PROVIDING FOR CONSIDERATION OF H.R. 6323, IRAN COUNTERTERRORISM ACT OF 2023; PROVIDING FOR CONSIDERATION OF H. RES. 1143, CONDEMNING IRAN'S UNPRECEDENTED DRONE AND MISSILE ATTACK ON ISRAEL...2024-04-16

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, I thank the gentleman from Pennsylvania for yielding the time today. I rise today in support of the underlying legislation to put a stop to the Biden administration's policies of appeasement and stand firmly with our friend and ally, the great State of Israel. On October 7, 2023, Hamas--bankrolled by the Iranian regime with funds that could have been spent on food or medicine or other humanitarian needs of the Iranian people--murdered and kidnapped children, they raped women, and they brutalized the elderly. It was barbarism that the world hadn't seen in years. The evil we saw on display on October 7 was done at the behest of and with the resources provided by Iran's fundamentalist leaders. These are the very same leaders that call for death to Americans, Israelis, and the extermination of the Jewish state and Jews everywhere. I want to remind everyone here today that we are still American, and we still have American and Israeli hostages in Gaza. They are still being held by a terror group whose lifeline has been and continues to be Iran. Mr. Speaker, the true cost of the Biden administration's failed policies of appeasing this terrorist state is on full display. Just this weekend, Iran launched a full-scale military assault on our ally with 330 drones, low-flying cruise missiles, and ballistic missiles. The time for appeasement has long since passed. Let me remind everyone that President Biden continued to allow Iran to access $10 billion even after they funded the horrific attacks on October 7. It is ridiculous and frankly disgusting that any of my colleagues would continue to advocate and to serve as apologists for state sponsors of terrorism. In the face of so much aggression in the region, I am relieved to see that Israel, with the help of the United States, the United Kingdom, and so many other allies, were able to minimize the damage from Iran's recent attacks. We would not be at this point if it had not been for President Biden's relaxing of sanctions and disgraceful attempts at appeasement in a vain attempt to resurrect the failed Obama-era nuclear agreement, an agreement that did nothing but empower Iran and its proxies in the region. Once again, Mr. Speaker, I am here today on the House floor calling for this administration and my colleagues on the other side of the aisle to stop pretending that we can negotiate or appease a regime that wishes genocide on the Jewish people and the destruction of the State of Israel. I strongly support the underlying legislation to put a check on this administration's reckless policies toward Iran that have jeopardized the safety of the American people and the survival of our friend and ally, the State of Israel, as they fight to defend themselves.

HONORING THE LANCASTER VOLUNTEER AMBULANCE CORPS FOR SEVENTY-ONE YEARS OF INVALUABLE SERVICE TO WESTERN NEW YORK2024-04-16

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, I rise today to recognize the Lancaster Volunteer Ambulance Corps for its 71 years of emergency medical service to Western New York. Operating every day of every year, the volunteer first responders who comprise Lancaster Ambulance often serve as the first and most crucial contact for those suffering from profound medical distress. Lancaster Ambulance's impact on Town of Lancaster, Village of Lancaster, Town of Alden, Village of Alden, and Village of Depew is unquestionable, with its volunteers responding to an astounding 7,553 calls last year alone. These dedicated emergency responders are treating our friends and neighbors amidst their darkest hours, and I am proud to recognize their community service and high level of professionalism in the line of duty. On behalf of Congress and the 23rd Congressional District, I commend the men and women serving as part of the Lancaster Volunteer Ambulance Corp. I include in the Record the names of the Lancaster Ambulance Board and Management Team into the Record as a sign of respect and appreciation for their service and all the members of this important organization: Chester Popiolkowski--President William Revelas--Vice President Chistopher Yockey--Secretary Robert Over--Treasurer Amy Revelas--Director of Operations Nancy Revelas--Director Allison Abraham--Director John O'Donnell--Director Jonathan Hunter--Director Robert Sank--Chief of Compliance Brian Fenik--Chief of Narcotics Lynn O'Donnell--Training Coordinator I ask that this legislative body joins me in celebrating the Lancaster Volunteer Ambulance Corps for its over seven decades of service. ADVANCING IMPORTANT MEASURES ON THE FLOOR2024-04-10

