DEPARTMENT OF DEFENSE APPROPRIATIONS ACT, 20242023-09-27

Ms. McCOLLUM

Ms. McCOLLUM. Madam Chair, I rise in support of this amendment. The decision by the Biden administration to transfer cluster munitions to the Ukraine, in my opinion, was unnecessary and a sad mistake. Congress has been clear in prohibiting the transfer of any cluster munitions with a dud rate greater than 1 percent. The legacy of U.S. cluster munitions into the battlefield in Ukraine undermines our moral authority and places the U.S. in a position that directly contradicts 23 of our NATO allies who have joined the Convention on Cluster Munitions. The legacy of cluster bombs is misery, death, and an expensive cleanup after generations of use, and I have been in Laos, and I have worked with other countries to clean up this legacy. As has been pointed out, the U.S. pays tens of millions of dollars annually to remove cluster munitions from Laos and the Vietnam area. These remnants of war continue to kill and maim civilians as we are here today. As a strong supporter of the Biden administration's policy in Ukraine, I must state in the strongest possible terms my absolute opposition to the U.S. transferring cluster munitions. These weapons should be eliminated from the stockpiles.

HONORING FRIENDS OF THE MISSISSIPPI RIVER 30TH ANNIVERSARY2023-09-26

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise today to honor the vital work of the Friends of the Mississippi River (FMR) on the 30th anniversary of its founding. Founded in 1993 to be ``a voice for the river,'' this nonprofit organization has grown to more than 2,500 members and countless volunteers. These dedicated guardians and the nearly two dozen staff are committed to protecting the health of America's greatest river as well as its creatures and the communities that live along its banks and rely upon its waters. Founded in 1993 by Peter Gove, attorney George Dunn, former Mississippi National River & Recreation Area superintendent John Anfinson, and river boat dispatcher Hokan Miller, FMR started with a mission to engage the public to protect, restore and enhance the Mississippi River in the Twin Cities region. Whitney Clark joined the organization as Executive Director in 1997, quickly growing the organization and expanding its mission from community stewardship projects to include legislative advocacy concerning the entire length of the Mississippi river beyond Minnesota. The Mississippi River is one of our nation's most important natural resources, cherished each year by millions of residents and visitors alike. As one of the world's longest rivers, the Mississippi is a defining geographic feature of North America with a watershed that drains all or parts of 31 states and provides drinking water for 20 million Americans. The river's ecosystem is a natural resource of global significance, with nearly half of North America's ducks, geese and swans relying on the Mississippi River for food, direction, and resting places during seasonal migrations. Thanks to the tireless efforts of its staff, board and the hundreds of members and volunteers that support it, FMR is one of Minnesota's leading nonprofit citizen organizations for land conservation, watershed protection and river stewardship. As the ecological vitality of the Upper Mississippi River continues to be under threat, FMR faces the important task of protecting the river's ability to support native plant and animal species. FMR provides expertise and technical assistance critical to the protection of the Mississippi River and they engage public and private landowners, local governments and concerned citizens as stewards of the river for current and future generations. Now, FMR continues to lead efforts critical to the long-term wellbeing of the entire Mississippi River as a vital partner in supporting the Mississippi River Resilience and Restoration Initiative, which will create a comprehensive federal strategy to coordinate efforts on conservation and environmental restoration along the entire river corridor. FMR's years of advocacy have helped to make the Twin Cities a model for watershed planning and decision-making. Today, FMR's advocacy extends well beyond Minnesota to the entirety of the river, from the northernmost headwaters in Lake Itasca to the Mississippi Delta. Mr. Speaker, please join me in rising to honor the commitment and dedication of the many members, volunteers, and staff of Friends of the Mississippi River as they commemorate their 30th anniversary. May Friends of the Mississippi River continue its mission to restore and protect this river for future generations of Minnesotans and indeed all Americans.

HONORING EVER-GREEN ENERGY AND DISTRICT ENERGY ST. PAUL2023-09-20

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise today to commemorate two anniversary celebrations. This month, District Energy of Saint Paul will mark its 40th anniversary, and its subsidiary Ever-Green Energy, will mark its 25th year of providing heating and cooling to downtown Saint Paul and the nearby West Side neighborhood. For years, these organizations have demonstrated a path to sustainable energy deployment by heating and cooling hundreds of buildings, from homes to hotels, offices to sports venues, and more. Their deep knowledge of energy system management has allowed them to promote energy conservation and dependable heating and cooling services to their customers and--just as important--a path forward on a climate-resilient future. Founded in 1983 as a public-private partnership, the nonprofit District Energy works with the City of Saint Paul, the Saint Paul Port Authority, and local business leaders to benefit our community. District Energy manages the largest hot water district system in North America, featuring biomass-fired cogeneration, thermal storage, and solar thermal technology, sending hot water and chilled water throughout their network of over 200 buildings, including commercial, light industrial, and residential areas. This approach, which is rare in the United States, was championed by Saint Paul Mayor George Latimer, as a cleaner and more price-stable alternative to natural gas during the 1970s oil crisis. In addition to excellent service, District Energy provides great value and exemplary energy efficiency. In 2011, District Energy launched the largest solar hot water installation in the country, and in 2019, they ended their use of coal. By 2050, they plan to achieve carbon neutrality by reducing their greenhouse gas emissions by 7 percent annually. Even the United Nations has taken note, recognizing District Energy as 1 of just 3 American systems achieving global standards for best practices. Now, District Energy customers pay less for energy today than they did 40 years ago. Ever-Green Energy was founded in 1998, as a for-profit subsidiary of the nonprofit District Energy. Ever-Green Energy brings District Energy's expertise to not only the management of their operations but also allows other communities to employ their expertise by hiring them as consultants for new renewable energy projects. Ever-Green Energy manages 10 utility systems, assists communities in developing plans to meet their climate and carbon reduction goals, helps optimize energy systems, and more. In addition to being good for the planet this strategy is good for the residents of Saint Paul who enjoy low rates offset by the consulting revenue that subsidizes Ever-Green Energy's local operations. Throughout their years of operation, District Energy and Ever-Green Energy have demonstrated a spirit of innovation and relentless progress combined with true expertise and sound management. Their operations have won praise from all over the world as well as the appreciation of our entire Saint Paul community. Mr. Speaker, please join me in celebrating the anniversary of 2 organizations that not only provide heating and cooling for so many in Saint Paul but also help the rest of the world to become a little greener.

