MICHAEL BILIRAKIS DEPARTMENT OF VETERANS AFFAIRS SPINAL CORD INJURY CENTER2008-06-24
Mr. MILLER of Florida
Mr. MILLER of Florida. I thank the ranking member for yielding the time. As you already know, for 24 years Mike Bilirakis served as a staunch advocate for veterans, not only on the floor of this House, but in the committee room, serving on the Veterans' Affairs Committee, including vice-chairman of the full committee. Mike strongly promoted equitable and improved benefits for all of our Nation's veterans and their families as well. One of his signature efforts has already been talked about today, and that was concurrent receipt, H.R. 303. We all remember that very well because that was his signature bill that he pushed on the floor of this House. But his work was not just there. I mean, he was instrumental in seeing that the Department of Veterans Affairs took care of surviving spouses, as the ranking member just said, through the Survivor Benefit Plan. He reassured veterans everywhere that they were not forgotten. And as chairman of the Subcommittee on Oversight and investigations, he made sure that the VA carried out its mission through its responsibilities. Another one of the key accomplishments of Mike's during his tenure was funding for the Spinal Cord Injury Center at the James Haley VA Medical Center. For 12 years, Mike worked tirelessly to see this center come to reality, and I think it's fitting that it be named after Congressman Bilirakis. When the center opened in February of 2002, some 7,000 veterans from that area finally had a place that they could specifically go that was suited for their needs that they had, those unique needs. So Mr. Speaker, it is only fitting that this facility, providing groundbreaking research such as this one, be named after a person who gave everything that he had to see that veterans receive the care and attention that they deserve. Veterans always knew they had a voice in Michael Bilirakis. Many of us got to serve with him very proudly here in Congress and applauded his enthusiasm. So it's my pleasure to stand today in support of this piece of legislation.
ON THE PASSING OF THEO BAARS, JR.2008-06-19
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, it is with great sadness that I rise today to recognize the passing of Theo Baars, Jr. Over several decades, Theo helped shape the Pensacola community and contributed greatly to making this area a great place for people to live and work. During the 1960s, 1970s and beyond, Theo played a great role in bringing some important businesses and services to the Pensacola area, located in my district in Northwest Florida. Through his active work in the real estate community, several buildings that are now considered landmarks were built, including Sacred Heart Hospital and Pensacola Junior College. Theo was instrumental in locating these two landmarks and numerous other buildings in areas where they would serve the greatest amount of people. Theo's projects not only benefitted great numbers of people but also the community as a whole. From health care to higher learning to consumer goods to state parks, he made sure that development was not done for the sake of development, but to directly benefit those living and working in the area. His dedication to the community's well-being extended into his involvement with several civic organizations as well, including the Pensacola Bay Area Chamber of Commerce, the National Naval Aviation Museum and his role as a founding member of Junior Achievement. Madam Speaker, Northwest Florida will long remember the legacy of Theo Baars, Jr. His influence in the area will not only be seen but also felt on a daily basis as people travel through the area. My thoughts and prayers are with Marge, his wife of 30 years, and all his family. We will miss this man who helped make our world a better place.
IN RECOGNITION OF THE RETIREMENT OF HARMON MASSEY FROM THE OFFICE OF THE FLORIDA STATE ATTORNEY2008-06-18
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, on behalf of the United States Congress, it is an honor for me to rise today in recognition of Harmon O. Massey, Jr., upon his retirement from the office of the Florida State attorney. Mr. Massey's commitment to his country and community spans several decades and has taken on many forms. In 1965, Mr. Massey was awarded wings as an Air Force pilot. With over 950 hours spent in combat and 150 missions, Mr. Massey has dutifully devoted his time to assignments across the globe including the ARC Light mission in Southeast Asia. As a reflection of his immense bravery, valor, and dedication, Mr. Massey was awarded the Distinguished Flying Cross as well as six Air Medals commending his outstanding service. Despite his resignation in 1973, Mr. Massey continued his military service by enrolling in the Air Force Inactive Reserve and serving as an Air Force Judge Advocate. In addition to his military service, Mr. Massey vigorously dedicated himself to the civic aspect of his community. From 1999 to June 2008, Mr. Massey served as a misdemeanor and felony prosecutor as well as a supervisor for the office of the Florida State attorney. Mr. Massey participates in a number of community groups including ARC Santa Rosa, in which he was chairman of the board, Kiwanis, in which he was president of the Santa Rosa Chapter, and the Santa Rosa Kids House in which he is currently the chairperson of the board of directors. The civilian duties Mr. Massey has performed, as well as his outstanding tenure in the Air Force, is a sign of his dedication and valor. Madam Speaker, on behalf of the United States Congress, I am proud to honor Harmon O. Massey for his enduring allegiance to our great Nation and the State of Florida.