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, I thank our Conference vice chair for holding this Special Order hour and leading us and helping us get our message out there for the American people. Today, I rise to bring attention to the fact that Americans have been held hostage in Gaza for 186 days. American citizens currently sit behind enemy lines held hostage in Gaza. The world changed on October 7 when Hamas launched a barbaric attack, a blood-thirsty rampage on the peace-loving people of Israel and they claimed the lives of over 1,000 innocent civilians, including 32 American citizens. Mr. Speaker, 250 hostages were taken, with five American citizens still believed to be alive and fighting for their survival in Gaza. Last week, I had the honor to travel to Israel and while in Jerusalem, I, with my colleagues, met with the Goldberg-Polin family, Rachel and Jon Goldberg-Polin, whose son, Hersh, an American citizen, was taken hostage at the Nova Music Festival, where 379 beautiful young peoples' lives were stolen. They brought into focus that we have little to no information on the health and the welfare of the hostages. International organizations cannot get that data. The last video of Hersh from that day showed him applying his own tourniquet as his left arm had been blown off by a grenade. Their family has shown such courage and grace in telling the world about their son and his story and the story of the hostages currently held. There have been many other families just like theirs whose loved ones have been ripped away from them and they still do not have answers. We must do everything in our power to secure the release of these Americans, including standing strong with Israel in their fight against Hamas. The fact that 6 months have gone by since the attack, we cannot forget that American citizens are still being held hostage by Hamas. Not for 1 day, not for 1 minute. It is time for strength and unity, not weakness or division. President Biden should be calling for their release every single day. Israel needs America in its time of peril. The bond between our two nations is unbreakable. I will continue to work tirelessly in this Congress to defend Israel's right to exist and right to defend itself. Israel needs to defend itself no matter what the cost against these people that committed these crimes and atrocities. We must stand together in the face of evil and send a clear message that America will not tolerate the murder and the capture of our citizens and innocent citizens across the globe. We need to demonstrate our unwavering commitment to peace and freedom in the world.

PROVIDING FOR CONSIDERATION OF H.R. 1023, REPEALING OF GREENHOUSE GAS REDUCTION FUND; PROVIDING FOR CONSIDERATION OF H.R. 1121, PROTECTING AMERICAN ENERGY PRODUCTION ACT; PROVIDING FOR...2024-03-20

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, I thank the gentleman from Pennsylvania (Mr. Reschanthaler), my colleague on the Rules Committee, for yielding me the time. Contrary to what my colleagues on the other side of the aisle claim, this legislation before us today is about building a cleaner, more secure, more affordable energy future, where the United States is not dependent on foreign countries for its energy needs. Let me be perfectly clear. The greatest beneficiary of the Biden administration's regulatory onslaught on our Nation's energy sector is China, the Communist country of China. The ones who will pay the biggest cost for President Biden and the left's asinine energy policies are the American people. The climate agenda that the left is pushing onto this country through the Biden administration and through Democrats in my own State of New York will leave the American people poorer, less secure, and with fewer opportunities, full stop. Who benefits the most from this administration's new rules on mineral leasing that make it more difficult for the United States to produce its energy and resource needs domestically? China, our biggest adversary and a country that cares little for the environmental health of our world. When my Democratic colleagues claim that this legislation before us today will somehow loosen protections on our environment and keep our country away from reaching some arbitrary goals set by this administration, don't be fooled. If this administration or the radical left actually cared about our global environment, my Democratic colleagues wouldn't be putting up roadblocks to safer, cleaner domestic energy production as Democrats are doing with the Bureau of Land Management's newest rules on mineral leasing. My colleagues on the other side of the aisle wouldn't be banning safe, job-creating hydraulic fracturing to produce cleaner, reliable natural gas as New York State Democrats have done, robbing communities across my district of incredible economic opportunities. The left wouldn't be pushing Americans toward a battery-powered future while making it nearly impossible for our country to produce these very batteries, down to refining the rare earth minerals, domestically. Democrats in Washington, Albany, and elsewhere, despite their talk of a cleaner future, are leaving us more dependent on foreign countries, including our biggest adversary, China, which has no qualms about pumping buckets of pollution into the air. Mr. Speaker, energy future supported by my colleagues across the aisle is hypocritical, impossibly expensive for everyday Americans, and leaves this country at the mercy of foreign imports to satisfy our energy needs. I strongly support this underlying legislation before us today because it will turn the ship around and ensure that our energy future is about economic opportunities, domestic security, and affordability for everyday Americans rather than satisfying the radical demands of a woke mob.

