STANDING WITH ORGANIZED LABOR2023-03-07
Mr. MRVAN
Mr. MRVAN. Mr. Speaker, I rise today in support of H.R. 20, the Richard L. Trumka Protecting the Right to Organize Act of 2023, legislation that honors the name and tireless advocacy of my friend who passed away all too soon. Throughout my career in public office, I have been proud to stand with organized labor and American workers. Unions are the backbone of the northwest Indiana economy, and we must do all we can to fight for the right to collectively bargain. The PRO Act improves the ability for all workers to form a union and improve their ability to collectively bargain for fair wages, safe working conditions, access to healthcare benefits, and a secure retirement. I appreciate the continued leadership of Ranking Member Bobby Scott and my colleagues on the Education and Workforce Committee, and I encourage all of my colleagues to join me in standing with our workers in supporting the PRO Act.
RECOGNIZING THE HONORABLE CALVIN D. HAWKINS2023-02-27
Mr. MRVAN
Mr. MRVAN. Mr. Speaker, it is with great respect that I rise today to celebrate Black History Month and recognize the Honorable Calvin D. Hawkins, who is a Lake County Superior Court judge in northwest Indiana and a champion for equality and civil rights. While still in his teens, Judge Hawkins participated in the historic March on Washington in 1963, and then embarked on his distinguished legal career where he has faithfully served with purpose, integrity, and respect. Outside of the courts, he also has proven himself to be a tireless advocate for the youth of northwest Indiana, launching a stay-in-school initiative, and has also served as president of the board of directors for Indiana Legal Services. Mr. Speaker, I ask my colleagues to join me today in celebrating Black History Month and recognizing the dedication of Judge Hawkins and all individuals who have fought and continue to fight for civil rights and justice.
CELEBRATING BLACK HISTORY MONTH2023-02-06
Mr. MRVAN
Mr. MRVAN. Mr. Speaker, it is with great respect and sincere admiration that I rise today to celebrate Black History Month and its 2023 theme--Black Resistance. This year's theme reflects on the importance and significance of opposition to ongoing systematic injustice and oppressive rhetoric against the African American Community throughout the past and at the present time. Part of the African American fight for freedom includes the struggle to create space for African American people to thrive and succeed. Throughout history in the United States, African Americans have resisted unjust persecution through brave and courageous acts including protests, sit-ins, boycotts, marches, and political rallies, to name a few. Their efforts have been successful, inspiring, and have created significant change in the values and belief systems of America. The struggle is ongoing, and there is much more to be done. It is the responsibility of every American to create an environment that supports equality and freedom for all. This month and always, it is important that we honor America's greatest advocates for equal rights. Throughout history in Northwest Indiana, which I proudly represent, there have been many who have taken up this fight. One such individual is the Honorable Calvin D. Hawkins, Lake County Superior Court Judge, who continues a legacy of civil service to the community of Northwest Indiana. Judge Hawkins has been a civil rights activist his entire life. While still in his teens, he participated in the historic March on Washington in 1963 before embarking on his distinguished legal career. Judge Hawkins was appointed to the bench in 2007 by then Governor Mitch Daniels. and he has faithfully served with purpose, integrity, and respect. Outside of the courts, he has championed numerous causes that support equality and civil liberties for African Americans, and he has also proven himself to be a tireless advocate for the youth in his community. In 2008, Judge Hawkins launched a stay-in-school initiative, and his efforts have had a major positive impact on the lives of students throughout the area. In addition, he has served as the president of the board of directors for Indiana Legal Services, an organization that provides free legal assistance to those in need. For his noteworthy leadership and unwavering dedication to improving the quality of life for all people, Judge Hawkins is worthy of the highest praise. Mr. Speaker, I ask that you and my distinguished colleagues join me in celebrating Black History Month and honoring those who fought, and continue to fight, for civil rights and justice. As we pay tribute, let us remember their profound perseverance and sacrifice in the struggle to build a better Nation, more equal and free.
INFRASTRUCTURE PROJECTS IN FIRST DISTRICT OF INDIANA2023-02-01
Mr. MRVAN
Mr. MRVAN. Mr. Speaker, I rise to express my appreciation for another recent success for the First District of Indiana from the Infrastructure Investment and Jobs Act. Just this week, the Department of Transportation shared that the cities of East Chicago, Gary, and Hammond received funding under the Safe Streets and Roads for All grant program to develop plans for infrastructure projects designed to reduce transportation-related fatalities and serious injuries. I am grateful for all the leaders and public servants in these cities putting in the work to successfully obtain and utilize this new Federal resource. As we proceed, I look forward to continuing to work with all local stakeholders and my colleagues to support and promote the safety of our transportation infrastructure so that all individuals and businesses can continue to thrive and attract new economic activity to our communities.