RECOGNIZING THE 40TH WEDDING ANNIVERSARY OF FRED AND BARBARA McFAUL2008-06-04
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, I rise today on the occasion of the 40th Wedding Anniversary of Fred and Barbara McFaul. As the love between Fred and Barbara grew throughout their forty years of marriage, so did their love for the people and the communities of Northwest Florida. A native of Baltimore, Maryland, Fred McFaul devoutly served his country and Northwest Florida as a Special Agent with the Federal Bureau of Investigation (FBI). In fact, it was just down Pennsylvania Avenue at the Old Post Office where Fred first met his future wife. After more than thirty years of service, he retired from the FBI and served as the Director of Public Safety at Okaloosa Walton College and later as the Director of Training at the Santa Rosa County Sheriff's Office. The youngest daughter of a coal miner from Iaeger, West Virginia, Barbara was working as an administrative assistant at the FBI when she first met Fred. After getting married and raising two children, Barbara decided to attend nursing school at Pensacola Junior College to pursue a career in health care. She became a Registered Nurse and proudly served at West Florida Hospital in Pensacola. Fred and Barbara continue to demonstrate their strong family values and unwavering faith in God as loving parents and grandparents. They have stood as a shining inspiration for their son, Dan; daughter, Lori; son-in-law, Chris; and grandchildren, Caroline and Christopher. Through their leadership and dedication, Fred and Barbara honorably served as an inspiration to us all. Now settled in Santa Rosa County in retirement, Northwest Florida is truly blessed to have them as our own. Together, they have touched and saved a number of lives, and the impact they have made on the community will leave a lasting impression. Madam Speaker, on behalf of the United States Congress, it is a great honor for me to congratulate Fred and Barbara McFaul on their forty years together and their love and dedicated service to the communities of Northwest Florida.
RECOGNIZING DOUGLAS AND ESTELLE ROGERS2008-06-04
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, on behalf of the United States Congress, it is an honor for me to rise today in recognition of Douglas and Estelle Rogers for their exemplary dedication to the city of Laurel Hill, Florida. For years Douglas and Estelle Rogers have been serving the city of Laurel Hill, Florida. With resumes stocked with civil service positions and community outreach, the Rogers have helped advance their burgeoning city and, subsequently, have become engrained in the city's history. Both Mr. and Mrs. Rogers have served on the Laurel Hill City Council. In addition to being the city's mayor for a year, Mr. Rogers was also the chief of Laurel Hill's Fire Department. He is also an honored veteran, having served in WWII from 1944 to 1946. Mr. Roger's accomplishments are rivaled only by those of his wife who established the ``Citizen of the Year'' program and authors the ``Up on the Hill'' column which appears in the local paper. After countless hours of working behind the scenes, the Rogers are being recognized for their outstanding commitment to the area. The First District of Florida is incredibly fortunate to have received the services provided by the Rogers and they will be remembered for their philanthropic efforts. Madam Speaker, on behalf of the United States Congress, I am proud to recognize Doug and Estelle Rogers for their exemplary service to the community of Laurel Hill.
EARMARK DECLARATION2008-05-21
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, consistent with Republican earmark standards, the following are detailed finance plans for each of my requested projects in the Duncan Hunter National Defense Authorization Act of Fiscal Year 2009, H.R.5658. Requesting Member: Congressman Jeff Miller Bill Number: H.R. 5658 Project name: FPS-16 Radar Mobilization upgrade Account: USAF, RDT&E Legal Name of Entity Receiving Earmark: BAE Systems Address of Entity: 557 Mary Esther Cut-Off, Fort Walton Beach, Florida, 32548 Description: Provide an earmark of $6,000,000 to The Air Armament Center (AAC) at Eglin Air Force Base, Florida for enhanced range instrumentation coverage. Due to the ever evolving performance characteristics of the systems under test it has become increasingly necessary to extend the instrumentation infrastructure of the test range by providing flexibility and increased coverage in test support. Funding for upgrading FPS-16 radars to BAE Systems RIR-980 configuration, will consist of a set of digital radar electronics based upon an expandable open system VME-based architecture housed in a skid- mounted shelter that can be transported by a flat-bed trailer. The electronics shelter will interconnect to the antenna and tracking pedestal that may also be transported by trailer. Finance plan: The total package will provide a precision long range tracking radar that may be relocated to prepared sites for optimum test coverage and support on a project-to-project basis. 