Picnic bring residents together, reinforcing the bonds of friendship and community spirit that have always been a hallmark of this town. Ellington is home to several historical sites that reflect its rich heritage. These include well-preserved homes and buildings from the 19th century and the Ellington Town Hall, which serves as a hub for local government and community events. The preservation of these sites is a testament to the town's dedication to honoring its past while looking towards the future. Mr. Speaker, as we celebrate the bicentennial of Ellington, New York, we honor a town that embodies the enduring values of hard work, tradition, and community spirit.
PROVIDING FOR CONSIDERATION OF H. RES. 1371, STRONGLY CONDEMNING THE BIDEN ADMINISTRATION AND ITS BORDER CZAR, KAMALA HARRIS'S, FAILURE TO SECURE THE UNITED STATES BORDER2024-07-24
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, hundreds of thousands of Americans die every year from fentanyl. Communities, including many in my own district, have been ripped apart by the scourge of this deadly poison. I have hosted roundtables with local law enforcement, families of victims, and other advocates all across my district. One thing I have consistently heard is that we need to stop the flow of fentanyl into this country. Our police officers are struggling to keep up with the constant influx into our communities, and it is killing some of our youngest and brightest citizens. Every American knows these deadly substances are flooding across our borders, brought to this country by criminals who directly benefit from the Biden-Harris administration's open-border policies. We also can't forget the other Americans who have been assaulted and murdered by illegal immigrants allowed to enter this country. Laken Riley is dead. Rachel Morin is dead. Others have lost their lives. Even children have been brutally assaulted. Why? So our border czar, Kamala Harris, could score political points with the radical leftwing of her party. Meanwhile, the State of New York is going bankrupt, spending billions of dollars to pay for housing, benefits, and food for this flood of illegal immigrants being released into the interior of this country. Again, this is a direct result of the open-border and sanctuary policies of the Democratic Party under Biden-Harris. Vice President Harris, the anointed border czar, wholeheartedly supports these policies. Time and again, she looks into the eyes of the American people who have seen loved ones die of fentanyl overdoses or have been the victims of criminals who were in this country illegally and lies to them. She lectures the American people about the root causes of illegal immigration and pretends that her policies had nothing to do with this historic crisis. We are not buying it, and the American people won't buy it in November. Rather than visit our southern border, she led a junket to Central America to plead and to beg migrants to not come. It doesn't get more pathetic than begging other countries while paying lip service to Americans who are feeling the real pain of this crisis. Now, of course, this is entirely consistent with Vice President Harris' failed leadership in this administration. The condescension and virtue signaling may play well among the liberal, coastal elites who are now circling the wagons to ensure that she is slammed in there as the Democratic Presidential nominee in August, but the American people see her failures for what they are. People are suffering. People are dying from this crisis that Kamala Harris and President Biden have created. Kamala Harris deserves full condemnation, and I am glad to see the House take up this resolution. I am going to sit and wait for the condemnation of the little Democratic rally that was held for Kamala Harris over at Union Station today.
HONORING AN EXTRAORDINARY PUBLIC SERVANT, DAVID WILFONG2024-07-24
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, today, I rise to honor my dear friend and an extraordinary citizen of New York's 23rd Congressional District and a devoted public servant, David Wilfong. David has been a pillar of the Jamestown community, serving as county legislator and a former chairman of the Chautauqua County Republican committee. He is also a U.S. Army veteran and the director of maintenance at the Rehabilitation Center in Olean. His life and his remarkable achievements can teach us all a lot about public service. His work on projects like the Juneteenth festival and the Northside Community and Chadakoin Park projects shows his continued commitment to making Jamestown a better place to live, work, and raise a family. Dave never fails to reach across the aisle to get things done, and he always, always puts people above politics. Mr. Speaker, I am proud to call David a friend, and his support over the years means the world to me. He has built a legacy of service and kindness that will continue to inspire our community for years to come.
