RESCISSIONS ACT OF 20252025-06-12
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I yield 1 minute to the gentlewoman from Colorado (Ms. Boebert).
Mrs. McCLAIN. Mr. Speaker, I yield 1 minute to the gentleman from Missouri (Mr. Onder).
Mrs. McCLAIN. Mr. Speaker, may I ask how much time remains on each side.
Mrs. McCLAIN. Mr. Speaker, I yield 1 minute to the gentleman from Florida (Mr. Webster).
Mrs. McCLAIN. Mr. Speaker, I yield 1 minute to the gentleman from West Virginia (Mr. Moore).
Mrs. McCLAIN. Mr. Speaker, I yield 1 minute to the gentleman from North Carolina (Mr. Harrigan).
Mrs. McCLAIN. Mr. Speaker, I yield 2 minutes to the gentlewoman from South Carolina (Ms. Mace).
Mrs. McCLAIN. Mr. Speaker, I want to be clear. These rescissions should get bipartisan support. We, as elected officials on both sides of the aisle, have been entrusted with the hard-earned tax dollars of the American people. The duly elected President of the United States has asked this Congress to protect the American people's tax dollars. It is the least we can do. The administration has identified waste, fraud, and abuse of American taxpayer dollars. It is our responsibility as Representatives to act on those abuses and rescind the money. All of us should be able to vote to eliminate $45 million in duplicative spending in the African development program. We should all be able to support eliminating $1.7 billion for radical gender projects in the Economic Support Fund. Every Member of this Chamber should be able to support a rescission of $2.5 billion in the development of assistance programs, which bankrolled corrupt leaders in foreign countries. Mr. Speaker, the American people are watching their Representatives today, emphasis on ``their Representatives.'' They are watching to see if their Representatives have the courage to actually fight for them or will their Representatives defend waste, fraud, and abuse of the bloated Federal Government. I can say with certainty that House Republicans will always put the American people first, and I hope the other side of the aisle might have the courage to join us. Mr. Speaker, I encourage my colleagues to join me in voting ``yes'' on H.R. 4 so that we can take the necessary first step in rescinding the wasteful spending of American taxpayer dollars. Mr. Speaker, I yield back the balance of my time.
RECOGNIZING SCOTT GATTO AS JUNE 2025 VETERAN OF THE MONTH2025-06-10
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today with profound respect and gratitude to recognize the extraordinary service and unwavering dedication of Staff Sergeant Scott Gatto, a proud veteran of the United States Marine Corps and our distinguished Veteran of the Month for June 2025 from Michigan's 9th Congressional District. His exceptional military career and steadfast commitment to innovation, leadership, and mentorship embody the very best of American service. Scott Gatto answered the call to serve his country after he completed high school when he enlisted in the United States Marine Corps. He reported to the 3rd Marine Division on September 11, 2001, just two hours before the tragic attack on the World Trade Center occurred. Over a remarkable near-decade career, Scott worked to forge strong relationships with foreign leaders, serving in diverse and demanding environments across the globe. Scott and his unit conducted hundreds of combat missions, demonstrating bravery and commitment. During the intense second Battle of Fallujah, Scott was one of only nine Marines from his 41-member platoon to survive. Five of these survivors were critically wounded. Scott and his unit demonstrated dedication to our country and made tremendous sacrifices. After his service with the United States Marine Corps, Scott played a vital role in working with the Department of Defense. Here, he led teams responsible for providing essential gear to troops on the battlefield. In 2013, Scott then transitioned into the pharmaceutical industry, applying his college education and background to become a top sales representative. Scott focused on advocating for patients and helping drive success within his teams. Scott continues to work and thrive in the industry by helping counteract the social stigmas associated with the field. He has received several honors and awards for his efforts. In 2017, Scott founded a non-profit organization called ``Reunite the Fight''. The organization is dedicated to supporting veterans who struggle with PTSD, survivors' guilt and other mental health challenges. Having been diagnosed with PTSD himself, Scott felt the call to help other veterans access essential support such as medical treatments, PTSD therapy workshops, employment opportunities, and veterans' benefits. His non-profit has successfully helped over 1,500 veterans and continues to make significant contributions to his community today. Above all, Scott is a devoted father to three children-Alaina, Scottie, and Kai. Together, they share a passion for adventure and the outdoors, while also valuing the importance of learning about new and diverse cultures. Mr. Speaker, let us express our sincerest appreciation to Scott Gatto for his outstanding military service and for his excellent acts of leadership that have protected our country and also helped his local community. His story is a testament to the American spirit of service, sacrifice, and leadership, and it is an honor to recognize him as our Veteran of the Month.
