DEPARTMENT OF HOMELAND SECURITY APPROPRIATIONS ACT, 20082007-07-26

Mrs. MURRAY

Mrs. MURRAY. Mr. President, I call up amendment No. 2466 and ask for its immediate consideration.

Mrs. MURRAY. Mr. President, I ask unanimous consent that the order for the quorum call be rescinded.

Mrs. MURRAY. Mr. President, I would object at this time and suggest the absence of a quorum.

Mrs. MURRAY. Madam President--while the majority leader is here, and the managers of the bill--the parliamentary position in which we now find ourselves is that the amendment that is now before the Senate under the regular order is the Dorgan amendment to the Landrieu amendment. Senator Dorgan was on the floor a few minutes ago and said he would be willing to agree to a 10-minute debate time and a vote. I know the majority leader has several issues that are going on. I would like to ask the managers of the amendment how they would like to proceed at this point.

Mrs. MURRAY. What is the number of the amendment?

Mrs. MURRAY. Mr. President, I ask unanimous consent that the order for the quorum call be rescinded.

Mrs. MURRAY

Mrs. MURRAY. Mr. President, at this time, I object to setting aside the amendment. Certainly, the Senator can speak on the amendment, but we are working through the process on the first amendment and are unable to, at this point, set it aside. Certainly, he is welcome to speak.

Mrs. MURRAY. Mr. President, I suggest the absence of a quorum.

Mrs. MURRAY. Mr. President, I ask unanimous consent that the order for the quorum call be rescinded.

Mrs. MURRAY. Mr. President, I ask unanimous consent that the reading of the amendment be dispensed with.

Mrs. MURRAY. Mr. President, we have made some progress on the Homeland Security appropriations bill today. We just adopted some amendments and worked our way through several issues today. A number of Senators have offered amendments tonight. I hope that early tomorrow morning we can go to those amendments and get votes on them and begin to move this bill. The majority leader has made it very clear to all of us that he wants this bill completed this week, and we intend to do that. If any Senators have amendments they would like to offer, we encourage them to come as early as possible tomorrow to get them offered so we can work our way through them and finish this bill in a timely manner.

Mrs. MURRAY. I move to reconsider the vote.

Mrs. MURRAY. Mr. President, I believe this amendment as well has been cleared on both sides.

Mrs. MURRAY. Mr. President, I ask unanimous consent that the reading of the amendment be dispensed with.

Mrs. MURRAY. Mr. President, I call up amendment No. 2390 on behalf of Senator Clinton and send a modification to the desk.