COMMEMORATING AND HONORING THE 50TH ANNIVERSARY OF CUMMINS ENGINE PLANT IN JAMESTOWN, NEW YORK2024-07-23
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to commemorate the 50th anniversary of the Cummins Engine Plant in Jamestown, New York--a beacon of American ingenuity, resilience, and commitment to excellence. Fifty years ago, in 1974, the Cummins Plant opened its doors in Jamestown. It started as a modest facility, with a mission to produce high-quality engines that would power the dreams and livelihoods of countless Americans. This plant embodied the spirit of Jamestown--a community built on hard work, determination, and a belief in a brighter future. Over the decades, the Cummins Plant has grown into one of the largest and most advanced engine manufacturing facilities in the world. Its workforce, drawn from the heart of Jamestown and its surrounding areas, has been the lifeblood of this transformation. The plant now employs over 1,500 dedicated individuals, each one contributing to the production of engines and generators that power everything from trucks and buses to buildings and machines. The plant's history is filled with milestones that reflect its enduring impact. In the 1980s, Cummins introduced the industry-leading Cummins N14 engine, which became a cornerstone of heavy-duty trucking. In the 1990s, the plant embraced advanced manufacturing techniques, paving the way for the production of cleaner and more efficient engines. In the 2000s, Cummins continued to lead with innovations in diesel and natural gas technologies, showcasing their ability to adapt and thrive in an evolving landscape. As we celebrate this remarkable 50th anniversary, we are reminded of the plant's humble beginnings and the incredible journey it has undertaken. We are reminded of the visionaries who saw potential in Jamestown, the workers who brought that vision to life, and the community that has supported this endeavor every step of the way. In recognizing the Cummins Plant, we honor not just a facility, but a symbol of American industry at its best. Given the above, I ask that this Legislative Body pause in its deliberations and join me in congratulating the Cummins Engine Plant on their 50th anniversary and their invaluable service to the residents of our communities.

PROVIDING FOR CONSIDERATION OF H.R. 8281, SAFEGUARD AMERICAN VOTER ELIGIBILITY ACT; PROVIDING FOR CONSIDERATION H.J. RES. 165, PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE...2024-07-09
Mr. LANGWORTHY
Mr. LANGWORTHY. Madam Speaker, first, I thank the chairman of the Rules Committee and the gentleman from Texas for yielding the time. Madam Speaker, I rise in strong support of the rule today which includes consideration of my bill, the Stop Unaffordable Dishwasher Standards Act. The Biden Department of Energy, pandering to radical environmentalists, is actively working to make life harder for the American people. Under the administration's latest proposed dishwasher efficiency standards rule, the average American family would be stuck with fewer, more expensive appliance options, with no real cost savings over the appliance's lifespan. By limiting consumer choice and imposing draconian new standards and regulations that make absolutely no sense from either an affordability or energy standpoint, this administration is making life harder for the American people. I urge my colleagues to support my bill, H.R. 7700, and push back on these unaffordable policies that jeopardize access to affordable, reliable consumer products that we all once took for granted. I am also proud to cosponsor another measure to be considered under this rule, the SAVE Act, which will require proof of U.S. citizenship to register to vote in Federal elections. This legislation will ensure that only American citizens decide America's future. The Democrats' open-border policies have brought nothing but chaos and destruction to our communities as millions and millions of illegal aliens have flooded into this country. The left's refusal to secure our borders is deliberate, and it is a direct threat to our democratic institutions as a growing number of noncitizens are registered to vote and have been found to vote in our local, State, and Federal elections. By allowing noncitizens to vote, they dilute the voice of every American citizen, undermining what should be a free and fair election. Enough is enough. We cannot stand by while our borders are overrun and our communities are destroyed. The SAVE Act must be passed to protect the integrity of our elections. Madam Speaker, our country was built on the principles of freedom, fairness, and justice. This administration's policies are a slap in the face to every immigrant who followed the legal path to citizenship and who respected the rule of law and earned their right to participate in our democracy. Madam Speaker, I urge my colleagues to support this rule and support the SAVE Act so that we can safeguard our elections, secure our borders, and ensure a brighter future for all Americans.