TIKTOK2024-03-13

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, with an estimated 170 million Americans using TikTok every single month, the app is dominating the social media landscape, and every single one of these users, including American children, agreed to the terms and conditions of the app, allowing TikTok to access all of their personal data on the user's phone. This is a significant national security risk as TikTok's parent company, ByteDance, is owned by the Chinese Communist Party, meaning TikTok is essentially operating as Communist Chinese malware. With every dance challenge and lip-sync video, American users are unknowingly contributing to a vast surveillance apparatus, and the potential for abuse of this data is chilling, ranging from targeted advertising to espionage and intelligence gathering. TikTok's pervasive influence among young Americans makes it an ideal tool for the CCP to propagate its narratives, shape perceptions, and advance its geopolitical agenda. In light of these alarming realities, decisive action is warranted to mitigate the risks TikTok poses in its current form. That is why I urge my colleagues to join me in supporting H.R. 7521 to force TikTok to break up with the CCP. It is time to wake up and see the real national security threat at hand.

RECOGNIZING THE CIVIC WORK, PHILANTHROPY, AND COMMUNITY SERVICE OF HAROLD "SANDY" AND CONNIE WOLFINGER AS HONOREES AT THE THIRTY-EIGHTH ANNUAL SALUTE TO OLEAN BANQUET2024-03-12

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, I rise today to recognize the civic leadership, philanthropy, and community service of Harold ``Sandy'' and Connie Wolfinger. In the last few years, I have come to know them personally as friends, and I have seen firsthand the deep connection they have to the community. I am glad to see that their dedication and passion was recognized on March 7th as honorees at the thirty-eighth Annual Salute to Olean banquet. Each of their stories of self-built business and success is a testament to the importance and hope in the American Dream. In return, Sandy and Connie have generously given back to their community through local civic leadership and philanthropy, which has benefited generations of students across the region. Harold, or Sandy as he is called by friends, was the first in his family to graduate from college before going into forestry where he worked his way up from humble beginnings in several companies before starting his own--Northern Forests LLC, which continues to be a success thirty years later. Connie is a native to the area, growing up between the communities of Olean, Cuba, and Portville in the heart of the Southern Tier of New York. She spent over thirty years herself as a real-estate broker, specializing in land lease and sales and formed her own company, Field & Stream Real Estate--through which she met her soon-to-be husband Harold as a repeat buyer. The Wolfinger Family Donor Advised Fund and the Connie and Sandy Wolfinger Fund make possible annual grants to organizations chosen by the Wolfingers across education, home care, and medical assistance to special projects in their community. Since 2019 they are responsible for nearly one hundred thousand dollars in charitable grants and contributions affecting the daily lives of those in our community. Their deep network and civic mindedness also gave birth to the Right Thinkers--a monthly town hall for public discussion on current events and policy issues where two hundred or more come to listen, learn, and speak their minds to panels of experts and elected officials. The generosity and pride that Connie and Sandy have for the Southern Tier is tangible, and many are better off because of their efforts. Given the above, I ask that this legislative body pause in its deliberations and join me in recognizing Harold ``Sandy'' and Connie Wolfinger for their decades of service and generosity to their community and upon being named as 2024 Salute to Olean Honorees.