MOTION TO INSTRUCT CONFEREES ON H.R. 2670, NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 20242023-09-20

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I thank the gentlewoman from Pennsylvania for the time. Hopefully, at some point on this floor, we will be able to debate the Defense appropriations bill. That bill and this bill that we have the motion on, the NDAA, have extreme social policy riders that make bipartisan cooperation just impossible. The restricting rider that we are focusing on today is in both bills, and it stops servicemembers, civilians, and dependents from seeking basic reproductive healthcare. As the gentlewoman from Pennsylvania pointed out, when certain care is not available where a person is stationed, they have the flexibility of going to seek out that healthcare. The DOD's current policy is totally under Federal law and is totally legal. Another misnomer that I hear quite often sometimes is it is undermining the Hyde amendment. Well, it doesn't do that either. The Hyde amendment allows for abortion services in certain circumstances. This would be a ban if a woman was stationed at a military post where we don't even offer obstetrics and gynecology, where she would have to seek care in another State, and many of these States have limited and put so many restrictions in place that the doctors are fearful of performing even procedures after miscarriage or the procedures that were pointed out with the woman in Texas. They have to go someplace else to receive the service, even services that are provided under the Hyde amendment. Make no mistake, I don't support the Hyde amendment, but that is the least we should be able to do. As has been pointed out, nearly 20 percent of the people who serve in our military are women, 80,000 of them are in States that restrict abortions, and our troops don't get to choose where they are stationed. We need to make sure that our servicewomen are not treated as second- class citizens and that they have full access to their reproductive rights. In the past and in the future, women have faced barriers to reach their full potential. Let's not put up another barrier.

RECOGNIZING PHILIP BRUNELLE'S 80TH BIRTHDAY2023-07-27

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, today I rise in recognition of Philip Brunelle, world-renowned conductor, organist, and choral scholar, in celebration of his 80th birthday. Throughout his life and career, Mr. Brunelle has promoted the choral arts in all its forms. At age 19, he became the youngest member of the Minnesota Orchestra, and by age 25, he was appointed choirmaster of the Plymouth Congregational Church in Minneapolis, MN, a position that he still holds today. In 1969 Mr. Brunelle founded VocalEssence, 1 of the largest and most prestigious choral organizations in the country. Under his leadership, VocalEssence has commissioned more than 300 works to date, promoting rarely heard works from the past in addition to remarkable new music. VocalEssence has brought great distinction to the Twin Cities arts community, earning numerous recognition and awards from the American Society of Composers, Authors, and Publishers, as well as the Margaret Hillis Achievement Award for Choral Excellence, an outstanding achievement and an unparalleled honor in the choral music community. Mr. Brunelle is an institution within the choral music community, and a brilliant artist in his own right. Mr. Brunelle has conducted symphonies across the country, including the New York Philharmonic, the Seattle Symphony, and the Minnesota Orchestra, and directed choral festivals and operas around the globe. For more than 40 years, Mr. Brunelle served as a guest conductor and pianist on American Public Radio's A Prairie Home Companion, appearing on its first and final broadcasts. In 2002, Mr. Brunelle brought choirs from around the world to Minnesota for the International Choral Music Symposium, and in 2020, he was awarded The American Prize in Choral Conducting and was presented with the Honorary Member award by the Society for American Music. Mr. Brunelle has left an indelible mark on the world of choral music globally and at home in Minnesota He has spent his life working enthusiastically to foster new talent and to expose new audiences to choral and orchestral music of every genre and style We are so fortunate to benefit from his boundless talent, and happily, he shows no signs of stopping. Mr. Speaker, it is my great pleasure to honor Mr. Brunelle today and celebrate him on his 80th birthday.

