Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, as Co-Chairs of the Congressional App Challenge, Congressman Ted Lieu and I would like to include in the Record the winning students and their apps from the 2023 Congressional App Challenge. The 2023 Congressional App Challenge saw 11,334 students from all 50 states and territories submit applications this year. Collectively, these students created 3,645 fully functioning apps. The Congressional App Challenge in its nine years has seen over 58,262 students create 16,589 applications. With 374 Members of Congress, nearly 84 percent of the House of Representatives hosting an App Challenge in their district, this year marks tremendous success and growth of the program. We look forward to continue to celebrate the success of these students here in Washington, D.C. at #HouseOfCode on April 10th and 11th. The 2024 Congressional App Challenge launches on May 1, 2024, and concludes on October 24, 2024. The 2024 Congressional App Challenge marks the 10th consecutive App Challenge since its start in 2015. As Co-Chair of the Congressional App Challenge, I am excited to continue to support the program and its students at this milestone moment. Please join us in celebrating the program, and all our student alumni on September 17th for National App Challenge Day.
RECOGNIZING THE 488TH INTELLIGENCE SQUADRON'S 50TH ANNIVERSARY2024-04-10
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to celebrate the 50th anniversary of the 488th Intelligence Squadron at RAF Mildenhall. Through 50 years of peace and conflict, the ``Bats'' of the 488th have delivered time-sensitive intelligence to warfighters and decisionmakers through their superb execution of RC-135 intelligence operations, and in recent years have participated in such Operations as Atlantic Resolve, Inherent Resolve, and more. The Bats represent the cutting-edge of U.S. intelligence, surveillance, and reconnaissance efforts in the EUCOM theater of operations, driving allied interoperability with the United Kingdom's RC-135 program, leading analytic integration efforts with new NATO countries, and ultimately rising to the occasion following Russia's invasion of Ukraine, providing critical intelligence and overwatch for senior United States diplomatic and defense leaders. I ask my colleagues to join me in thanking the ``Bats'' for their dedication and selfless service to keep our country safe, and to congratulate them on this monumental anniversary.
CELEBRATING HAWKEYE SUPERSTAR CAITLIN CLARK2024-03-08
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Madam Speaker, I rise today to celebrate Hawkeye superstar and West Des Moines native Caitlin Clark. March is upon us, and the madness is real. As we look forward to the Big Ten Women's Tournament already underway, we have a phenomenon coming from the heart of the heartland, Ms. Caitlin Clark. After surpassing the all-time scoring record in women's basketball in February, Caitlin became the NCAA Division I all-time leading scorer for both men's and women's basketball. In Iowa's win over Ohio State on Sunday, Caitlin reached an outstanding record of 3,685 career points, and she is just getting started. Caitlin is a leader both on and off the court who serves as a role model for young women across our State and the country. As a dad of five young daughters, our babysitter even helped make Caitlin Clark who she is by constantly getting dunked on by Caitlin Clark in high school. Ms. Liz Sutton, you, the coaches, the fans, the team, and the family are what make Caitlin Clark and Iowa so proud today. Thanks for all you are doing. Most importantly, as Iowa sets its focus on the Big Ten Tournament in March, join me in congratulating Caitlin for what she has done and what she will continue to do.

Two years later, she married her husband Marion Harter and together they raised four children: Nancy, Betty, Tom Harter, and Mary Jo. During her life she wore many different hats. She taught school, worked as a telephone operator at the Drakesville switchboard, and spent 27 years working at the Davis County Hospital. Willa's love and care was shown through her dedication at the hospital and at home with her children. Ms. Harter also has extensive experience crocheting afghans for every one of her children, her twelve grandchildren, twenty great grandchildren, and ten great-great grandchildren. In addition to a full life at home in Iowa, Ms. Harter has seen her fair share of adventures, traveling to all 50 states, as well as Asia, Europe, South America, and Australia. Now, her daily adventure is enjoying retirement by doing puzzles and reading books in her Bloomfield home. I invite my colleagues to join me in honoring Ms. Willa Harter's life and achievements as we wish her a very happy 101st birthday. I extend my congratulations and best wishes to her and her family.