25 percent of the funding is required for engineering efforts, 40 percent of the cost is for material and manufacturing, 15 percent for mobility and 20 percent for locating the system, training and test. Justification for use of taxpayer dollars: This enhanced, mobile radar tracking capability will provide AAC the flexibility required to support testing of current and emerging weapon systems and platforms. This new capability will attract test programs to the AAC test range that cannot presently be supported, provide expanded instrumentation coverage for the range, reduce encroachment concerns, and provide more comprehensive coverage and support to all test programs. This added instrumentation asset will result in more cost effective and timely test support for the U.S. Air Force and ultimately in fielding systems for the war fighter in a more timely manner. Requesting Member: Congressman Jeff Miller Project name: Moving Target Strike Account: RDT&E, Air Force Legal Name of Entity Receiving Earmark: Alpha Data Corporation/ General Atomics Address of entity: Alpha Data Corp 1326 Lewis Turner Blvd Fort Walton Beach, FL 32547 General Atomics 3350 General Atomics Court San Diego, CA 92121 Description: Moving Target Strike works to demonstrate a low cost GPS guided weapons system with improved accuracy (less than three meters) and the ability to strike moving targets. Finance Plan: If the request is fully funded in FY09, the obligation breakdown ($M) of labor and materials per quarter: Modification of small weapon--$1.2M Interface development of weapon to sensor--$1.0M Simulation and con-ops development--$0.5M Datalink procurement and integration--$1.0 M Manned aircraft integration of datalink and sensor--$0.2 M Manned flight test/demo. (static weapon, no live drop)--$0.4 M Predator integration engineering--$0.6 M Program managemenVsystem engineering--$1.1 M Total--$6.0M Justification for use of taxpayer dollars: The ability to extend the capability of GPS guided weapons to moving targets will significantly enhance the effectiveness of weapons platforms that use GPS guided systems. The enemy knows that currently if he keeps moving he is safe from many of our current weapon systems. The ability to strike movers from a variety of platforms with GPS guided weapons will greatly reduce the enemy's ability to avoid our weapons. Requesting Member: Congressman Jeff Miller Project Name: Joint Gulf Range Complex Upgrade Account: RDT&E, Defense Wide Legal name of entity receiving earmark: The Boeing Company Address of entity: 634 Anchors St, Fort Walton Beach, FL 32548 Description: The services lack infrastructure to collaboratively address operational issues associated with the Global War on Terror. The 46 Test Wing at Eglin AFB, in concert with Air Force Special Operations Command and United States Special Operations Command use the range to conduct mission readiness qualification and weapons testing. This program will develop a prototype live virtual and constructive (LVC) range that will enable testing of new net centric weapons and support realistic joint special operations training. This LVC range will facilitate the fielding of weapon systems that possess a net centric capability enabling conventional systems to directly communicate with special operations via data link for the time sensitive targeting of ``terrorist type'' targets including car bomb factories and training sites. Justification for use of taxpayer dollars: The upgrade will result in improved training and mission readiness. Requesting Member: Congressman Jeff Miller Project Name: Gulf Range Mobile Instrumentation Capability (GR-MIC) Account: Defense Wide OSD/Central Test and Evaluation Investment Development (CTEIP) Legal name of entity receiving earmark: Prologic Address of entity: 9400 Innovation Dr. Manassas, VA 20110 Description: The 46th Range Group (46 RANG) has a need for a Gulf Range Mobile Instrumentation Capability (GR-MIC) that can provide a platform for remote test, collection, storage and relay of various data types. This capability is needed to support test events which require extreme sized land and water mission operating spaces to accomplish their goals such as distributed Live Virtual Constructive (LVC) test events, large footprint weapons testing, Directed Energy (DE) testing and hypersonic weapons testing. Justification for use of taxpayer dollars: By developing a GR-MIC we will be able to integrate the simultaneous employment of many advanced weapons/platforms into a single test or exercise/training events. This effort connects test and evaluation ranges that use many communication and data requirements to interact between geographically separated ranges, making valuable information available to everyone who requires it. The result is ranges becoming interconnected and consequently creating a greater training experience. Requesting Member: Congressman Jeff Miller Project name: Eglin Air Force Base Range Operations Control Center (ROCC) Initiative Account: RDT&E, AIR FORCE Legal name of entity receiving earmark: Cubic Applications, Inc. Address of entity: 6 Eleventh Avenue, Suite H-3, Shalimar, FL 32579 Description: The 46th Test Wing has an Improvement Modernization initiative, termed ``super ROCC''. It provides for more effective control which will better optimize range scheduling and increase flexibility in meeting test and training missions. Justification for use of taxpayer dollars: Considering the effects of BRAC, emerging Joint Test and Training missions, and increased operations tempo, this initiative will address the current Eglin AFB shortfalls in infrastructure to provide safe, efficient, effective control of range resources. Eglin AFB initiated a phased approach (Super ROCC) to address these shortfalls, and this project will initiate the action by addressing movement and control of people and equipment and relevant security issues. This Initiative will help the Air Force increase the operations tempo at the Eglin Range by addressing the movement and control of people and equipment as well as relevant security issues. Through this initiative, the Air Force will greatly improve its ability to track all players on the Eglin Range thereby significantly increase its efficiency in an increased ops tempo environment. Driven by BRAC and safety imperatives, this further provides for more effective control which will better optimize range scheduling and increase flexibility in meeting test and training missions. Simply by knowing the locations of all entities on the range, more flexibility in reassigning missions to ground and air space previously under utilized will be achieved.