EXPRESSING THE SENSE OF CONGRESS SUPPORTING THE STATE OF ISRAEL2023-07-18

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise to address H. Con. Res. 57. I condemn antisemitism and hate in all its forms, and my record is clear. Last Congress, I voted for H. Res. 1125 affirming this stance, and I have always and will always speak out against hate. I also support the rights of both Israelis and Palestinians to live in safety. As Chair of the Defense Appropriations Subcommittee in the 117th Congress. I fully funded the Iron Dome and U.S.-Israeli cooperative missile defense programs that help ensure Israel's security. As a long-time supporter of a two-state solution, I am deeply troubled by the record of Prime Minister Benjamin Netanyahu and actions of the Israeli government that run counter to this stated goal. For example, the Israeli government's decision in 2018 to enact their Nation-State law, which restricts the rights of Palestinians. Or the lack of accountability for how Israel uses the $3.8 billion in annual security assistance provided by the United States. These concerns are central to why I introduced H.R. 3103 to prevent U.S. taxpayer dollars from being used to support the military detention of Palestinian children, demolish Palestinian homes, or annex Palestinian lands. I am proud to serve in the United States House of Representatives, in the greatest democracy in the world. A cornerstone of a strong democracy is the ability to openly criticize our government when we feel it is doing something against our values. As a Member of Congress, I have often criticized the policies of my own government. That does not make me anti-American. And criticizing the policies of the Israeli government does not make one antisemitic. H. Con. Res. 57 does nothing to advance the goal of a peaceful solution to end the conflict. Striving for an Israeli state and a Palestinian state living side-by-side in peace and security is worth the effort of every Member of Congress. But that means Congress will need to support the rights, needs, and aspirations of both Palestinians and Israelis. Attempting to silence conversations about Palestinian human rights and intimidate people who wish to have open and honest conversations about the mistreatment of the Palestinian people will only prolong this problem. I will not be silenced. I will keep speaking up against antisemitism, oppression, and hate in all forms. I will vote ``present'' on this resolution, because Americans, Israelis, and Palestinians deserve genuine steps forward on the goal of peace, not more division and political gamesmanship. I do this because every Palestinian child and Israeli child deserves to go to sleep at night dreaming of a brighter future, not one of violence.

HONORING DR. CHARLES CRUTCHFIELD III2023-07-03

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise to pay tribute to a renowned Minnesota doctor who was taken from us much too soon. Dr. Charles Crutchfield III was just 62 years old when he passed, following a 2\1/ 2\ year battle with non-Hodgkin's lymphoma. His death is a deep and profound loss for his family, Minnesota's Black community, and our entire State. Charles was born in Minneapolis to a notable family of doctors. He attended Minnehaha Academy, graduated with honors in 1978, and attended Carleton College where he studied biology. He completed his medical education at Mayo Medical School in Rochester, Minnesota, and his dermatology residence at the University of Minnesota. A board-certified dermatologist for over 20 years, Charles was the first African-American dermatologist in Minnesota. He was selected as one of the top 10 dermatologists in the United States by Black Enterprise magazine and recognized by Minnesota Medicine as one of the 100 Most Influential Healthcare leaders in Minnesota. He founded his own dermatology practice, Crutchfield Dermatology, in 2002. He served as President of the Minnesota Association of Black Physicians and was the team dermatologist for Minnesota Twins, Minnesota Wild, and Minnesota Vikings. But his pioneering work didn't stop with his own career, as he wrote regular articles for the Minnesota Spokesman- Recorder focusing on health topics specifically pertinent to the Black community and recruited other Black physicians to contribute their own writing. Dr. Crutchfield's work to advance medical knowledge continued as a part-time teacher, holding positions of Clinical Professor of Dermatology at the University of Minnesota Medical School and Benedict Distinguished Visiting Professor of Biology at Carleton College. Additionally, his Crutchfield Dermatology Foundation created a lectureship focused on ethnic skin to educate medical residents about treating skin of color. Charles also mentored students of color to help them gain admission to medical school and become doctors, with the goal of increasing future diversity among medical providers. Even from his hospital bed, Charles continued to teach his Cutaneous Biology course remotely. During the COVID pandemic, Dr. Crutchfield used his ``Doctor's Advice'' column and significant community standing to educate the public about the disease, provide updates about the latest developments, and fight fear and misinformation about masks, social distancing and vaccinations. Charles employed his gift for communicating complex ideas in clear, concise language to save lives during a time of great challenge for our country. Charles had an impact on so many. He fought to save lives during his time on earth and will be greatly missed by his patients, friends, and family. Minnesota has lost a pioneering medical professional and a dedicated family man. A public Celebration of Life is currently being planned for later this summer. I extend my deepest condolences to Charles' family and my gratitude for all he has done to make our communities healthier.

PAYING TRIBUTE TO CHRISTOPHER PARSONS2023-06-21

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise today with a very heavy heart to pay tribute to St. Paul firefighter, my friend, Captain Christopher Parsons, who was just 48 years old when he sustained a major medical event shortly after completing his shift and passed away last week. Christopher's untimely passing is a deep and profound loss for his loved ones, fellow firefighters, our entire city, and, in fact, the entire State. After joining the department in 2000, he was promoted to captain in 2007. He served in leadership roles for the IAFF Local 21, the Minnesota Professional Fire Fighters, and the Minnesota Fire Service Foundation, and he took his expertise and passion for public safety to our State capital, where he improved public safety for so many. Chris was a guide for me. I learned so much from him about firefighting and the needs of those who fight fires. Captain Parsons had an impact on so many lives. He fought to save lives during his time on Earth, and he continues to do so through the gift of organ donation. I extend my deepest condolences to Chris' family, and I express my gratitude for all those who put their lives on the line day after day to keep our communities safe.