In this spirit, and as a sushi-lover myself, I am looking forward to watching Izumi Sushi & Hibachi grow and ingratiate themselves in the Clive community. Mr. Speaker, I ask my colleagues to join me in congratulating Scott, John, and Sandy on the opening of Izumi Sushi & Hibachi. I wish them the best of luck as they begin this new chapter.
HONORING PERRY HIGH SCHOOL PRINCIPAL DAN MARBURGER2024-01-18
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today with a heavy heart to honor Principal Dan Marburger's family who are grieving following an attack on Perry High School. During the attack, Principal Marburger heroically and selflessly put himself in harm's way enabling his students to run to safety. He saved many lives through his actions. Dan passed away and will be laid to rest this weekend. As his daughter Claire said. ``Dad taught us, inspired us to be better people every day. He passed many lessons and things on to us kids.'' There's no doubt his impact will live on through the many students he mentored as an educator. My heart goes out to Dan's wife and children. I would like to include in the Record a Facebook post written by his daughter Claire that encapsulates the tremendous man, husband, father, grandfather, and educator he was: ``Yet another post I didn't imagine having to write . . . If you are lucky enough to know my Dad, you know there are not enough words to say about him. Dad taught us, inspired us to be better people everyday. He passed many lessons and things on to us kids. Education is important. Five Perry High School graduates . . . were lucky to walk across the stage as Dad said our name with pride and we gave him a hug, Dad's hugs will never be beaten . . . and then five college graduates that represented the state of Iowa. Two graduates from UNI, a Central College grad, a Luther College grad, and a University of Iowa grad. Four out of five of us now work in schools or for schools. The fifth child actually makes money. As a teacher in his building and watching him handle students and accommodating as needed to see them succeed, it became clear to me the impact we teachers and adults can have on our students. Sometimes all a kiddo needs to find success is for someone to genuinely hear them, and see them, and prove to them that someone cares about them after their mistakes, after their bad choices, and to not leave them out to dry. Dad took no greater pride than seeing the kids he harped on and held up tough expectations for, walk across the stage with a diploma in hand. He also made sure that each student had their name pronounced correctly, spending months before graduation with flash cards pronouncing each name over and over so that every student and family got to hear their child's name or their name as they crossed the stage. If you know how diverse Perry is, you know how tough a test this can be. Another thing Dad taught us was how to love. How to love each other, how to love our parents, how to love our spouses and significant others, how to love our kids and grandkids. And it comes down to one word, selflessly. Dad loved my mom, Dad is in love with my mom, unconditional, no question, Dan & Elizabeth 4evr. His patience, his grace, his unwavering support for mom in good and bad times was so clear, I understand what it truly means and looks like to love another person, not just saying you love them but to live it and prove it every day. Not every kid is lucky enough to see this from their parents but we were. Dad showed us that we are never too busy or too far away to care and support your parents. Dad has so much love and respect for his parents, he would drop anything to be there for them, however, whenever they needed. Give back to the people that give so much for you. Us kids know now, especially looking back on our growing up years how much Dad loved us. Tough love when we needed, patience and understanding when we needed that. Expectations that he had, but expectations that he made sure we knew were important for us to have for ourselves. It is the little things like calling me Clairey or sending me a random amount on Venmo saying ``Gas'' or ``Lunch on me''. I was so excited for my Dad to meet my girlfriend's three boys, knowing they would love him and he would love them as if they were my own. Going out of his way to make sure our boys felt welcome to the Marburger family. I really wish Dad had an opportunity to play catch with them, especially the youngest and his passion and love he is developing for football and being able to bond over that. The grandkids don't yet understand what they lost today, but there will forever be ``grandpas babies'', bear traps, gummy bears in the freezer, and plenty of naps in grandpas chair. All things we will carry on. My Dad was an incredible man, educator. husband, Dad, grandpa. A person I aspire to be and hope to make proud every day. He will be greatly missed. I love you, Dad. You are the best, forever''. Principal Marburger showcased to America, to Iowa, to our own families what Perry Strong means.
