RECOGNIZING ABBY JOHNSON2024-09-25
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today to recognize Abby Johnson, who was named a 2024 She Leads Woman of Distinction. Abby Johnson is a strong advocate for life from the womb to the tomb and beyond. She went to work for Planned Parenthood believing she would be helping women. After working her way up from volunteer to director of one of their facilities, and even winning Planned Parenthood's employee of the year award, Abby had a surprising change of heart after witnessing a live ultrasound guided abortion procedure. It became clear in that moment that abortion did not provide the freedom she had promised so many women in those counseling rooms. Abortion only caused harm, destruction and devastation. Upon that realization, Abby left her job in the abortion industry and has been sharing her experiences ever since. Her story was chronicled in a best-selling book titled, ``Unplanned,'' which was later turned into a major motion picture with the same name. She has written several other books, including ``The Walls Are Still Talking'' and ``Fierce Mercy.'' Abby is the CEO of two successful prolife non-profits and hosts her own podcast, ``Politely Rude.'' One of her ministries, ``And Then There Were None,'' has helped almost 700 abortion workers leave the abortion industry and come into a saving relationship with Jesus Christ. Mr. Speaker, I ask my colleagues to join me in congratulating this outstanding woman of distinction.

SANCTIONING TYRANNICAL AND OPPRESSIVE PEOPLE WITHIN THE CHINESE COMMUNIST PARTY ACT2024-09-25
Mrs. McCLAIN
Mrs. McCLAIN. Madam Chair, I am just confused. There is nothing in the bill that says we can't talk to them, right? There is nothing in the bill that says we can't talk to them. There is nothing in the bill that says we can't have diplomacy. What the bill says is: We don't need to fund our destroyers. I am all for talking. How is that working for us? We talk to them ad nauseam, and what do they do? They continue to push the envelope and push the envelope, so I am sharing that maybe what we should do, since our talking doesn't work, is provide some sanctions. I want to remind us, let's stick with the facts of the bill. It talks about sanctions. You can talk to them. There is nothing in the bill, unless I am missing something--and I would like you to show me in the bill where it says that we are not allowed to talk with them. Stop with the fear-mongering. Let's stick with the basics. Madam Chair, I rise today to stress the need for the STOP CCP Act. The Chinese Communist Party has grown to be our greatest geopolitical threat. Chinese dictator Xi Jinping and the Central Committee of the CCP are working to turn the People's Republic of China into the dominant world superpower. Meanwhile, the Biden-Harris administration stands by and continues to cozy up with Xi Jinping. The CCP has shown us they will do anything to achieve global supremacy. Xi and his Central Committee have crushed Hong Kong's democracy. They have threatened to push the world into war over the free and democratic island nation of Taiwan. Xi has authorized the enslavement and genocide of the Uyghurs within his own country. Recently, the CCP has used their Navy to ram other vessels in the South China Sea to intimidate neighboring nations. How is the talking going? Today, the talking and the strategy of diplomacy have gone so well that the CCP launched an ICBM into the Pacific Ocean. Maybe we should just call them and say, ``Don't do that anymore'' because they respond so well to that. For far too long, these atrocities and aggression have gone unchecked and without consequences. Well, I say not anymore. Congress and the United States must send a message that the deliberate disregard for human rights, international norms, and blatant bullying will no longer be tolerated. I wish words would work, but they don't. They haven't. Let me remind everyone who may be skeptical about the Chinese Communist Party's intentions: Nothing happens in China without the approval of Xi Jinping and the Central Committee of the CCP. While I wholeheartedly support the numerous pieces of legislation that have passed this Chamber aimed at countering the CCP's nefarious acts, none of them have targeted the core problem, the actual individuals who are giving the orders. It is time to begin to deal with the root of the problem. The STOP CCP Act places significant sanctions on Xi Jinping and members of his Central Committee in response to their decades of aggression, human rights abuses, and outright threats to democracies around the world. Xi's goal is to cover the world in communism. We are the ones who stand in his way, which is why, instead of opposing my bill, the White House should get tough with the CCP. Let's try a different strategy, one that may actually work. Every time China crosses a line, Biden sends officials to Beijing. That is embarrassing. We do not need to coddle an aggressor. You need to deal with them from a position of strength, not weakness. It is time we draw a line in the sand, say enough is enough, and stop funding our destroyers. Madam Chair, I urge my colleagues to support this legislation, and I thank Congressmen Panetta, Buchanan, and Pappas for joining me in this effort to hold the true culprits within the CCP accountable for their heinous acts.
SUICIDE PREVENTION AWARENESS MONTH2024-09-20
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today to recognize September as Suicide Prevention Awareness Month. Across the country, more than 60 million Americans are affected by mental illness. Unfortunately, many of those 60 million feel that they are alone, but we are here to let those struggling know that they are not alone. No matter how dark the world may seem, there are people who care for you, and there are resources to help within an arm's reach. This world is worth being a part of, and you are too special for the darkness to win. As co-chair of the bipartisan Mental Health and Substance Abuse Disorder Task Force, we are encouraging everyone to spread awareness about suicide prevention. Help us break the stigma around mental health. Lend a hand. Look out for those in need of help, and remember it is okay not to be okay, but it is not okay to try and fight this on your own.