HONORING CAPTAIN CHRIS PARSONS2023-06-21

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise to pay tribute to a Saint Paul firefighter who was taken from us much too soon. Captain Christopher Parsons was just 48 years old when he sustained a major medical event shortly after completing his shift and passed away late last week. His untimely passing is a deep and profound loss for his loved ones, fellow firefighters, and our entire City. Chris was born in Keokuk, Iowa, and grew up in Minneapolis in the Marcy-Holmes neighborhood near a fire station in a two-bedroom apartment, sharing a bedroom with his brother. He attended Minneapolis South and Columbia Heights high schools and was recruited to play football at the University of Wisconsin-River Falls. Chris graduated with a degree in Psychology. A firefighter for over 20 years, Chris started his career as a Saint Paul firefighter in 2000 and was promoted to captain in 2007, serving our community at Station 22 at Front Ave. and Marion Street in Saint Paul's North End. In addition to fighting fires, Chris served in leadership roles for IAFF Local 21, the Minnesota Professional Fire Fighters, the Minnesota Fire Service Foundation, and Firefighters United Association of Saint Paul, which represents the city's Black firefighters. Chris was well known at the Minnesota State Capitol, where he was a tireless champion for the safety and wellness of all firefighters. He worked to advance legislation banning cancer-causing chemical flame retardants, to secure financial relief for firefighters injured in their work, for measures to protect first-responders from PTSD and COVID and sought to raise awareness of the dangers faced by firefighters. Chris had an impact on so many, myself included. Captain Parsons was a guide for me as I learned more about firefighting and the needs of the Saint Paul Fire Department. I was so fortunate to call him a friend. He fought to save lives during his time on earth and continues to do so even now through the gift of organ donation. Chris will be greatly missed by the IAFF Local 21 members, the Saint Paul Fire Department, the Minnesota Fire Service, and his friends and family. Flags at the state Capitol will be flown at half-staff to honor Chris until sunset on Wednesday, June 21. His funeral is scheduled for Wednesday on Nicollet Island in Saint Paul. Minnesota has lost a stalwart firefighter, a tireless public safety advocate, and dedicated family man. I extend my deepest condolences to Captain Parsons' family and my gratitude for all those who put their lives on the line day after day to keep our community safe.

OPPOSING H.R. 1615, THE "GAS STOVE PROTECTION AND FREEDOM ACT" AND H.R. 1640, THE "SAVE OUR STOVES ACT"2023-06-15

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise in opposition to H.R. 1615, the Gas Stove Protection and Freedom Act, and H.R. 1640, the Save Our Stoves Act. These bills are the latest Republican attempt to manufacture a crisis and reject commonsense rulemaking from the Biden administration. These bills are purposefully misleading and reject legitimate concerns about the threats gas stoves pose to our personal safety, public safety, and the energy efficiency of our homes. Since 1972, the Consumer Product Safety Commission (CPSC) has worked with manufacturers to protect Americans from unsafe consumer products by issuing recalls, developing safety standards, and conducting research into product-related illness and injury. The CPSC does not have the authority to ban gas stoves, but they are obligated to ensure the gas stoves in our homes aren't hazardous for our health. For example, in December 2022, CPSC issued a recall on a specific gas stove product that was found to pose serious risk of injury or death from carbon monoxide poisoning. H.R. 1615 would prohibit CPSC from protecting consumers from a similar hazardous problem with gas stoves in the future. Why would we limit the CPSC's ability to issue recalls on products that will harm our families? Congress should be encouraging CPSC to explore all allegations that appliances or other consumer products are unsafe to children and adults and should give the CPSC more, not fewer, tools for eliminating or mitigating the safety risks they uncover. Contrary to Republican talking points, the Biden administration is not coming to take your gas stove. That is simply untrue. The Department of Energy (DOE) does not have the authority to ban gas stoves or other appliances based on fuel sources, nor should it have the authority. The DOE is mandated by Congress to set energy efficiency standards for home appliances. As required, the Department issued new energy efficiency standards in February 2023. Nearly half of gas stoves on the market are already in compliance with the new DOE energy efficiency standard, and the rule gives manufacturers three years to comply with the new standard. Yet H.R. 1640 goes further than just disapproving the new standard. The bill will also limit future rulemaking for energy efficient appliances. Mr. Speaker, why wouldn't we want more efficient appliances in the future? Mr. Speaker, with these two bills, Republicans are completely disregarding legitimate concerns about the nitrogen dioxide emitted by gas stoves. Members of Congress should not be fearmongering nor hiding data on the health impacts of gas stoves. Americans should have access to the most up-to-date information on consumer products so they can make purchases that are right for them. H.R. 1615 and H.R. 1640 should be rejected.