PERRY STRONG2024-01-18
Mr. NUNN
Mr. NUNN. Mr. Speaker, I rise today with a heavy heart, just 2 weeks after the horrific violence that ripped through the small town of Perry, Iowa. On the morning of Thursday, January 4, students woke up and returned to school after their winter break. They did not know what that day would entail. Before school had started, some students arrived for a breakfast program just before 8:00 a.m., and reports of shots rang throughout the school. Law enforcement rushed to Perry High School. The violence that day left four students wounded, the death of sixth grader Ahmir Jolliff, and now, most recently, the life of Perry High School Principal Dan Marburger. The Butler family also lost their son that day. Like many Iowans, when I first heard the news, I was angry. No parent, no child, no teacher should ever have to wonder if it is safe to be able to go to school. We have a duty, a sacred oath, to protect our children, our families, and our educators. In addition, no family and no parent should ever have to feel the pain that Ahmir's mother, Erica, felt that day when she learned that her 11-year-old son, Mr. Smiley, had been shot and killed simply for going to school. Ahmir was an incredible kid. His mother shares that he loved soccer, played the tuba, and sang in a choir. Most importantly, that day, he got up excited to go back to school because he wanted to see his friends and his teachers. This past weekend, this horrible attack claimed another life, Principal Dan Marburger. The multiple injuries Dan sustained were a result of his truly heroic effort to save his students. Dan was a loving father, a grandfather, a husband, a son, and a great educator. He worked in the Perry School District since 1995, but when Dan heard the danger happening in his school, when others fled, when he could have run to save his immediate staff, he swarmed toward the danger, and there is no doubt that his actions saved lives. Perhaps no one could share the story of Principal Marburger better than his own daughter, Claire, who said: As many of you know, Dad is a gentle giant, an amazing dad, just an amazing person. When I heard of a gunman, I instantly had a feeling my dad would be a victim, as he would put himself in harm's way for the benefit of kids and his staff. It is absolutely zero surprise to hear that he tried to approach and talk Dylan down and distract him long enough for some students to get out of the cafeteria, because that is just Dad. There is no doubt he saved many lives through his selfless action. His legacy will live on through many students that he both mentored and educated, and his sacrifice will never be forgotten--not in Iowa, not in America. Today, while our hearts mourn over this tragedy, we will be there for our community. In the evening and days that followed the violence, we heard of students who helped each other get to safety. We learned the story of a kind stranger who drove an injured student, fleeing from the school riddled with bullets, to a hospital to help get treatment. Going forward, we learned of law enforcement who were able to be on the scene within minutes, helping to protect even more students and securing the school quickly. We learned of doctors, nurses, medical professionals, and an incredible Life Flight crew who landed on the Perry High School football field to shuttle those casualties and those wounded to trauma centers across the State from this rural community. We learned of all who worked tirelessly to help those who were injured. We also heard the stories of vigils and community gatherings in the days that followed the shooting. As we continue to move forward, now is the time for healing, a time to ensure that our communities are safe, our kids feel confident to return to class, and that families and educators know that Iowa has their backs. We all have a responsibility to ensure safety for our students, and that begins with mental health, preventing youth suicide, hardening our schools, and ensuring our law enforcement and our schools are prepared to respond when these violent acts occur. Together, we have led on this, but there is more work to be done. From this tragedy, there are lessons learned. These lifesaving actions that took place at Perry High School must be shared across the country, and I ask all of my colleagues to join with me in learning from this horrible event so that we can save lives into the future. Mr. Speaker, these are hard days ahead of us, and much work remains to be done, but we will get through this together, because, today, we are all Perry strong.
HONORING THE SEVEN FAMILIES OF VICTIMS OF PERRY HIGH SCHOOL ATTACK2024-01-17
Mr. NUNN
Mr. NUNN. Mr. Speaker, I rise today with a heavy heart to honor the families who are grieving following an attack on Perry High School in Iowa. On January 4, 11-year-old Ahmir Jolliff, a sixth grader in our community, died during an attack on his school. Ahmir's wonderful mother, Erica, said her son, known as Smiley because of the dimples that always lit up his face with a grin, believed in making every day count, and we should all take this burden on seriously as we march forward. During this attack, Principal Dan Marburger heroically put himself in harm's way to create an opportunity for students to run to safety, and, in those few moments while he tried to talk down an active shooter, he undoubtedly saved the lives of many in our community. However, for his selfless actions, standing in harm's way, this week it is sad to report that he has passed away. As his daughter Claire said: Dad taught us and inspired us to be better people every day. He passed many lessons and things on to us as kids. Undoubtedly, there are families in Perry who are still living the life lessons that Dan Marburger taught. There is no doubt this impact will live on in heavy, but also inspiring, ways as a mentor and an educator in our community. Mr. Speaker, our prayers are with the Marburger family and the people of Perry.