SUPPORTING THE GREAT LAKES2023-01-30
Mr. MRVAN
Mr. MRVAN. Mr. Speaker, as the Representative for the First District of Indiana, I rise today to express my appreciation for the provisions in the fiscal year 2023 omnibus bill that support the Great Lakes. As the largest body of freshwater in the world, the Great Lakes and the Lake Michigan shoreline in northwest Indiana powered our Nation's industrial revolution and steel production capabilities, and today we continue to harness our region's environmental wonders to grow our economy. I am grateful that the 2023 omnibus bill included robust funds for the Great Lakes Restoration Initiative, my Community Project Funding request to improve our shoreline and the Michigan City Harbor, as well as the provisions championed by my friend, Representative Marcy Kaptur, to establish the Great Lakes Authority. As we move forward, I look forward to continuing to work through the appropriations process to support the economic strength and environmental protection of Lake Michigan and the Great Lakes.
HONORING THE LIFE AND SERVICE OF CARMEN H. PEREZ2022-12-21
Mr. MRVAN
Mr. MRVAN. Madam Speaker, it is with deep sadness and the utmost respect that I take this time to remember one of Indiana's most distinguished citizens, Carmen H. Perez, beloved mother, grandmother, and educator of over 45 years. On Friday, December 16, 2022, Carmen passed away at the age of 89. She will be greatly missed by her family, friends, students, and the many people whose lives she influenced. Carmen H. Perez was a lifelong educator and taught at several school corporations throughout the region, including the Gary Community School Corporation, where she spent much of her career. Carmen's passion for the principles of early childhood development and inclusion led her to start the first bilingual preschool education program in the state of Indiana. In 2004, Carmen was presented with the Spirit of Justice Award by the Indiana Civil Rights Commission, its highest honor, for her work dedicated to improving the integration and success of Latino students. Her true devotion to helping children and young adults succeed will continue to serve as an inspiration to us all. In addition to her outstanding career, Carmen also had a passion for advocacy and civil service. She participated in the 1969 White House Conference on Food, Health, and Nutrition, and served as a delegate to both the 1970 White House Conference on Children and the 1971 NATO International Conference on Cities. In 1986, Carmen was invited by the United States Department of State to the Foreign Policy Conference for Leaders of National Minority and Women's Organizations. For her humble and unwavering civil service, Carmen is worthy of our praise and gratitude. Carmen H. Perez is survived by her loving daughter, Nina, grandson, Michael (Hannah), best friend, Rose, and in March 2023, great-grandson, David. She will also be remembered by numerous friends, neighbors, and students for her truly outstanding contributions to her community and throughout the Nation. Madam Speaker, I ask that you and my other distinguished colleagues join me in honoring and remembering Carmen H. Perez for her lifelong commitment to education and civil service. For her truly meaningful career and her devotion to so many virtuous causes, Carmen leaves a legacy that is worthy of the highest praise.
HONORING THE LEGACY AND EXEMPLARY WORK OF CONGRESSWOMAN WALORSKI2022-12-12
Mr. MRVAN
Mr. MRVAN. Mr. Speaker, I rise today in appreciation of the legislation approved by the House earlier this month, the Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022. My fellow Hoosier and impactful public servant at both the State and Federal level, was a champion for maternal, infant, and early childhood home visiting programs. These programs provide critical assistance to pregnant women and parents with young children who face barriers to achieving positive, maternal, and child health outcomes. I appreciate that the legislation provides increased funding and direction for services that will assist more families with in-home support and initiatives to decrease child abuse and neglect. I look forward to continuing to work with all of my colleagues in a bipartisan fashion to complete this legislation and honor the legacy and exemplary work of Congresswoman Walorski.
FINALIZING FISCAL YEAR 2023 APPROPRIATIONS2022-12-06
Mr. MRVAN
Mr. MRVAN. Mr. Speaker, I rise today to encourage all of my colleagues to continue the work with all urgency to finalize the pending fiscal year 2023 appropriations measures. Notably, for Indiana's First Congressional District, I would highlight the vital importance of the community-funded projects included in these measures that will grow the northwest economy. These critical funds will be used for equipment upgrades, including license plate readers and in-car cameras, which will improve the ability of our police officers to protect our communities and increase public safety. I urge my colleagues to focus on the completing of this necessary work to support our first responders and the economic vitality of our Nation.