RECOGNIZING WWII COMBAT VETERAN ALBERT BUSACCA ON HIS 100TH BIRTHDAY2025-06-10
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today to recognize Albert Busacca, a World War II combat veteran, on his 100th birthday. His bravery, resilience, and selflessness as a veteran helped shape a better world for future generations. Today, we proudly honor and celebrate this milestone birthday. Albert served in combat during World War II in the 4th Infantry Division and saw action in the European Theatre of Operations. His efforts played a key role in providing peace for our country and does not go unnoticed. He also continued to demonstrate his strong work ethic at General Motors, where he later retired from leaving a proud legacy of hard work behind. Beyond his dedication to our country, Albert is a lifelong volunteer who finds joy in helping his community. He spent a lot of his time volunteering at soup kitchens, providing nutritious meals to families and individuals in need. Albert is also a devoted husband and loving father. He was married to his wife for over 60 years, and together they raised 8 children. His children describe him as an incredible father and one of the best people they have had the pleasure of knowing. Mr. Speaker, help me congratulate Albert Busacca, an inspiring example of an American, on his 100th birthday. His contributions to our country and community reflect his character--brave, selfless, and committed to serving others. His century of life continues to inspire his community.
RECOGNIZING THE LIFE AND SERVICE OF DEPUTY SHERIFF BRADLEY J. RECKLING2025-05-15
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today with a heavy heart to recognize the life and service of Deputy Sheriff Bradley J. Reckling. Deputy Reckling served faithfully for 9 years with the Oakland County Sheriff's Office. He was from Michigan's Ninth District. Sadly, Deputy Reckling was killed in the line of duty on June 22, 2024. He was only 29 years old. When he was killed, he was a proud husband and father to three beautiful daughters, with a fourth one on the way. As we mark National Police Week, we pause to honor the courage of those who wear the badge, the ones who run toward danger, and far too often those who pay the ultimate sacrifice like Deputy Reckling. Every day, brave men and women put on their uniform and go to work and they know they may not come home. We owe these people a lot more than just a thank you. We owe them respect, admiration, and our unwavering support. Mr. Speaker, I encourage my colleagues to do the same and to honor the life of Deputy Sheriff Brad Reckling. May we always appreciate the men and women in blue.

PROVIDING CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE ENVIRONMENTAL PROTECTION AGENCY RELATING TO "CALIFORNIA STATE MOTOR VEHICLE AND ENGINE POLLUTION CONTROL STANDARDS; ADVANCED CLEAN...2025-04-30
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I thank the gentleman for yielding. Mr. Speaker, I rise in support of H.J. Res. 88, but I will clarify one thing for my colleague on the other side of the aisle and add a little bit more color or correct the truth with the other half of the truth. That is, yes, Trump is trying to claw back some money for the infrastructure of building these charging stations. Why is that? It is because the Biden administration gave them approximately $1 billion to build charging stations. Let's see. I think they built less than 10. I don't know about other Members, but I don't think that is a real good use of taxpayer money, so I am in support of clawing some of that money back. I thank President Trump. Mr. Speaker, moving on to the resolution, this resolution offered by my good friend from Pennsylvania (Mr. Joyce) would reverse a waiver granted by the Biden EPA that allows States to ban the sale of gas- powered vehicles. This EPA rule has legitimate constitutional questions and would increase costs for Americans and manufacturers. Americans deserve to choose the car of their choice. In fact, Biden used liberal California to force a one-size-fits-all solution nationwide. One State should never dictate national policy because I can assure my colleagues that what works in California sure doesn't work for the people of my great State of Michigan. In fact, this policy only hurts Michigan auto manufacturing jobs, threatening to kill 37,000 jobs in my State of Michigan. I am not for that. This is yet another example of House Republicans righting the wrongs and failings of the previous administration. We are keeping our promises to the American people to restore common sense, roll back burdensome regulations, and lower prices.