ESTABLISHING POSITION OF DIRECTOR OF PHYSICIAN ASSISTANT SERVICES2008-05-20
Mr. MILLER of Florida
Mr. MILLER of Florida. Mr. Speaker, I have no further requests for time, and I yield back the balance of my time.
Mr. MILLER of Florida. Mr. Speaker, I yield myself such time as I may consume. As Memorial Day approaches, it's appropriate that we take time this week to consider the next 10 bills that are on the suspension calendar. In doing so, we must be mindful of the heavy sacrifices made by the men and the women of our Armed Forces. It is their sacrifices that allow us to enjoy our American way of life and time-honored traditions like Memorial Day. For many of us, Memorial Day will be marked with a solemn commemoration at a veterans' cemetery or a befitting memorial. I appreciate Chairman Filner's expediting these bills through the committee process to bring them to the floor in a timely fashion. Mr. Speaker, I rise this afternoon in support of H.R. 2790, as amended, a bill to establish the position of Director or Physician Assistant Services within the office of the Under Secretary of Veterans Affairs for Health. I commend my colleagues Mr. Hare and Mr. Moran for introducing this bill. There is a strong relationship between military service and the physician assistant profession. In 1965 Duke University established the first PA education program to capture the knowledge of military medical corpsmen that served in Vietnam and transition their experience into the civilian health care system. Today the VA is the largest employer of physician assistants, and they play a central role in enhancing veterans' access to health care, and it's important for VA to continue to advance the utilization of these health care providers. Establishing this office would be beneficial to veterans. A full-time Director would ensure PAs are used appropriately to provide veterans the health care that they deserve. I urge my colleagues to support this bill. Mr. Speaker, I reserve the balance of my time.
DEPARTMENT OF VETERANS AFFAIRS MEDICAL FACILITY AUTHORIZATION AND LEASE ACT OF 20082008-05-20
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, I rise today in strong support of H.R. 5856, the VA Medical Facility Authorization and Lease Act of 2008. I am pleased that this bill will comprehensively address the needs of veterans throughout the Nation. Important to delivering high quality care to our Nation's veterans is the planning for the construction of VA's substantial health care infrastructure. It is vital that veterans can continue to receive care where they need it most and will be able to receive it where they need it in the future. They have given so much for our country, and providing them with timely access to the best health care possible is just one important way we can show them how thankful we are for what all they have done. This legislation improves access to care for veterans by ensuring that current VA facilities are modernized and that future construction occurs where it is needed. That means keeping track of where veterans live and locating facilities in those areas. Too often, veterans must travel great distances to receive their health care, but this is something that we can fix, and the VA Medical Facility Authorization and Lease Act of 2008 is an important step in that direction. I commend Chairman Michaud for his work on this legislation through the Subcommittee on Health and the full Veterans' Affairs Committee, and look forward to its passage.
VETERANS BENEFITS AWARENESS ACT OF 20082008-05-20
Mr. MILLER of Florida
Mr. MILLER of Florida. We have no further speakers. We urge adoption and yield back the balance of our time. General Leave
Mr. MILLER of Florida. Mr. Speaker, at this time I yield such time as he may consume to the gentleman from Arkansas (Mr. Boozman), who has been a strong supporter of VA issues his entire time here in the House of Representatives.
Mr. MILLER of Florida. Mr. Speaker, I yield myself such time as I may consume. I rise in strong support of H.R. 3681, as amended, called the Veterans Benefits Awareness Act of 2008, which would amend title 38 of the U.S. Code to authorize the Secretary of Veterans Affairs to advertise in the national media to promote awareness of benefits under laws administered by the Secretary. I additionally want to thank my colleague, Mr. Boozman, for introducing this bill, as well as Chairman Herseth Sandlin of the Subcommittee on Economic Opportunity, and Chairman Filner of the full committee, for expediting this bill through the committee process to bring it to the floor. Mr. Speaker, as anyone who watches TV or listens to the radio experiences advertising aimed at convincing them of the need for, or the quality of a product or a service, businesses buy advertising, sometimes at very expensive prices because it works. VA should be doing the same thing to bring its outreach programs into the 21st century. H.R. 3681 will clarify VA's authority to use advertising to increase veterans' awareness of the benefits and services that are offered by VA. I urge my colleagues to support this fine measure and reserve the balance of my time.