HONORING SERGEANT LORENZO F. GARRISI AS THE AUGUST VETERAN OF THE MONTH FOR MICHIGAN'S 9TH DISTRICT2024-08-20
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today to recognize the extraordinary service and contributions of Sergeant Lorenzo F. Garrisi, our esteemed August Veteran of the Month for Michigan's 9th Congressional District. Mr. Garrisi's life is a testament to courage, dedication, and unwavering commitment both during his service in the U.S. Army and his work in our community. Born in Balestrate, Sicily, Lorenzo immigrated to the United States at the age of 7, arriving through Ellis Island, New York, before moving with his family to Detroit. After graduating from East Detroit High School, he attended Lawrence Technological University. However, at the age of 20, Lorenzo left his studies to support his family by working in the family business, Ornamental Iron Works. Lorenzo's military career began with basic training at Fort Knox, Kentucky, and he was soon assigned to the 11th Armored Cavalry, First Squadron (C Troop), under the command of General George S. Patton, Jr. His valor and resilience were evident throughout his service in Vietnam. By April 1968, he was deployed to Vietnam, where his bravery and leadership shone brightly. Within a year, Lorenzo was promoted to Sergeant at the age of 21, and he was entrusted with significant responsibilities, including serving as a driver for General Patton on occasion. Lorenzo's service was marked by extraordinary heroism. He earned two Purple Hearts--one for surviving deadly crossfire while scouting to report back to his base, and another for sustaining shrapnel injuries in his face and back after an RPG attack on the tank he was driving. His selflessness and courage were further recognized with a Bronze Star for saving his captain's life and carrying him to safety following an ambush. After his distinguished service, Lorenzo returned home and married his wife, Antoinette, in the spring of 1971. Together, they raised three children. Lorenzo then embarked on a successful career as a builder, founding ``Sunshine Homes'' in the early 1980s. Now retired, Lorenzo continues to serve his community with the same dedication he showed in his military career. As the current president of the ``Americans of Italian Origin'' (AIO), he plays a pivotal role in the AIO Annual Seafood Dinner, raising thousands of dollars in scholarships for the children and grandchildren of local Italian Americans. Lorenzo also contributes to the Quality of Life Committee of ``Focus Macomb,'' offering valuable recommendations to improve living conditions in Macomb County. His past involvement with the Italian American Chamber of Commerce further highlights his commitment to community service. Mr. Speaker, Lorenzo F. Garrisi's life of service and leadership exemplifies the highest ideals of patriotism and dedication. His heroism in Vietnam and his continued community service serves as a beacon of inspiration for us all. COMMENDING THE BRAVE FIREFIGHTERS ACROSS ST. CLAIR COUNTY2024-07-11
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today to commend the brave firefighters from across St. Clair County. On Sunday, a dangerous fire broke out at an industrial warehouse in Port Huron. Local Fire Departments rushed to the scene and were met with an incredibly complex and nasty fire deep within the metal warehouse. But this fire wasn't fought alone, as there was a community-wide response from local departments to assist in extinguishing this fire. Firefighters from Port Huron were joined by those from Fort Gratiot, Kimball Township, Marysville, St. Clair, and St. Clair County Homeland Security. When one firefighter had given his all, the next man stepped up and continued the effort to fight this fire. Thanks to the quick and decisive actions of our local fire departments, this dangerous fire was successfully extinguished without any casualties after a multi-day battle. Michigan's 9th District is incredibly thankful for the cohesive effort by local fire departments to fight this fire and protect our community.
PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE DEPARTMENT OF EDUCATION RELATING TO "NONDISCRIMINATION ON THE BASIS OF SEX IN EDUCATION PROGRAMS OR ACTIVITIES RECEIVING...2024-07-10
Mrs. McCLAIN
Mrs. McCLAIN. Madam Speaker, today, our girls are under attack. Our daughters are under attack. I ask this: What about their freedoms? What about their rights? Do they not have any rights? Do they not have any freedoms? I say they do. I am here to protect women's and girls' rights and freedoms. For more than 50 years, Title IX has ensured our daughters have access to quality education and athletic programs. Now, President Biden and his bureaucrats at the Department of Education, are hell-bent on erasing those vital protections for our girls. This rule to redefine sex discrimination on the basis of gender identity will force schools to provide biological men, who claim to be women, access to women's locker rooms. Yes, that is the truth. That is not fear. That is the truth. They will also be allowed to go to their same bathrooms. What about our daughters' rights? What about our daughters' freedoms? What about their rights? What about girls' rights and women's rights to have safety and feel secure? Do they not have any rights anymore? They should not be an expense at all. This is absolutely ridiculous. You want to talk about us fearmongering? If these allegations that we are talking about right now wouldn't be true, he wouldn't have had to redefine the law without congressional consent. He did it with a stroke of his pen. The rule to redefine sex discrimination on the basis of gender identity will force schools to provide biological men, who claim to be women, access to women's locker rooms.