SUPPORTING OUR SELFLESS VETERANS2022-11-16
Mr. MRVAN
Mr. MRVAN. Madam Speaker, I rise today in support of the Strengthening VA Cybersecurity Act, legislation I introduced to support and protect our selfless veterans. The VA is the largest integrated healthcare network in the United States, and it stores millions of records with personal information for veterans and their families. This legislation will require the VA to obtain an independent cybersecurity assessment of its most critical information systems and develop a timeline and budget to fix any identified weaknesses and deficiencies. We must continue to work to ensure that the VA has the tools it needs to effectively protect against new and emerging cybersecurity threats and safeguard our veterans' information. I look forward to continuing to collaborate with all of my colleagues to move this commonsense and bipartisan legislation forward.

RECOGNIZING WESTMINSTER PRESBYTERIAN CHURCH2022-09-13
Mr. MRVAN
Mr. MRVAN. Madam Speaker, it is with pride and sincere respect that I take this time to recognize Westminster Presbyterian Church, of Munster, Indiana, as its members and leaders join in celebration of the church's 60th anniversary. The congregation will be commemorating this momentous occasion with a special service and celebratory brunch on Sunday, September 18, 2022. In 1961, twenty-nine families met to discuss the establishment of a new Presbyterian church in Munster, Indiana. After obtaining its validation, the church, which would later come to be known as Westminster Presbyterian Church, held its first service on February 4, 1962, at the Independence Park Community Building. Eighty individuals were in attendance while thirty-three children met at the town hall for Sunday School. The congregation then began holding services at Munster Christian Reformed Church under the leadership and guidance of its first pastor, Reverend Gerald Gregg. During its early years, Westminster's membership continued to grow, and the congregation soon purchased five acres of land on the corner of Elliott Drive and Columbia Avenue, the location that would become its permanent home. Westminster's first service at the new building took place on Palm Sunday, April 11, 1965. Westminster's second pastor, Reverend Richard Rogers, arrived in January of 1979 and would remain in this capacity for nearly thirty years. During his extraordinary tenure, the membership experienced immense growth, additional Sunday worship services, and began to televise services. Eventually, in the mid-1990s, Westminster would make the decision to replace its building, while keeping its original sanctuary, in order to accommodate its growing needs. A beacon of hope in the community, Westminster Presbyterian Church has been dedicated to charitable efforts within Northwest Indiana and beyond. Throughout the years, the church has graciously supported local organizations including Habitat for Humanity, Greater Hammond Community Services, the Samaritan Center, Sojourner Truth House, and Northwest Indiana Veterans Village, among others. Westminster's members have also selflessly dedicated their time and efforts to feeding the homeless in their communities and providing blankets and winter clothing items for schools and relief organizations. Globally, the church's mission has directly improved the lives of countless individuals through its support of organizations including Heart for Africa, Living Waters, and Malawi Matters, as well through its commitment to aiding those impacted by the devastating Haitian earthquakes of 2010. Despite the challenges in recent years caused by the COVID pandemic, Westminster Presbyterian Church has continued to thrive and is currently led by Reverend Angela Ryo. The church's outstanding musical programs have been a source of pride for the community, and its Christian educational programs, which are offered for children, teens, and adults, have been essential to its members. Westminster Presbyterian Church is truly a congregation worthy of emulation. Madam Speaker, I ask that you and my other distinguished colleagues join me in honoring and congratulating Westminster Presbyterian Church, of Munster, Indiana, on its special milestone. For the past sixty years, it has served as an exceptional partner in the Northwest Indiana community. The members and church leaders have dedicated themselves to serving others, especially those most in need, and they are an inspiration to us all.

BUILD BACK BETTER ACT2022-08-12
Mr. MRVAN
Mr. MRVAN. Madam Speaker, I rise today in support of the Inflation Reduction Act, the historic measure that takes action to lower costs for individuals and families in northwest Indiana and throughout our Nation. Of particular importance to me are the provisions that finally address the unfair disadvantage our seniors face when deciding between missing a meal or missing a prescription drug. As a local elected official, I sat at the table with individuals making those choices, and we were able to find solutions. I appreciate more than anything that, under this legislation, Medicare will negotiate certain prescription drug prices, limit out-of-pocket costs for insulin at $35 per month, and, for the first time ever, cap Medicare part D out-of-pocket drug costs at $2,000. It is to the seniors' advantage to have this passed. This is real progress that provides real relief to seniors, and I urge my colleagues to join me in supporting this critical legislation.