HONORING MEMBERS OF AIR FORCE KILLED IN THE KHOBAR TOWERS TERRORIST BOMBING2008-05-20
Mr. MILLER of Florida
Mr. MILLER of Florida. I thank the gentleman for yielding. Mr. Speaker, I do rise today in honor of H. Con. Res. 32, which does honor the members of the United States Air Force that were killed on the 25th of June, 1996 in the Khobar Towers in Dhahran, Saudi Arabia. This is the 12th anniversary of the terrorist bombing which killed 19 members of the U.S. Air Force and injured over 300 Americans. On that day in 1996, a truck bomb exploded outside the fence around the Khobar Towers compound. The bomb, estimated at more than 3,000 pounds, detonated about 85 feet from a residential housing unit where U.S. troops were, killing 19 United States Air Force servicemen and wounding hundreds of other Americans. The force of that explosion destroyed or damaged six high- rise apartment buildings and shattered windows throughout the entire residential compound. Today we honor the 19 airmen who gave their lives in the service of this great Nation. This Congress joins me in paying tribute to those men, who are individually recognized in H. Con. Res. 32. It's important to note that 12 of the 19 men killed in the attack were based at Eglin Air Force Base in Florida's First District. Several of the airmen, along with their families, were constituents. These brave men, like the men and women currently serving in our military today, were on freedom's watch, prepared to make the ultimate sacrifice in defense of our Nation. As we approach Memorial Day, it's only fitting that we remember the 19 airmen killed at Khobar Towers as well as the many brave men and women who gave their lives for our freedom and our security. It's my sincere hope that all Americans will give pause and honor these heroes and others for their sacrifice. As we look back to 12 years ago, we know that Khobar Towers and the bombing there was a precursor to the terrorist attacks on the USS Cole; the September 11, 2001 attacks on the World Trade Center; and the current global war on terrorism that we fight in Iraq and Afghanistan. No matter where our troops are stationed, we recognize that they are prepared to defend our security, American values, and the American way of life. It's my hope that we can prevent future attacks like the one at Khobar Towers as we aggressively fight terrorism all around the globe. I want to personally express my deepest appreciation to the families of these heroes who were killed at Khobar Towers. We can never undo the tragedy that they have lived. We can never ease the pain, and I know it's with each of them each and every day. But I hope, and I know that my colleagues join me in this hope, that with the adoption of this resolution, they will take from our actions some solace in the fact that we do not forget those contributions and those sacrifices of their loved ones. They were much more than airmen. They were sons, fathers, brothers, and they are loved ones. Mr. Speaker, our action on this resolution sends a message to the families of those who died, to our Nation, and to the rest of the world, that we honor the sacrifices of these 19 airmen and the families they left behind. They served with the highest distinction and professionalism which is indicative of the United States military. No one could have served better or given more. I urge all of my colleagues to join me and the 50 cosponsors in support of this resolution.
IN RECOGNITION OF THE RETIREMENT OF JANICE KILGORE, DIRECTOR OF THE DEPARTMENT OF PUBLIC SAFETY IN ESCAMBIA COUNTY, FLORIDA2008-05-20
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, on behalf of the United States Congress, it is an honor for me to rise today in recognition of Janice Kilgore upon her retirement as the Director of the Department of Public Safety in Escambia County, Florida. For almost 30 years, Janice Kilgore has altruistically served the civic realm. As Director of the Department of Public Safety, Ms. Kilgore dutifully fills a crucial position that greatly affects the citizens of the area. Her service spans several decades and encompasses a wide range of civic commitment. In addition to her current position, Ms. Kilgore has dedicated most of her life to serving the interests of the public. Beginning in 1968, Ms. Kilgore worked as a student for the Escambia County Sheriff's Office. Twenty years later she was named the Emergency Management Director for Escambia County. For an area prone to hurricanes and advanced emergency escape routes, Ms. Kilgore's position was no small task. Yet, she maintained a bold persistence and remained in the position for almost 10 years. Now, as director of the Department of Public Safety, Ms. Kilgore continues to protect the living conditions and lives of those in Escambia County. The First District of Florida is incredibly fortunate to have received the services provided by Ms. Kilgore. She will be greatly missed upon her retirement. Madam Speaker, on behalf of the United States Congress. I am proud to honor Janice Kilgore for her enduring allegiance to the First District of Florida. I would like to congratulate Ms. Kilgore on her retirement and wish her many more years of success and happiness.
RECOGNIZING THE 100TH ANNIVERSARY OF THE FOUNDING OF THE CONGRESSIONAL CLUB2008-05-20
Mr. MILLER of Florida
Mr. MILLER of Florida. Mr. Speaker, I rise to today to support House Resolution 1026. recognizing the 100th Anniversary of the Congressional Club. This non-political group promotes friendship and cordiality in public life, and brings the wives of Members of Congress together in a warm and welcoming atmosphere in the Nation's Capital. Not only does this distinctive club build relationships between the two political parties, but it also organizes charity events and diplomatic receptions. Every spring since 1912, the women gather to host our First Ladies' Luncheon, honoring our First Lady and donating tens of thousands of dollars to charities in her name. Many of the club's charitable recipients include mentoring programs, literacy programs, the White House library; youth dance troupes, domestic shelters, and child care centers. Fulfilling their own mission to encourage all Americans to strive for greater friendship, civility, and generosity in order to heighten public service, elevate the culture, and enrich humanity; the women extend their hands globally in friendship and goodwill by hosting an annual diplomatic reception to entertain the spouses of ambassadors to the United States. The Congressional Club encourages all Americans to seek out opportunities to give financially and to volunteer to assist charitable organizations in their own communities. Mr. Speaker, today I would like to congratulate and recognize these kind-hearted, strong, and talented women in their efforts to promote the greater good here at home and abroad. May God bless these women and may the Congressional Club continue in their friendship and charitable efforts for many years to come.