WHY SECTION 702 IS ESSENTIAL2023-12-12
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I thank the Members of Congress who are here today. Today, we stand on the forefront of America's capability to collect and protect our Nation's most critical intelligence. This is known as the Foreign Intelligence Surveillance Act, specifically section 702. Now, some have asked: Why is 702 essential? I answer in no uncertain terms, it has saved thousands of American lives. It is a powerful tool to safeguard hundreds of millions of Americans from the attacks coming from terrorists, foreign agents, and vicious attackers. Some have rightfully asked: Are we willing to sacrifice America's liberty for the sake of security? With this, I will not abide. For too long, the failures to reform section 702 have led to abuse, nowhere more clear than our own Department of Justice where spies against America are not just overseas but right here in the United States. Americans should rightly ask: What is Congress' role and what will be our aim, Mr. Speaker? To this, I answer directly: We must protect this Nation, we must reform section 702 of FISA, and we must hold our adversaries accountable, both in our government and those overseas. Now, there is broad recognition that section 702 offers intelligence value on a range of evolving priorities, including terrorism, cybersecurity, and espionage. In fact, 702 serves as the foundation for much of the Nation's most important intelligence, providing decisionmakers critical information at their time of need. Nearly 60 percent of the ``President's Daily Brief,'' a briefing book that I have in my time as a counterintelligence officer helped brief and prepare, comes from FISA 702. Before us, you see one of the greatest threats to America, the mastermind behind the 9/11 attacks. The drone strike, which I have flown over watch for and supported operational units like this, was the weapon that we used to take out just last year, 2022, the terrorist al- Zawahiri. The targeting unit that ensured that we didn't have collateral damage was provided with acute intelligence to ensure that innocent loss of life did not occur. I know this, being a commander of a targeting unit that has executed missions almost identical to this. I also know that flying aboard recon aircraft, we have been the collectors of some of the most important intelligence, including that that provides section 702 its ability to be successful. From 2018 to 2022, FISA section 702 collection played a critical role in 70 percent of successful CIA-supported weapons and counterproliferation disruptions, weapons that would have ended up in the hands of terrorists like we have just seen in the attack on Israel. Last year, section 702 collection played a role in more than 50 percent of the CIA counternarcotic disruptions, that same fentanyl entering the United States today. Additionally, declassified examples of 702, which I can share on the homeland today, make sure that foreign actors' illicit plans to smuggle methamphetamines across the U.S. borders, the quantities and potencies of fentanyl destined for illegal transfer to the United States, as well as specific smuggling techniques used to avoid them, techniques, when breached, are actually able to save Americans. The involvement of a foreign official in one of these narcotic trafficking schemes to transport fentanyl pills to the United States was thwarted because of intelligence capabilities to do this. Section 702 resulted in the identification disruption of hostile foreign actors' attempts to recruit spies in the United States, including right here on U.S. soil where operations were conducted to kidnap and assassinate U.S. senior leaders. The timely identification of foreign intelligence government's plans and the intent was revealed by 702. Law enforcement across the country are asking for us to maintain the ability to provide them the tools to safeguard our country. Our first responders demand this and Congress must act. Simply put, 702-acquired information is used daily to disrupt threats to the United States. However, given the FBI's unacceptable compliance failures, there is also a responsibility that Congress must include safeguards to uphold the privacy, civil liberties, and international trade in a digital world, including criminal punishments for those in our own government who continue to this day to go unchallenged. As a Member of Congress, we must work together to reform and reauthorize 702. It should be our overarching goal to protect the United States from foreign threats while simultaneously protecting the Fourth Amendment rights of private citizens. Importantly, any lapse or significant change that hinders the use of 702 unnecessarily blinds the United States to a range of threats, meanwhile taking dangerous risks to allow foreign terrorism to occur right here on our soil. In closing, Mr. Speaker, it is no secret that the threats we face in the 21st century are both multifaceted and ever-evolving: terrorism, cybercrime, the activities of hostile actors, and a demand for sophisticated, adaptive response. Therefore, we must move forward in holding not only the FBI accountable but making sure that Americans have the ability to protect themselves from threats overseas and within our own government.
