Mr. Speaker, I agree with my good friend from Alaska on the unconscionable treatment that has been accorded our Native Americans, and I agree that there should be a unique commitment to our Native Americans. At this point I would like to yield 1 minute to the gentleman from Michigan (Mr. Kildee).

Mr. MORAN. Mr. Speaker, this releases 1.5 percent of the Federal Government, leaving more than 99 percent of the Federal Government still closed.