Mr. MILLER of Florida
Mr. MILLER of Florida. Mr. Speaker, I rise to today in support of House Resolution 1026, recognizing the 100th anniversary of the Congressional Club. One hundred years ago, the Congressional Club was founded to promote friendship among the spouses of Members of Congress. While keeping true to its purpose, the club throughout the years has become much more. Not only does this distinctive club build relationships between the two political parties, but it also organizes charity events and diplomatic receptions. Every spring since 1912, the spouses gather to host a luncheon in honor of our First Lady, and they donate tens of thousands of dollars to charities in her name. Many of the club's charitable recipients include mentoring programs, literacy programs, the White House library, youth dance troupes, domestic shelters, and child care centers. Fulfilling their own mission to encourage all Americans to strive for greater friendship, civility, and generosity in order to heighten public service, elevate the culture, and enrich humanity; the spouses extend their hands globally in friendship and goodwill by hosting an annual diplomatic reception to entertain the spouses of Ambassadors to the United States. The Congressional Club encourages all Americans to seek out opportunities to give support and to volunteer to assist charitable organizations in their own communities. I am proud and honored that my wife, Vicki Miller, is the incoming president of the Congressional Club next year. She follows in the footsteps of admirable Presidents including Mrs. Vivian Bishop, Mrs. Lindy Boggs, Mrs. Jo Ann Emerson, Mrs. Lois Capps, Mrs. Mary Bono Mack, and Ms. Doris Matsui. I know Vicki is looking forward to carrying on the friendships and bipartisan traditions of the club. Mr. Speaker, today I would like to congratulate the Congressional Club on its 100th anniversary and to recognize these spouses in their efforts to promote the greater good both here at home and abroad. IN RECOGNITION OF THE RETIREMENT OF SERGEANT THOMAS SAVAGE RICE2008-05-14
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, on behalf of the United States Congress, it is an honor for me to rise today in recognition of Sergeant Thomas Savage Rice upon his retirement from the United States Army Reserve. Sergeant Rice's commitment to his country and community spans several decades. With almost 40 years of service, Sergeant Rice has dutifully devoted his time to assignments across the Nation. Ft. Eustis, Virginia, Ft. Lewis, Washington, and Ft. McNair, Washington DC, are just a few of the many locations that Sergeant Rice has nobly served. He has ably worked in countless positions and various specialties, resulting in seven promotions over a 25 year span including his current rank of Sergeant. Throughout his career with the United States Army and United States Army Reserve, Sergeant Rice has received numerous accolades and awards including the Joint Service Achievement Medal and the Saudi Arabian Kuwait Liberation Medal; all of which attest to his hard work and perseverance. In addition to recognition gained through his military career, Sergeant Rice lives a highly exemplary civilian life. He is a restaurant owner and serves on the board of the Florida Restaurant and Lodging Association. He was also the 2004 recipient of Florida's Good Neighbor Award from the National Restaurant Association. The duty Sergeant Rice has performed, as well as his outstanding tenure in the military, is a reflection of the dedication and valor he possesses. Madam Speaker, on behalf of the United States Congress, I am proud to honor Sergeant Thomas Savage Rice for his enduring allegiance to our great Nation and the State of Florida.
PERSONAL EXPLANATION2008-05-01
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, I would like to offer a personal explanation of the reason I missed rollcall Vote No. 146 on March 14, 2008. I was meeting off Capitol Hill with over 100 World War II veterans from my district who flew up on the Emerald Coast Honor Flight. If present, I would have voted: Rollcall vote No. 227, Previous Question on the Rule for H.R. 5522--Worker Protection Against Combustible Dust Explosion and Fire Act, ``nay''; Rollcall vote No. 228, Rule for H.R. 5522--Worker Protection Against Combustible Dust Explosion and Fire Act, ``nay.''