PROVIDING FOR CONSIDERATION OF H.R. 6276, UTILIZING SPACE EFFICIENTLY AND IMPROVING TECHNOLOGIES ACT OF 2023, AND PROVIDING FOR CONSIDERATION OF H. RES. 1065, DENOUNCING THE BIDEN ADMINISTRATION'S...2024-03-12

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, I rise today in support of the rule which provides for consideration of H. Res. 1065, a resolution denouncing the Biden administration's disastrous border policies. The Biden administration's utter failure to maintain operational control of our southern border has led to a crisis so extensive that it has spilled across my home State of New York and our Nation's northern border as well. According to the latest data, since October 1, 2023, the northern border has seen a record number of illegal immigrants and drug seizures, most notably fentanyl, by Border Patrol. That is just what has been caught. According to Border Patrol, the number of apprehensions of illegal aliens has more than doubled from this time last year, leading to a crisis that is overwhelming our brave Border Patrol agents who are trying, in spite of this administration, to maintain some semblance of security at our borders. Let me be clear. The Biden administration's self-imposed border crisis has permeated every port of entry and nearly our entire land border, southern and northern. This administration has refused to do the right thing, the humane thing, and step in to stop the flow of trafficked migrants and lethal fentanyl. We have lost so many Americans to the crime and the drugs that the Biden administration is allowing to come across our wide-open border. How many American lives do we need to lose before Biden takes any meaningful action to secure the border? Now, my colleagues on the other side of the aisle have once again claimed that the resolution before us today is not serious and does not address the crisis. I remind my colleagues that the House of Representatives and House Republicans passed historic funding levels to support our Nation's Border Patrol over the robust opposition of many House Democrats. Republicans have also passed H.R. 2, a bill that would have serious and positive impact on the security of our Nation's borders. All of this was done while my colleagues on the other side of the aisle and the Biden administration doggedly refused to even admit that a crisis existed on our Nation's borders. Make no mistake. Biden inherited an operationally secure southern border. As soon as he was sworn in, he immediately began reversing the policies that kept Americans safe. His administration has taken over 90 actions to undermine border security. On behalf of the American people, House Republicans are telling President Biden to end this madness now. If it is not already clear, I strongly support this rule before us today, as well as the underlying legislation that denounces this administration for allowing the crisis at our borders to unfold.

AMERICANS DESERVE A BETTER LEADER THAN PRESIDENT BIDEN2024-03-08

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, in his State of the Union Address last night, President Biden chose to give a divisive campaign speech instead of bringing Americans together with a hopeful vision for the future. He completely failed to take ownership of his disastrous border policies and weak leadership, and instead tried to pass the blame on House Republicans. President Biden tried to pass the blame for the border crisis he created by executive order, pushed for legislation that would codify his bad policies, and failed to mention that House Republicans passed H.R. 2, the strongest border bill in history that has been sitting in the Senate on Chuck Schumer's desk since last May. Last night, President Biden claimed that we have the best economy in the world. The American people aren't buying that lie. They have to pay for Biden's inflationary policies every single day from groceries to gas to energy bills and housing. The American Dream is unaffordable under President Joe Biden. He single-handedly created the crisis at our borders, crushed our economy, crippled the American energy sector, plunged us deeper into debt, enabled violent crime in our major cities, and made it harder to raise a family or own a business in the United States. Americans deserve a better leader than Joe Biden.

PROVIDING FOR CONSIDERATION OF H.R. 2799, EXPANDING ACCESS TO CAPITAL ACT OF 2023; AND PROVIDING FOR CONSIDERATION OF H.R. 7511, LAKEN RILEY ACT2024-03-06