VOTE AGAINST H.R. 3099, THE SPECIAL ENVOY FOR ABRAHAM ACCORDS ACT2023-06-13

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise to address my vote against H.R. 3099, the Special Envoy for Abraham Accords Act. The Abraham Accords fails to address the plight of millions of Palestinians who are working to build a peaceful future and who have been abandoned by Congress and the broader international community. Peace in the region can only be achieved by respecting human rights, especially the rights of children. By turning a blind eye to the ongoing mistreatment of Palestinian children living under Israeli occupation, Congress only contributes to the continuation of in Justice. I include in the Record my June 2016 letter to then-President Obama urging him to appoint a Special Envoy for Palestinian Youth to encourage diplomatic engagement with the Government of Israel, the Palestinian Authority, and human rights groups in the region to address the serious human rights abuses that have been well documented against Palestinian children who are living under Israeli military occupation. I believe no U.S. military aid to Israel should be used to enable or support the military detention and torture of Palestinian children. the demolition of Palestinian homes, or the annexation of Palestinian lands. The American people expect that all children, including Palestinian children, are treated with dignity and have their human rights respected. If the United States is to play a role in ending the Israeli-Palestinian conflict, we must end human rights abuses against Palestinian children. My calls for a Special Envoy for Palestinian Youth have gone unanswered. Enabling an ambassadorial level of U.S. representation for a Special Envoy for the Trump-era Abraham Accords, while ignoring the need for a Special Envoy for Palestinian Youth, is an affront to all those seeking to end the human rights abuses of Palestinian young people living under military occupation. Peace in the region will only be possible if we build a brighter future for Israelis and Palestinials alike. Therefore, I voted no on H.R. 3099. Congress of the United States, Washington, DC, June 20, 2016. President Barack Obama, The White House, Washington, DC. Dear President Obama: We are deeply appreciative of your administration's efforts in pursuit of a negotiated peace to end the violence and settlement expansion that are the hallmarks of the Israeli- Palestinian conflict. While diplomatic efforts to resolve the conflict will certainly continue to require American leadership, for the foreseeable future any move to advance the peace process is in the hands of Prime Minister Netanyahu, President Abbas, and their respective governments. Regardless of the manner in which Israeli and Palestinian political leaders decide to act upon their common future, a reality that must be acknowledged is that forty-six percent of the 4.68 million Palestinians living in the Occupied Palestinian Territories are under 18 years of age. These children deserve to grow up with dignity, human rights, and a future free of repression. This enormous youth cohort represents another generation of Palestinian children growing up under military occupation with very few opportunities to improve their lives. These children live under the constant fear of arrest, detention, and violence at the hands of the Israeli military, as well as the threat of recruitment or conscription into armed groups. We view this as an unimaginably difficult and at times hopeless environment for children that only fuels the conflict. The recent attacks against Israelis, including those perpetrated by Palestinian youth, are profoundly disturbing and must be condemned. These attackers are often using crude weapons knowing they will likely be killed by Israeli security forces. Appropriate measures must be taken by security forces to defend themselves and innocent civilians. At the same time, the root cause of such violent acts must be examined and understood within the context in which they are taking place. Does a life of utter hopelessness and the collective psychological trauma associated with the Palestinian people living for decades under Israeli military occupation directly contribute to the violence? The people of Israel have a right to security and we support U.S. policies which advance Israel's security. We also strongly believe that human rights--including the human rights of Palestinian children--must be protected and promoted, never ignored. As far as U.S. policy is concerned, we should expect an Israeli child and a Palestinian child to receive equal treatment from the authorities and the legal system. If in fact we are truly seeking security for Israel then it is in the interest of the American people to advance the cause of security, human rights, equality, dignity, justice, and opportunity for Palestinians, just as we do for Israelis. We must raise our profound concern regarding a longstanding policy of detaining, interrogating, and imprisoning Palestinian children as young as 12 and 13 for up to a year, sometimes longer, without a trial and in violation of international standards. Recently, the Associated Press reported that a 12-year-old Palestinian girl was imprisoned by Israel's military justice system. UNICEF, Human Rights Watch, B'Tselem, and other international NGOs have documented these human rights abuses against Palestinian youth. A report released in April by Defense for Children International- Palestine, based on the testimony of 429 Palestinian children detained by the Israeli military or police, found that three- quarters endured some form of physical violence following arrest. Israeli interrogators used position abuse, threats, and even solitary confinement to coerce confessions from some of these children. Such blatant abuses are unacceptable and contrary to U.S. interests and values. The situation on the ground is rapidly deteriorating and we must act now. At the end of February, there were 440 Palestinian children in Israeli military prisons. This is the highest number since data became available from Israel Prison Service in 2008. For the first time in nearly four years, Israel has reintroduced the use of administrative detention against children. This is a procedure whereby a child can be detained without charge or trial, often renewable indefinitely. According to the most recent data from the Israeli Prison Service (February 2016), there were seven Palestinian children being held under administrative detention orders. Mr. President, we believe the U.S. has a critical role to play in shaping the environment for peace between the people of Israel and the Palestinian people. Palestinian youth is one of the most critical demographic groups to building a secure future. We must act now to send a clear signal that we value their lives and well-being. Therefore, we urge you to appoint a ``Special Envoy for Palestinian Youth'' to travel to the West Bank, East Jerusalem, and Israel to hear directly from Palestinian youth, human rights and legal experts, NGOs, Palestinian and Israeli officials, including police and military leaders. Such a fact finding mission will provide the Obama Administration with vital information necessary to actively promote human rights, but also establish a framework for the next U.S. administration. Both Israel and the Palestinian Authority have obligations under universal human rights norms and international human rights instruments for which they are accountable and a ``Special Envoy for Palestinian Youth'' will serve the important role of highlighting their respective successes and the shortcomings that demand action. We are also calling on the Department of State to elevate the human rights of Palestinian children to a priority status in our bilateral relations with Israel and our ongoing engagement with the Palestinian Authority. The immediate appointment of a ``Special Envoy for Palestinian Youth'' will send a strong signal that truly reflects the spirit of your administration's tenure in the White House. Conversely, ignoring the trauma being inflicted on millions of Palestinian children undermines our American values and will ensure the perpetuation of a conflict and occupation we all want to see ended peacefully. Sincerely, Betty McCollum, Eddie Bernice Johnson, Andre Carson, John Conyers, Earl Blumenauer, Donald Beyer, Barbara Lee, Keith Ellison, Henry ``Hank'' Johnson, Bobby Rush, Marcy Kaptur, Chellie Pingree, Danny Davis, Peter DeFazio, Raul Grijalva, Sam Farr, Luis V. PROVIDING FOR CONGRESSIONAL DISAPPROVAL UNDER THE RULE SUBMITTED BY THE BUREAU OF ALCOHOL, TOBACCO, FIREARMS, AND EXPLOSIVES RELATING TO "FACTORING CRITERIA FOR FIREARMS WITH ATTACHED `STABILIZING...2023-06-13