IN RECOGNITION OF THE INAUGURAL FLIGHT OF EMERALD COAST HONOR FLIGHT2008-04-30
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, it is a great honor for me to rise today to recognize the Inaugural Mission of Emerald Coast Honor Flight on April 30, 2008. The organization's efforts serve as a much- deserved tribute to our Nation's veterans. Emerald Coast Honor Flight was established as a regional program in my district in Northwest Florida to fly World War II veterans to Washington, DC, for one day and give them a chance to see the memorials specifically dedicated to the conflicts in which they bravely served. The organization is privately funded, and with the support of individuals and businesses alike, the trip is made at absolutely no cost to the veteran. The Emerald Coast is well-known for its unwavering support for our men and women in uniform in both current and past conflicts. With a strong military presence and nearly 110,000 veterans, there is a tremendous appreciation in the area for those who put their lives on the line to defend liberty. It is therefore of little surprise to me that people throughout Florida's First Congressional District came together so willingly and eagerly to make this day a reality. For many of our veterans, especially World War II veterans who have waited so long for a memorial, this will be a once-in-a-lifetime opportunity. The Greatest Generation made our world a better place because they fought for what was right, and it is right for us to show them our gratitude at every opportunity. Our men and women in uniform have always stood ready to defend liberty, and for that we owe them an eternal debt of gratitude. I am deeply moved by Emerald Coast Honor Flight's efforts to convey to these veterans the knowledge that their service will be long remembered and appreciated. Madam Speaker, on behalf of the United States Congress, I would like to recognize the efforts of all who worked toward making this inaugural flight possible. The goal of Emerald Coast Honor Flight is noble and commendable, and I look forward to many more flights being made by this organization.
HONORING THE LIFE OF BRENDA BUSH2008-04-29
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, on behalf of the United States Congress, it is an honor for me to rise today to recognize the life of Northwest Florida's beloved Brenda Bush. A native of Andalusia, Alabama. Brenda Bush moved to Crestview, Florida, located in Florida's First Congressional District, in 1986--a place where her footsteps were planted and will never wash away. Mrs. Bush was an active member in the business, civic, and church communities. In 1993, Brenda Bush was elected to the Crestview City Council, where she continually served her community with passion and commitment to excellence. Mrs. Bush was also a member of the Okaloosa County League of Cities, Northwest Florida League of Cities, Okaloosa- Walton Transportation Planning Organization, and Economic Development Council. An active member of First Baptist Church of Crestview, Mrs. Bush served on various committees and as a Sunday school teacher. She was a member of the North Okaloosa Unit of the American Cancer Society, Woman's Club of Crestview, and Crestview Area Chamber of Commerce. Her service to the Northwest Florida community was not uncommon to all who knew her and all who were blessed by her presence, as it played a role in her daily life. To some Brenda Bush will be remembered as a public servant and dear colleague, and to others an educator and volunteer. She will long be remembered by her family and friends as a woman of strong Christian faith, a loving and compassionate mother, grandmother, wife, and companion; and we will all remember her passion and generosity. Mrs. Bush touched a number of lives. We will forever be grateful and forever be inspired by her life. Mrs. Bush is survived by her husband, Jim, three children, and three grandchildren. To her family and friends, I would like to offer my sincere condolences. Northwest Florida has suffered a great loss. Madam Speaker, on behalf of the United States Congress, I am proud to honor the life of Brenda Bush and her living legacy.
RECOGNIZING NORTHWEST FLORIDA WAVES UNIT 522008-04-29
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, on behalf of the United States Congress, it is an honor for me to rise today to honor the Northwest Florida Women Accepted for Volunteer Emergency Services, WAVES, Unit 52 and recognize its members' past, present, and future service to our country. Women had been serving the war effort for years before they became an official addition to the United States Navy in 1956. Tens of thousands of officers and enlisted women contributed significantly to the Allied success of WWII. After their role in the Navy was legitimized, WAVES National was formed to connect former servicewomen and enable them to share their stories and experiences. It is with grateful appreciation that I address this organization of valiant women whose participation in the military has evolved from the unprecedented to the exemplary. At a time when the role of women in the war effort was limited, members of WAVES transgressed societal norms by dutifully and commendably serving in the Navy and uniting against the Axis Power. Now, over sixty years later, women serve in every branch of our armed forces. Heroic accounts detailing the patriotism of women both on the battlefield and behind the line have altered the perception of women's role in the military and redefined the archetypal soldier. The Northwest Florida WAVES Unit 52 consists of 43 members, half of whom served in WWII. Their mission is to encourage ``patriotism, loyalty, and devotion to God, country and family.'' Membership is limited to women and includes those who have served or are currently serving in the Navy, Naval Reserve or other military Sea Services. Additional service is allotted to the community as members engage in various activities that benefit the surrounding area. The women of Waves Unit 52 have dedicated their lives to preserving the security of every American citizen. In conjunction with National Military Appreciation Month, we recognize the initial women of WAVES for employing a bold determination to serve in the war effort and celebrate the outstanding service of all the women who decorate its membership. The women of WAVES have exuded exceptional patriotism and valor and the First District of Florida is honored to house this exemplary organization. Madam Speaker, on behalf of the United States Congress, I am proud to recognize Northwest Florida WAVES Unit 52 for its honorable service and dedication.