RECOGNIZING ROBERT LONGO AS APRIL 2025 VETERAN OF THE MONTH2025-04-08
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today with profound respect and gratitude to recognize the exceptional service and unwavering dedication of Robert Anthony Longo, a proud veteran of the United States Air Force and our esteemed Veteran of the Month for April 2025 from Michigan's 9th Congressional District. His lifelong commitment to duty, both in uniform and beyond, exemplifies the highest ideals of service, sacrifice, and community. Robert Longo answered the call to serve his country in July 1968, enlisting in the United States Air Force at the height of the Vietnam War. Over the next four years, he attained the rank of Buck Sergeant and was assigned to the Military Airlift Command (MAC) in New Jersey, where he served as a crew chief and aircraft mechanic on the C-141 Starlifter. His critical role ensured the operational readiness of military transport aircraft, supporting strategic global airlift operations that spanned four continents and 20 countries. Longo's expertise took him through advanced training at Edwards Air Force Base and flight school in Washington, D.C., further strengthening his contributions to the Air Force's mission. After completing his military service in April 1972, Longo continued his lifelong commitment to helping others, particularly his fellow veterans. For the past six years, he has served as a chaplain, providing spiritual guidance and emotional support to those who have sacrificed for our nation. Today, he serves as Chaplain for People of Impact at Freedom Lake in Lapeer, Michigan, a nonprofit organization dedicated to assisting veterans with transitional housing, job placement, and recovery support. He also serves as Chaplain for the Lakepoint Church Veterans Ministry, which further exemplifies his devotion to uplifting and strengthening the veteran community. Beyond his professional and military service, Robert Longo is a devoted family man. He and his wife, Cindy, have shared 38 years of marriage, raising triplets--one son and two daughters--who are now 33 years old. He is also a proud grandfather to two grandchildren, instilling in them the same values of dedication and service that have guided his own life. Robert Anthony Longo's story is one of duty, perseverance, and selfless service. His contributions to the United States Air Force and his continued efforts to support veterans in need reflect the very best of our Nation's values. His legacy of service is an inspiration to all who know him. Mr. Speaker, let us express our deepest gratitude to Robert Longo for his military service and his unwavering dedication to his fellow veterans. HONORING SAM YERIAN2025-02-12
Mrs. McCLAIN
Mrs. McCLAIN. Mr. Speaker, I rise today to recognize the extraordinary bravery and selflessness of Sam Yerian, a young man whose quick thinking and decisive action saved three lives on June 12, 2024. At just 16 years old, Sam demonstrated remarkable courage, risking his own safety to help others in distress. Without his actions, a devastating tragedy would have occurred. That day, Sam heard cries for help from Deer Lake and immediately sprang into action. Grabbing a life jacket, he jumped on his jet ski and raced to save two children drowning in the water nearly 200 yards from shore. Fighting against wind and waves, he pulled both children-- neither wearing life jackets--onto his jet ski, preventing disaster. As he made his way to shore, the children pointed to their grandfather, who had jumped in to save them but was now exhausted and barely afloat. Realizing the urgency, Sam made a critical decision--he removed his own life jacket and gave it to the man, ensuring he had a chance at survival before bringing the children to safety. Sam then returned for the grandfather, who was unresponsive in the water. With incredible strength, he pulled him onto the jet ski with assistance onshore, got him to waiting emergency responders. After several days in the hospital, he made a full recovery--an outcome that would not have been possible without Sam's courage. Beyond this act of heroism, Sam is a dedicated student-athlete and servant leader. Now 17, he is a junior at Clarkston High School, competing on the Junior Varsity Golf Team and the Varsity Tennis Team, which reached the State Championship last year. Just a day after he saved 3 lives on Deer Lake, he traveled to Puerto Rico for a service trip to build homes for those in need, further demonstrating his commitment to helping others. He also mentors younger students as a Link Leader and volunteers with Xceptional Heroes, an organization supporting young adults with cognitive and intellectual disabilities, earning multiple Pride in the Pack nominations for his kindness and leadership. Mr. Speaker, Sam Yerian's heroism on June 12, 2024, was a reflection of his character--brave, selfless, and committed to serving others. His actions prevented what could have been a terrible loss, and his example continues to inspire his community.

Mr. Speaker, Ozzie Ortiz's service to our Nation did not end with his military career--it continues today in his work, his mentorship, and his unwavering dedication to his fellow veterans.