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise in opposition to H.J. Res. 44. This resolution seeks to repeal reasonable restrictions on deadly weapons, at a time when gun violence is the leading cause of death for children and youth in the United States. H.J. Res. 44 would nullify the Biden-Harris administration's stabilizing arm brace rule, which keeps dangerous firearms out of dangerous hands by requiring that guns equipped with stabilizing arm braces are subject to the same requirements as weapons with the same fire power. This rule makes it harder for individuals intending to inflict carnage and take lives to obtain these weapons, and it should remain in place in order to save more lives. With this resolution, extreme Republicans continue their unpopular and unconscionable quest to oppose any and all restrictions on firearms, abolish the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), and prioritize the gun industry over the safety of our communities and the law enforcement officers who serve them. House Democrats are determined to defend the sensible and effective policies in place to protect Americans, and we will continue to work to pass additional safeguards to end America's gun violence.

DEBT CEILING CRISIS2023-05-25

Ms. McCOLLUM

Ms. McCOLLUM. Madam Speaker, I rise today to call attention to House Republicans' lack of good faith negotiations to avoid a devastating default on our Nation's debt. The Congressional Budget Office shows that extending the Trump tax cuts would add $3.5 trillion to the deficit. Yet, House Republican leaders have introduced legislation to make these tax cuts for the rich permanent and increase the Federal deficit, while at the same time they are holding our economy hostage by demanding disastrous funding cuts to air traffic and rail safety. As we approach Memorial Day, Republicans are breaking the promise to our veterans. President Biden already lowered the deficit by $1.7 trillion. His budget would cut the deficit by another $3 trillion by eliminating wasteful spending on Big Oil and Big Pharma, closing tax loopholes for corporations, and ensuring everyone pay their fair share. House Republicans created this crisis, and they can prevent this devastating default. Madam Speaker, I ask unanimous consent to include in the Record a report from the Senate Committee on the Budget.

HALT ALL LETHAL TRAFFICKING OF FENTANYL ACT2023-05-25

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Chair, I rise in opposition to H.R. 467, the HALT Fentanyl Act. Mr. Chair, this bill is not a solution to the proliferation of Fentanyl Related Substances (FRS) in America. We need legislation that will actually save lives while stopping illicit drug sales. There are lifesaving, bipartisan bills like the SAFE Act, introduced by my colleague, Representative Pappas, that work with the medical community to protect medically beneficial FRSs. The SAFE Act also prevents harmful mandatory minimum sentences for people who may not even know they have a Fentanyl Related Substance in their possession. These are necessary guardrails that Republicans' HALT Fentanyl Act fails to include. Congress should not be playing doctor, but instead pass a comprehensive bill that reflects the input of medical professionals, addiction specialists, researchers, and law enforcement. Republicans are trying to present a ``quick and easy'' solution to a complex problem.

PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE DEPARTMENT OF EDUCATION RELATING TO ``WAIVERS AND MODIFICATIONS OF FEDERAL STUDENT LOANS''2023-05-24

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise in opposition to H.J. Res. 45 a Congressional Review Act resolution that would overturn the pause on federal student loan payments and block President Biden's student debt relief plan. This CRA resolution would abruptly force tens of millions of borrowers into unplanned repayment and lead to thousands of dollars in payments and interest being added back onto their loans. In the aftermath of the COVID-19 pandemic coupled with global inflation, overturning the payment pause would prove disastrous for borrowers at a time when they can least afford it. According to the Student Borrower Protection Center*, more than 43 million borrowers continue to suffer under the crushing weight of $1.6 trillion of federal student debt. In Minnesota alone, the pause on student loan repayments saved 641,004 borrowers $495 million. Thanks to the pause, borrowers around the country have been able to accomplish things that had previously been beyond reach-such as saving for retirement, affording necessary medication, or simply having some breathing room to make ends meet. Additionally, overturning the payment pause would impact the over 156,000 public service workers nationwide who received student debt cancellation through the Public Service Loan Forgiveness program. These nurses, educators, first responders, and other public servants could see their loans reinstated if these CRA efforts are realized. Not only would this CRA resolution have a disastrous impact on borrowers in the here and now, it would also preclude the government from installing a repayment pause for borrowers in the future. We cannot know what lies ahead, and we must be able to react and provide borrowers with options should our country endure another pandemic, economic downturn, or other catastrophic event.

PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE ENVIRONMENTAL PROTECTION AGENCY RELATING TO "CONTROL OF AIR POLLUTION FROM NEW MOTOR VEHICLES: HEAVY-DUTY ENGINE AND VEHICLE...2023-05-23

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise in opposition to S.J. Res. 11, the latest Republican attack on clean air protections. Heavy-duty vehicles make up approximately 6 percent of vehicles on the road but generate 59 percent of dangerous nitrogen oxide (NOX) pollution. This rule, issued in December 2022, is targeted at reducing the air quality impacts of heavy-duty engines beginning in Model Year 2027 and protecting clean air. Changing the standard for heavy-duty engines and vehicles is expected to reduce dangerous NOX pollution by nearly 50 percent by 2045. This rule was created with trucking, engine manufacturing, and other industry stakeholders and will be the first update to heavy-duty vehicle emission standards in 20 years. Every American deserves access to clean air, yet approximately 72 million Americans are exposed to higher levels of air pollution due to their close proximity to high-traffic trucking routes. These Americans are more likely to be low-income and communities of color. It is estimated that the EPA's new rule will lower respiratory illness, cardiovascular problems, and cases of childhood and adult asthma caused by exposure to dangerous pollution. I am proud of the historic investments Democrats made last Congress to develop cleaner, zero- emission technologies that will protect public health. Passing S.J. Res. 11 would abandon the progress we have made to address public health concerns and promote environmental justice in our Nation's infrastructure. Mr. Speaker, not only will S.J. Res. 11 disproportionally harm children, the elderly, and communities of color, but it would block the Biden Administration, or any future administration, from taking meaningful action to curb dangerous NOX pollution from heavy-duty vehicles. It should be rejected.

EXPRESSING SUPPORT FOR LOCAL LAW ENFORCEMENT OFFICERS AND CONDEMNING EFFORTS TO DEFUND OR DISMANTLE LOCAL LAW ENFORCEMENT AGENCIES2023-05-18

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise in opposition to H. Con. Res. 40. I want to start by thanking law enforcement for all the work they do to keep our communities safe. Officers consistently put their lives on the line. Each year during National Police Week, I place a poster outside of my office honoring Minnesota's fallen law enforcement officers. In my work as an appropriator, you know that I strongly support funding for Community Oriented Policing Services (COPS) grants and Byrne JAG Justice Assistance grants. These are funds that directly support local law enforcement. Law enforcement entities were prioritized in my FY22, FY23, and FY24 Community Project Funding requests, with $4,500,000 secured for Ramsey and Washington County law enforcement projects that are improving public safety in my home district. Unfortunately, the House Republican majority's resolution does not simply express support for our law enforcement. It also includes language explicitly polarizing and misleading in nature, referring only to ``left-wing'' extremists but failing to acknowledge the right-wing extremist violence that has proliferated in recent years. For example, the attack on our U.S. Capitol on January 6, 2021, that resulted in the deaths of five U.S. Capitol Police officers and lasting injuries for many more. It is unfortunate that with this resolution, which should be focused on highlighting the important work law enforcement officers do every day, Republicans chose to use rhetoric to score political points with their base.

SECURE THE BORDER ACT OF 20232023-05-11

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise in opposition to H.R. 2. For decades, the U.S. immigration system has needed to be fixed. Every step of the way, Republicans failed to work with Democrats on effective solutions, instead blocking meaningful reform efforts for the past 20 years. The crisis we face now is in large part because of that. H.R. 2 is not the solution. As my colleague from Texas Rep. Cuellar has said, Republican attempts to solve immigration by building a wall ``is a 14th century solution to a 21st century problem.'' A wall is not a solution to a complex issue. H.R. 2 takes away critical asylum protections for those fleeing domestic violence and people whose lives are in imminent danger. Secondly, the bill reinstitutes Trump-era detention centers that rip families apart, separating children from their parents. As of February 2023, nearly 1,000 migrant children separated at the U.S.-Mexico border by the Trump administration have yet to be reunited with their parents--more than two years after the former president left office. Finally, H.R. 2 removes crucial funding for legal representation for unaccompanied children--depriving them of trusted counsel in immigration proceedings. Vulnerable children deserve reliable legal representation to reunite them safely with their families. Mr. Speaker, extreme MAGA Republicans want to take us back to the failed illegal and immoral policies of the Trump administration. Those cruel and extreme immigration actions weakened the U.S. economy, undermined our nation's stance in protecting human rights, and threatened the potential of immigrants who come here seeking a better life. I stand ready to work with my colleagues on both sides of the aisle, business leaders, faith leaders, community leaders, and law enforcement on meaningful immigration reform. Just as we cannot forget the DREAMers, we cannot cast aside those seeking a better future for themselves and their families.

DISAPPROVING THE RULE SUBMITTED BY THE DEPARTMENT OF COMMERCE RELATING TO ``PROCEDURES COVERING SUSPENSION OF LIQUIDATION, DUTIES AND ESTIMATED DUTIES IN ACCORD WITH PRESIDENTIAL PROCLAMATION 10414''2023-04-28