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, I thank the gentlewoman from Indiana for yielding me the time. Mr. Speaker, the American people are sick and tired of the new status quo at our Nation's borders. The crisis that President Biden and Secretary Mayorkas have done nothing to stop is now affecting every State, every town, every village, and every city. It is endangering the lives of innocent American citizens. A 22-year-old woman, Laken Riley, in Georgia was brutally murdered and taken from her family by an illegal immigrant who should have been locked up. Jose Ibarra entered the United States illegally thanks to President Biden's refusal to uphold our laws and secure our border. He was given a one-way ticket on the taxpayer dime to New York City, a city that, thanks to Democrats in New York, has been declared a sanctuary city. Again, this is a self-made, self-imposed crisis on the American people. After being arrested in New York City for child endangerment, Jose Ibarra was released back on the streets. Why, you might ask, Mr. Speaker? It is because of, once again, the policies of the left. New York State's disastrous bail reform laws have turned the State's justice system into a revolving door for violent offenders. Democrats in New York City, New York State, and right here in Washington know damn well that this is the result of their senseless policies. The Biden administration's border crisis and New York's bail reform have shattered lives not just in my home State of New York but also now in the State of Georgia. How many more American lives will it take for us to close the border? How many violent crimes will it take for this administration and Democratic leaders in cities and States across this country to end their disastrous policies that are endangering the American people and threatening the sovereignty of this country? I strongly support H.R. 7511, the Laken Riley Act, and I am a proud cosponsor because enough is enough, Mr. Speaker. House Republicans have passed one measure after another this Congress to bring security--real security--back to our border and real change that ensures that the Federal Government upholds our immigration laws. Our solutions have been greeted with resounding opposition from the same Democrats whose policies have led to this crisis on our border, the crisis in New York City, and now this horrific tragedy and murder in Georgia. Mr. Speaker, I strongly support passage of the rule today, and I urge my colleagues on the other side of the aisle to wake up to this crisis, see the suffering that citizens and noncitizens alike have endured, and support H.R. 7511, the Laken Riley Act.

BORDER SECURITY2024-02-29

Mr. LANGWORTHY

Mr. LANGWORTHY. Madam Speaker, the American people are sick and tired of the new status quo at our Nation's borders. I am absolutely appalled and disgusted that President Biden and Democrats running sanctuary cities have yet to take any real action after the recent violent crimes committed by illegal immigrants; namely, the murder of Laken Riley in Georgia. We must take action now to end the reckless open border and sanctuary city policies before it is too late for another American family. Laken Riley's murder was entirely preventable. Jose Ibarra entered the United States illegally last year, and he was given a one-way ticket to New York City where he was subsequently arrested for child endangerment, but, then, because of liberal bail reform laws in New York, he was released back out on the streets and not held behind bars. New York's bail reform has shattered lives not just in New York, but now in the State of Georgia. Moreover, now the mayor of Athens wants to gaslight the American people and claim that there is no connection between illegal immigration and this heinous crime. In less than 1 week, there have been four vicious attacks against innocent young Americans, all committed by illegal immigrants. This is simply madness. It is sickening, and it has to end now. President Biden has the power to secure the border by executive action, and Governor Hochul and Mayor Eric Adams can end New York's sanctuary policies with the stroke of a pen. Laken Riley and these other innocent Americans deserved so much better from their government. We cannot allow another moment to pass before this border is closed and closed for good. Mr. President, we must act now. Student Loan Forgiveness

Mr. LANGWORTHY. Madam Speaker, President Biden recently announced another $1.2 billion in inflationary student loan forgiveness, further pursuing a reckless policy that only incentivizes universities to continue to raise costs which are already out of control. What is particularly troubling is that this burden is being shifted onto the shoulders of hardworking Americans who may not have had the opportunity to pursue higher education for themselves or they consciously opted against doing so. This policy only adds more financial burden to families as Americans already struggle to keep up with the staggering cost of inflation. Instead of offering meaningful relief, it adds yet another layer of economic hardship, further challenging the financial stability of countless households across our great Nation. It is simple. If you take out a loan for your education, then you commit to paying it back. It is a simple equation. Biden's student loan redistribution scam is a slap in the face to every American who built their career without attending college or attending a trade school or those who worked to pay off the student loans that they took out, the notes that they signed. As Representatives of the American people, it is our duty to advocate for policies that help our economy and allow individuals to pursue the American Dream, not ones that perpetuate dependency and fiscal irresponsibility. Mr. President, abandon this misguided approach and work with House Republicans toward solutions that promote genuine opportunity and prosperity for all Americans regardless of their educational background. Our National Debt