STOP UNAFFORDABLE DISHWASHER STANDARDS ACT2024-07-09
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today in support of my bill, the Stop Unaffordable Dishwasher Standards Act, which will put the brakes on the Biden administration's relentless assault on efficient, affordable, and reliable appliances for everyday Americans through overbearing regulations. When Congress enacted the Energy Policy and Conservation Act of 1975, the goal was straightforward: encourage a more efficient use of energy that is both practical and cost-efficient. Yet, the Biden administration has abused and twisted this law beyond recognition to serve the radical, woke environmentalist agenda of the far left. They are not just out of touch. They are making life more expensive for hardworking Americans. In fact, the Biden administration's own analysis of the proposed rule for the new efficiency standards admits that it would take more than 12 years for an American family to see $17 in savings--$17 over 12 years, and that is if their dishwasher lasts that long, which is really doubtful. This is a textbook example of Big Government overreach. Here is the bottom line: Our country is in the midst of a historic affordability crisis. Millions of Americans cannot afford to buy their first home or even save for a rainy day. What does this Biden administration do? They pile on more regulations, more requirements, and higher standards onto the most basic household appliances. To my friends across the aisle who disparage this legislation here today as trivial and unimportant, I encourage them to go explain right now to the average American family, already crushed by this Biden economy, that their daily struggles with skyrocketing costs don't matter. Go explain to seniors in my district living on fixed incomes why they should shell out thousands more to replace their basic home appliances to satisfy some radical environmentalist pipe dream. Go tell them that they should take a back seat to the Green New Deal agenda. Go tell them that the Biden administration knows better about what is best for them. Why should Americans who are putting their groceries on credit cards be forced to deal with more out-of-touch, expensive regulations? The hardworking families, seniors, and constituents in my district might not matter to the Biden administration, but they matter to me. That is why I introduced this legislation. By stripping away consumer choice and imposing draconian new regulations and standards that make absolutely no sense from an affordability and efficiency standpoint, this administration is making life harder for the American people, pure and simple. Mr. Speaker, enough is enough. We cannot tackle this affordability crisis facing our country today if we don't stop the Biden administration's regulatory agenda dead in its tracks. I urge my colleagues to support my bill, H.R. 7700.
DEPARTMENT OF DEFENSE APPROPRIATIONS ACT, 20252024-06-27
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Chair, I thank the gentleman from California (Mr. Calvert) for yielding. Mr. Chair, I rise today to support my amendment to provide the Navy's Science and Technology for Nuclear Re-entry Systems with $5 million for the next-generation control system, ensuring that it is budget neutral. In an era when our adversaries are ramping up their nuclear capabilities, we face growing threats that demand a swift and decisive response. The strategic community is clamoring for upgrades to our aging weapons delivery systems, and the development of this next- generation control system is vital. This technology will minimize delays and enable precise vehicle control at hypersonic speeds. We are in a new Cold War with China, and complacency is not an option. My amendment will ensure America leads in innovation, maintaining our military's unparalleled superiority. I also support Representative Trahan's amendment No. 173. Our brave men and women in uniform currently face a dangerous technology gap in close-quarters reconnaissance and intelligence during combat and rescue missions. The Army Special Operations Command is addressing this with tactical throwable cameras, providing real-time, lifesaving situational awareness. This small tool can make a huge impact, saving countless lives. The only hurdle is the funding required for the Army's operational evaluation, a critical step toward procurement. We owe it to our troops to provide them with the best tools to succeed on the battlefield, and this technology is crucial for their success. Mr. Chair, these amendments are not just about technology or budget lines. They are about safeguarding our Nation and ensuring that our troops have what they need to protect and serve. Mr. Chair, I urge my colleagues to support these amendments en bloc today for the security and future of our country.
Mr. LANGWORTHY. Mr. Chairman, I thank the gentleman from California (Mr. Calvert) for yielding. Mr. Chair, I rise today to support my amendment that seeks to bring much-needed attention to the development and procurement of advanced medical devices specifically designed for the treatment and prevention of infections associated with osseointegrated prosthetics. Osseointegrated prosthetics are cutting-edge technology that involves directly anchoring a prosthetic limb to the bone, offering improved mobility and comfort for amputees compared to traditional prosthetics. Our servicemembers who have sacrificed so much for our Nation deserve nothing less than the best care that we as a nation can provide them. This work, however, extends beyond our heroes in uniform. It has the potential to significantly impact the lives of thousands of Americans who have lost limbs and are determined to regain their independence and continue to live full and productive lives. The challenge of infections in osseointegrated prosthetics is a serious one, with potential complications that can hinder recovery and diminish quality of life. By prioritizing the availability of effective treatments and preventative measures, we can ensure that all Americans, whether they are veterans or civilians, receive the highest standard of care. This will not only reduce complications but will also promote faster recovery and better outcomes overall. Mr. Chair, I urge my colleagues to support the en bloc, which includes this amendment. By doing so, we stand with our servicemembers, our veterans, and every American facing the trials of limb loss. We send a message to those families that their struggles are not forgotten, and their journey to recovery and well-being is a priority for this Congress.