IN RECOGNITION OF THE GRAND OPENING OF THE DEPARTMENT OF VETERANS AFFAIRS COMMUNITY-BASED OUTPATIENT CLINIC IN OKALOOSA COUNTY, FLORIDA2008-04-24
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, it is a great honor for me to rise today to recognize the grand opening on April 25, 2008, of the Department of Veterans Affairs Community-Based Outpatient Clinic (CBOC) in Okaloosa County, located in the First Congressional District in Northwest Florida. This momentous occasion has been a long time coming for the ever- growing veterans' population along Florida's Emerald Coast. With the highest veterans' population of any congressional district in the Nation, many of the residents of Okaloosa County and the immediate areas have had to drive significant distances for some of the most basic outpatient care from the VA. This area was identified years ago as an underserved area for VA healthcare, and was marked as a priority location for future VA construction. Now completed and ready to receive patients, this CBOC will alleviate travel time and provide efficient access to VA healthcare for those veterans. Beautiful beaches, warm weather, and friendly neighbors encourage many to call the Florida panhandle ``home.'' With five military installations in my district alone it is little wonder that active and retired military and nearly 110,000 veterans make up a tremendous portion of my constituency. While many already saw the need for improved access to VA care, it took a coordinated effort from many interested parties to make this event a reality. There was no doubt that this facility is what our area's veterans needed and deserved. A co-sharing agreement between VA and the Department of Defense has been a huge factor in bringing about this moment. By using land on Eglin Air Force base, in close proximity to the base hospital, veterans using the VA clinic have access to various DoD resources and active servicemembers stationed there have access to part of the clinic's specialty care. In addition, the use of DoD land ensures that VA does not have to deal with finding and acquiring land, resulting in the best deal for taxpayers and veterans alike. Madam Speaker, on behalf of the United States Congress, I would like to recognize the efforts of all who worked toward bringing this important facility to Okaloosa County, Florida. We have an eternal debt of gratitude to our servicemen and women, and this much-needed VA clinic is one way that we can begin to say thank you for ensuring that the liberty continues to shine a bright light over our country.
HONORING ISRAEL ON ITS 60TH ANNIVERSARY2008-04-22
Mr. MILLER of Florida
Mr. MILLER of Florida. Mr. Speaker, I rise today also to honor the state of Israel which will celebrate its 60th anniversary in May. The relationship between the United States and Israel is indeed a special one. Israel has been our close friend and ally through the Cold War and now in the global war on terror. It is a relationship that will continue to strengthen in the years to come. Even after 60 years, Israel continues to fight for its very survival against relentless attacks by Hamas and Hezbollah and other terrorist groups. The United States and Israel must always stand in complete solidarity against those nations and groups that seek to destroy Israel. We have stood together against anti-Semitism for the last 60 years, and we will continue to do so for many years to come. I congratulate the Israeli government and the Israeli people on their special day. May God continue to bless the very close American relationship with Israel not only in this special year, but for all eternity.

RECOGNIZING CARLENE H. ANDERSON, 2008 WALTON COUNTY RECIPIENT OF THE SUPERINTENDENT'S AWARD FOR VOLUNTEER/COMMUNITY INVOLVEMENT2008-04-04
Mr. MILLER of Florida
Mr. MILLER of Florida. Madam Speaker, on behalf of the United States Congress, it is an honor for me to rise today in recognition of Carlene H. Anderson, the 2008 Walton County recipient of the Superintendent's Award for Volunteer Community Involvement. Ms. Anderson has amplified education in the Walton County area, expanding it beyond the classroom and into the community. By building partnerships with the Walton County Chamber of Commerce, local businesses, and various other community organizations, Ms. Anderson has fused a significant relationship that enforces the role of education in the community. Her recent collaboration with the Florida Chautauqua Assembly brought the Hall of Presidents to Walton County. The event was an immense success, drawing national attention and acclaim. More importantly, however, the success of the event proved the importance of education within the community. Ms. Anderson's shrewdness and exceptional leadership capabilities have enhanced the learning opportunities for the students she overlooks and enriched the community with educational outlets. She is especially involved in the volunteer programs coordinated by the schools in Walton County and is a strong supporter of community involvement. This endorsement has resulted in multiple accolades including the Golden and Silver School Award. Volunteers play a vital role in the physiology of the classroom. Their presence eases the responsibilities of the teacher and their assistance provides extra services for students who otherwise would not receive extended aide. Ms. Anderson's foresight and devotion to Walton County schools enabled her to recognize the importance of volunteers and their outstanding contributions to the schools. Such discernment has benefited the entire community which prospers from the student's academic success. Ms. Anderson's accomplishments have distinguished her as one of the great people in Northwest Florida. Walton County is greatly indebted to her service and is honored to have her as one of their own. Madam Speaker. on behalf of the United States Congress, I am proud to recognize Superintendent Carlene H. Anderson on this outstanding achievement and for her exemplary service in the Walton County School District.