Mr. LANGWORTHY. Madam Speaker, today the United States' national debt is more than $34.408 trillion. That puts our debt per citizen at over $102,000. Since President Biden took office, inflation has increased by more than 17 percent. It is simple: Bidenomics is pricing Americans out of the American Dream. Bidenomics continues to fail the American people as it creates one of the most unaffordable housing markets in recent memory, putting homeownership out of reach for millions of hardworking Americans. Average monthly home payments have increased by 90 percent since Joe Biden entered the White House. That is why this legislative body is working to block the policies that drive up our national debt and push costly and burdensome regulations that increase costs for consumers. Just look at Biden's war on American energy producers. His administration is doing everything it can to block domestic oil and gas production, ban gas stoves and gas cars, and even hinder the export of American energy to our allies. It is clear that President Biden and my colleagues across the aisle would rather push their woke Green New Deal policies than do what is right for the American people. Hardworking Americans are still struggling to pay their bills and balance their family budgets while the President and Democrats in Washington continue to spend carelessly.

D.C. ROBERT F. KENNEDY MEMORIAL STADIUM CAMPUS REVITALIZATION ACT2024-02-28

Mr. LANGWORTHY

Mr. LANGWORTHY. Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on the measure.

Mr. LANGWORTHY. Mr. Speaker, I yield 5 minutes to the gentleman from Arkansas (Mr. Westerman), chairman of the Committee on Natural Resources.

Mr. LANGWORTHY. Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 4984) to amend the District of Columbia Stadium Act of 1957 to provide for the transfer of administrative jurisdiction over the Robert F. Kennedy Memorial Stadium Campus to the Administrator of General Services and the leasing of the Campus to the District of Columbia for purposes which include commercial and residential development, and for other purposes, as amended.

Mr. LANGWORTHY. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in support of H.R. 4984, a bill that will provide economic opportunities to an area of our Nation's Capital in dire need of revitalization. The bill transfers administrative jurisdiction over the Robert F. Kennedy Memorial Stadium campus from our National Park Service to the District of Columbia. Under H.R. 4984, the Federal Government will retain ownership of the land while the District of Columbia manages the development, costs, and the use of the land. Transferring administrative jurisdiction over property is a unique tool for the Congress, which allows the Federal Government to retain title to lands while the district assumes the responsibilities of administration and maintenance. This tool has already been used multiple times to great effect in our Nation's Capital. Under the current law granting D.C. a 99-year lease of land, the District cannot engage in any commercial or residential development of the land. With the lease set to expire in 2038, there are few options for future use of the property without congressional action. This status quo is untenable. H.R. 4984 fixes this problem by allowing stadium purposes, recreational purposes, and residential and commercial development. This allows the District of Columbia to revitalize this site, turning what was once a blight on our Nation's Capital into a thriving area of commerce and community. Importantly, the bill also imposes any remediation or environmental costs onto the District of Columbia, saving taxpayer dollars that would otherwise be spent by the National Park Service. As Congress continues to carry out its oversight duties over our Nation's Capital, this bipartisan bill will help create jobs and improve our great Capital City. Mr. Speaker, I reserve the balance of my time.

Mr. LANGWORTHY. Mr. Speaker, I yield 5 minutes to the gentleman from Kentucky (Mr. Comer), the sponsor of the bill and the great chairman of the Committee on Oversight and Accountability.

Mr. LANGWORTHY. Mr. Speaker, I have no further speakers. I am prepared to close, and I reserve the balance of my time.

Mr. LANGWORTHY. Mr. Speaker, the D.C. Robert F. Kennedy Memorial Stadium Campus Revitalization Act will allow D.C. to develop the vacant RFK Stadium site. I encourage all of my colleagues to support this bipartisan bill that will promote economic growth and revitalization for Southeast D.C. Mr. Speaker, I yield back the balance of my time.

Mr. LANGWORTHY. Mr. Speaker, on that I demand the yeas and nays.