LEGISLATIVE BRANCH APPROPRIATIONS ACT, 20222022-07-28
Mr. MRVAN
Mr. MRVAN. Mr. Speaker, I thank the chair for the time. Mr. Speaker, I rise today to express my support and appreciation that the House is considering the CHIPS and Science Act. Indiana's First Congressional District is home to an incredible manufacturing, steel, and industrial workforce. This legislation takes historic action to shorten supply chains, increase the production of American-made semiconductors, and protect our national security. I thank my Senate colleague from Indiana, Senator Todd Young, for his steadfast leadership on this initiative. Today is a good day for northwest Indiana and the State of Indiana. This bipartisan legislation is an investment in research, technology, and STEM. It allows us to be in enhanced global competitiveness. It makes us less reliant on other countries for chips and semiconductors. It invests in the American worker and ingenuity. It allows for our autoworkers to complete production without stoppages. It allows for continuity for our steel industry and steelworkers and productivity, and it strengthens our Nation's security. It creates an opportunity for Indiana in a bipartisan congressional manner and the delegation to come together to compete for a tech hub, and it creates a future for the next generation of workers. Mr. Speaker, I urge my colleagues to support this agreement, and I thank the chair, again, for my time.
PREVENTING CHILD SEXUAL ABUSE2022-07-15
Mr. MRVAN
Mr. MRVAN. Madam Speaker, I rise today to express my support for research activities to prevent child sexual abuse under the CDC's National Center for Injury Prevention and Control. Throughout my career, it has been a top priority of mine to protect the most vulnerable populations in our communities, including children impacted from sexual abuse. For the second year in a row, I was proud to lead a letter to the House Appropriations Committee in support of these research activities. Thank you to all 30 Members who joined me in this initiative as well as the leaders of the Appropriations Committee for the increase in funding. I appreciate the report language that recognizes the severe and often lifelong physical, cognitive, and emotional impact of child sexual abuse and the value of this research to increase the understanding of risk and factors that can improve prevention efforts. Madam Speaker, I look forward to continuing to work with my colleagues to ensure that all children can thrive in a safe and healthy environment.
PROTECTING OUR GOLD STAR FAMILIES EDUCATION ACT2022-07-13
Mr. MRVAN
Mr. MRVAN. Madam Speaker, I rise today in support of the final version of the Honoring our PACT Act, which will uphold our obligation to ensure that veterans receive the world-class healthcare they deserve. As a Member of Congress and a member of the Veterans' Affairs Committee, we have a responsibility to support all veterans when they return home from protecting our freedoms and defending our democracy. As I walked the parade routes of the Fourth of July and visited the veterans service organizations, it is not enough to simply say ``thank you for your service'' to our veterans. It is through our actions that we provide proof we have our veterans' backs and value their service. Ultimately, veterans living with toxic exposures must not be denied the care and benefits they have earned. I encourage all of my colleagues to join me in supporting this measure. Again, I thank Chairman Takano, all the Members, and all of my colleagues on the House Veterans' Affairs Committee for their leadership to finalize this critical legislation to have our veterans' backs.
KEEP KIDS FED ACT OF 20222022-06-23
Mr. MRVAN
Mr. MRVAN. Madam Speaker, I thank the chairman for yielding. Madam Speaker, I rise today in support of the Keep Kids Fed Act, which will aim to ensure our communities, schools, and daycares can provide healthy meals to children this summer. At a time when parents are struggling to put food on the table and prices at the grocery store are at an all-time high, I am grateful for this bicameral, bipartisan effort to address food insecurity. Throughout my career, I have focused on making sure to stay in touch. I had the opportunity to sit with over 60 nutritionists for the school lunch programs, who had a sense of urgency and concern not about their jobs, but about the rising costs and their ability to make sure that young people, K-12, are able to have the meals in a dignified matter, to be able to be educated and overcome obstacles, and to make sure that they were fed and ready for class. That being said, today, I thank Chairman Scott and all my colleagues for their example to solve this immediate and pressing challenge, and I look forward to continuing to work with all of my colleagues to ensure that we create the ideal environments that allow all students to learn and thrive.