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise in opposition to H.J. Res. 39. This resolution is another Republican attack on President Biden's climate goals that will harm American jobs and existing domestic solar projects. This is an unnecessary rush to insert ourselves into agency rulemaking before Congress has the full picture. This resolution would overturn a Biden Administration regulation that placed a two-year moratorium on tariffs on solar panels and cells from four Southeast Asian countries: Cambodia, Malaysia, Thailand, and Vietnam. This rule was put in place to ensure the American solar supply chain has adequate volumes of solar panels and cells to meet domestic demand. H.J. Res. 39 clearly ignores the fact that the Department of Commerce has been studying the way China may be manipulating solar markets in Southeast Asia to avoid U.S. tariffs during the two-year duty moratorium. The Department of Commerce is almost set to release a final report with their findings in May. It is irresponsible for Congress to overturn the Biden Administration's rule without seeing the result of that investigation on the full scope of China's role in these markets. I am proud of the historic investments in domestic clean energy manufacturing made under unified Democratic control in the last Congress. Democrats are building toward the goal of solar panels and cells being American made, American built, and union installed. Congressional Republicans have long been hostile to investments in clean energy and Republicans are using this resolution as an opportunity to slow down our economy as it transitions to a clean energy economy. H.J. Res. 39 jeopardizes existing projects which would mean the loss of jobs for the hard-working Americans who design, construct, and install solar. We have seen historic investments in community solar projects in Minnesota's Fourth District. This resolution puts those projects, and the jobs they create, in danger. Mr. Speaker, let me be clear, H.J. Res. 39 is an attack on President Biden, our transition to a clean energy economy, and domestic manufacturing goals.

DISAPPROVING THE ACTION OF THE DISTRICT OF COLUMBIA COUNCIL IN APPROVING THE COMPREHENSIVE POLICING AND JUSTICE REFORM AMENDMENT ACT OF 20222023-04-20

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise in opposition to H.J. Res. 42. House Republicans seem to think it is appropriate to stop the District of Columbia from enacting the kind of common-sense police reforms that many of our states, including my state of Minnesota, have already enacted. My constituents did not elect me to interfere with the local politics of our nation's capital city. Congress should respect the 700,000 residents of the District of Columbia by not interfering in their right to pass measures to improve their public safety and public trust. If my Republican colleagues won't support D.C. statehood, they should at least support the autonomy of D.C.'s local government. The D.C. bill which Republicans are attacking was enacted to establish public trust with law enforcement and save lives. Banning chokeholds, limiting the use of deadly force, and requiring training on de-escalation are positive measures that duly elected D.C. officials have determined will make their community safer. Instead of using a Congressional vote to overturn D.C.'s law, Congress should be advancing law enforcement reform measures on a federal level, such as the George Floyd Justice in Policing Act. My Republican colleagues need to stop interfering with D.C.'s duly elected officials. Congress should instead get to work for the American people to cap insulin costs for everyone, make the wealthiest and the biggest corporations pay their fair share in taxes, or strengthen Social Security and Medicare. President Biden has already said he will veto this legislation should it make it to his desk. But Republicans insist on wasting Congress's time with political stunts like this instead of solving problems for the constituents we all were elected to serve. Mr. Speaker, H.J. Res. 42 should be rejected.

PROTECTION OF WOMEN AND GIRLS IN SPORTS ACT OF 20232023-04-20

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Chair, I rise in strong opposition to H.R. 734, Republicans' disturbing and discriminatory Politics Over Participation Act, the first standalone anti-trans legislation to ever receive a vote on the House Floor. H.R. 734 is part of the extreme MAGA majority's political agenda that legislates hate against our vulnerable transgender youth. This bill fails to protect America's children and puts their privacy and physical security at risk. If passed, H.R. 734 could require girls and young women to answer deeply personal questions about their menstrual cycle and physical development; and could lead to physical inspections by adults whom they may not even know. This bill would also deny transgender girls the community building and personal growth that comes from being part of a sports team. Participating in sports helps young people develop skills like leadership, teamwork, and building self-esteem. At a time when mental health emergencies among children and young adults are skyrocketing, House Republicans are failing to prioritize the real issues affecting America's children. If they truly wanted to support female athletes and women's sports, then they should be addressing issues like equal pay, ending institutional mistreatment of female athletes, and broadening opportunities for participation for historically excluded communities. Mr. Chair, sports should be safe, accessible, and fair for everyone. Enforcement of H.R. 734 would do the opposite and cause irreparable damage to children. I will not stand for further restrictions on the lives and livelihoods of transgender Americans and the bullying of our transgender children.

HONORING MARY ZAHASKY AND DOUG BOISVERT, OWNERS OF BON VIE BISTRO & A PIECE OF CAKE BAKERY2023-04-10

Ms. McCOLLUM

Ms. McCOLLUM. Mr. Speaker, I rise today to honor Mary Zahasky and Doug Boisvert, owners of Bon Vie Bistro and A Piece of Cake bakery on the occasion of their retirement this Saturday, April 8, 2023 after over three decades of operation in St. Paul, Minnesota. Mary and Doug opened A Piece of Cake Bakery in 1985 and have been serving up hand-made creations from cupcakes to wedding cakes ever since. They expanded their business in 2003 when they opened Bon Vie Bistro, serving up eclectic breakfast and lunch offerings and frequently going off the menu to make whatever their customers might be in the mood for. They later merged the bistro and bakery together under one roof in St. Paul's Cathedral cozy Cathedral Hill neighborhood and have become a beloved local institution. They always use fresh ingredients and the most delicious recipes, but their customer-first focus and connection to their community is what really makes them stand out. I have had the pleasure of getting to know Mary and Doug over the years as a patron of their stores, and can attest to the wonderful impact that their small businesses have had on the community. Though the neighborhood will be sad to see them close their doors, I wish them all the best as they enjoy their retirement. Mr. Speaker, please join me in recognizing Mary Zahasky and Doug Boisvert and the wonderful legacy they will leave on our St. Paul community.