Mrs. McCLAIN. Madam Speaker, that is why this CRA is so important, and that is why I am proud to cosponsor it. Why? Because I will stand up for women and girls.

COMMEMORATING THE ST. CLAIR ROTARY CLUB'S 100TH ANNIVERSARY2024-06-14
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today to honor St. Clair Rotary Club and the occasion of their 100th anniversary. Since its founding on April 22, 1924, the St. Clair Rotary Club has served as an emblematic example of the Rotary's motto, ``Service Above Self.'' Throughout the last century, the St. Clair Rotary Club has focused on a lot of community projects benefitting the St. Clair community. Notably, during the 1930s, the club began a student assistance program, helping high school graduates work towards higher education. In 1964, the club started the ``Preparation for Employment'' program with St. Clair High School and soon after in 1965, the ``Seminars for Tomorrows Leaders'' which continues to this day. The club has managed to preserve their accomplishments and history at the St. Clair Historical Museum, dating back to its founding in 1924. Their team has a remarkable devotion not only to the improvement of the St. Clair Community, but the preservation of the club's rich history. More recently, the club has also notably raised over $150,000 for the St. Clair Little League Park, donated 32 Chromebooks to the St. Clair High School, and led efforts for community spaces throughout St. Clair. As the club celebrates its centennial, it continues to make a difference through projects like the Storybook Walk in Klecha Park and the renovation of Rotary's Wildlife Landing. Mr. Speaker, I have no doubt that the St. Clair Rotary Club will continue to be a significant benefactor to the wider St. Clair Community for many years to come. I ask my colleagues to join me in congratulating the club and its members for reaching this incredible milestone.
WASTEWATER INFRASTRUCTURE POLLUTION PREVENTION AND ENVIRONMENTAL SAFETY ACT2024-06-11
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today in support of the WIPPES Act, bipartisan, bicameral legislation that I introduced alongside Congresswoman Peltola of Alaska, Senator Jeff Merkley of Oregon, and Senator Susan Collins of Maine. I thank my friend, Chairwoman Cathy McMorris Rodgers, for moving this bill through the Energy and Commerce Committee and for the committee's unanimous support. According to the National Association of Clean Water Agencies, the additional costs to wastewater treatment systems that nonflushable wipes bring is more than $440 million, including more than $18 million in my home State of Michigan. This jeopardizes critical infrastructure in communities across the country, and costs to repair this damage are often forced onto the taxpayer. This bill aims to be a solution to this nearly half-billion-dollar problem. Ensuring needed information is provided to consumers will prevent damage to wastewater systems and actually save taxpayers millions in repair costs. We have worked with industry and wastewater systems around the country to draft legislation, and I am glad to say this bill has the full support of many of these organizations. This commonsense legislation, based on laws adopted by several States around the country, will help address this problem, protect our wastewater systems from critical damage, and save taxpayer dollars. Industry knows this. Wastewater stakeholders know this. The Energy and Commerce Committee knows this, as well. Again, I thank Chairwoman Rodgers and the Energy and Commerce Committee for their support, and I urge the entire House to support this bill.
CONGRATULATING JACKIE KALLEN ON HER INDUCTION INTO THE INTERNATIONAL BOXING HALL OF FAME2024-06-07
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today to congratulate an inspiring trailblazer and groundbreaking Michigan woman, Jackie Kallen, on her induction into the International Boxing Hall of Fame in Canastota, New York. A Michigan native, Jackie Kallen--born Kaplan--has made an indelible mark on the world of boxing. In an industry that has historically been led by men, Jackie broke through barriers and paved the way for future generations of women in sports management, journalism, and competitive boxing. Jackie's journey began in the 1970s when, as a show business journalist, she interviewed stars like Elvis Presley, Frank Sinatra, and the Rolling Stones. In 1977, she began her focus on sports after interviewing Thomas Hearns, then a boxing prospect from the Kronk gym in Detroit. From there, she would serve as Hearns' publicist over the next decade and became a familiar name in Detroit's competitive boxing scene. In 1988, she made the transition from publicist to manager, where she began guiding the careers of figures like Bobby Hitz, James Tony, and Bronco McKart. Because of Jackie's dedication, she has led fighters to championships, built incredible careers, and inspired countless fans. In 2004, Kallen was the inspiration for the film Against the Ropes and has gone on to author two books, produce a film, and make nationwide appearances as a motivation speaker. Mr. Speaker, I ask my colleagues to join me in congratulating Jackie as she celebrates this outstanding occasion. I am proud to celebrate such an inspiring figure work will be sure to inspire generations to come.