PROVIDING FOR CONSIDERATION OF H.R. 8774, DEPARTMENT OF DEFENSE APPROPRIATIONS ACT, 2025; PROVIDING FOR CONSIDERATION OF H.R. 8771, DEPARTMENT OF STATE, FOREIGN OPERATIONS, AND RELATED PROGRAMS...2024-06-26
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, the measures under the rule before us today are about securing our Nation, securing our borders, and standing up to our adversaries who would love nothing more than to do us harm. This week, House Republicans will address the ongoing national security crisis by considering three critical appropriations bills: the fiscal year 2025 Department Homeland Security Appropriations Act, the fiscal year 2025 Department of Defense Appropriations Act, and the fiscal year 2025 State, Foreign Operations, and Related Programs Appropriations Act. These bills aim to secure our borders, bolster our national defense, and strengthen our global standing against our adversaries. Under the Department of Homeland Security Appropriations Act, we have funding for actual border security, something my colleagues on the other side of the aisle have time and again refused to support. This bill includes funding for 22,000 additional Border Patrol agents and $600 million for the construction of the southern border wall. My own district has had a front row seat for this administration's disastrous border policies. Not only has the Biden border policy, coupled with New York State's sanctuary policies, allowed for a flood of illegal immigrants into our cities, towns, and communities, but our northern border has seen a surge of illegal crossings like never before. I have talked to the Buffalo Sector Border Patrol, and I know firsthand that these agents need Congress to have their backs and give them the tools they need to do their job safely and effectively. Mr. Speaker, 143 individuals on the FBI's terrorist watch list have been apprehended on our northern border. That is twice as many as have been apprehended on the southern border, and that is just the ones who have been caught. This administration's open-border policies have turned every State into a border State and every town into a border town, jeopardizing the safety and security of every American. The Homeland Security bill also provides $822 million for transportation and removal operations and $300 million for border security technology, all essential for removing dangerous criminals from our country and securing our borders. Mr. Speaker, it is time for action. It is time to secure our borders, support our allies, and put American interests and safety first. Mr. Speaker, I urge my colleagues to support this rule and the critical legislation that it brings forward.
COMMEMORATING THE 100-YEAR ANNIVERSARY OF THE UNITED STATES BORDER PATROL2024-06-14
Mr. LANGWORTHY
Mr. LANGWORTHY. Mr. Speaker, I rise today to commemorate the 100th anniversary of the United States Border Patrol and to honor Border Patrol agents both past and present. Established in 1924, U.S. Border Patrol has worked diligently over the last century to protect our Nation from harms such as terrorism, illegal weapons, and drug trafficking, while facilitating lawful international travel and trade. I specifically want to acknowledge the hard work and sacrifice of the dedicated Border Patrol agents serving at the United States Customs and Border Protection Buffalo Sector. Border security is paramount to national security, and while the Southern Border garners national headlines every day, at the Northern border, illegal crossings are also up, over one hundred and fourteen percent compared to last year. Every day, these servicemembers keep us and our Canadian neighbors safe, while fighting against the illegal trafficking of people and drugs, including fentanyl. On Tuesday, May 28, 2024, the U.S. Customs and Border Protection Buffalo Sector hosted a celebration of this historic anniversary, in memory of all those who have protected our Nation, and in appreciation of those who do so now. Western New York and the Southern Tier are home to many active and retired Border Patrol officers. I am incredibly proud of this culture of service that has been longstanding in our community. I am deeply grateful to the Buffalo Sector for their invaluable commitment to securing our Northern Border against threats from abroad. The contributions of the United States Border Patrol to our Nation's security are highly commendable, and it is my honor to recognize their bravery. On behalf of the United States Congress and the constituents of New York's 23rd Congressional District, I ask this legislative body to join me in commending these Border Patrol agents--past and present-- for their service.
RECOGNIZING THE LIFE, SERVICE, AND SACRIFICE OF OUR MILITARY SERVICE MEMBERS: CLARENCE MEMORIAL DAY DEDICATION2024-06-14
Mr. LANGWORTHY
